The results and interpretations of published Canadian field studies on the reproductive status of fish in waters receiving pulp and paper mill effluent discharges were reviewed. Most of the information was obtained from indicator measurements such as gonad size, fecundity, and serum steroid levels in wild fish sampled at reference and effluent-exposed sites. Difficulties in selecting appropriate sampling sites, natural variability, and the ecological relevance of the indicator measurements were identified as major complicating factors for the interpretation of the field data. Consequently, it was not possible to conclude to what extent, if any, widespread effects on fish reproduction are being caused by pulp and paper mill effluents or that specific manufacturing processes are causing such effects. Further research on the normal variability and predictive capability of reproductive indicators, for example, using an integrated approach (i.e., laboratory testing, mesocosm studies, and field work), is recommended. The implementation of school reforms to advance reconciliation with Indigenous peoples provides an opportunity to explore what Canadians think is important in framing their identities and values. This paper draws on data from a survey of public perspectives on education for reconciliation activities in two Canadian provinces, Alberta and Saskatchewan. We consider the broader community context within which schools are located. By examining public perspectives, we are able to assess how curricular initiatives related to reconciliation are understood by community members, both as a priority in itself and in relation to other key curricular areas. Informed by critical race theory, our findings suggest that reconciliation is restricted to activities that do not involve extensive change to existing curricular and ideational frameworks. These perspectives exist alongside extensive opposition to reconciliation justified by claims that Indigenous experiences and perspectives are receiving undue attention relative to more pressing educational priorities. Between 1936 and 1940, the Lady Tweedsmuir Prairie Library Scheme sent approximately 40,000 books to readers in rural areas of the western Canadian provinces of Manitoba, Saskatchewan, and Alberta. Founded and directed by Susan Buchan, Lady Tweedsmuir, the wife of the Governor General of Canada, after visiting Depression-ravaged Prairie communities, the Scheme received the support of philanthropic foundations in Canada and the United States, the Women's Institute, women's service organizations, and individual donors of books. While the Scheme is mentioned in passing in biographies and local histories, little is known about the scope and scale of its activities or how it was organized or operated. Using primary and archival sources in Canada and the United States, this paper explores the history of the Scheme and its role in the distribution of books, the promotion of literacy, and the creation of libraries in the Canadian West during the Great Depression. This paper reports the results of a survey completed by 565 human resource professionals in the Canadian provinces of Alberta and Saskatchewan. The major result suggests that individuals who are more dependent on their employing organizations are more likely to comply with organizational pressures to behave unethically. Factor analysis of our dependent measure of ethical organizational behavior suggested that two distinct constructs were being tapped; furthermore, different variables were found to predict each. Background: Colonially imposed jurisdictional boundaries that have little meaning to Indigenous peoples in Canada may confound tuberculosis (TB) prevention and care activities. This study explores how inter-jurisdictional mobility and the current accommodation of mobility through policies and programming sustain a regional TB epidemic in northwestern Saskatchewan, and northeastern Alberta. Methods: A qualitative instrumental case study was performed using a community based participatory approach. Semi-structured interviews were conducted with First Nations peoples from a high-incidence community in Canada including community-based healthcare workers. These interview data are presented in the context of a multi-level document analysis of TB program guidelines. Results: The location of the community, and related lack of access to employment, services and care, necessitates mobility across jurisdictional boundaries. There are currently no formal federal or provincial guidelines in place to accommodate highly mobile patients and clients within and across provincial TB prevention and care programs. As a result, locally developed community-based protocols, and related ad-hoc strategies ensure continuity of care. Conclusion: Indigenous peoples living in remote communities face unique push/pull factors that motivate mobility. When these motivations exist in communities with increased risk of contagion by communicable infectious diseases such as TB, public health risks extend into increasingly large areas with competing jurisdictional authority. Such mobility poses several threats to TB elimination. We have identified a gap in TB services to systematically accommodate mobility, with specific implications for Indigenous peoples and reconciliation. Unconformity‐related uranium (URU) deposits in the Athabasca Basin, Canada, include the highest grade, large tonnage deposits in the world. Recent studies of the Patterson Lake corridor uranium deposits suggest a deep heat source