This paper analyses the Chinese party-state's production of visual racism towards Uyghurs as a discursive foundation for its ethnic policy, as globally reproduced and disseminated by non-state actors. The paper draws from theoretical literature on the relationship between visual politics and affect, stressing the need for visual literacy to reflect on how images emotionally affect audiences' identities and insecurities. It focuses this analysis on education texts in China's post-2012 'de-extremification' and 're-education' campaigns, specifically on how images tell stories about life-or-death security issues that define Chinese identity. Chinese education about Uyghurs tends to frame Uyghur identities as racialised, culturally external existential threats to be defeated by state violence or teaching them to be Chinese. However, Uyghurs' own visibility strategies in global advocacy counter the party-state's imagery by centring their lives and experiences. This paper aims to explore the relation between international competitiveness and currency internationalization by employing an analytical framework and applying it to RMB internationalization. Our results reaffirm that economic size, financial market development and network externalities are keys in currency internationalization. We also find that international competitiveness is a potential determinant of currency internationalization. However, a more comprehensively and fully measured index of international competitiveness than the GCI is needed to investigate the potential relation between international competitiveness and currency internationalization. The RMB could become an international reserve currency that is larger than the Japanese yen and the British pound sterling, but still lags far behind the US dollar and the euro by 2035. Given the network externalities and historical experience of currency internationalization, however, it will be a long and bumpy process for the RMB to become an international currency, particularly an international reserve currency. Ancient Chinese civilisation developed two ideas about the ordering of large human spaces. The first was tianxia or 'all under heaven', the inclusive and cosmopolitan world as a whole, with no exterior, and governance on the basis of shared values and benefits, which first shaped statecraft in the Western Zhou dynasty (1047–1771 BCE). Second, the centralised nation-state which emerged in the Qin dynasty (221–206 BCE). Both strands have been influential through Chinese history. In the last twenty years discussion of tianxia has revived, especially through Zhao Tingyang, stimulated by globalisation and the need for practical relations beyond the nation state. This paper proposes one version of tianxia as a heuristic for understanding, rethinking and remaking ethical relations in worldwide higher education. It reviews different understandings of tianxia in China, identifies a world-centred (rather than China-centred) tianxia , and discusses the potentials of tianxia in higher education. Tianxia is appropriate to world higher education because of its spatiality and its ethical commitment to universal benefit in diverse settings on the basis of mutual respect. International student mobility, taking place within the framework of globalisation, internationalisation and transnationalism, has attained much attention. This paper adopts the Intellectual Migration framework to further our understanding of mobility regarding international higher education. It simultaneously studies China-born students in both China and North America to empirically examine the propensity for student mobility across national borders and the determining factors behind the realisation of such mobility under the same set of geopolitical and international circumstances. The analysis is based on a set of cross-sectional surveys conducted in the 2017–2019 period that yields over 1600 data points. We compare the 'who', 'why' and 'where' aspects of migration between domestic students in China and Chinese international students in North America to delineate the factors underlying international student mobility. By highlighting aspirations and capabilities on mobility outcomes, this paper contributes to differentiating mobility between undergraduate and graduate students and the implications for social inequality. Our analysis also reveals the unequal spatial distributions of educational resources between intellectual gateways and peripheries, and by extension between the Global North and the Global South. The Chinese Communist Party has unleashed a campaign of repression against Turkic minorities residing in Xinjiang Uyghur Autonomous Region (XUAR). This campaign does not stop at China's borders. This study introduces the Transnational Repression of Uyghurs Dataset, which contains 7108 cases of Uyghurs being targeted in 44 states from 1997 to 2021, the largest public dataset on transnational repression published to date. Unlike other regimes, the Chinese state has been indiscriminate in its persecution, often pursuing apolitical diaspora members on account of their ethnicity rather than political activism. China's transnational repression of Uyghurs has expanded rapidly in recent years as domestic repression has increased in XUAR. We documented 238 incidents from 1997 to 2014, and an additional 6870 events since 2014. The paper argues that globalization is producing a new trend of transnational minority persecution, offering new insights for our understanding of twenty-first century genocides and minority persecution. In the last three decades, a networked global system has emerged in the natural-science-based disciplines, sustained by collegial epistemic relations in universities. Nationally ordered and funded science has expanded alongside the global science system. The common global pool of papers, defined by bibliometric collections, nevertheless excludes large components of knowledge. In the global system, four tendencies are apparent: (1) rapid growth of papers, (2) diversification of scientific capacity to many more countries, (3) expansion of networked international and national collaboration as measured by co-authorship, (4) growing multi-polarity of capacity, outputs and quality, with the rise of China and several middle-sized national