[Display omitted] Ghana has been a pioneer in energy efficiency in the sub-Saharan region, becoming the first country to introduce minimum energy performance standards and energy labelling for lighting, air conditioners and refrigerating appliances in 2008. It also introduced an innovative and not yet widely adopted policy of banning the import of used air conditioners and refrigerating appliances, mostly from Europe. While the impact of this policy package has already been assessed in terms of energy savings in Ghana, it is still unclear whether the import ban on used products makes sense in terms of environmental impact. Ghana's ban may seem surprising given that current European product policies in the context of the Green Deal aim to extend the lifetime of products and encourage their reuse to make them more sustainable. In this paper, different scenarios covering new and used refrigerating appliances as well as different end-of-life management options were examined in a life cycle analysis. The results show that exporting used refrigerators from Europe to West Africa increases their environmental impact per functional unit in many categories, even if it extends the lifetime of the product. The informal end-of-life treatment of refrigerators by open burning has a massive impact on human toxicity. As energy consumption during the use phase is the main determinant of most environmental impacts, energy efficiency policies (minimum energy efficiency performance standards and labelling) combined with an import ban on used refrigerating appliances are the best approach to reduce these impacts. The regional impact of climate change on heating and cooling demand is important to consider when designing optimal long-term energy policies. Several studies have addressed this issue, but either at a very aggregated level or without optimizing the whole energy system. The aims of this paper are to fill this gap in a generic way and to assess the impact of climate change on heating and cooling energy demands for residential and commercial sectors at the regional and nodal levels in the context of Chile's energy transition. We propose a methodology based on high resolution climate simulations for the Representative Concentration Pathways (RCP) RCP 2.6 and RCP 8.5 scenarios. First, a statistical analysis is performed to estimate the long-term trends of so-called heating and cooling degree-days and their impact on final regional energy demands. Then, demand pathways in the energy transition are assessed using a multi-sectoral energy planning model. Numerical experiments using data from Chile show an overall positive economic impact of climate change (limited to heating and cooling demands) for the energy system, with a significant decrease in heating demand compared to a limited increase in cooling requirements. For the RCP 8.5 scenario, cost reductions reach 2.1% of the total discounted system cost on the 2020-2050 period mainly due to a significant decrease of gas consumption for heating. Data related to building energy use fuels the research and applications on building energy efficiency, which is an essential measure to address global energy and environmental challenges. However, in most cities, there is a lack of comprehensive and publicly accessible building energy use datasets with necessary temporal and spatial granularities to support urban building energy modeling, regional energy planning, city-level building performance benchmarking, and policymaking on building energy efficiency. Data owners and governments are facing challenges in determining which and how building energy use data should be disclosed at the city level and how to protect data privacy. This review paper provides insights to answer these questions based on a comprehensive and critical review of worldwide open datasets and their applications in the built environment context. Detailed information about the collected 33 building energy datasets is summarized and categorized. Studies identified into 11 subdomains using these open datasets are critically analyzed and compared. Potential policy implications based on the studies are also proposed. Moreover, non-energy datasets that are frequently used in research relevant to urban building energy use are also introduced. Solutions to privacy issues are discussed to address concerns from data publishers. Finally, significant conclusions are made to support the proper disclosure of city-level building energy data. Policies targeting energy efficiency and renewable energy are sometimes viewed as more politically feasible than carbon pricing in pursuit of emission reduction goals. This paper assesses underlying drivers of energy policy development. These factors include economic, social, environmental, and institutional variables. The between estimator for panel data is an appropriate method for our focus on some exogenous variables that vary more across countries than over time. We find that larger oil reserves per capita have a negative relationship with renewable energy policy development. Education and political globalisation have strong positive relationships with both energy-efficiency and renewable-energy policy development. These results suggest that greater participation in global political groups can be an indirect approach toward energy policy development, in cases where direct and immediate policies are hard to implement. OECD countries have higher policy scores by 33 and 25 points in energy efficiency and renewable energy respectively. The improvement of energy efficiency of products is a key pillar of climate and energy strategy in the European Union (EU). The first EU