China has adopted policy experimentation (PE) as a means of introducing and testing innovative policy options for reforms in higher education (HE). This paper explores how PE plays out in the HE sector, involving state actors and university actors in a dynamic interactive process and bringing about institutional changes. This paper proposes a theoretical categorisation to understand four types of PE that occurred in China's HE reforms, i.e. directive, authorised, exploratory and retrospectively authorised experiments. It discusses an empirically informed case study to illustrate the experiment process characterised by central-local interaction and intentionally ambiguous boundaries. The PE approach enables state-university interactions and power negotiations that create and maintain strategy space for consensus-building. The state, however, retains ultimate authority for legitimatising, selecting and expanding policy experiments. It is best understood as 'elite-enabled experimentation within existing political hierarchies'. This study provides a distinctive perspective for understanding and explaining the power dynamics embedded in China's HE reform process and more broadly the evolution of higher education governance. Since the 2000s, the literature on the ongoing higher education reforms in Africa has been increasing. The scientific discussion converges in an implicit and recurrent argument about the drivers of these policies. Given the involvement of international experts in the policy design, university reforms are often described as the output of the incentives of international stakeholders and the representatives of international organizations. The aim of this paper is to add a new variable to understand higher education reforms in East Africa, which has been neglected by scholars. In fact, the article sheds light on the determining role of domestic actors in the (re)negotiation of policy processes in Tanzania and Kenya, especially administrative and academic staff and students. Rather than evaluating the success or the failure of the reforms, this paper aims to highlight the power plays between a various set of domestic actors who reshape the outcomes of higher education policies. The renewed interest in Lipsky's street level bureaucracy (SLBy) in a wide array of public sectors brings higher education research's reticent stance on the bottom-up implementation approach to the limelight. This article explores the impact of front line actors' implementation on the Bologna-inspired quality assurance reforms in Tunisia from the lens of Lipsky's SLBy. Specifically, it investigates how academics use their discretion to cope with the ambiguities and complexities of a rule-bound policy reform. It puts the so-called "decentralized approach" to test in the higher education sector by probing Lipsky's claims on policy making at the bottom-end of policy process. This paper's findings are based on interviews conducted with academics in three disciplines at two Tunisian universities. It concludes that academics' use of discretion can question their technical role as "policy takers" as they sometimes tamper with the policy text. Governments continuously design and redesign higher education policies, and governmental capacities are the pillars for undertaking these tasks during the formulation stage. This paper considers the assumption that different governmental political and technical capacities shape different spaces for action and thus different types of policy design. The usefulness of this theoretical perspective is tested by comparing the dynamics of the policy designs that have been pursued in higher education in Italy and the Netherlands over the past 25 years. In this paper we address the transition from higher education to work among graduates with a master’s degree, with a particular focus on over-education. We relate to an ongoing debate on whether too many students undertake a master’s degree, and the consequences a surplus of graduates may have. Our data show that the transition from higher education to work has not become much more difficult during the period 1995–2013, despite a huge increase in the number of graduates. Unemployment rates fluctuate, but were lower at the end of the period than at the beginning. Regarding over-education, we find an increase at the beginning of the observation period, but a striking stability in years when the number of graduates rose sharply. When considering all educational groups together, we find no association between the number of graduates, business cycles and the prevalence of over-education. National governments in several countries have promoted and carried out different forms of mergers, consolidations and alliances within their higher education systems in order to increase efficiency, effectiveness and governmental control to ensure that the universities more directly serve the national and regional economic and social objectives. This article sets out to explore structural reforms between and within universities from a micro-level perspective by investigating how academics make sense of and respond to the structural reforms, and how these reforms shape academic cultures, work practices and identities. Drawing upon in-depth interviews with 31 Finnish academics working under structural rearrangements, five core meanings of structural reforms are discerned: structural development as part of a flood of changes, expanding bureaucracy, profiling, searching for partners and branding. The paper concludes that structural reforms along with other managerial transformations foster experiences of competition and polarization at the departmental and individual level of academia, involving redefining what it means to be a successful academic. The purpose of the study is to identify the patterns of change in higher education institutions. It examines the contexts of the changing quality assurance mechanisms used by the different types of higher education institutions in England, Japan, and New York State between 2001 and 2007. The paper argues that there were no clear patterns of institutional change in terms of speed, intensity, extensiveness, momentum, trajectory, and consequence between centralized and decentralized institutions and public and private institutions. The study suggests three points for explanation why institutional types do not shape certain patterns of institutional change. The first point is that institutional change heavily relies on agents' interactions. The second point is that the ideas of centralized or decentralized and private or public per se are becoming ambiguous in the market or market-like systems. The third point is that the relationship between the central authorities and the institutions is far more significant than the types of institutions in the formation of particular patterns of institutional change. Japanese education has been a focus of comparative studies for the past 20 years. Many scholars have attributed the economic success of this industrialized society to a highly literate and well-educated population. Recent studies, however, have tended to be more critical of, in particular, Japanese higher education (HE). Indeed, most universities in Japan are acutely aware of the need for change and a considerable effort at institutional reform is sweeping the nation. Unfortunately most of the constructive criticism of Japanese HE has not yet been published in English. One of the most vocal of the reformists, Professor Ikuo Amano, has published widely on various aspects of HE in Japan. The following paper is a translation of a chapter in his book Challenges to Japanese Universities.
