This paper examines the history of the Soviet human acclimatization project in the North and Siberia, which spanned from medical experiments in Stalin's forced labor camps to the subsequent wave of industrialization in the region. The author argues that human acclimatization in the North was a settler colonial science project aimed at facilitating Russian administrators and engineers in asserting control over the territory and its resources, while creating a new homogeneous 'indigenous population' in Siberia and the North. This envisioned population, referred to as Homo Polaris by the author, was intended to emerge through a two-way transformation: the adaptation of Indigenous peoples into Soviet ideologies and practices, and the acclimatization of settlers coming from the European part of the country to the Arctic environment. Although the administrators and medical doctors were unable to achieve this biopolitical objective, the complexities and dialogues surrounding these transformations shed light on the late Soviet settler-colonial ideologies and their impact on social life in Siberia from the 1950s to the 1980s. Lungs are the primary interface between the atmosphere and working tissues and act as the primary metabolic machinery of the body. The gas exchange that occurs inside the lungs through alveoli ensures adequate supply of oxygen to the tissues and determines the physical and physiological well beingness of the individuals. Barometric pressure decreases as altitude increases and individuals performing physically taxing activities in hypobaric hypoxic conditions need oxygen supplement due to reduced partial pressure of oxygen unless fully acclimatized. The physical activities at high altitude need more oxygen (partial pressure) to compensate for reduced barometric pressure. High Altitude Pulmonary Oedema (HAPO) is a deadly and fatal condition that can manifest in sojourners, mountaineers, scientific expedition teams or military personnel at high altitude. Thus far, climate impacts and adaptation initiatives have not realized the added value of climate adaptation. Adaptation often appears as an afterthought, with an emphasis on technological solutions. Lacking is a consideration of the process of adaptation : how adaptations will be implemented, by whom and why. The aim of the paper is to show how climate adaptation can be further developed in Norway through a discourse approach. Three specific discursive strategies – a scientific–economic, communicative–economic , and scientific–communicative discourse – are presented. The paper portrays how specific institutions operating at the local level in Norway can convey or ‘carry’ these discourses and thus how actors, placed within these institutions, can use discourses as resources when planning for climate adaptation. There is clearly a need for further studies that aim to demonstrate how insight from discourse analysis can be used as a tool for planning. The present paper is a step in this direction. The paper contributes to the research on understanding local global warming politics. Strategic documents from The Cities for Climate Protection Campaign (CCPC) are analysed to show how CCPC has constructed climate change protection as a local issue. The paper's premise is that the climate change issue must be translated or framed to enable actors to work with this problem in a local context, and that successful framing requires establishing a coherent method of describing social reality. CCPC emphasises that the different elements of local and global sustainable development agendas can be mutually reinforcing, and that climate change protection can be reconciled with local priorities and initiatives that reduce greenhouse gases (GHG). It is argued that this framing of climate change makes it difficult to see why and how climate change should be an important concern for local communities. Singapore's global aspirations have, since the turn of the 21st century, led to the consolidation of a range of new institutions—arts research centers, degree granting programs in universities, museums, festivals— with affiliated experts, to prepare the ground for an emergent arts scene that is aligned with the norms of contemporary western art practice. As neoliberal instrumentation competes with the communitarian logic of the traditional arts, dance forms such as Indian classical, Javanese court and Malay folk dances, which once sought to link the ancient past and perpetuity for ethnic communities of spectatorship, are constricted within narrowly defined categories of the regional performing arts market. To avoid becoming mere touristic spectacles, a new generation of traditionally trained artists reinvent their respective forms to accommodate the near future of contemporary culture in Singapore. Such adaptations unsettle the once cohesive universe of traditional dance, resulting in unfinished and unsettling works that betray, to quote Nicholas Bourriard, "countless forms of melancholy", This paper looks at two recent works of contemporary dance staged in Singapore—January Low's Reclaim (2019), Raka Maitra's Pallavi Series (2015-2018). I consider dance emerging from this latter discourse as articulating an aesthetic of acclimatization, sustained by political, communal and institutional attachments that emerge in a climate of overwhelming crises and adjustment. As the traditional dance world in Singapore enters a state of slow death, I identify projects that embark on experiments of partial recuperation, which "stay with the trouble," as Donna Harraway suggests, making-with and getting-on with what remains of traditional dance and its embodied practices. I suggest that these projects extend the life of traditional dance as a minor, mutated species in an early evolutionary stage that nevertheless transforms the ecology they acclimate to. In remaining selectively porous to neoliberal and biopolitical operations, and receptive to novel artistic regimes, can the aesthetic of acclimatization allow traditional dance to escape its totalization within neoliberal calculations? Adaptation takes place in both private and public sectors, or as an interrelation between the two, and often under the realm of