With important implications for global climate change mitigation, the development of a cap-and-trade emission trading scheme (ETS) in China is embedded in distinctive political, economic, and institutional contexts and has been attracting increasing attention in recent years. To offer a clear perspective on current research progress, this paper systematically reviews the recent literature on China’s ETS from three main aspects: mechanism design, policy and regional linkages, as well as impact assessment. The current research consensuses are summarized based upon detailed literature analyses and commentaries, and together with observations of international experience and China’s actual condition, the paper provides policy proposals for the development of China’s national ETS during 2016–2020. Finally, several important controversies in the current literature are discussed with regard to the practical demands of China’s ETS development. Five pressing topics that need to be further studied in the coming years are highlighted, including cap setting, allowance allocation among sectors and enterprises, carbon pricing, policy package and unified carbon market construction, as well as ex-ante and ex-post impact assessments. Abstract: This paper reviewed the history of the evolution of low-carbon development strategies and the establishment of low-carbon targets in China, over the past 30 years. The climate policy development in China has been classified into four stages and the key strategies of the Chinese government adopted towards low-carbon development were analysed. The results showed the changing view of the government regarding the climate issue, was the underlying reason for the establishment of low-carbon development targets, whilst a low-carbon economy is now receiving increasing attention in the governance of China. This article is concerned with a comprehensive analysis of building energy efficiency policies in light of improvements in energy performance, living standards and climate change mitigation in China's built environment. In recent years, China has added about 1.7 billion square meters of new floor space in both urban and rural areas on an annual basis. In 2010, the total area of existing buildings in China was approximately 48.6 billion square meters, nearly twice the total of existing buildings areas in the European Union. How to improve energy efficiency in the soaring number of new buildings and accelerate the retrofit of the huge number of existing buildings are two daunting challenges currently facing China in terms of energy security and climate change mitigation at a global level. China has gradually altered the building energy efficiency policy portfolio, from a purely regulatory approach with a mandatory building code at the initial stage to voluntary green buildings initiatives. This paper is structured as a critical assessment of building energy efficiency policies for new and existing buildings. Both strengths and weaknesses of the implemented energy efficiency policies are detailed in each of the studied areas. It also discusses the dilemma of public games in green and sustainable buildings production in the context of Chinese economic development and societal transition. The analysis emphasises the importance of guaranteeing the consistency between policies in the current regulatory framework to maximise the effectiveness of energy efficiency policies in the built environment in China. For this, it is necessary to articulate building energy efficiency policies implementation and broader energy and climate policies. Renewable energy development is a major response to address the issues of climate change and energy security. The utilization of renewable resources, however, highly depends on the climate conditions, which may be impacted in the future due to global climate change. Based on literature analysis, this paper presents a general framework for renewable energy vulnerability assessment and applies grey cluster analysis method to demonstrate the features of vulnerability, and then employs the Simple Additive Weighting Approach to address the multiple-attribute decision problems of vulnerability assessment in China. The categorized results imply that the proposed index system is suitable for decision-making analysis and comparative analysis of renewable energy vulnerability to climate change in China. In terms of exposure part, the cluster results are complex and varied due to the unique combination of natural factors, social factors and the energy structure. In the sensitivity section, the results are presented on the distribution of areas rich in hydropower, wind power and solar energy potential. Moreover, the main results of this study are the higher renewable energy vulnerability of the poorer regions of China to climate change and the relative higher importance of adaptive capacity building in vulnerability management. Abstract: Renewable energy and energy efficiency (REEE) policies have far-reaching implications for energy security, climate change, economic competitiveness, pollution, and human livelihood. For these reasons, REEE has become a national priority for the Chinese government, particularly since 2005. This paper aims to critically review China's REEE policies in six sectors: electricity, industry, transportation, buildings, and local government. In addition to examining the progress China has made in the development and implementation of REEE policies, this review also identifies limitations and room for improvement. Abstract: This paper estimates the affordability of increased energy costs for Chinese companies due to the possible introduction of carbon pricing policies. The data were collected from 121 valid respondents in Taicang, China, using a multiple-bounded discrete choice (MBDC) format. Estimations indicate that a mean of 8.5% in energy cost increase would be acceptable for the surveyed companies on the whole. Companies from chemical and dyeing industries expressed a slightly higher affordability, with the mean of acceptable energy cost increase being 9.8% and 9.4% respectively. Econometric analysis identified two determinants of affordability for companies. One is the current energy price level, having