With important implications for global climate change mitigation, the development of a cap-and-trade emission trading scheme (ETS) in China is embedded in distinctive political, economic, and institutional contexts and has been attracting increasing attention in recent years. To offer a clear perspective on current research progress, this paper systematically reviews the recent literature on China’s ETS from three main aspects: mechanism design, policy and regional linkages, as well as impact assessment. The current research consensuses are summarized based upon detailed literature analyses and commentaries, and together with observations of international experience and China’s actual condition, the paper provides policy proposals for the development of China’s national ETS during 2016–2020. Finally, several important controversies in the current literature are discussed with regard to the practical demands of China’s ETS development. Five pressing topics that need to be further studied in the coming years are highlighted, including cap setting, allowance allocation among sectors and enterprises, carbon pricing, policy package and unified carbon market construction, as well as ex-ante and ex-post impact assessments. Abstract With the increase in energy consumption in China, the influential factors and contributions to such increase have received more attention. In this paper, the decomposition of energy consumption and energy intensity in China from 1995 to 2015 was conducted by using a complete decomposition model. This study focuses on regional difference, which is not in line with the existing studies. The decomposition results indicate that the economic growth has a significant driving effect on the energy consumption, while the energy intensity effect reduces the growth of the total energy consumption. The structural effect plays a negative role but has less effect on the growth of the energy consumption. The contribution rate on the growth of the energy consumption in the eastern region gradually decreases. However, in the western region it grows fast and even exceeds that of the eastern region to become the highest energy consumption area in China in 2010–2015. The energy intensity declines substantially in China. It is mainly due to the improvement of regional energy efficiency and negligible contribution from the structural effect. In conclusion, the energy consumption and energy intensity in China follow different forms in different regions. Therefore, the application of differentiated regional energy policies is preferable over a single national energy policy. Abstract A full understand of the influential mechanism concerning electricity consumption has a crucial political reference significance for the implementation of energy conservation and consumption reduction policies. To solve the lack of correlation between the empirical results of the research regions in present researches, this paper takes China's electricity consumption from 1995 to 2016 as the research subject, uses Multi-period ST-LMDI model by setting a unified reference province as a benchmark for different regions in China to completely decompose the changes in China's electricity consumption, and further analyzes the influence mechanism of China's electricity consumption changes by combining the characteristics of the departments and regions. As the result, it's found that the economic growth has a strong impetus for power consumption while the technological progress can effectively curb it. Meanwhile, results of studying electricity consumption from the perspective of industry and region show that the economic structure and consumption intensity have obviously different influences in the eastern, central and western regions. So when it comes to formulate the policy for electricity development and reform, the characteristics of industrial structure as well as the regional differences must be taken into consideration. As the conventional energy resources are limited and environmental problems are becoming increasingly prominent, new energy resources, being environmental friendly and renewable, are paid more and more attention by all the countries. At present, the development and utilization of new energy resources in China has made progress. However, due to the factors such as the international energy competition situation, China׳s productivity level and its development phase, and the lagging of related system and mechanism reforms, China׳s new energy has been faced with constraints in the aspects of the system, efficiency, supply, region and technology. If related reforms were not implemented, the development of new energy in China would be severely hindered for a long period of time in the future. In view of this, this paper reviewed the development status of China׳s new energy industry, and analyzed five aspects of constraints. Moreover, a discussion was carried out from four aspects of the system, consumption, production, technology reforms in order to break the corresponding constraints. Finally the future development planning of new energy was presented. All in all, the deep investigation into China׳s new energy development status, constraints, reforms and planning in this paper is aimed at promoting the reform of new energy resources production and utilization modes, improving the policy system continuously, addressing the deep-rooted institutional contradictions of the new energy industry, and