systems outside the Euro-American bloc. The paper critiques the interpretation of global science dominant in scientometrics, in which positivist data analyses are applied to performative national comparisons. In an attempt to examine Eurasian globalization historically, this paper outlines three phases of globalization starting from 200 BCE to 1492 CE as Phase 1 and 1500 CE to 1999 CE as Phase 2 and from 2000 CE Phase 3. By historicizing the concept and the process of globalization, the paper attempts to provide a more global rather than a Europe-centred history of globalization and modernization. The paper builds on the idea of Eurasia and offers a new perspective of Eurasian globalization by pivoting on China's role in both Phase 1 and Phase 3 of globalization. The paper uses historical literature that has been not only critical of the Eurocentric view of the world but also provides a more connected view of global history. Many studies suggest that globalization is a process initiated by corporations and states in advanced countries that pressures or encourages developing countries to open themselves to the globalized economy. This paper illustrates, with the case of China, that developing countries have significant power to initiate and shape trade liberalization. Using sources from both the United States and China, it delineates how the Chinese state, driven by its aspiration to move China to an export-oriented economic model, mobilized and coordinated dominant US corporations to lobby for US–China trade liberalization in the critical period of 1993–1994. China's "lobbying by proxy" efforts led to the Clinton administration's rejection of its 1993 policy that constrained free trade with China based on human rights considerations in 1994. This research shows that the origins and evolution of trade globalization involved many contingent actions of actors in the core and periphery. Originating from within the UNESCO, narratives on 'heritage under threat' tell the story of how and why intangible cultural heritage (ICH) practices are valuable, why are they disappearing, and how they can be protected from destruction. Focusing on PR China, this paper conducts a frame analysis to identify narratives on 'heritage under threat' as employed by the UNESCO, the Chinese party-state, and academics. The study argues that while policy narratives in any country undergo a process of congruence-building, circulation, and implementation, these processes take distinctive forms in authoritarian countries due to the states' discursive and political monopoly: While non-state actors are involved, the state primarily steers the appropriation process. Contemporary models of academic work reflect a process of compression given that busy (time compression), jet setting (space compression) scholars constitute the norm of academic success. Valuable reflections from mobile academics are available, and yet, such narratives are often confined to individual voices and perspectives. In this paper, we endeavor to present a collaborative analysis of our shared experience as short-term foreign experts at a Chinese Normal University, simultaneously embracing and being troubled by our institutional and individual desires to become global. Throughout our analysis, we focus on the contrasts of our national, racial and class identities of origin and those we enacted while teaching in China. In doing so, we pay attention to the literal and metaphorical meaning of mobility. Our project explores ways in which mobility is(n't) always privileged, as well as whether and how we experience time – space compression contrasting our class, race, nationality and sexual orientation differences. While Western foreign correspondence is retreating, Chinese central media and correspondents, resourced by the government's financial backing for media's role in public diplomacy, are taking the opportunities to expand overseas bureaus, hire experienced local employees, enhance the quantity and quality of international news reporting, use digital technologies in newsgathering and dissemination, and receive Western-style trainings. Against this backdrop, this paper studies the identities, media cultures, and journalistic practices of Chinese foreign correspondents, as well as the international news output, and media-audience and media-foreign policy relationships. In doing so, we propose a new six-level theoretical model: (1) journalists' identities; (2) cultures; (3) practices; (4) news output; (5) news dissemination, reception, and audiences' interactions; and (6) the impacts of international news coverage. Based on semi-structured interviews with Chinese resident journalists over eight years, we argue that the media-audience and media- foreign policy relationships in China have become more interactive, dynamic, and complex. This paper surveys constructivist scholarship in the study of international political economy (IPE) in China. Chinese scholars in the field of IPE have until recently rarely used constructivism as an approach to study IPE for two reasons. The first, like Western IPE, is the short history of constructivism as a theoretical perspective. The second, unlike Western IPE, stems from the long-standing dominance of Marxism, China's official state ideology, in the academic field. In China, Marxism's materialist core shapes the basic research questions of IPE. Unsurprisingly then, constructivist analysis is quite alien to the dominant intellectual discourse in China. Nonetheless, of late, more Chinese scholars have begun to apply constructivist analysis. This paper surveys these developments and is divided into three sections. The first section provides an overview of how Chinese Marxist scholars approach the major issues of IPE as they relate to China. The second section provides an overview of the work of liberal-minded Chinese scholars who work on major IPE issues, another counterpoint to the Marxist school. The third section, which is the major focus of this paper, examines how Chinese scholars have applied the constructivist concepts to study major IPE issues in the Chinese context. Through a case study of Taiwan, this paper seeks to address recent debates surrounding the transformation of developmental states in East Asia. Whilst a number of authors have cited the