Recent studies show that the relative inequalities and developmental characteristics of the North and South are largely intact even after 40 years, despite massive transformations in the Global South and integration with the North in many developmental and political contexts. It is common to categorize countries into the Global South, largely based on membership of G77, and the Global North, OECD member countries. This special issue on "Spatial Development and Inequalities in the Global South" in I Regional Science Policy & Practice i brings to academics and policymakers a collection of 13 research papers contributed by experts in different regions of the Global South. Starting with a brief review of why all post-industrial societies tend to be inegalitarian, this paper develops two main themes: (1) how the idea that people are individually responsible for their own fates reduces poverty but impedes redistribution, and (2) how both the loose ties of individuals to their societies and the selective nature of their empathy and pity for others reduces compassion for the poor, making redistribution unlikely. The first theme is elaborated through psychological research on dispositional versus circumstantial attributions, showing their effects on the widely shared belief in a just world and more generally on the prevailing theory of the justice of deserts. The attribution-affect-action model is used to show how dispositional attributions evoke either anger or pity for victims and, if anger, then unwillingness to help. The development of the second theme shows how people divorce their own fates from those of their nations, how the basic tendency to favor the familiar and similar limits support for redistribution, how converting concern regarding deprivations of the self to concern for (fraternal) deprivation of people like the self excludes those who most need help, how envy fails to lead to redistribution, and finally, how people's ideas of the privileged and the disadvantaged reflect market values and often mark the poor and the different as overprivileged. Climate change will mean cities are exposed to more frequent short‐term shocks such as floods. City‐scale resilience is achieved by understanding how these shocks interact with longer‐term stressors (e.g., social inequality). The Urban Systems Abstraction Hierarchy (USAH) has been developed for this purpose. In this paper, Glasgow (UK) is used as a case study application, to demonstrate how resilience theory can be operationalized through the application of the USAH. Results demonstrate how the USAH can quantify interdependencies between tangible physical entities in the city and intangible outcomes that monitor city stressors, and specifically how these outcomes change in response to a 1:200‐year fluvial flood return period in Glasgow. Resilience concepts such as multifunctionality, redundancy and diversity are applied to interpret the results and their implications for longer‐term resilience in Glasgow. The findings from the application of the USAH show that the outcome Social equality and equity is influential for longer‐term resilience in Glasgow, whilst Reliable communications and mobility is an important outcome for flood resilience. Plain Language Summary: Flood hazards are projected to increase under climate change. Understanding how flood exposure interacts with the urban environment is important for longer‐term resilience planning. A resilience tool called the Urban Systems Abstraction Hierarchy models how city resources (such as train stations, parks, hospitals) enable processes which aggregate over different scales to enable resilient outcomes (such as social equality). In this paper, the tool is applied to Glasgow (UK) and modified for a flood hazard. Interaction analysis reveals which urban processes, tasks and outcomes are impacted by a flood through the application of resilience concepts. Applying the tool to a case study provides a fresh perspective on how cities might respond to hazards, and enables an interdisciplinary framework for resilience planning. The idea of commercial‐assisted suicide lives a marginal existence in the bioethical literature, despite its significant presence in popular culture. The practice of commercial‐assisted suicide (CAS) is defined as suicide assistance performed for a financial reward through a contractual agreement between a customer and a service‐provider, who does not necessarily need to be a medical professional. While CAS does indeed offer some potential solutions regarding the moral controversies surrounding physician‐assisted suicide (PAS), I defend the idea that adopting it as policy ultimately proves morally indefensible and practically inefficient. This is due to the fact that the commodification of a given good necessarily implies the creation of a market of said good; as such, what I propose in this paper is a moral and practical evaluation of a market of CAS. In order to do so, I first examine the arguments in favor of CAS as put forward by Roland Kipke, who argues that any liberal defense of PAS necessarily implies a defense of CAS. In the first section, I argue against this idea using the liberal values of autonomy and equality of opportunity. In the second section of the paper, I argue that a market of CAS would be gravely dysfunctional due to one particular characteristic of death, namely, that is not compensable ex post. I conclude by arguing that while the practice of CAS may not prove morally problematic, the inevitable market that it will create should it be legalized most certainly will. [ABSTRACT FROM AUTHOR]

