Positive academic climates are critical to helping students thrive, and kindness innovations might enhance these climates. This conceptual paper's purpose is to share insights from a consensus building event focused on fostering relationships and knowledge-sharing among an international group of multidisciplinary students, faculty, and staff who explored ways to bring a kindness framework into post-secondary education. Participants underscored kindness as critical for students' experiences and university culture, and identified several levels of influence requiring intervention focus. Ideas and strategies emerging from the event might serve to encourage student-led kindness initiatives and prompt university personnel to integrate kindness into post-secondary institutions. In an effort to move beyond reproductions of racializations in leisure studies and anti-racialism, this specific call for anti-racist inquiry reflects an urgent need for critical dialogue on issues of race reflective of intersectional so-called Canadian subjectivities. This paper argues that when heads of government appoint politicians to government teams, they focus on a particular range of the appointees' representational attributes and construct selection pools for other team positions with an eye toward counterbalancing the appointees' salient representational attributes. Previous research has investigated horizontal counterbalancing, which takes place within teams whose members have roughly equal status (e.g., cabinets). This paper suggests that there is additional value to be gained by examining vertical counterbalancing, which occurs when selectors appoint subordinates whose attributes counterbalance those of their superiors. Empirically, the paper spotlights teams of federal cabinet ministers and parliamentary secretaries in Canada from 1963-2021. It demonstrates that prime ministers have used parliamentary secretary appointments to counterbalance—in order—the provincial/territorial, linguistic, gender, and ethnic attributes of the ministers they serve. It shows that caucus characteristics, partisanship, and (to some extent) prime ministers' personal identities condition their counterbalancing behaviours. [ABSTRACT FROM AUTHOR]

Inuit face worse cancer survival rates and outcomes than the general Canadian population. Persistent health disparities cannot be understood without examining the structural factors that create inequities and continue to impact the health and well-being of Inuit. This scoping review aims to synthesise the available published and grey literature on the structural factors that influence cancer care experienced by Inuit in Canada. Guided by Inuit input from Pauktuutit Inuit Women of Canada as well as the Joanna Briggs Institute scoping review methodology, a comprehensive electronic search along with hand-searching of grey literature and relevant journals was conducted. A total of 30 papers were included for analysis and assessment of relevance. Findings were organised into five categories as defined in the a priori framework related to colonisation, as well as health systems, social, economic, and political structures. The study results highlight interconnections between racism and colonialism, the lack of health service information on urban Inuit, as well as the need for system-wide efforts to address the structural barriers in cancer care. Equity, Diversity, and Inclusion (EDI) through strategic policy development has been at the forefront of institutional change, especially within the higher education sector. Canadian colleges have a large equity-seeking student population due to their open admission structure, but despite this, there are implicit biases and actions that impede students' learning experience. Limited literature exists around how Canadian colleges have approached EDI policy development; thus, this paper initiates the unpacking of the evident policy – practice disconnect by asking: 'How do colleges understand equity, diversity, and inclusion as articulated in policy documents?' To address this, the study employs Critical Policy Analysis (CPA) as its main research method to deconstruct the narratives found within purposefully sampled documents including: 1) EDI policies and procedure; 2) institutional multi-year strategic plans; and 3) EDI-based plans and performance reports. Results indicate that colleges tend to be selective in their usage of EDI definitions. There is also a tendency to use ambiguous language around EDI, which makes it difficult to mobilise knowledge effectively and approach equity directly. Policies often fail to address the privileges held by certain positionalities, reinforcing existing power structures rather than challenging them. The significance of this research is in its contribution to enhancing a theoretical understanding of how knowledge supports policy, as well as informing the future development of constructive EDI policies in higher educational institutions. Most countries put significant amounts of time and effort in writing and issuing high-level policy documents. These are supposed to guide subsequent national defence efforts. But do they? And how do countries even try to ensure that they do? This paper reports on a benchmarking effort of how a few "best of breed" small- to medium-sized defence organisations (Australia, Canada, and New Zealand) deal with these issues. We find that most countries fail to link goals to resources and pay limited attention to specific and rigorous ex-ante or post-hoc evaluation, even when compared to their own national government-wide provisions. We do, however, observe a (modest) trend towards putting more specific goals and metrics in these documents that can be - and in a few rare cases were - tracked. The paper identifies 42 concrete policy "nuggets" - both "do's and don'ts" - that should be of interest to most defence policy planning/analysis communities. It ends with two recommendations that are in line with recent broader (non-defence) scholarship on the policy formulation-policy implementation gap: to put more rigorous emphasis on implementation (especially on achieving desired policy effects), but to do so increasingly in more experiential ("design") ways, rather than in industrial-age bureaucratic ones ("PPBS"-systems). This paper explores the relationship between federalism and the policy design of labour market policies in two liberal welfare state regimes – Canada and the United States – addressing the following research question: How do variations in policy design intersect with federalism in both countries and how can these variations provide powerful, self-reinforcing or self-undermining feedback effects over time? Combining the literatures on the varieties of federalism, the liberal welfare regime, and policy design and feedback, the paper shows that paying close attention to federalism is necessary to understand diverse national policy designs that produce self-reinforcing feedback effects over time. Focusing on the case of Canada, this paper offers an investigation of how members of Indigenous nations perceive the system of government using data from the 2019 Canadian Election Study (CES). Given the legacies of colonialism, we consider if Indigenous individuals in Canada adopt a distinct outlook on political institutions, actors, and democracy when compared to other Canadian voters by leveraging quantitative tools. The first people to suspect or know about someone involved in acts of violent extremism will often be those closest to them: their friends, family and community insiders. They are ideally placed to play particular roles: (a) to notice any changes or early warning signs that someone is considering violent action to harm others, and (b) to influence and facilitate vulnerable individuals to move away from violent extremist involvements. The willingness of those close to potential or suspected violent actors to come forward and share their knowledge and concerns with authorities is thus a critical element in efforts to prevent violent extremist action. This Canadian study replicates the focus and methodology of three previous Community Reporting Thresholds studies with an increased scope and sample size. Our findings highlight the ways in which Canadian community respondents framed their understanding of and engagement with reporting as intimate bystanders on someone close radicalising to violence in relation to three main domains: needs-based, rights-based and systems-based. This paper will explore what we have learned from data across three Canadian cities with a particular emphasis on how the domains of needs, rights and systems are conceptualized and enacted by Canadian respondents. Addressing sexting in sexual health education classrooms is one way of supporting young people to become good sexual citizens and to emphasise respect and consent in their sexual practices and in their lives. While a fair amount of research has worked with youth to understand their motivations for sexting, less research has been conducted with in-service teachers to understand their perspectives, pedagogical approaches, and beliefs regarding young people and sexting. Set in this context, this paper discusses findings from interviews with Canadian teachers who were teaching a new Ontario Health and Physical Education curriculum that included discussions of sexting. Our findings suggest that many teachers are still engaging discourses of risk, shame and blame when they talk to their students about sexting. Likewise, longstanding gender norms and stereotypical sexual scripts are evident in the ways in which many teachers both understand and teach sexting. Some teachers, however, are engaging in more promising pedagogical practices that frame sexting as having a range of uses, outcomes, and purposes, painting a more holistic picture of young people's sexting landscapes. North American Indigenous peoples remain overlooked in Cold War scholarship, despite being tangibly impacted by this global conflict. This article presents a study of four foundational texts, to argue that the Cold War shaped the introduction of new destructive Indian policies in the United States and Canada, which aimed to eradicate the special legal status of Indigenous peoples. Moreover, Indigenous activist intellectuals like Vine Deloria, Jr. and Harold Cardinal successfully embedded their writing in the Cold War context of decolonisation and anti-communism to challenge harmful federal policy and the image of the United States and Canada as upholding 'freedom' and 'democracy'. This paper explores the way in which institutional context shapes legislators' ability to represent women's interests. In recent decades, scholars have turned their attention to the process of representation in parliament, and we develop a novel theoretical framework that accounts for patterns of representational behaviour. Through an examination of the different institutional contexts of the two houses of the Canadian parliament, we argue that unelected, less partisan contexts give legislators more opportunities to act for women's interests than elected, partisan contexts where legislators must respond to the demands of their parties and their constituents in order to maintain power. To illustrate our theory, we examine two instances of legislative policymaking on women's equality issues. Several histories by prominent researchers in the field locate Canada among the early adopters and entrepreneurs of post-occupancy evaluation ('POE'). Despite its reputation for being in use in Canada, POE has lived comfortably on the margins of the Canadian building industry for decades, taking a backseat to more prescriptive and prognostic approaches to building performance and design quality. This paper provides a semi-systematic review and content analysis of POE as it appears today in Canadian research, policy, practice and education. Results are presented in two parts. The first part details the untold history