public regulation. Thispaper uses the Swedish and the Norwegian electricity grid sector, as providers of a vital public good under strict public regulation, to analyse reforms' effects on adaptive capacity in this area. The paper shows that transformational changes in both sectors during the 1990s shifted both the formal organisational structure (rules and regulations), as well as the organisational culture, in the direction of economic efficiency. These two dimensions individually reduced adaptive capacity to climate change, although differently in the two countries. However, the formal structure and organisational culture also yielded substantial influence on each other. This leads to the conclusion that when designing public regulations and implementing reforms, organisational culture must be considered in the design. Also the paper contests previous findings in the literature by showing that under given conditions there exist some substitution between the two dimensions in influencing adaptive capacity, implying that both dimensions should be included when analysing adaptation since analysing them in isolation is likely to lead to wrong conclusions. Global climate change, referred to as climate change in this paper, has become an important planetary issue, and given that K-12 students have numerous alternative conceptions or lack of prior knowledge, it is critical that teachers have an understanding of the fundamental science underlying climate change. Teachers need to understand the natural and human-induced factors affecting climate, and the potential consequences, and ways to mitigate and adapt to climate change. This study focusses on assessing preservice and inservice teachers' knowledge about climate change at the beginning and end of an instructional intervention embedded in an elementary science methods course. This paper describes the development of an instrument derived from the constructive modeling approach framework. The four components of this approach (the construct map, items design, outcome space, and measurement model) are discussed. Using the Foucauldian theoretical framework of governmentality, this paper examines the role of regulative ‘technologies of government’ in climate change adaptation. The paper examines such technologies and underlying rationalities in a multi-level context, in three European countries that represent different stages of adaptation policy development: the UK, Finland and Sweden. Drawing upon policy documents and interviews at different levels, the paper illustrates differences in technologies of government for adaptation between the relatively ‘regulative’ UK state system and Finland and Sweden's traditional legalistic and welfarist systems. The study illustrates that, while the treatment of adaptation as an issue on a national level coheres with national rationalities, local and regional levels show a diversity in the development of bottom-up adaptation technologies. This paper investigates the manner in which species acclimatisation takes place in new landscapes. Taking the example of mid-nineteenth-century Tasmania, Australia, where the Acclimatisation Society was a major, high-status institution involving the governing classes, scientists, major landowners and officials, the paper investigates how the successful acclimatisation of the brown trout (Salmo trutta) actually took place. It argues that is was not merely a question of introducing the animal into a new environment. Part of the agency of acclimatisation was enacted by trouts themselves, although this rarely figures in narratives of acclimatisation. The paper shows how trout agency was deployed to evolve a new way of life in the new landscape that had a profound impact on their relationship with human anglers and angling culture in Tasmania. South Africa, being a developing nation, is faced with many challenges, including poverty and one of the world's highest HIV/AIDS infection rates. It is within this context that this paper presents an overview of the role played by major stakeholders in climate change mitigation policies, with the focus on two South African cities, namely Cape Town and Johannesburg. This paper aims to identify the internal and external factors that act as barriers to, or promote, climate change mitigation policy development and implementation in South African cities. These may take the form of the city's internal structures, political interventions and support, and external factors including partnerships with outside organizations, including all tiers of government, non-governmental organizations and academic institutions. Climate change is a major issue for all levels of government, global, national and local. Local authorities' responses to climate change have tended to concentrate on their role in reducing greenhouse gases. However, the scientific consensus is that we also need to adapt to unavoidable climate change. Spatial planning at a local level has a critical anticipatory role to play in promoting robust adaptation. This paper reviews the shift in local authorities' planning policies for climate change adaptation in the UK since 2000, and provides evidence of underlying attitudes amongst planning professionals to climate change. It shows that, while the issue of climate change is becoming recognized with respect to flood risk, the wider implications (for instance, for biodiversity and water resources) are not yet integrated into plans. The reasons for this lie in lack of political support and lack of engagement of the planning profession with climate change networks. But the paper also argues there are difficulties in acknowledging the need for adaptation at the local level, with the short-term horizons of local plans at odds with perceptions of the long-term implications of climate change. This paper briefly assesses the economic efficiency case for voluntary initiatives (VIs), discusses some limitations of this type of policy instrument and goes on to consider the role that local-scale voluntary initiatives might play in assisting small and medium sized enterprises (SMEs) to embrace the issue of environmental performance improvement. The paper examines SME organizational management in relation