Research in legislative drafting in Indonesia is compulsory. Output of the research is academic paper (Naskah Akademik) which supports rationale needed for legislative drafting. This academic paper also provides logical and objective argumentation on significance of legislation. Even though research in legislative drafting has become a compulsory since 2011, academics and practitioners found several weaknesses in research methodology. This article discusses two major issues related to research methodology in legislative drafting (developing the academic analysis). The first is dynamics of legislative policy developments related to research methodology for developing academic paper for legislative drafting in Indonesia. The second is weaknesses of legislative policy developments related to research methodology for legislative drafting in Indonesia. This article shows that the national policy on legislation did not provide comprehensive guidance on research methods for developing academic paper for legislative drafting. The existing guideline discussed general issues, which affect quality of academic paper for legislative drafting. As an addition, academic paper for legislative drafting is treated as not more than complementary document for the drafting because it provided neither scientific justification nor arguments. The paper conceptualises digital technology as a source of innovation in value co-creation (VCC) at the bottom of pyramid (BOP) markets through fieldwork focused on vegetable supply chains in Indonesia. An inductive analysis based uponin-depth, semi-structured interviews with multiple business actors identified VCC in an emerging e-commerce channel where digital technologies enabled engagement and interaction amongst channel members. The results suggest that market scripting based upon an inclusive, collaborative and empowerment ideology, which can lead to sustainable development and income redistribution from consumers to producers, was explicitly embedded in their VCC agenda. Fair-trade practices supported customer-driven innovations. For consumers, digital technologies created online 'consumption communities' where information and educational interactions supported online food purchases and innovation in the supply chain 'pull' strategies. This paper contributes to the debate on the role of technical change and industrial policy in Indonesian economic growth using the pulp and paper industry as a case study. The analysis indicates that industry and trade policies had a positive influence on growth and capital accumulation, but gave Indonesian pulp and paper companies few incentives to create or deepen their technological capabilities, resulting in fragmented and limited technology assimilation. The findings also raise questions about common interpretations of total factor productivity growth in Indonesia in terms of inspiration versus perspiration. [ABSTRACT FROM AUTHOR]

I review the literature in international trade that uses Indonesian firm-level data, particularly the Annual Manufacturing Survey compiled by the Industrial Statistics division of Statistics Indonesia. I identify the issues addressed and the scope for new policy-relevant research questions. From a data-availability approach, I provide insights into general data concerns and constraints faced by researchers. From a policy-relevance approach, I find that a limited number of topics are analysed in the studies that use the data and are published in international refereed journals. Sixty-two paintings, most of which were on paper, by Balinese artists, were sent on loan to Museum Puri Lukisan in Ubud, Bali, which had been set up in 1956 with help from the collector of the works, the Dutch artist Rudolf Bonnet. The exhibition travelled from Bali to Jakarta. The museum building on Bali had no climate control; so the paintings were sealed in simple, unmodified frames in an unobtrusive manner. Conditions inside and outside the sealed packages were recorded throughout the loan using tiny electronic dataloggers developed for testing within food and drugs packaging. The project demonstrated that relatively simple and inexpensive techniques proved highly effective in protecting the works from warm and humid tropical conditions. This note discusses a series of papers produced by the USAID-funded STAT project at the Indonesian Statistics Agency (BPS). The project's goal was to help BPS design new activities based on improved statistical techniques, so as to enhance the agency's provision of accurate and timely data, and to increase its openness and transparency through documentation of sources and methods, and soliciting of user feedback. The papers described here document the methodology of certain statistical series, and explore data-related questions. Legitimacy is central to conflicts between environmental nongovernment organizations (ENGOs) and natural resource extraction companies. This process ranges from differing interpretations of legitimacy regarding the utilization of natural resources and its development through adapting the practices to meet society's expectations and norms, to its portrayal and finally being granted the stakeholders' seal of legitimacy. This article analyses an example of this conflict by exploring the legitimacy of the positions of a pulp and paper company and ENGOs opposing its operating practices. The article is based on an analysis of the actions of both sets of organizations, through interviews and a review of their documents. The results show differing roles that legitimacy plays in environmental conflict and how these roles make the conflict increasingly complex, making resolution harder. This underlines the need for tools to facilitate resolution, including one that would provide a clearer perspective and clarify the different stakeholders' claims of legitimacy. In this second contribution to the Policy Dialogue, Colin Hunt emphasises the large contribution that oil palm plantations and the pulp and paper industry have been making to Indonesia's economic growth in recent years, notwithstanding the environmental consequences of such activities. The implication is that avoided deforestation can be expected to have a significant negative impact on segments of the population who would benefit from the business and employment opportunities that would otherwise be generated, directly or indirectly. Palm oil companies typically spend about three dollars on goods, services and labour for every dollar of profit. The author argues that any compensation package for avoided deforestation needs to include all the potential beneficiaries of palm oil