a significant but negative relationship with affordability. The other is the energy management strategies of companies, significantly and positively associated with affordability. Calculations indicate that the mean of affordable energy cost increases for companies roughly equals a carbon price of 60 CNY/t-CO2 (about 9 USD/t-CO2). This result may be used as a referendum during the development of carbon tax policy and the establishment of a domestic carbon emissions trading scheme in China from the perspective of individual companies. Abstract: Since 1996 China became a net importer of crude oil, energy security has faced lots of supply risks and the issues of security on energy using have become more and more acute. The Chinese government has taken a series of policies and measures and enacted relevant laws to guarantee energy security and mitigate global climate change. What changes has energy security in China experienced in these years? What impacts has the implementation of energy security and climate protection policies brought to China’s energy security? This paper has established the evaluation indicators and model of the energy security index. The model evaluation results show that: (1) in 1996–2009, the index of China’s energy supply security presented an uptrend and then downtrend. For example, it presented a rapid uptrend in 1996–2001, a quick downtrend in 2002–2005, and a slow downtrend in 2006–2009. The energy supply security index in 2009 was kept basically the same as that in 1996. (2) In 1996–2009, the index of China’s energy using security presented a fluctuated uptrend. For example, it presented a fluctuating uptrend in 1996–2002, and dropped to a relative low level in 2003–2005, and then quickly rose in 2006–2009. (3) The policy of “China’s energy-saving and emission reduction” has slowed down the decreasing speed of the index of energy supply security and also conspicuously improved the index of energy using security, so that the composite index of China’s energy security presented an uptrend, then downtrend and finally uptrend. The policy of “China’s energy-saving and emission reduction” has been successfully conducted, proving that a win–win result can be achieved between climate change protection and China’s energy security. Abstract: Nowadays, one of the urgent issues regarding global climate change is to discuss the future of the second period of the Kyoto Protocol. However, the divergence of views and opinions among parties in the last Conference of the Parties of the United Nations Framework Convention on Climate Change, held in Durban in December 2011, is still large. One of the bones of contention is whether the emerging developing countries, like China, should make commitments and legally bind themselves to a Green House Gas (GHG) reduction target in near future. As the largest GHG emitting country, China and its energy and climate policies will play an important role in global climate change and will also significantly influence the other countries’ policies and the global climate negotiation. In this paper, we review the current differences among parties in the Durban Conference, and we analyze the recent situation, barriers, and future policies in China. Finally we highlight the impact and potential effect of Clean Development Mechanisms in avoiding China''s barriers regarding climate change. Results show that China is making a great effort to mitigate climate change by establishing and reforming its energy and climate policies in order to achieve a low-carbon development. Abstract: This paper identifies the main features of CO2 emission from fossil energy combustion in China. Then it estimates China''s future energy requirements and projects its CO2 emission from 2010 to 2020 based on the scenario analysis approach. China''s rate of carbon productivity growth is estimated to be 5.4% in the period 2005–2020, while the CO2 intensity of GDP will reduce by about 50% but CO2 emission in 2020 will still be about 40% higher than prevailing in 2005 because of rapid growth of GDP. This estimation is based on the assumption that China will implement a sustainable development strategy in consideration of climate change issues. The main objectives of the strategy are to implement an “energy conservation first” strategy, to develop renewable energy and advanced nuclear technology actively, to readjust the country''s economic structure, and to formulate and legislate laws and regulations, and to build institutions for energy conservation and development of renewable energy. It concludes that international measures to mitigate CO2 emission will limit world fossil fuel consumption. China is not placed to replicate the modernization model adopted by developed countries and has to coordinate economic development and carbon dioxide emission control while still in the process of industrialization and modernization. China has to evolve a low carbon industrialization model. This is the key to the success of sustainable development initiatives in China. [Copyright &y& Elsevier]

Biomass power is one of the most important renewable energy sources in China. In order to provide a reference for China's biomass power planning, this paper builds a power sector-planning model using the Long-range Energy Alternatives Planning System (LEAP). The results show that in the base scenario, the installed capacity of agricultural and forestry residues, municipal solid waste and biogas will increase to 22350 MW, 21150 MW, and 4900 MW, respectively by 2030. From the point of view of total volume, biomass supply is not a constraining factor for biomass power source. However, there are some social and economic factors that impede the development of the biomass power industry, some of which may not be addressed in the short term. Therefore, the development of the biomass power industry in China is a long-term process. Some policy suggestions were proposed, including reasonable planning and more subsidies for biomass supply value chain. • An optimal power-planning model focused on bio-energy in China was developed. • Agricultural and forestry power, waste power and biogas power were all analyzed. • Social and economic factors that impede biomass power were investigated.