Changes in the structure of work and families over the last four decades have increased many labour market inequalities. Growing earnings inequality, adverse labour market 'shocks' for the low‐educated, and geographically concentrated pockets of deprivation are among the most evident of these in Britain. The decade since the financial crisis has brought these inequalities into sharper focus, and the Covid‐19 pandemic has further exacerbated labour market inequality. The object of this paper is to highlight the key role played by poor wage progression for lower‐ and middle‐educated workers in understanding inequality in the labour market and for designing effective policy responses. It is unlikely that we can address all the concerns about low wages, wage progression and earnings inequality through the tax and welfare system alone. The challenge is how best to balance tax and welfare benefit policy with other policies, such as human capital policies, the minimum wage and labour market regulation. The results point to a mix of policies that aim to enhance wage progression for the lower‐educated within a welfare system that supports low‐earning families and provides a minimum wage floor for hourly wages. Most people in the United States agree they want some income inequality but debate exactly how much is fair. High‐status people generally prefer more inequality than low‐status individuals. Here we examine how much preferences for inequality are (or are not) driven by self‐interest. Past work has generally investigated this idea in two ways: The first is by stratifying preferences by income, and the second is by randomly assigning financial status within lab‐constructed scenarios. In this paper, we develop a method that combines both experimental control and the social experience of inequality—a simulated society experiment. Across two experiments (N = 138, observations = 690), participants voted on the distribution of rewards—first behind a veil of ignorance, and then when they were randomly assigned a status within a game of chance. Status varied repeatedly across five rounds, allowing us to measure dynamic preferences. Under the veil of ignorance, people preferred inequality favoring the top status. When the veil of ignorance disappeared, self‐interest immediately influenced inequality preferences. Those who randomly landed in top positions were satisfied with the status quo established under the veil of ignorance, whereas those who randomly landed in bottom positions wanted more equality. Yet these preferences were not stable; decisions about the optimal level of inequality changed according to changes in social status. Our results also showed that, when inequality grows in a society, preferences regarding inequality become polarized by social status. Despite substantial progress for women in science, women remain underrepresented in many aspects of the scholarly publication process. We examined how the gender diversity of editors and reviewers changed over time for six journals in ecology and evolution (2003–2015 for four journals, 2007–2015 or 2009–2015 for the other two), and how several aspects of the peer review process differed between female and male editors and reviewers. We found that for five of the six journals, women were either absent or very poorly represented as handling editors at the beginning of our dataset. The representation of women increased gradually and consistently, with women making up 29% of the handling editors (averaged across journals) in 2015, similar to the representation of women as last authors on ecology papers (23% in 2015) but lower than the proportion of women among all authors (31%) and among members of the societies that own the journals (37%–40%). The proportion of women among reviewers has also gradually but consistently increased over time, reaching 27% by 2015. Female editors invited more female reviewers than did male editors, and this difference increased with age of the editor. Men and women who were invited to review did not differ in whether they responded to the review invitation, but, of those that responded, women were slightly more likely to agree to review. In contrast, women were less likely than men to accept invitations to serve on journal editorial boards. Our analyses indicate that there has been progress in the representation of women as reviewers and editors in ecology and evolutionary biology, but women are still underrepresented among the gatekeepers of scholarly publishing relative to their representation among researchers. Despite negative effects on their health and social lives, many informal carers of people living with dementia claim to be acting in accordance with a moral obligation. Indeed, feelings of failure and shame are commonly reported by those who later give up their caring responsibilities, suggesting a widespread belief that professional dementia care, whether delivered in the person's own home or in an institutional setting, ought always to be a last resort. In this paper, however, I suggest that this common intuition gets things the wrong way around. Adopting a relational egalitarian framework, I argue that the most serious injustices engendered by present‐day dementia care services are contingent on broader societal structures—they can thus be ameliorated relatively easily (if resource intensively) by changing those structures. Informal dementia care, on the other hand, carries similar risks of injustice and is much more resistant to structural reform. While there may be moral obligations to provide informal dementia care in present‐day societies, then, they arise because of the deficiencies of professional care, not the virtues of its informal counterpart. Though we may be far from achieving just care arrangements in most of our societies, we