This paper identifies and characterizes current knowledge on climate change impacts, adaptation, and vulnerability for Canada's northern coastline, outlining key research gaps. Warming temperatures and increased precipitation have been documented across the northern coast, with the rate of sea ice decline ranging from 2.9% to 10.4% per decade. Storm intensity and frequency is increasing, and permafrost is warming across the region. Many of these changes are projected to accelerate in the future, with in excess of 8 °C warming in winter possible under a high-emission scenario by 2081-2100. Vulnerability to these changes differs by region and community, a function of geographic location, nature of climate change impacts, and human factors. Capacity to manage climate change is high in some sectors, such as subsistence harvesting, but is being undermined by long-term societal changes. In other sectors, such as infrastructure and transportation, limitations in climate risk management capacity result in continuing high vulnerabilities. There is evidence that adaptation is taking place in response to experienced and projected impacts, although readiness for adaptation is challenged by limited resources, institutional capacity, and a need for support for adaptation across levels of government. Priority areas for future research include ( i) expanding the sectoral and geographic focus of understanding on climate change impacts, adaptation, and vulnerability; ( ii) integrating climatic and socio-economic projections into vulnerability and adaptation assessments; ( iii) developing an evidence base on adaptation options; and ( iv) monitoring and evaluating the effectiveness of adaptation support. Cross-cutting themes for advancing climate change impacts, adaptation, and vulnerability research on the north coast more broadly include the need for greater emphasis on interdisciplinary approaches and cross-cultural collaborations, support for decision-orientated research, and focus on effective knowledge mobilization. This paper reviews annual government spending on Canadian agriculture that attempts to stabilize and enhance farm incomes. Over the past 5 years, 2/3 of the $3 billion spent on agriculture went into stabilization programs to support farm incomes. However, this level of support raises questions about the environmental consequences of enhanced agricultural production. Environmental impacts from agriculture are well known and addressed in US and EU policies. In contrast, Canadian government expenditures on environmental initiatives in agriculture, as a share of farm income, are more than 10 times smaller than those in the US and the EU. Nonetheless the evidence is that Canadian programs have modest impacts on production, but that chemical and fertilizer input use may be higher than in the absence of the program. One possible course of action is to introduce cross-compliance between program payments and environmental objectives. However, there are no requirements that Canadian producers receiving support comply with environmental standards. While cross-compliance could be considered in the Canadian context, policies that directly target specific environmental issues in agriculture may have greater impact. [ABSTRACT FROM AUTHOR]

This paper aims to be a cursory relative comparison between applications of custom-designed constructed wetland systems for specific water resources protection in Canada and northern China. Comparing constructed wetlands can be difficult and at times misleading; they are custom built to deal with specific target wastewater at specific locations and differ not only in physical shape and dimension, but in vegetation cover, hydraulic retention time, and pollutant loading rates. Treatment efficiencies defined by the Canadian and northern Chinese experience vary considerably. Experience in both countries shows that the majority of effluent values are generally better than those required by discharge standards in Canada and China. Examples provided from both countries demonstrated that plants can play a role in constructed wetland systems and make a difference in treatment efficiency. A review of the available case studies on cold weather treatment in both countries indicates that this technology is feasible in Canada and northern China, although further monitoring data are needed to optimize wetland design and ensure that the effluent quality standards are consistently met. Constructed wetland systems in both countries have an apparent advantage in construction costs, and the costs for treatment and operation and maintenance of these systems are much lower than those of conventional wastewater treatment plants. Land requirements for constructed wetlands present one of the factors most limiting their broader use, especially in China, where land resources are scarce and population density is high. Analyses of climate change and the forest sector have identified the importance of individual actors, institutions, and organizations within communities for effective adaption and climate mitigation. Yet, there remains little recognition of how the internal dynamics of these institutions and organizations are influenced by gender and other social considerations such as age and culture. Research from developing countries and cognate resource sectors suggests that these considerations are critical for enhancing local adaptive capacity. Despite extensive review of forestry research across North America and western Europe, we found almost no research that addresses how differential social capabilities within forest-based communities affect adaptation to climate change. In this paper, we document the potential that gender sensitivity might provide to conceptions and practical applications of adaptive capacity and identify four types of research opportunities to address this gap: ( i) developing disaggregated capitals frameworks; ( ii) creating inclusive models; ( iii) informing social planning; and ( iv) understanding gender mainstreaming. Research focused on these opportunities, among others, will provide more robust theoretical understanding of adaptive capacity and strategic interventions necessary for effective adaptation. This paper discusses local understanding of plants and habitats, based on the linguistic evidence [terms for plants and (or) habitats] gathered from ethnobotanical and ethnoecological field work conducted with several Dene Nations of the Canadian northwestern boreal forest and adjacent regions. Nations involved in the study include Gwich’in (Mackenzie Delta Region), Sahtú’otine’ (Great Bear Lake), Kaska Dena (southern Yukon), and Witsuwit’en (northwest British Columbia). Key plant-related habitats include meadow, “swamp”, forest, “willows”, and “brush”. The ethnobotanical classification of willows is explored in conjunction with the explanation of the Dene habitat concept. In local classifications, ‘willow’ is not co-extensive with the genus Salix, but includes a variety of medium to tall woody shrubs that lack either conspicuous flowers, ‘berries’, or thorns; these may include shrubby species of Salix, Alnus, Cornus, and Betula. Shoreline and alpine environments are also discussed as plant habitats. Dene use of alpine environments and resources is ancient, according to the results of recent alpine ice patch research in the Yukon region. The Human dimensions of habitat knowledge are presented. Indigenous concepts of plant taxa and of landscape associations or habitats may differ substantially from those of scientific botany and ecology, and are based in a holistic and interactive ethnoecology. This paper studies the state of companies that develop information technology (IT) for the construction industry in Canada. The study collects survey results and other data about these companies. It explores the number and nature of companies; their products and markets; and their opinions about IT trends, opportunities and barriers, and collaboration with government and university resources. The study concludes that a small construction IT industry exists in Canada, with some established successful companies and a number of younger ventures. These companies offer some products on par with the best construction IT in other countries, but they fall somewhat behind other countries in forming an advanced construction IT community of practice.
