The pulp and paper industry is a high energy consuming and polluting sector, and carbon emissions emitted from this sector are worthy of attention. This article, based upon an analysis of China’s Pulp and Paper Industry (CPPI), provides estimates of each of the following: carbon emissions from energy consumption, pre-treatment sector, combustion of condensed black liquor, and methane emitted from incomplete aerobic digestion during sewage treatment of CPPI. During the study period (2005–2012), total CO 2 emissions ranged from 126.0 Mt to 155.4 Mt. Energy consumption was estimated to be the largest source of carbon emissions, however, due to the application of the local emission inventory rather than the IPCC inventory, energy consumption decreased by 4.7%, a lower percentage than was calculated in a previous study. According to this study’s estimation, the emissions caused by the recovery of biomass energy contributed 26–29% of the total CO 2 emissions. CH 4 generated from sewage treatment accounted for 9–11% of the total carbon emissions. The CO 2 intensity dropped during the study period, which reflected the improvement of energy efficiency in the pulp and paper industry. The outcome of this study provides not only detailed information about CPPI’s carbon emissions, but also a calculation framework for studying carbon emissions from pulp and paper sector in the other regions. It suggests that the local carbon emissions inventory should be used for estimating carbon emissions and to reduce the fossil fuel energy, increase energy recovery from biomass, and that promoting cleaner production is essential to achieve a low carbon development of the pulp and paper industry. Purpose - This paper aims to detail the design of a campus climate change strategy, transport strategy and paper reduction strategy at the University of Technology, Sydney (Australia). Design/methodology/approach - The approach to strategy development used desktop research and staff/student consultation to inform the development of objectives, targets and actions for each strategy. The strengths and weaknesses of the governance structures for strategy design and implementation are also discussed. Findings - A selection of targets are given here, with further details of objectives and actions in the main text. Climate change: reduce emissions by 11 percent by 2012/2013, 30 percent by 2020. Transport: double the proportion of staff/student commuting trips by walking and cycling to 35 percent by 2011. Paper reduction: by 2011, decrease paper purchased by 20 percent and increasing recycled paper use to 30 percent. The momentum generated by the strategy development shows that it can play a significant role in creating a more sustainable university. Practical implications - Practical guidance for universities and organisations undergoing organisational change for sustainability is given with a focus on: how to engage with staff and students to develop shared aspirations and reflect these in tangible objectives, targets and actions; and, how to evolve organisational structures to implement strategies and create a sustainable higher education institution. Originality/value - The value of this work lies in the frank reflections on the processes used to engage stakeholders and develop the strategies as well as with the tangible targets and actions presented which will be of interest for other universities seeking to benchmark their own activities. This paper adds to our understanding of how people's climate change concern and norms influence their leisure air travel. It does so by examining the roles of Norwegians' beliefs about climate change and emissions from air travel, their felt responsibility to limit emissions (personal norm), and expectations and behaviors of friends and family (social norms) in such travel. A representative sample of Norwegians was surveyed in 2019 and 2020 (N = 2842), based on a framework combining institutional and social-psychological perspectives. Structural equation modeling of the data reveals that leisure air travel is habituated and part of a lifestyle, supported by social norms, self-enhancement values and urban residency. Personal norms for reducing greenhouse gas emissions from flying are beginning to emerge in Norway, but their effect on leisure air travel is small and only indirect. Our findings suggest the need for interventions to complement and potentially amplify the emerging moralization process and support an evolution of new habits and travel lifestyle to limit the emissions from leisure air travel substantially. This paper contributes to the debate surrounding the impact of adaptation to climate change on the incentives to abate greenhouse gases emissions. Using data from the World Development Indicators and various adaptation funds under the UNFCCC framework, this paper provides an empirical analysis of the relation between adaptation and emissions. We specifically test whether adaptation measures to climate change affect emissions of greenhouse gases in a world where adaptation funds are available. Using a staggered difference-in-differences approach and an event study analysis, we find that receiving adaptation funding significantly and negatively affects several CO2 emissions measures, providing preliminary evidence of the presence of a halo effect of adaptation funding. The paper discusses existing trends and prospects for decarbonization in the Commonwealth of Independent States (the CIS), an international organization that regroups Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, and Uzbekistan. The CIS occupies a significant share of Eurasia, representing a large share of global energy consumption and production with a corresponding carbon footprint. These countries and their decarbonization prospects are rarely discussed in the English-language scientific literature. This paper fills in this gap by offering a comprehensive analysis based on statistical data, policy documents, and scenario-based future projections. The results underline that revisiting Nationally Determined Contributions, increasing energy efficiency, and decoupling GDP growth from greenhouse gas emissions are essential to the implementation of the Paris Agreement. The future energy mix should include larger shares of renewable energy, hydrogen, fossil fuels (highly efficient with carbon capture), and nuclear energy to achieve energy security and decarbonize the economy of the region in the long term. Municipalities face the direct impact of climate change events, but many are challenged to assess the potential outcomes of future climate action policies. It is essential for local municipalities to be able to evaluate cross-sector and cross-scale policy interventions, but many lack the expertise and resources for wholistic forecasting. This paper used a hybrid interscalar and interdisciplinary modeling approach to evaluate, compare, visualize, and reveal the performance of climate actions at building and neighbourhood scales of future 'what-if' scenarios for three neighbourhood urban form types (dispersed, corridor, nodal) in three cities in British Columbia, Canada (Vancouver, Victoria, Prince George). Results found that increases in population density combined with strict building standards and retrofitting older buildings decreased per person emissions per year by up to 84% by 2050. Within the neighbourhoodscale areas, building form and location had less impact. Population density and frequency of transit service were most important for mobility mode shifts. Concentrating density at transit nodes or along commercial corridors improved the percentages of residents within a fiveminute walk of those services, but proximity to greenspaces showed mixed results. Energy poverty has an indirect impact on several policy areas, including health, environment and productivity. Tackling fuel poverty has numerous potential benefits, including lower health expenditure for governments, reduced air pollution and CO2 emissions, greater comfort and well-being, more stable family budgets and increased economic activity. Climate change is considered one of the major systemic risks facing the world in the 21st century. To address climate change, China has adopted a series of climate policies, but the uncertainty brought about by frequent climate policy issuance has increased pressure on enterprises, which may not be conducive to enterprises reducing emissions. This paper uses data on 1211 listed companies on the A-share market in China from 2012 to 2022 to study the impact of climate policy uncertainty on enterprise pollutant emissions. The research findings show that climate policy uncertainty increases corporate pollution emissions; climate policy uncertainty mainly generates