Taiwanese state as being both cautious and resilient in the midst of global restructuring, this paper seeks to critically engage with such arguments by highlighting the dynamic and mutually constitutive relations between the forms of social relations that underpin late development and the wider geopolitical system in which such development occurs. Specifically, Taiwanese industrialisation can be viewed as an outcome of the US intervention in the Chinese civil war and subsequent exclusion of China from the regional political economy in the period between the Korean and Vietnam Wars. The Kuomintang (KMT)'s retreat to Taiwan established the basis for the autonomous developmental state, and the US underpinned this state through military protection, aid and access to its own domestic market. However, the relative decline of US hegemony and the readmission of China into the international system have posed significant challenges to Taiwan's developmental state. The US sought to redress its trade imbalance with East Asia by placing pressure on Taiwan to liberalise its political economy. Furthermore, the very process of development itself served to undermine the autonomy of the state as it came under pressure from new social forces. Taiwan has more recently been faced with a dilemma of closer integration with the mainland or the maintenance of its de facto economic and political independence at the risk of becoming isolated from the global trading system. In Chinese, 'dagong' means 'working for the boss'. Dagong migrants constitute the most populous group of China's mobile population, so knowledge of their cultural practices is crucial to understanding how globalisation and mobility rework people's sense of locality. This paper is an analysis of poems by dagong workers - a cultural phenomenon that is relatively unknown both outside and inside China. Drawing on ethnographic insights into China's rural migrants, this paper engages the concept of translocality to explore three recurring themes in dagong poetry: alienation of the body in the industrial regime; displacement and homesickness; and disenchantment with the south. The analysis shows that, for the same reason that mobility itself is a stratified process, the means of addressing translocal desires and longings are also stratified. [ABSTRACT FROM AUTHOR]

This paper examines the methods adopted by Wal-Mart to cater to local cultures in China. This analysis draws on glocalization, a concept that refers to the interaction of the global and the local, or the incorporation of local elements into global products and/or services. This paper is important for two reasons. First, glocalization, in and of itself, has the capacity to enhance scholarly understanding of globalization with reference to global agency and cultural differentiation. Second, not only is China a nation where Wal-Mart had to glocalize the most; China is also the fastest growing market in the world. So, this analysis can bring fresh insights into today's reality of globalization processes. One of the consequences of Wal-Mart's strategy of glocalization is that it contributes to its status of 'cathedral of consumption' even more. A cathedral of consumption refers to an incomparable magnitude of global success (achieved by a major corporation) that gives birth to a consumer religion and a display of abundance and excess. Este articulo examina los metodos adoptados por Wal-Mart para satisfacer a las culturas locales en China. Este analisis se basa en la glocalizacion, un concepto que se refiere a la interaccion entre lo global y lo local, o a la incorporacion de elementos locales dentro de los productos o servicios globales. Using HIV/AIDS, Severe Acute Respiratory Syndrome (SARS), and avian influenza as case studies, this paper discusses the processes and dilemmas of China's participation in health governance, both at the domestic level and the global level. Globalization has eroded the boundary between public and private health and between domestic and global health governance. In addition, the SARS outbreak of 2002-2003 focused global attention on China's public health. As a rising power with the largest population on earth, China is expected by the international community to play a better and more active role in health management. Since the turn of this century, China has increasingly embraced multilateralism in health governance. This paper argues that China's multilateral cooperation is driven by both necessity and conscious design. International concerns about good governance and its aspiration to become a 'responsible' state have exerted a normative effect on China to change tack. Its interactions with United Nations agencies have triggered a learning process for China to securitize the spread of infectious diseases as a security threat. Conversely, China has utilized multilateralism to gain access to international resources and technical assistance. It is still a matter of debate whether China's cooperative engagement with global health governance can endure, because of the persistent problems of withholding information on disease outbreaks and because of its insistence on the Westphalian notion of sovereignty. The rise of China as an economic and political 'driver' of the global economy may presage a new phase of globalization. This paper postulates the emergence of this new phase - a 'Global-Asian Era' (GAE) - as a 'working hypothesis'. It suggests that such an era is likely to be distinct from any of the earlier phases of globalization, and China's global footprint, in terms of its business, economic and political actions and their geopolitical implications, is likely to be markedly different from what has gone before. The paper sketches the reasons for these differences before turning to a discussion of the nature and dynamics of a possible future GAE. Paying particular attention to the developing world, the paper then explores some of the evidence that could be marshalled in support of the hypothesis. It outlines a series of vectors (trade, aid and energy security) along which it is possible to discern some of the ways in which an emergent GAE could be seen as impacting on the developing world. The central question of this paper is whether China can go beyond simple technological transfer and toward innovation