The present study is related to the problem associated with student assessment with online examinations at higher educational institutes (HEIs). With the current COVID-19 outbreak, the majority of educational institutes are conducting online examinations to assess their students, where there would always be a chance that the students go for malpractice. It is difficult to set a question paper for any technical course with great novelty. Under these circumstances, safeguarding academic integrity has become a challenge for HEIs. This study is aimed at improving the quality of questions for online exams to increase the accountability of HEIs by proper evaluation of their students. A detailed procedure with suggestions for setting the questions for technical courses, in the format of assertion and reason, matching, multiple select types, etc., has been discussed with adequate examples. It deals with a strategy for ensuring that all the students are held to the standards that are reflected in their grades. The proposed evaluation method has been implemented on a test batch and presented the results along with a comparison with that of traditional question papers. It is witnessed that there is a simultaneous enhancement of students' learning as an additional benefit of implementing the proposed learning-oriented assessment method.

In this polemical piece, we begin by arguing that the Schools White Paper (2022) is framed within, and seeks to promulgate, a right-wing 'regime of truth'. We interrogate the vocabulary of the Paper to reveal and challenge its 'truths' -- about the curriculum and its 'delivery'; the testing and examination regime; behaviour; and initial teacher education and the associated pedagogy. We then argue that the requirement for all schools to join 'strong' multi-academy trusts (MATs) is an intimate part of this agenda, not an optional add-on: the Department for Education employs MAT CEOs in every part of the system; MATs operate autocratically; and there is no local democratic control and no local accountability to communities, parents or children. All this reinforces and leaves unquestioned the centralised governmental control of schooling. We end with a call to fight to establish an alternative 'regime of truth' based on respect, reciprocity and democracy.

Interrogating the White Paper 3 of 1997 which upholds academic freedom, institutional autonomy and public accountability, I make the case for justice through higher education using public accountability. I argue that the higher education system in South Africa is capable of fulfilling such a role in the context of extreme injustices but not without a critical engagement of the extent and causes of these injustices and an understanding of their implications for academic curricula, practices and deeply embedded conceptions of knowledge. A redefinition of higher education institutions' public accountability in terms of responsibility to their 'institutional locale' or community (the populations whose needs they should be meeting) can be an effective 'proactive tool' with which higher education can redress social injustices. This requires an interrogation of the social, political and economic conditions of possibility that either inhibit or aid educational desire and attainment. An investigation of this nature entails a rigorous reappraisal of all three of the key principles within which higher education systems operate--academic freedom, institutional autonomy and public accountability--if they are to guard against the continued perpetuation of epistemic and social injustices.

The language of "scholar-activist" has made its way into academic discourse over the last few decades. Historically a divide has existed between academics situated in the university and activists working within and across communities. This discussion paper addresses challenges scholars face when doing activist work within their institutional and community settings and on an international level. We explore the ways in which "scholar-activism" has been taken up in the academy and how it is shaped by local and global contexts. Specifically, we discuss the factors that influence the work of those claiming to be scholar-activists who are interested in working for social change. We suggest that if scholar-activists are to maintain respectful relationships across individual and community differences, we must first negotiate how we may be differently positioned in terms of privilege, power, resources, race, identity, history of colonialism, and personal and national identity. We hope that this discussion paper will generate dialogue among our international colleagues about the possibilities of shifting beyond our local contexts to work respectfully, cross-culturally and to create global partnerships. Ultimately, we question how we can work with our global partners to build a basic and productive foundation upon which we might engage scholar-activism and contribute to creating social and institutional change.

The term 'inclusive education' has evolved to connote various meanings and recently, neoliberalism has impacted how 'inclusion' is understood and enacted. In this paper, we use a disability studies in education framework to compare and contrast radical against incrementalist and reductionist approaches to educational reform related to students with disabilities. In order to accomplish this, we completed a systematic review of 37 position statement documents from education and disability advocacy organisations published in the United States from 2000 to 2019, which is the time period after the No Child Left Behind Act was enacted. We analysed the statements using a priori codes, which include: high-stakes testing, standards-based reform, and accountability. Additionally, we inductively coded the statements for emergent sub-codes and additional themes. Our findings examine how these organisations describe how students with disabilities should fit into neoliberal reform priorities as connected to our theoretical framings. We found that most professional advocacy organisations in the US recommend reductionist approaches to educational reform, and many reframe the very meaning of inclusive education.

