In a changing climate, there is an interest in predicting how extreme rainfall events may change. Using historical records, several recent papers have evaluated whether high-intensity precipitation scales with temperature in accordance with the Clausius--Clapeyron (C--C) relationship. For varying locations in Europe, these papers have identified both super C--C relationships as well as a breakdown of the C--C relationship under dry conditions. In this paper, a similar analysis is carried out for the United States using data from 14 weather stations clustered in four different hydroclimatic regions: the coastal northeast, interior New York, the central plains, and the western plains. In all regions except interior New York state, 99th percentile 1-h precipitation generally followed the C--C relation. In interior New York, there was evidence that intensity scaled with a super C--C relationship. For the 99.9th percentile precipitation, interior New York displayed some moderate evidence of a super C--C relationship, the western plains showed little relation between precipitation and temperature, and the remainder of sites generally scaled with the C--C relationship. Also, if only July, August, and September precipitation is considered, all stations except those in interior New York have little relation between temperature and precipitation, suggesting that precipitation intensity during summer months may not be well constrained by the C--C relationship. Overall, the C--C relationship (or a variation thereof) does not appear to constrain extreme precipitation in all regions and in all seasons, and its ability to aid in constraining future predictions of extreme precipitation may only be relevant to certain locales and time periods. Heavy precipitation and the resulting flooding are the most serious weather-related hazards over the west coast of North America. This paper analyzes the trends in heavy precipitation for the period 1950--2009 by examining the decadal distributions of the top 60, 40, and 20 two-day precipitation events for a collection of stations along the coastal zone of the United States and British Columbia, as well as the decadal distribution of maximum daily discharge for unregulated rivers from northern California to Washington State. During the past 60 years there has been a modest increase in heavy precipitation events over southern and central coastal California, a decline in heavy events from northern California through the central Oregon coast, a substantial increase in major events over Washington, and a modest increase over coastal British Columbia. Most of these trends are not significantly different from zero at the 95%% level. The trends in maximum daily discharge of unregulated rivers are consistent with the above pattern, with increasing discharges over the past three decades over Washington and northern Oregon and declines over the remainder of Oregon and northern California. Finally, the above trends in heavy rainfall and daily discharge are compared to the future patterns indicated by general circulation models under various global warming scenarios. This paper analyzes the ability of the North American Regional Climate Change Assessment Program (NARCCAP) ensemble of regional climate models to simulate extreme monthly precipitation and its supporting circulation for regions of North America, comparing 18 years of simulations driven by the National Centers for Environmental Prediction (NCEP)--Department of Energy (DOE) reanalysis with observations. The analysis focuses on the wettest 10%% of months during the cold half of the year (October--March), when it is assumed that resolved synoptic circulation governs precipitation. For a coastal California region where the precipitation is largely topographic, the models individually and collectively replicate well the monthly frequency of extremes, the amount of extreme precipitation, and the 500-hPa circulation anomaly associated with the extremes. The models also replicate very well the statistics of the interannual variability of occurrences of extremes. For an interior region containing the upper Mississippi River basin, where precipitation is more dependent on internally generated storms, the models agree with observations in both monthly frequency and magnitude, although not as closely as for coastal California. In addition, simulated circulation anomalies for extreme months are similar to those in observations. Each region has important seasonally varying precipitation processes that govern the occurrence of extremes in the observations, and the models appear to replicate well those variations. This study examines U.S. Northeast daily precipitation and extreme precipitation characteristics for the 1979-2008 period, focusing on daily station data. Seasonal and spatial distribution, time scale, and relation to large-scale factors are examined. Both parametric and nonparametric extreme definitions are considered, and the top 1% of wet days is chosen as a balance between sample size and emphasis on tail distribution. The seasonal cycle of daily precipitation exhibits two distinct subregions: inland