negative impacts on enterprise environmental regulation, social responsibility, and R&D investment, thereby negatively affecting enterprise emissions reduction. Further heterogeneity analysis shows that climate policy uncertainty in China has a more significant impact on non-state-owned enterprises, technology-intensive enterprises, lightly polluting enterprises, and enterprises in western regions. Increased temperature and carbon dioxide concentration caused by climate change will aggravate the creep shrinkage and structural durability of concrete bridges. Overloading also has a great impact on the time-dependent reliability of existing bridges. This research paper analyses the time-dependent reliability of bridges based on climate change and overload. By improving the concrete carbonation model and referring to the B4 model of concrete creep, the effects of ambient temperature and humidity on concrete under different emission-reduction scenarios were considered. At the same time, given the serious problems of vehicle overload in China, combining different overload scenarios with climate change led to the establishment of a time-dependent reliability model for precast-concrete bridges. The results showed that as the overload rate increased, the time-dependent reliability degradation rate of a case study bridge accelerated. Under the scenario considering both high greenhouse gas emissions and the maximum overload rate, the service life of the case study bridge decreased to 50% of its design life. [ABSTRACT FROM AUTHOR]

A review of many studies published since the late 1920s reveals that the main driving mechanisms responsible for the early-twentieth-century Arctic warming (ETCAW) are not fully recognized. The main obstacle seems to be our limited knowledge about the climate of this period and some forcings. A deeper knowledge based on greater spatial and temporal resolution data is needed. The article provides new (or improved) knowledge about surface air temperature (SAT) conditions (including their extreme states) in the Arctic during the ETCAW. Daily and subdaily data have been used (mean daily air temperature, maximum and minimum daily temperature, and diurnal temperature range). These were taken from 10 individual years (selected from the period 1934–50) for six meteorological stations representing parts of five Arctic climatic regions. Standard SAT characteristics were analyzed (monthly, seasonal, and yearly means), as were rarely investigated aspects of SAT characteristics (e.g., number of characteristic days, day-to-day temperature variability, and the onset, end, and duration of thermal seasons). The results were compared with analogical calculations done for data taken from the contemporary Arctic warming (CAW) period (2007–16). The Arctic experienced warming between the ETCAW and the CAW. The magnitude of warming was greatest in the Pacific (2.7°C) and Canadian Arctic (1.9°C) regions. A shortening of winter and lengthening of summer were noted. Furthermore, the climate was also a little more continental (except the Russian Arctic) and less stable (greater day-to-day variability and diurnal temperature range) during the ETCAW than during the CAW. Significance Statement: It is well established that human activity (particularly increased greenhouse gas emissions) is the primary driving mechanism of the recent dramatic warming in the Arctic. However, the causes of a similar warming here in the first half of the twentieth century remain uncertain. The limited knowledge about the climate of that period—which mainly results from the low resolution of data—is a significant obstacle to a definitive determination of the forcing mechanisms. Therefore, the main aim of our paper is to improve our understanding of specific aspects of weather and climate (including extremes) using long-term series of daily and subdaily data that have rarely been applied for this purpose. This new, more comprehensive knowledge about the historical Arctic climate should allow the scientific community (particularly climate modelers) to better validate both climate models and reanalysis products and, consequently, to more precisely identify the causes of the early-twentieth-century Arctic warming. In the context of smart cities, sustainability is an essential dimension. One of the ways to achieve sustainability and reduce the emission of greenhouse gases in smart cities is through the promotion of sustainable energy. The demand for affordable and reliable electrical energy requires different energy sources, where the cost of production often outweighs the environmental factor. This paper aims to investigate the ways smart cities promote sustainability in the electricity sector. For this, a systematic literature review using the PRISMA protocol was employed as the methodological approach. In this review, 154 journal articles were thoroughly analyzed. The results were grouped according to the themes and categorized into energy efficiency, renewable energies, and energy and urban planning. The study findings revealed the following: (a) global academic publication landscape for smart city and energy sustainability research; (b) unbalanced publications when critically evaluating geographical continents' energy use intensity vs. smart cities' energy sustainability research outcomes; (c) there is a heavy concentration on the technology dimension of energy sustainability and efficiency, and renewables topics in the literature, but much less attention is paid to the energy and urban planning issues. The excessive carbon emissions not only intensify the global climate change, but also seriously restrict the sustainable development of social economy. However, improving industrial carbon emissions efficiency is the most directly effective way to reduce emissions. Therefore, accurate measurement and analysis of carbon emissions efficiency and evolution characteristics of China's industrial system is the basis for China to improve carbon emissions efficiency. Based on this, we adopted energy consumption method and input-output method to calculate and analyze the industrial carbon emissions efficiency and evolution characteristics of China from 2002 to 2015. The results show that (1) If carbon emissions from cement production are ignored and only energy-related carbon emissions are considered, the calculation results of carbon emissions efficiency of heavy industry will be overestimated about 30%. (2) Compared with 2002, China's industrial carbon emissions efficiency increased by about twice in 2015. Specifically, the optimization of carbon emissions efficiency in agriculture, construction, light industry and service industry is very obvious, which has increased by 5.65, 5.00, 4.69 and 4.68 times respectively; The optimization of carbon emissions efficiency in power sector, heavy industry, transportation and chemical industry was obvious, which increased by 2.55, 2.01, 1.86 and 1.47 times respectively; The carbon emissions efficiency of the fossil energy sector has decreased by 0.36 times. (3) The carbon emissions efficiency of various industries has significant differences. Among them, agriculture, service industry, light industry and construction industry are generally industries with higher carbon emissions efficiency, while power sector, fossil energy sector, transportation industry, chemical industry and heavy industry are generally industries with lower carbon emissions efficiency, especially power and fossil energy sectors. Based on these, this paper provides policy implications and scientific evidence for accurately improving carbon emissions efficiency from the perspective of carbon emissions efficiency. Various endeavors are undertaken by the maritime industry, academia, and policy-makers to reduce greenhouse gas emissions. These include the search for feasible technologies that could be used onboard merchant vessels and are propelled by international legal and social initiatives. To this end, this study aimed to critically analyze the research trends pertaining to the active methods of reducing the negative environmental impact of shipping. The research is focused on alternative fuels and renewable energy systems with respect to the related policy-making and existing legal framework. Therefore, a bibliometric approach was applied to a sample of 234 scientific papers indexed in the SCI-EXPANDED in Clarivate Analytics Web of Science Core Collection. The results indicate that the scientific efforts were made more on alternative fuels, while renewable energy sources only recently became a popular research subject. Moreover, the environmental benefits of prospective technologies are more investigated than their financial aspects. To limit global warming, advocacy has