Globalization has severe impacts on international transport, which in turn affect local and global environmental issues. This study presents an approach to studying these relationships. It identifies four world scenarios based on a distinction between OECD and other countries, and then traces the implications of these for international transport and environment. The article is based on a Keynote Lecture at the 2022 Colloquium of the Society for Educational Studies. It analyses the articles published in four leading journals in 2021 and compares these with the same journals 20 years earlier. Key findings include a considerable increase in authorship and multiple authorship and a very strong international dimension to authorship in current UK-based journals. Two-thirds of the papers were empirical, and by far the most common type of research design was qualitative interview studies, often of a very small-scale nature. My essay illuminates the plights of those who live on the southern shore of the Mediterranean under the antagonistic forces of globalisation, according to which the free movement of capital between Europe and North Africa is matched by a criminalisation of immigrants from the southern bank. My analysis of the discrepancy between the borderless economics and the bordered movement of people explores the representation of clandestine immigration in Fawzi Mellah's Clandestin en Méditerranée/Clandestine in the Mediterranean (2000), which depicts illicit passages from North Africa to Europe. Criticising European democracies' containment of the heralded dynamism of the global age and their diffusion of a discourse feeding fear about migrants, I show that globalisation has turned into a 'globalization of punitiveness' [Barker, Vanessa. 2012. My exploration of the migrants featured in the text demonstrates that globalisation's failure to achieve the spatial decentralisation ideal on which it has based its flat-planet premise makes undocumented immigration the last resort of those to whom the Schengen Area closes its borders. My spatial analysis of the paperless migratory enterprise reads the irregular crossing as an attempt to construct defiant identities that resist the global structure of domination. The articles in this special issue extend research on urban space and politics in Istanbul with approaches that explorate the relationships between urban form, urban change, and political processes as assemblages of things, beliefs, institutions, and landscapes. They share a commitment to extended ethnography and thick description in urban studies, and contribute to research that destabilizes universalizing urban theory produced in Europe and America. The dramatic state-led project of neoliberal urban transformation in Istanbul has generated an important body of work that focuses on the consequences of creative destruction, urban displacement, and urban social and political exclusion. These papers contribute to that research with additional questions that incorporate understudied material and cultural elements of the urban political economy. What role do material elements (concrete, plexiglass, signs, maps) play in the practices that propel urban dynamics: that justify, for example, the rebuilding of some properties and the destruction of others? How do the subjective dimensions of human life (memory, belief, emotion, art, suspicion, and imagination) propel particular forms of urban development? Istanbulites' theories of why, where, and to whom destruction or fortune happens – and of what particular material things mean, or what they're meant to be used for – are crucial elements of the total urban situation. Istanbulites' theories cohere disparate elements into assemblages which, in turn, work to transform the city's material realities and social worlds. Increasing uncertainties in international trade policies have raised concerns about the possible break of global supply chains. This paper reviews relevant studies shedding light on global supply chain resilience. We first summarise some key facts and current developments of globalisation. We then review mechanisms through which shocks are transmitted along the global supply chains. Finally, we discuss the production relocation or sale adjustment of firms in response to shocks for maintaining supply chain resilience, from which we obtain some hints on how the resilience can be improved. This paper addresses the tensions between political sovereignty and global capitalist accumulation that arise from neoliberal globalization: in the context of neoliberal globalization, the role of the state was substantially altered, and competitiveness became important to sustain economic growth, employment and wealth. However, for this purpose, the internal stabilization of the economy also has to be ensured. Competition state-ness aims to reconcile domestic and global market dynamics. This paper addresses this challenge from a Cultural Political Economy perspective, arguing that the specific way this is done results from ideas, institutional selectivities and materiality. As the supranational level gained importance during globalization, this paper uses the European competition state project as an empirical example. It uses a Critical Discourse Analysis to analyze the economic imaginaries on competition of the European socio-economic strategy, Europe 2020. The central findings are two imaginaries on competition that address different market dynamics in the neoliberal political economy: the 'sovereign entity' that promotes a well-functioning domestic market, and the 'competitive entity' that aims to increase European competitiveness to thrive on the world market. Globalization, Poverty and Income Inequality: Insights from Indonesia: Edited by Richard Barichello, Arianto A. Patunru and Richard Schwindt. He also does not distinguish between Gini coefficients based on household income and those based on household expenditures; Indonesian estimates are usually based