providing the reference and advice for the transformation of China׳s energy structure. China has surpassed the United States to be the world's largest energy consumer, but a lot of energy was used to produce products for exporting to other countries. Presently, China faces a great challenge in energy security and environmental protection. This paper focuses on the energy embodied in China's foreign trade with a multi-regional input–output approach. Three versions of the GTAP (Global Trade Analysis Project) database were used to capture the trend and distribution of the embodied energy flows for China during 2001–2007. The results indicate that the energy embodied in the global trade is increasing rapidly, growing faster than the total direct energy exported in the same period. China is shown as an energy exporter in terms of embodied energy, and the embodied energy trade surplus increased from 156 million tons of oil equivalents (Mtoe) in 2001 to 514 Mtoe in 2007, with a proportion of domestic energy consumption increased from 14% to 23%. This paper also studies the effects of the energy-intensive industry restrictive export policy of China, and we find that this policy could reduce the national energy consumption and promote industrial structure upgrades effectively. However, the expansion of energy-intensive industries in other countries may reduce China's efforts for global energy saving and global warming alleviation. China faced the greatest challenge in balancing its economic growth, energy and resource security as well as environmental pollution. The energy-intensive industries, which used to be the major force driving China׳s economic growth, had seriously exhausted the countries׳ natural resources and energy, and at the same time polluted the environment because of the severe surplus of low-efficiency production capacities. As a result, the Chinese government had initiated multiple economic and administrative policies to eliminate these low-efficiency production capacities intended to improve the energy efficiency of energy-intensive industries. These policies are summarized in this paper, along with export tax rebating rate, resource tax, administrative audit and approvals, differential electric power pricing and shutting down the low-efficiency production capacities. The paper also evaluates the effects of these policies by analyzing several key indicators about the energy-intensive industries, including fixed asset investment growth rate, energy-intensity of industrial added-value, waste gas emission-intensity of industrial added-value. The VALDEX methodology is selected to examine the improving trends of energy-efficiency for energy-intensive industries. The analyzing results show that firstly the development of low-efficiency capacities tends to be more sensitive to the policies, so the policies that China had enacted really exert very important effects on improving the energy-efficiency of energy-intensive industries. However, the effects of economic policies seem more faster and obvious than the fiscal policies. Besides, the results also show that polices which are designed to reserve energy may not necessarily exert the same effects on reducing emissions. There is still large room for improving the energy efficiency of energy-intensive industries, substantial improvement still needs to be done for current policies’ system. The objective of this study is to trace and quantify the sources of rebound effect for different energy sources in China. This paper decomposes the economy-wide rebound effect into 135 production sector-level rebound effects and five final demand components. The sector-level rebound is further decomposed into output effect and substitution effect. A two-stage decomposition method and a static computable general equilibrium model are developed to achieve this. Five types of energy-specific efficiency improvements are introduced, respectively, in all the production sectors. Results show that improving efficiency of using coal leads to the smallest macro-level rebound. For rebound decomposition, four findings are generalized. First, final consumption shows larger impact on the rebound of secondary energy sources than on primary energy sources. Second, production sectors that are big user of the efficiency-exposed energy source are expected to be key rebound contributor. Third, energy-producing sectors make negative rebound contribution. There is a significant difference in the performance of waste cooking oil-to-energy companies in China. Most biofuel companies face a loss while a few others have high recovery rates and strong profitability. To shed light on this phenomenon and to aide in formulating policy, this paper constructs a framework from the two dimensions of X-Y and investigates the impact of government intervention on biofuel companies' performance by taking two companies located in the kitchen waste-to-resource pilot cities of Changzhou and Suzhou. Results indicate that: (1) the basic policy instruments of information disclosed and fee and penalty mechanisms in Changzhou are inferior to those of Suzhou. On the other hand, capital investment and cooperation between stakeholders are better in Changzhou. As for the value chain dimension, the policies are similar in both cities. This means that companies involved in the recycling of waste cooking oil and biofuel production equally neglect research and development, preferential