increased in support of lowering greenhouse gas emissions. For instance, in agriculture, the use of compost and bio‐fertilizer is increasingly promoted. Therefore, this paper aims at investigating how sustainable agricultural policies may influence land use and farm income in the context of global climatic change. Thus, a mathematical programming model with a representative risk‐neutral and profit‐maximizing economic agent is applied, using survey data on 423 farmers in Togo, a West African country. The findings indicate that a combination of a subsidy and a credit policy appear to be the best incentive to promote the adoption of sustainable practices and to increase farm income. The United Nations has declared climate change a code-red for humanity and the 2020s the decisive decade to avoid dangerous climate disruption. The 26th Conference of the Parties in Glasgow, Scotland represents a milestone event and potentially the last chance to keep the Paris Climate Agreement 1.5 °C policy goal within reach. The tourism sector has responded to this critical moment by releasing the Glasgow Declaration: A Commitment to a Decade of Tourism Climate Action. As the third such declaration over 20 years, this paper asks whether it brings the sector closer to an action agenda commensurate with the climate emergency the sector has declared. While the Glasgow Declaration includes some positive advances, we find few themes and recommended actions that were not introduced in previous declarations over a decade ago and inaction on several past recommendations. There is no evidence that the declarations have altered the growth trajectory of sector emissions or influenced the integration of climate change into tourism policy and planning. The climate crisis demands a sectoral response no less than that to the Covid-19 pandemic, and we find the Glasgow Declaration ill-equipped to stimulate the systemic change required by the net-zero transition and accelerating changes in climate. The world is facing an unprecedented issue that can negatively affect almost everyone, more so for people from poor countries. The issue is climate change and it is real. It can cause food shortages, loss of land due rising sea levels, and extreme destructive weather events such as floods and drought. To address climate change, a global effort is needed to reduce greenhouse gas emissions. From the major sectors that emits greenhouse gases, the forests, particularly tropical forests is seen as a potential sector that can both reduce emissions and increase sequestration of carbon dioxide, the major greenhouse gas, Incentives are being given to reduce deforestation and degradation as well as establishing new forests areas. In this regard, Malaysia with relatively large tracts of natural tropical forests can play a positively role. Anthropogenic climate change, caused by the uncontrolled emission of greenhouse gases, is perhaps the greatest global challenge facing humanity. Psychology is the science of behaviour, so it takes on the task of studying and proposing coping strategies with regard to CC. Two strategies are possible: to mitigate the consequences of CC; and to adapt to those consequences. This article summarizes the main findings of psycho-environmental research related to psychological and situational predictors of coping responses to CC. It reviews the role of cognitive-rational determinants, affective-emotional factors, behavioural capabilities, personality traits and situational factors that facilitate mitigation and adaptive actions to CC. The paper concludes by discussing the role that psychology could play in global CC coping strategies, recognizing that there is a need to increase interest within the psychology community in the pressing problems of climate change. Abstract The main goal in this paper is to supply a national load by multiple renewable power connections to utility grid at different geographic locations. The national load demand of the country of Jordan is supplied in this case study by finding the optimal configurations and locations (near cities). Cities of higher potential for wind and/or photovoltaic (PV) energy location are selected for connecting to renewable power. The annual system cost of energy (ASCE) for this optimized renewable energy system is shown to be 32.57% less than the conventional grid energy price. Further, the Carbon Dioxide (CO 2) emissions are reduced by 80.13%. These are excellent indications for the feasibility and environmental benefits of retrofitting conventional grid with renewable power in developing countries. Multi-figure of merits (MFOM) based on a Nondominated Sorting Genetic Algorithms (NSGA) optimization cases are investigated which include annual emission indicator (AEI), ASCE, levelized cost of energy (LCOE) and renewable penetration (RP). Results are either two dimensions (2D) or three dimensions (3D) Pareto frontier, where various competitive non-dominant solutions exist. A sweet spot selection (triple-S) procedure is proposed to help select the best point in the two (figure of merits) FOMs Pareto frontier to have both environmental and feasible solutions. Highlights • The contributions of this paper are multi-point connection to a national grid, holistic definition and modeling of the engineering and financial problems, optimal design tool solutions to the multi-point connection problem definition and model, suggesting this as a case study of the concept of "local solutions for a global problem." Such a holistic approach is recommended especially in the developing countries. • The importance of moving toward sustainable energy stems from global climate change and the need to provide access to affordable energy to all of humanity. The ultimate goal is to satisfy a country's national load demand by establishing multiple utility grid connections to various geographic locations of high wind or solar energy resources. This is done by building a new optimization design tool which investigates economic feasibility and environmental impacts. Then, Single figure of merit and multi-figure of merits optimizations have been investigated. • A mathematical modeling is developed for each component, and the optimal configuration is determined for each city. The annual system cost of energy (ASCE) is optimized to be 32.57% less than grid energy price, and the CO 2 emissions (AEI) are reduced by 80.13%. It is developed to help select the sweet point in the two FOMs Pareto frontier to have both environmental and economic feasible solutions. • Multi-figure of merits (MFOM) optimization cases based on a non-sorting genetic algorithm are investigated such as: AEI vs. ASCE, AEI vs. LCOE, AEI vs. RP and (RP, LCOE, AEI). The MFOM optimization results are either 2D or 3D Pareto frontier, where exists various competitive non-dominant solutions. The sweet spot selection (triple-S) procedure is proposed to help select the sweet spot in the two figure of merits Pareto frontier in order to have both environmental and feasible solutions. Abstract Despite the heightened urgency of curbing carbon emissions around the world, the healthcare sector in general, and the pharmaceutical sector in particular have received very little attention from the sustainability community in terms of their contribution to the global carbon footprint. In this paper, we conduct an analysis of the overall contributions and the historical emissions trends of the pharmaceutical sector, as well as an industry-specific comparative analysis of the major pharmaceutical companies in the world. Surprisingly, our analysis reveals that the pharmaceutical industry is significantly more emission-intensive than the automotive industry. We also use a previously published mathematical framework linking national target emissions to the target emission intensity of the pharmaceutical sector to derive the emission intensity of the pharmaceutical sector required for the US to meet its reductions commitments per the now defunct Obama-administration commitments at the 2015 Paris Agreement. We identify the excess emitters among the top-15 Pharmaceutical companies, from those that are leading the pack with their emissions improvement efforts. The results are quite instructive as we find a far greater variability amongst the Top-15 pharmaceuticals than the Top-10 automotive companies, suggesting a very disparate set of environmental practices within the industry. The paper should elicit further in-depth studies of the environmental performance of the pharmaceutical sector and help inform policy makers, business leaders and academicians on how to help curb this unwarranted level of emissions in this important and growing industry sector. Emissions reduction, energy security and energy affordability