The formation of ice jams is sudden, and they will cause abnormal water level fluctuations in water diversion projects, affecting the water supply and even causing severe flood disasters. Based on the characteristics of the Middle Route of the South-to-North Water Diversion Project, this paper uses the numerical simulation method to establish an emergency intervention effect simulation model for ice jam events. The hydraulic response characteristics of the project under gate group scheduling and taking different emergency measures are analyzed with the water level deviation and stabilization time consumption of the pool as indicators. Moreover, this paper proposes an emergency intervention mode for ice jam events. The results show that using the gate group scheduling after ice jam events will cause a sharp rise in the upstream water level of the pool where the ice jams are located. Also, compared with other emergency measures, the electric heating ice melting measure has less influence on water level, and the de-icing effect is better. Finally, the emergency intervention mode can signifi- cantly reduce the maximum water level deviation and shorten the time required to stabilize the water level. [ABSTRACT FROM AUTHOR]

Municipal water withdrawal (MWW) information is of great significance for water supply planning, including water supply pipeline networks planning, optimization and management. Currently most MWW data are reported as spatially aggregated over large-area survey regions or even lack of data, which is unable to meet the growing demand for spatially detailed data in many applications. In this paper, six different models are constructed and evaluated in estimating global MWW using aggregated MWW data and gridded raster covariates. Among the models, the artificial neural network-based indirect model (NN M ) shows the best accuracy with higher R 2  and lower NMAE and NRMSE in different spatial scales. The estimates achieved from the NNM model are consistent with census and survey data, and outperforms the existing global gridded MWW dataset. At last, the NNM model is applied to mapping global gridded MWW for the year 2015 at 0.1 × 0.1° resolution. The proposed method can be applied to a wider aggregated output learning problem and the high-resolution global gridded MWW data can be used in hydrological models and water resources management.

The available literature on natural hazard risk analysis focused on the implementation of water safety plans (WSPs) is surprisingly quite poor, despite the significant increase in the number and severity of disasters and adverse effects on drinking water supply systems generated by natural hazards. At the same time, WSPs that conveniently account for natural hazards with a comprehensive approach 'from source to tap' are still scarce as they typically occur at larger spatial scales and adequate prevention, mitigation and adaptation require efficient inter-institutional collaborations. The aim of this paper is to highlight the main bottlenecks for water utilities to include natural hazards in the development of their WSPs. The research adopted a stakeholders-oriented approach, involving a considerable number of water utilities (168), water sectoral agencies (15) and institutions (68) across the Adriatic-Ionian Region through a stepwise process that generated joint SWOT analysis, the development of a decision support system (DSS) focused on WSPs procedures and tabletop exercises. The final outcomes generated strategic documents (REWAS - Adrion Road map for resilient water supply) that highlighted the necessity for efficient cross-sectoral and inter-institutional cooperation in the development of well-founded and robust WSPs to address natural hazard risk analysis for water supply systems (DWSS). To have an efficient water distribution network, optimal design alternatives need to be identified and analysed using combined hydraulic modelling and optimization. This paper reports on the application of the fast-messy genetic algorithm (fmGA) coupled with hydraulic modelling tool EPANET to assess and select an optimum design and operational alternative for a water distribution pipe network. The sole objective of the optimization modelling was to minimize network costs subject to hydraulic and design constraints. The fmGA was first tested using the benchmark case study of the Hanoi network and then applied to the real network of Maun, Botswana which is considered as the case study. We have compared our results of the fmGA model application with other optimization techniques applied to the Hanoi network. The findings of the test revealed that the fmGA is superior to other popular metaheuristic optimization methods in terms of processing speed with comparable accuracy and pressure constraints fulfilled for all nodes. It also provides the best solution. For the water distribution network of Maun, the best pipeline configuration and route were determined, in which Configuration B is found to be the best and least cost solution to improve the water supply situation in Maun. Access to freshwater resources has become more limited. Correspondingly, water monitoring methods in sensitive or critical areas interims of terrestrial water storage are becoming increasingly important. The monitoring of the water storage in this area, using appropriate methods and datasets, is highly effective in preventing possible future water