of POE in Canada, its origins and milestone contributions, and current directions. The second part summarizes results from the literature search and discusses relevant findings. Findings show siloed efforts in POE continue to be the primary barrier to the mainstreaming of POE in Canada. Canada is, however, making headway in post-occupancy verification programmes and these programmes have the potential to pave the way for POE as an industry best-practice. The paper concludes with several recommendations to advance POE efforts, including establishing pan-Canadian performance indicators, building bridges between sectors and continuing to normalize data collection and sharing. This paper examines the persistent, growing popularity of Canadian French immersion (FI) programmes. Critics charge that FI programmes are elitist, diverting already limited resources from other areas of the education system. We begin with a brief overview of the benefits of FI in Canada and enrolment trends. Next, sources of FI-related inequality – lack of access, transportation costs, funding issues and types of learners most likely to enrol in FI – are scrutinised. Then, available evidence is weighed for and against the charges of FI elitism. Lastly, demand for FI is viewed through a Bourdieusian social reproduction lens to understand the persistence of socio-economic status (SES) inequalities. The paper concludes that higher SES parents are more likely to have the inclination (parentocratic habitus) and resources (economic, social, and cultural capital) to enrol their children in, and benefit from, FI. The paradox of publicly funded FI education in Canada is that as long as demand outstrips supply the benefits will continue to be unequally distributed. The result is a stalemate between proponents and critics, with each camp's solution – whether it be making FI universally available or removing it completely from the public purse – bound to meet with stiff opposition. Teaching quality assurance has become a common concern and a common pursuit for institutions of higher learning around the world. This paper takes teaching quality as a governance issue in higher education, as different governance systems entail different approaches to quality assurance. Through a detailed examination of the Chinese system in teaching administration in comparison with the Canadian system, this study aims to provide insights on different approaches to teaching quality assurance in more centralised and decentralised governance structures. Based on the findings of this study, no winner can be declared between centralised and decentralised systems in the area of teaching quality assurance. Instead, the study points to different strengths in each system. With more local autonomy, the decentralised system better respects disciplinary uniqueness and academic freedom in teaching. With more national planning, the centralised system secures a system-wide threshold in teaching quality and an optimal long-term development. [ABSTRACT FROM AUTHOR]

This paper focuses on the social reproductive labour of one group of young people - university students who hold hostile jobs. Engaging in paid work while studying full-time has become common for university students. Despite the desire for high-quality work-integrated learning opportunities, many working undergraduate students face precarious working conditions in service sector jobs. Full-time undergraduate students at two Canadian universities who engaged in term-time paid work participated in focus groups, life mapping, interviews, and audio diaries. The data revealed that more than half of the students experienced hostile work that is characterized by precarious conditions, intensified working pace, erratic scheduling and discrimination. We explore three kinds of social reproductive labour done by young working university students in hostile jobs – the labour of navigating their job conditions, the labour of juggling work and study, and the labour of striving for control and well-being. Our analysis suggests the need to broaden the recognition of the work of working students and to ensure better quality work for young people. Building upon two previously published research papers exploring Canadian media reporting of childhood in the first wave of the pandemic, this paper investigates how constructions of childhood evolved from the first wave to the fourth wave of the pandemic. This qualitative research is guided by the central research question: Over the span of 2 years, from 2020 to 2022, what changes are evident in discourses reported within media focused on the impact of the COVID-19 global pandemic on Canadians under the age of 18 years? Findings from this study suggest that in the fourth wave young people were constructed as innocent victims of pandemic restrictions framed through an adult-centric lens; noticeably absent were representations of young people under the age of 18 in their voices. A key recommendation emerged from this study: any future research investigating the impact of the pandemic on young people under aged 18 years must include their full participation. This paper critically examines two policy responses related to Canadian study permit processes that were adopted during two crises: the COVID-19 pandemic and the displacement of Ukrainian nationals due to war. We look at the expansion of the Student Direct Stream (SDS) to the Americas in 2021 and the creation of the Canada-Ukraine Authorization for Emergency Travel (CUAET) in 2022 to discuss the effects of these crisis responses on the access to higher education (HE) in Canada for international students and forcibly displaced people. In this study, we conduct a policy analysis that draws on Bacchi's post-structural approach named 'What's the problem represented to be?' (WPR). We use the WPR approach to answer the question: how are students constituted as policy subjects in policy responses to crisis? Findings indicate that the two responses are accompanied by power imbalances that deepen barriers to equity in the access to HE in Canada. [ABSTRACT FROM AUTHOR]

