Carbon neutrality is the only way for green low-carbon development. Technological progress is an important starting point for improving energy efficiency. Through scientific and technological innovation, improving energy efficiency is a practical way to achieve the goal of carbon neutralization. Due to the limitation of data and index selection, there is no qualitative analysis of carbon neutrality in this paper. Compared with previous studies, the paper has the following contributions: Firstly, the energy efficiency score of China's provincial level is measured with the DEA method and it is found that the average energy efficiency score of the eastern region is the highest, followed by the western region, and finally the central region. The results also show that the energy efficiency is not in accordance with the economic growth. The regions with higher energy efficiency scores are not always economically developed because of huge energy consumption supporting the economic development. Secondly, the Tobit method is used to study the impact of the reverse technology spillover effect of OFDI on China's energy efficiency. The results show that the spillover effect has a significant positive effect on the improvement of China's energy efficiency, and has a positive impact on the eastern and western regions, but has no significant impact on the western region. Finally, we put forward some policy recommendations to increase energy efficiency to approach carbon neutrality and thus promote green economic development. After the carbon peaking and carbon neutrality goals were proposed, different institutions and scholars carried out research on China's medium- and long-term mitigation pathways. Through the literature review of China's research on carbon neutrality, this paper finds that the zero-carbon energy transition is the key to achieving carbon neutrality. The main driving factors of reducing energy-related carbon emissions include the cleanliness of primary and secondary energy supply systems, the electrification of energy consumption and the development of hydrogen energy, energy efficiency improvement, carbon capture and storage (CCS), and negative emissions. Furthermore, based on the literature, this paper conducts a quantitative comparative analysis, and selects key indicators for comparative analysis and summary from seven dimensions, including economic and social development, carbon emission pathways, primary energy consumption, final energy consumption, final hydrogen energy consumption, electricity demand and supply, and installed capacity and structure of power generation. Main conclusions are as follows: (i) In terms of carbon emission pathways, the institutions generally believed that China will peak carbon emissions around 2028 and achieve carbon neutrality between 2050 and 2060. Achieving net-zero or near-zero emissions first in the power sector is the key to carbon neutrality across the society; (ii) In terms of energy supply, it is a consensus to increase the proportion of clean energy and reduce carbon emissions from the source. The proportion of clean energy in primary energy will increase to more than 85%, and the proportion of clean energy power generation and installed capacity will reach more than 90%; (iii) In terms of energy use, electricity will become the core of final energy consumption in the future. The predicted electricity consumption across the society will range 14.3–18.4 PWh, and the predicted electrification rate will exceed 65%. [ABSTRACT FROM AUTHOR]

Carbon neutrality is an important policy in the current global response to climate change and has been widely recognized by various industries. In the process of promoting carbon neutrality, new energy plays a pivotal role. In this study, the definition and connotation of new energy and its role and specific operation in the energy transition of carbon neutrality are firstly explained. Promoting new energy development requires significant green and low-carbon investments. Taking China as an example, this paper analyzes the opportunities brought by the carbon neutral process to the field of green finance and analyzes the main features and development trends of green finance in China at present. Then this paper proposes policy recommendations to strengthen the development of green finance in China in terms of improving the green financial policy system, enhancing the supply capacity of green financial services, and optimizing the supporting environment for green financial development. Finally, this paper analyzes the measures and experiences of the United States in promoting low-carbon development and proposes countermeasures for China's low-carbon development on the basis of the five major relationships that need attention in China's carbon-neutral process. That is, strengthen the top-level design and improve the regulatory policy system; optimize the energy structure and increase the proportion of clean energy; optimize the industrial structure and reduce energy consumption in key industries; build a complete low-carbon technology system and promote low-carbon technology research and development and demonstration applications, and encourage local conditions to explore low-carbon development paths. China has pledged to peak its carbon emissions before 2030 and achieve carbon neutrality before 2060. New energy decarbonization will be a major focus area for achieving the 'dual carbon' goals since it accounts for about 20 percent of China' s total energy consumption. The Xiong' an New Area' s geographical advantages and natural endowments have brought abundant wind and solar energy resources and have huge development potential in the field of new energy development. This paper summarizes the Xiong' an New Area' s resource endowment and achievements in developing new energy, and comprehensively analyzes the opportunities and challenges faced by this area in the process of building a national new energy demonstration zone in the context of