There are sound educational and examining reasons for the use of coursework assessment and practical assessment of student work by teachers in schools for purposes of reporting examination grades. Coursework and practical work test a range of different curriculum goals to final papers and increase the validity and reliability of the result. However, the use of coursework and practical work in tests and examinations has been a matter of constant political as well as educational debate in England over the last 30 years. The paper reviews these debates and developments and argues that as accountability pressures increase, the evidence base for published results is becoming narrower and less valid as the system moves back to wholly end-of-course testing.

In current teacher evaluation systems, the two main purposes of evaluation--accountability/goal accomplishment (summative) and professional growth/improvement (formative)--are often at odds with one another. However, they are not only compatible, but linking them within a unified teacher evaluation system may, in fact, be desirable. The challenge of the next generation of teacher evaluation systems will be to better integrate these two purposes in policy and practice. In this paper, we integrate the frameworks of Self-determination theory and Stronge's Improvement-Oriented Model for Performance Evaluation. We use this integrated framework to critically examine teacher evaluation policy in Hawaii and Washington, D.C.--two distinctly different approaches to teacher evaluation--for the purposes of identifying a set of clear recommendations for improving the design and implementation of teacher evaluation policy moving forward.

Based on a research project comprising data from an interview study and a survey with teachers and school principals in four German federal states ("Bundesländer"), this paper questions the claim that the side effects of accountability in education are bound to high-stakes contexts, and also provides evidence of side effects occurring in no- and low-stakes contexts. The findings suggest that side effects cannot be fully explained by certain implementation features of accountability regimes (e.g., high stakes), but should rather be understood as a result of implementation features as well as systematic effects of accountability in education.

The aim of this paper is to explore how practical knowledge can enhance higher education and Bildung for the human service professions. The paper sheds light on how governance reforms such as New Public Management have influenced higher education, where we argue that scientific rationality has weakened the professional's autonomy and responsibility. The paper is based on the three authors' experiences as university teachers and researchers from three different fields, namely, nursing, social work, and special education. By using Foucault's theory of the panoptic gaze, the analysis shows what is at stake in professional practice, education, and research and introduces perspectives from practical knowledge as a more functional understanding, highlighting 1) that subjective experiences are not being legitimized, 2) the inherent knowledge of practice, and 3) evidence and valid knowledge.

As employers, parents, and policy makers demand more accountability from higher education, transferring student learning to health services management practice is more important than ever. If educators want to give these stakeholders the evidence-based performance results they expect, assessment of student learning outcomes, as well as aggregate statistics on groups of students, is necessary. The purpose of this paper is to outline how healthcare management faculty can use a learning-centered approach to assess student learning outcomes, to discuss how assessment of student learning outcomes can be the most effective way to develop and transfer knowledge to practice, and to recommend implementation strategies for practical application in the classroom. Framed by theories and methods from critical discourse analysis and social semiotics, this comparative case study of six Missouri school systems asked: How do school districts represent and address their changing communities? Discourses of equity, language, identity, and demographic change were examined across school system websites, mission statements, and policies. Analyses showed that all cases except for one White rural district highlighted the value of diversity through their mission statements, homepage photos, and hyperlinks to policies and resources for changing communities. However, four districts also presented deficit perspectives about racially, culturally, and linguistically minoritized students and highlighted neoliberal educational reform values of marketable competitiveness and accountability. Only one highlighted social equity and inclusivity. Deeper analyses focused on three cases demonstrate how competing discourses reflect ideological debates in education, which can shape community engagement and perceptions of students.