crises. This paper aims to estimate terrestrial water storage of the Abbay River Basin with available data and tools where hydro climatological studies are scarce due to limited observation. The data obtained from Global Land Assimilation System (GLDAS), gravity recovery and climate experiment (GRACE), and TerraClimate were used for the analysis of terrestrial water storage in the river basin. The result shows that there was a varying trend of terrestrial water storage for the study time. We have observed water shortages during the dry season and surplus water during the wet season. The monitoring of changes in terrestrial water storage is crucial for optimal water resource utilization and our results confirm the major role of such monitoring in decisionmaking processes and management. The scarcity of drinking water has become a bitter reality in many countries. The gap between demand and supply of water has been increasing exponentially year by year. Deforestation, vigorous use of groundwater for agricultural practices, and pollution of our present water resources such as rivers, lakes, and wells are triggering the freshwater scarcity problem. Ninety percent of people in Uttarakhand depend on springs for their daily life activities. In such a case, the quality and quantity of spring water should be a prime topic to be focussed on. In the Kumaon region of Uttarakhand, spring water quality is good but there is an issue with its availability, especially in summer. This review paper details the studies that have been conducted on nutrient status, hardness, heavy metals, and the presence of microbiological diversity in spring water. It also uncovers information on some critical springs, geological settings of their aquifers, and the steps that have been adopted to rejuvenate the spring. Some other measures have been carried out by the government and local communities for springs' revival and their improvement in discharge rate, including the construction of percolation pits, contour trenches, check dams, and improvement of water resources. It has been observed among the analyzed sample that the Kumaon region is dominated by arsenic, cadmium, chromium, and lead, whereas aluminum, barium, cobalt, and manganese are more in the Garhwal region. Apart from springs, this review paper also reveals the physicochemical characteristics of the spring-fed rivers and lakes of the Kumaon region. [ABSTRACT FROM AUTHOR]

This paper presents updated water handpump functionality estimates for eight councils in the Mvila Division, southern region of Cameroon. The methodological approach was based on a technical inspection of 647 water points (181 boreholes and 466 wells) and semi-structured interviews with 500 stakeholders, including 103 water point committee members, 389 water users, and 8 water experts. According to the findings, one out of every three hand pumps is inoperable. Based on this rate, approximately 1.3 billion CFA francs (approximately 2 million US dollars) invested by the government, communities, and development partners are immobilized and do not generate any benefit for affected rural communities. This high level of handpump non-functionality is due to the low economic viability of water point management, the poor functionality of water point committees, and the poorly structured handpump maintenance chain. The pooling of water point management at the scale of the Mvila Division appears to be an avenue to be explored to improve the functionality of the handpump. Outdoor food markets represent important locations where foodborne illnesses and other infectious diseases can spread. Countries in Africa face particular challenges given the importance of these markets in food supply and low rates of access to safely managed water and sanitation. We undertook a scoping review of evidence related to disease transmission in food markets in sub-Saharan Africa, North Africa and identified 46 papers for data extraction and synthesis. Vendor behaviour or awareness was reported in the majority of papers and about half reported on market infrastructure. Fewer studies have been reported on regulatory environments or food contamination. Studies on water supply, sanitation and handwashing facilities focused on the presence of services and did not evaluate quality, thus conclusions cannot be drawn on service adequacy. Studies of vendor behaviour were primarily based on self-reporting and subject to bias. Most studies reported high levels of vendor awareness of the need for hygiene, but where observations were also conducted, these showed lower levels of behaviours in practice. Our findings suggest that there are limited studies on environmental hygiene in outdoor food markets and this is an area warranting further research, including into the quality of services and addressing methodological weaknesses. A clear understanding of the spatial and temporal distribution characteristics of water resources is essential for the optimal allocation and sustainable utilization of water resources. In this paper, the spatial and temporal distribution characteristics of water resources in Henan Province were studied based on GIS, combining the Mann-Kendall (M-K) nonparametric test and rescaled range (R/S) analysis. In addition, SPSS software was used to analyze the influence of climate and land use type on water resources. The results indicated that (1) the hot spots of water resources