must never lose sight of the fact that, when we engage in morally permitted informal dementia care, we are exercising our last resort. ABSTRACT This paper investigates the relationship between economic inequality and the distribution of votes among political parties, namely political polarization and fracturalization. Economic inequality is captured by the Gini index, whereas new measures of political polarization and fracturalization are offered. This is the first paper to calculate political polarization and fracturalization indices by a methodology previously used for ethnic, religious and linguistic polarization and fracturalization. Empirical analysis uses data for 17 European countries and for three decades, 1980s, 1990s and 2000s. It is shown that increased income inequality increases political party polarization and reduces fracturalization and that political party polarization decreases with increased GDP per capita. The development of new effective but expensive medical treatments leads to discussions about whether and how such treatments should be funded in solidarity‐based healthcare systems. Solidarity is often seen as an elusive concept; it appears to be used to refer to different sets of concerns, and its interrelations with the concept of justice are not well understood. This paper provides a conceptual analysis of the concept of solidarity as it is used in discussions on the allocation of healthcare resources and the funding of expensive treatments. It contributes to the clarification of the concept of solidarity by identifying in the literature and discussing four uses of the concept: (1) assisting patients in need, (2) upholding the solidarity‐based healthcare system, (3) willingness to contribute and (4) promoting equality. It distinguishes normative and descriptive uses of the concept and outlines the overlap and differences between solidarity and justice. Our analysis shows that the various uses of the concept of solidarity point to different, even conflicting, ethical stances on whether and how access to effective, expensive treatments should be provided. We conclude that the concept of solidarity has a role to play in discussions on the accessibility and funding of newly approved medical treatments. It requires, for instance, that healthcare policies promote and maintain both societal willingness to contribute to the care of others and the value of providing care to vulnerable patients through public funding. This paper explores the sociology of gender pay equality in leadership positions. Using a large compensation dataset, we examine the impact of gender pay inequality among directors and executives on firm performance. Based on a triangulation research design, quantitative outcomes are supplemented with semi‐structured interviews to study compensation expectations, negotiation skills and gender differences in teamwork on boards of directors. The findings show that remuneration transparency is becoming the norm. However, compensation inequalities still exist and undermine performance. The results indicate that diversity targets or specific policies regarding equality and equity of opportunity are insufficient if they are not supported by a cultural understanding and the application of equitable policies and procedures throughout the organisation. Novel forms of assisted gestation—uterus transplantation and artificial placentas—are highly anticipated in the ethico‐legal literature for their capacity to enhance reproductive autonomy. There are also, however, significant challenges anticipated in the development of novel forms of assisted gestation. While there is a normative exploration of these challenges in the literature, there has not yet, to my knowledge, been empirical research undertaken to explore what reproductive rights organisations and advocates identify as potential benefits and challenges. This perspective is invaluable. These organisations/individuals have an awareness not only of the needs of individuals but also of the political landscape in which regulatory decisions are made and which individuals navigate when seeking reproductive assistance. In this study, data was generated from two semi‐structured focus groups (n = 11). Reflective thematic analysis was used to examine the views raised by study participants in these focus groups. This paper explores two of the themes constructed in the data. First, the equality‐enhancing potential of assisted gestation exploring the multifaceted ways in which assisted gestation has structural benefits for marginalised groups. Second, realising the equality‐enhancing potential of assisted gestation explores the intersecting barriers to access to reproductive technologies and how they may impede the benefits of these technologies in practice. These results can enhance conceptual understanding of the importance of novel forms of assisted gestation and ensure that attention is paid to practical barriers in further normative research. Segregation of visible minorities has persisted throughout time in Toronto. In examining these concentrations, the literature has been heavily focused on the notion that visible minorities are choosing to live in proximity to their respective ethno‐racial groups and that these are spaces of aspiration rather than marginalization in Canada. This paper raises questions about the assertion of "self‐segregation" by emphasizing affordability constraints on residential choices that are often rooted in discrimination in the labour market. Census data from 2016 and an adopted neighbourhood classification scheme were used to understand the spatial patterning of visible minorities in the Toronto census metropolitan area and highlight