product policies were adopted in the late 1970s, and they have evolved to become a coherent set of implementing measures under framework directives that harmonise and refine the regulatory process. After years of weak implementation, considerable progress in terms of scale and ambition has been achieved in the last decade. In 2020, product mandatory measures covered 50% of the EU total final energy consumption, leading to 46 Mtoe energy savings. This paper describes the available policy instruments to promote energy efficiency and remove the market barriers hindering the penetration of the best performing technologies. It offers a review of the progress made over these last 40 years of EU product policies, describing the Energy Labelling, the Minimum Energy Performance Standards (MEPS), the Ecodesign Directive and the voluntary agreements (EU Ecolabel and Green Public Procurement). Public acceptability appears an essential condition for the success of low-carbon transition policies. In this paper, we investigate the role of self-interest on citizens' preferences for the distribution of costs and environmental benefits of energy efficiency policies. Using a discrete choice experiment on nationally representative household samples of Sweden, Italy, and the United Kingdom, we first investigate preferences for national burden-sharing rules and for the distribution of environmental benefits accruing primarily in rural and/or urban areas. We examine the role of self-interest and self-serving bias in a correlational manner by looking at the effects of income and location of residency on preferences for these policy attributes. Moreover, we investigate the effect of self-serving bias on preferences for burden-sharing rules in a causal manner by experimentally priming randomly assigned groups of participants to feel either rich or poor. Our results suggest that the accountability rule is the most popular and the equal-amount rule the least popular burden-sharing rule. Further, policies with environmental benefits accruing primarily in rural areas are least preferred. We find some evidence for self-interest, especially through our correlational approach. Finally, across country samples, our results reveal heterogeneity in preferences for policy attributes and in the prevalence of self-interest. [ABSTRACT FROM AUTHOR]

• Residential sector accounts for a quarter of consumption and a fifth of CO 2 emissions. • HVAC accounts for a third of residential consumption, equivalent to 8% of final energy. • Collecting and reporting information is crucial to target residential energy policies. • Retrofitting of residential stock and adopting conservation behaviours are mandatory. • Residential electrification is far away and needs to be accompanied by the decarbonisation of the electricity sector. The residential sector is a major contributor to climate change, accounting for almost a quarter of global energy consumption and a fifth of CO 2 emissions in 2019. Since 2000, residential consumption has grown at a sustained rate of 1%/year, driven by the development of emerging economies, despite stagnation in developed countries. The increasing demand for living space, energy services and comfort levels seems difficult to curb, especially in the developing world on its fair attempt to reduce inequality. To understand these trends, this paper analyses the trajectories of key indicators of activity and efficiency in this sector, for emerging and developed regions, as well as for major consuming nations, mainly China, United States, European Union, Russia, India, Japan and Brazil. Despite data limitations, meaningful cross-country comparisons are presented for fuel mixes, energy services and dwelling types. Heating, ventilation and air conditioning (HVAC) systems account for a third of residential consumption and will grow rapidly as increasing wealth in emerging economies allows for satisfying the thermal comfort demand. Economic development will naturally increase housing size and equipment level and reduce household size, and could close the per capita consumption gap between developing and developed regions. Efficiency improvements could reduce the energy use intensity to around 10 koe/m2 but will not be enough to curb residential consumption. International cooperation, policy support and funding are essential to accelerate development and efficiency gains in developing countries without compromising environmental targets. In the meantime, politicians should focus on decarbonising the energy mix and promoting energy efficiency, while citizens focus on energy conservation to avoid irreversible environmental damage. In the last decades, due to the increasing environmental concerns such as energy-resource depletion and global warming, energy efficiency instruments and renewable energy production has been promoted more than ever. This paper investigates a comprehensive comparison between two energy markets, i.e., the tradable white certificate (TWC) market and the tradable green certificate (TGC) market. How to coordinate the two energy markets and what the coordination impacts become the main issues under a reward-penalty mechanism. This multi-agent problem is discussed in an electricity supply chain consisting of two populations of traditional energy suppliers who want to decide about using one of them under government intervention. In this regard, the behavior of the suppliers is analyzed under three different Scenarios, including traditional power generation, energy efficiency program (EEP), and renewable portfolio standards (RPSs). An evolutionary game is applied to formulate the problem. The results show that a