to the likely effectiveness of their participation in voluntary environment programmes. An environmental attitudes survey carried out with 62 SMEs in East Anglia found that willingness to become involved in such initiatives does exist, but that a better presentation of opportunities for prospective small firms, together with a more tailored approach, will be necessary if VIs for SMEs are to become a more extensive feature of environmental policy making in the UK. This paper aims to understand the role of organizational routines as possible barriers to the mainstreaming of climate adaptation at the implementation stage. While the mainstreaming of climate adaptation into policy documents is relatively easy, the implementation of these policies seems to be more problematic. Barriers to climate adaptation often occur during this stage as the implementation of the policies is generally undertaken by other actors than the policy-makers. These actors act based on organizational routines. As organizational routines aim to provide stability, they tend to be reaffirmative. Reorganizing the resources and practices of these actors to initiate mainstreaming then proves difficult. Consequently, the routines could prevent change that might be necessary to address new policy objectives such as climate adaptation. An analytical framework consisting of four self-reinforcing mechanisms is used to understand and explain why and how organizational routines can hamper the mainstreaming of climate adaptation during implementation. A case study is used to illustrate organizational routines as possible barriers. The paper concludes by stating that to optimize the possibilities of mainstreaming climate adaptation, a change in routines is necessary. This paper identifies the conceptual similarities between ecological designs and ecosystem-based adaptations to climate change. The former includes approaches grounded in expert knowledge, such as landscape ecological urbanism, while the latter is rooted in local experiential knowledge and relies on community-based adaptations. This paper bridges these expert and experiential knowledge forms through a transactive planning model by deploying design charrettes in the context of Negril, Jamaica. The findings reveal that local people are aware of ecosystems and prefer ecologically sensitive adaptation interventions. Pinus species are widely planted by the South African forestry industry and are utilised for pulp, paper and saw timber products. Historically, Pinus patula Schiede ex Schltdl. et Cham. was the most widely planted commercial species in the summer rainfall area, but has come under severe threat due to the fungus Fusarium circinatum. Fusarium circinatum causes mortality in nurseries and in-field after establishment. Other Pinus species, such as P. tecunumanii F.Schwerdtf. ex Eguiluz et J.P.Perry and P. oocarpa Schiede ex Schltdl., have been crossed with P. patula to increase tolerance to F. circinatum and these hybrids have largely overcome the post-planting mortality problem. However, these hybrid-partner species are more prone to frost damage. This study reviewed laboratory screening techniques to assess the frost tolerance level of a range of Pinus pure species and hybrids. In vitro screening was done with the electrolyte leakage and whole-plant freezing techniques. Seedlings and rooted cuttings from a range of genotypes, supplied by Sappi, were tested in vitro at different target temperatures (−3, −6, −9 and −12 °C) to determine their relative frost tolerance. These genotypes included a range of Pinus pure species, four interspecific hybrids (P. patula × P. tecunumanii low elevation [LE], P. patula × P. tecunumanii high elevation [HE], P. elliottii Engelm. × P. caribaea Morelet), and a three-way cross (P. patula × (P. patula × P. oocarpa)). Results from this study indicated that the electrolyte leakage technique was a reliable method to determine frost tolerance under laboratory conditions, with similar pure species rankings as experienced under field conditions. The interspecific hybrids of P. patula × P. tecunumanii LE and HE ranked intermediate between the parental species and the P. patula × P. tecunumanii HE hybrid was more frost tolerant than the P. patula × P. tecunumanii LE hybrid. Irrespective of the success of climate mitigation efforts, societies worldwide face the challenge of adapting to a changing climate. In this paper, we examine UK residents' expectations of future threats and opportunities associated with climate change impacts, along with willingness to prioritise different climate change impacts for investment. Using a national survey (n = 2007), we report on three main findings. First, UK residents tend to expect threats related to flooding and wet weather to be more likely and concerning than heat extremes or opportunities. Second, UK residents' expectations of climate change impacts do not align with expert assessments, especially showing lower estimates of heat-related threats as compared to experts. Third, willingness to allocate resources to potential climate change impacts tends to be more strongly associated with anticipated concern should they occur than climate change belief or the expected likelihood of them occurring. This paper assesses the communication and the use of climate scenarios at the science–science and science–policy interface in Finland, Sweden and Norway. It is based on document analysis and stakeholder questionnaires. The questionnaires targeted three stakeholder groups, all engaged in the communication and the use of climate scenario information: climate scenario producers; impact, adaptation and vulnerability (IAV) experts; and policy-makers. The respondents were asked to identify issues associated with the communication of scenarios and other needs pertaining to the usefulness and availability of such information. Despite the relatively long history of climate change adaptation in the three countries, climate scenarios are not utilised to their full potential. Climate scenarios have been used in awareness raising, problem understanding and strategy development. However, far less examples can be found on adaptation actions, particularly on harnessing the