This paper provides an overview of the trend of generation, composition, and management of municipal solid waste, and estimates the carbon emissions arising from municipal solid waste management in Beijing. The correlation analysis conducted shows that the generation of municipal solid waste in Beijing has been growing steadily, showing high correlations ( r > 0.9) to the total GDP, per capita income, and the population. Food waste showed an increasing trend since 1990. Compared with the results of an investigation in 1990, ash and woodchips content in 2003 declined from 56% to 17%, while the percentage of paper and plastic increased from 10% to 29% over the same period. The calorific value of the municipal waste also increased, from 2,686 kJ/kg in 1990 to 4,667 kJ/kg in 2003, indicating that the waste is suitable for incineration. Currently, the source separation ratio of municipal waste is approximately 15%. About 94% of all the collected solid waste goes to the landfill while 4% is composted and 2% is incinerated. A moderate garbage collection fee is applied to both permanent and temporary residents in Beijing, but the willingness to pay for solid waste collection and treatment is still low. Under current treatment mode, the total amounts of carbon emission from waste disposal sites and incineration increased with the increase of municipal solid waste, from 29.8 Gg in 1990 to 84.5 Gg in 2003, including 83.3 Gg of CH4 and 22.0 Gg of CO2. Beijing, the capital of China, has experienced rapid industrialization, urbanization and motorization in recent decades. Consequently, air pollution in Beijing, especially fine particulate matter (PM 2.5 ) pollution, has gradually become a severe environmental issue, due to the continuing growth in energy consumption and the resulting multiple pollutant emissions. In response to the increasingly serious PM 2.5 pollution, Beijing's government implemented a series of policies, measures and regulations on air pollution prevention and control and took some concrete actions to improve air quality. In this paper, firstly, we summarize China's ambient air quality standards, China's policies and regulations on air pollution prevention and control. Secondly, we illustrate historical evolution and current status of air pollution in Beijing. Finally, we introduce control measures and actions in Beijing and its surrounding areas. The paper aims to help environmental scientists and policy makers around the world understand the past and current air pollution in Beijing and control strategies and actions taken by Beijing's government. Surface ozone (O3) pollution, a critical environmental challenge facing government agencies at all levels, is becoming more and more serious in China, especially in rapidly developing urban areas like Beijing. However, in China, few studies have evaluated the contribution of various pollution sources to surface O3, e.g. motor vehicles. In this paper, we combined a non-linear model with an analysis of motor vehicle emissions of NOx and VOCs in an integrated approach to estimate the contribution of motor vehicle emissions to surface O3. The model showed that, in urban areas of Beijing in 2000, the contribution of motor vehicle emissions to surface O3 was 45.9%, and that elimination of 20.0% of motor vehicle emissions will lead to a 7.4% reduction in surface O3, while elimination of 20.0% of NOx or VOC emissions from motor vehicles will result in a 5.0% and 2.5% decline, respectively, in surface O3. In addition, elimination of 10,000 t of NOX from motor vehicles results in the same reduction in surface O3 as elimination of 25,631 t of VOCs. As a extra-large city in China, Beijing faces a serious problem with air pollution. In 1998, a package of air pollution control measures was announced by local government. However in order to reach environment target, further policy options have to be explored. Based on previous studies on technology choices for urban transport in Beijing, this paper presents a policy assessment to examine these options. A methodology framework using criteria for policy evaluation was used in the assessment. Here diesel-car, Compressed Natural Gas (CNG) vehicle and Mass Railway based Transport (MRT) were selected, and barriers to their diffusion were identified. For each barrier, a group of policy options to remove the barrier was evaluated by five criteria. A ranking of these policy options is given in this paper. [ABSTRACT FROM AUTHOR]

Air pollution has become an increasingly serious environmental problem in China. Especially in winter, the air pollution in northern China becomes even worse due to winter heating. The "coal to gas" policy, which uses natural gas to replace coal in the heating system in winter, was implemented in Beijing in the year 2013. However, the effects of this policy reform have not been examined. Using a panel dataset of 16 districts in Beijing, this paper employs a first difference model to examine the impact of the "coal to gas" policy on air quality. Strong evidence shows that the "coal to gas" policy has significantly improved the air quality in Beijing. On average, the "coal to gas" policy reduced sulfur dioxide ( SO 2 ), nitrogen dioxide ( NO 2 ), particulate matter smaller than 10 µm (PM10), particulate matter smaller than 2.5 µm (PM2.5) and carbon monoxide (CO) by 12.08%, 4.89%, 13.07%, 11.94% and 11.10% per year, respectively. We find that the "coal to gas" policy is more effective in areas with less energy use efficiency. In this paper, the spatial, temporal distribution, transformation and source simulation of NO3- were analyzed systematically based on the monitoring data, literature review and numerical simulation (CMAQ4.7.1). Analysis results showed that annual average concentration of NO3- in Beijing was between 6.69 and 12.48 Mg/m3 with an increasing trend in recent years; concentration of NO3- in Beijing in 2013 was higher in winter and autumn than that in spring and summer and diurnal variation of NO3- showed bimodal distribution and spatial distribution of NO3- showed significant north-south gradient distribution; annual average N0R in Beijing was between 0.12 and 0.17 while it was between 0.17 and 0.20 during heavy air pollution days in 2013; the average ratio of NO3-/S02- was between 0.97 and 1. 