This paper presents a case study in the development of an online journal finding aid at the University of Illinois at Urbana—Champaign (UIUC), with particular emphasis on cataloging issues. Although not consciously designed according to Functional Requirements for Bibliographic Records (FRBR) principles, the Online Research Resources (ORR) system has proved amenable to FRBR analysis. The FRBR model was helpful in examining the user tasks to be served by the system, the appropriate data structure for the system, and the feasibility of mapping the required data from existing sources. The application of the FRBR model to serial publications, however, raises important questions for the model itself, particularly concerning the treatment of work-to-work relationships. The topic of electronic journals (e-journals) dominated the serials literature from 2000 to 2003. This review is limited to the events and issues within the broad topics of cost, management, and archiving. Coverage of cost includes such initiatives as PEAK, JACC, BioMed Central, SPARC, open access, the "Big Deal," and "going e-only." Librarians combated the continued price increase trend for journals, fueled in part by publisher mergers, with the economies found with bundled packages and consortial subscriptions. Serials management topics include usage statistics; core title lists; staffing needs; the "A-Z list" and other services from such companies as Serials Solutions; "deep linking"; link resolvers such as SFX; development of standards or guidelines, such as COUNTER and ERMI; tracking of license terms; vendor mergers; and the demise of integrated library systems and a subscription agent's bankruptcy. Librarians archived print volumes in storage facilities due to space shortages. Librarians and publishers struggled with electronic archiving concepts, discussing questions of who, where, and how. Projects such as LOCKSS tested potential solutions, but missing online content due to the Tasini court case and retractions posed more archiving difficulties. The serials literature captured much of the upheaval resulting from the rapid pace of changes, many linked to the advent of e-journals. [ABSTRACT FROM AUTHOR]

Papers on the cataloging of electronic resources have focused on electronic journals and Internet resources such as Web sites and not on electronic books. Electronic books are nonserial monographic resources accessed with a computer either directly or remotely. Rules and standards for cataloging electronic resources have changed and continue to change. This article discusses the electronic book as a unique manifestation and provides practical instruction on the application of current cataloging rules. The cataloging elements covered are control fields and variable data fields, including classification, uniform titles, title information, edition information, type and extent of the resource, publication and distribution information, physical description, series statements, notes, and subject analysis. Our small community college library developed a learning object repository to support a cross-institutional, land-based, multidisciplinary academic initiative using the open-source platform Omeka S. Drawing on critical, feminist, and open practices, we document the relational labor, dialogue, and tensions involved with this open education project. This case study shares our experience with tools and processes that may be helpful for other small-scale open education initiatives, including user-centered iterative design, copyright education, metadata design, and userinterface development in Omeka S. With the growth of open access (OA) journal publishing, a myriad of funding models has emerged to serve as an alternative to the traditional subscription model. Models that impose author facing charges are inequitable, favoring well-resourced authors and institutions, and continue the dominance of publications from the Global North. This exploratory study critically examines the current state of funding OA journal publishing and the disruptive role of library publishing programs. We conclude with a discussion of the potential of the LYRASIS Open Access Community Investment Program as a tool to support library publishing programs to sustainably fund inclusive OA journal publishing. This environmental scan argues for the value in making grant proposals open access. Applying for and receiving grant funding is an important facet of research. However, accessing information on grant application, review, and award processes remains a particular challenge for early career scholars, researchers from smaller or underresourced institutions, and traditionally marginalized scholars. While the open access movement has made research publications resulting from funded grants publicly available, grant proposals are rarely included. When proposals are shared, they are difficult to find due to variability in metadata implementation and quality. This work asks: What are central challenges in making grant proposals open access? How can increased access to grant proposals contribute to equity and transparency in funding distribution? What existing repositories contain grant materials? What standards and incentives can be established among grant-seeking and funding stakeholders to improve grant proposal accessibility? This work concludes with perspectives shared during a May 2022 advisory group meeting of stakeholders involved in the Institute of Museum and Library Services--funded project Planning for Open Grants, which focuses on potential solutions in grant seeking and funding processes for working toward an open grants standard across research communities. Previous research on faculty publication venue choice at R1 institutions reveals tension between the benefits of open access and institutional pressure for faculty to publish in specific journals for review purposes. How does this tension percolate through regional campuses with different institutional priorities, and what can these contexts reveal about publishing practices and priorities for different kinds of faculty? In this study, the authors used content analysis on transcripts of interviews of sixteen faculty from regional campuses of an R1 institution to better understand the perception of open access publications as a venue choice. The author reflects on electronic alternatives to print books and its affect on libraries. He comments that electronic books such as the Amazon Kindle and the Sony Reader are providing an alternative to print books. He states the small screen size of electronic books present a challenge for advertising and potential revenue for electronic magazines and newspapers. He comments on an announcement by the University of Michigan that their library will run the university press as a digital operation.