Few historical studies of government's interest in student achievement exist and, of those that do, most concern themselves with relatively short periods of time, a decade or two in general. This discussion takes a longer view of measurement practices in one jurisdiction, British Columbia. Based on archival records, it examines testing and assessment developments in Canada's westernmost province from the establishment of public education in 1872, to 1999, when narrow test-based approaches to measuring achievement gave way to broader assessment practices based on formative, anecdotal, and portfolio reporting strategies. The study illustrates that government's interest in measuring student achievement--and thereby demonstrating public accountability for educational expenditures--is anything but new and may be traced in an unbroken line of concern that stretches back to the Victorian Era and to the earliest days of public schooling in the province. In 2007, the Malaysia government initiated twinned primary teacher education arrangements with five Southern Hemisphere higher education institutions (HEIs). Participating students completed their teacher education in both Malaysia and a partner HEI. In this paper, we consider the preliminary findings of a comparative study tracking the beginning teacher journeys of 13 Malaysia based twinning programme graduates and six New Zealand based teachers. The study involved two aspects: (1) a comparative discourse analysis of key Malaysia and New Zealand education policy documents; and (2) thematic and discourse analysis of participants' reflections on their early teaching experiences. Our focus is on beginning teachers as "policy workers": policy subjects whose work is shaped and constrained by policy discourses and imperatives, and policy actors who mediate, translate and resist these. We compare the two policy contexts and consider how policy discourses appeared and were contested in teachers' initial online questionnaire responses.

The major changes mandated by Australia for its higher education system and the apparent reasons for the changes are outlined, and the strategies adopted for change are critiqued. Changes relate primarily to administrative organization, governance, resource allocation, and accountability. (MSE)

The widespread adoption of school autonomy with accountability reforms in education has generated debate regarding the relationship between autonomy, innovation and accountability. While at the policy design level, these three elements are highly related, several authors highlight the contradictions among them. By analyzing key documents and interviews, this paper aims to identify the program ontology behind the current Italian National Evaluation System (SNV), with a focus on the way in which autonomy, accountability and innovation have been conceptualized and linked together. The paper also aims to explore whether pitfalls and/or tensions exist that might hamper the achievement of the SNV goals. The findings highlight the peculiarities of the Italian autonomy with accountability system, which has resulted from the involvement of different stakeholders in the design and implementation of the reforms. The findings also reveal contradictions regarding some of its premises. Various rationales (improvement, efficiency, equity and transparency) emerge that seem to have acted as drivers of the reforms, however, the influence of globalizing discourses on international competition and the benefits of datafication also appears significant. A number of contextual aspects are finally considered which hamper the expected change mechanisms, highlighting the discontinuous ground in which such policy "dispositifs" operate.

There is an expectation that health professions schools respond to priority societal health needs. This expectation is largely based on the underlying assumption that schools are aware of the priority needs in their communities. This paper demonstrates how open-access, pan-national health data can be used to create a reliable health index to assist schools in identifying societal needs and advance social accountability in health professions education. Using open-access data, a psychometric evaluation was conducted to examine the reliability and validity of the Canadian Health Indicators Framework (CHIF) conceptual model. A non-linear confirmatory factor analysis (CFA) on 67 health indicators, at the health-region level (n = 97) was used to assess the model fit of the hypothesized 10-factor model. Reliability analysis using McDonald's Omega were conducted, followed by Pearson's correlation coefficients. Findings from the non-linear CFA rejected the original conceptual model structure of the CHIF. Exploratory post hoc analyses were conducted using modification indices and parameter constraints to improve model fit. A final 5-factor multidimensional model demonstrated superior fit, reducing the number of indicators from 67 to 32. The 5-factors included: Health Conditions (8-indicators); Health Functions (6-indicators); Deaths (5-indicators); Non-Medical Health Determinants (7-indicators); and Community & Health System Characteristics (6-indicators). All factor loadings were statistically significant (p < 0.001) and demonstrated excellent internal consistency ([omega]>0.95). Many schools struggle to identify and measure socially accountable outcomes. The process highlighted in this paper and the indices developed serve as starting points to allow schools to leverage open-access data as an initial step in identifying societal needs.

Budgetary shortfalls and excessive layoffs have left public schools with a deficiency of professional innovation as well as modern theory and practice. It is imperative that educators identify the exemplary school systems that are engaging students and adults in 21st century education, and broadcast those patterns of success to schools in need of reform. These researchers presented comparative, qualitative case studies on engagement in work in two regional areas in Suffolk County, New York. The purpose of these studies was to investigate how school systems and educators engage students and adults in 21st century education.