in this age of globalization. By adopting an institutionalist perspective, this paper argues that China has developed a dualist model during its economic transitional period in which the foreign sector has been isolated from domestic firms, while the domestic industrial sectors have also failed to develop organic linkages among themselves to facilitate technological learning and generate innovation. This paper discusses four major institutional arrangements that deeply influence China's technological development – the institutional logic of economic reform, the state's industrial policy, the financial system and the industrial structure. It suggests that, owing to these institutional elements, China has neither developed economies of scale, as compared with the South Korean case, nor has it built up a network-type of economy similar to its Taiwanese counterpart in order to generate the mechanisms needed for technological innovation. With the expansion and deepening of globalization, as well as China's entry into the World Trade Organization, the nexus between economic growth and national security has gained prominence in China since the mid-1990s. How to ensure socio-economic security while maintaining its robust economic growth is now the most serious concern of the Chinese Communist Party (CCP) and the Chinese government. This paper addresses three questions: first, it explores why and how the transformation of economic growth and national security as two separate logics to a single domain evolved conceptually over the past two decades in China; second, what kinds of insecurities are generated by China's robust economic growth coupled with the expansion and deepening of globalization, and in which way and to what extent do they challenge China's government: third, what kinds of mechanisms or policy instruments have been adopted by China's government to address emerging economic insecurities while maintaining robust economic growth. The paper concludes that in the case of China, globalization has posed new challenges to economic security, but given that economic insecurity has its particular salience in individual countries, national institutional adjustment or adaptation becomes increasingly important for each country to govern in the interests of economic security while maintaining economic growth. As the world economy shifts towards services, transnational corporations ( TNCs) in the service sector have accelerated their expansion in emerging economies. This paper examines the development and embeddedness of foreign hypermarket retailers in China. It also analyzes the spatial penetration patterns of retail TNCs, the impacts of home and host economies on their local embeddedness, and how they resolve the structural paradox between enforcing standardization and conducting localization. The expansion of retail TNCs has been influenced by the gradual liberalization policies of the Chinese government. Spatially, they expanded in two directions: from the eastern costal region to the central and western hinterland, and along China's urban hierarchy from larger cities to smaller cities. While home economies greatly influenced their initial strategies, foreign hypermarket retailers are constantly adjusting to better embed in the Chinese market and to more effectively resolve the structural paradox. China's increasing integration into the global pharmaceutical value chain is occurring at a time when big pharma's traditional R&D model has entered a period of crisis, and when China faces significant challenges in providing healthcare for its huge and rapidly ageing population. Despite China's ambitions of promoting its own pharmaceutical sector, it is likely to continue to depend for some time on significant contributions from foreign companies. While this situation provides considerable opportunities for big pharma companies to expand their markets in China, they are also hoping that offshoring aspects of their R&D to China may contribute to reconfiguring their current R&D model with its weak record of producing new drugs. Drawing on interviews with a small number of pharma R&D centres in Shanghai, patent analyses and industry reports, we provide insights into both the challenges and the opportunities associated with the early stages of establishing such centres in an emerging region with a rapidly growing market. China's experience with globalization is still contested. This paper seeks to examine the impact of global integration and industrialization on labour markets in China. The evidence shows that rising trade and flows of foreign direct investment has not only quickened industrialization and structural change but it has also stimulated a rapid rise in overall and manufacturing real wages. The government's framework of absorbing marketization while maintaining planning control through decentralization has been critical in the development of technological capabilities in manufacturing. Although the nature of economic development after reforms has also widened regional inequalities with the Eastern coastal provinces enjoying higher growth and structural change than the Western and other inland provinces, rising wages suggest that the material conditions of the majority of workers in China have improved. This paper adopts a standard-related lens on technology trajectory to analyse the mobile telecommunication technology choices beyond the third generation (3G) in one of the largest emerging countries. The attempt is made to model and map the technological evolution based on different standard platforms and through competing technologies under the globalised background. The interplay between different stakeholders behind different technological standards in China is examined. Whether and to what extent technological developments have respectively shaped the paths is also explored. We identify the key technological, commercial and institutional dynamics driving such technology evolution, and argue that large emerging countries can pursue their own policy agenda while dealing with the diverse interests of various stakeholders home and abroad. China has been rapidly increasing the exports of manufactured products to OECD markets. In this paper we obtain evidence that the rise of China decreases the export market shares of OECD