were concentrated in the southwest, while the low values were concentrated in the northeast, and the distribution of water resources decreased from southwest to northeast. (2) In the past 21 years, spatiotemporal mutations in the water resource sequence occurred between 2010 and 2014. The Z-values of the M-K trend test were all less than 0, the H-values of groundwater resources (GWRs) were mostly greater than 0.5, and the h-values of surface water resources (SWRs) and total water resources (TWRs) were less than 0.5, showing an overall declining trend. Quantifying water-related ecosystem services (WES) helps to secure limited and valuable water resources sustainably. Mainstreaming these ecosystem services into policy and decision-making requires accurate information at the local level. This paper aims to quantify provisioning and regulating freshwater ecosystem services potential in the Kangchenjunga Landscape using a hydro-ecological model. This study is the first to use the J2000 hydrological model to estimate annual and seasonal WES. The model output was validated against snow-cover and river discharge, after conducting a sensitivity analysis of the input parameter. High precipitation and low evapotranspiration resulted in rich water availability in the landscape. It was found that the precipitation amount in the landscape is highly seasonal, resulting in high variation in water availability. Snowfall, accounting for 4% of the total precipitation still plays an important role in regulating water resources. Nearly 100% of the discharge during the dry period originates from groundwater and melt runoff. This study highlights the importance of the presence of snow and glacier to sustain the ecosystem in the landscape. This paper presents a novel water supply system to distribute limited water resources with varying quantity. The system enables a controlled, planned and, thus, fair distribution of the water availability independently from the consumption patterns. The system input is transported by gravitation through a branched pipe system to decentralised storage tanks. Each storage tank is allocated to a supply unit which comprises several consumers and, possibly, distribution structures connecting the consumers and the tank. At every junction the water is divided by a distribution tank with several chambers that are separated by weir overflows. Water that is not consumed is redistributed in the system automatically. The concept, the components, planning criteria and system design as well as the system modelling are described within the paper. The application of the solution in a supply area located in northern Vietnam is outlined. The reasonable allocation of water resources runs through the main links of regional water resource planning and management, which is a complex decision-making issue, ensures the sustainable development and utilization of water resources, and makes a greater contribution to the sustainable development of social economy. In this paper, evolutionary game theory is applied to the allocation of watershed water resources in a river basin. Also, the analysis of the replication dynamics and evolutionary stability strategies of water resource allocation among water resource manufacturers was done. It was found that the evolutionary game among the water resource manufacturers has only an evolutionary stability strategy. Considering the evolutionary game between water resource managers and water resource manufacturers, the evolutionary stability strategy is analyzed. This study suggests that there are two evolutionary stability strategies (N: normal water intake, H: high level of regulation) and (E: excess water intake, L: low level of regulation) between the water resource manufacturers and the administrative water resource regulators, where the strategy (N: normal water intake, H: high level of regulation) is the expected direction. The evolution factors of the strategy (N: normal water intake, H: high level of regulation) were analyzed. Furthermore, it also suggested that an effective reward and punishment mechanism will help to draw up excessive water, dismantle the conflicts between the water resource manufacturers and the administrative water resource regulators, and increase the benefits of both sides. The effectiveness of an emergency water supply using private wells has been asserted theoretically but not evaluated in detail. This paper aims to consider the effectiveness and shortcomings of emergency water supply based on local wells and to support policy formulation regarding groundwater usage in the event of a disaster. In Kamisu City, Ibaraki Prefecture, Japan, not only public-operated formal water supply points using water trucks but also informal water supply points using private wells were open to address water outages following the Great East Japan Earthquake of 2011. This study clarified the pattern of appearance and spatial distribution of those points by combining information from local newspapers, Internet archives, and an original questionnaire survey. In addition, the function of informal water supply points was quantitatively evaluated using GIS by comparing cases with and without informal water supply points. Analysis revealed that informal water supply points expanded the size of the serviced population within a 500-m radius of the water supply points by 47%, compared with cases when only formal water