loan and product sales by government. (2) In terms of effectiveness, recycling rates and company profits for Changzhou Yueda Kate New Energy Co. Ltd. are far below those of Suzhou Clean Environmental Technology Co. Ltd. Whether the biofuel companies are authorized by government or not, fee and penalty mechanisms and information disclosure are the key determinants affecting performance of biofuel companies. (3) There is still some room to improve the performance of Suzhou Clean Environmental Technology Co. Ltd. Policies can focus on the following: strengthening R & D, which improves the technological supply and diffusion capability of biofuel companies; building the demand-typed policy frame and adjusting policy structure; improving the market structure of biofuel companies. Abstract: This paper reviewed the history of the evolution of low-carbon development strategies and the establishment of low-carbon targets in China, over the past 30 years. The climate policy development in China has been classified into four stages and the key strategies of the Chinese government adopted towards low-carbon development were analysed. The results showed the changing view of the government regarding the climate issue, was the underlying reason for the establishment of low-carbon development targets, whilst a low-carbon economy is now receiving increasing attention in the governance of China. Abstract: China''s PV industry has developed rapidly in recent years due to the dramatic demand from the world market. In contrast, until 2010 China''s domestic PV market has been very small due to lack of sufficient incentives in the country to promote domestic PV deployment. However, since early 2009 many incentives have been implemented in China. The paper makes an analysis on China''s solar PV incentive policies, particularly the national FIT scheme. Policy recommendations are made with regard to the promotion of the domestic solar PV market, including the construction of an effective national FIT scheme, the imposition of renewable portfolio system as well as the establishment of sound technical and administration standards for the grid-connection of PV systems. This paper links theoretical perspectives from energy efficiency economics with those observed from corporate environmental strategy to develop a framework for explaining energy efficiency strategies by firms in response to national policies and local regulations in China. The framework is refined through analytic generalization of 20 cases from four industries and four cities in Jiangsu Province, and reveals two strategies: 1) firms with moderate institutional pressure seek incremental competitiveness by adopting energy-saving technologies, which is reinforced by their informational, organizational, and financing capabilities, and facilitated by voluntary policies and industrial competition; 2) firms with survival risk or development constraints under regulation seek a position favored by local governments by replacing old plant and equipment with larger, more efficient ones and contributing to the local community. The Chinese case studies reveal a strong institutional impact on firms' choice of business strategies and particularly the positioning strategy. Abstract: Recently, energy production in China fell behind energy consumption. This poses important challenges for the rapidly growing Chinese economy. As a consequence, the causal relationship between energy consumption and GDP is an important empirical issue. This paper examines Granger causality between energy consumption and GDP in China using province-level data. The current paper extends the Granger causality analysis employed in previous studies by taking into account panel heterogeneity. Specifically, four different causal relationships are examined: homogeneous non-causality (HNC), homogeneous causality (HC), heterogeneous non-causality (HENC), and heterogeneous causality (HEC). HC and HNC hypotheses are rejected for causality in either direction, from GDP to energy or from energy to GDP, which implies that the panel made up of Chinese provinces is not homogeneous. Then, heterogeneous causality tests (HEC ad HENC) are conducted for each province. For the causality running from GDP to energy, 19 provinces exhibit HEC and 11 provinces exhibit HENC. For the causality running from energy to GDP, 14 provinces exhibit HEC and 16 provinces exhibit HENC. The results suggest that the Chinese government should incorporate a regional perspective while formulating and implementing energy policies. [Copyright &y& Elsevier]

In recent years, China has started to change its growth strategy to a more sustainable model in response to the limits-to-growth dilemma. Specifically, the national policy advocates to promote the use of green-manufacturing technologies through demonstration projects, and to incentivize Chinese manufacturers to adopt these green-technologies that are also encouraged by local governments. These green technologies can increase the economic gains of manufacturers by reducing costs on energy consumption and shift away from selling low-margin products. However, the local authorities often encounter obstacles when implementing policies for promoting these technologies among manufacturing firms. This paper explores the factors that affect the decision-making of user firms throughout the policy implementation process. Based on the econometric analysis of the survey for China's