Academic administrators are evaluated periodically. Thus, every decision comes with potential career consequences. This simple observation has important implications for understanding how higher education institutions are managed. This paper takes a step towards understanding how universities evaluate their academic administrators by investigating Canadian university decanal reappointments. The sample included 13 reappointed and one non-reappointed deans and the analysis focused on organizational politics. The paper proposes a framework based on formal, normative, and moral criteria to adjudicate political behaviour and finds reappointment politics to be simultaneously embedded, necessary, and problematic. Since January 2020, Canadian Chief Medical Officers (CMOs) have rapidly evolved into public figures. However, the gendered makeup of this role seems to map onto CMO communication: 10 CMOs are women and 7 use Twitter to communicate, as opposed to 7 men, of whom only 3 have Twitter accounts. Adopting the theoretical lens of language ideology, this paper explores language and gender dimensions of Canadian Chief Medical Officer (CMO) health discourse by analyzing pandemic tweets from CMOs (January 2020-June 2021, 21,389 tweets, 930,0883 words) using corpus-assisted discourse studies. Results suggest that male and female CMOs have not communicated to the same extent, nor have they used the same (range of) languages. Also, there are differences with regard to expressions of authority and compassion. While a paucity of male data poses methodological challenges, it also raises questions about the specific and disproportionate communication work accorded to and undertaken by women. The paper concludes by arguing that female CMOs' adherence to stereotypically gendered ways of speaking is a strategy for navigating volatile online and offline environments, but that this raises questions about the longer-term impacts of authority in gendered discourse. This paper discusses experiences of teaching Canadian literature in the Department of Literature, University of Nairobi, Kenya. For a long time, the University of Nairobi syllabus required that teaching Canadian literature, or any foreign literature for that matter, should be related to an African experience. This paper explores a few possible but unworkable ways on how one could relate teaching Canadian literature to an African experience as a way of establishing its relationship to students in Nairobi, Kenya, which is over 10 000 kilometres away from Canada. On the whole, the paper argues that an effective approach to teaching the literature has been formalist that takes into account fidelity to the nature and function of literature, even as it reveals the universal in the particular that makes the form and content of Canadian literature relevant to Kenyan as well as to African experiences. In the end, the paper points out the past experience of teaching and learning Canadian literature must have been valuable to both student and teacher as two seminars held outside the university demonstrate that Kenyans can relate to it for — after all — literature is universal in the particular. Objectives. To examine if Aboriginal health research conducted within the field of social sciences reflects the population and geographic diversity of the Aboriginal population. Study Design. Review. Methods. We searched the Web of Science Social Science Citation Index, the Arts and Humanities Citation Index and Scholars Portal for the time period 1995-2005 using search terms to reflect different names used to refer to Canada's Aboriginal peoples. Citations that did not focus on health or Canada were eliminated. Each paper was coded according to 7 broad categories: Aboriginal identity group; geography; age; health status; health determinants; health services; and methods. Results. Based on the 96 papers reviewed, the results show an under-representation of Métis and urban Aboriginal peoples. Most of the papers are on health status and non-medical determinants of health, with a particular focus on chronic conditions and life-style behaviours. Only 6 papers examined traditional approaches to healing and/or access to traditional healers/medicines. A small number involved the use of community-based research methods. Conclusions. Further research is required to address gaps in the current body of literature. Community-based research studies are necessary to address gaps that are most relevant to Aboriginal peoples. This paper describes current trends in the HIV/AIDS epidemic. It looks at issues and strategies involved in educating women about HIV/AIDS in the context of the global pandemic, focusing particularly on Canada and Vietnam. These strategies are essential steps in preventing the spread of HIV and in caring for those who have already developed AIDS. The strategies identified include the formulation of public policy within Canada, Vietnam, and the UK which would strive to eliminate inequality and discrimination, while at the same time positioning HIV/AIDS education within a gender‐sensitive perspective. Other educational strategies include teaching women how to practise negotiated safety while understanding the power dynamics within which safer sex must occur, being sensitive to local cultures and moving away from individualistic programmes towards programmes that focus on structural inequalities. This paper contributes to migration studies, settler colonial studies and critical internationalization studies by mapping as connected two concurrent settler colonial preoccupations, reconciliation and internationalization. In Canada, as in other Western countries, international students are a crucial resource as they increasingly sustain post-secondary funding. At the same time, the Truth and Reconciliation Commission (2015) has charged the educational sector to put reconciliation and