stations characterized by frequent precipitation that peaks in summer and coastal stations characterized by less frequent but more intense precipitation that peaks in late spring as well as early fall. For both subregions, the frequency of extreme precipitation is greatest in the warm season, while the intensity of extreme precipitation shows no distinct seasonal cycle. The majority of Northeast precipitation occurs as isolated 1-day events, while most extreme precipitation occurs on a single day embedded in 2-5-day precipitation events. On these extreme days, examination of hourly data shows that 3 h or less account for approximately 50% of daily accumulation. Northeast station precipitation extremes are not particularly spatially cohesive: over 50% of extreme events occur at single stations only, and 90% occur at only 1-3 stations concurrently. The majority of extreme days (75%-100%) are related to extratropical storms, except during September, when more than 50% of extremes are related to tropical storms. Tropical cyclones (TCs) are an important source of precipitation for much of the eastern United States. However, our understanding of the spatiotemporal variability of tropical cyclone precipitation (TCP) and the connections to large-scale atmospheric circulation is limited by irregularly distributed rain gauges and short records of satellite measurements. To address this, we developed a new gridded (0.25° × 0.25°) publicly available dataset of TCP (1948–2015; Tropical Cyclone Precipitation Dataset, or TCPDat) using TC tracks to identify TCP within an existing gridded precipitation dataset. TCPDat was used to characterize total June–November TCP and percentage contribution to total June–November precipitation. TCP totals and contributions had maxima on the Louisiana, North Carolina, and Texas coasts, substantially decreasing farther inland at rates of approximately 6.2–6.7 mm km−1. Few statistically significant trends were discovered in either TCP totals or percentage contribution. TCP is positively related to an index of the position and strength of the western flank of the North Atlantic subtropical high (NASH), with the strongest correlations concentrated in the southeastern United States. Weaker inverse correlations between TCP and El Niño–Southern Oscillation are seen throughout the study site. Ultimately, spatial variations of TCP are more closely linked to variations in the NASH flank position or strength than to the ENSO index. The TCP dataset developed in this study is an important step in understanding hurricane–climate interactions and the impacts of TCs on communities, water resources, and ecosystems in the eastern United States. The net surface water budget, precipitation minus evaporation (P = E), shows a clear seasonal cycle in the U.S. Southwest with a net gain of surface water (positive P = E) in the cold half of the year (October-March) and a net loss of water (negative P = E) in the warm half (April-September), with June and July being the driest months of the year. There is a significant shift of the summer drying toward earlier in the year under a CO2 warming scenario, resulting in substantial spring drying (March-May) of the U.S. Southwest from the near-term future to the end of the current century, with gradually increasing magnitude. While the spring drying has been identified in previous studies, its mechanism has not been fully addressed. Using moisture budget analysis, it was found that the drying is mainly due to decreased mean moisture convergence, partially compensated by the increase in transient eddy moisture flux convergence. The decreased mean moisture convergence is further separated into components as a result of changes in circulation (dynamic changes) and changes in atmospheric moisture content (thermodynamic changes). The drying is found to be dominated by the thermodynamic-driven changes in column-averaged moisture convergence, mainly due to increased dry zonal advection caused by the climatological land-ocean thermal contrast, rather than by the well-known "dry get drier" mechanism. Furthermore, the enhanced dry advection in the warming climate is dominated by the robust zonal mean atmospheric warming, leading to equally robust spring drying in the southwestern United States. The Tropical Rainfall Measuring Mission (TRMM) Multisatellite Precipitation Analysis (TMPA) has provided a valuable precipitation dataset for hydrometeorological studies (1998-2015). However, TMPA shows some differences when compared to the ground-based estimates. In this study, a correction model is developed to improve the accuracy of the TRMM precipitation monthly product by reducing the bias compared to the ground-based estimates. The TRMM 3B43 precipitation product is compared with the Parameter-Elevation Regressions on Independent Slopes Model (PRISM) and with gridded precipitation estimates acquired from the CPC Unified Precipitation Project, two ground-based precipitation estimates, in the conterminous United States. The bias between the satellite and ground-based estimates is compared with mean surface temperature and elevation, respectively. A weak