achieving the 'dual carbon' goals. It sorts out the new energy development policy of the Xiong' an New Area and its history of new energy development and then points out that the current development of new energy in this area lies in power project construction, power grid construction, green energy consumption, energy storage development, and new energy equipment. This study believes that the Xiong' an New Area will experience three development stages of carbon neutrality: initial carbon neutrality, fluctuating carbon neutrality, and stable carbon neutrality, because this area has carried out green power planning simultaneously in the initial construction stage and has more green power supply. With the expansion of population and economic scale, the rapid increase in energy demand would lead to the decline in green power supply ratio, causing carbon neutrality to fluctuate and change over time. With the population and economic structure in a stable development stage, the proportion of high-value-added and high-tech industries would increase, and energy utilization technologies such as green electricity would make progress, resulting in the arrival of the stable carbon neutrality development stage. On the other hand, from the perspective of carbon sink potential corresponding to carbon sources, the planned proportion of the blue-green space and the construction land in the Xiong' an New Area would keep its carbon sink capacity in a relatively stable state for a long period of time. Therefore, in addition to the value-added of the natural carbon sink system, carbon capture, utilization and storage technologies and other means of artificial carbon sink can be used as adjustment tools under the carbon neutrality system. Enhancing carbon emission mitigation and carbon utilization have become necessary for the world to respond to climate change caused by the increase of greenhouse gas concentrations. As a result, carbon capture, utilization, and storage (CCUS) technologies have attracted considerable attention worldwide, especially in China, which plans to achieve a carbon peak before 2030 and carbon neutrality before 2060. This paper proposed six priorities for China, the current world's largest carbon emitter, to achieve its dual carbon strategy in the green energy transition process. We analyzed and summarized the challenges and potentialities of conventional carbon utilization (CU), carbon capture utilization (CCU), and CCUS. Based on the current development trend, carbon dioxide capture, circular utilization, and storage (CCCUS) technology that integrates carbon circular utilization and partial sequestration, with large-scale underground energy storage were proposed, namely biomethanation. Technically and economically, biomethanation was believed to have an essential contribution to China's renewable energy utilization and storage, as well as the carbon circular economy. The preliminary investigation reveals significant potential, with a corresponding carbon storage capacity of 5.94 × 108 t~7.98 × 108 t and energy storage of 3.29 × 1012 kWh~4.42 × 1012 kWh. Therefore, we believe that in addition to vigorously developing classical CCUS technology, technical research and pilot projects of CCCUS technology that combined large-scale underground energy storage also need to be carried out to complete the technical reserve and the dual-carbon target. As the world' s largest energy consumer and carbon emitter, China faces a serious situation in energy conservation and emission reduction. However, China' s digital economy is still developing rapidly. In order to explore how the development of the digital economy affects energy consumption and CO2 emissions, this paper took the panel data of 30 provinces in China from 2011 to 2019 as a sample, used the entropy method to analyze the digital economy level of each province, and built a double fixed effect model to empirically analyze the 'positive U-shaped' or 'inverted U-shaped' relationship between the digital economy and energy or between the digital economy and CO2 emissions. The results showed that: (1) There were inter-provincial and regional differences in the level of digital economy in China. Guangdong Province and China' s eastern region had the highest level of digital economy, while Qinghai Province and the western region had the lowest level of digital economy. (2) Both the digital economy and ECSC and the digital economy and CESC had significant ' positive U-shaped' relationships, while the digital economy and ECST, the digital economy and ECEF, and the digital economy and CEEF all had significant 'inverted U-shaped' relationships. The energy-saving effect of the development of the digital economy was greater than the carbon emission reduction effect. (3) There was heterogeneity in the nonlinear relationship between the digital economy and ECSC, ECST, and ECEF, the digital economy and CESC, and CEEF in the eastern, central, western, and northeastern regions. (4) Digital infrastructure, digital innovation environment, digital user scale, and digital industry scale had different nonlinear effects on ECSC, ECST, and ECEF, as well as on CESC and CEEF. Accordingly, to provide empirical support and a theoretical basis for China's development of the digital economy while taking into account the effects of energy conservation and carbon emission reduction, this study puts forward relevant policy suggestions from three aspects: narrowing the gap in the level of digital economy, formulating digital economy development policies, and focusing on key points for the development of the digital economy. The Yangtze River Delta region is one of the key areas of energy transition for China's carbon neutrality. The pathways to carbon neutrality are diverse in the regional level due to the different conditions on the energy supply and demand side. How to construct comprehensive assessment index system and evaluate regional pathways to carbon neutrality is an urgent problem to be solved. To