production, not just the palm oil companies, and to generate economic activity similar to that being replaced. This paper argues that amid intensifying Sino-U.S. rivalry, middle powers in East Asia have contributed towards regional peaceful change through the exercise of good regional citizenship, a concept which draws on and modifies from the more commonly known good international citizenship which is closely associated with middle powers. Specifically, good regional citizenship involves proactively strengthening inclusive multilateralism, enhancing the rules-based order, and contributing to bridging efforts in East Asia. The paper examines the good regional citizenship of two middle powers, namely Australia and Indonesia. It finds that while both countries have exercised good regional citizenship, their specific strategies or the outcomes of their initiatives on regional dynamics have varied as a result of their relations with the respective major powers and their general foreign policy approaches. Australia's good regional citizenship has supported the preservation of U.S. leadership in East Asia vis-à-vis the rise of other regional powers, while Indonesia's good regional citizenship has helped to narrow the gaps among regional actors through mechanisms led by the Association of Southeast Asian Nations (ASEAN). Increases in stand volume with some currently introduced provenances of Acacia mangium: Papua New Guinea (PNG) and Far North Queensland (FNQ), were projected based on their superiorities in 3-year height growth in seedling seed orchards using the growth model developed for unthinned plantation for pulp and paper production in South Sumatra, Indonesia. The height growth of these provenances was better than that of the local selections from Subanjeriji by 10%–15% at 3 years old and these percentage superiorities would be expected to remain at around 9%–14% until the 8-year rotation. This amount of increase would result in a 7%–10% increase in basal area and hence it would produce a 17%–26% increase in stand volume at rotation age when compared with the Subanjeriji seed source that was being widely used for the plantation establishment of A. mangium in Indonesia. In this paper, we explore how asset returns used as a proxy to detect interconnectedness of systemic risk in the financial system. Our sample employs a mixture of Indonesian banks' public and prudential data over the 2012–2019 period. Using the Principal Component Analysis and Granger causality the core banks in the network could explain the variance, risk co-movement, and show shocks propagation. Further, the results are also in line with Basel indicator-based to score the interconnectedness. The dominance of big size banks in the centrality measures raises issue of substitutability. This paper outstretched theories and their application provides a basis for policy makers to develop supervision frameworks to mitigate systemic risk. [ABSTRACT FROM AUTHOR]

The Indonesian government has issued hundreds of regulations and policies to deal with the impact of the COVID-19 pandemic. These various policies and regulations assess how a government responds, mitigates, and prevents systemic crises in its country. These decisions- and policy-making processes are largely determined by the country's unique socioeconomic and political landscape. This paper reviewed 875 regulations issued by the Indonesian government at the national level in 2020–2022 to determine which policies have the most direct social, economic, and health impact on the Indonesian population. We highlight social protection to explore the challenges and opportunities to respond future risk by taking benefit from progressive effort of the Indonesian government to protect all Indonesian populations with the priority of the most vulnerable groups. This paper aims to map out government policies and regulations in handling the pandemic and exploring the potential opportunities for adaptation to respond future risk. The study is based on expert group discussion and policy mapping. As one of the findings of the investigation, this paper discusses the interaction between large-scale and micro-scale social restriction and social protection policies, which are considered the foremost solutions for handling Indonesia's more severe economic crisis and facing current and future risks, including climate change impact. While social protection is one of the massive strategies to relieve economic impact to the most affected group, effectiveness and success are still challenges concerning data. This paper explores the proposed relocation of Indonesia's capital city from Jakarta to Kalimantan. With its population of over 10 million, Jakarta faces environmental challenges such as severe traffic congestion and air pollution. This study used mixed methods and triangulation of data collection to investigate the capital's relocation challenges and the prospects of the nations development. The methods include interviews with key informants in selected government agencies and non-governmental agencies, as well as content analysis of relevant secondary data and information. The results contribute to our understanding of the socioeconomic, political, and environmental impacts of relocating a capital city in an archipelagic country like Indonesia. The paper concludes that the proposed new capital's location in Kalimantan offers a more sustainable alternative with the potential for economic growth and ecological preservation. Advances in energy storage technology have allowed the application of load shifting in the utility grid for a more efficient power system operation. However, the economy of the Battery Energy Storage System (BESS) application is not linear to the cost reduction obtained from excluding the costly generators. This paper presents the economic analysis of cost-based load shifting implementation and an approach to determine the generation units to be deactivated and replaced by BESS on three large-scale power grids in Indonesia: Sumbagut, Sumbagteng, and Sumbagsel systems. The economic feasibility is evaluated using the Net Present Value (NPV), considering the savings and the BESS investment cost. The result shows that the proposed approach is more robust than the conventional methods, such as removing the most expensive units, units with the highest cost reduction, units with the best economic return contribution, or the maximum number of units that can be replaced. The purpose of this paper is to examine the performance of Indonesia's informal offset policy over the period 1976-2014. The paper offers four original academic perspectives: firstly, it