benefits of climate change. The communication between climate scenario producers and IAV experts functions well; however, communication between climate researchers and policy-makers is less efficient. Each country has developed boundary services to enhance dissemination of the climate scenario information to policy-makers. They are cost-efficient but do not necessarily enhance the comprehension of the information and encourage the actual dialogue between scenario producers and the end-users. Further translation of scenario information to impact and vulnerability estimates together with established boundary work could improve the use of climate research information. As adaptation policy in these countries further progresses towards implementation, there are increasing expectations of support from research, further challenging the communication of climate scenarios. This paper analyzes the process of crack saturation, which is fundamental to understanding why panel paintings have survived remarkably well in the uncontrolled environments of historic houses or places of worship for several centuries. The process of crack saturation was analyzed using finite element modeling. A double layer elastic model with fractured overlying paint layer was subjected to uniaxial tension. The critical separation between cracks was determined and compared with patterns observed in real paintings. In addition, the generation and propagation of delamination were studied to elucidate the effect of their propagation on the saturation distance of cracks, as well as the load carrying ability of the paint layer. Contributing modes of crack propagation and their significance are also discussed. The results demonstrate that shearing fracture mode dominates the process of delamination. The article comments on two conferences on ecofeminism, the U.S. National Women's Studies Association's 2005 conference, titled Women and the Environment: Mobilizing and Globalizing, and Embracing the Earth, in Orlando, Florida, and 9th International Interdisciplinary Congress on Women in Seoul, South Korea. In the first conference, the programmed speakers were indigenous Green activist Winona La Duke, Vassar professor Jill Schneiderman, and ecofeminist philosopher Karen Warren. The second conference was more diverse both in attendance and in the scope of papers presented. For instance, Liz Philipose's paper "Pain and Empire," traced the intersections between torture, racism, the discourse of American Empire, and its disconnection from emotion.

In recent years, effort has been put into developing various forms of climate visualization to create opportunities for people to explore and learn about local climate change risks and adaptation options. However, how target audiences make sense of such climate visualization has rarely been studied from a communication perspective. This paper analyses how Nordic homeowners made sense of a specific climate visualization tool, the VisAdapt™ tool. Involving 35 homeowners from three cities in 15 group test sessions, this study analyses the interpretive strategies participants applied to make sense of and assess the relevance of the visualized data. The study demonstrates that participants employed a set of interpretive strategies relating to personal experience and well-known places to make sense of the information presented, and that critical negotiation of content played an important role in how participants interpreted the content. Towards the end of the century, Serbia will face a dramatic increase in annual temperature between 2°C and 6°C and decrease in annual accumulated precipitation up to 12%. Recent 2014 floods in Serbia, with more than 30 victims, and more than 30,000 displaced people, with overall damage close to €1.5 billion, reflected those trends and the likely risks that region will face due the changing climate. Those risks may influence the development process at the local level. This paper assesses the existing priority measures in local sustainable development strategies and re-interprets their characteristics using a methodological framework for the definition of adaptation measures. It offers a new understanding of the ongoing local sustainable development approach in the potentially most vulnerable municipalities in Serbia. The study focused on following properties of developmental measures: costeffectiveness, structural characteristics, target realm, spatial determination, time frame, climate responsiveness, and sector and budget allocation of development measures at the local level. The results of the analysis suggest that the initiation of adaptation planning should consider the improvement of the methodological framework - the introduction of inter-sectoral and cross-sectoral planning practice, cost-benefit analysis, the involvement of individual actors in planning and dynamic planning approaches. Public and commercial buildings tend to overheat and considerable energy is consumed by air-conditioning and ventilation. However, many occupants remain unsatisfied and consequently exhibit thermoregulatory behaviour (TRB),e.g.opening windows or controlling the air-conditioning. This, in turn, might negatively influence the building energy use. This paper hypothesizes that warmth acclimation influences thermophysiology, perception and TRB in a warm environment. Therefore, the effect of warmth acclimation on TRB, physiology and perception is investigated. Twelve participants underwent a so-called SWITCH protocol before and after warmth acclimation (7 days, 6 h/day, about 33°C, about 22% RH). During SWITCH, the participants chose between a warm (37°C) and a cold (17°C) condition. TRB was determined by the number of switches and the time spent in a specific condition. Mean skin temperature was recorded to assess behavioural thresholds. Thermal comfort and sensation were indicated on visual analogue scales (VAS). After acclimation, the upper critical behavioural threshold significantly increased from 35.2 ± 0.6 to 35.5 ± 0.5°C (p ≤ 0.05) and the range of mean skin temperatures at which no behaviour occurred significantly widened (3.6 ± 0.7 to 4.2 ± 0.6;p < 0.05). The total number of switches tended to decrease (p = 0.075). The present study is the first to show that prolonged passive exposure to warmth extends TRB thresholds. [ABSTRACT FROM PUBLISHER]