enhances hydrothermal fluid flow and incursion of basinal brines along brittlely reactivated ductile shear zones. However, the spatial extent of the ore systems and lower crustal features capable of driving the hydrothermal cells remained largely unresolved. Three‐dimensional electrical conductivity models derived from inversion of magnetotelluric data and coincident gravity modeling identified a voluminous conductivity anomaly and corresponding gravity low related to a belt of high‐heat producing intrusions that dips below the deposit. Shallow conductive bodies are identified below the deposits and similarly prospective corridors. The volume and location of the intrusive bodies may have provided a source of radiogenic heat that helped drive remobilization of fluids along reactivated structures, redefining the spatial extent of URU systems. Plain Language Summary: The western Athabasca Basin, straddling the border of Saskatchewan and Alberta in Canada, is home to some of the highest‐grade, large tonnage uranium deposits in the world. Recent studies have suggested a spatial connection between uranium ore systems that are found near the earth's surface and geological processes occurring deep within the crust. However, the processes connecting the lower crust to these shallow deposits is poorly understood. This study used 3D models created from magnetotelluric data, a passive a geophysical technique that measures the earth's natural electric and magnetic fields, to image the earth from surface to a depth of 40 km. We identified a voluminous igneous intrusion that extends from the surface to great depths in the earth's crust. We propose that this intrusion may have contributed to the uranium endowment of the basin, and that radiogenic heat from the large igneous body helped circulate uranium‐bearing fluids through the shallow crust along reactivated geologic structures. The modeling, when combined with other geoscientific datasets, showcases the role of high‐heat producing granitic intrusions in driving the hydrothermal fluid cells that formed the deposits. The McMurray Formation in McMurray Depocentre, Canada, is typically subdivided into stratigraphic units based on regionally mappable marine mudstones, the bases of which define flooding surfaces (bottom to top: Lower McMurray, C2, C1, B2, B1, A2, A1 depositional unit). However, the McMurray Formation comprises a variety of palaeoenvironments, with the north‐eastern Firebag Tributary hosting significant delta‐plain deposits in the Lower McMurray and B1 depositional units. Facies analysis of 60 cores and 4763 wireline logs was used to resolve the palaeoshoreline trajectory and stratigraphic architecture in Firebag Tributary. Of 14 identified facies, three delta‐plain facies reveal: (1) eluviated palaeosols, interpreted as shrublands and woodlands formed during base‐level fall; (2) gleyed palaeosols, interpreted as tidal marshes; and (3) coals formed in coastal mires, the two latter facies are interpreted to accumulate during base‐level rise. Eluviated palaeosols occur below the Lower McMurray coal seam, implying valley incision and a maximum regressive surface. Gleyed palaeosols underlying the coal seam atop the B1 depositional unit do not record base‐level fall. Wetting‐upward coals overlying either palaeosol facies indicate base‐level rise (i.e. major flooding surface). B1 depositional unit coals and gleyed palaeosols are overlain by shallow‐marine facies or are eroded by wave ravinement during transgression. Consequently, the tops of coals or gleyed palaeosols correlate to the bases of regional marine mudstones elsewhere in McMurray Depocentre. Stratigraphic cross sections showcase palaeoshoreline regression and transgression. During the Lower McMurray and B1 depositional units, widespread coals and palaeosols indicate the palaeoshoreline resided near the western edge of Firebag Tributary. Regression during C2 through B2 depositional units and A2 and A1 depositional units resulted in palaeoshorelines near the Alberta–Saskatchewan border. To complement a previously dated Lower McMurray ash (121.39 ± 0.2 Ma), a new high‐confidence maximum depositional age from ash in the B1 coal seam (115.09 ± 0.16 Ma) allows an estimate to be made of depositional duration, indicating depositional units represent ca 0.16 Myr. Abstract: This paper describes frazil ice events detected using upward looking sonars, one high (546kHz) and one low (235kHz) frequency, during the 2009/2010 freeze-up field deployment on the North Saskatchewan River, Edmonton, AB, Canada. The field acoustic data have been processed to compute time series of the depth averaged volume backscatter strength, S vd (dB). A review of three scattering models: the sphere, prolate spheroid, and disk models, together with their formulation, assumptions and limitations are presented. Estimation methods for the concentrations and sizes from S vd (dB) using scattering models are discussed. The applicability of the three scattering models to measuring suspended frazil ice was investigated using laboratory data reported by Ghobrial et al. (2012a). It was found that the laboratory measured concentrations were in a good agreement with concentrations estimated with these scattering models. It was also found that the disk model is the most applicable because it provides more realistic particle sizes. In total, eight frazil events were detected with the sonars during the field deployment. Preliminary linkages between the meteorological (air and water temperatures) and surface ice conditions measured at the site, and the duration and magnitude of the detected frazil events are presented. Both the laboratory results and the disk scattering model were used to estimate frazil ice concentration and sizes from the field data. Concentrations ranging between 0.01 and 0.05% and disk radii between 0.13 and 0.21mm have been estimated. [Copyright &y& Elsevier]