is framed by reference to what Indonesia's former Minister of Technology, Dr Habibie, described as the Progressive Manufacturing Plan, a novel approach in which offset was intended to play a critical supportive role in the systematic development of strategic civil-military industries; secondly, the analysis is structured into three distinctive 'development-survival-revival' industrialisation stages that impacted on the performance of both offset and the broader defence economy; thirdly, the study is uniquely different in the sense that the offset case studies all occurred in an era absent of a formal offset policy regime; and lastly, the study provides a wealth of rich data in a subject field well-known for its sensitivity, if not secrecy, and thus is characterised by a paucity of empirical evaluation. The growing use of the internet, especially in urban centres, has made social media the contemporary discursive battleground for Muslims to dispute their cultural and political subjectivities. Muslim womanhood, particularly, has always been a concept under constant scrutiny. Previously, narratives about the ideal Muslim women were dominated by male preachers in mosques and public seminars. Nonetheless, social media has given Muslim women a platform to express what their cultural identity entails, the problems they experience, and their aspirations. This paper analyses the cyberspace activism strategy used by so-called controversial Muslim women group to express their political subjectivity within the Muslims community. This paper focuses on the Instagram account of Cadar Garis Lucu, a self-proclaimed feminist niqabi (face-veiled) community. Content analysis of Cadar Garis Lucu's Instagram posts and in-depth interviews with its members revealed their three discursive strategies: emphasising authenticity – that their choice of face veiling is their own choice; appealing to moderate Indonesian Muslims' interpretations of religion as an expression of love and plurality; and utilising collaborations with other similarly moderate religious social media accounts, to further justify face-veiled as a part of moderate Islam in Indonesia. This paper aims to analyse the impacts of cross-border activities and cooperation in the conflict management process in the Sulu-Sulawesi Sea. Using a qualitative approach with a case study method, this research collected longitudinal data from 2016 to 2022 through observation, interviews, and literature reviews. The results indicate that inter-state conflict can be managed through cooperation in political-economy and socio-cultural aspects instead of defence and security concerns. Legal and traditional cross-border cooperation have played important roles in conflict management by reducing violence and the practice of transnational crimes, increasing the welfare of transnational communities, and building good relations among cross-border actors. Several factors have supported these roles, prominently cultural proximity and trade interdependence which encourage diaspora and business networking. However, this research also identifies illegal cross-border activities that have negative impacts on conflict management by increasing tensions and disrupting regional stability. This paper concerns a large Indonesian manuscript collection written on dluwang, a mulberry paper traditionally produced in Indonesia. This study documents the current condition and deterioration of these precious manuscripts at Rekso Pustoko, a royal library at the Mangkunegaran Palace, Surakarta, in the province of Central Java. Rekso Pustoko is one of the oldest libraries in Indonesia. Manuscript and environmental condition surveys and structured interviews were conducted to gain an understanding of the history of care and current condition of the collection and a detailed understanding of the damage that has occurred to the dluwang manuscripts. The manuscripts are in a relatively damaged condition. Most of the damage is associated with use and environmental conditions from pre-modern times, including previous storage conditions and pest damage. Issues discussed are temperature and relative humidity, enclosures, storage cabinets, pest control, access, and handling. The interview responses provide insight into the history of care and the current concerns, which also reveal that limited resources (financial, facilities, training to gain new expertise) are obstacles at present. This study results in recommendations to minimize the risks of future deterioration of the manuscripts. These recommendations include improvements to the depository and storage cabinet environmental conditions and the development of modern pest management following integrated pest management standards, as well as professionalizing holistic preservation care. This paper revisits the history of Indonesian broadcasting, focusing particularly on the broadcasting model implemented during the Japanese occupation (1942–1945) and its influence on broadcast organizations in the post-independence era. Taking into consideration four elements of broadcast governance—remit, structure, ownership, and funding—this study examines how the Japanese colonial model of radio became the model used by the Radio of the Republic of Indonesia. Examining the broadcast policies of colonial Japan and post-independence Indonesia, this paper finds policy connections between these countries' broadcast systems. Japanese colonial policy remained evident in the management of Indonesia's radio in the early independence era, particularly in the use of autocratic political propaganda and centralized control of media content. Even today, the military media of colonial Japan continues to influence how broadcasters serve Indonesia's national interests. Regulatory capture reflects a phenomenon in which a regulatory agency, initially established to cater the interests of the public, formulates a policy based on private or 'special' interests. Actors within the legislative process are influenced by external parties or may even fall for regulatory capture as they have engraved a mindset that sides with the regulated industry. Regulatory capture is more likely to occur when there is a lack of public participation, transparency, and imbalance access to information. It is also much more prominent when the regulation is made to govern a profitable sector. Although regulatory capture has been numerously addressed, this paper focuses specifically on the challenges posed by regulatory capture in Indonesia's energy sector, particularly with respect to one of its profitable sectors – the coal-fired power plant industry. Despite Indonesia's