As new forms of governance for climate change emerge in African cities, will they enable emancipatory and socially progressive transformations or will they exacerbate existing inequality, poverty and vulnerability patterns? This paper presents one of the case studies developed by UN-Habitat Cities and Climate Change Initiative in Maputo, Mozambique. The case analyses first, the production of urban vulnerabilities under climate change, and second, the existing governance arrangements for climate change in the city. Building on the lessons of the case study, the paper argues that to ensure that new forms of climate change governance lead to socially and environmentally just outcomes climate change interventions should, at least, meet two conditions: first, they should consider the close interactions between social and ecological elements and, specially, how patterns of urban inequality interact with environmental factors; second, they should recognise the opportunities in African cities through a broad notion of governance that looks beyond the government as the sole agent of urban change. The Stern Review, Stern (2007), received a lot of attention upon its release. It also resulted in an intense and interesting debate within climate change economics. One of the central issues has been the question of the appropriate discount rate to use and more generally the proper role of ethics in an economic analysis of this kind. Some have argued against incorporating ethical considerations at all, while others argue that Stern did not involve ethics enough. There are also those who question whether Stern provided an economic analysis at all. This paper analyzes Stern (2007) and the surrounding debate from a methodological point of view. Basically three conclusions are reached. First, Stern involves a number of different kinds of interdisciplinarity based on the Mäki (2007) characterization of interdisciplinarity. Second, the interaction of economics and ethics is unavoidable within climate change research. Third, Stern uses a modified version of the standard economic approach to climate change and the deviations are well motivated (i.e. it is still a valuable economic analysis). Contemporary climate change is posing significant challenges to people around the world, including to communities on Small Island Developing States (SIDS). Beyond the local context, are local voices from SIDS being heard, listened to, and integrated into appropriate climate change processes? This paper details some climate change topics emerging from local voices from SIDS, discussing some dimensions of justice in how climate change is addressed and not addressed within the context of SIDS' concerns and needs. Following an illustrative description and analysis of selected literature that supports SIDS voices regarding climate change, some justice concerns are addressed regarding SIDS and climate change. Then, some existing programmes related to the role of local voices from SIDS in climate change topics are described to lead to a discussion of some opportunities and challenges. This paper directs attention to conditions for climate adaptation as an important part of governing climate change in the local arena. Empirical focus is put on attempts to manage flood risks by means of risk management and planning in two Swedish municipalities. Following the need to widen our understanding of how, when and under what conditions climate adaptation occurs, three challenges are particularly emphasized from the case studies: facing the safety vs. scenery conflict where political priorities and reducing societal vulnerabilities prove difficult; the process of deciding what to adapt to, in which the troublesome role of knowledge is striking; and finally, taking responsibility for measures of flood protection. At the end of the paper, analytical generalizations illustrate the need to give increased attention to institutional challenges and challenges emanating from the science-policy interface in order to come to terms with the implementation deficit in governing climate change in the local arena. This paper focuses on learners' experiences of text-based computer-mediated communication (CMC) as a means of self-expression, dialogue and debate. A detailed case study narrative and a reflective commentary are presented, drawn from a personal, practice-based inquiry into the design and facilitation of a professional development course for which a networked learning approach was adopted. Learners' perspectives and experiences relating to both asynchronous (bulletin board) and synchronous (MOO-based) conferencing are explored, and the case narrative traces in particular the acclimatization experiences and perspectives of newcomers to networked learning. Implications are highlighted in relation to four dimensions of design and facilitation practice for networked learning: task design, socio-technical design, information design, and tutoring strategy. It is also suggested that case narratives such as the one presented in the paper may have value as learning resources to support experiential approaches to 'learning to learn' in networked environments. Research has consistently found that, despite a high degree of expressed concern about the environment, few individuals are willing to follow‐up this concern with behavioural actions in support of the environment, particularly when these actions require the individuals to absorb some costs. Using the theoretical framework of commitment–consistency theory, two studies were conducted in order to examine the effect of a small, active commitment to an environmental cause on consumer preference for an advertised product that supported that cause. The empirical results show strong support for the fact that persuading consumers to make an active commitment to a cause can serve as an important prerequisite for behavioural consistency (in terms of the willingness to buy a product). Further, the paper adds to the evidence on self‐perception theory as an underlying mechanism for the effectiveness of the technique. It is also found