constitute core energy problems facing countries today. At the heart of these problems is the key issue of decarbonisation. Although there is an international drive to address the issue within the United Nations climate change regime, the domestic policy regime in the United States of America seems to be in conflict.While California has made, and is still making, positive strides in emissions reduction at a state level, the Trump administration seeks to lower the United States' fuel efficiency and emissions reduction standards at the federal level. Potentially this has multiple domestic, regional and international ramifications. This is in addition to the unpopular US withdrawal from the Paris Climate Change Agreement in 2017 by Trump. Accordingly, there is a need to understand the jurisprudential and philosophical underpinnings behind its changing stance and its relationship with the world. Against this backdrop, this paper critically examines the policy implications of these issues and argues for policy alignment between components of the federal structure and the need for persistent and concerted efforts by the nations to address climate change. The paper is divided into three parts. Part one examines the conflicting emissions reduction policies within the American federal system. Part two critically analyses the policy implications and need for policy alignment within the context of climate policy and part three draws conclusions and presents insights for further research. The carbon emissions associated with the built environment represent the dominant fraction of the total carbon footprint of society. As a result of the intense debate over how to address climate change, Life-Cycle Carbon Emissions Assessment and carbon footprint standards such as the PAS2050, ISO/TS 14067, and the GHG Protocol, are receiving increased attention. However, carbon emission calculations often vary in terms of boundaries, scope, units of greenhouse gas emissions, and methodologies. There is not an internationally accepted method for measuring, reporting, and verifying GHG emissions from existing buildings in a consistent and comparable way. In support of developing a standardized approach, this paper reviews current methodologies for carbon footprint accounting and outlines the inconsistencies of most life-cycle carbon assessments studies. The paper also aims to present the cutting-edge knowledge about emissions resulting from buildings during their life-cycle. The conclusion of this research, after a comprehensive literature review and critical analysis, is that there is a need for a clear, accessible and consistent method to assess the carbon emissions from buildings. The current nationally determined contributions, pledged by the countries under the Paris Agreement, are far from limiting climate change to below 2 ∘C temperature increase by the end of the century. The necessary ratcheting up of climate policy is projected to come with a wide array of additional benefits, in particular a reduction of today's 4.5 million annual premature deaths due to poor air quality. This paper therefore addresses the question how climate policy and air pollution–related health impacts interplay until 2050 by developing a comprehensive global modeling framework along the cause and effect chain of air pollution–induced social costs. We find that ratcheting up climate policy to a 2 ∘ compliant pathway results in welfare benefits through reduced air pollution that are larger than mitigation costs, even with avoided climate change damages neglected. The regional analysis demonstrates that the 2 ∘C pathway is therefore, from a social cost perspective, a "no-regret option" in the global aggregate, but in particular for China and India due to high air quality benefits, and also for developed regions due to net negative mitigation costs. Energy and resource exporting regions, on the other hand, face higher mitigation cost than benefits. Our analysis further shows that the result of higher health benefits than mitigation costs is robust across various air pollution control scenarios. However, although climate mitigation results in substantial air pollution emission reductions overall, we find significant remaining emissions in the transport and industry sectors even in a 2 ∘C world. We therefore call for further research in how to optimally exploit climate policy and air pollution control, deriving climate change mitigation pathways that maximize co-benefits. This paper summarizes 19 papers published in a special issue of Ecological Engineering under the general banner of wetlands and carbon. Many of the papers were presented at a special session at EcoSummit 2016 in Montpellier, France in August-September 2016. The papers are in four general categories: estimating greenhouse gas fluxes with eddy covariance; methane and other greenhouse gas emissions from wetlands; carbon sequestration by wetlands; and organic carbon decomposition in wetlands. Overall, we found that further development and wider use of eddy covariance measuring stations could help clarify long-term annual budgets of CO 2 and CH 4 in wetlands and, while CH 4 fluxes in some coastal wetlands such as mangroves can be negligible, some inland wetlands can be significant sources of CH 4 where hydroperiods are the major determinants of the emission rates. The papers here demonstrated a variety of parameters determining dynamics of methane fluxes and carbon sequestration in different wetlands and lead us to suggest that more attention should be paid to detailed analysis of the impact of environmental and management factors on carbon budgets in wetlands. Carbon sequestration is almost always estimated by soil dating methods such as with 137 Cs and 210Pb isotopes and results continue to show order of magnitude differences among systems but sometimes among laboratories. This is due to the inexact nature of estimating soil dates over relatively short (∼50 year) time horizons. The idea of capping landfills, which are enormous methane sources, with wetlands which could then turn them into carbon sinks is worth investigating further but the design of these systems is still in its infancy. Organic carbon decomposition in wetlands has been investigated extensively for decades and more recently on the biogeochemical processes. ‘Enzymic latches” such as phenol oxidase, which can break down phenolics and therefore speed up decomposition, may be key controllers of organic matter decomposition in waterlogged and submerged soils in wetlands. The best approach for balancing greenhouse gases and carbon sequestration remains an enigma, but the papers in this special issue take us one step closer to providing clarity. [ABSTRACT FROM AUTHOR]

Scenario analysis and backcasting methods have been used to determine sustainable transport futures, often with a clearly defined process and the use of experts. This paper diverges from this commonly used approach by presenting a more collaborative and unstructured framework to backcasting that allows the experts to have a much greater part in defining the process and the outcomes. The focus is on the evaluation stage that is operationalised by a multi-criteria analysis (MCA) where the experts themselves have the opportunity to discuss, rank and evaluate the policy packages. The spatial context (Andalusia in Spain) is taken as the laboratory, and regional and local policy-makers are engaged in a series of workshops facilitating an open deliberative process, where MCA is combined with face-to-face discussions, and both of them are integrated with transport scenario analysis. This ‘collaborative appraisal framework’ consists of presenting the methodological process, the identification of sustainability impacts, the ranking of those impacts according to three different policy pathways (lower carbon emissions, technological innovation, and urban compactness), as well as commenting on the feasibility, acceptability and potential barriers of such policy options. The paper ends with comments on the usefulness of open-ended and participatory approaches in transport backcasting studies, in particular the use of MCA in identifying and evaluating transport decisions. Investigation of the impact of climate change on water resources is very necessary in dry and arid regions. In the first part of this paper, the climate model Long Ashton Research Station Weather Generator (LARS-WG) was used for downscaling climate data including rainfall, solar radiation, and minimumand maximumtemperatures. Two different case studies including Aji-Chay and Mahabad-Chay River basins as sub-basins of Lake Urmia in the northwest part of Iran were considered. The results indicated that the LARS-WG successfully downscaled the climatic