differences in the socio‐economic characteristics of visible minority dominant and white dominant census tracts. The findings invite the inference that economic opportunities play a critical role in the residential choices of visible minorities and raise concerns about the quality of life in visible minority neighbourhoods. This research contributes to our understanding of how social inequalities have impacted the socio‐spatial organization of the city of Toronto. Key messages: Visible minority dominant neighbourhoods have lower labour market participation, educational attainment, and income, as well as higher unemployment rates than white dominant neighbourhoods.Although homeownership rates are high in visible minority concentrations, the data indicate that visible minority groups may be making sacrifices in terms of suitability, space, and location due to financial constraints.Housing prices are a likely factor propelling visible minority concentrations in the Toronto census metropolitan area. Vaccination tourism (whereby citizens of one nation travel to a different, usually more developed nation to receive a vaccine unavailable or with little availability at home) during the COVID pandemic raises a host of moral issues and is usually met with criticism. From the perspective of the society of origin, the criticism is that those who use their socio‐economic privileges to go abroad and receive the vaccine ahead of other citizens instead of 'making the line' act objectionably because in doing so they use their purchasing power to obtain a benefit that should not be distributed like any other product in the market. From the perspective of the society of destination, the criticism is that citizens and residents should receive the vaccines first; after all, their government purchased vaccines (with their taxes) to immunize the local population. The paper calls into question both objections to vaccination tourism. There might be other reasons to oppose it, but this pair of objections cannot ground a moral criticism of the practice. The Human Rights Act 1998 came fully into force on 2 October 2000, enabling the European Convention on Human Rights (ECHR) to be relied on directly in our domestic courts.1 The Act lacked provision for a Human Rights Commission to advise and assist alleged victims in bringing proceedings for breaches of Convention rights, to research, intervene in court proceedings, and promote a culture of human rights, although such a Commission had been created for Northern Ireland. A White Paper has now been issued outlining plans for a Commission for Equality and Human Rights. This paper considers the future role and potential impact of the Commission and highlights opportunities that have been missed since October 2000 in its absence. In this paper, we provide an analysis of inequalities and opportunities within European countries. For this purpose, we use microdata from 26 European countries collected using the European Union Survey on Income and Living Conditions. This instrument includes harmonised variables to guarantee comparability across countries. Our analysis aims to detect whether European countries converge with respect to income inequality and inequality of opportunity and whether there is a spatial divide between European countries regarding inequalities. Our results show that inequality of opportunity in post‐communist countries is much larger than in the Western European countries. Furthermore, we present evidence of β‐convergence in terms of both income inequality and inequality of opportunity. Accordingly, inequality grows faster in less unequal countries, and therefore countries tend to converge with respect to inequality level. [ABSTRACT FROM AUTHOR]

This paper makes the case that the current single-axis approach to the diagnosis and remedy of pay discrimination is inadequate in the case of multiple disadvantage. While a good deal is known about pay gaps, particularly those affecting women, less is known about those affecting people in other disadvantaged groups and those in more than one such group. This analysis of multiple years of pay data, n = 513,000, from a large UK-based company shows that people with more than one disadvantaged identity suffer a significantly greater pay penalty than those with a single disadvantage. The data also suggest that penalties associated with multiple disadvantage exponentially increase. In other words, disadvantages seem to interact to the detriment of people at 'intersections'. The paper considers the implications for policies aimed at reducing pay inequalities. These currently take a single-axis approach and may be misdirected. [ABSTRACT FROM AUTHOR]

Social inequalities lead to flood resilience inequalities across social groups, a topic that requires improved documentation and understanding. The objective of this paper is to attend to these differences by investigating self‐stated flood recovery across genders in Vietnam as a conceptual replication of earlier results from Germany. This study employs a regression‐based analysis of 1,010 respondents divided between a rural coastal and an urban community in Thua Thien‐Hue province. The results highlight an important set of recovery process‐related variables. The set of relevant variables is similar across genders in terms of inclusion and influence, and includes age, social capital, internal and external support after a flood, perceived severity of previous flood impacts, and the perception of stress‐resilience. However, women were affected more heavily by flooding in terms of longer recovery times, which should be accounted for in risk management. Overall, the studied variables perform similarly in Vietnam and