supply points were available. However, well water was not necessarily suitable for drinking owing to quality issues. As a policy lesson, the importance of sharing well information is indicated. This paper studies the differences and determinants of handwashing practices in India and identifies sections of the population with poor handwashing practices who are relatively more vulnerable during the COVID-19 pandemic. We have used the data from the recent National Sample Survey (NSS, 76th round) for India (2018). Bivariate and logistic regression analyses have been performed to predict the determinants of handwashing practices across states and socio-economic groups. Levels of education of the household head, Usual Monthly Per Capita Expenditure (UMPCE) of the household, access to water (other than drinking water) resources and sanitation facilities, and the availability of water with soap in and around latrines are major socio-economic and demographic factors that impact handwashing practices. Higher access to principal sources of water for drinking and other purposes, access to bathrooms and latrines with soap, and the availability of water in or around latrines increase the likelihood of handwashing among the people. Universal handwashing across different sections of the population will be effective to prevent further infection. The available data help us to identify the vulnerable sections of the population which are towards the lower end of the handwashing compliance spectrum. The world grapples with immediate crises like COVID-19, Russia's invasion of Ukraine, floods, droughts and wildfires. However, a longer-term crisis looms due to humanity's overstepping of planetary boundaries and its disruptive consequences. Growing awareness of the potential collapse of societies due to planetary boundary violations has prompted increased attention in the scientific literature. In the water sector, where infrastructure built today might persist during a future collapse, we must therefore ask ourselves how a (basic) level of water supply can be maintained in a collapsing society. This paper explores this question and proposes research directions to address it in the short to medium term. Despite the seeming remoteness of a societal collapse scenario, it is imperative to incorporate it urgently into water infrastructure research and planning. HIGHLIGHTS Environmentally induced societal collapse is an ignored risk for the water sector.; Research into potential consequences and strategies for deep adaptation are needed.; A four-stranded approach for this research is proposed, mirroring a prior one for research on worst-case climate change and systemic risks.;

Water from underground intakes is the main source of potable water for people in Poland, hence the protection of its resources is of great importance for the functioning of society and the economy. A new regulation in Polish Water Law imposes the obligation of performing risk analysis for water intakes, including the assessment of health hazards, factors negatively affecting water quality which are identified on the basis of hydrogeological and geological analyses. The main objective of the study was to determine the health risk for chlorides and to present an innovative approach to the health risk for non-toxic substances. In Upper Silesia, which is the most industrialized and urbanized area in Poland, old mining shafts are often used as deep wells in the water supply chain, and higher mineralization is the key feature of abstracted water which does not quite eliminate them as a source of drinking water supply. This paper proposes a new method of health risk determination as hazard index (HI). We present analysis of the health risks with increased concentration of chlorides in water which cause health effects for water consumers, especially for men, children aged 4-8, pregnant women and women during lactation. Under changing environment, the feasibility and potential impact of an inter-basin water transfer project can be evaluated by employing the coincidence probability of runoff in water sources area (WSA), water receiving area (WRA), and the downstream impacted area (DIA). Using the Han River to Wei River Water Transfer Project (HWWTP) in China as an example, this paper computed the coincidence probability and conditional probability of runoff in WSA, WRA and DIA with the copulabased multivariate joint distribution and quantified their acceptable and unfavorable encounter probabilities for evaluating the water supply risk of the water transfer project and exploring its potential impact on DIA. Results demonstrated that the most adverse encounter probability (dry-dry- dry) was 26.09%, illustrating that this adverse situation could appear about every 4 years. The acceptable and unfavorable probabilities in all encounters were 44.83 and 55.17%, respectively, that is the unfavorable situation would be dominant, implying flood and drought risk management should be paid greater attention in project operation. The conditional coincidence probability (dry WRA & dry DIA if dry WSA) was close to 70%, indicating a requirement for an emergency plan and management to deal with potential drought risk. The 2013-2015 drought in the Metropolitan Region of São Paulo exposed the lack of resilience of the regional water supply system, highly dependent on the Cantareira reservoirs. In this paper, inflows to each of the four