Summary: In recent years, climate change impacts on water resources sectors have been extensively documented. Anticipated changes range from more severe storms to more frequent floods and drought at regional scale. Pressure on water resources and hence on the environment will probably increase with the need of quality data for sustainable design of water resources projects. Therefore, for an optimal network design, hydrometric networks are to be reviewed periodically based on the information needs of the various end users and the perspective for future water resources development. This paper evaluates hydrometric networks to identify essential streamflow stations and critical areas (highly poor network density) within major watersheds across the different provinces of Canada using entropy theory. The method is applied to daily streamflow data and information coefficients such as marginal entropy, joint entropy and transinformation index are used for the identification of important stations as well as critical areas in the basin. The analysis results show that almost all Canadian main watersheds contain deficient hydrometric networks. The most deficient streamflow networks are identified in Alberta (North Saskatchewan, Oldman, and Red Deer basins), Northern Ontario (Hudson Bay basin), and the Northwest Territories. The information might prove to be helpful for decision makers to undertake cost-benefit analyses for hydrometric network updating in each region. [Copyright &y& Elsevier]

Canada's federal carbon tax currently applies in Alberta, Saskatchewan, Manitoba and Ontario. Farmers in these provinces lack consistency on the tax, which is differentially applied to agricultural fuels. They must navigate between distinct sets of rules depending on the type of fuels they're using and what those fuels are used for. Some fuels are eligible to be fully exempt from the carbon tax; others may be allowed a partial exemption, and still others may force farmers to face the full amount of the carbon tax. The most significant agricultural fuel sources facing the full amount of the carbon tax are natural gas and propane used for grain and oilseed drying and for the heating of barns and other farm buildings. The burden of these tax payments on farmers is unclear. Agriculture and Agri-Food Canada reports carbon tax cost estimates for grain and oilseed drying that range from an average of $210 per farm in Alberta to $774 per farm in Saskatchewan. Individual farmers, in contrast, have reported carbon tax costs of up to $10,000. Agriculture's sector-level emissions and trade flows are comparable to those of many industries in Canada that meet the criteria for being labelled an emissionsintensive and trade-exposed (EITE) industry. EITE industries are typically eligible to receive carbon pricing support on all priced emissions as part of either the federal government's output-based pricing system (OBPS) or similar provincial government programs. Agriculture is typically excluded from these programs because of the thousands of small producers in the sector, most of whom remain below the minimum emissions thresholds required for participation. As a result of this exclusion, agricultural subsectors have generally not been evaluated to see whether they meet EITE criteria. With all federal parties in favour of additional carbon pricing support for farmers, it is likely that support will soon be expanded to additional fuel uses. Future support to the agriculture industry is best offered via a mechanism that maintains the full incentive of the carbon tax. Two options that satisfy this objective are either a lump sum rebate to farmers or an output-based rebate system specific to agriculture. With both options it is important that any rebate amount is divorced from emissions and fuel use, A third option, which does not maintain the incentive of the carbon tax, is to expand farm-fuel exemptions. All of these options come with advantages and disadvantages, which would need to be carefully weighed. It would also be informative to complete an EITE assessment for agriculture that is based on all of the sector's combustion emissions being subject to the carbon tax. This would help to inform the potential impact of the carbon tax on agricultural production costs, farm profitability and the global competitiveness of Canada's farmers. This 2.5-year longitudinal, Canadian tri-provincial study (Alberta, Saskatchewan, Manitoba) of women abused by intimate partners examined the nature of the partner abuse, physical and mental conditions, disabilities, child abuse history, and quality of life (QOL). The women retained at 30-months (419 of 665) were identified as Indigenous (48.5%), White (46.6%), or visible minority (4.9%). Physical and mental health conditions were noted by 62.3%; 41.8% of these were disabilities. Over half (54.5%) reported histories of child sexual abuse, with 24.2% reporting other childhood abuse, and 21.3% were not abused as children. Consistent with similar longitudinal studies, over time the women significantly improved their QOL and had less mental stress (SCL-10) and PTSD symptoms (PCL); however, neither PCL nor