electric motors upgrading project in Guangdong Province, this study shows that three key factors are helpful in the local government's effort to implement the national project, i.e. manufacturers' awareness, the understanding of the energy-efficiency technology, and the long-term macroeconomic benefits. In addition, encouraging the participation of financial institutions is especially useful for local governments to convince small-and-medium sized firms. Abstract: Since 2005, there has been dramatic progress in China''s wind power industry. The annual growth rate of newly constructed capacity reached a miracle of 105% and the total installed capacity has increased from 1.27GW in 2005 to 44.73GW in 2010, which has exceeded the target of China''s energy long-term planning for 2020. During the 11th Five-Year-Plan (FYP), the Chinese government has issued a series of polices to promote and regulate the development of wind power industry, which is the underlying force driving its rapid development. This paper is a systematical review on the current status and policies of wind power industry in China. Firstly the current status including achievements and shortcomings is presented, and then the relevant polices and regulations released during the period of 11th FYP are reviewed. Meanwhile, the main approaches of the policies and regulations in promoting the development of wind power industry are discussed and the issues of the current policies are analyzed. Abstract: China''s total energy consumption, according to the official data, decreased impressively during 1997–1998 and increased sharply during 2003–2007, which in turn resulted in energy intensity fluctuation. Many literatures explained this “unusual phenomenon” from the perspectives of technical change, economic structure shifting and statistical data quality. They measured aggregate energy in thermal units by using linear summation approaches. In this paper, from the perspectives of heterogeneity and imperfect substitutability among diverse energy types, we further examine China''s aggregate energy consumption by using Divisia (Sato-Vartia) approach. The results show that China''s aggregate energy consumption and intensity fluctuated slightly less than values calculated by using conventional linear approaches, and the “unusual phenomenon” is partly explained. It also implies that China''s energy intensity changes in 2006–2007 are slightly more optimistic than those officially reported, and the official communiqué of provincial energy intensity reduction achievements are partly bias. Some provincial achievement are underestimated or overestimated on some provinces. Our empirical results are also helpful to further research, such as energy–economic modeling, energy price elasticity, and elasticity of substitution among capital–labor–energy–material (KLEM). Abstract: There are many kinds of methods to estimate the energy requirement or fuel consumption in the optimal design and minimize the life cost of a building. The bin method is one of the most popular ways to estimate the energy performance of a building, which is based on the hourly-based outdoor dry-bulb temperatures of all days in a whole year. There is lack of information about the bin weather data in China. In this paper, the ambient temperature bin data for 26 cities in China are generated. Based on the method used in this paper, the bin data can be calculated with the long-term daily weather record or TMY weather data, the deviation between them is acceptable. This work investigates different scenarios for electric vehicle (EV) deployment in China and explores the implications thereof with regard to energy portfolio, economics and the environment. Specifically, we investigate how to better deliver the value of EVs by improving designs in the power system and charging strategies, given expected developments by 2030 in both the power system and EV penetration levels. The impact of EV charging is quantified by applying an integrated transportation-power system model on a set of scenarios which represent uncertainties in charging strategies. We find that deploying EVs essentially shifts the use of gasoline to coal-fired power generation in China, thus leading to more coal consumption and CO 2 emissions of the power system. Economically, EVs outperform gasoline-powered vehicles in terms of average fueling costs. However, the impact of EVs in terms of CO 2 emissions at the national level largely depends on the charging strategy. Specifically, controlled charging results in more CO 2 emissions associated with EVs than uncontrolled charging, as it tends to feed EVs with electricity produced by cheap yet low-efficiency coal power plants located in regions where coal prices are low. Still, compared with uncontrolled charging, controlled charging shows absolute advantages in: (1) mitigating the peak load arising from EV charging; (2) facilitating RES generation; and (3) reducing generation costs and EV charging costs. Hence, in light of this trade-off of controlled charging with the goals of energy security, economic efficiency and reducing environmental impacts, policy interventions in the Chinese power system should opt for controlled charging strategies in order to best realize the benefits of EVs. Accordingly, this paper proposes that increasing the use of cleaner forms of electricity generation, such as RES power and gas power, and establishing energy efficiency and CO 2 