06 while it was between 1. 00 and 1. 07 during heavy air pollution days in 2013; the emission sources of Beijing was being changed from fixed source to both fixed and moving sources in feature development; simulated local, external transportation, background and boundary condition were 40%, 44% and 16% respectively to the annual average concentration of NO3- in Beijing in 2013 while they were 31%, 57% and 12% respectively in heavy air pollution days, which indicated that external source played an important role to the concentration of NO3- in Beijing. In this paper, atmospheric environmental background, weather conditions and formation mechanism of one typical air pollution episode in Beijing during October 6th -12th, 2014 were investigated by combining observed data with numerical model CAMx. Results showed that the occurrence of heavy air pollution resulted mainly from stable atmospheric conditions regionally or locally. Observed heavy pollution episodes were characterized by a stagnant atmospheric structure with average wind speed of 1.56 m/s, high humidity of 83.13%, large inversion strength of 3.42 cC/100 m which were disadvantageous to the dispersal of air pollutants. The air pollution episode during October 8th -11th was the most serious with daily average PM25 concentration of 264 μ/m³ in Beijing, and heavily polluted land area at Beijing, Tianjin and Hebei districts was about 2 × 105 km². Model research showed that regional transmission contributions to the receptor sites in Beijing were between 61% -69% during 8th -11th, and regional transportation played a more important role in this serious air pollution episode. Abstract: To improve the air quality during the 2008 Beijing Olympic Games, the Beijing Municipal Government enforced a series of emission control measures. This provided a valuable case study to evaluate the effectiveness of these aggressive measures on mitigating air pollution and improving the atmospheric environment. In this paper, we report the first results of the chemical and Sr isotopic compositions of the rainwater in Beijing during the 2008 Olympic year. The ionic composition of samples show that Ca2+ and NH4 + were the dominant cations, accounting for about 76–97% of the total cations, and that SO4 2− and NO3 − were the major anions, accounting for 61–91% of the total anions measured. Using Na as the indicator of marine origin and Al as that of terrestrial inputs, the proportions of sea salt and terrestrial elements were estimated from elemental ratios. The calculated results indicate that the major chemical components were mainly of non-sea-salt origin. Good correlation between Ca2+ and Sr2+ (R 2 =0.85) in rainwater samples indicates the potential of Sr as a provenance tracer for Ca. Sr2+ concentrations in rainwater samples ranged from 0.01 to 2.87μmoll−1, with 87Sr/86Sr ratios from 0.7092 to 0.7109. All of the samples had a 87Sr/86Sr ratio higher than that of seawater. The 87Sr/86Sr isotopic and elemental ratio systems show that the data set of rainwater was mainly distributed between the seawater end-member (~0.70917) and the soil dust end-member (0.7111–0.7115), and the analysis indicate that the effect of anthropogenic inputs could decrease in 2008. Comparisons of the chemical composition of the rainwater in different periods show that all chemical components, except NH4 +, had the lowest concentration levels during the Olympic Game period. The VWM concentrations of major ions in the rainwater decreased significantly during the Olympic period by up to 29% for SO4 2−, 39% for NO3 −, 38% for Ca2+, 51% for Mg2+, 57% for K+, and 44% for Na+, compared with the pre-control period. The concentrations of almost all species decreased during the 2008 Olympics, most likely due to both strict emission controls and favorable meteorological conditions. [Copyright &y& Elsevier]

Abstract: Valuation of health effects of air pollution is becoming a critical component of the performance of cost–benefit analysis of pollution control measures, which provides a basis for setting priorities for action. Beijing has focused on control of transport emission as vehicular emissions have recently become an important source of air pollution, particularly during Olympic games and Post-games. In this paper, we conducted an estimation of health effects and economic cost caused by road transport-related air pollution using an integrated assessment approach which utilizes air quality model, engineering, epidemiology, and economics. The results show that the total economic cost of health impacts due to air pollution contributed from transport in Beijing during 2004–2008 was 272, 297, 310, 323, 298 million US$ (mean value), respectively. The economic costs of road transport accounted for 0.52, 0.57, 0.60, 0.62, and 0.58% of annual Beijing GDP from 2004 to 2008. Average cost per vehicle and per ton of PM10 emission from road transport can also be estimated as 106 US $/number and 3584 US $ t−1, respectively. These findings illustrate that the impact of road transport contributed particulate air pollution on human health could be substantial in Beijing, whether in physical and economic terms. There is a growing interest in Chinese citizens' attitudes towards economic reform and development, but little attention has been paid to their views on the urban environment. Based on the results of our recent survey in Beijing, this paper discusses the public awareness of the current urban natural and social environment, of the relationship between economic development and environment protection, and of the relevant government policies. This paper presents a novel method for quantification of the total emission of gases from area sources using the mobile mini-DOAS (Differential Optical Absorption Spectroscopy) instrument, a ground based optical remote sensing technique. The presented method has been applied to measure the emission of SO2 and NO2 from the city of Beijing, P.R. China, on a time scale of approximately 2h. The measurements have been performed during two field campaigns, in April and in August 2005. The estimated emission of NO2 is roughly the same during the two field campaigns with an average emission of 189tonsd−1 during April and 174tonsd−1 during August. The estimated emission of SO2 varies greatly between the two periods, with an average emission of 293tonsd−1 during April and 52tonsd−1 during August. [Copyright &y& Elsevier]