on expenditure figures, which are not directly comparable with other countries in Asia, let alone the OECD countries. Trade openness may well have increased less rapidly in Indonesia than in China, India and Vietnam since 1980, but in 1980 these three last economies were still largely closed to global trade. This paper describes digital cultural policy as a slow and ambivalent or reluctant revolution in a policy field. In investigates how cultural policy has gradually been affected by digitalization in the field of cultural production. I argue that digital cultural policy has developed in a sedimentary fashion, but that it also has been continuously marked by a certain ambivalence towards the digital revolution. Digital cultural policy is ultimately described as a field of hyperconvergence, where ideas, political tools, technology, and policy areas are entangled to an increasing degree. This challenges the research on and the analysis of digital cultural policy. The paper is primarily based on a close reading of Norwegian cultural policy documents. I have employed all the white papers on cultural policy from the Ministry of Culture between 1973 and 2019 – both the ones that explicitly deal with cultural policy and the ones that deal with a specific field of the arts (performing arts, visual arts, music etc.), as well as annual reports from Arts Council Norway between 1975 and 2018. The purpose of this study is to investigate the effect of service trade globalization on low-carbon globalization. Two newly developed non-radial directional distance functions of UEI (Unified Efficiency Index) and EEPI (Energy-Environmental Performance Index) were adopted to evaluate energy and CO2 emission performances of 30 countries during the period 1980–2013. A multiple regression analysis was conducted based on the Tobit model. Results showed that: (1) Service trade openness has a positive effect on energy and CO2 emission efficiency, and the effect has been intensified with time. (2) Emerging service sectors promoted the improvement of energy and CO2 emission efficiency, while the traditional sectors hindered the efficiency improvement. (3) There existed a "catch-up" effect between less developed countries and developed countries on energy and CO2 emission efficiency. Policy implications are thus drawn on how to promote the improvement of energy and carbon emission efficiency in the context of low-carbon globalization. [ABSTRACT FROM AUTHOR]

Finally, the last paper by Fanjie Fu, Alan Collins, and Shujie Yao investigates how supervision intensity is related to stock price crash risk (SPCR) in China, finding an inverted U-pattern. Three of the eight papers are closely related to the Belt and Road Initiative (BRI) launched by China in 2013. The author comments on Australia's Defense White Paper entitled "Defending Australia in the Asia-Pacific Century: Force 2030," which was released in May 2009. It is suggested that Australia's new defense policy was created in response to the rapid speed of globalization and increasing economic interdependence, as well as the declining power of the U.S. The author also argues that the policy document is beset with contradictions and there are no details of immediate challenges.

Identity and structure as signifiers of the unconscious are in flux as a result of the evaporation of the relations in the modern world. The author develops some hypotheses on the input of the changing identity in respect to the psychoanalytic encounter in therapy and to processes in institutions. He comes to the conclusion that the orientation to the individual dynamics, the therapy room and the therapeutic relationship, which is at present substantial for most analysts, will no longer be relevant. Whether we will be successful or not as psychoanalysts depends on whether we see the world growing together, share the responsibility for it and take up the burning questions of globalisation. This article addresses the issue of scaling of information systems (IS) in both theoretical and empirical terms. Scaling is an important issue in IS, especially in the contemporary context of globalization, as attempts are ongoing to expand IS in the same context as well as take it into other contexts. Theoretically, an information-infrastructure (II) perspective is drawn on to analyze the challenge of scaling, viewing it not merely as a technical problem, but as a socio-technical one involving a heterogeneous network constituted of technology, people, processes, and the institutional context. Empirically, scaling is analyzed based on experiences from an ongoing project to implement health information systems within the primary health care sector in India. The theoretically informed empirical analysis leads to some preliminary insights relating to the questions of what is being scaled and how it is being scaled. This article uses Mikhail Bakhtin and Homi K. Bhabha’s notions of hybridity as an interpretive tool in a traditional market area situated to the north of the center of Calcutta called Barabazaar or the Great Bazaar. More specifically, I study the changing effects of colonialization and globalization on a small group of Marwari paper traders in an area at the southern end of Barabazaar called China Bazaar. Acknowledging the overlapping geographies, both indigenous and foreign, that were and are constantly negotiated in places such as Barabazaar, I define a concept of hybrid space. This article explores the issue of internationalisation in the teaching of political science at universities. We first provide an overview of the mix of courses in terms of geographical focus offered by high-ranking political science departments. Second, with survey data from students, we assess the factors affecting their attitudes towards area-specific and general politics courses. The results indicate that, compared to local students who prefer local politics courses, international students are most interested in those with a mid-range