emission regulations in power dispatch are critical for China. Lastly, this work illustrates what the optimized charging profiles from the power system perspective look like for different regions. As fossil fuels reserves deplete rapidly and the low-carbon economy develops expeditiously, especially in China, natural gas as a clean and alternative energy is underway to help meet increased energy needs and climate needs. Therefore, accurate forecasts of natural gas production and consumption have been a necessary task for policy making in the coming years. This paper presents a review of natural gas forecasting models. The multicycle Hubbert model is employed to forecast China’s annual nature gas production and to determine the peak production, the peak year and the future production trends based on several different URR scenarios. Moreover, a small-sample effective rolling GM(1,1) model is proposed for the first time to forecast exponential natural gas consumption with different lengths of data sets. Then, the grey relationship analysis is used to select the best consumption curve in correspond with different URR scenarios. The empirical result shows that the supply–demand gap will be larger and larger in the future, with a minimum gap of 22 bcm in 2011 and 225 bcm in 2050, with a maximum gap of 31 bcm in 2011 and 807 bcm in 2050, which indicates that the natural gas production in China cannot meet the rising consumption. Therefore, policy measures must be taken to ameliorate the situation, including expanding natural gas imports, increasing unconventional natural gas production, complementing the gap with other energy resources and combining energy saving with emission reduction. State Grid Corporation of China and China Southern Power Grid Corporation put forward the vision of Smart Grid in 2009. Then China launched the second round of distribution automation system (DAS) project. This paper summarizes the DAS in this round, including the project planning, current development and related technical standard. The coordinated actions of the central and the provincial governments are important in improving China's energy efficiency. This paper uses a three-dimensional decomposition model to measure the contribution of each province in improving the country's energy efficiency and a small-sample hybrid model to forecast this contribution. Empirical analysis draws the following conclusions which are useful for the central government to adjust its provincial energy-related policies. (a) There are two important areas for the Chinese government to improve its energy efficiency: adjusting the provincial economic structure and controlling the number of the small-scale private industrial enterprises; (b) Except for a few outliers, the energy efficiency growth rates of the northern provinces are higher than those of the southern provinces; provinces with high growth rates tend to converge geographically; (c) With regard to the energy sustainable development level, Beijing, Tianjin, Jiangxi, and Shaanxi are the best performers and Heilongjiang, Shanxi, Shanghai, and Guizhou are the worst performers; (d) By 2020, China's energy efficiency may reach 24.75 thousand yuan per ton of standard coal; as well as (e) Three development scenarios are designed to forecast China's energy consumption in 2012–2020. Under the condition of increasingly serious environmental pollution, rational energy policy plays an important role in the practical significance of energy conservation and emission reduction. This paper defines energy policies as the compilation of energy prices, taxes and subsidy policies. Moreover, it establishes the optimisation model of China’s energy policy based on the dynamic computable general equilibrium model, which maximises the total social benefit, in order to explore the comprehensive influences of a carbon tax, the sales pricing mechanism and the renewable energy fund policy. The results show that when the change rates of gross domestic product and consumer price index are ±2%, ±5% and the renewable energy supply structure ratio is 7%, the more reasonable carbon tax ranges from 10 to 20 Yuan/ton, and the optimal coefficient pricing mechanism is more conducive to the objective of maximising the total social benefit. From the perspective of optimising the overall energy policies, if the upper limit of change rate in consumer price index is 2.2%, the existing renewable energy fund should be improved. In order to ease environment pressure and alleviate the scarce problem of energy, Chinese government has begun to exploit and develop shale gas (SG) since 2009. However, the formation of competitive market is bristled with difficulties, due to its infancy, imperfect and lack of standardization. This paper firstly analyzes the status quo of technology, policy, cost, and competition of SG industry in China. Then a system dynamics (SD) model is built to show various trends of Chinese SG industry under different scenarios, which shows that technology, policy and cost all have effects on competitiveness. At last, the simulations reveal that the number of competitors in Chinese SG industry will arrive at its peak from 2019 to 2020. The corresponding recommendations have been presented: Chinese government should pay more attention on the perfection of laws and regulations of SG industry. This paper studies the impact of China’s new energy policies on expected changes and volatility in new energy