Understandings of teacher expertise in the US have transformed over the past 40 years, arguably being "narrowed" and "numericized" due to high-stakes accountability and neoliberal education reform movements. While this trend has been thoroughly studied under the No Child Left Behind Act (NCLB) and Race to the Top regimes, less consideration has been given since the Every Study Succeeds Act (ESSA) replaced NCLB in 2015, which notably pivoted away from some of the most stringent accountability practices of the previous era. This paper begins a new line of inquiry into teacher expertise in our current federal policy context, especially considering how understandings of expertise are constructed in school districts that never adopted the most high-stakes evaluation measures. By relying on Jessica Holloway's (2021) technologies of risk management, this paper explores how teachers in one school understand expertise, focusing specifically on how evaluation and assessment technologies engage with and influence these understandings. Ultimately, it was found that teachers in fact held a plurality of understandings, yet complex and sometimes conflicting influences of assessment and evaluation practices also emerged. This paper argues that although risk management technologies have become commonplace, scholars and practitioners alike should continue to scrutinize their use under ESSA, particularly considering how they are being used, who they primarily benefit, and what consequences come from our reliance upon them.

Large-scale performance assessment programs are a longstanding reform tool. However, standard setting can be a challenge for assessment programs that use primarily non-standardized assessments. The purpose of this paper is to extend this field of research by explaining the standard setting methodology applied to one more recent instantiation of a state performance assessment program. The second purpose of this paper is to discuss the data quality control and quality assurance challenges experienced after five years of applying the standard setting method. Recognizing the burgeoning interest again in large-scale performance assessment programs, the goal and intended contribution of this paper is to inform future decisions about selecting appropriate standard setting methods and dealing with unanticipated challenges that may arise during implementation based upon the lessons learned from one program. It is likely that other large-scale performance assessment programs may face similar operational challenges, especially those that do not rely on standardized tests or standardized administration procedures to produce annual determinations of student proficiency or other scores used for accountability purposes. Assessment system designers can use the insights in this paper to consider standard setting methods and how those methods may need to be adapted to promote technical quality.

In response to the events of the 2018 Annual Meeting of the Religious Education Association, the author reflects on white racial ignorance as the inability to read racialized situations with nuance and to respond appropriately, naming three particular practices of academic conferencing in which her own actions potentially contribute to perpetuating white supremacy. The desire to be professional, to control how one's own actions are perceived, and to be above reproach are named as barriers to disrupting white supremacy, while willingness to be accountable and to continue showing up to do the work are encouraged.

Between 1970 and 1990 enrolment in Newfoundland and Labrador schools dropped by 22 percent. The first wave of major educational reform (1990 to 2000) saw massive reductions in public school expenditures and the reduction of more than 1650 teachers. Facing continued enrolment loss and a large current account deficit, in 2004, government again consolidated school districts. In this paper I examine the 1997 and 2004 reforms and argue that the "rationalization" agenda set by government was aggressive--driven primarily by fiscal and corporate factors. While the reforms accomplished their corporate goals, they also resulted in educational and organizational costs which should be weighed against potential benefits. Cheating behaviors have been construed as a continuing and somewhat vexing issue for academic institutions as they increasingly conduct educational processes online and impose metrics on instructional evaluation. Research, development, and implementation initiatives on cheating detection have gained new dimensions in the advent of artificial intelligence (AI) applications; they have also engendered special challenges in terms of their social, ethical, and cultural implications. An assortment of commercial cheating-detection systems have been injected into educational contexts with little input on the part of relevant stakeholders. This paper expands several specific cases of how systems for the detection of cheating have recently been implemented in higher education institutions in the US and UK. It investigates how such vehicles as wearable technologies, eye scanning, and keystroke capturing are being used to collect the data used for anti-cheating initiatives, often involving systems that have not gone through rigorous testing and evaluation for their validity and potential educational impacts. The paper discusses accountability- and policy-related issues concerning the outsourcing of cheating detection in institutional settings in the light of these emerging technological practices as well as student resistance against the systems involved. The cheating-detection practices can place students in a disempowered, asymmetrical position that is often at substantial variance with their cultural backgrounds.

