This paper presents a novel hybrid-based methodology devoted to develop urban fragility curves and damage probability matrices to predict likelihood seismic damage scenarios for small and medium Italian urban centres, considering URM buildings only. The concept of urban fragility curve consists of a single curve mean-representative of the seismic fragility of an entire area accounting for the combinations of building classes and their percentage, then they differ from those typological. The methodology has been developed with reference to Rocca di Mezzo, a small Italian urban centre located in the central Apennine area, Italy. Based on CarTiS inventory, building classes have been firstly recognized and urban fragility curves, representative for damage scenarios at Ultimate Limit State, developed. To predict damage scenarios from low to high-intensity earthquakes, an approach to define multi-damage urban fragility curves and damage probability matrices has been also presented. To this aim, a damage scale suffered by building classes has been defined by converting the final outcomes of the AeDES form (used in Italy for post-earthquake surveys) in the damage levels provided by the European Macroseismic Scale (EMS98). Data coming from urban fragility curves have been compared with the actual damage scenario recorded in Rocca di Mezzo after the 2009 L'Aquila's earthquake, in terms of both peak-ground acceleration and Mecalli-Cancani-Sieberg scale. The achieved results showed a good accordance between theoretical predictions and actual damage scenarios, coherent also with the damage scenarios occurred in other Italian historical centres hit by severe earthquakes over the years. Thus, the methodology can provide a first important indicator to support the development of emergently plans devoted to identify priority of interventions in such areas particularly vulnerable with respect to others. The diffusion of seismic structural health monitoring systems, evaluating the dynamic response of engineering structures to earthquakes, is growing significantly among strategic buildings. The increasing availability of valuable vibration data is being backed by continuously evolving techniques for analysing and assessing structural health and damage. Within this framework, the paper proposes a novel model-driven vibration-based methodology to support the assessment of the damage level in masonry buildings hit by earthquakes. The leading idea is to exploit, in the pre-event phase, synthetic equivalent-frame modelling and nonlinear dynamic analyses to systematically relate the gradual reduction of natural frequencies to increasing levels of structural damage. The resulting behavioural chart (seismic chart) of the building, constructed by employing computational tools and robustly defined on a statistical base, may provide the theoretical expectation to ascertain a certain level of seismic damage, based on the decrease in vibration frequency experimentally identified in the post-event phase. The methodology is firstly formalized, integrating common identification techniques with a novel damage grade estimation procedure, and finally exemplified for a monitored strategic masonry building damaged by the 2016–2017 Central Italy earthquake sequence. The outcomes of this application confirm the operational validity of the methodology, which can be intended as effective support for the decision-making process regarding structural usability and safety in the post-earthquake scenario. The seismic assessment of the vulnerability of existing public structures, especially school buildings, is a crucial issue in seismic prone countries. Recently, several national and regional programs and activities have focussed on the mitigation of Italian public buildings. They promote the scheduling of public buildings' structural safety assessment and, when needed, the design and execution of strengthening interventions. Nevertheless, the three strong earthquakes that occurred in the last decade in Italy, Abruzzo (2009), Emilia (2012), and Central Italy (2016), confirmed the vulnerability of school buildings and the social importance of their quick re-opening after a damaging earthquake. In the present paper, the activities carried out on 1514 school building structures in the aftermath of the 2016 Central Italy earthquake sequence are reported and analysed. According to survey data collected by post-earthquake usability inspections, the paper analyses the school buildings characteristics, damage level and extent to structural and non-structural components as well as the correlation between seismic intensity and observed damage. This paper presents an overview on the response of the healthcare system in the area mostly affected by the 2016 Central Italy earthquake based on specific surveys and information from local health authorities. The authors collected in the field information on the seismic response capacity of the healthcare system. They surveyed five hospital complexes from medium to small dimension whose maximum capacity was up to 50 beds. This type of hospitals are representative of those ones present in the small towns located along the Apennines mountain range, usually including few buildings (i.e. 3–5) constructed in different periods and with different structural types. In all the surveyed hospitals there were partially or totally unusable buildings causing severe limitations to the functionality of the healthcare services, forcing to move many patients to other hospitals and to stop