expressed intention to transition to renewable energy and the apparent environmental impacts of coal-fired power plants, regulations regarding such a sector are still made to favour businesses. This relates to the fact that many political actors who hold positions as legislators and regulators also wield important positions in Indonesia's coal-fired power plant companies. This paper illustrates the tension and struggle between the two contrasting interests of businesses and the public by looking into the theoretical framework of regulatory capture and public interests. Subsequently, it extracts the elements of regulatory capture and utilizes it to identify whether regulatory capture is inherent in Indonesia's coal-fired power plant industry. Ways to prevent regulatory capture are further explored. In doing so, this paper resorts to a doctrinal and normative method. The analysis conducted leads to the conclusion that there are apparent signs of political influence in the coal-fired power plant industry, indicating the existence of regulatory capture. Against the background of neoliberal conservation and green grabbing, this paper investigates an ecotourism initiative through the notion of 'multiple environmentalities' (neoliberal, disciplinary, sovereign and truth), which concerns the governance of people for environmental causes. We apply this to the inhabitants of Batu Katak, Sumatra, Indonesia, where the Green Life Project has been established next to Gunung Leuser National Park as a Private Protected Area. An important governance strategy for Green Life is the establishment of volunteer ecotourism to generate funds and to include the local community. We argue that ecotourism can play a crucial role in legitimising the activities and increasing the power of nature conservation organisations, which, in the case of Green Life, is visible in the growth of coercive means to secure protected areas. If ecotourism is the kernel of neoliberal environmentality at Green Life, the core issue is the prevalence of truth environmentality, in which nature is often valued higher than people. This valuation led to the strengthening of disciplinary and sovereign environmentality. Arguably, ecotourism at Green Life will not establish the intended sustainable relations with the community, and this paper functions as an important lesson for practitioners to scrutinise the consequences of their governance strategies. This paper uses Individual Deprivation Measure data from Indonesia and South Africa to demonstrate the effects of coverage bias associated with mobile phone-based sampling and data collection approaches that restrict sampling frames to those who own or have access to a mobile phone – a increasingly common method. Analysis of this data demonstrates substantial differences across multiple living standards indicators and demographic characteristics between those who own a mobile phone, individuals with access to a phone and those who neither own nor access mobile phones. This paper highlights the implications of such sampling approaches, and calls for the explicit consideration of the limitations of inferences that can be drawn from qualitative and quantitative analyses because of these substantive differences. This paper examines the discourses on Indonesian identity as they were negotiated by Indonesian intellectuals in the late colonial period, 1900–1942. During this period, ethnic diversity and Islamism constituted key issues in which different intellectuals exchanged their thoughts as to what it meant to be an Indonesian. This paper argues that, while various ideological discourses for the formation of Indonesian national identity had developed in the early twentieth century, the depth that these discourses were debated and agreed upon by the Indonesian intellectual elite was asymetrical. Strong nationalist discourses had promoted a key political instrument by which to unite a people of diverse ethnicity, race, and religion. On the other hand, the debates on the discourse of Islamic identity during the same period lacked consensus among Muslim scholars and between Islamists and secular nationalists, especially concerning the concept of unity, nationalism, and independence, and the role of women and polygamy. Notwithstanding this, Javanese Islamic syncretism and the colonial containment policy towards Islam also contributed as external factors which served to constrain Islamists from positing an overt Islamic identity. This article maps the behaviours of two middle powers, Australia and Indonesia, as a response to the emergence and evolution of the Indo-Pacific concept. The background for this analysis is the emergence and development of the 'Indo-Pacific' concept as a response to crises of legitimacy enveloping the region and how countries in the region, including middle powers, respond to it. Using a minimalist definition which I have developed of a middle power as a country with a middle level of power capabilities and a penchant for cooperation, this article develops a framework based on two dimensions of outcome (ranging from status-quoist to reformist outlooks) and process (ranging from Lockean to Kantian strategies) to facilitate a more open-ended approach towards looking at middle-power behaviours beyond the common categorisation of traditional/emerging, and Western/non-Western. Using Australia's 2017 Foreign Policy White Paper and 2023 National Defence: Defence Strategic Review, and Indonesia's 2015 Defence White Paper and 2019 ASEAN Outlook on the Indo-Pacific, this article concludes that while Australia is exhibiting a status-quoist/Lockean approach, Indonesia is demonstrating a reformist/Kantian approach towards the Indo-Pacific. This paper aims to explain the relationship between decentralization and corruption in Indonesia. In doing so, this paper employs Indonesian provincial-level data from 2003 to 2018 using a Poisson model with an endogenous covariates model. The estimation result concludes that decentralization is associated with higher corruption incidence. The result remains robust using an alternative measure of decentralization. Indonesian decentralization is designed to authorize a substantial decision to the local government in prioritizing expenditures, but the primary taxing right remains with the central government. The significant power of the local government is associated with a higher incidence of corruption in the local region. This Viewpoint discusses the impact of the COVID-19 pandemic, and the Indonesian government's response, on children and young people. By adopting a geographical and socio-spatial analysis the paper discusses