stock prices. Considering different kinds of policies (energy legislation, binding targets for new energies, economic incentives and technological research and development) and several new energy indexes (China’s new energy sector and the solar, wind, nuclear and lithium battery subsectors), we used a regression model with a GARCH specification and dummy variables to differentiate policy pre- and post-announcement effects on expected returns and volatility. Our evidence indicates that pre- and post-announcement energy legislation policies dampened price volatility in all subsector indexes and that economic incentives had a positive policy announcement effect on all subsector index prices. Other new energy policies had no significant impact on either the mean or the volatility of the new energy assets. The potential implications for policy makers and investors are discussed. Electricity is an indispensable energy source for modern social and economic development. However, large-scale blackouts can cause incalculable loss to society. In 2012, three major Indian power grids collapsed, resulting in the interruption of the electricity supply to over 600 million people. To avoid an event like that, China needs to forecast the power generation and consumption of eight power grids effectively. This paper first analyzes the characteristics of eight power grids and then proposes a combined model based on three improved grey models optimized by a differential evolution algorithm to predict electricity production and consumption of each power grid. The optimized combined forecasting model provides a better prediction than other models, and it is also the most workable and satisfactory model. Experiment results show electricity production and consumption would increase. In consideration of the real situation and existing problems, some suggestions are proposed. The government could decrease thermal power and exploit renewable energy power, like hydroelectric power, wind power and solar power, to ensure the safe and reliable operation of China's major power grids and protect environment. The purpose of the research is to study consumers' attitudes towards biodiesel implementation in China. In the paper, authors analyzed the future trends of diesel demand and revealed the prospects of biodiesel in China. And a comprehensive survey has been conducted for 226 private diesel vehicle owners (drivers) in Beijing. The questionnaire survey method is used to collect information, including respondents' viewpoints on fuels selection, biodiesel quality, biodiesel price and related policies. Furthermore, authors applied Structured Equation Modeling (SEM) to analyze the collected data. The results indicate that the most important factor affecting consumers' selection of biodiesel is price. Other significant factors are policy, government incentives and biodiesel quality. Besides, the results also showed that policy and government incentives could affect the price and quality of biodiesel. These results give rise to serious consideration about consumers' preference for and awareness of biodiesel. The research findings will help government and corporations to understand the consumer's energy consumption behaviors and improve the further implementation for biodiesel in Beijing. Abstract: It is highly significant for China to improve its development of wind power. In order to promote the sustainable development, a more comprehensive evaluation of factors affecting the effectiveness of investment in the industry wind power is required to be conducted to formulate a relatively stable policy supporting mechanism for the development of wind power. Based on the green accounting framework, this paper evaluates a typical wind power project from economic, environment and energy alternative respects comprehensively. We simulate the main factors influencing cost and benefit of the wind power investment with the Monte Carlo method. Abstract: Solar photovoltaic (PV) power is a new and green energy source. China has significant opportunities for solar energy utilization with its huge solar resource. The solar PV power in China has developed for 50 years, and experienced a rapid progress in the last 10 years. To address the needs of the fast growth of the PV power industry in China, it is critical to identify, analyze and understand the growth path and the characteristics of the industry. This paper summarizes the status of the solar energy resources and the development of the solar PV power industry in China, and puts forward the main factors that impacted the development of the industry. A study refers to the selected five main factors the factors are: technology research and development, industrial plans, laws and regulations, electricity price policies, and projects incentive policies. A multifaceted approach including literature survey, statistical data investigation, law review, and regulation and policy study are adopted to investigate these factors. Analysis of the typical events, the growth process and the characteristics of the five factors, allows the establishment of growth route models. The results can be a useful reference for the development of solar PV power industry in China and other countries. [Copyright &y& Elsevier]