variables. By application of different emission scenarios (i.e., A1B, A2, and B1), an increasing trend in rainfall and a decreasing trend in temperature were predicted for both the basins over future time periods. In the second part of this paper, gene expression programming (GEP) was applied for simulating runoff of the basins in the future time periods including 2020, 2055, and 2090. The input combination including rainfall, solar radiation, and minimum and maximum temperatures in current and prior time was selected as the best input combination with highest predictive power for runoff prediction. The results showed that the peak discharge will decrease by 50 and 55.9% in 2090 comparing with the baseline period for the Aji-Chay and Mahabad-Chay basins, respectively. Australians are one of the world’s highest per capita emitters of greenhouse gases, yet the country’s target for emissions reductions by 2030 remains modest. This paper looks at policy options for Australian cities to deliver faster emissions reductions than the national commitment level. The main focus is on an accelerated reduction in emissions from urban road transport, through technological improvements and behaviour changes. Targets are proposed for improved emissions intensities, to bring Australia much closer to US and EU performance expectations. A range of behaviour change measures is then tested on Melbourne and Sydney, the Sydney analysis using MetroScan-TI, an integrated evaluation framework, to explore how behaviour changes might enhance emissions outcomes. The potential contribution of public transport is a particular focus. The paper concludes that, with sufficient political will, Australia could reduce its 2030 road transport emissions to 40% below 2005 levels. Carbon dioxide plays a central role in earth's atmospheric, ocean and terrestrial systems.1,2 About 40% of the total anthropogenic emissions since 1750 have remained in the atmosphere, with the balance being removed by the ocean and vegetation sinks.3 Increasing atmospheric CO2 concentrations have been well documented,3 as have widespread impacts on human and natural systems, such as warmer surface temperatures, ocean warming and decreasing pH, loss of ice mass over the cryosphere, increasing global mean sea level, and alterations in the global hydrological cycle.3,4 The impact of increased atmospheric concentrations of CO2 on the biosphere includes shifting species extent, seasonal activities, migration patterns and abundances, as well as changes in species interactions. Monitoring of atmospheric CO2 and other greenhouse gases (GHGs) has been identified as a priority by international agencies, such as the United Nations Framework Convention on Climate Change and government departments that are interested in mitigating the effects of climate change. South Africa has made a commitment to a low carbon future as part of its role in global climate policy instruments through a national low carbon development strategy.5,6 At the Conference of the Parties in November 2015 (COP21), high level of agreement by developed and developing countries encouraged stakeholders to urgent action to address climate change. The agreement emphasises the urgent mitigation pledges with respect to GHG emissions by 2020. As South Africa implements its White Paper on Climate Change, to stimulate a shift towards a low carbon economy, it faces a monitoring and evaluation challenge. Currently, the South African GHG emission inventory is based on fossil fuel emissions, as part of the National Atmospheric Emissions Inventory System, under the National Air Quality Act, 2004 (Act No. 39 of 2004). Briefly, emissions are rarely measured directly, but rather based on proxy estimates of activity, extrapolated by an emission factor for the specific activity. There is therefore a need to independently assess the effectiveness of emissions reductions within the context of natural CO2 fluxes. Understanding the changing driving forces of climate change and evaluation of the carbon emission reduction activities requires long-term and high-precision measurements of CO2 gas emissions and sinks as well as their evolution. Land can act as both a source and a sink for GHGs.7 Currently the baseline GHG emissions from land and agriculture are thought to amount to 3.03x1010 kg CO2 eq per year in South Africa. The land sector is responsible for an uptake of 2.1x1010 kg CO2 eq per year while agriculture is responsible for a release of 5.06x1010 kg CO2 eq per year.7 The GHG emissions for South African industry amounted to ~5.45x1011 kg CO2 eq in 20108,9, with approximately 79% from the energy sector -- an order of magnitude larger than the emissions from agriculture7. Under the proposed White Paper policy, South Africa's GHG peak, plateau and decline trajectory anticipates emissions to peak at 6.1x1011 kg CO2 eq between 2020 and 2025, plateau at this range for about 10 years and decline to ~4.3x1011 kg CO2 eq by 2050.6 Determining these fluxes accurately will facilitate assessment of the proposed commitments to mitigation and adaptation strategies adopted by South Africa. At present there is infrastructure deployed in South Africa for the measurement of the concentrations and fluxes of CO2, which include observations in the atmosphere, on land and in the ocean. The development and application of chemistry transport models has a long tradition.Within the Netherlands the LOTOS–EUROS model has been developed by a consortium of institutes, after combining its independently developed predecessors in 2005. Recently, version 2.0 of the model was released as an open-source version. This paper presents the curriculum vitae of the model system, describing the model’s history, model philosophy, basic features and a validation with EMEP stations for the new benchmark year 2012, and presents cases with the model’s most recent and key developments. By setting the model developments in context and providing an outlook for directions for further development, the paper goes beyond the common model description. With an origin in ozone and sulfur modelling for the models LOTOS and EUROS, the application areas were gradually extended with persistent organic pollutants, reactive nitrogen, and primary and secondary particulate matter. After the combination of the models to LOTOS–EUROS in 2005, the model was further developed to include new source parametrizations (e.g. road resuspension, desert dust, wildfires), applied for operational smog forecasts in the Netherlands and Europe, and has been used for emission scenarios, source apportionment, and long-term hindcast and climate change scenarios. LOTOS–EUROS has been a front-runner in data assimilation of ground-based and satellite observations and has participated in many model intercomparison studies. The model is no longer confined to applications over Europe but is also applied to other regions of the world, e.g. China. The increasing interaction with emission experts has also contributed to the improvement of the model’s performance. The philosophy for model development has always been to use knowledge that is state of the art and proven, to keep a good balance in the level of detail of process description and accuracy of input and output, and to keep a good record on the effect of model changes using benchmarking and validation. The performance of v2.0 with respect to EMEP observations is good, with spatial correlations around 0.8 or higher for concentrations and wet deposition. Temporal correlations are around 0.5 or higher. Recent innovative applications include source apportionment and data assimilation, particle number modelling, and energy transition scenarios including corresponding land use changes as well as Saharan dust forecasting. Future developments would enable more flexibility with respect to model horizontal and vertical resolution and further detailing of model input data. This includes the use of different sources of land use characterization (roughness length and vegetation), detailing of emissions in space and time, and efficient coupling to meteorology from different meteorological models. The Polluter Pays Principle (PPP) states that polluters should bear the burdens associated with their pollution. This principle has been highly contested because of the putative impossibility of considering individuals morally responsible for an important amount of their emissions. For the PPP faces the so-called excusable ignorance objection, which states that polluters were for a long time non-negligently ignorant about the negative consequences of greenhouse gas emissions and, thus, cannot be considered morally responsible for their negative consequences. This paper focuses on the concept of moral responsibility as it appears in the excusable ignorance objection. I claim that this objection stems from a narrow notion of moral responsibility and that a more fundamental notion of moral responsibility would pave the way to overcome it. I show that it should be out of the question whether historical polluters should bear some burdens associated with climate change because of their historical emissions. The relevant question is which kind of burdens they can legitimately be asked to bear. I argue that this notion of moral responsibility allows us to assign burdens of symbolic reparation, which are at the core of 'Loss and Damage' policies. [ABSTRACT FROM AUTHOR]