SCL-10 scores were clinically problematic at any time period. Depression symptoms (CES-D-10) remained constant over time but were not in the clinical range over the 2.5 years. Only IPV severity and having a disability were associated with more severe mental health/well-being scores at 30-months. Implications for practice such as training IPV advocates and counselors to better address disabilities and to avoid stigmatizing women abused by partners as necessarily having mental health issues are presented. Social work research and literature in the area of supervision tends to focus on the supervision of field education students. Less attention is given to the supervision of social work practitioners and there is almost no information that examines how social workers become supervisors. This exploratory study interviewed 27 practicing social work supervisors across different fields of social work practice in Western Canada. The participants included 15 supervisors with a graduate degree and 12 supervisors with an undergraduate degree. The supervisors completed a brief questionnaire that was followed by a structured interview. Supervisors were asked how they came to be social work supervisors. Thematic analysis of the supervisors' responses revealed three pathways to supervision: task exposure, supervision by happen chance, and deliberate decision. The responses suggested that additional focus on supervision might be included in undergraduate education and that universities, professional associations, and employers pay more attention to succession planning. Aims and objectives To describe the nature, frequency and factors associated with care that was rushed or missed by health care aides in western Canadian nursing homes. Background The growing number of nursing home residents with dementia has created job strain for frontline health care providers, the majority of whom are health care aides. Due to the associated complexity of care, health care aides are challenged to complete more care tasks in less time. Rushed or missed resident care are associated with adverse resident outcomes (e.g. falls) and poorer quality of staff work life (e.g. burnout) making this an important quality of care concern. Design Cross-sectional survey of health care aides ( n = 583) working in a representative sample of nursing homes (30 urban, six rural) in western Canada. Methods Data were collected in 2010 as part of the Translating Research in Elder Care study. We collected data on individual health care aides (demographic characteristics, job and vocational satisfaction, physical and mental health, burnout), unit level characteristics associated with organisational context, facility characteristics (location, size, owner/operator model), and the outcome variables of rushed and missed resident care. Results Most health care aides (86%) reported being rushed. Due to lack of time, 75% left at least one care task missed during their previous shift. Tasks most frequently missed were talking with residents (52% of health care aides) and assisting with mobility (51%). Health care aides working on units with higher organisational context scores were less likely to report rushed and missed care. Conclusion Health care aides frequently report care that is rushed and tasks omitted due to lack of time. Relevance to clinical practice Considering the resident population in nursing homes today-many with advanced dementia and all with complex care needs-health care aides having enough time to provide physical and psychosocial care of high quality is a critical concern. Objectives. We evaluated the public health benefits of traffic laws targeting speeding and drunk drivers (British Columbia, Canada, September 2010). Methods. We studied fatal crashes and ambulance dispatches and hospital admissions for road trauma, using interrupted time series with multiple nonequivalent comparison series. We determined estimates of effect using linear regression models incorporating an autoregressive integrated moving average error term. We used neighboring jurisdictions (Alberta, Saskatchewan, Washington State) as external controls. Results. In the 2 years after implementation of the new laws, significant decreases occurred in fatal crashes (21.0%; 95% confidence interval [CI] = 15.3, 26.4) and in hospital admissions (8.0%; 95% CI = 0.6, 14.9) and ambulance calls (7.2%; 95% CI = 1.1, 13.0) for road trauma. We found a very large reduction in alcohol-related fatal crashes (52.0%; 95% CI = 34.5, 69.5), and the benefits of the new laws are likely primarily the result of a reduction in drinking and driving. Conclusions. These findings suggest that laws calling for immediate sanctions for dangerous drivers can reduce road trauma and should be supported. [ABSTRACT FROM AUTHOR]

Channel conveyance, channel size and water levels in the Athabasca River Delta were investigated in detail during three summer seasons. The Athabasca Delta is between 58°N and 59°N, in Alberta, Canada, and is formed immediately upstream of where the river enters Lake Athabasca. Ice-free flow rates in the river and in the various distributary channels were measured by acoustic Doppler profiler, and water surface elevations by differential GPS and pressure transducer recorders. Approximate values were measured for river bank heights, and a profile of elevation for the river bank for a distance of 80 km upstream of the lake was established. Computed bankfull flows for cross-sections starting at the delta apex were found to reduce significantly in the downstream direction. High values for bankfull conveyance at the head of the delta, equivalent to 50-year return period flood flows, were noted. For medium Athabasca River flows (about 800-1100 m3/s), a comparison was made of water surface elevations at the delta apex during the survey, and data from 1971. A significant increase of water surface height for the same flow rate, by as much as 0.8 m, is apparent, indicating rapid channel aggradation. [ABSTRACT FROM AUTHOR]