the extent to which the response to the crisis has aggravated the detrimental impacts of the emergency on children. We argue that the government's decision to transition to the 'new normal' was premature, endangering marginalized children who have less power, weaker voices, and a lack of access to the necessary resources to protect themselves. The paper focuses on children's vulnerability and inequality during the crisis, and demands careful consideration for the governance of emergency response and recovery policies in the future. The rise of China and the introduction of the Belt and Road Initiative have intensified regional great power competition. Seemingly, China and Japan have been competing over the export of infrastructure projects and access to the Southeast Asian market. Against this backdrop, this paper sheds light on recipient states' agency. Specifically, this paper explores how Indonesia has responded to Sino-Japanese competition through the perspective of economic hedging. In the realm of domestic railway development and the need to establish connectivity on Java, why did the Indonesian government decide to work with China to develop the Jakarta-Bandung High-speed Rail project and Japan on the North Java Upgrading Line, as the two lines are not interoperable? Railway policy in Indonesia is strategic and pragmatic. On the one hand, Sino-Japanese competition diversifies Indonesia's options as it continues striving to strengthen infrastructure development. On the other hand, the need continually to strike a balance between the two great powers requires skill and flexibility. The end of the Suharto era in 1998 brought two prominent reforms to Indonesia: (i) a raft of anti-corruption policies and (ii) decentralisation of administrative and fiscal functions. District-level reported corruption swelled in following years and the role of decentralisation came under scrutiny, but data limitations prevented direct examination of a contributing role. This paper combines perceived and reported (observed) regional measures of corruption to examine spatiotemporal corruption patterns across Indonesian districts post-decentralisation. That period saw both improvements in perceptions measures and increases in the reported number of convicted perpetrators and in the reported value of financial loss. Cross-sectional comparisons show corruption perceptions (i) were milder in districts with less reported incidents of corruption, and (ii) responded positively to efforts by the judiciary and law enforcement agencies to curb corruption. These findings suggest that increased capability and resources allocated to combatting corruption play a large role in determining corruption perceptions. [ABSTRACT FROM AUTHOR]

Globalization and transnationalism have expanded the physical territory of television and are responsible for global reshaping of media industries and cultures. In the contemporary mediascape, Indian television industry is an interesting site for excavating new transnational patterns wherein the circulation of Indian TV content extends beyond the diaspora and caters to non-diasporic audiences, especially, in South Asia and South-east Asia. The popularity of Hindi language TV soaps in Indonesia, Vietnam, Sri Lanka, etc., have aided in mapping a new 'tele'-visual geography of popular culture that deems Western media influence as almost insignificant, if not absent. Chronicling the success of two Indian TV programmes – the story of a 'child-bride' Balika Vadhu (2008–16) in Vietnam and a Hindu mythological Mahabharat (2013–14) in a Muslim-populated Indonesia; this paper traces the transnational circulation of Indian TV content amongst non-diasporic markets in South-east Asia. Drawing from Daya Kishan Thussu's notion of 'contra-flows' and Brian Larkin's conception of 'parallel modernities', the paper argues that the success of Indian television programmes in non-West media markets diverts our attention towards new kinds of transnational media flows which I have termed 'neo-global' flows that operate amongst emerging centres of media production and need not be mapped against dominant Western flows. This article examines media freedom in Indonesia in the age of social media and cyber-troops. Scholars and media advocates have extensively debated social media's effects on freedom of expression and media, with some arguing that it offers room for citizens' voices to be heard. Countering this argument, this article explores how social media-based attackers have undermined media freedom in Indonesia. It does so through in-depth analysis of digital attacks conducted before and after the 2014 and 2019 presidential elections, during which politician-sponsored actors spread disinformation and waged cyberwar to achieve political goals. This study employs a descriptive qualitative method to contribute to the broader debate on media freedom and digital authoritarianism in the context of Indonesia's digital communication landscape. This paper shows how digital attacks and attackers are increasingly violating the media's autonomy and stymieing its service of the public interest. This paper expands on previous observations of media freedom, which have traditionally held that state intervention and media ownership concentration are political authorities' main means of disciplining critical media and journalists. In many parts of the Global South, food systems are confronted with complex sustainability challenges including high levels of poverty, food insecurity, malnutrition, disempowerment, and degraded environments. Transformation is broadly discussed in research, policy, and planning as the systemic change required to address complex sustainability issues. Transformation of food systems has become a global priority for research and action. However, transformation processes are not neutral, but are associated with losses and gains that are unevenly distributed. Institutions play an important role in relation to how transformation of food systems occur and with what outcomes. Empirical understandings of how institutions can influence transformation processes in a way that avoids risks or the so-called dark side of transformation are needed. This article aims to contribute towards understanding the roles that institutions play in transformation processes in the context of Global South food systems through synthesising insights from transdisciplinary case studies. The three case studies include multi-purpose cooperative institutions in farming areas in southwest Ethiopia, fisherfolk organisations in aquatic food-producing areas in northern Philippines, and Gotong Royong for