main Cantareira reservoirs are tested for systematic change. Persistent trends in streamflow, rainfall, temperature and evapotranspiration are first evaluated. Streamflow was also tested for step change. Double-mass curves were employed to assess modification in the precipitation-runoff relationship. Subsequently, we used the climate elasticity method and the ABCD model to quantify the relative contribution of climate and human activities into the detected trends. Only Cachoeira and Atibainha sub-basins showed a significant downward trend in streamflow. The results for step change were also significant, and the year of occurrence coincided with breakpoints in precipitation-runoff relationship. For both Cachoeira and Atibainha, human activities had a more significant impact on streamflow reduction than climate variability. Land use and cover maps suggest that the reduction of pasture/abandoned land parallel to an increase in reforestation/silviculture is behind streamflow reduction. The results highlight the importance of coordinating land-use patterns and water management, as an important contributor beyond any considerations of a changing climate. Water supply is a crucial concern for planners across all countries, especially in rural communities. This paper proposes a multidimensional approach to examining the effective criteria for water supply projects in rural areas of Iran. The study compares alternative methods of project implementation and employs three multi-criteria decision-making (MCDM) methods: analytical hierarchy process (AHP), Fuzzy-AHP, and technique for order preference by similarity to ideal solution (TOPSIS) to prioritize criteria, sub-criteria, and alternatives. The results indicate that, among the five options analyzed, diverting water from the river and constructing temporary storage dams are the highest priorities, while pipeline branching to the nearby city or village is given the lowest priority. The study reveals that environmental and economic criteria are more critical than social-security and technical-management criteria, while negative environmental impacts and the possibility of risk-taking by subversive agents are the most important among the 14 sub-criteria studied. Water supply and sanitation development in developing countries, specifically in Ethiopia, appear to be making substantial progress. Governments, international organizations, and other organizations are contributing to the development of water supply and sanitation systems. Water supply and sanitation challenges are linked to climate change effects and the quest for climate-resilient development. This paper evaluates the current challenges in water supply and sanitation development in developing countries and infrastructure resilience. The research is based on the data collected throughout the practical development task. Some of the findings were the climate change effect and temporary adaptation mechanisms, such as intermittent supply causing further pressure variation and water loss in the system. Resilient water supply and sanitation development require an integrated approach based on practical experiences, the latest technological development in water supply and sanitation system operation and management tools, and climate change adaptation. A seamless understanding of engineering, management, and technology is required for the development and management of water supply and sanitation systems. Dispersed skills may be available that were not effective at this time, which calls for a different approach to training provision and skill development as a package on design, management, and recent technological support. In pursuing their mandate of providing good and safe drinking water, water system operators and asset owners work continuously towards developing and maintaining the trust and confidence of their customers. The goal of developing and maintaining customer trust has led to an increased emphasis in the water sector to explicitly assess and manage risks. In this paper, we introduce Layers of Protection Analysis (LOPA) as an approach to assessing technical and organizational risk in the water industry. LOPA offers a robust, rational and defensible approach for assessing the adequacy of independent protection layers (IPLs), such as treatment units, standard operating procedures and incident response procedures, used to mitigate environmental and process risks in water supply systems. The strength of LOPA is not only its ability to facilitate a review of technical systems' reliability, but also its versatility to be used for the review of organizational resilience under trying conditions and the opportunity to learn from failure. As society develops, water resources management (WRM) should evolve in response to the changing public needs. This study examines the evolution of Japanese management mechanisms since modernization. Semi-structured interviews were conducted with decision makers and researchers, and government documents and academic papers were reviewed. We found that the country has developed legislation, financing investments, long-term plans, governance, and science and technology for WRM, and that the water sector contributed to modernization, reconstruction after World War II, and economic development. Japan has become more resilient to natural and biological disasters, more inclusive in providing equitable water services, and more