that, although commitment increases willingness to buy a product related to the cause, the effect works only when the cost associated with supporting the cause is minimal. Chlorophyll a (Ch) fluorescence has become a routine method for studying the various aspects of photosynthesis. Even though Ch fluorescence has been measured for more than 60 years, in many cases the precise interpretation of the results is not easy. The conversion of terms and definitions sometimes becomes a source of misunderstanding. In this article, the author presents the most accepted viewpoint on Ch fluorescence in monitoring and characterizing a wide variety of photosynthetic events. In the second part of this paper, it is shown how Ch fluorescence can be used to evaluate acclimation of strawberry plants growing in the greenhouse to light-stress conditions. The results show that a deficiency of light induces changes in plant morphology (larger leaves, greater leaf area, longer petioles and smaller canopy) and increases chlorophyll content. This is a typical plant acclimation to the shade. Covering a vast territory, China is rich in forest resources and diversified environments. The changes in forest resources have a direct hearing on environmental quality. This paper gives a detailed account of the dynamic change in forest resources in China, including the overall process of forest evolution, the status quo, and features of the existing forest resources and the development and use of major forest resources. In addition, it analyses the current situation of China's environment and explores the main contributing factors based on the overall environmental situation. To achieve sustainable management of forest resources and improve the environment in China, the Chinese Government attaches great importance to the protection and development of forest resources as well as to environmental development and improvement. More than twenty years ago, Dunlap and Van Liere (1978) developed the 'New Environmental Paradigm' scale (NEP) from the existent 'Dominant Social Paradigm' (DSP). Changes in values and beliefs concerning environmental issues made it necessary to further develop the DSP and include ideas, such as 'limits to growth', a 'steady-state economy', and 'a balance of nature'. The NEP has been adapted for a variety of further research, but only recently within a tourism context. This paper aims to compare a number of studies using the NEP and identify possible developments and changes in peoples' values. This paper argues that the ability of women to adapt to climate change pressures will be enhanced by using the 'capabilities approach' to direct development efforts. By using this approach, women will improve their well-being, and act more readily as agents of change within their communities. This argument is supported by previous research on gender and livelihoods, and a study conducted in rural India. Examples are based on the experiences of poor, rural women in India, who are particularly vulnerable to climate change impacts. Their survival is dependent on their being able to obtain many essential resources from their immediate environment. Yet these women lack many of the requirements for well-being, such as access to healthcare, literacy, and control over their own lives. This paper starts by assessing the extent to which gender considerations have been taken into account in the international processes concerning the development of climate change policy. Finding that there has been very little attention to gender issues, neither in the protocols and treaties nor in the debates around them, the paper goes on to consider whether there are in fact any meaningful gender considerations as regards (a) emissions of greenhouse gases, (b) vulnerability to climate change, and (c) participation in projects under climate funding. This paper investigates forager mobility organization in seasonal tropical environments and, specifically, how mobility strategies have affected subsistence and settlement organization. The proposed model, based on cross-cultural comparisons, suggests that two mobility organizational systems exist in seasonal tropical environments: residential mobility in the wet season and logistical mobility as an organizational response to the dry season. The model is evaluated against archaeological data from Lang Kamnan, a Late and post-Pleistocene cave site in western Thailand. Results of the analyses of archaeological and environmental data indicate Lang Kamnan was occupied sporadically from the Late Pleistocene to Holocene, and that residential mobility was employed by small groups of foragers using a generalized subsistence technology during the wet season. The site currently lacks evidence of dry season occupation, and thus it is not yet possible to argue for the use of a logistical mobility strategy in the dry season. The proposed mobility model provides an important approach for examining variability in Late and post-Pleistocene cultural systems in tropical environments, particularly in Southeast Asia where such variability continues to be viewed as the consequence of sequential occupation by different ‘cultures’ such as ‘Hoabinhian’. The current catchphrase of "sustainable development" reflects two primary issues: increased concern with the environment and natural resource management, and heightened frustration with the meager staying power of many development investments once external support has ceased. Achieving and measuring sustainable benefits has been exceedingly difficult, however, and considerable confusion exists regarding the definitions and contexts in which the term is used. This paper outlines the similarities and differences between the environmental perspective and the development investment perspective, and discusses the lessons for administrative reform. The concept of development investment sustainability emphasizes that successful administrative reform must enhance the ability of the government to continually respond to change in the external environment. An important lesson from the environmentalists is that reforms must be approached in an integrative manner -- all elements of the system must work together rather than in isolation