irrigation canal management for pond aquaculture in Indonesia. The article examines whether and how institutions advance inclusion and participation in food systems, and whether institutions enable or constrain food system actors in mitigating or avoiding transformation risks. Disasters can result in poor psychosocial outcomes for adolescents. One pathway to mitigate these risks and foster resilience is via schools, where teachers can offer students support. However, existing research lacks consideration of the role schools and teachers play from the perspective of students, particularly those from marginalized populations. Therefore, this study examines adolescents' representations of the role of schools and teachers after a major disaster in Indonesia using a free association interview technique. Thematic analysis of adolescents' interviews (N = 46) yielded two salient themes: 'the school as a place of recovery' and 'the school as a place of risk'. While the school and teachers were conceptualized positively in that they promoted students' recovery, students also identified aspects of the post-disaster school environment that produced uncertainty, loss and discomfort thereby heightening their sense of risk. This paper evaluates social and economic convergence across 514 districts in Indonesia during 2010–18. By applying spatial panel data methods, this paper reexamines the regional convergence hypothesis using a novel set of data on the human development index (HDI) and GDP per capita. These two indicators are used as proxies for social and economic progress, respectively. Results show a significant neighbourhood effect on the convergence process for both indicators. Specifically, a district's HDI and GDP tend to increase faster if its neighbours' HDI and GDP are high. A spatial Durbin model further indicates that the convergence speed of HDI is slightly faster than that of GDP per capita. These results are robust to two spatial connective structures: a contiguity-based Thiessen polygon and an inverse distance matrix. Among the determinants of social convergence, the share of industry and share of services sector produce statistically significant effects. The Wallacea–Sawerigading Mining Park (Taman Tambang Wallacea Sawerigading) in the mining town of Sorowako in Sulawesi, Indonesia, has been created by the mining company whose operations dominate the landscape and the local economy. The theme park juxtaposes the distinctive flora and fauna, and the pre-colonial history of the region, with the modern mining operations, creating a thematic stamp for regional identity. This article discusses the park and related tourism and leisure activities to illuminate processes of identity formation and identity-based competition in this cosmopolitan town. The voices of the original inhabitants (the orang asli Sorowako—autochthonous people of Sorowako), who have deployed their resistance identity in articulating rights claims, today are in competition with multiple foci of identity-making—from the mining company, governments, and migrants to the mining region. This paper presents a study that investigated how students labelled as having learning disabilities experienced attributions from their teachers and the impacts of the attributions for these students' learning and interactions. The article explores the phenomena from an attribution theoretical lens. Ethnographic case study underpinned the research as it allowed us to fully immerse and to gain in-depth understanding of what was happening in one public school in Indonesia. We undertook interviews and participant observations, involving two students labelled as having disabilities (aged 10–11). The two key themes emerged: (1) the negative way being recognised by others and (2) being learning disabled marks a student as being different. The attributions assigned to students labelled with learning disabilities are circulated in the classroom and have significant effects on how these students perceive view themselves and participate in learning. Indonesia has traditionally been viewed as a de facto leader of the Association of Southeast Asian Nations (ASEAN) and the regional body remains the cornerstone of Indonesian foreign policy. The paper addresses the question of whether other member states have become influential actors or even sectoral leaders in their own right by playing a direct role in a particular aspect of ASEAN affairs. This question is addressed by examining the regional policies of Vietnam, a country that has been mostly neglected in the existing ASEAN literature despite its strategic weight. The paper focuses on the evolving role of Vietnam in ASEAN and highlights its diplomatic initiatives, as well as various conditions to evaluate its potential to take up a leading security role in the regional body in the years to come. This paper empirically tests the Kuznets hypothesis that structural transformation - the movement of labour from low productivity to higher productivity sectors - is associated with rising inequality in a developing economy. We assemble a unique data set of inequality and sectoral employment shares of almost 300 districts of Indonesia and sector-specific measures of inequality for the period 1992-2017. Unlike studies that use value added shares to test the Kuznets hypothesis, this paper is among a few that directly test it with sectoral employment shares. We find that structural change and rising inequality coevolve in different ways depending on the modality of structural transformation. Specifically, we find in the Indonesian case that structural transformation has a tendency to be associated with falling inequality during a period of industrialization and increasing inequality during a period of tertiarization. This paper investigates the consistency of asymmetric interest rate past-trough (IRPT) using a nonlinear autoregressive distributed lag framework. Superior to the previous studies, this study exploits the historical profile of Indonesia to enrich the analysis. Asian Financial Crisis (AFC) which crashed the country in 1998 and several monetary policy changes implemented by the government offer different perspectives to grasp IRPT. The results of this study indicate that there is a consistent upward rigidity in the long-run pass-through in Indonesia. Particularly during the AFC, it is well proven that the asymmetric behavior is fickle whether disappear or bounce back to the downward rigidity. This paper investigates total factor productivity growth (TFPG) and its determinants in the Indonesian palm oil sector industries. TFPG is estimated using a growth accounting method. This paper applies the fixed effects model to investigate the determinants of the TFPG. The data is sourced from a manufacturing survey of the Indonesian Bureau of Central Statistics (Badan Pusat Statistika/BPS) for the period 2000–2017. This paper finds that the TFPG of the Indonesian palm oil industry is relatively low. Moreover, output growth, output per worker, export activity, and wages per worker have significant effects on the TFPG. The effect of output growth, which is dominated by the large use of inputs, raises concerns in the aspect of environmental sustainability due to uncontrolled land expansion. [ABSTRACT FROM AUTHOR]