Web content strategy is a relatively new area of practice in industry, in higher education, and, correspondingly, within academic and research libraries. The authors conducted a web-based survey of academic and research library professionals in order to identify present trends in this area of professional practice by academic librarians and to establish an understanding of the degree of institutional engagement in web content strategy within academic and research libraries. Academic libraries have long consulted with faculty and graduate students on ways to measure the impact of their published research, which now include altmetrics. Podcasting is becoming a more viable method of publicizing academic research to a broad audience. Because individual academic departments may lack the ability to produce podcasts, the library can serve as the most appropriate academic unit to undertake podcast production on behalf of researchers. The article identifies what library staff and equipment are required, describes the process needed to produce and market the published episodes, and offers preliminary assessments of the podcast impact. Increasingly sophisticated content management systems (CMS) allow librarians to publish content via the web and within the private domain of institutional learning management systems. "Libraries as publishers" may bring to mind roles in scholarly communication and open scholarship, but the authors argue that libraries' self-publishing dates to the first "pathfinder" handout and continues today via commonly used, feature-rich applications such as WordPress, Drupal, LibGuides, and Canvas. Although this technology can reduce costly development overhead, it also poses significant challenges. These tools can inadvertently be used to create more noise than signal, potentially alienating the very audiences we hope to reach. No CMS can, by itself, address the fact that authoring, editing, and publishing quality content is both a situated expertise and a significant, ongoing demand on staff time. Embarking on a universitywide journal-hosting initiative can be a resource- intensive undertaking. Providing such a service, however, can be equally rewarding, as it positions the library as both partner and colleague in the publishing process. This paper discusses ideas and strategies for institutional journal hosting gleaned over two years by the York Digital Journals Project. Suggestions for startup including policy considerations and service models are discussed. Ideas for advertising and networking are explored as well as the question of project sustainability. An introduction to the journal is presented in which the editor discusses various reports in the issue on the topics including peer review in the collaborative enterprise, the epistemological and symbolic burden and the electronic publishing and shifts focused on open access.

The article reports on the transition and developments of the publication "Document to the People" after 35 years in the U.S. According to the article, Andrea Sevetson, the paper's lead editor, has announced the availability of all published articles online since the publication's birth more than three decades ago. In addition, the author recounts the early records of the periodical, its evolution since the round table days as well as the functions of the American Library Association's Government Documents Round Table (GODORT). Furthermore, he states about the new and fascinating features of the publication which include articles about disasters stories, African American documents as well as book reviews.

The serials literature for 2012-13 reflects the ongoing challenges faced by members of the serials information chain. Problems with workflow, systems, electronic exchange of information, and control of proprietary information still occur and can be seen documented in the literature. However, the literature also reflects growing determination that this state of affairs can and should change. Serialists are experimenting with new models of pricing and delivery of content. They are developing standards and protocols to facilitate more seamless communication of accurate information. The changes that need to occur and the difficult decisions that need to be made to create this new, well-functioning system can clearly be seen in the literature under review. [ABSTRACT FROM AUTHOR]

Open access (OA) is an alternative business model for the publication of scholarly journals. It makes articles freely available to readers on the Internet and covers the costs associated with publication through means other than subscriptions. This article argues that Gold OA, where all of the articles of a journal are available at the time of publication, is a disruptive innovation as defined by business theorist Clayton Christensen. Using methods described by Christensen, we can predict the growth of Gold OA. This analysis suggests that Gold OA could account for 50 percent of the scholarly journal articles sometime between 2017 and 2021, and 90 percent of articles as soon as 2020 and more conservatively by 2025. The author discusses how increased electronic publishing for scholarly periodicals could affect the publication of the journal. He notes that law, medical and engineering literature is published on the Internet and discusses whether the journal should continue to be printed in paper form. He notes the use of electronic books by libraries but suggests that electronic publishing and print can co-exist due to their individual strengths and weaknesses.

We examine the characteristics of 663 Open Access (OA) journals in biology, computer science, economics, history, medicine, and psychology, then compare the OA journals with impact factors to comparable subscription journals. There is great variation in the size of OA journals; the largest publishes more than 2,700 articles per year, but half publish 25 or fewer. While just 29 percent of OA journals charge publication fees, those journals represent 50 percent of the articles in our study. OA journals in the fields of biology and medicine are larger than the others, more likely to charge fees, and more likely to have a high citation impact. Libraries and archives have a critical role in preserving the scholarly record; many players in the publication cycle depend on them for this. Preservation of scholarly books that are being digitized has lagged far behind preservation initiatives for electronic journals. The issue has become more critical, as large commercial companies such as Google, Yahoo, and Microsoft have begun mass digitization of millions of books in research libraries. Since December 2004, the pace of developments has been rapid, involving great risks on Google's part over the copyright issue. Google and certain participating libraries have not addressed the issue of whether or not all this effort to digitize huge numbers of books indiscriminately will serve students' and scholars' needs in the long run. Quality, secrecy, and long-term stability are all issues that suggest it may be foolish to expect that commercial companies will share librarians' values and commitment to digitized material preservation. The information profession must exert strong leadership in setting policies, standards, and best practices for long-term preservation of the scholarly record. [ABSTRACT FROM AUTHOR]

Library catalog searchers expect to retrieve information for all resources in the catalog that matches their search strategy. They expect keyword searching to retrieve a rich array of resources. In an effort to enhance service to users, the University of Florida Smathers Libraries acquired table of contents data to enrich bibliographic records for print books with publication dates from 1990 to the present. Many of these books have also been acquired in electronic format. Because the record for the same book in electronic format did not include the enhancements, catalog users were likely to retrieve the catalog record for the print version only and remain unaware of the availability of the electronic version. The authors, using insights from discussions surrounding the Functional Requirements for Bibliographic Records (FRBR) initiative, developed a method for serving users more effectively by linking these records to leverage the enhancements for both versions (two manifestations) of the same title. In order for collection development librarians to justify the adoption of electronic books (e-books), they need to determine if e-books satisfy the information needs of patrons. One method to determine this is to measure e-book usage. This study compared the usage of 7,880 titles that were available in both print and e-book format at the Duke University Libraries. Although the results of this study cannot be generalized, it does provide information on the use of e-books in one academic research library and implications for e-book collection development.