Researchers and policy-makers have suggested tools to mitigate CO2 emissions worldwide. However, there appears to be uncertainty in terms of policy effectiveness. The objective of this paper is to develop an innovatively effective CO2 internalizing mechanism worldwide which builds on currency in circulation as its core operational tool. The study is based on a large sample of countries. Findings show that urbanization, electric power consumption and trade positively impact on CO2 emissions. No evidence is found in favour of the Environmental Kuznets Curve while the use of renewable energy reduces the level of CO2 emissions. The paper proposes a Central Bank Carbon Dioxide Emissions Internalizing Fund which rests on quantitative and qualitative tools to ensure a truly effective mechanism in CO2 emissions abatement. Quantitatively, this implies the use of a direct tax on currency in circulation and a conversion penalty in the fund. Qualitatively, there is the need to establish a global institution which would ensure that funds flow to the most polluting sectors in each country in view of unleashing the strongest decline in CO2 emissions. Just over 40 years ago, I wrote a paper entitled 'Climate change: Are we on the brink of a pronounced global warming?' In it, I attempted to explain why despite a rise in the atmosphere's CO2 content there had been no significant warming. I predicted that a natural cooling was about to give way to a warming, and that industrial emissions of CO2 would amplify this warming. The paper published in Science in 1975. Warming did follow in 1976-1977. However, a retrospective look shows that my analysis was flawed. What is more-and to my chagrin-based on the words 'global warming' in my Science paper, I was given the title 'Father of Global Warming.' This paper examines the dynamic causal relationships between carbon emissions, deadweight tonnage (DWT) of the total global shipping fleet, fuel oil consumption, and economic activities for marine transportation using cointegration, error-correction, and Granger causality techniques. The intensity of carbon emissions and energy consumption, in addition to the elasticity of emissions and DWT, is discussed. It is concluded that (1) there exist long-run relationships between these variables for the period of 1980 and 2006; (2) the higher levels of economic activities induce more DWT growth than the growth ofemissions; and (3) the fuel oil consumption is a weak exogenous variable to produce theemissions. This paper also found that the cost of mitigation is increasing, and thus carbon finance is likely to become more common in the future. Clean energy transition via utilizing biomass resources has been projected as an important climate change mitigation strategy. A vital characteristic of biomass is its localized nature; therefore, bioenergy utilization should follow decentralized planning. Agrarian countries like India can take benefit of its large agricultural biomass waste pool to produce clean renewable energy. However, prior knowledge of spatio-temporal distribution, competing uses, and biomass characteristics are necessary for successful bioenergy planning. This paper assesses biomass resource and its power generation potential at different agro-climatic zone levels in the state of Rajasthan, India considering crop residue biomass (25 different crop residues from 14 crops) and livestock manure (from cattle, buffalo, and poultry). Uncertainties associated with the availability of biomass and the power generation potential are assessed for each agro-climatic zone under different scenarios. Greenhouse gases (GHGs) emissions from biomass-based power generations are also estimated and compared with biomass-equivalent coal power plants. It is observed that the annual biomass power potential of Rajasthan is 3056 MW (2496 MW from crop residues and 560 MW from livestock manure). Scenario analysis suggests that the potential varies from 2445 to 6045 MW under different biomass availability and power plant operating conditions. Annual GHGs emissions due to biomass power generation is 5053 kt CO 2 eq. Replacing coal-based power with biomass power would result in annual GHGs savings of 11412 kt CO 2 eq. The paper also discusses various carriers and barriers viz. logistics, institutional, financial and technical in setting up decentralized bioenergy plants. There is a fixed limit on the greenhouse gas emissions that the atmosphere can absorb before triggering dangerous climate changes. One of the debates in climate ethics concerns how the available emissions should be divided between people. One popular answer, sometimes called "Emissions Egalitarianism" (EE), proposes a distribution of emissions permits that gives everyone an equal per capita share of the atmospheric absorptive capacity. However, several debaters have objected to EE. First, it has been argued that there is no principled reason to accept EE, since it cannot be justified on the basis of any moral theory. Second, it has been argued that there is neither any pragmatic reason to accept EE, since it is impracticable, politically unfeasible, and fails to reach its goal. This paper defends EE against these objections. First, it shows that EE can be justified on libertarian, utilitarian, and fairness grounds, respectively. Second, it shows that EE is neither more impracticable, nor more politically unfeasible, than its rivals. It also argues that EE does not fail to reach its goal. Ongoing concern over climate change has led to interest in replacing fossil energy with bioenergy. There are different approaches to quantitatively estimate the climate change effects of bioenergy systems. In the present work, we have focused on a range of published impact assessment methods that vary due to conceptual differences in the treatment of biogenic carbon fluxes, the type of climate change impacts they address and differences in time horizon and time preference. Specifically, this paper reviews fifteen different methods and applies these to three hypothetical bioenergy case studies: (a) woody biomass grown on previously forested land; (b) woody biomass grown on previous pasture land; and (b) annual energy crop grown on previously cropped land. Our analysis shows that the choice of method can have an important influence on the quantification of climate change effects of bioenergy, particularly when a mature forest is converted to bioenergy use as it involves a substantial reduction in biomass carbon stocks. Results are more uniform in other case studies. In general, results are more sensitive to specific impact assessment methods when they involve both emissions and removals at different points in time, such as for forest bioenergy, but have a much smaller influence on agricultural bioenergy systems grown on land previously used for pasture or annual cropping. The development of effective policies for climate change mitigation through renewable energy use requires consistent and accurate approaches to identification of bioenergy systems that can result in climate change mitigation. The use of different methods for the same purpose: estimating the climate change effects of bioenergy systems, can lead to confusing and contradictory conclusions. A full interpretation of the results generated with different methods must be based on an understanding that the different methods focus on different aspects of climate change and represent different time preferences. There are different approaches to quantitatively estimate the climate change effects of bioenergy systems. In the present work, we review fifteen different methods and apply these to three hypothetical bioenergy case studies. Our analysis shows that the choice of method can have an important influence on the quantification of climate change effects of bioenergy. While transportation currently accounts for 23% of total global energy-related CO2 emissions, transport emissions are projected to double by 2050, driven significantly by continued high growth in global passenger demand for air travel. Addressing high growth in aviation emissions is critical