Research institute–private sector partnerships are promoted as a mechanism to increase the scale and sustainability of research impact, especially where government extension services are constrained. Such partnerships are often framed as simple transactional or contractual arrangements. This paper traces the evolution of a multi-lateral partnership between a public university, agri-input supplier, finance provider and local government in North and East Lombok. The partnership aimed to increase household incomes by introducing new practices for maize and pulse production, but in order to do so, had to enable farmers to access affordable credit and inputs in a timely manner. Analysis of the partnership over three years highlights its dynamic nature and the importance of a consistent champion who aligns the competing institutional incentives and aspirations of actors. It also highlights how partners bear different types and degrees of risk across different stages of the partnership. The findings affirm the potential for research–private sector partnerships to contribute to agricultural innovation but highlight a more complex and messy process than is acknowledged in the literature. A more realistic understanding of partnership and innovation processes needs to inform how schemes and innovation support mechanisms are designed if they are to deliver on the promise of scale and sustainability. Indonesia has abundant oil palm empty fruit bunches (OPEFBs). However, high lignin content in OPEFBs may hinder their valorisation to bioenergy resources, as its degradation by microorganisms is rate-limiting. This paper aims to review OPEFB as feedstock in anaerobic digestion (AD) systems and sustainable strategies to enhance methane yield. This paper provides a comprehensive review of the availability of OPEFB, the prospective of AD technology, and compares various biological pre-treatment and co-digestion strategies for superior AD process. Improving the value-added benefits from OPEFBs and simultaneously making pre-treatment processes more sustainable is critical to wider application. Several scenarios were proposed by combining multi-stage pre-treatment of physical and mushroom cultivation pre-treatment prior to AD. This paper presents an original approach to establishing a commercially viable and sustainable AD of OPEFBs in Indonesia by integrating multi-product biorefinery and a circular economy. Further investigation is required to ensure cost-effective and eco-friendly configurations. This paper examined a case of ancient sites in Indonesia, a developing country in Southeast Asia whose economy mostly relies on intensive labour industries. A common feature is that fertile land that has been cultivated is then converted into an industrial use, solely due to its accessibility to transportation, water and labour. As economics dominates every aspect of planning decisions, this has also affected the heritage resource. This phenomenon is not new in Indonesia; agricultural land has been seen as having less value compared with that for industrial purposes. Sadly, in this same area, beneath this fertile land lies an endangered thousand years of heritage. At Batujaya a temple was built with red soil, which gives an indication of agricultural history. This paper used a case study, a multidisciplinary approach and diachronic morphological analysis to understand the context of Karawang city with the historical and political dynamics that have occurred, both past and present. This paper is an initial piece of research to examine the city of Karawang in the context of history and politics along with conflicts of interest that have the potential to become obstacles in the management of the Batujaya site conservation programme. Whilst studies have looked at the impact of one-off exogenous events on risk preferences, few have used longitudinal field data to assess the long-run effects of cumulative exposure to shocks. This paper studies how risk preferences are shaped by the cumulative experience of natural disasters, drawing on longitudinal field data representative of the Indonesian population from 1993 to 2014. Exploiting natural disasters as natural experiments in a difference-in-difference model, this paper provides causal evidence that past disaster experience leads to decreased risk aversion over time. Heterogeneity analysis finds evidence suggestive of a risk familiarisation process, where individuals adjust their risk preference with respect to the difference between ex ante-expected and ex post-experienced disasters. Marine Spatial Planning (MSP) is a modern scientific approach to balancing human activities both in space and time for achieving socio-economic and environmental targets through a public process. The adoption and application of the MSP approach have been proceeding in many developing countries like Indonesia to support the sustainable use of marine and coastal areas and to reduce conflicts for multiple uses of marine resources and areas. MSP also aims to reduce environmental impacts such as pollution, overfishing and illegal fishing, watershed-based pollution and coastal development impacts. Whilst the transition process from planning to implementation is an onerous mission, this paper aims to explain and learn from the process of Indonesian MSP development and propose a policy roadmap as an action plan for the national and provincial governments of Indonesia. Input for this paper was derived from a collaborative national symposium that involved 80 participants with international experts from U.S., Canada, and Australia, together with the Indonesian government, non-government sectors, and university representatives. The themes that emerged were: overcoming implementation challenges, engaging indigenous groups, zoning considerations, communicating with stakeholders, licensing and permits, collaborative enforcement, monitoring and evaluation, and land-sea cross-sectoral mechanisms. These themes were analyzed and discussed