linear relationship is observed between the bias and temperature but a moderate inverse linear relationship is observed between the bias and elevation. Based on these observations, a linear model is developed for the TRMM 3B43-PRISM bias and elevation. The developed model is calibrated and validated using Monte Carlo cross validation with 25% of the available data as a calibration set and the remaining 75% of the data as a validation set. The estimated model parameters are then used in a correction formula for the TRMM 3B43 dataset for elevations above 1500 m above mean sea level. The corrected TRMM 3B43 product is verified for the high-elevation regions over the entire United States as well as in two high-elevation local regions in the western United States. Long-term changes in North American monsoon (NAM) precipitation intensity in the southwestern United States are evaluated through the use of convective-permitting model simulations of objectively identified severe weather events during 'historical past' (1950-70) and 'present day' (1991-2010) periods. Severe weather events are the days on which the highest atmospheric instability and moisture occur within a long-term regional climate simulation. Simulations of severe weather event days are performed with convective-permitting (2.5 km) grid spacing, and these simulations are compared with available observed precipitation data to evaluate the model performance and to verify any statistically significant model-simulated trends in precipitation. Statistical evaluation of precipitation extremes is performed using a peaks-over-threshold approach with a generalized Pareto distribution. A statistically significant long-term increase in atmospheric moisture and instability is associated with an increase in extreme monsoon precipitation in observations and simulations of severe weather events, corresponding to similar behavior in station-based precipitation observations in the Southwest. Precipitation is becoming more intense within the context of the diurnal cycle of convection. The largest modeled increases in extreme-event precipitation occur in central and southwestern Arizona, where mesoscale convective systems account for a majority of monsoon precipitation and where relatively large modeled increases in precipitable water occur. Therefore, it is concluded that a more favorable thermodynamic environment in the southwestern United States is facilitating stronger organized monsoon convection during at least the last 20 years. Atmospheric rivers (ARs) have, in recent years, been recognized as the cause of the large majority of major floods in rivers all along the U.S. West Coast and as the source of 30%-50% of all precipitation in the same region. The present study surveys the frequency with which ARs have played a critical role as a common cause of the end of droughts on the West Coast. This question was based on the observation that, in most cases, droughts end abruptly as a result of the arrival of an especially wet month or, more exactly, a few very large storms. This observation is documented using both Palmer Drought Severity Index and 6-month Standardized Precipitation Index measures of drought occurrence for climate divisions across the conterminous United States from 1895 to 2010. When the individual storm sequences that contributed most to the wet months that broke historical West Coast droughts from 1950 to 2010 were evaluated, 33%-74% of droughts were broken by the arrival of landfalling AR storms. In the Pacific Northwest, 60%-74% of all persistent drought endings have been brought about by the arrival of AR storms. In California, about 33%-40% of all persistent drought endings have been brought about by landfalling AR storms, with more localized low pressure systems responsible for many of the remaining drought breaks. The spatial-intensity variability of extreme precipitation over the contiguous United States (CONUS) during boreal winter and relationships with the Madden-Julian oscillation (MJO) are investigated. Daily gridded precipitation is used to define two types of contiguous regions of extreme precipitation (CREPs): the intensity and spatial extent exceeding the 75th and 90th percentiles of frequency distributions. Extreme precipitation occurs twice as frequently when the MJO is active than inactive. Joint probabilities of the fractional area of CONUS sectors when the MJO is active are 2.0-2.5 higher than probabilities during inactive days for both 75th and 90th percentile CREPs (similar for the intensity of CREPs). Probabilities of the fractional area of 75th percentile CREPs when the MJO is active in neutral ENSO are higher than during warm or cold ENSO. Joint probabilities of the fractional area during MJO and warm ENSO are higher than MJO and cold ENSO and statistically significant over southern sectors. Results are similar for joint probabilities of intensity exceedance and MJO activity in warm and cold ENSO phases. Proportions of 75th and 90th percentile CREPs for each sector and phase of the MJO are predominantly large when MJO convective signals are over the central Indian Ocean or western Pacific. Probabilities of the fractional area of 90th percentile CREPs conditioned on MJO phases, however, do not show clear predominance. This indicates that the MJO is not the sole player in the occurrences of CREPs. Last, this study concludes that probabilities of the fractional area and intensity of 75th and 90th percentile CREPs in the CONUS do not depend on the amplitude of the MJO. [ABSTRACT FROM AUTHOR]