decolonization at the heart of their mandate. Drawing on interviews with racialized international students in Ontario, Canada, this paper examines how racialized international students may have complex relationships to coloniality and be complicit in legitimating settler colonialism. We argue that the processes of reconciliation and internationalization must be understood as deeply interconnected especially because the obfuscation of coloniality is a key technology of settler rule. Canada is often viewed as an oasis of multicultural inclusion where racially diverse groups could freely enjoy life in all its forms. Focusing on a group of twenty-five racialized participants working for the public sector in British Columbia (BC), this qualitative study illustrates that workplace racism is alive and prevalent in Canada. Moreover, it aims to demonstrate that this form of racism impacts not only racialized individuals who are targeted, physically and emotionally, but also their families. After presenting an outline of what constitutes racism and racialization, the article will detail and discuss findings with respect to physical, psycho-emotional and familial tolls that experiencing racial discrimination at work had exacted on racialized participants. The paper will then conclude that considering the higher expectations from public servants for not only modeling equity behavior but also upholding the rule of law, opportunities exist to more seriously address systemic racist violence against racialized workers in public sector employment contexts. South Asian (SA) women, immigrant, and non-immigrant, living in the United States (US) and Canada make up a unique population for social research, specifically as it relates to intimate partner (IPV) or gender-based violence (GBV). Despite an increase in study of GBV or IPV including in the current pandemic situation, research on IPV for South Asian women in North America remains inadequate. There is a disconnect in the literature about how multiple psycho-social factors including socio-cultural, socio-demographic, and individual factors intersect and intensify IPV victimization of South Asian women in the North American context. Factors, like collectivism, patriarchy, and family honor are essential to this discussion. To better understand this gap and mobilize knowledge, this paper seeks to assess, evaluate, and examine the current state of literature on IPV among South Asian women in North America (Canada and US) in an effort to determine the associated psycho-social factors that exacerbate South Asian women’s abuse experiences. Additionally, Kimberlé Crenshaw’s intersectional approach is used to explain how South Asian women’s overlapping multiple identities escalate the IPV experience. The results of this paper identify and articulate several psycho-social factors including individual factors (ethnicity, gender role, young age, education, religion, immigrant identity, English fluency, and economic dependency); social/community factors (acculturation which intersect with limited family support and change of gender roles; patriarchy; family primacy (collectivism and family honor); and limited community support); and the (lack of) service/technology knowledge can affect one’s experiences of violence. This paper argues that the Heritage Railway Stations Protection Act is an example of symbolic legislation that bulwarks a façade of government protection and democratic participation in the face of relative public political powerlessness. Rather than protect railway stations, the Heritage Railway Stations Protection Act creates an illusion of preservation. The Act's weak regulatory framework, the emotionality and legal complexity of railway station protection, and the disparate political experience of railway companies versus heritage advocates all imply the Heritage Railway Stations Protection Act is symbolic legislation. This paper challenges discourse analysis's predominance within critical heritage studies. It demonstrates the importance of considering heritage law's real-world effects when analyzing its political import. Hydraulic fracturing, or fracking, is a controversial but popular method of extracting oil and gas in North America. There are a myriad of completing claims about the economic benefits and the environmental costs of the technology. This paper examines news media coverage of fracking in four Canadian and four American newspapers over a five-year period. A comparison is made at the national level as well as at a paired subnational level between jurisdictions where fracking is embraced and where fracking is banned. The paper demonstrates that in both countries the main storyline is about water quality, but beyond that differences emerge as Americans focus more on wildlife and public health and Canadians focus more on moratoriums and energy independence. Moreover, while there were similarities in media coverage of fracking in pro-fracking and anti-fracking jurisdictions, there were notable differences in attention to the topics of public health and economic benefits. The 'recycling' of people, capital, and ideas within an entrepreneurial ecosystem is a key process driving high-growth entrepreneurship. Skilled workers who leave firms after successful exits or firm collapse bring knowledge and insights that they can use to start new ventures or work at existing scale-up firms. This makes large anchor firms important actors in attracting workers who may subsequently recycle into the local ecosystem. However, there is limited empirical research on recycling into an ecosystem after the loss of an anchor firm. This paper develops a novel methodology using career history data to track recycling into ecosystems. The paper develops a study of Waterloo, Ontario, home to the smartphone manufacturer Blackberry, whose decline in 2008 represented a significant shock to the local entrepreneurial ecosystem. We find that alumni of this firm engaged in very little high-growth