Germany. This study, therefore, conceptually replicates previous results suggesting that women display slightly slower recovery levels as well as that psychological variables influence recovery rates more than adverse flood impacts. In this paper, we investigate how payment procedures that are deemed unfair can spur unethical behavior towards innocent coworkers in a real‐effort experiment. In our Discrimination treatment, a highly unfair payment procedure with wage differentials, half the workforce is randomly selected and paid by relative performance whereas the remaining receives no payment. A joy‐of‐destruction game measures unethical behavior subsequently. Non‐earners in Discrimination destroy significantly more than in the non‐discriminatory control treatments. In Discrimination, unethical behavior is generally high for all non‐earners, independent of individual inequality aversion and relative performance beliefs. Background: Trans‐identifying individuals experience unique barriers and challenges in negotiating health‐care systems due to the cisnormative attitudes and practices which obstruct the receipt of trans‐inclusive care. To date, there has been little exploration of older trans consumers' experiences of contemporary health‐care services when seeking to transition medically in later life. Objectives: Qualitative findings are presented from a study of trans ageing and trans‐related health and social care needs in Wales, UK (2016‐18). The objectives are to (1) examine supportive and obstructive points of interaction with health‐care professionals, and (2) identify key learning messages for improving trans‐related health care from the perspectives of trans‐identifying adults in later life. Design: Trans‐identifying participants self‐selected to take part in two interviews—a life‐history interview and a semi‐structured interview. Interview data were analysed thematically using the framework method approach. Setting and participants: This paper focuses on the accounts of 19 participants (50‐74 years of age) who identified as trans and were seeking to transition medically in mid‐ to later life. Results: Findings indicate how older trans patients are positioned as reluctant educators for GPs in primary care settings and illustrate the transphobic practices and cisnormative assumptions encountered across health‐care interactions and systems that impede their journey of transitioning in later life. Discussion and conclusions: Messages from this study speak to the importance of improving professionals' knowledge of gender identity diversity across the life course and making changes at a systemic level in redressing cisnormative assumptions and systems that reinforce inequities on the basis of gender identity. This paper examines the effect of marital sorting on earnings inequality, taking into account extensive and intensive margin labour supply choices. Using German microdata, the observed distribution of couples' earnings is compared to a counterfactual of random matches. In West Germany, marital sorting is found to be disequalizing only after adjusting for labour supply. This means that positive sorting in earnings potential is veiled by low female participation rates. In East Germany, the impact is highly disequalizing even when earnings are taken as given, due to the fact that East German women are more attached to the labour market. [ABSTRACT FROM AUTHOR]

In this paper we document the rise in wage inequality in Australia over the last decade. A key driver of this inequality is unobservable or residual inequality. We decompose residual wage inequality into permanent and transitory components. This paper presents a multi-layered exploration of the diversity management field in the UK. In doing so, it aims to address two problematic tendencies in the current diversity research: the focus on single-level explorations, and the polarization between critical and mainstream approaches. Using Bourdieu's concept of field, I develop a theoretical framework that conceptualizes the field of diversity management in three constituents: diversity discourse, diversity practice and diversity practitioners. The framework is used to analyse empirical evidence generated through semi-structured interviews with 19 diversity managers of large private-sector companies. This study reveals the presence of a gap between the diversity discourse and practice, and the absence of any standard set of qualifications and skills requirement for practitioners. The findings demonstrate the twofold role of discourse in drawing the boundaries of the diversity management field. First, it is instrumental in constructing diversity management as distinct from equal opportunities. Second, the use discourse functions as a mechanism to control the entry of practitioners into this field, which otherwise has low entry barriers. The paper offers a contribution to management research in general and equality and diversity research in particular through its original use of Bourdieuan sociology in an empirical study. The article discusses the measurements for inequality and poverty that requires focusing on the details while examining the overall picture, in which the U.S. can learn from Europe's research and experience. It notes that many of the conference papers focuses on alternative measures of income, evaluates its impact on inequality and poverty from the joint Organisation for Economic Cooperation and Development (OECD)/Universtiy of Maryland conference that was held in Paris, France. The papers highlight the impact of making changes that affects measurement while the details provides insight for the determination of the best measure to use for poverty and inequality.

