Marine economy has become an important part of China's national economy, but it is facing many constraints and disturbances from within and outside the region. Marine economy resilience can reflect to what extent the region will overcome these problems and achieve sustainable development. Nevertheless, evaluating marine economy resilience is a difficult task requiring considerable effort that is missing in the literature. This paper constructed the evaluation index system from the four dimensions of resistance, recovery, reorganization, and renewal and comprehensively used the analytic hierarchy process and entropy method to make a quantitative assessment of marine economy resilience in 11 coastal regions of China. Based on this, the paper then explored the spatial and temporal evolution of regional marine economy resilience. The evaluation results reveal that the overall level of China's marine economy resilience from 2006 to 2016 shows a fluctuating and rising trend. The resistance ability is generally in an upward fluctuating trend, the recovery ability fluctuates little but has no significant improvement, the reorganization ability also shows a fluctuating and rising trend, and the renewal ability has the largest increase in the four dimensions. This paper puts forward three suggestions for the coastal province governments to improve regional marine economy resilience in terms of technological innovation, green development, and coordinated opening up. Marine resource endowment is a significant supporting factor for the sustainable development of the marine economy. It primarily reflects the sustainable development level of the marine economy in a particular area. Based on literature analysis and expert consultation, this paper establishes an index system of potential evaluation of marine resource endowment for the sustainable development of China's marine economy, where the Analytic Hierarchy Process is used to determine the weight of each index within the system, thus securing the distribution of each index. This paper also evaluates the development potential with 11 coastal provinces (municipalities) being empirical research objects using a fuzzy comprehensive evaluation method. The result is that the support potential of the resource endowments of marine minerals, marine space, marine tourism, and marine life (aquatic products) for the sustainable development of China's marine economy has been declining gradually. This method applies geological knowledge to seismic interpretation, which enables interpreters to quickly obtain various information from three-dimensional data bodies of different properties, for local structures and fracture systems. Systematic research and mapping of sand bodies and sedimentary facies belts. The application results show that the full three-dimensional interpretation technology has the characteristics of high interpretation precision, fast speed, clear structure details and objective interpretation results. This paper analyzes the exploration verification rate of this technology by 86%. The existing enterprise performance evaluations often ignore the non-financial performance factors such as society and environment, and has not yet formed a set of evaluation indicator system that reflects the coordinated development of enterprise performance and society and ecology. This paper establishes the enterprise performance evaluation system based on three dimensions, i.e. finance, society and ecology, from the new perspective of environmental value chain. Afterwards, performances of three ocean shipping enterprises, are evaluated by building the overall, static, dynamic and comprehensive scoring models. The results show that the improvement of comprehensive enterprise performance should take into account the balance between the three dimensions, as well as the timely adjustment of strategic planning based on the current strengths and weaknesses of enterprises, in order to achieve an all-win situation among the enterprises, society and ecology. The sustainable smart ports can effectively promote the interconnection of important nodes among the Maritime Silk Road, effectively prevent Maritime risks and reduce the pollution of coastal ecological environment. However, few studies have discussed smart port from a sustainable perspective, while lack a systematic integration framework to guide the development of sustainable smart ports. This paper draws on the triple bottom line theory and creatively proposes three new dimensions of smart society, smart economy and smart environment, then attempts to use the combination of fuzzy set theory, DEMATEL, and ISM to evaluate the causal relationship between attributes and explore the interrelationship between levels so that a multilevel hierarchical structure model is established. The research results show that policy support, integration, knowledge and skills are the most important factors in the sustainable smart ports which provide a theoretical guidance for building a sustainable coastal ecological environment. In the face of economic globalization and strained resources, the development of green economies is inevitable. The construction of green cities is an important aspect of green economic development and its connotations. Accelerating the construction of green cities is a growing trend. The construction of a green city is a complex integrated project and requires a comprehensive evaluation index system and a scientific evaluation model. In this study that fully implement the plan for promoting political, economic, social, cultural, and ecological progress. The analytic process and evaluation methods, including the frequency statistics method, theoretical analysis, and expert consultation, were used to construct the evaluation system and the green city multi-level fuzzy comprehensive evaluation model. In order to analyze the difference between the development and performance of export-oriented green innovation economy in coastal cities, this paper puts forward a correlation analysis model of green innovation economy development and performance under the coastal city export-oriented economic model based on Taylor index analysis and green innovation economy development effectiveness game. The Taier index mapping model is established to analyze the constraint index of the development of green innovation economy, and the financing constraint parameter model which affects the development of export-oriented green innovation in coastal cities is constructed. Taking the development efficiency and financing mode of green innovation economy as the explanatory variables, the development model of green innovation economy is constructed. The principal component game method is used to calculate the export-oriented green innovation development index of small and medium-sized coastal cities, to extract the index variables such as the growth rate of total assets, the operating profit margin and the physical property of enterprise assets for balanced game. By using the financial audit data and asset panel distribution data to analyze the Taylor index, the differences between the development and performance of the export-oriented green innovation economy in coastal cities can be quantitatively evaluated. The empirical analysis shows that the model has a good robustness in the development and performance evaluation of green innovation economy, and the effectiveness of decision-making on the development of export-oriented green innovation economy in coastal cities has been improved at different levels of significance. Charlotte (North Carolina), ISSN 0749-0208. Inbound tourism revenue is an important indicator to measure the level of tourism development of a country or region. Studying the economic differences in inbound tourism in China's coastal areas and their influencing factors can play an important role in balancing the economic disparities in China's coastal areas. The standard deviation (S), coefficient of variation (CV), and