entrepreneurship, instead entering the ecosystem as technology employees at high-growth scale-up firms. This was aided by the region's increased institutional capacity to match skilled workers with new ventures, ensuring the continued success of the ecosystem over time. These findings provide a more nuanced understanding of the role of anchor firms in entrepreneurial ecosystems and how recycling affects the dynamics of entrepreneurial ecosystems. Decolonization has multiple meanings and interpretations which reflect not necessarily the arbitrariness of the concept but the complex history of colonialism and the struggles that colonized people have endeavoured to carry on. The level of oppression and subjugation may vary, but there is hardly any one living in the global South (i.e., marginalized communities of both developed and developing countries around the world) who are not affected by colonialism. In the last few years, coloniality and its effects on education are critiqued by scholarly community. In this paper, with an in-depth exploration of the colonial history of Canada, I explore how the epistemologies of the global South were colonized, what decolonization efforts are made by indigenous scholars, and what challenges remain ahead. This paper investigates Pakistan's atomic energy programme during the years of Ayub Khan's rule by focusing on the negotiations leading to the construction of the Karachi Nuclear Power Plant. Drawing for the first time on primary sources obtained from the Pakistan Atomic Energy Commission, the paper shows how nuclear power and research were key elements of a controversial development strategy elaborated by part of the Pakistani elite as well as the entanglement among foreign aid, political ambitions and predicted economic growth, with Cold War considerations claiming the lion's share in determining the conditions and eventual kick-off of the project. This paper asks how can we as geographers, occupying positions of relative privilege but also beholden to institutions entangled with legacies of colonialism and ongoing colonization, find and embody our responsibilities to Indigenous people and nations and contribute to decolonization within and beyond the academy? We begin by reflecting on Doreen Massey's (2004) theorization of geographies of responsibility and critiques of it in the intervening years. We then engage with important considerations including the politics of recognition, relational grammars of settler colonialism and Indigenous notions of relationality. To avoid the traps of recognition politics, which often foreclose the more transformative possibilities of responsibility, we propose ways of taking of decolonial responsibility in our teaching, research and professional service. While we cannot provide simple solutions to the difficult challenge of pursuing decolonization in the academy, we believe that centralizing and prioritizing relationships of responsibility to and through place in support of resurgent Indigenous nationhood is required to avoid the denuding, individualizing process of colonial recognition and superficial performative decolonisation. This paper focuses on the Canadian spousal reunification process and its specific bureaucratic temporality, in relation to citizenship and mechanisms of social control. Based on ethnographic research in a Facebook support group of Canadian women married to a non-Canadian man, I examine the role of online communities in reinforcing compliance to immigration slow temporalities at the expense of group members' urgent love temporalities. Spousal reunification applicants were recommended not to intervene as long as their file was still within official processing times. Those who acted too soon showed low compliance with government regulations and were called back to order by other applicants. The promotion of discourses that valorise both patience and proactivity deployed at the 'right time' – when delays are expired – constitute mechanisms of social control and contribute to shaping 'good', 'informed' and thus deserving citizens, in the context of marriage fraud suspicion. This article builds on the literature on waiting in immigration processes and articulates it with concepts of good citizenship. Early childhood education (ECE) spaces within settler-colonial societies operate as sites of violence and oppression whereby non-conformity to white, rational, ableist, cisgender norms is weaponised as developmental deficits. In this paper, we refer to the refusals of non-dominant ways of knowing as forms of epistemic injustice (Fricker 2007). We describe the foundational underpinnings of ECE throughout the twentieth century in Ontario, Canada and trace how normative ideas of children, educators, education, and childhood developed through a largely positivist, developmental orientation. Little is known about which features of Facebook's interface appeal to users of far-right extremist groups, how such features may influence a user's interpretation of far-right extremist themes and narratives, and how this is being experienced across various nations. This paper looks at why certain 'Reactions' appealed to users in Australian and Canadian far-right groups on Facebook, and how these 'Reactions' may have characterized user decisions during their interaction with far-right extremist themes and narratives. A mixed methods approach has been used to conduct a cross-national comparative analysis of three years of 'Reaction' use across 59 Australian and Canadian far-right extremist groups on Facebook (2016–2019). The level of user engagement with administrator posts was assessed using 'Reactions' and identified themes and narratives that generated the most user engagement specific to six 'Reactions' ('Love', 'Haha', 'Wow', 'Sad', 'Angry' and 'Thankful'). This was paired with an in-depth qualitative analysis of the themes and narratives that attracted the most user engagement specific to two popular 'Reactions' used over time ('Angry' and 