Purpose: This paper investigates the interplay between consequences in restorative practices (RP) and the synergies with responsive classroom, particularly in international schools. Addressing critics who deem RP a "soft option", the study defines "restorative consequences" within the RP framework. It analyses literature and three school policies, focusing on international school needs. Emphasising the importance of accountability, the paper explores the role of logical consequences in preventing perceived permissiveness. By comparing RP and Responsive Classroom, it seeks to guide school leaders in aligning transformative change with their vision and values. This paper aims to enhance understanding, offer practical insights and address challenges in RP implementation. Design/methodology/approach: This research delves into the relationship between RP and consequences in international schools, addressing concerns about RP's perceived lack of accountability. It defines "restorative consequences" within the RP framework, examining RP integration into school policies. Through a literature review and analysis of three RP policies, the study extracts insights for international schools, emphasising the role of logical consequences in preventing perceived permissiveness. In addition, a comparative evaluation of responsive classroom and RP identifies effective models for transformative change. The research aims to empower international school leaders with informed decision-making, offering insights into challenges and strategies for effective RP implementation in alignment with institutional values. Findings: In delving into the positive discipline approach advocated by responsive classroom, it becomes evident that there exists a potential synergy between various disciplinary systems. Emphasising logical consequences as a pivotal component in school behaviour policies, it is crucial to apply them through the lens of social discipline window (SDW), specifically the "with" approach, incorporating both high levels of support and accountability. Recognizing this dynamic is essential as the authors endeavour to construct effective policies that not only align with responsive classroom values and methods but also prove practical in real-world application. Furthermore, within the international context, responsive classroom has demonstrated its ability to address the social and emotional needs of third culture kids. This revelation presents compelling grounds for the adoption of responsive classroom in international schools contemplating systemic transformations. Research limitations/implications: The study acknowledges limitations stemming from the reviewed RP policies, primarily the exceptional one derived from a large, well-supported school district, which may not be universally applicable, especially in diverse international schools. The potential for reputational damage to RP exists if policies lack comprehensive detailing and troubleshooting for varied classroom scenarios. Teacher testimonials carry significant weight, necessitating greater involvement in RP training and research. International schools face unique challenges in achieving staff "buy-in", requiring culturally responsive training to overcome Western-centric perceptions. The clash of RP with authoritarian cultures poses challenges, emphasising the need for clear values. Practical implications: While the exemplary RP policy reviewed is from a large, well-supported school district, this may not apply universally, particularly in international schools with diverse affiliations. To safeguard RP's reputation, detailed policies addressing classroom nuances are crucial. Recognising the influence of teacher testimonials and involving educators in RP training and research is pivotal. International schools face a unique challenge in ensuring staff alignment with RP, requiring culturally responsive training to dispel Western-centric perceptions. Acknowledging RP's clash with authoritarian cultures, schools must establish clear values. Drawing from educational theorists, future RP research should explicitly explore the consequences--RP relationship, enhancing the understanding of the SDW Social implications The research's social implications emphasise the need for transparent and detailed RP policies to prevent reputational damage and rejection. Recognising the influence of teacher testimonials, active involvement of educators in RP training is crucial. For international schools, culturally responsive training is vital to overcome Western-centric perceptions and ensure staff alignment. The study underscores the challenge of RP conflicting with authoritarian cultures, emphasising the importance of clear values. Furthermore, it advocates for a nuanced dialogue on the consequences--RP relationship to enhance understanding within the SDW. These implications stress context-specific and inclusive approaches for effective RP implementation in diverse educational settings. Originality/value The research offers significant originality by addressing the underdeveloped literature on the role of RP in international schools. It contributes novel insights by defining "restorative consequences" within the RP framework and examining the interplay between consequences and RP in school policies. The comparative evaluation of Responsive Classroom and RP adds a distinctive dimension, guiding international school leaders in transformative decision-making. Moreover, the study advocates for a culturally responsive approach, challenging Western-centric perceptions. This unique focus on consequences, accountability and cultural considerations positions the research as a pioneering contribution, offering valuable perspectives for effective RP implementation and policymaking in diverse educational settings.