mandatory fine policy is more useful than an energy-saving subsidy to motivate the traditional suppliers to move toward sustainable energy generation. This policy also helps governments to meet their sustainable-oriented goals, as we discussed in this work. Even though active flow control has attracted broad interest to improve flow performance by adding external energy, few studies investigate whether the energy consumed by the AFC can bring energy benefit to the system. This paper numerically demonstrates that co-flow jet (CFJ) active flow control can not only eliminate the flow separation and distortion of a serpentine duct (S-duct), but also leverage the energy state of the inlet system with the available work increased more than the CFJ energy consumed. The 3D Reynolds Averaged Navier-Stokes (RANS) equations with one-equation Spalart-Allmaras turbulence model are used and validated with experiments for the simulation. The optimum configuration of the CFJ S-duct removes the flow separation and virtually eliminates the distortion by reducing D C 60 from 41.7% to 0.67%. Benefited from the attached flow, the total pressure recovery is increased by 2.0%. An exergy analysis is conducted to assess the potential benefit of the system available work. A parameter, E I P R , is introduced to measure the merit of an AFC by calculating the ratio of exergy increase to the power required by the AFC. Attributed to the zero-net-mass-flux control, all the power consumed by the CFJ actuators are absorbed by the inlet system as exergy increase. At the same time, the system exergy is further increased by 22% more than the CFJ energy consumption due to removal of flow separation that reduces entropy increase. [ABSTRACT FROM AUTHOR]

• In 2017, renewable heat used in residential buildings in AT and CH was 48% and 30% • Renewable heat must be increased by 131% in AT by 2040 and 210% in CH by 2050. • Public subsidies contributed to 51% and 36% of total heat savings in AT and CH. • AT relies more on public subsidies and has a lower cost-effectiveness of policies. • CH obtains similar heat savings with eight times lesser public subsidies. Reducing heat demand and decarbonising heat supply are essential if countries have to meet net zero emission targets. This paper presents a comparative assessment of the impact of energy efficiency polices for heat demand reduction and heat decarbonisation in the buildings sector (2000–2017) in Austria (AT) and Switzerland (CH). It assesses the heat demand, heat supply, effect of different factors on changes in total heat consumption, impact of energy policies that provide public subsidies for heating and compares the effectiveness of different policies and measures. The assessment shows that renewable heat supply in residential buildings has to be increased by about 150 PJ (130% increase from 2017) in AT by 2040 and by 120 PJ (210%) in CH by 2050, which is challenging. Energy savings from improvements in energy efficiency from 2000 to 2017 are 83 PJ in AT and 97 PJ in CH, but these are largely offset by increase in activity and wealth effects thereby resulting in small changes in final heat consumption. The average (2014–2017) annual public subsidies for heating were about 2500 million Euros and 310 million CHF and contributed to 51% and 36% share of energy saving in AT and CH respectively. Both countries achieved similar energy savings, albeit following different policy approaches. Public subsidies for heating are an important policy instrument in AT but have lower cost effectiveness. On the other hand, CH minimised the use of public spending by deploying other policies and funding measures that leveraged private investment to achieve similar energy savings. Proponents of distributive justice with regard to energy hold that every household has the right to affordable access to energy. However, when passively participating in clean energy reform policies, households, and especially low-income households, are often forced to use energy beyond the scope of affordability, resulting in distributive injustice. However, research on the quantitative estimation of injustice in energy distribution is still rare. In this paper, an evaluation model of energy vulnerability and distributive justice is established through the "reverse deduction method," and the change value of energy vulnerability before and after energy reform is used to calculate the loss value of distributive justice, which is used as the basis for energy policy evaluation. Taking the policy of replacing coal with natural gas for rural heating in Gaocheng District, Hebei Province, China as a case study, the value of lost distributive justice is calculated. The results show that 34.51% of households experienced distributive injustice after the energy reform, while 19.34% of households improved their energy vulnerability and achieved energy justice through energy subsidy policies. However, 46.15% of households were able to adapt to the energy reform independently without subsidies, which indicates a waste of resources in the energy subsidy policy. The policy implication of these results is that differentiated energy subsidy policies should be implemented according to household energy vulnerability, so as to maximize the policy benefits on the premise of ensuring justice in household energy distribution and minimizing injustice. To relieve the problems of energy shortage and environmental pollution, many countries have implemented a variety of policies to improve the energy efficiency of the power industry. To understand the impacts of such policies on energy efficiency, this paper constructs novel network data envelopment