to climate stabilization. Currently we rely on individual decisions to forego air travel as the means of reducing these high-risk emissions. In this paper we argue that encouraging voluntary responses to such risks cannot succeed because of the nature of human reason and the structure of the problem itself. We use decision-making theory to explore why individuals have been generally unwilling or unable to act upon these risks, and collective action theory to illustrate the futility of relying on uncoordinated actors in such cases. Participation in the high-carbon air travel regime is a social convention, and transition from social conventions requires coordination among players. Our theoretical discussions lead us to conclude that it is our moral duty to promote coordinated collective action, via national or global policy mechanisms, to address tourist aviation emissions. Abstract Desalinated water is an alternative and feasible water source that can help solve water scarcity problems. However, most desalination plants are operated using fossil fuels, which contribute to greenhouse gas (GHG) emissions. To face the problem of climate change, many countries are developing policies that promote renewable energy for electricity production. These policies might impact desalination costs. This paper proposes a methodology to evaluate the economics of desalination by integrating investment costs, operational and maintenance costs, and GHG emissions costs. This method will enable us to determine the impact of renewable energy polices on desalination costs. The empirical application was developed for Chile, a country with a promising future in renewable energy, and revealed that the full costs of desalinated water decrease by approximately 22% when the current electricity production mix is changed to predominantly renewable energy production. Moreover, this application illustrated the relevance of adopting a carbon tax to motivate the switch to renewable energy. This study demonstrates that the adoption of renewable energy policies involves a notable synergy with water issues. Climate change has become a global issue influencing human survival and development while low‐carbon is the inevitable choice. As the world's largest emitter of greenhouse gases, China has become an important force that influences the cooperation of climate change. China is a large agricultural country, and the rural carbon emissions have been gradually increasing. We consider rural neighborhood as an important space for the use of low‐carbon ideas to address climate change. There is no specific assessment system for a rural neighborhood. The studies of rural neighborhood low‐carbon mainly focus on the method of calculation carbon emissions. However, only quantifying rural carbon emissions is insufficient. In this paper, a low‐carbon evaluation indicator system has been proposed for rural neighborhood and Fuzzy Comprehensive Evaluation has been applied to get the low‐carbon degree. Considering the influence and feedback inside the indicator system, Analytic Network Process was applied to get the weights. Furthermore, a case study was carried out for the using of the proposed method in an eco‐village of China. Our practice has proved that the system is easy to operate in rural neighborhood. This paper contributes to the literature on urban climate change experiments by analysing ascribed advantages and challenges of organizing climate change experiments at the urban scale, and by examining how local actions translate into effect. We here distinguish between effects of experiments in achieving actual sustainability gains ('goal-oriented objectives') and instigating broader institutional change ('process-oriented objectives'). Empirically, we analyse efforts related to energy supply in two Danish urban climate change experiments: The 'CPH 2025 Climate Plan' in Copenhagen, and 'ProjectZero' in Sønderborg. Our analysis poses considerable question marks over the importance of the advantages ascribed to urban climate change experiments including 'authority advantages' and possibilities of 'engaging and mobilizing stakeholders'. For hundreds of years, human activity has modified the planet's surface through land-use practices. Policies and decisions on how land is managed and land-use changes due to replacement of forests by agricultural cropping and grazing lands affect greenhouse gas emissions. Agricultural management and agroforestry and the resulting changes to the land surface alter the global carbon cycle as well as the Earth's surface albedo, both of which in turn change the Earth's radiation balance. This makes land-use change the second anthropogenic source of climate change after fossil fuel burning. However, the scientific research community has so far not been able to identify the direction and magnitude of the global impact of land-use change. This paper examines the effects of net carbon flux from land-use change on temperature by applying Granger causality and error correction models. The results reveal a significant positive long-run equilibrium relationship between land-use change and the temperature series as well as an opposing short-term effect such that land-use change tends to lead to global warming; however, a rise in temperature causes a decline in land-use change. In order to overcome the negative effects of climate change and ensure a global low-carbon future, decarbonizing the electricity sector has been recognized as an important focus area. Internationally, policymakers use average carbon intensity (in gCO2-e/kWh) in calculating greenhouse gas (GHG) emissions from the electricity system. However, average carbon intensity is a single rate and a fixed quantity; thus, it does not provide any information about the time-varying nature of carbon intensity. The focus of this paper is to show the usefulness of time-varying carbon intensity estimation, which can provide detailed insights into GHG emissions, and help in identifying potential emission cut opportunities from the electricity sector in order to lessen atmospheric pollution. Time-varying carbon intensity estimation (i) reveals temporal variability of carbon intensity, (ii) explores the interplay between generations and emissions, (iii) identifies peak carbon-intensive hours, and (iv) provides evidence for designing appropriate demand-side management strategies with respect to GHG emission reduction. This article presents a brief account of scientific research into solar geoengineering in India in the last decade. In recent years, solar geoengineering has been proposed as an option to ameliorate the detrimental impacts of climate change in case the required emissions reductions do not take place rapidly. Hundreds of research papers have been published in the last decade by both natural and social scientists on the feasibility, effectiveness, cost, and risks, and the ethical, legal, social, political, and governance dimensions of geoengineering. Most of this research is conducted in the developed world, and very little research or discussion has taken place in the global South. However, it has been argued in several forums that the developing world should have a central role in solar-geoengineering research, discussion, and evaluation for political and moral reasons. We present here a brief account of the Indian scientific research into solar geoengineering. Climate modeling constitutes the major component of this geoengineering-relevant climate science research. The recent funding initiative by the Department of Science and Technology—the main funding agency for scientific research in India—in support of geoengineering modeling research and its efforts to bring natural, social, and political scientists together for an evaluation of solar geoengineering at meetings are also discussed. Abstract This paper performs a multi-model comparison to assess strategies for adaptation to climate change impacts in hydropower generation in Brazil under two Representative Concentration Pathways. The approach used allows for evaluating the interactions between climate change mitigation and adaptation strategies under low and high impact scenarios through 2050. Climate change impact projections of sixteen General Circulation Models indicate that a global high emissions trajectory scenario would likely yield more severe impacts on hydropower generation than a mitigation scenario. Adaptation modeling suggests that climate change impacts can be compensated by a wide range of alternatives, whose optimality will depend on the level of mitigation effort pursued. Our results show that climate change impacts would lead to even higher emissions in the absence of climate change mitigation policies. On the other hand, mitigation