'Love'). Results highlight 'Angry' and 'Love' as the two most popular 'Reactions' assigned to in-group-out-group themes and narratives, with ' algorithms having propelled their partnership in these groups. The proposition that international students are not only sojourners but future immigrants has become well established in public policy. While education and immigration policy have become more intertwined, they continue to be analysed as separate spheres of influence. This paper compares Australia, Canada, and Germany, which between them host nearly 20% of all globally mobile students and where a nexus between international student and immigration policy has emerged. Using critical discourse analysis, a comparative case study design and based on a systematic literature review of over 300 studies published from 1990 to 2018, the findings revealed three ostensibly paradoxical discourses, which are discussed using the new term 'discursive pairings'. First, international students are selected for success but remain vulnerable to policy shifts that may exclude them and cause them to 'fail'. Second, international students are retained to fill economic shortages, but face difficulties being accepted on the labour market. Third, international students help build national reputation yet have been known to be exploited and subject to discrimination. The contradictions that emerge in the discourses bring into question the 'ideal immigrant' framing of international students, demonstrating that their role, acceptance, and ability to integrate into host countries is far from assured. The contemporary fashion industry is based on a set of 'gendered skills and attributes.' Women numerically dominate fashion schools and the labour force of fashion firms, and also start and run the majority of independent fashion brands. Angela McRobbie and others have highlighted the importance of considering the gendered dynamics of fashion-related work. Yet, as the industry continues to evolve in the wake of global integration, the digital transition and intensifying competition, there is an ongoing need for research. Using an intersectional approach, this paper provides a novel case study of young 'Millennial' female independent fashion designers who operate within the emerging and under-explored Canadian fashion industry. Drawing on 87 interviews and participant observation, the paper demonstrates how entrepreneurial motivations, pathways, practices and experiences are shaped by individual characteristics, such as gender, age, lifecycle and class. Particular attention is paid to the challenges and tensions associated with the D.I.Y. (do it yourself) model and how forms of work, including aesthetic labour, are performed and experienced in virtual spaces such as social media platforms. In so doing, the paper contributes to nascent research on Millennials and nuances our understanding of the gendered nature of creative labour. Crucially, the paper also moves beyond typical masculinist conceptualisations of entrepreneurship, which focus on high-growth and high-technology businesses, to highlight the legitimacy, prevalence and importance of alternative motivations, networks, identities and business practices within contemporary markets and creative industries. The Global Compact on Migration and International Organizations pay increasing focus to fair migrant labor recruitment. By looking at the temporary migration of Guatemalans to Canada, this paper demonstrates that migrants play a crucial role in managing labor migration. Based on interviews with Guatemalan migrants, recruiters, and Canadian employers, I analyze the dual role of migrants, as both producers and subjects of recruitment practices. I build upon the concept of the migration industry to show how this phenomenon creates a grey zone of migration brokerage at the crossroads of business and social networks, problematizing the global discourse on fair recruitment. In this paper, we use intersectionality-based policy analysis (IBPA) to examine how COVID-19 income support policies enacted in Ontario, Canada, affected people living with poverty. We find that the privileging of formal labor market attachment in eligibility requirements systemically excluded constituencies most likely to be living with poverty. More broadly, these exclusions represent a retrenchment of neoliberal logics in social policy, and the rejection of universal social welfare programs. In conclusion, we suggest that the experiences of people living with poverty during the COVID-19 pandemic further highlight the need for comprehensive social welfare programs, including a universal basic income. The current heightened sensitivity around history, colonisation and the aftermath of the socio-political and cultural ethos of the world can create in many people the fear of cultural appropriation and misrepresentation. This fear can affect the ability to imagine and play in certain learning settings, especially in devising performances, socially engaged theatre, and other arts-based explorations. However, what happens when participants choose not to engage due to the abovementioned fears? This paper explores the wider political economy surrounding the opening of Capitol Records' first Canadian record pressing plant in 1976. This celebrated facility encapsulates much of the optimism for Canadian music during this period. As a site of research it reveals a great deal of the complex relationship between a multinational corporation and an evolving national record industry. Further, this paper explores the materiality of popular music and places it within the context of national industrial and cultural policy. This material history brings forth a different account of the role of government policy in the development of this industry, with a greater emphasis on Canadian trade policy than on broadcast regulation. The plant began operation a few years after Canada's broadcasting regulator, the Canadian Radio-Television Commission, implemented Canadian Content regulations in 1971 for the programming of music created by Canadians on Canadian radio stations. 