outpatient treatment. This was due mainly to severe damage to non-structural components and, in some cases, to moderate damage to structural components. In the present paper, two hospital case studies, namely "Tolentino" and "San Severino" hospitals, both located in Marche region, are analysed and discussed in detail in order to better understand their performance to the earthquakes, by also estimating their seismic risk via simplified methods, including the WHO Safety Index and the Cosenza and Manfredi (in: Fajfar and Krawinkler (eds) Seismic design methodologies for the next generation of codes, Balkema, Rotterdam, 1997) damage index. A hybrid seismic fragility model for territorial-scale seismic vulnerability assessment of masonry buildings is developed and presented in this paper. The method combines expert-judgment and mechanical approaches to derive typological fragility curves for Italian residential masonry building stock. The first classifies Italian masonry buildings in five different typological classes as function of age of construction, structural typology, and seismic behaviour and damaging of buildings observed following the most severe earthquakes occurred in Italy. The second, based on numerical analyses results conducted on building prototypes, provides all the parameters necessary for developing fragility functions. Peak-Ground Acceleration (PGA) at Ultimate Limit State attainable by each building's class has been chosen as an Intensity Measure to represent fragility curves: three types of curve have been developed, each referred to mean, maximum and minimum value of PGAs defined for each building class. To represent the expected damage scenario for increasing earthquake intensities, a correlation between PGAs and Mercalli-Cancani-Sieber macroseismic intensity scale has been used and the corresponding fragility curves developed. Results show that the proposed building's classes are representative of the Italian masonry building stock and that fragility curves are effective for predicting both seismic vulnerability and expected damage scenarios for seismic-prone areas. Finally, the fragility curves have been compared with empirical curves obtained through a macroseismic approach on Italian masonry buildings available in literature, underlining the differences between the methods. The post-earthquake damage assessment represents the first step after an emergency to support not only the safety of people, but also the preservation of buildings through the realization of prompt and effective provisional interventions. The issue is of particular relevance in case of monumental assets such as churches that are the focus of the paper. In Italy, since 1997 the post-earthquake damage assessment of churches has been carried out using a specific form, which was formally approved in 2001 by the Italian Civil Protection. Being the most advanced tool available in the literature within this specific field, the Italian form has been widely used also internationally. It follows the approach based on the decomposition of the church into macroelements. Although the latter has found wide confirmation through the interpretation of real damage, some critical issues were raised in relation to the versatility of the form and the reliability of the damage index that the approach provides. The post-earthquake damage assessment of 48 unreinforced masonry churches located in New Zealand, hit by the Canterbury earthquake sequence 2010–2011, represented an unprecedented opportunity, at international level, to investigate and to address the aforementioned issues. Starting from some weaknesses of the actual form, a new proposal (named CAF-D) for the damage assessment of unreinforced masonry churches has been developed and presented in the paper. The new form is still based on the macroelement approach, but it considers, in a separate way, the macroelements and the seismic damage modes they might develop, thus overcoming the limitation of the fixed number of damage mechanisms identified a priori by the current Italian form. The more reliable damage assessment approach that such form aims to achieve is the prelude to the development of a specific vulnerability model, derived by combining an empirical and an expert elicitation approach. A specific vulnerability model developed for New Zealand churches, derived by implementing the proposed CAF-D form and the related damage assessment procedure, is presented in the last part of the paper. The Seismic Microzonation of level 3 (SM3) is nowadays a world-wide accepted tool for the mitigation of seismic risk. The SM3 is a complex process involving different disciplines ranging from Geology and Applied Seismology to Structural and Geotechnical Engineering. The outcome of a SM3 is presented on a zoning map in terms of a selected ground shaking intensity parameter and susceptibility to main ground instability (soil liquefaction, settlements, landslides, fault ruptures). In an advanced SM3 study for a given area, four main interdisciplinary steps can be recognized: (1) definition of the reference input motions, (2) construction of the subsoil model, (3) performing of numerical analyses and computing of amplification factors, (4) identification of zones with different geotechnical hazard potential and drawing up of the SM3 map. After the 2016–2017 Central Italy seismic sequence, intensive studies have been performed to obtain SM3 maps in 137 municipalities most damaged by the earthquakes. The aim of these studies has been to obtain a