sustainable in protecting the environment. However, issues of inflexible approaches, weak governance, and necessity of applying adaptation to climate and social changes were found. Water supply is one of the important functions provided to humans by the ecosystem. Water supply by the ecosystem leads to sustainable economic development, ecological restoration and food security for human societies. Therefore, the evaluation of the water supply capacity of the ecosystem and the analysis of its spatial distribution features play an important role in the implementation of the plan for the protection and exploitation of water resources. Evaluation of ecological economic balance is of great importance in sustainable ecosystem management. This paper was conducted to develop the ecological economic balance structure based on the water supply and land cover changes. Land use was considered in four time periods from 2000 to 2021 with seven-year intervals to evaluate the process of land cover change and water availability. The results showed that the southern and eastern regions addressed a negative trend in the ecological economic balance. These areas have been affected by population growth and urbanization. Pipe failure models can aid proactive management decisions and help target pipes in need of preventative repair or replacement. Yet, there are several uncertainties and challenges that arise when developing models, resulting in discord between failure predictions and those observed in the field. This paper aims to raise awareness of the main challenges, uncertainties, and potential advances discussed in key themes, supported by a series of semi-structured interviews undertaken with water professionals. The main discussion topics include data management, data limitations, pre-processing difficulties, model scalability and future opportunities and challenges. Improving data quality and quantity is key in improving pipe failure models. Technological advances in the collection of continuous real-time data from ubiquitous smart networks offer opportunities to improve data collection, whilst machine learning and data analytics methods offer a chance to improve future predictions. In some instances, technological approaches may provide better solutions to tackling short term proactive management. Yet, there remains an opportunity for pipe failure models to provide valuable insights for long-term rehabilitation and replacement planning. Numerical modeling is increasingly used as a tool for environmental assessment and planning, including for Drinking Water Source Protection in Ontario as outlined in the Government of Ontario's 2006 Clean Water Act. However, modeling procedures are often inadequate in the organizational context and tight budgets. It remains a challenge to adapt these procedures such that they are transparent and efficient for watershed practitioners. This paper reviews and analyzes the application of the event-based approach, as defined in the technical rules to the 'Clean Water Act'. Four limitations are then identified in a case study using the common procedure. Addressing these requires iterative model refinements, which likely result in cost overruns and undermine sound budget planning. An alternative method is then suggested, demonstrated and validated, which uses numerical modeling for creating a generic diagram. Such a generic diagram offers a transparent decision-making tool for planners, other non-technical employes and land owners. [ABSTRACT FROM AUTHOR]

Xi'an has a special historical position in ancient China, and it has made great achievements in water conservancy projects in all dynasties. The water network skeleton formed mainly by the ‘Eight Waters’ in the territory, along with the historical changes of Xi'an, has experienced the Lantian ape-man ‘living by the water’, the Western Zhou Fenghao ‘two capitals along the Fenghe River’, and the Qin Xianyang city ‘capital passed by Weihe river’. Developments and changes such as the ‘diversion of water to develop the capital’ in Chang'an in the Western Han Dynasty, the ‘capital be ringed by eight rivers’ in Chang'an in the Sui and Tang Dynasties, ‘reduced water’ from the end of the Tang Dynasty to the Qing Dynasty, and the ‘coordinated supply’ after the founding of the People's Republic of China. After sorting out the system, it is believed that the ‘Eight Waters’ in the territory are the original driving force for the flourishing Chang'an in history. From ancient times to the present, with the development of industry, there has been a trend that human settlements and rivers are farther away. Urban water supply has shifted from groundwater sources to surface water sources. This article investigates the evolution of water conservancy projects in Xi'an from the Paleolithic Age to the present, and studies the relationship between human production and life and water resources. The changing law and development trend of the water supply structure in Xi'an urban area in modern times are analyzed. We have summarized the enlightenment left to us by the practice of water conservancy projects for thousands of years. This paper provides references for the development and planning of water resources in similar cities. Water and sanitation services are critical for public health. The importance of these services is reflected in SDG 6 and the associated targets 6.1, 6.2 and 6.3. Much progress remains to