Our data set includes information on national and regional per capita GDP for four countries: France, Italy, Portugal and Spain, compiled on a decadal basis for the period 1860–2010. Using parametric and semiparametric regressions, our results confirm the rise and fall of regional inequalities over time although in recent decades they are on the rise again. Finally, we identify structural change as being a significant transmission mechanism of the inverted‐U relationship. The arrival of technological shocks, beginning during the onset of industrialization, and the transition from agrarian to industrial economies, would explain this result. [ABSTRACT FROM AUTHOR]

Opportunities for migrants in Britain have become increasingly differentiated by hardened legal barriers, restricted access to asylum and filtering by selected skills. This article explores the effects of this differentiation on diaspora formation, social mobility and class identities. It takes the case of one of the UK's largest new African migrant groups – black Zimbabweans – who mostly come from middle class/elite backgrounds, but who have ended up in unskilled and informal work, as well as securing professional posts in Britain. The article asks whether, and in what sense it might be useful to talk of the polarised opportunities created by legal status in terms of emerging class differences and challenges to class identities. It dwells on the subjective experience of those in irregular legal circumstances, whose loss of status in Britain has been particularly acute, drawing on theoretical debates on abjection and dehumanised ‘bare life’ that speak directly to the popular discourses and language in which those doing menial work and lacking papers spoke about their experiences and place in Britain. As some have, however, maintained their class position both at home and in intergenerational terms, the article highlights the transnational calculations that continue to render even illegal unskilled work in the UK attractive, and underlines the importance of discussing abjection in terms of the relations of power and processes that create legal spaces of exclusion rather than as a putative underclass. Notwithstanding such calculations, the article highlights the importance of legal status and inequality within migrant groups in shaping the dynamics of new diaspora communities in Britain. In his book The future of human nature, Jürgen Habermas argues against a scenario of liberal eugenics, in which parents are free to prenatally manipulate their children's genetic constitution via germline interventions. In this paper, I draw attention to the fact that his species‐ethical line of argument is pervaded by a substantial ambiguity between an argument from actual intervention (AAI) and an argument from mere controllability (AMC). Whereas the first argument focuses on threats for the autonomy and equality of prenatally modified persons, the second argument takes all human beings, whether they have been modified or not, into account. Hence, when invoking Habermas in these debates, bioethicists need to consider carefully which argument they are referring to. [ABSTRACT FROM AUTHOR]

This paper examines the challenges facing English flood risk management (FRM) policy and practice when considering fair decision-making processes and outcomes at a range of spatial scales. It is recognised that flooding is not fair per se: the inherent natural spatial inequality of flood frequency and extent, plus the legacy of differential system interventions, being the cause. But, drawing on the three social justice models – procedural equality, Rawls’ maximin rule and maximum utility – the authors examine the fairness principles currently employed in FRM decision-making. This is achieved, firstly, in relation to the distribution of taxpayer's money for FRM at the national, regional and local levels and, secondly, for non-structural strategies – most notably those of insurance, flood warnings and awareness raising, land use control, home owner adaptation and emergency management. A case study of the Lower Thames catchment illustrates the challenges facing decision-makers in ‘real life’: how those strategies which appear to be most technically and economically effective fall far short of being fair from either a vulnerability or equality perspective. The paper concludes that if we are to manage flood risk somewhat more fairly then a move in the direction of government funding of nationally consistent non-structural strategies, in conjunction with lower investment decision thresholds for other local-level FRM options, appears to offer a greater contribution to equality and vulnerability-based social justice principles than the status quo. This paper assesses the impact of devolution within the United Kingdom on household equality in terms of both income and social inclusion, with particular focus on the two most established examples of devolution – Scotland and Wales. Uniquely this paper provides the first quantitative assessment of devolution in the UK. Using British Household Panel Study data it suggests that devolution appears to have had no discernable impact on income inequality. An influence on social inclusion can be detected but is suggested to have been both weak and temporary in relation to other regions within the UK. This paper studies the effects of trade liberalisation on poverty and income inequality in South Africa. The main issue of interest is the effect of international trade on households (especially their income). The approach presented in this paper relies on combining a macro-orientated computable general equilibrium model with a microsimulation model. The main concern regarding poor households is whether the decrease in nominal earnings for formal low-skilled and skilled workers is offset by the upward trend in formal employment levels. This paper considers what should be done about offers of organs for transplant that come with racist strings attached. Saving lives or improving their quality seem powerful reasons to accept the offer. Fairness, justice, and rejecting racism seem like powerful reasons against. This paper argues that conditional