for sustainable results. Decision-making concerned with managing the possible increased risk of disasters arising from climate change requires tools to forecast changes in disaster risk with time. These changes will be a function of the projected changes not only in weather-related hazard activity due to climate change but also in the vulnerability of the built environment and the aggregate value of assets exposed due to the growth of communities and associated increased concentrations of wealth. Tools developed for the insurance industry over the past three decades to assist decision-makers in estimating and managing catastrophe insurance risk can be adapted to assess the impact of these changes. This paper presents a probabilistic method for undertaking cost–benefit analyses of proposed building adaptation measures using these insurance-based models. The approach accounts for the direct and indirect cost of disasters on a community, including the transfer of risk through insurance and the associated aleatory and epistemic risks. A simplified hypothetical case study focussed on the impact of potential changes to structural design standards for tropical cyclone winds is presented to demonstrate the application of the proposed approach. Reinforced concrete (RC) structures placed in chloride-contaminated environments are subjected to deterioration processes that affect their performance, serviceability and safety. Chloride ingress leads to corrosion initiation and its interaction with service loading could reduce its operational life. Chloride ingress and corrosion propagation are highly influenced by weather conditions in the surrounding environment including climate change. Therefore, both structural design and maintenance should be adapted to these new environmental conditions. This study focuses on the assessment of the costs and benefits of climate adaptation strategies for existing RC structures subjected to chloride ingress and climate change. We studied RC structures built at different periods under different construction standards in France. The cost-effectiveness of adaptation measures was measured in terms of the benefit-to-cost ratio (BCR) and the probability that BCR exceeds unity – i.e. Pr(BCR>1). The results of the paper could provide practical advice to policy-makers to improve the management of existing RC structures under a changing climate by discussing the influence of the following factors on the mean BCR and Pr(BCR>1): specific exposure conditions, climate change scenarios, risk reduction due to the implementation of adaptation strategies, type of structural component, years of construction and adaptation, discount rates and damage costs. Even though supply chain agility (SCA) has been considered an essential concept in supply chain management (SCM) research, the way it is experienced and manifested, especially by small and medium-sized enterprises (SMEs), has received much less attention. Our purpose is to focus on SME organisational vulnerabilities in the context of increased environmental uncertainty, and explore how SCA is developed and applied by SMEs amid their vulnerabilities. By relying on insights from comparative case studies of three British SMEs, we examine SME SCA as an acclimatisation process and delve into SMEs' experiences of facing environmental uncertainty while developing and applying SCA. Our findings highlight that organisational attitudes underlie how SMEs perceive environmental uncertainty, tackle organisational vulnerabilities and develop SCA as an acclimatisation process. Our findings also reveal that resource constraints, supply chain relationships, interorganisational power dynamics, and access to information play important roles in developing SCA. This paper is concerned with climate change and its implications, making particular reference to Dizin in Iran which is one of the country's leading snow ski resorts. The impacts of climate change on ski businesses are examined, alongside the consequences for local communities, their economies, and overall sustainability. In addition, attention is given to responses by affected enterprises and other stakeholders to the problems caused by falls in demand for snow skiing due to decreasing snow cover attributed to global warming. Adaptive strategies focus on marketing and product diversification with attempts to develop other nature-based pursuits throughout the year as an alternative to that of skiing, but there are concerns about the future among those who rely on snow skiers for a livelihood. Climate change is a process which is global in nature, but which has direct consequences at regional and local levels. Coastal areas as a whole, and small coastal river basins across the Baltic Sea in particular, are especially vulnerable since they directly suffer the influences of phenomena such as heavy precipitation and flash floods, the frequency of which has been increasing over the last few years, as well as rising sea levels. This paper describes the framework of the process of adaptation to climate change in small coastal river basins, based on a case study from the city of Klaipėda in Lithuania. In particular, the paper outlines the degree of vulnerability of coastal areas and describes some of the work undertaken and experiences gathered by the EU's BaltCICA project (Climate Change: Impacts, Costs and Adaptation in the Baltic Sea Region), which has been undertaken with a view to identify the problems and developing adaptation options in the region. The paper mainly focused on illustrating the merit of respirometric analysis in assessing the inhibitory/toxic impact of xenobiotics on substrate biodegradation. It also evaluated biodegradation characteristics of these chemicals at continuous exposure through acclimation of the microbial culture. The nature and role of oxygen uptake rate (OUR) profiles were discussed in conjunction with appropriate modelling, which should incorporate dissolved oxygen as an indispensable component for respirometric evaluation. Emphasis was placed upon differentiating acute effects from chronic impact, which may be totally different as it involves biodegradation of the chemical due biomass acclimation. Three case