Extreme precipitation events impact the Pacific Northwest during winter months, causing flooding, landslides, extensive property damage, and loss of life. Outstanding questions about such events include whether there are a range of associated synoptic evolutions, whether such evolutions vary along the coast, and the associated rainfall duration and variability. To answer these questions, this study uses 60 years of National Climatic Data Center (NCDC) daily precipitation observations to identify the top 50 events in two-day precipitation at six coastal stations from northern California to northwest Washington. NCEP-NCAR reanalysis data were used to construct synoptic composite evolutions of these events for each coastal location. Most regional flooding events are associated with precipitation periods of 24 h or less, and two-day precipitation totals identify nearly all major events. Precipitation areas of major events are generally narrow, roughly 200 km in width, and most are associated with atmospheric rivers. Composite evolutions indicate negative anomalies in sea level pressure and upper-level height in the central Pacific, high pressure anomalies over the southwest United States, large positive 850-hPa temperature anomalies along the coast and offshore, and enhanced precipitable water and integrated water vapor fluxes over southwest to northeast swaths. A small subset of extreme precipitation events over the southern portion of the domain is associated with a very different synoptic evolution: a sharp trough in northwesterly flow and post-cold-frontal convection. High precipitable water values are more frequent during the summer, but are not associated with heavy precipitation due to upper-level ridging over the eastern Pacific and weak onshore flow that limit upward vertical velocities. In examining intense precipitation over the central United States, the authors consider only days with precipitation when the daily total is above 12.7 mm and focus only on these days and multiday events constructed from such consecutive precipitation days. Analyses show that over the central United States, a statistically significant redistribution in the spectra of intense precipitation days/events during the past decades has occurred. Moderately heavy precipitation events (within a 12.7-25.4 mm day−1 range) became less frequent compared to days and events with precipitation totals above 25.4 mm. During the past 31 yr (compared to the 1948-78 period), significant increases occurred in the frequency of 'very heavy' (the daily rain events above 76.2 mm) and extreme precipitation events (defined as daily and multiday rain events with totals above 154.9 mm or 6 in.), with up to 40%% increases in the frequency of days and multiday extreme rain events. Tropical cyclones associated with extreme precipitation do not significantly contribute to the changes reported in this study. With time, the internal precipitation structure (e.g., mean and maximum hourly precipitation rates within each preselected range of daily or multiday event totals) did not noticeably change. We examine how the seasonality of precipitation signals embedded within the North American Drought Atlas varies across the continent. Instrumental records of average summer (JJA) Palmer Drought Severity Index (PDSI) are characterized by major regional differences in the relative importance of precipitation during summer and winter (DJF). The Atlas, which is based on a network of drought-sensitive tree-ring records, is able to reproduce the main geographic patterns of these biases, but tree-ring reconstructions exaggerate the influence of seasonal precipitation anomalies in the southwestern United States and northern Mexico (towards a stronger winter signal) and western Canada (towards a stronger summer signal). Drought reconstructions from the Southwest and Tex-Mex regions are tuned mainly to winter precipitation and display strong teleconnections to both El Niño and La Niña. In contrast, winter precipitation signals are either weak or absent in drought reconstructions from northwestern North America, and tree-ring estimates of PDSI show a much less robust association with the El Niño-Southern Oscillation. Geographical differences in the relative strength of seasonal precipitation signals are likely due to (i) local factors that influence tree growth but are not incorporated into the PDSI algorithm and (ii) real differences in regional climatology. These seasonal biases must be taken into account when comparing drought reconstructions across North America, when comparing tree-ring PDSI to drought records developed from other proxies or when attempting to use the Drought Atlas to link past droughts to potential forcing mechanisms.