Purpose: To assess the potential of a paper diary for strengthening accountability in public agricultural extension services. Therefore a paper diary called 'Diary for Agricultural Extension Officers' was developed and tested in Uganda. Design/methodology/approach: A qualitative case study research approach was applied for the development and assessment of the diary. Data were collected using focus group discussions and individual face-to-face interviews. Data analysis was conducted using the content analysis method. Findings: Paper diaries can strengthen accountability in public agricultural extension services by enabling alignment of the extension activities of the field agents to the goals of the extension service and to the needs of the beneficiaries, in addition to mitigating information asymmetry about the extension activities. However, the implementation of paper diaries requires sensitization of the beneficiaries on the need for verification and feedback. Practical Implications: This study is centred around addressing a practical problem of field agents' accountability and results have the potential to improve management of public services such as agricultural extension. Moreover, the findings could also be relevant for all types of organizations and service delivery methods. Theoretical implications: This study expanded the boundaries of the principal-agent theory by applying it to the accountability of agricultural extension services using paper diaries, which have hitherto not been widely applied. Originality/value: This study advances the debates of accountability and coordination of agricultural extension services by assessing the potential of a paper diary as the literature has to date assessed the potential of electronic diaries.

This paper starts with the increasing discussions on juridification in education. Concerning theorizing on such processes, we examine the poor implementation of the UN Convention on the Rights of Persons with Disabilities Convention on the Rights of Persons with Disabilities, CRPD (2008) in the school sector of Germany. The paper considers the reasons for this failed endeavor by analyzing the complex, multilevel relations between policy and law in different national and historical contexts. With this, aspects of juridification as a process in education policy can be illuminated. In this regard, we suggest crucial aspects regarding juridification in public education: a focus on regulative failures in juridification processes, juridification's contexts, the mandate for putting it into action, the allocation of resources, and finally, its objective and subjective rights dimensions, i.e. how an individual can claim rights within the machinery of public education.

The purpose of this position paper was to explore the challenges faced by principals in creating equitable opportunities for English language learners (ELLs) in the United States. We questioned "To what extent are educational leaders encouraged to create environments that value cultural diversity and the promotion of English language learners?" Our inquiry was prompted by the dearth of research in the U.S. supporting multicultural programs, coupled with the resistance of and minimal efforts by legislators to support policies that promote the improvement of ELLs. Using a review of literature, and informed by scholars who have examined the "Americanization" phenomenon, we analyzed state and federal educational policies focused on the promotion of ELLs. We considered whether these policies, intended to help students, are not in fact hindering educational leaders' efforts to create environments in which multiculturalism is valued. School site leadership has commanded the attention of researchers and policymakers in Anglo-American jurisdictions for at least two decades, but little is known about how many other parts of the globe have addressed this topic. This paper reviews published research and policy documents related to school leadership in Latin America between 2000-2016. Applying rapid mapping techniques used for scoping studies, we review 359 research and policy documents and give "coherent, meaningful shape" to what we know and what we don't know about school leadership in the region. Attention in research and policy to school leadership in Latin America was relatively slow to arrive: whilst it grew steadily in the first decade of this century it remains low compared to other regions of the world. We provide an overview of the school leadership policy environment in several countries, describing recruitment, selection, evaluation, and job responsibilities of principals; relevant leadership frameworks; and requirements for training or professional development. We speculate on what might explain the diverse ways that school leadership has been taken up in the region: degree of school system centralization; policy borrowing; stage of development; technocratic problem solving; and neoliberal accountability.

As states develop accountability systems for their high school career and technical education (CTE) programs, the number of students who earn industry-recognized credentials is being considered as a measure of student success and program quality. Using data from a longitudinal study we explored the value of industry-recognized credentials for high school students, and the utility of these credentials as a measure of secondary CTE program quality. We found that teachers and administrators were concerned about the costs of maintaining these programs, and about the cost to students to take the certification exams. We found that few students were earning industry-recognized credentials at these schools, but those who were tended to have a solid career plan. However, the most important finding was the difficulty collecting data, because high schools were not required to record data on students earning industry-recognized credentials. As such, this study is an initial exploration into issues that arise when conducting research or considering policy on industry certification in high school. Recommendations for future research and for CTE accountability policy are provided.