fill this gap, this paper evaluates the carbon neutrality pathways of supply-side and demand-side coordination in the Yangtze River Delta region using the Low Emissions Analysis Platform with five scenarios (64 sub-scenarios): Business as usual, energy intensity decrease, energy structure reform, power supply technology innovation and policies mix. The simulation results indicate that: (1) 22 of the 64 sub-scenarios can achieve carbon neutrality by 2060. (2) In energy intensity decrease scenario, an annual 6% reduction in energy intensity could achieve carbon neutrality before 2060. (3) The policies mix scenario can lead to 21 sub-scenarios with pathways to achieve carbon neutrality when the average annual energy intensity decreases by 4% or more. Additionally, the end-use sectors electrification level should reach 64.19% at least by 2060. (4) There can be 14 sub-scenarios to achieve zero carbon emissions in the power plant sector, but annual energy intensity should be reduced by at least 4%. Applying Analytic Hierarchy Process analysis, the article evaluated the 22 sub-scenarios with the index of regional pathways to carbon neutrality. The result shows that the mixed policies of energy intensity reduction, energy structure reformation and power technology innovation can promote the coordination of supply-side and demand-side. China has played an active and constructive role in the global combat against climate change. Municipalities play a leading role in tackling global climate change. However, despite the global efforts to push for carbon neutrality, the pathway is not yet clear. Using the municipality of Bengbu as a case, this paper explores pathways for achieving carbon emission peak and carbon neutrality in order to reach a CO 2 emission peak before 2030 in four Scenarios and develops a low emission framework taking into consideration the local economy, population, renewable resources, as well as the transport and energy sectors based on the Low Emissions Analysis Platform (LEAP) model. Meanwhile, the energy demand, the structure of the electric power generation, the CO 2 emission, and the total cost in different Scenarios are simulated respectively. The result of this study provides insight on options for energy transformation for the period of 2020–2060. The results show that the industrial sector is the largest energy consumer. The growth rate of energy demand in the primary industry and industrial sector shows downward trends. The increasement of industrial electrification rate and coal generation phasing out are crucial to CO 2 emission reduction. The large-scale deployment of renewable energy and the deployment of thermal power generation with CCUS are important for the electric power industry to achieve carbon reduction goals. Regional energy development and approaches are significant for China's overall economic and social development. The GDP in Zhejiang province surpassed 6 trillion yuan in 2019, and its energy consumption reached 200 million tons of standard coal (tce), both of which are at the forefront of China. In order to explore the main factors of the increase in energy consumption in Zhejiang and provide essential references for energy saving and other provinces, this paper analyzes the total energy consumption and industrial sectors on the basis of the logarithmic mean divisia index (LMDI) model. Study results show that the economy's scale is the most crucial factor affecting Zhejiang's energy consumption, with a significant growth effect. In 2015, the scale effect increased energy consumption to the highest value of 14 million tce and then reduced it to 13 million tce in 2019. The impact of the population on energy consumption increased by 10 million tce from 2010 to 2019. Energy intensity reduces energy consumption by between 0.05 and 0.15 billion tce per year, which is the main factor in reducing energy consumption. The energy structure generally plays a weak positive role due to the different energy types. The decomposition of the energy consumption per unit of value added in the industrial sector showed that the intensity and structural effect primarily reduce energy consumption, for example, the metal smelting and rolling, textile printing and paper, electric power, heating, and other industries. According to the results, enterprises should enhance the intelligence and efficiency of dispatch management and emergency responses. A dual-carbon target (i.e., carbon peak and carbon neutrality) has been a critical external factor for the usage of China's fossil energy in the future. As the lowest-carbon fossil energy source, the uncertainty of China's natural gas usage is much higher than that of coal and oil. Thus, a detailed analysis of China's future natural gas consumption (NGC) under the dual-carbon target has attracted great attention from academia. This paper constructs a system dynamics-based forecasting model for China's NGC, and predicts the trends of China's primary energy demand, natural gas demand, and carbon emissions under four scenarios of high-, medium-, low-, and business-as-usual transitions. The low transition scenario, which is in line with the actual situation of China, shows that: (1) primary energy consumption peaks around 2040 at approximately 7 billion tons of standard coal equivalent. (2) Carbon dioxide emissions peak in 2030 at approximately 10.6 billion tons of carbon dioxide, and "net zero" carbon emissions will be achieved in 2057 and 2059 under high and low carbon sinks, respectively. (3) NGC is expected to peak in 2038 at approximately 630 billion cubic meters. (4) Industrial gas is expected to peak around 2035 at approximately 450 billion cubic meters. • We predict medium- and long-term natural gas consumption in China. • We construct a system dynamics model considering the bind of dual-carbon target. • We apply scenario analysis to quantify the intensity of low-carbon transition. • We get results of prediction the peak natural gas consumption in China.