Economic base analysis is a limited but useful tool for measuring forest dependence. It cannot measure the full range of forest values (e.g., subsistence, amenity, bequest, and existence values). However, economic base analysis utilizes widely available census data to provide accurate measures of communities dependent on industrial forest activity. This analysis includes Indian reserves and rural census subdivisions previously excluded in studies of economic base dependence. Economic base dependence measures are further improved by including a transfer payment sector. This paper presents findings of forest industry dependence measures using 1991 census data. Results show that including Indian reserves and other rural census subdivisions in the analysis increases the number of forest industry dependent places and population in the Prairie Provinces. The addition of the transfer payment sector to the economic base provides a more comprehensive account of the sources that contribute to the economic diversity of rural locations. These geographical and sectoral refinements to economic base calculations result in a more accurate accounting of forest industry dependence. [ABSTRACT FROM AUTHOR]

Flooding patterns and variations in the composition and successional trends of riparian vegetation in the upper and lower Red Deer River in southern Alberta, Canada, were studied in order to establish which flood regimes were most important in the regeneration and maintenance of riparian vegetation communities, with a particular focus on riparian poplars. The dominant riparian tree in the upper river is Populus balsamifera with some Picea glauca and in the lower river Populus deltoides (the plains cottonwood). Dendrochronological studies of the poplars along the river show that major periods of regeneration correspond with major flood events during the record period. Extensive cottonwood regeneration occurred in the period 1900-20, corresponding with a series of floods, some as high as the 1 in 100-year event. In addition, just prior to and during this period there was a significant reduction in use of the floodplain by bison, clearance of forests and a higher incidence of fires in upper reaches of the river and a series of high rainfall years. A series of floods greater than the 1 in 10-year flood occurred in the 1950s and stimulated the most extensive regeneration of poplars experienced since the 1920s. Parts of the lower Red Deer floodplain are now at elevations well above the 1 in 100-year flood event. It is suggested that fringe replenishment of riparian poplars is currently the dominant form of regeneration and that the large stands of mature poplars found on the floodplain, initiated during the end of the last century and first decades of this century, are unlikely to be replaced unless large floods (>1 in 50-year events) occur again. Construction of the Dickson Dam above the city of Red Deer in 1983 has led to attenuation of floods and a reduced likelihood that extensive flooding and poplar regeneration will occur again. A number of recommendations are made regarding flow management to both retain the fringe regeneration of poplars currently occurring and to stimulate more widespread regeneration of poplars on the floodplain. Background: Through the Choosing Wisely Canada (CWC) campaign, national medical specialty societies have released hundreds of recommendations against health care services that are unnecessary, i.e. present little to no benefit or cause avoidable harm. Despite growing interest in unnecessary care both within Canada and internationally, prior research has typically avoided taking a national or even multi-jurisdictional approach in measuring the extent of the issue. This study estimates use of three unnecessary services identified by CWC recommendations across multiple Canadian jurisdictions.Methods: Two retrospective cohort studies were conducted using administrative health care data collected between fiscal years 2011/12 and 2012/13 to respectively quantify use of 1) diagnostic imaging (spinal X-ray, CT or MRI) among Albertan patients following a visit for lower back pain and 2) cardiac tests (electrocardiogram, chest X-ray, stress test, or transthoracic echocardiogram) prior to low-risk surgical procedures in Alberta, Saskatchewan, and Ontario. A cross-sectional study of the 2012 Canadian Community Health Survey was also conducted to estimate 3) the proportion of females aged 40-49 that reported having a routine mammogram in the past two years.Results: Use of unnecessary care was relatively frequent across all three services and jurisdiction measured: 30.7% of Albertan patients had diagnostic imaging within six months of their initial visit for lower back pain; a cardiac test preceded 17.9 to 35.5% of low-risk surgical procedures across Alberta, Saskatchewan, and Ontario; and 22.2% of Canadian women aged 40-49 at average-risk for breast cancer reported having a routine screening mammogram in the past two years.Conclusions: The use of potentially unnecessary care appears to be common in Canada.
