The last fifteen years of the twentieth century have witnessed fundamental changes in approaches to the issue of youth prostitution in Canada. During this period there has been a growing recognition that young prostitutes should be treated as victims in need of protection, not deviants requiring punishment. The most recent and controversial policy response to this victimization framework has been the introduction of secure care legislation in the province of Alberta. Discussions around the possibility of introducing similar legislation has taken place in British Columbia and Ontario. This paper argues the secure care movement in the provinces of Alberta and British Columbia represent neo-liberal responses to the (re) conceptualization of youth prostitution as a form of sexual abuse and exploitation. Of particular interest is how secure care advances neo-liberal forms of governance by supporting what Garland refers to as ‘responsibilization’ strategies. In the process, the youth prostitution ‘problem’ is governed at a distance, the onus for combatting the youth sex trade is placed upon the individual prostitute, community and family, and the meaning of ‘success’ in addressing the youth prostitution phenomenon is redefined. At the same time, relations of power that give rise to the youth sex trade remain unchallenged. The Landing Trail was a Hudson's Bay Company supply route used between metropolitan Edmonton and frontier Athabasca during the late nineteenth century. This article begins with the rediscovery of the trail in 1950s Alberta and analyzes its diverse archival life in the two communities. In three sections, it moves through a fifty-year period of attempts to commemorate, represent, and archive the history of the trail as it existed in the 1890s. As groups in Edmonton and Athabasca sought to reinvest the trail with meaning, they also represented dynamics of power between the two places, each articulating a different version of Alberta's historical geography. I show that the commemorative and archival practices that unfolded between the 1950s and the present used history to reflect and interpret contemporary geographical relationships between Edmonton and Athabasca. I conclude that these stories of the trail and the archives they produced constitute spatial histories, because their meanings were informed by representational spaces in the present. The Calgary Stampede is one of Canada's most popular annual festivals. Its long history and its mission to preserve Western values might suggest that its principle character, the cowboy, would be relatively uncomplicated. Yet recent scholarship on popular culture and public celebrations, as well as that on gender and masculinity, encourages a re-examination of the cowboy at the Calgary Stampede. This article examines how the Calgary Stampede constituted cowboy masculinities during the first three decades of the twentieth century. Focusing on the era when the flamboyant Guy Weadick was the Stampede's manager (1912, 1923–32), it first explores how the idea that the West could recuperate masculinity was expressed through a definition of the cowboy that was, in Weadick's words, ‘open to all.’ As rodeo became a sport, a new normative cowboy emerged, as local men, both settler and Aboriginal, took centre stage, excluding women and performers. This paper argues that the Calgary Stampede helped foster the development of new rodeo masculinities for both settler and Aboriginal men, ones grounded in the respectability of sport, and in the economic, social, and political challenges of early-twentieth-century Western Canada. Constructed by colonial agents to resolve administrative problems unanticipated by the entrance of Metis individuals without band affiliation into treaty, the ‘straggler’ category was a reflection of the fluid nature of Aboriginal identities during a period of harsh economic and environmental realities on the Plains in the mid to late nineteenth century. This paper argues that Metis women and their families used the ‘straggler’ category in ways unexpected by colonial agents in Treaty Six – they continued to participate in the fur trade economy, refused to settle on reserves, and thus explicitly challenged boundaries of racial classification. Tourism destinations provide unique social contexts which foster sexual risk-taking. Banff, Alberta, Canada is one such destination with high rates of STI and risk-taking, particularly among tourism workers (TWs).Twenty-five TWs (14 women and 11 men) completed a single session intervention designed to promote the consistent and correct use of condoms. The intervention, comprised of motivational and skills-based training and the provision of a range of high-quality condoms and lubricants, was delivered in a one-to-one format in community settings. Pre- and post-intervention (three weeks following) paper and pencil questionnaires were administered. Sexual experience barriers to condom use significantly decreased (P <.001) after the intervention and confidence in condom use negotiation (P =.005) significantly increased. Confidence in using condoms without loss of pleasure (P =.001) also significantly increased. The number of condom use errors significantly decreased (P <.001). All except two of the behavioral outcomes were also significant: TWs were more likely to discuss condom use before having sex (P =.025), more likely to report condom use the last time sex occurred (P =.005), and more likely to add lubrication to condoms for penile-vaginal sex (P =.027). Significant changes in frequency of unprotected penile-anal sex and frequency of unprotected penile-vaginal sex were not observed; however a large effect size was observed relative to decreases in unprotected penile-vaginal sex. Together the behavioural outcomes and psychosocial outcomes suggest the potential utility for this single session program to be applied in other tourist destinations. [ABSTRACT FROM AUTHOR]