'Beyond the branch plant' draws from archival materials from the EMI Music Canada Archive, housed at the University of Calgary, to offer primary accounts of the development of this plant as well as the economic externalities beyond the music industry that were shaped by this new facility. The conclusions of this study call into question long standing positions regarding the place of national broadcasting content quotas and the growth of cultural industries. It highlights an industrial logic that was largely American in structure and one that indicates that the legacy of these content regulations is more complicated than it is often assumed to be. While it is reported that a large part of the mining activity abroad comes from Canada, a robust regulatory framework for addressing human rights violations committed by Canadian mining companies is lacking in Canada. From Canadian and international law perspectives, this paper addresses the issue of accountability of Canadian companies who commit human rights violations while operating in foreign countries. The paper discusses reports of human rights abuses by Canadian corporations and the jurisdiction of Canadian courts in cases of alleged violations committed abroad. It analyses selected recent decisions from Canadian courts as case-studies and argues that legal reform is needed to ensure accountability of Canadian corporations operating abroad and access to civil law remedies. In Canada, emerging discussions about colonialism and ongoing retrenchment from the welfare state, including social housing, accentuate the urgency of addressing housing need in ways that uphold both human and Indigenous rights. Through questionnaires and interviews with 28 non-profit housing providers in British Columbia, Manitoba, and New Brunswick, this paper examines the intersection of human and Indigenous rights with the provision of low-rent non-market housing. It identifies barriers and strategies to advancing the right to housing in Canada's settler-colonial capitalist context and, in doing so, articulates possibilities for new policies upholding housing as a human and Indigenous right. Building on the recent studies revealing that official bilingualism policies in Canada are often used to reinforce a specific racial and linguistic order, this paper addresses the impact of these federal-level policies on education policies at the provincial level. From the policy genealogy perspective, we examine Ontario's Heritage Languages Program (HLP), a highly contentious provincial policy that is still in place today. By analysing the discourses circulating in public and within the Ontario Ministry of Education around a proposed bill in the legislature to bolster heritage-language instruction and a subsequent Ministry initiative, we argue that official bilingualism and policies of multiculturalism functioned as discursive vehicles for resisting an enhanced HLP and to heritage-language education per se in politically more tolerable ways. The first part of the paper describes the research design, and introduces the historical context which produced the HLP and the early conflicts over it. The second part discusses three specific findings: (1) a discussion of the Proposal and its relationship to Bill 80; and (2) the discourses present in the general public; and (3) the discourses present in Ministry-internal deliberations of the HLP in Ontario. This paper unpacks 20 Vietnamese-Canadians' sentiments of indifference toward or opposition to Canada's resettlement of Syrian refugees. I argue that participants center their understanding of 'refugee' around their diasporic journeys on boats to memorialize their visceral suffering and to position themselves as deserving of entry into Canada atop a hierarchy of legitimacy. In doing so, participants police 'refugee' as an identity category to reassert themselves as refugees and Syrians as migrants, thus constructing Vietnamese refugees' pathways to citizenship as more legitimate. The transformative justice agenda within the field of transitional justice has yet to take up settler colonialism and Indigenous peoples. This paper develops the idea of an indigenised, decolonial transformative justice that encompasses relational change at the grassroots level through acts of Indigenous resurgence, settler decolonisation and allyship, as well as structural transformations at the state and global levels through the UN Declaration on the Rights of Indigenous Peoples. Canada currently is in a transitional moment and there has been a perceptible shift in its position toward the Declaration. It originally voted against the Declaration but is now committed to implementation as per the Truth and Reconciliation Commission's recommendation. A key issue is the extent to which the Declaration will be subsumed under Section 35 of the Constitution, which recognises existing Aboriginal Rights. The paper argues that Section 35 can only become a 'full box of rights' if the lid is fully opened to embrace the transformative, decolonising provisions of the Declaration, particularly those around free, prior and informed consent. Given the apparent reluctance of the state to disrupt the colonial status quo, grassroots and transnational mobilizations and strategies that enact the performative element of Indigenous rights will remain key. AbstractThis paper is based on a frame analysis of the media portrayal of Syrian refugees in the three highest circulating Canadian newspapers from 2011 to 2022. From 2011 to 2013 the focus was on the conflict being far away, confusing and complicated but not Canada’s concern. From 2014 to 2016, the conflict became urgent to Canadians and their politicians. From 2017 to 2022, as policy changed to actively soliciting refugees to come to Canada, the focus emphasized the inadequacies of resources available to refugees and bureaucratic snafus.
