The COVID-19 pandemic witnessed extreme forms of biopolitics, as well as the urgency to reconsider our relationship with the planet. Although biopolitics draws attention to the technologies of domination by public authorities, we cast the concepts of bios and politics in the wider framework of nonviolence. In this framework, bios is the set of practices (praxis) of ordinary citizens. And politics is power created by harm reduction, or actions in daily life that testimony the desire not to harm others or the planet. We leverage nonviolence at three levels, scaling up from the individual to social behaviour and to the planet. The first level concerns nonviolence as self-sufferance and as praxis to claim back the sovereignty of the body. In the second level, nonviolence is collective mobilization – building social capital, self-governance, and solidarity. The third level provides the vision of a diverse ecological citizenship with a sustainable relationship between human beings and the planet. [ABSTRACT FROM AUTHOR]

The direct corporate taxation policy process in the European Union is studied. Three public policy literatures focusing on the politics of tax reform, policy change and the political role of knowledge, and European integration are analyzed to derive three hypotheses on tax reform. These include the hypotheses that tax reform feasibility is influenced by the frame selected by policy initiators, and that direct tax harmonization in Europe can be considered regulatory policies.

The limitations of conventional theories, and the international regulatory competition are discussed. It further reports results achieved in terms of key concepts of regulatory competition, sequences of cooperation and competition, the role of non-unitary actors in networked regulatory action, and why regulatory competition is limited, both in the EU and in transatlantic relations.

In this article, we present some major lessons drawn from a recently completed research project. Our research dealt with ex ante evaluation, mainly impact assessment (IA).We shed new light on research questions about the control of bureaucracy, the role of IA in decision-making, economics and policy learning, and the narrative dimension of appraisal.We identify how our findings stand in relation to conventional arguments about these issues, and reflect on their normative implications. We finally reason on the possible extensions of our arguments to the wider field of policy evaluation, connecting IA and ex post evaluation. [ABSTRACT FROM AUTHOR]

Drawing on recent literature on regulatory constitutionalism, this article examines the EU regulatory state in comparative perspective, using the US regulatory state as contrast case. We find that whilst most observers were preoccupied with high-level constitutional politics and the Treaty of Lisbon, a quiet constitutional change was under way in the EU, triggered by mundane procedural requirements concerning rulemaking. We compare change first by first explaining the factors behind the institutionalization of rulemaking requirements; and then by discussing the constitutional effects of regulatory change. The article reports that Organization for Economic Cooperation and Development (OECD) has yet again given air to the debate on measuring the performance of regulatory instruments and regulatory oversight institutions. It is mentioned that the debate on regulatory indicators and measures of regulatory reform is widely acknowledged.