as the key instruments for a strategic approach in the operational base of MSP for Indonesia. Hindering factors to MSP implementation included data gaps, conflict of interest among stakeholders, and the complexity of the legalization process. It was agreed that committed leadership, stakeholder involvement and buy-in are essential to support effective implementation and a truly adaptive management approach for MSP in Indonesia. The purpose of this study is to examine workplace incivility in work engagement and employee turnover intention in the work place in Indonesia. In addition, this study also examines the differences in intensity of these relationships by gender.In total, 644 employees from various business industries in Indonesia completed a quantitative survey relating to their perceptions of workplace incivility, work engagement, and turnover intention. Data were analyzed with partial least square multi-group analysis technique (PLS-MGA).The results show that workplace incivility has a negative effect on work engagement, and a positive effect on turnover intention, and the intensity of these relationships differby gender. Work engagement has been shown to have a negative effect on turnover intentions and to play a mediating role in workplace incivility and turnover intention relationship.Relevant recommendations are presented to HR managers and practitioners to prevent unethical practices in organizations and encourage communication and interaction by promoting civil behavior in the workplace. Gender has become a prominent issue in political science research. However, most research has focused on women in legislative roles, while only some discussed women in powerful executive positions, particularly in the Ministry of Foreign Affairs. Therefore, this paper aims to fill this gap by investigating the correlation between gender socialization and women's representation in foreign policy, which remains relatively understudied. A case study will be explored to discuss the impact of gender socialization in post-authoritarian Indonesia on women's representation in Indonesia's Ministry of Foreign Affairs. The case of Indonesia is interesting as significant improvements in women's representation has been achieved, and the paper argues that gender socialization has been an important driver of this. This paper calls for another perspective on cockfight and the symbolism of masculinity. Previous research on cockfighting has its own perspective and interesting findings, one such work on the matter was that of Geertz who focused on the symbolism of cockfighting within the context of Balinese culture. I argue that, as anthropological studies develop a number of anthropological approaches that produce a more holistic ethnography also evolve. One of them is multispecies ethnography. This approach places culture and nature on one equal level of analysis. This research involves Kampung Laut People in Segara Anakan, Indonesia. The data is collected through observation and in-depth interviews through the 'art of noticing' method. The findings of this research show a different perspective in understanding the practice of cockfighting through interspecies collaboration. In terms of scientific contributions, this paper introduces a multispecies ethnographic approach as another approach to understanding the socio-cultural phenomenon of cockfighting and human interactions with non-human species. This perspective complements Geertz's symbolic cultural perspective. In terms of its contribution to humanitarian issues, the holistic multispecies perspective employed within this research advocates for a balanced interrelation between humans and other species in creating a sustainable ecological system. This paper discusses a recent political transition which led to changes in tourism development of the Indonesian city of Surakarta, and shifted the focus from preserving cultural uniqueness to boosting mainstream tourism infrastructure. The paper investigates impacts of such a fundamental change in tourism development policy and explores how its actions- and results-related impacts are evaluated by stakeholders. In this context, the paper adopts a relativistic stakeholder approach to impact evaluation. Findings reveal that the stark policy shift generated relatively balanced outcome assessments by interviewed stakeholders, although they criticised a lack of involvement in the decision-making process. Overall, this research contributes to impact assessment research by lending support to a relativistic and activity/process-based view. Stakeholder involvement into decision-making not only supports a continuous and critical evaluation due to the presence of a multitude of voices, but seemingly provides a counter-balance to sudden ruptures which characterize political dynamics. Although it has been more than 150 years since the emergence of the plantation, labour in the democratic context of post-1998 Indonesia remains subject to similar forms of suppression. Following the distinct social and political trajectory of North Sumatra, this paper provides an explanatory analysis of the interrelation between historical hegemonic social relations and the mobility of labour in modern palm oil plantations. Following well-documented accounts of colonial plantation practices, this paper empirically examines whether it is plausible to argue that historical forms of subordination remain relevant to the political mobility of plantation labour. To guide the evaluation, I will look at the existence of historical practices of labour control on the one hand and conditions of democratic reform and structural change on the other. I argue that the modern plantation is constitutive of historically inscribed social relations that function to keep intact colonial and authoritarian structures. [ABSTRACT FROM AUTHOR]

This paper concerns accountability and agency concepts in governance reforms in Indonesia. The country's economic crisis in 1997, which snowballed into social and political crisis, triggered the country to reform the governance of the ministries by transferring government functions from ministries to agency-type organizations. However, this reform has led to rising questions about the accountability arrangements of the newly formed organisations which are oriented to agency-based governance. In addition, there are several different arrangements for these agencies. This study aims to analyse the extent to which accountability is accorded in various types of agencies. In doing so, the study uses typology of the government agencies as a tool to understand the accountability through its autonomies.