scope such as those containing cross-case comparisons. Since 1990 there has been remarkable growth and diversification of worldwide capacity and output in science, and a distinctive global science system has emerged, primarily grounded in research universities, fostered by Internet-mediated communication and publication in English, cross-border authorship and researcher mobility. While global science overlaps with and is affected by national science systems, it is constituted by pan-national knowledge flows and collegial collaboration and has partial autonomy. Four different interpretive frameworks (narratives) have evolved to explain global science: science as an expanding cross-border network; science as an arms race between competing nations; science as a global market of competing 'World-Class Universities'; and science as a centre-periphery hierarchy in which emerging countries are permanently constrained by Euro-American dominance. The paper reviews each narrative in relation to the literature, especially in scientometrics, and empirical tendencies in global science, tracked in secondary data derived from bibliometric collections. While each narrative contains at least a grain of truth, each also conflicts with the others and each is radically insufficient. A better explanation of the drivers of global science combines (1) flat open networked relations with (2) the inequalities and closures shaped by global hegemony, arbitrarily modified by (3) national governments and specific resources. This paper presents Paulo Freire (1921-1997), on the centenary of his birth in 2021, as a global icon in education, whose actions, reflections and writings, as well as dialogues and talks, occurred against the background of an ever globalising world. To quote Martin Carnoy on a text concerning globalisation, published two years following Freire's demise, processes of globalisation have intensified and acquired new meaning through advances in information technology which render production, cultural manifestations and education ever more synchronised on a planetary scale in real time. Drawing on Walter Kohan, I examine the notion of Freire as an itinerant educator, educationist and intellectual. The paper then explores the nature of hegemonic globalisation against which he struggled in his later years, until the time of his death. This paper reviews the empirical research pertaining to sustainable supply chain management (SSCM) published in the International Journal of Production Research (IJPR). The review allows an assessment of IJPR's contribution to the empirical SSCM literature and its shortcomings. One of the key shortcomings was the relatively small number of papers that address the social dimension of SSCM. An avenue for potential and fruitful research is proposed building on the notion of network capital. Research questions that can lead to the application of network capital are presented to spark more research on the social dimension of SSCM for prospective contributors to IJPR. Future engineering professionals have to deal with increasing complexity and uncertainty, as global challenges, such as climate change, globalisation and digitalisation, require creative, innovative solutions and interdisciplinary perspectives. Accordingly, engineering graduates have to be prepared to deal with those kinds of problems at different levels. Coping with uncertain and highly complex problems as well as learning from them is referred to as resilience. However, it is not well understood how and to what concern resilience is discussed in engineering education. Therefore, this systematic literature review aims to clarify meanings, definitions and applications of resilience within engineering education. We reviewed 67 research articles and found that resilience in engineering education is either linked to engineering students as a personal attribute or to systems, in this case describing a teaching content. The internationalization of economic history is everywhere except in the publication outputs. Using a new dataset of publications in the top four economic history journals, we investigate this puzzle and attempt to explain why relatively few papers on and from developing countries are published in top journals despite the growing internationalization of economic history more broadly. We find little evidence to suggest that this is due to a bias against papers on developing country topics and by developing country authors. Developing country papers and authors also do not perform worse in citation analyses. Authors from developing countries, it seems, are less productive, or discouraged from submitting their papers to top quality journals, choosing instead local journals. Nowadays companies are facing several transformations of their activities, empowered and pulled by technological and social evolutions over the few past decades. As competitiveness is a leitmotiv in the market economy paradigm, it is necessary to improve activities through excellence and new offers. In a focus on the consumers’ needs, the limits between tangible and intangible offer are challenged through new kind of offers merging products and service under one common offer. Manufacturing companies, and more precisely the automotive industry, endeavour to integrate new constraints of sustainability, economic globalisation and new ways of consumption made possible with this new kind of offerings. This supports the opportunity to change consumption offers, historically driven by production and consumption of tangible assets. The paper explores a key concept to operate this shift towards a new type of offer gathering products and service into an integrated bundle entitled product-service system (PSS). This paper proposes a review of PSS definitions, methodologies and its applications to clarify the contribution of the literature in enabling its adoption. Requirements to adopt PSS are extracted from case studies and methodologies for servitization