Theil index were used to quantitatively analyze the inbound tourism revenues of the three major marine economic circles, including 11 provinces (regions or municipalities) in China's coastal areas from 2010 to 2019. The results showed that the indices of the S and CV were relatively large. This means that disparities in coastal areas were obvious. Using the generalized least squares (GLS) method and the difference-in-differences (DID) method, it is found that the level of economic development, the degree of opening up, the construction of tourism facilities, and major events are the main factors contributing to the differences in inbound tourism in coastal areas of China. Zheng, Y., 2015. The static and dynamic evaluation on ocean environment performance for Chinese coastal cities. It is necessary to control pollution of the marine environment while improving coastal economy for sustainable developing. But it is difficult to evaluate ocean's changing because of its openness. So the ocean environment performance was proposed in this paper. Combined with data envelopment analysis and product efficiency theory, the static and dynamic methods for measuring the performance were first constructed. In order to analyze the actual situation of Chinese coastal cities and verify the effectiveness of the two methods, the static and dynamic ocean environment performance for Chinese 16 coastal cities were evaluated with these methods. By comparing the actual pollution in the sea area near these cities, the calculated results showed the index and the models designed in this paper can better reflect the effect of the economy to the coastal marine environment. The interviewees in this survey include full-time seafarers which are the main objectives. First of all, we found that the longer the voyage lasted, the more the crew had a deeper understanding of environmental pollution. With the improvement of income level, the evaluation standard for water quality of crew shed weight became higher. In this survey, the environmental performance of young seafarers is obviously low. In addition, the frequency of ship pollution in the transfer of pollutants and port docking is particularly prominent, which is rarely paid attention to in the past literature. Based On the findings of this paper, we believe that pollution prevention education, marine legal construction and multilevel supervision and on-site Law enforcement supervision are effective countermeasures to improve marine pollution prevention and control. Research shows that R&D investment has a significant role in promoting TFP, and there is a U-curve relationship between them. Further research shows that the promotion effect of R&D investment on TFP will vary according to the nature of property rights, the degree of financing constraints, and the level of marketization. First, the characteristics, structure, and construction procedures and methods of the evaluation index system of complex systems are studied. The construction methods and principles of the marine economic composite system evaluation index system were discussed, a systematic evaluation index system was established, and an emergy analysis and comprehensive evaluation DEA model for MEAS ocean development were proposed. The research is carried out through the application of examples. This paper finds that China's marine technology investment was valid for DEA in 2014, 2018, and 2019, and that it was non-DEA valid from 2015 to 2018. In this paper, ant colony algorithm is applied to the path planning of ocean survey. Considering the coverage of ant colony algorithm, the path planning of ocean survey is carried out, the competitive decision of ocean boundary is made, and the initial solution is created. In the path planning of ocean survey, the local search scope is limited to the K-nearest neighborhood of the network, only the most possible spatial neighborhood is searched, and the quality of the solution is improved iteratively. The performance of the algorithm is tested by using ocean survey path planning. The experimental results show that the proposed method can solve the competitive decision-making problem of 6 400 survey paths in 15 minutes. It's generally known that ocean stores abundant energy resources for the development and growth of human beings. Nowadays, the sustainable development of marine economy calls for precisely speculation of marine energy prices and efficiency. However, the traditional methods of measuring energy price and efficiency, for instance, the EROI (energy return on investment) model unable to define system boundaries and to calculate labor and physical costs, be it tidal energy or marine biomass energy. Thus, these methods may ignore as much as 50% of input energy consumption. Energy efficiency could be calculated by the ratio of average energy input cost to the average useable energy output cost while energy price could be measured by the ratio of the monetary input to the output. The principle above could be viewed as a check for energy return on investment as well as an elimination for a redundant process analysis. The results give us a chance to innovate traditional energy efficiency model by social and environmental factors which could be depicted through monetary terms. The paper presents a case study of the erosion process at Ponta Negra Beach, important touristic destination located 15 km south of the downtown area of the city of Natal, capital of the State of Rio Grande do Norte, Northeast Region of Brazil. Unplanned urbanization was followed by an attempt in late 1990's to improve the use of the beach front area. A 4 km long walkway was built along the beach on top of the foredunes, water supply and sewage pipes were buried into the landfill, and a seawall was built to contain the landfill. A slow unattended erosion process was initiated, until in 2012 the seawall and the walkway were severely damaged by waves. Possible causes are discussed and the adopted remedial solutions are presented. Crude oil is a major commodity transported through ports. Determining the optimal throughput level of crude oil terminals is crucial for efficient utilization of coastal resources and sustainable development of ports. This paper develops a simulation model for estimating the logistics costs associated with the unloading operations of oil tankers at a terminal using the simulation package Arena. The model parameters are estimated using real data collected from a major crude oil terminal in China. Simulation results unveil the optimal throughput level that minimizes the overall logistics cost per ton of crude oil unloaded for a given terminal. In addition, the simulation is modified to examine various combinations of infrastructure improvements: adding a berth, upgrading handling equipment, and dredging the navigation channel. With the economic globalization, TI has been paid attention. MSTSMEs has become the decisive factor for the comprehensive national strength competition. With the development of one belt, one road strategy, marine economy and marine technology innovation have become an important part in sustainable economic development. However, marine science and technology small and medium-sized enterprises (Hereinafter referred to as MSTSMEs) play an important role in China's marine economy, which makes an important contribution to China's marine high-tech. This paper selects the data of marine science and technology (Hereinafter referred to as MST) enterprises in the Bohai Rim region in 2018. Through DEA Malmquist index method, this paper analyzes the technological IE of MSTSMEs. Based on the two aspects of input and output, this paper constructs an evaluation index system, which will better analyze the reasons for the differences in technological IE (Hereinafter referred to as IE). Therefore, the quality of AID has become an important role in promoting the industry development. High standard and high quality information disclosure will give investors a real sense.