Engaging students as pedagogical partners creates a brave space for students to become critical thinkers and beings that shapes not just what they know, but also who they are (Arao & Clemens, 2013; Bovill, Cook-Sather, & Felten, 2011). The language of brave space conveys a tone for engagement while also proposing a manner of engagement (Cook-Sather, 2016). The transformative experience of engaging in student-faculty partnership in and of itself constitutes a brave space where learners transition from dependence on authority to self-authorship (Baxter-Magolda, 2009, 2014). Within this paper we share Nicole's lived experience engaging in authentic learning within the brave space created through pedagogical partnership. Nicole's expression of her teaching philosophy privileges the importance of the shared accountability that students and educators have for teaching and learning and represents how she embraced the notion of self-authorship to create an understanding of how her teaching philosophy informs her growing practice as a registered nurse.

Doctoral education as a policy field is an important link between educational, research and innovation policies. It is gaining importance in European and national policy discussions. Doctoral education policies are increasingly formulated at the supranational level, even though the European Commission does not possess formal competence in terms of authority over the educational policies. Consequently, policy steering is mostly performed at the national level. In this article, we examine Finnish doctoral education from the steering perspective in a European context. We describe the development and steering of Finnish doctoral education, as well as the current doctoral education policies and instruments used to implement it. We analyse the main steering documents of Finnish doctoral education policy and provide insights into the implementation of the European doctoral education agenda through a case study from the University of Jyväskylä. We argue that directing policy in terms of information is the most important instrument for developing doctoral studies. Furthermore, we conclude that the supranational steering directly affects Finnish higher education institutions.

School psychology has heavily relied on quantitative methodology to create and sustain our knowledge of best practices regarding academic, behavioral, and mental health outcomes for students. Nevertheless, underlying assumptions of the neutrality of quantitative data have obfuscated how school psychology research has perpetuated oppressive ideologies and practices, which directly harm students from marginalized identities. This paper demonstrates the need for employing a critical lens when engaging in and consuming school psychology research that utilizes quantitative methods. One such framework is QuantCrit, developed in the United Kingdom, which intentionally integrates Critical Race Theory tenets into the development, analysis, and interpretation of quantitative data. We explore specific examples of the insidious ways that 'presumed neutral' quantitative approaches have led to the perpetuation of oppressive practices in the following key areas of school psychology research: (a) discipline disproportionality, (b) special education disproportionality, and (c) school accountability metrics. Furthermore, we provide recommendations for both utilizing and publishing quantitative research that moves school psychologists towards more equitable practices for children and families across the globe.

Accountability-era reforms have promulgated a discourse of crisis and a looming threat for public schools. While these threats negatively affect all, this paper focuses on how schools' responses to these threats shape novice Teach for America Corp Members' (CM) socialization. By analyzing nearly 6,000 daily reflections from 38 CMs about their experiences during a high-stakes cheating scandal, we argue that schools' responses indicated a threat rigidity response that allowed what we call the mesosystem of transgressions to occur. Our implications present ways to (a) mitigate threats inflicted on schools through unjust policies and practices and (b) enact equitable public schools.

After over a decade of crisis, the ECB's functions have expanded considerably, which in turn altered its relationship with other institutions. In particular, when the ECB assumed the role of Banking Supervisor under the Single Supervisory Mechanisms, it was generally accepted that this role would require more accountability than its traditional role in monetary policy. Yet, accountability requires transparency. However, there is a dearth of studies on the transparency of European banking supervision, and the few that exist are usually single case studies. This leaves us without a point of comparison that would help us understand what constitutes a 'transparent banking supervisor'. Therefore, the aim of this article is to situate the transparency of the ECB within the wider literature on the transparency of banking supervisors. This allows us to pinpoint more precisely its strengths and shortcomings and the potential for reforms. [ABSTRACT FROM AUTHOR]