are evaluated as means to overcome barriers of PSS adoption. While much literature has been produced on globalization, privatization, and the State individually, it has not been common to treat them together, at least not in the field of comparative and international education. There is excellent work that has documented the ways in which globalization and privatization have influenced education reform, but extant scholarship typically has not engaged with theories of the State. In this paper, through the case of Honduras, we explore the aforementioned issues. First, we draw on the approach of Critical International Political Economy (CIPE) to understand the ways that (political-economic) globalization and privatization have affected and manifested in both policymaking and the provision of education. The second half of the paper then turns the gaze back on the Honduran State and draws on State theory literature to consider why globalization and privatization have been able to be so influential in the first place. Ancient Chinese civilisation developed two ideas about the ordering of large human spaces. The first was tianxia or 'all under heaven', the inclusive and cosmopolitan world as a whole, with no exterior, and governance on the basis of shared values and benefits, which first shaped statecraft in the Western Zhou dynasty (1047–1771 BCE). Second, the centralised nation-state which emerged in the Qin dynasty (221–206 BCE). Both strands have been influential through Chinese history. In the last twenty years discussion of tianxia has revived, especially through Zhao Tingyang, stimulated by globalisation and the need for practical relations beyond the nation state. This paper proposes one version of tianxia as a heuristic for understanding, rethinking and remaking ethical relations in worldwide higher education. It reviews different understandings of tianxia in China, identifies a world-centred (rather than China-centred) tianxia , and discusses the potentials of tianxia in higher education. Tianxia is appropriate to world higher education because of its spatiality and its ethical commitment to universal benefit in diverse settings on the basis of mutual respect. The article suggests four clusters of relational values that could constitute a tianxia order in higher education, and compares tianxia to existing practices of globalisation. [ABSTRACT FROM AUTHOR]

This paper is a study of ethics – in practice. It examines how people in the world, and more particularly in rich countries, have responded to the ethical challenges associated with recent crises: climate change, COVID-19 and international migration. What has been the nature of the discourse? What international agreements have been made? Have they, in practice, been followed up? The evidence is that – in practice – nations, and by implication their citizens, have displayed very little obligation to those beyond their boundaries. This paper explores how BRAC's Targeting the Ultra Poor graduation program was globally adopted as a successful pathway for extremely poor households to build sustainable livelihoods and improve their conditions. It explores how this Southern model of development and transformation became an integral part of global knowledge. The paper also highlights a fundamental element of BRAC's vision and pedagogical approach – enabling the powerless, especially women, to organise and exercise their agency for bringing about change – and suggests this as an important next step in graduation programming. This paper was invited as a commentary on the keynote paper for this special issue by Simon Marginson and Lili Yang. The paper begins by noting the importance of a fully balanced approach to comparison in higher education, that gives equal value and weight to Sinic and Anglo-American views by adopting a transpositional approach and also recognising the linguistic challenges involved. It then considers strengths of the Sinic approach and of the contrasting Anglo-American approach and their outcomes over history, using a frame drawn from recent work by Francis Fukuyama. This paper maps the ethical complexities underlying the internationalization of sport management programs in Global North universities. Drawing upon postcolonial theory, critical internationalization studies, and studies of global ethics, I review the current articulations that concern the internationalization of sport management programs and highlight the limitations therein – that is, they are primarily articulated from a liberal global imaginary. In introducing the critical and decolonial ethics frameworks, I present some alternative possibilities to envision internationalization practices and policies in sport management programs. Sport management scholars and educators located in Global North institutions are encouraged to confront the ethical challenges of internationalization and generate more globally accountable ways of "doing" internationalization. The authority of the nation states and their capacity to govern their education policy has been reconfigured by the processes of globalisation. This paper examines recent education policy in Pakistan in order to reveal the nature of national authority in education policy-making in a challenging context. The central piece of analysis is the pre-policy text issued by the Ministry of Education, Pakistan — the White Paper. This analysis is further supported through interviews with senior policy actors and other significant policy texts. The paper identifies several tensions caused by the interaction of global and national education policy priorities and explores how the national government of Pakistan seeks to expand its SoA through ‘soft’ governance approaches despite the material and financial constraints within which it operates. This paper provides an evidence-based study that evaluates the attitudes of Panjabi speakers in the Panjab region towards the Panjabi language, exploring the underlying reasons shaping those