analysis models to recognize the policy-induced structural changes in the power system. Compared with previous studies, the new models project the inefficient points onto a more realistic efficient production frontier, considering how the distribution proportion of shared resources will change when the power system, modeled as a power generation stage and a power sale stage, is led by the latter stage. Our empirical study on China's power system shows that the province of Guangdong and the eastern region of China perform best, and all power production stages perform better than the corresponding power sale stages. The development of the two power subsystems in the four regions is unbalanced. More than half of the power supply systems choose to allocate more proportion of the shared resources to the sale stage rather than use a more balanced distribution between the two stages. With the urbanization and the decarbonization of the heating sector, thermostatically controlled loads (TCLs) with a rising energy consumption proportion, have become important demand response (DR) resources, which can provide considerable regulation flexibility for transition to renewable energy. Depending on the measurement or the forecast, TCLs dispatch methods established from the static perspective, failed to sufficiently consider the impact of DR chain reactions and the varying characteristics of TCLs response flexibility, which lead to the deterioration of the reliability and the availability of its dispatch potential. To address these issues, this paper proposes an interactive dispatch strategy based on the source–load collaborative evolution. Firstly, in light of system dynamics, a response evolution dynamic model is established by dividing of TCLs response process into multiple subsystems, which constitutes a comprehensive picture of TCLs response dynamics. Secondly, TCLs response flexibility is evaluated from the current and the evolution perspectives, which can enhance the reliability and stability of TCLs response by considering the potential response flexibility variations caused by the chain reaction of responses. Thirdly, an interactive dispatch strategy is devised by synthesizing of the source–load collaborative evolution dynamics from the dimensions of the elaborate state and the equivalent energy, which not only improves the dispatch performance, but also reduces the computational complexity. Based on the established strategy, TCLs response flexibility can be guided explicitly and quantitatively, like the energy storage in the dispatch, which improves the controllability and feasibility of TCLs response in DR service. Since the Energy Policy Act of 1992, federal facilities have increasingly used performance contracting to finance energy and water efficiency measures. Utility Energy Performance Contracts (UESCs) have received less attention despite having similar goals and processes as Energy Savings Performance Contracts (ESPCs). This paper provides a comparison between the two performance contracting models and highlights the tradeoffs that should be considered. Higher costs observed in ESPCs are driven by higher overhead and the costs of savings guarantees. These cost drivers cascade into longer financing terms and higher interest rates. These results suggest that federal agencies should explore UESCs as a potentially more cost-effective way to achieve energy savings improvements. [ABSTRACT FROM AUTHOR]

• Linking top-down energy efficiency indicator analysis with bottom-up policy analysis. • Explaining the contribution of energy efficiency policies in Germany and Switzerland. • Analysing the counteracting effects to energy policy of rebound and non-compliance. This paper studies the factors underlying the evolution of the energy consumption for space heating in residential buildings by linking top-down analysis, based on meso -indicators, and bottom-up analysis, based on policy evaluations. The top-down analysis (i.e. the perspective from energy statistics) allows one to separate the change in total energy use into activity level, societal factors and energy efficiency gains. The explanatory power of the resulting meso-(statistical) indicators is often limited, if the underlying factors are not examined (e.g. changes in heating levels and patterns, weather effects, cost of energy and policies regarding insulation and heating system standards). We overcome most of these drawbacks by conducting a bottom-up analysis (i.e the perspective from single policy measures), which enables us to discern the contribution of energy efficiency policies to the changes observed with the meso -analysis. We focus on space heating consumption in the residential sectors for Germany and Switzerland. A major aim of this analysis is to show the contribution of energy efficiency policies (such as thermal building regulation, subsidy programmes, fiscal measures etc.) towards the changes in this indicator. The results show that the progress in energy efficiency (both autonomous and policy induced) in both countries had the greatest effect (-776 PJ for Germany, −42 PJ for Switzerland) regarding the change in energy consumption for space heating in the period from 2000 to 2016. However, the impacts of "technical and comfort" rebounds (+436 PJ for Germany, N/A for Switzerland) and other developments such as societal changes (+316 PJ for Germany, +35.5 PJ for Switzerland) were found to compensate for a significant part of the energy efficiency gains. In both countries, it was possible to link physical energy efficiency indicators to policy evaluation, but limitations were also identified which are primarily related to data gaps.