allocation should occur when it would provide access to organs for at least one person without costing others their access to organs. The bulk of the paper concentrates on defending this claim against these objections: (i) that the good that might come about through conditional allocation does so through wrongful complicity in the racist's wrongdoing; (ii) that conditional allocation symbolizes support for racism; and (iii) that conditional allocation is unjust or unfair and is, for that reason, impermissible. The final section, on conditional allocation as a policy, considers the speculative possibility that conditional allocation would reduce access to organs for some, but it argues that, even then, conditional allocation could be justified. The premise of this paper is that for effective diversity management, it is essential that an organization has in place factors that create effective structure, including workplace equality processes and programmes. In order to demonstrate this viewpoint, research was undertaken in a communications-intensive firm by means of the extensive examination of documents and corroborative interviews. The findings were obtained by means of Beer's Viable Systems Model (1985). The research assumption was shown to be the case—the major finding indicates that effective diversity management is dependent on appropriate structures and systems to support the communication and implementation of arrangements to create and sustain workplace equality. Who benefits from economic growth? This paper analyses the distributional impact of different types of growth within a two-sector model. The paper first presents necessary and sufficient conditions for unambiguous changes in wage inequality in a dual economy, based on analysis of the entire Lorenz curve. These conditions are then applied to the Harris–Todaro model with an urban non-agricultural sector and rural agriculture. It is shown that capital accumulation or technical progress in agriculture can shift the Lorenz curve inwards and reduce wage inequality, while the effects of development in non-agriculture are typically ambiguous. This paper examines the potential role for fuel substitution in electricity production in reducing carbon dioxide emissions over a ten-year time horizon. This is achieved by adding fuel substitution to output changes resulting from demand responses arising from a tax on carbon dioxide emissions. A time profile of adjustments is developed. The tax required for Australia to meet a 20 per cent reduction in emissions from 1993 levels is calculated and effects on inequality and social welfare are examined. The paper also examines the potential effect of a subsidy towards the use of low- emission fuels, financed from the carbon tax. Extreme flooding events are becoming more frequent and costly, and impacts have been concentrated in cities where exposure and vulnerability are both heightened. To manage risks, governments, the private sector, and households now rely on flood hazard data from national‐scale models that lack accuracy in urban areas due to unresolved drainage processes and infrastructure. Here we assess the uncertainties of First Street Foundation (FSF) flood hazard data, available across the U.S., using a new model (PRIMo‐Drain) that resolves drainage infrastructure and fine resolution drainage dynamics. Using the case of Los Angeles, California, we find that FSF and PRIMo‐Drain estimates of population and property value exposed to 1%‐ and 5%‐annual‐chance hazards diverge at finer scales of governance, for example, by 4‐ to 18‐fold at the municipal scale. FSF and PRIMo‐Drain data often predict opposite patterns of exposure inequality across social groups (e.g., Black, White, Disadvantaged). Further, at the county scale, we compute a Model Agreement Index of only 24%—a ∼1 in 4 chance of models agreeing upon which properties are at risk. Collectively, these differences point to limited capacity of FSF data to confidently assess which municipalities, social groups, and individual properties are at risk of flooding within urban areas. These results caution that national‐scale model data at present may misinform urban flood risk strategies and lead to maladaptation, underscoring the importance of refined and validated urban models. However, government flood mapping in the U.S. has not kept pace with adaptation needs, and communities have now turned to other sources of information to inform planning and design decisions. This study examines the uncertainties of flood hazard data available from the First Street Foundation across Los Angeles, California, the second largest city in the U.S. With a comparision to two different models that more fully capture processes known to affect urban flooding, we show concerning levels of uncertainty in the First Street Foundation data at scales of municipalities and properties. These results highlight the need for more robust validation of urban flood hazard models, and caution against overliance of First Street Foundation data for urban flood management. This paper explores how formalization of employee selection procedures for the purpose of ensuring equality of opportunity can become so extensive that the intended outcome of fairness is undermined. Drawing on empirical evidence from a large media organization, the analysis reveals the detrimental impact of formalization in relation to the recruitment of ethnic minority staff. While the existing literature describes how, during recruitment of employees, the circumvention of formal equality procedures can occur through managerial neglect and manipulation, the analysis in this paper shows that, paradoxically, circumvention can also occur through compliance with procedures. This new category takes three forms (robotic, defensive and malicious) and appears under conditions of excessive formalization - the term hyper-formalization is coined to describe this. The paper develops new concepts that add to understanding of the limitations of equality and diversity procedures, and brings fresh challenges to some of the liberal assumptions about the efficacy and desirability of formalization for achieving fairness.