Particulate air pollution is a serious problem in Beijing. The annual concentration of particulate matter with aerodynamic diameter less than 10 μm (PM10), ranging from 141 to 166 μg m−3 in 2000–2004, could be very harmful to human health. In this paper, we presented the mortality and morbidity effects of PM10 pollution based on statistical data and the epidemiological exposure–response function. The economic costs to health during the 5 years were estimated to lie between US$1670 and $3655 million annually, accounting for about 6. 55% of Beijing''s gross domestic product each year. The total costs were apportioned into two parts caused by: the local emissions and long-range transported pollution. The contribution from local emissions dominated the total costs, accounting on average for 3. 60% of GDP. However, the contributions from transported pollution cannot be neglected, and the relative percentage to the total costs from the other regions could account for about 45%. An energy policy and effective measures should be proposed to reduce particulate matter, especially PM2. 5 pollution in Beijing to protect public health. Air pollution has become an emerging environmental issue in developing countries like China in the last two decades. Sulphur dioxide (SO 2 ) is one of the major air pollutants that poses significant risks in many areas undergoing a process of industrialization such as Beijing. Realizing the main factor causing environmental quality changes is the key to solving this problem. By using an extended version of IPAT model, this paper aims to identify the main contributors of air pollution in Beijing from 1989 to 2012. The result shows that the most influential factors affecting air pollution in Beijing are affluence and emission intensity. Beijing residents tend to prefer central residential locations, probably because of the centralisation of employment and high transit ridership; both factors are thought to justify rail transit investments. The Beijing government has invested heavily in rail transit in recent years. Meanwhile, new small-sized apartments are also being developed farther away from downtown. Based on data on new housing projects, difference-in-difference estimates show that, on average, station proximity increases housing price and decreases dwelling size, especially in the suburbs, although suburban households may respond to rail transit plans less sensitively. Also, in areas where there are stations, both the estimated increase, after line announcements and openings, and the estimated decrease, after groundbreakings, in prices are greater for large than for small homes, although the negative groundbreaking effects particularly tend to vary considerably across lines. Government policies that encourage small-sized housing and affordable housing to be built around suburban stations also play a significant role. The contribution of fugitive dust from traffic to air pollution can no longer be ignored in China. In order to obtain the road dust loadings and to understand the chemical characteristics of PM and PM from typical road dust, different paved roads in eight districts of Beijing were selected for dust collection during the four seasons of 2005. Ninety-eight samples from 28 roads were obtained. The samples were resuspended using equipment assembled to simulate the rising process of road dust caused by the wind or wheels in order to obtain the PM and PM filter samples. The average road dust loading was 3.82 g m, with the highest of 24.22 g m being in Hutongs in the rural-urban continuum during winter. The road dust loadings on higher-grade roads were lower than those on lower-grade roads. Attention should be paid to the pollution in the rural-urban continuum areas. The sums of element abundances measured were 16.17% and 18.50% for PM and PM in road dust. The average abundances of OC and EC in PM and PM in road dust were 11.52%, 2.01% and 12.50%, 2.06%, respectively. The abundance of elements, water-soluble ions, and OC, EC in PM and PM resuspended from road dust did not change greatly with seasons and road types. The soil dust, construction dust, dust emitted from burning coal, vehicle exhaust, and deposition of particles in the air were the main sources of road dust in Beijing. Affected by the application of snow-melting agents in Beijing during winter, the amount of Cl and Na was much higher during that time than in the other seasons. The concentration of gaseous elemental mercury (GEM) in the atmosphere of urban Beijing was measured from October 2003 to September 2004 to investigate the origins and spatial-temporal variations of atmospheric Hg. The mean value of Hg concentration is 17.1 ng⋅m-3 (n=653). The atmospheric Hg data showed spatial-temporal variations throughout the duration of our observation. The maximum GEM concentration (53.7 ng⋅m-3) was observed at Gucheng in the western area of urban Beijing. The GEM concentrations increased from the north to the south of the studied area, and were higher in winter than in summer. The highest and lowest monthly averages of GEM concentrations were measured to be 23.3 and 4.1 ng⋅m-3 in January and July, respectively. In addition, GEM concentrations are higher in the daytime than at night in Autumn and from 14 March to 15 April, but daily GEM variation showed an inverse pattern from 22 April to 22 May. In winter, two peak values of GEM concentrations occurred at 13:30 and 21:30. Daily variation of GEM concentrations in summer was the lowest in the four seasons. Mercury from coal combustion was estimated to be the main source of anthropogenic emissions in Beijing from October 2003 to September 2004.