countries in other OECD markets. We also assess strategies of OECD countries to respond to increasing Chinese competition. OECD countries that upgrade the quality of their export goods strengthen their export position. The evidence for a strategy of variety expansion is less convincing. These conclusions hold for total manufacturing trade. Stem cell science is a volatile political arena. Propelled by the scientific and economic promise of important new health technologies, stem cell science has produced politicisation across the international, regional and national policy domains. Concerned lest they should lose an important opportunity, the emerging economies of China and India are introducing policies designed to improve their global competitive position in this field. Given that their science, tax regimes, regulation, supporting industries and financial markets are at a different stage of evolution to that of the developed economies, China and India bring their own unique characteristics to the fluid politics of stem cell globalisation. Since the 1995 Beijing Women's Conference contemporary women's writing in China has been a privileged site for the exploration of gender relations and female specificity. After defining a specifically indigenous Chinese feminism, this paper studies four directions in women's writing that impact upon feminist practice: rural women's stories that encourage advocacy for women's rights; new historical fiction that challenges the established representations of women in history; popular novels and blog sites by urban women that sexually subvert traditions; and poststructuralist "personalised writing" that disengages from male-centred discourse and explores women's radical alterity. We argue that these writings give rise to many sites of activism, not only for Chinese women in urban and rural areas, but also for Chinese women's involvement in trans-global feminist networks and cross-cultural exchanges. Chinese feminists today, through the medium of creative writing, articulate a new politics of difference, refracted through English-speaking and European theories, but adapted to local traditions, histories and regional affiliations, directed toward an indigenous, Chinese-style of feminism with expansive possibilities and an array of indeterminate outcomes. China's agricultural biotechnology policy has undergone a profound transformation over the last decade, from a strongly promotional to a more precautionary approach. From the 1980s onwards, China invested heavily in biotechnology development and in the early 1990s emerged as the leading biotech country in the developing world. In the late 1990s, however, it halted the authorization of new genetically modified crops and introduced stringent safety regulations. This paper investigates this policy shift and argues that international factors have played a central role. Two trends, in particular, are identified as key sources of the move towards greater precaution: China's ongoing international socialization, particularly in the context of the international scientific debate on biosafety and the negotiations on a biosafety treaty; and the growing globalization of agriculture and trade, which has exposed China to international competitive forces and trade restrictions in food trade. As the case of genetically modified food in China shows, political integration and economic globalization can work together to promote a strengthening of the domestic environmental policy agenda. The 'economic miracle' of township and village owned enterprises (TVEs) in China has led to claims that China's success has depended on the prosperity of TVEs and also that they are expected to be the major source of growth in China's future development. Since the late 1990s, however, the Chinese government has implemented an extensive TVE closure policy. This paper, based on case studies on China's TVE coalmines in particular and the entire coal industry in general, explores underlying forces that have driven both the rise and the fall of TVE coalmines. It has found that the earlier rise of TVE coalmines was forced upon the nation to accommodate her crying need for economic development. The subsequent fall, however, became inevitable when China was forced to confront the further challenges of transition and globalisation. The struggle between pro- and anti- closure of TVE coalmines reflects the enormous difficulty for China to cope with the tangled challenges from development, transition and globalisation, and contributes to the continuing state of uncertainty governing the future of TVEs. This paper focuses on the Hong Kong Special Administrative Region of China, one of the localities in the world where the process of globalisation is most advanced, in order to examine the relationship between globalisation and the risk of illicit drug problems. It considers the impact of globalisation on both the supply side and the demand side of the illicit drugs market in Hong Kong. It is argued that, historically, the trade in dependence-producing substances like tobacco and opium was central to the creation of a world market; in particular, the nineteenth-century drive to bring Southeast Asia into a system of world trade led to the production and marketing of opium on an organised commercial basis, triggering the first of the modern drug 'epidemics'. Hong Kong, ceded to the British following the first Opium War, was central to this project, and to the creation of the financial and transport infrastructure needed to support large-scale opium trading. The British promoted the consumption of opium within Hong Kong, where its sale subsidised the colonial administration, with the consequence that opium use became widespread, and the postwar attempt to make opiates illegal was resisted. On the demand side it is argued that, by weakening traditional society through the phenomenon of disembedding, globalisation both created a collective crisis of identity and a means by which this might be resolved, through self conscious participation in an internationalised consumer culture, oriented towards drug use. It is concluded that globalisation may generate a new set of risks. The impact of globalisation on psychoactive substance use, in particular, deserves further investigation. [ABSTRACT FROM AUTHOR]