be made to achieve these targets, but it is already becoming clear that greater ambition is needed. This paper looks at three global challenges: the need to increase the level of service to protect public health including infectious respiratory diseases; the role of sanitation in combatting anti-microbial resistance (AMR); and the urgent need to build more climate-resilient services. We need to upgrade the SDG targets to focus on universal access to piped water on premises, to incorporate action on AMR in definitions of safe sanitation and to embed actions to improve resilience, which take into account the greater ambition called for in the SDG 6 targets. This requires a shift in thinking in the sector, away from relying on households and communities to manage their services to properly funded, professional services staffed by trained technical, managerial and finance staff. This will require more public finance and better use of financial instruments that have proved effective in other sectors. Increasing our ambition will mean the world can achieve the aim of universal access to safe, sustainable, and resilient services and protect public health. HIGHLIGHTS Protecting public health requires higher levels of water and sanitation service.; Tackling anti-microbial resistance should become a key element of safe sanitation.; Climate change poses challenges for water and sanitation, investing in resilience is critical.; Greater professionalisation is needed to provide safe, sustainable and resilient services.; More and better use of public finance is needed for services.;

The drinking water supply is a core element of national regulations for normal and emergency supply as well as coping with crisis events. Particularly with regard to the interdependence of critical infrastructures means that water supply failures can have far-reaching consequences and endanger the safety of a society, e.g., by impairing hospital operations. In case of an emergency in the drinking water infrastructure, minimum supply standards, e.g., for patients in hospitals, become important for emergency management during crisis situations. However, wider recognition of this issue is still lacking, particularly in countries facing comparably minor water supply disruptions. Several international agencies provide guideline values for minimum water supply standards for hospitals in case of a disaster. Acknowledging these minimum standards were developed for humanitarian assistance or civil protection, it remains to be analyzed whether these standards apply to disaster management in countries with high water and healthcare supply standards. Based on a literature review of scientific publications and humanitarian guidelines, as well as policies from selected countries, current processes, contents, and shortcomings of emergency water supply planning are assessed. To close the identified gaps, this paper indicates potential improvements for emergency water supply planning in general as well as for supply of hospitals and identifies future fields of research. In many emerging and developing countries hybrid systems, not completely public nor private, have become a regrettable unstandardized ‘standard’ for water and sanitation service (WSS) provisions. These spotted zebras deserve the attention of both the scientific community and policymakers being ambiguous solutions. On the one hand, the hybrid systems allow broadening the access to the water supply service in face of the challenge to manage, maintain and adapt large infrastructures in a time of increasing climate change impacts, water-supply demand and drinking water scarcity. On the other hand, by embodying informal artefacts and unregulated behaviours to use natural resources, the hybrid systems enhance the vulnerability and precariousness of the population that is normally not reached by the formal public infrastructure. The paper presents findings of research conducted in Queimados, in the Rio de Janeiro Metropolitan Area. Our study suggests that grassroots solutions, albeit being an opportunity when integrated, represent a threat when standing alone, and it is critical to further discuss ways to promote such integration within a structured institutional public framework. Conclusions stress the need to rethink the grassroots engagement within socio-technical transition emphasizing the nexus between political culture, civic education and infrastructural solutions. Public-private partnerships (PPPs) are promoted as a practical option for developing countries to meet their water sector infrastructure gaps. Despite their appeal, PPP projects have been described as complex and challenging, and the water sector PPPs are particularly associated with high failure rates. Risk analysis and evaluations have been identified as critical to the success of PPPs. In this paper, we examine an on-going PPP arrangement for piped water supply in the Asutifi North District of Ghana under a Build, Operate, and Transfer arrangement. Safe Water Network will provide the supply systems and transfer ownership to the District Authority at the end of the contract. We reviewed key project documents to ascertain the measures that would minimize the likelihood of risk occurring during the project cycle. Of 11 risk factors, 7 were anticipated in the project documents. We recommend that project documents be reviewed and amended to address the unanticipated risks.