clear background on site effects to perform a correct reconstruction of the municipalities. In the paper, main results and critical issues of the above-mentioned steps of SM3 procedure are discussed together with some remarks on the use of SM3 output in supporting seismic design for reconstruction. After the ML = 6.0 earthquake which occurred on 24th August 2016 in central Italy, some unexpected variability in the damage distribution were identified in many villages located around the epicentral area. In particular, despite a distance of only about 1300 m, the villages of Pescara del Tronto and Vezzano (both districts in the Arquata del Tronto municipality) had a different damage assessment. Pescara del Tronto suffered heavy damage, with many collapsed masonry buildings and 48 fatalities, whereas Vezzano suffered negligible to slight damage to a few buildings. This paper provides vulnerability and damage assessment in order to detect potential significant differences in the building vulnerability and damage level. This paper focuses on the structural performance of existing masonry and reinforced concrete bridges which were surveyed in the aftermath of the 2016 Central Italy earthquakes. Typical bridge vulnerabilities are first reviewed, as they provide a reference for the response of the bridges that were damaged by the 2016 earthquake swarm. Case studies are then discussed and preliminary numerical analyses are carried out to interpret the observed failure modes. In general, all surveyed masonry bridges experienced some extent of damage, particularly when built with poor-quality materials and subjected to geotechnical-induced effects. However, they offered a robust response in terms of collapse prevention. The majority of existing reinforced concrete bridges, although designed primarily for gravity loads, exhibited acceptable performance; however, local damage due to the poor maintenance of the structural systems was observed, which affected primarily the non-structural components of the bridges. Non-structural elements represent most of the total construction cost of typical buildings. A significant portion of the total losses in recent earthquakes worldwide, has been attributed to damage to non-structural elements. Damage to non-structural elements occurs at low levels of ground shaking, and can significantly affect the post-earthquake functionality of buildings. However, in Europe, limited prescriptions are provided in the codes for seismic design of non-structural elements and this may partially explain why it is so common for these elements to perform poorly during earthquakes. This paper describes the observed damage to non-structural elements following the 2016 Central Italy earthquake. The most commonly damaged elements were partition walls, ceiling systems, non-structural vaults, chimneys, and storage racks. As a result, it was highlighted the need to introduce seismic regulations devoted to improving the seismic performance of non-structural elements and to reduce the associated economic losses, loss of functionality, and potential threats to life safety. In this paper we evaluate the local seismic response for thirteen sites located in the municipalities of Arquata del Tronto and Montegallo, two areas which suffered heavy damage during the Mw 6.0 and Mw 5.4 earthquakes which struck Central Italy on August 24, 2016. The input dataset is made by ground motion recordings of 348 events occurred during the sequence. The spectral site response is estimated by the Generalized Inversion Technique and makes use of reference sites. The interpretation is further improved through the information provided by a reference-site independent method (i.e., the so called Receiver-Function Technique) and by the Horizontal-to-Vertical Spectral Ratios of ambient noise recordings. We also provide an independent estimate of the local amplification by comparing the Peak Ground Velocity and the Spectral Amplitudes observed at each site to the value estimated by well-established Ground Motion Prediction Equations for a rock-class site. The results obtained by the adopted methodologies are all highly consistent, and they emphasize the different seismic behavior of several sites at local scale. Thus, sites located on Quaternary deposits overlying the bedrock, such as Castro, Pretare, Spelonga, Pescara del Tronto, and Capodacqua feature some relevant amplifications in a medium (2–10 Hz) frequency range; two sites at Spelonga show amplifications also at low frequencies; three sites located on stiff formations, i.e. Uscerno, Balzo and Colle d'Arquata, respectively, feature either nearly neutral response or low amplification level. Seismic events that struck Italy in the last years had a dramatic impact on historical and cultural heritage. Damage occurred on existing masonry buildings, in particular on churches, stressed out the need to better understand the seismic behaviour of this type of constructions as well as to define more appropriate mitigation strategies to be applied at large scale. This study deals with a predictive methodology for vulnerability assessment of churches in large territorial areas. Focusing the attention on three naves churches of Abruzzi, the paper proposes modifications and integrations of an existing methodology taken by literature. These modifications are defined through a calibration procedure based on damage observation of 64 three naves churches located at different distances from the epicentre of the 2009 earthquake. The proposed model is employed