Abstract: The release of the Twelfth Five-Year Guideline for National Economic and Social Development in March 2011 marked the beginning of China’s Twelfth Five-Year Plan (12th FYP) period (2011–2015). Energy conservation continues to be a national priority. Since the release, new energy conservation policies and programs have been announced by many central ministries in accordance with the 12th FYP. Is this the beginning of a new paradigm or merely a continuation of the 11th FYP model? This paper describes and analyzes key changes in energy conservation since 2011, including a more conservative national energy conservation target, a more logical way of breaking down the target, new sectoral targets, the introduction of new programs, and the expansion of existing programs. However, one key problem of the 11th FYP period remains unresolved, namely the inability to shift the economy away from heavy industry. [Copyright &y& Elsevier]

Abstract: This paper estimates the affordability of increased energy costs for Chinese companies due to the possible introduction of carbon pricing policies. The data were collected from 121 valid respondents in Taicang, China, using a multiple-bounded discrete choice (MBDC) format. Estimations indicate that a mean of 8.5% in energy cost increase would be acceptable for the surveyed companies on the whole. Companies from chemical and dyeing industries expressed a slightly higher affordability, with the mean of acceptable energy cost increase being 9.8% and 9.4% respectively. Econometric analysis identified two determinants of affordability for companies. One is the current energy price level, having a significant but negative relationship with affordability. The other is the energy management strategies of companies, significantly and positively associated with affordability. Calculations indicate that the mean of affordable energy cost increases for companies roughly equals a carbon price of 60 CNY/t-CO2 (about 9 USD/t-CO2). This result may be used as a referendum during the development of carbon tax policy and the establishment of a domestic carbon emissions trading scheme in China from the perspective of individual companies. Abstract: The residential sector is the second largest consumer in China with great room for energy consumption growth, as well as the related carbon emissions. Thus, how to reduce the growth rate of carbon emissions is crucial for realizing the target of energy conservation and emission mitigation in the residential sector. Based on a bottom-up framework with survey data and official statistics, this paper examines the changes of aggregate residential carbon intensity, and analyzes its driving factors from an end-use perspective over the period of 1996–2008. The Adaptive Weighting Divisia with rolling base year index specification is applied to identify the quantitative effects of driving components and their further decomposing results of end-use activities. Results show that, the residential aggregate carbon intensity has grown rapidly since 2002 in both urban and rural China. The changes in primary fuel mix for electricity and heat generation have an overall negative but insignificant effect on the residential aggregate carbon intensity, while the effect of final energy structure is positive with a rising tendency. The significant impact of changes in energy intensity shift from negative to positive over time, and contribute more to a decline than to an increase. The driving force arising from the residential end-use mode has the highest contribution to the increase of aggregate carbon intensity. Finally, some policy implications are proposed to effectively slow down the accelerated rate of the residential aggregate carbon intensity. Guiding households towards energy-saving behaviors is recommended as a wise and first policy choice. [Copyright &y& Elsevier]

Abstract: China has been the world''s most vibrant economy and its largest source of energy demand growth over the past two decades, accounting for more than one-quarter of net growth in global primary energy consumption from 1980 to 2005. To sustain economic growth and rising living standards, China needs effective policies that anticipate and shape the country''s future energy requirements. In this paper, we examine China''s national economic and energy accounts over the past decade for insights into changing energy use patterns and their relationship to economic structure. Our results indicate that incipient structural changes in the Chinese energy economy and sustained economic and energy demand growth in China will pose important, and different, challenges for policymakers. Abstract: Trends in China''s energy future will have considerable consequences for both China and the global environment. Though China''s carbon emissions are low on a per capita basis, China is already ranked the world''s second largest producer of carbon, behind only America. China''s buildings sector currently accounts for 23% of China''s total energy use and is projected to increase to one-third by 2010. Energy policy plays an important role in China''s sustainable development. The purpose of this study is to provide a broad overview of energy efficiency issues in the built environment in China. This paper, firstly briefly, reviews the key national policies related to the built environment and demonstrates the government''s environmental concern. Secondly, the authors introduce recent energy policies in the built environment. Energy efficiency and renewable energy in the built environment, which are the key issues of the national energy policy, have been reviewed.
