Precipitation over the contiguous United States exhibits large multi-decadal oscillations since the early twentieth century, and they often lead to dry (e.g., 1946-1976 and 1999-present) and wet (e.g., 1977-1998) periods and apparent precipitation trends (e.g., from the 1950s to 1990s) over most of the western and central US. The exact cause of these inter-decadal variations is not fully understood. Using observational and reanalysis data and model simulations, this paper examines the influence of the Inter-decadal Pacific Oscillation (IPO) on US precipitation. The IPO is a leading mode of sea surface temperatures (SSTs) seen mostly in the Pacific Ocean. It is found that decadal precipitation variations over much of the West and Central US, especially the Southwest, closely follow the evolution of the IPO ( r = 0.85 during 1923-2010 for the Southwest US), and the dry and wet periods are associated, respectively, with the cold and warm phases of the IPO. In particular, the apparent upward trend from the 1950s-1990s and the dry decade thereafter in precipitation over much of the West and Central US are largely caused by the IPO cycles, which switched to a warm phase around 1977 and back to a cold phase around 1999. An atmospheric model forced with observed SSTs reproduces much of this association of US precipitation with the IPO ( r = 0.95 between smoothed observed and simulated Southwest US precipitation during 1950-2009 and r = 0.88 between the simulated Southwest US precipitation and the IPO). Atmospheric reanalysis and model data both show a strong high (low) pressure center and anti-cyclonic (cyclonic) anomaly circulation over the North Pacific in the lower troposphere during cold (warm) phases of the IPO, which lead to dry and cold northwesterly and northerly winds and below-normal precipitation over much of the West US during IPO cold periods. The IPO induced changes are most pronounced during the boreal cold season. The results reinforce the notion that tropical Pacific SSTs (and the accompanying SST anomalies in the North Pacific) have large impacts on US precipitation and highlight the need to understand and simulate the IPO for decadal prediction of US precipitation. Using a high-spatial- and high-temporal-resolution precipitation dataset, Integrated Multi-satellite Retrievals for GPM (IMERG), extratropical cyclone precipitation is evaluated in two reanalyses and two climate models. Based on cyclone-centered composites, all four models overestimate precipitation in the western subsiding and dry side of the cyclones, and underestimate the precipitation in the eastern ascending and moist side. By decomposing the composites into frequency of occurrence and intensity (mean precipitation rate when precipitating), the analysis reveals a tendency for all four models to overestimate frequency and underestimate intensity, with the former issue dominating in the western half and the latter in the eastern half of the cyclones. Differences in frequency are strongly dependent on cyclone environmental moisture, while the differences in intensity are strongly impacted by the strength of ascent within the cyclone. There are some uncertainties associated with the observations: IMERG might underreport frozen precipitation and possibly exaggerate rates in vigorously ascending regions. Nevertheless, the analysis suggests that all models produce extratropical cyclone precipitation too often and too lightly. These biases have consequences when evaluating the changes in precipitation characteristics with changes in cyclone properties: the models disagree on the magnitude of the change in precipitation intensity with a change in environmental moisture and in precipitation frequency with a change in cyclone strength. Wintertime midlatitude cyclone activity and precipitation are projected to increase across northern Europe and decrease over southern Europe, particularly over the western Mediterranean. Greater confidence in these regional projections may be established by their replication in state-of-the-art, high-resolution global climate models that resolve synoptic-scale dynamics. We evaluated the representation of the wintertime eddy-driven and subtropical jet streams, extratropical cyclone activity, and precipitation across the North Atlantic and Europe under historical (1985–2011) and RCP8.5 sea surface temperature forcing in an ensemble of atmosphere-only HadGEM3-GA3.0 simulations, where horizontal atmospheric resolution is increased from 135 to 25 km. Under RCP8.5, increased (decreased) frequency of northern (southern) eddy-driven jet occurrences and a basinwide poleward shift in the upper-level westerly flow are simulated. Increasing atmospheric resolution significantly enhances these climate change responses. At 25-km resolution, these enhanced changes in large-scale circulation amplify increases (decreases) in extratropical cyclone track density and mean intensity across the northern (southern) Euro-Atlantic region under RCP8.5. These synoptic changes with resolution impact the overall climate change response of mean and heavy winter precipitation: wetter (drier) conditions in northern (southern) Europe are also amplified at 25-km resolution. For example, the reduction in heavy precipitation simulated over the Iberian Peninsula under RCP8.5 is ~15% at 135 km but ~30% at 25-km resolution. Conversely, a shift to more frequent high extratropical cyclone (ETC)-associated precipitation rates is simulated over Scandinavia under RCP8.5, which is enhanced at 25 km. The extratropical precipitation response to global warming is investigated within a 30-member initial condition climate model ensemble. As in observations, modeled cyclonic precipitation contributes a large fraction of extratropical precipitation, especially over the ocean and in the winter hemisphere. When compared to present day, the ensemble projects increased cyclone-associated precipitation under twenty-first century business-as-usual greenhouse gas forcing. While the cyclone-associated precipitation response is weaker in the near-future (2016-2035) than in the far-future (2081-2100), both future periods have similar patterns of response. Though cyclone frequency changes are important regionally, most of the increased cyclone-associated precipitation results from increased within-cyclone precipitation. Consistent with this result, cyclone-centric composites show statistically significant precipitation increases in all cyclone sectors. Decomposition into thermodynamic (mean cyclone water vapor path) and dynamic (mean cyclone wind speed) contributions shows that thermodynamics explains 92 and 95% of the near-future and far-future within-cyclone precipitation increases respectively. Surprisingly, the influence of dynamics on future cyclonic precipitation changes is negligible. In addition, the forced response exceeds internal variability in both future time periods. Overall, this work suggests that future cyclonic precipitation changes will result primarily from increased moisture availability in a warmer world, with secondary contributions from changes in cyclone frequency and cyclone dynamics. The Weather Research and Forecasting (WRF) model is used to simulate the spatiotemporal distribution of precipitation over central Asia over the year April 2005 through March 2006. Experiments are performed at 6.7 km horizontal grid spacing, with an emphasis on winter and summer precipitation over the Himalaya. The model and the Tropical Rainfall Measuring Mission show a similar inter-seasonal cycle of precipitation, from extratropical cyclones to monsoon precipitation, with agreement also in the diurnal cycle of monsoon precipitation. In winter months, WRF compares better in timeseries of daily precipitation to stations below than above 3-km elevation, likely due to inferior measurement of snow than rain by the stations, highlighting the need for reliable snowfall measurements at high elevations in winter. In summer months, the nocturnal precipitation cycle in the foothills and valleys of the Himalaya is captured by this 6.7-km WRF simulation, while coarser simulations with convective parameterization show near zero nocturnal precipitation. In winter months, higher resolution is less important, serving only to slightly increase precipitation magnitudes due to steeper slopes. However, even in the 6.7-km simulation, afternoon precipitation is overestimated at high elevations, which can be reduced by even higher-resolution (2.2-km) simulations.