to predict damage level distribution for different earthquake intensities, allowing fragility curves to be plotted and therefore potential damage scenarios to be represented. A new approach in dealing with seismic risk in the volcanic areas of Italy, by taking into account the possible occurrence of damaging pre- or syn-eruptive seismic events, is exciting the scientific interest and is actually the topic developed in several research projects funded by the European Community (e.g., UPStrat-MAFA, ) and the Civil Defense Department of Italy. To achieve this goal, it is necessary to have a detailed knowledge of the local attenuation-distance relations. In the present paper, we make a survey of the estimates of the seismic quality factor of the medium reported in literature for the Etna area. In the framework of a similar paper published for the Campi Flegrei zone in Southern Italy, we first review the results on seismic attenuation already obtained for Etna and then apply a standard technique to separately measure intrinsic and scattering attenuation coefficients from passive seismic data recorded by the Etna seismological network. Indications are then given for the correct utilization of the attenuation parameters to obtain the best candidate quality factor Q to be used in this area for seismic risk purposes. The architectural heritage was severely damaged by the seismic sequence that occurred in Emilia (Northern Italy) in May 2012. This paper investigates the seismic behavior of three masonry churches that were damaged by the 2012 Emilia earthquake. The analyzed churches are located in the South-East area of the province of Mantua: they are representative of some churches, denoted as 'Matildic churches', belonging to the territorial area between Lombardia, Emilia Romagna and Toscana and built during the Matilde di Canossa domain, between the X and the XI centuries. The study was based on detailed field surveys, in situ tests, visual inspections and existing archives in order to obtain an accurate knowledge of the churches and a proper evaluation of the damage caused by the earthquake. Then, detailed finite element models of the churches were developed and non-linear dynamic analyses with different peak ground accelerations were performed. The numerical simulations provided a deep insight into the seismic behavior of the analyzed churches, identifying the damage patterns and the main collapse mechanisms for different seismic intensity levels. The obtained results appear to be in a good agreement with the damage experienced by the churches during the earthquake. For important facilities, such as hospitals or schools, advanced seismic risk assessment methodologies have been developed and are now available for use by owners and facility managers. These include seismic hazard analysis coupled with structural and non-structural response and damage analyses leading to a final consequence analysis that provides indications of performance measures, which are often referred to as decision variables. Typical decision variables are repair costs, probability of collapse of the entire building and downtime. These decision variables do not provide specific information regarding the likelihood of individual rooms to remain functional after an earthquake. For the case of a hospital, for example, information regarding the functionality of specific critical rooms (e.g. operating or emergency rooms) could influence major design/retrofit decisions by the owner or facility manager. The main objective of this paper is to present, through a case study hospital building in Italy, a methodology for assessing the loss of functionality of individual rooms in critical facilities following an earthquake event. The methodology includes all the aspects that are usually considered individually in seismic risk assessment, such as ground motion selection for probabilistic seismic hazard analysis, structural performance of the building, and the performance of non-structural elements that can affect the functionality of selected rooms. After the seismic events of the 20th and 29th of May 2012 in Emilia (Italy), most of the monumental and historic buildings of the area were severely damaged. In a few structures, partial collapse mechanisms were observed (e.g. façade tilting, out-of-plane overturning of panels...). This paper presents the case-study of the bell tower of the Santa Maria Maggiore cathedral, located in Mirandola (Italy). The dynamic response of the structure was evaluated through operational modal analysis using ambient vibrations, a consolidated non-destructive procedure that estimates the dynamic parameters of the bell-tower. The dynamic tests were carried out in pre-intervention and post-intervention conditions in order to understand the sensitivity of dynamic measurements to safety interventions. Furthermore, a comparative study is made with similar cases of undamaged masonry towers up to the 6th mode. In this article, the authors reply to a discussion on their article "Introspection on improper seismic retrofit of Basilica Santa Maria di Collemaggio after 2009 Italian earthquake," which appeared in a previous issue of the journal. They elaborated some points that are not discussed in detail in the original paper like mechanism that lead to the collapse of the transept. They also clarify a doubt of the discusser regarding a remark in the original paper on the reticular truss and seismic load. The article also presents global behavior of the basilica during the earthquake.