attitudes. Panjabi language activists have expressed concerns about the challenges confronting the language and its vitality. However, due to a noticeable absence of any empirical data these concerns often become entangled in a discourse, questioning the authenticity and reliability of these concerns. This paper aims at assessing the extent to which Turkey is integrated in the global political economy with respect to both the technological and the economic dimensions. This paper will achieve this aim by first providing for a technological definition of globalization. It will then proceed by assessing the degree of integration of Turkey in the technological progress necessary to catch up with the globalization progress. Finally, the analysis will move to the degree of integration of the country in the global political economy on the basis of the traditional indicators of integration, such as the share of global FDIs, the share of Global Mergers and Acquisitions and the share of global exports. This paper argues that the economic upgrading of suppliers in global value chains (GVCs) is influenced by the prevailing governance structures in supplier-lead firm relationships. Using a novel governance index for Philippine and Thai manufacturers, this paper tests if tight effective control received by suppliers can be detrimental to higher-order GVC upgrading. The unique 2012 Survey on Adjustments of Establishments to Globalization was used to calculate the index for Philippine manufacturers, while the World Bank's Productivity and Investment Climate Study 2006–2007 was used for Thailand. The econometric results confirm that tight governance negatively affects upgrading in both countries. Specifically, the Philippine estimates show that tight governance has no impact on process upgrading given that: (1) all GVCs benefit from efficient suppliers, regardless of governance structures; and (2) process upgrading has relatively simpler technological requirements than higher-order upgrading. Tight governance significantly reduces the probability of achieving more sophisticated product, functional, and intersectoral upgrading, especially when this encroaches on the lead firm's core functions. But since governance and control are necessary for efficient GVC operations, suppliers must conscientiously build capabilities and networks to move up the upgrading ladder. The concept of assemblage, drawing on the posthuman theorisations of Deleuze and Guattari, delineates a dynamic and new materialist approach to an event. In this approach, desires, material agency and (de)(re)territorialisation emerge as key concepts, and open ways to understand the school classroom in early childhood as a territory where lines of flight challenge the boundaries of normative education. This paper focuses on a classroom assemblage and aims to cartography the material relations between human and non-human bodies, where (de)(re)territorialisation forces are constant. We draw on diffractive ethnography in order to think-with-theory, making use of a vignette and a diagram containing its material relations. Our analysis highlights the agentic relations of matter in the assemblage, the role of desire as a dynamic force and the ever-changing flow of (de)(re)territorialisations that emerge in it. This study shows the complexity of material experience in early childhood, where desire and deterritorialisation frame creative and unexpected processes that defy the idea of education and classroom activities as linear processes controlled by adults. On the contrary, the cartography depicted in this research supports an idea of education as a space for the emergence of creative lines of flight, material relations and non-linear meaning-making. During the last two decades, universities around the world have increased the adoption of English-medium instruction (EMI) as a way to enhance internationalisation and global competitiveness. EMI adoption presents a wide range of opportunities, but it also presents some challenges, being one of them the potential impact on students' academic performance. This paper analyses the impact of EMI on the academic performance of the students in a Spanish university. The objective is to extend previous research, that shows contradictory conclusions. In the first part of the paper, using a multiple linear regression model to control key covariates, we have compared the performance of 229 EMI vs 635 Non-EMI students, corresponding to cohorts 2013–2014 to 2017–2018, considering the average grade in the 10 subjects of the first course. In the second part, we focus on the 2017–2018 cohort (49 EMI vs 116 Non-EMI students), carrying out a longitudinal study of its behaviour during two academic years in four different subjects. The results show that there are no statistically significant differences in academic performance between EMI and non-EMI students, ie language of instruction does not play a relevant role in academic performance. Qatar's transition from a hydrocarbon-based to a knowledge-based economy spurred the development of Education City, which houses several International Branch Campuses and one home-grown university, Hamad bin Khalifa University. Through the case study of EC, this paper seeks to improve our understanding of higher education policy borrowing and the complex process of indigenisation. Using secondary data from prior studies, it offers a discussion on the key stages and challenges in Qatar's effort to indigenise higher education and outlines areas for further research. This paper uses Phillips and Ochs four-stage Model of Policy Borrowing in Education, as a guiding conceptual model. The paper is constructed as follows: first, a discussion on international branch campuses in Education City; second, outlining the conceptual model; third, a discussion on Education City through the conceptual model; and finally, the case of the home-grown university, Hamad bin Khalifa University. Internationalisation is now