studies, each involving OUR measurements and process modelling, were presented for this purpose. The first one related to the inhibitory action of pharmaceutical effluent when mixed with plain-settled tannery wastewater. The second investigated the fate of H-acid, a commercially important naphthalene sulfonate, which exerted no adverse effect on substrate biodegradation, while remaining intact before and after a long acclimation period. The third one involved 2,6-dihydroxybenzoic acid, a naturally occurring organic compound in olive oil wastewater, which became biodegradable after acclimation by the development of a specific microbial biomass fraction, while it heavily inhibited substrate biodegradation at first exposure. Environmental degradation is a general problem but it is often more serious in developing nations where levels of awareness are lower than in industrialized countries. There is, therefore, a need particularly in developing countries to increase pro-environmental attitudes and behaviors. In this paper, we report the results of a quasi-experimental study designed to change environmental attitudes and environmental behaviors among 263 science pre-service teachers. The treatment consisted in the form of a green chemistry curriculum. We found statistically reliable changes in environmental attitudes, as measured by the New Ecological Paradigm, and in eight self-reported environmental behaviors. The Bayesian t-test suggests that the evidence for the changes to have been the result of the green chemistry curriculum is decisive. We conclude that the green chemistry curriculum constitutes a suitable context: (a) for supporting pre-service teachers in their development of pro-environmental attitudes and (b) for changing the levels of self-reported pro-environmental actions. The tensions between environmental protection and economic growth are critical to future well-being, and it is therefore important to understand how young people conceptualize these tensions. The aim of the present study is to explore students’ solutions to the dilemma of economic development and mitigating climate change, with regard to societal responses to the challenge of climate change. The study was conducted in China’s Green Schools. Green School is an international long-term programme with the aim of increasing students’ knowledge of environmental issues, and transferring this knowledge into positive actions to affect the wider community. The data were obtained through semi-structured pre- and post-interviews with 15–16-year-old students in three groups (12 students) from Green Schools in the Beijing area. The results show that students’ discussions focused exclusively on economic growth and social welfare. Students seem to believe that environmental problems are inevitable, nature is a ‘box’ of resources, and economic development is necessary in order to sustain and even improve nature. Therefore, there is no dilemma between economic development and environmental protection. The paper ends with a discussion on research and implications for teaching climate change. This paper begins by examining the reasons behind most failures of governance, including fault lines in institutional and professional specialisation, and in ideology. These three, forever competing within and between themselves, frustrate attempts to find solutions to some of the world's most pressing challenges. Not least among these are environmental challenges, where preferences and priorities that are geographically, professionally or ideologically narrow inevitably fail to achieve solutions for the greater good. What role can the Commonwealth play in addressing the fracture lines that bedevil solutions for climate change and biodiversity? It may help to stimulate global action on these issues if it can encourage agreement across multidimensional global boundaries. We know the Commonwealth is not a leading global force for controlling climate change or biodiversity loss; but if it had the political will it could be an exemplar of how, between a group of vastly diverse countries across the globe—and on the global political stage—binding agreement and positive action on climate change and biodiversity could be promoted and perhaps achieved. One of the strongest features of the Commonwealth is the generation of long-standing legal and ethical norms whose appeal is obvious even if their implementation is lacking. These norms should not be limited to the rule of law, democracy and human rights, but should include environmental norms because these too are fundamental to a satisfactory human condition. This paper examines the challenges and opportunities for Non-Governmental Organisations (NGOs) to integrate climate change adaptation into development projects, focusing on the potential contribution of community-generated information. The research, undertaken with agricultural NGO FARM-Africa, centres upon subsistence farming communities in the Kenyan Districts of Mwingi and Kitui, where a succession of droughts has blighted agricultural production in recent years. Discussions with FARM-Africa staff highlight how recent climate variability and possibly climate change, is already affecting project-level operations. In particular, the interaction between the secondary impacts of climate hazards and livelihood responses presents a challenge to local staff as there is no obvious means of reflecting the complexity of local experiences and impacts within project planning processes. In response, drawing upon discussions with Farmer Groups, a matrix for each community was developed comprising environmental, social and agro-economic hazard (drought) consequence indicators and corresponding measures under ‘extreme’, ‘severe’ and ‘moderate’ scenarios. This paper concludes that a structured approach to gathering locally held knowledge on the consequences of climate hazards appears to present a potentially valuable means of exploring the complex web of interactions between climate, livelihoods and vulnerability. Such community-generated information can be used to inform future project planning and community decision making, increasing the likelihood of achieving locally appropriate adaptation outcomes.