strategies to pursue lower emissions are maintained under climate change impacts, meaning that mitigation strategies are robust when faced with adaptation challenges. Mitigation efforts could yield a more diverse and less carbon intensive mix of technological options for adaptation. When analyzing investment costs to adapt to climate change impacts, in some cases mitigation can lead to a lower total investment level. Abstract Relative humidity (RH) is one of the most important parameters in the study of fog-haze. This paper first estimates the contributions of the key quantities (temperature, water vapor, air pollutant) and their combinations to the relative change of RH , and then investigates the relationships of RH with the long-term variation of haze and fog days based on the meteorological data in the Yangtze River Delta over the period 1970–2010. The main conclusions are as follows. (1) Temperature is the foremost factor influencing RH , with the effect of specific humidity and direct contribution of air pollutant being second and third. (2) RH shows a prominent descending trend in the Yangtze River Delta, due to global warming and the 'analogous heat island effect' (AHIE). (3) Decreasing RH was responsible for the reduction of fog days. The AHIE can explain the phenomenon in which fog days in metropolises are less than in small cities. (4) Granger causality analysis of inter-annual variation further shows that increasing aerosol loading Ganger-causes the increasing haze days, rather than meteorological parameters such as RH. High RH would enhance hygroscopic growth of particle and then suppress the planet boundary layer height (PBLH) and lead to more haze days, lower PBLH further increases aerosols and RH , this positive feedback mechanism can be established under the condition of aerosol loading being relatively stable and beyond the threshold for haze formation. (5) If aerosol emissions maintain the status quo, climate cooling would result in serious fog-haze events occurring more frequently in Yangtze River Delta. The research provide a scientific basis for understanding the influence of meteorological factors on RH and the connection between the variation of long term fog-haze days and RH under the background of climate change. Urban areas are responsible for a substantial proportion of anthropogenic carbon emissions around the world. As global populations increasingly reside in cities, the role of urban emissions in determining the future trajectory of carbon emissions is magnified. Consequently, a number of research efforts have been started in the United States and beyond, focusing on observing atmospheric carbon dioxide (CO2) and relating its variations to carbon emissions in cities. Because carbon emissions are intimately tied to socioeconomic activity through the combustion of fossil fuels, and many cities are actively adopting emission reduction plans, such urban carbon research efforts give rise to opportunities for stakeholder engagement and guidance on other environmental issues, such as air quality. This paper describes a research effort centered in the Salt Lake City, Utah, metropolitan region, which is the locus for one of the longest-running urban CO2 networks in the world. The Salt Lake City area provides a rich environment for studying anthropogenic emissions and for understanding the relationship between emissions and socioeconomic activity when the CO2 observations are enhanced with a) air quality observations, b) novel mobile observations from platforms on light-rail public transit trains and a news helicopter, c) dense meteorological observations, and d) modeling efforts that include atmospheric simulations and high-resolution emission inventories. Carbon dioxide and other atmospheric observations are presented, along with associated modeling work. Examples in which the work benefited from and contributed to the interests of multiple stakeholders (e.g., policymakers, air quality managers, municipal government, urban planners, industry, and the general public) are discussed. Abstract Energy/emission intensity indicators measure the relationship between economic development and climate change. These intensity indicators are preferentially used in assessment criteria for mitigation goals in places such as China. This paper investigates the driving factors of changes in the national CO 2 emission intensity and their contributions to reductions at the sector level in China from 2002 to 2012 using multiplicative structural decomposition analysis (SDA) and attribution analysis. Both Leontief and Ghosh input-output models are used in the study. The empirical results indicate: 1) the energy intensity effect is the main driver that decreases the aggregate emission intensity from both the demand and supply sides; 2) structural effects, such as the energy structure effect and domestic Ghosh structure effect, promote the increase in aggregate emission intensity principally; and 3) to a large extent, sector "smelting and pressing of metals", "manufacture of non-metallic mineral products" and "chemical industry" are the top three sectors that contribute to the negative energy intensity effect. Ultimately, several discussions and conclusions associated with the empirical results, result stability and research extensibility are presented. This paper assesses the potential effects on the U.S. economy if the U.S. retreats from its pledge to reduce greenhouse gas emissions agreed under the Paris Agreement. We assume prior to withdrawal that the U.S. and other nations or regions would introduce climate change policies, such as emissions trading schemes, to meet their emission targets which were agreed in Paris. When the U.S. withdraws from the Paris Agreement, it will not adopt such a policy. We use a modified version of the GTAP-E model to examine the effects on the U.S. economy of its anti-mitigation action in a counterfactual framework. The findings suggest that a retreat from the Paris Agreement would increase the real GDP and real private consumption by 1.13% and 0.78%, respectively, in the U.S. Given such improvements at the macro level, the effects on the U.S. energy sectors from the withdrawal are substantial. Prices of energy would reduce considerably, particularly for coal, natural gas, and consequently the price of electricity (−17.8%). These three energy sectors would also experience considerable expansions when the U.S. withdraws from the Paris Agreement compared to its position if it honored its previously pledged committed targets. Abstract This paper presents an analysis of the European Emission Trading System as a transaction network. It is shown that, given the lack of well-identified trading institutions, industrial actors had to resort to local connections and financial intermediaries to participate in the market. This gave rise to a hierarchical structure in the transaction network. It is then shown that the asymmetries in the network induced market inefficiencies (e.g., increased bid-ask spread) and informational asymmetries, that have been exploited by central agents at the expense of less central ones. Albeit the efficiency of the market has improved from the beginning of Phase II, the asymmetry persists, imposing unnecessary additional costs on agents and reducing the effectiveness of the market as a mitigation instrument. The requirement to reduce emissions to avoid potentially dangerous climate change implies a dilemma for societies heavily dependent on fossil fuels. Reducing emissions will necessitate the transition from relatively high EROI dispatchable fossil fuels to a combination of relatively low EROI intermittent renewables and geographically limited non-intermittent renewables. As renewable capacity requires energy to construct there is an initial fossil fuel cost to creating new renewable capacity. An insufficiently rapid transition to renewables will imply a scenario in which it is impossible to avoid either transgressing emissions ceilings or facing energy shortages; we term this the energy-emissions trap. In this paper, we construct a mathematical model, termed EETRAP, that builds the EROI metric and the energy characteristics of renewable generation into a macroeconomic framework. EETRAP is used for simulation analysis to test how differing assumptions about the EROI of intermittent renewables will affect the time-path of renewable investment necessary to escape the energy-emissions trap. For all runs of the model, the renewable investment rate by 2050 is significantly larger than the current energy investment rate. For declining intermittent renewable EROI, the renewable investment rate crowds out other forms of investment leading to a declining economic growth rate. [ABSTRACT FROM AUTHOR]