a prominent feature of the higher education landscape, with many institutions integrating international, intercultural and global dimensions inside and outside the classroom. In this paper, I examine the long-term outcomes of international faculty mobility on individual pathways at home institutions framed within the context of internationalisation. I find that the current mode of internationalisation neglects the role of how abroad activities contribute to subsequent institutional internationalisation at home and abroad. My retrospective tracer study with eight qualitative in-depth interview participants finds that formerly internationally mobile faculty integrate international, intercultural, and global dimensions related to the host country, host region and wider world at their home institutions into their teaching, research and service after returning from abroad. In doing so, I propose a new way of understanding how the complementary pillars of abroad and at home internationalisation maintain an on-going, synergetic process that react and contribute to each other and the way in which internationalisation can be re-visited and re-imagined meeting broader goals. In this paper, we examine the role of the globalization factors for the labour share in transition economies. We rely on firm-level data from the Enterprise Surveys of the World Bank and EBRD. We base the analysis on the predictions of the classic trade and efficient bargaining models, which under globalization suggests that factors that work to increase or attenuate the bargaining power of workers, affect the share of income that goes in their hands. We find some role of globalization for labour share in transition economies. Labour productivity and the fixed cost of the capital to relocate contribute to increasing labour share, while the alternative returns of capital work in the opposite direction. Labour-related costs and alternative returns were found irrelevant. For transition economies, policies focused on labour productivity and on cooperation, instead of competition, in the policies to attract FDIs may improve the outcomes for workers and their incomes. The relationship between trade liberalisation and cultural diversity is a long-standing and controversial issue in many countries that strive to promote free flow of cultural trade as well as to sustain local cultural production. The controversy is partly attributable to multiple meanings attached to the notion of cultural diversity. In this paper we propose three operational definitions of cultural diversity relevant in the context of international cultural trade: national, inter-national and global cultural diversity. We suggest measures of these three types of cultural diversity and apply them to data for the global motion picture industry covering 37 countries/regions for years 2009–2019. We argue that the three types of cultural diversity may operate in opposite directions as a result of lower trade barriers. Based on data from the "2014 Chinese University Faculty Survey," this article analyzes the distribution characteristics and manifestations of internationalization from returnee faculty to Chinese colleges as well as their impacts on the internationalization of higher education in the three dimensions of scientific research output, teaching content and methods, and international exchanges. Compared to local teachers, returnee faculty members adjust their research output strategies to reach a higher level of internationalization. They favor publishing papers in international journals and publish fewer domestic papers and make fewer domestic patent applications. They focus on international perspectives and content in their course teaching content and methods. In terms of international exchanges, they participate in international academic conferences and travel abroad more often for advanced studies. Their experiences studying overseas accumulate their comparative advantage in the internationalization of the academic profession. Higher education institutions should make them play larger roles in promoting the internationalization of scientific research and teaching as well as international academic exchanges to improve the level of internationalization of Chinese higher education. In introducing the special issue on international advertising, this paper assesses progress made in international research. It begins with an examination of the content of international advertising papers published in the Journal of Advertising during the past ten years. The content of these more recent research articles is then compared to those that appeared earlier in the Journal's history. This paper also surveys four earlier reviews of the international advertising literature and assesses whether issues posed in the reviews have been adequately addressed. A new agenda for international advertising researchers is offered, consisting of eight research questions and some admonitions relating to data collection and collaboration among researchers. In 2014, the OECD-PISA's Governing Board approved the addition of a set of global competence measures to its Programme of Student Assessment. In our paper, we explore whether and how there are discursive shifts between the two framing papers (2016/2018) and what the outcomes are for policy-shaping. To this end, we employ Network Text Analysis to map shifting semantic configurations. We show that (i) the concept of 'global competence' is radically redefined through the simplification and polarisation of the semantic universe surrounding it, (ii) that the concept 'global' becomes a shifting signifier which enables the establishment of an equivalence between the two studied documents, and that (iii) in this process, concepts such as 'culture' are now erased in the 2018 text. Our findings show the dramatic change of approach between the two documents reinforces a narrative that is familiar to the OECD around knowledge economy proxies. [ABSTRACT FROM AUTHOR]