The paper presents the results of site effects investigation at two villages, Castelvecchio Subequo and Castel di Ieri (Central Italy), located about 2 km from each other, on top of carbonate ridges characterized by complex geological/structural characteristics. Both villages suffered of an anomalous high damage degree determined by the Mw = 6.1, 2009 L'Aquila earthquake, highlighting the occurrence of significant ground motion amplification phenomena. Studying seismic response at rock sites characterized by complex geological setting is a challenging issue, as different factors can alter the expected ground motion. The difficulties arise from both the reconstruction of a suitable and thorough geological/geotechnical subsoil model and limitations of geophysical and numerical methods in such contexts. In order to overcome these difficulties, we here proposed an approach which integrates numerical modelling, based on the definition of a subsoil setting built from an accurate geological field analysis, with active and passive geophysical techniques. In particular, the calibration of numerical models based on transfer functions computed from Standard Spectral Ratio applied to noise recordings provided encouraging results. [ABSTRACT FROM AUTHOR]

Soon after the earthquake that damaged L'Aquila municipality and its Province in the Abruzzi Region, Italy, on the 6th of April 2009, a widespread damage and usability assessment of buildings was launched. In 3 months, about 70,000 buildings were inspected, with the AeDES form, by public servants and professionals coordinated by the Italian Civil Protection Department. The paper, after describing the procedures and the form that were used for the assessment, discusses the time evolution of the inspections and analyses the data on building type and seismic damage. The empirical damage distribution conditional upon seismic intensity and building type is provided and the role of several vulnerability factors, such as the quality of masonry, the construction year, the number of stories, and the pre-existing damage, is highlighted. This paper outlines the response of the healthcare system in the area mainly affected by the 2012 Emilia earthquake by drawing on specific surveys and information from local health authorities. Some hospitals were evacuated after the M $$_\mathrm{l}$$ = 5.8 May 20 seismic event due to damage to non structural components and minor structural damage. A short description of the damage suffered and characteristics of the healthcare system as a whole is offered initially, followed by a detailed description of the effects which took place at the Santa Maria Bianca hospital of Mirandola. The focus has been on damage to non structural elements and content, whose integrity is of primary importance for healthcare structures performance during and after a seismic event. Some instruments for the acquisition of accelerometric data were installed after the May 20 event both outside and inside a building which is part of the hospital complex. The seismic behavior of this building has also been analysed by means of a purposely made finite element model and on the basis of the recorded data. The contribution of undamaged and damaged masonry infills to the global seismic response has also been estimated thus providing some hints on the observed building performance. This paper addresses the structural damage to the main buildings of the cities of Reggiolo and Carpi after the primary earthquake shocks on May 20th and 29th, 2012, in Emilia Romagna. The damage survey, performed via form-based methods, highlights the different seismic behaviour of several types of buildings, especially those having historical features, and the consequences of the damage in terms of costs. This paper overviews the procedures and tools used for a systematic study of the macroseismic consequences caused by a strong earthquake that struck Southern Italy. The event referred to the 23 November 1980 (Io = X MCS, Ms = 6.9) which affected the Campania and Basilicata regions. Two aspects are addressed here: to broaden the knowledge of the macroseismic field and delineate damage maps of the sites affected on an urban scale. The target area of this study is the Basilicata region about which the current macroseismic information is poor. This research study, based only on unpublished documentary sources, supplies about 50 new assessments and about 30 new re-assessments of the macroseismic site intensity (MCS scale) as outputs. Moreover, about 80 thematic maps showing the damage pattern of the sites affected are also supplied. It is the first time that a large earthquake has been the subject of such extensive studies from a macroseismic point of view, with special attention to the analysis of damage effects at town scale.