This paper provides a local, quasi-ethnographic, activist-oriented analysis of the City of Edmonton's gentrification of an area just adjacent to the downtown core. Announced in 2005 and according to the teachings of self-proclaimed "go- to guru" Richard Florida, City officials have called this a "revitalization" of the "downtown east." The process and its already apparent effects reveal the strategy as one towards a targeted re-appropriation of land and forced displacement of people in the interest of accumulating first cultural but ultimately financial capital. Through analysis of the City of Edmonton's public meetings, as well as through the analysis of materials provided at those meetings and on City websites, we offer a critique of the City's process, we debunk Florida's "creative class" ideology, and finally, most importantly, we situate the gentrification of Edmonton's downtown within the historical and local context. The particular process of gentrification of this particular Western Canadian city is congruent with the "original" and continual theft of the land from indigenous inhabitants. It also must be considered in light of the cases in which women, mostly aboriginal, have gone missing or been murdered, sometimes from this very neighborhood. Edmonton's "revitalization" process hides its gentrification and hides an utter inattention to historical parallels and to contemporary issues of urgency. [ABSTRACT FROM AUTHOR]

This paper explores the relevance of the literature on for-profit versus not-for-profit hospital care to the Alberta government's Health Care Protection Act and to contracting-out of health services more generally. Thirty-four studies were identified and most found no difference between for-profit and not-for-profit full-service hospitals with respect to relative costs, quality of care or efficiency — a conclusion that is contrary to more selective reviews of this literature. Further assessment of the content and context of this literature leads us to argue that this "evidence" is irrelevant to Canadian health care and, therefore, the debate on contracting-out. This paper examines the precipitous drop in crime rates in Edmonton reported over the past two years. Previous analysis shows that the major reasons for changes in crime rates include: reduction in the numbers of the at-risk population: deterioration in the social and economic climate: changes in laws; alterations in access to police; and changes in the proactive nature of policing. The results of analysis of data drawn from official files and community surveys from one city indicate that the drop in crime rates are a function of declines in property crime reporting: administrative decisions taken to alter the access to police resources for the public; and a shift towards community policing with an emphasis on problem solving and crime prevention. The state's responsibility for the care of children in need of protection has been acknowledged for some time now. Most jurisdictions have set out in law the obligations and procedures by which the state is to apprehend children who are abandoned, deserted, neglected or otherwise mistreated. In North America, for example, shortly before the turn of the century, U.S. and Canadian laws provided for the apprehension of children who require protection. Over the decades these laws have been mended continually in response to increasing evidence of mistreatment of children at the hands of their guardians. In more recent times, however, the reports of mistreatment by natural guardians have been joined by allegations of improper procedures and neglect of the apprehended children at the hands of the very authorities charged with their protection. The response to these reports of misconduct has taken many forms, including the establishment of citizen advocacy groups and ombudsmen, self-monitoring by state and private agencies and court appointed guardians. The province of Alberta in Canada has taken an innovative self-monitoring approach, through the appointment of a Children's Guardian. The Children's Guardian, established in law, assumes responsibility as the legal guardian of all children who are the wards of the state. The Children's Guardian must make decisions for, monitor the care and treatment of, and advocate on behalf of these children. The Alberta approach, which has been untried heretofore, is fraught with a number of legal and administrative problems. This paper seeks to describe the inchoate efforts of the province of Alberta, through the appointment of the Children's Guardian, to better ensure that children taken under care by the state are protected and given proper care and attention. Contemporary scholarship regards the acknowledgment of harm as an ethically necessary precondition for work on the environment. In this article, I show that the admission and subsequent management of harm have long been central to racial and colonial projects. To do so, I trace a logic of what counts as tolerable damage and what is thought to be able to be repaired in environmental assessment reports produced for the Alberta tar sands. What I find in these documents is that anxiety over complicity with historical damage leads to fantasies of reparability. In analyses of the political culture of the tar sands, I argue that conceding damage is better understood as an attempt to manage the appearance of violence and reinterpret its history. In the different examples on which I focus, responsibility for harm is performed. By making impacts legible and detailing plans to address them through mitigation, compensation, or replacement, resource extraction companies engage iii fantasies of repair and admissions of destruction. This article works to theorize what function such gestures serve and how they contribute to perceiving the environment as something that must be managed. One of the main justifications used for the expansion of legal gambling is that gambling provides increased revenue to governments and community groups. However, critics argue that the social costs of legal gambling offset these benefits. One particularly controversial social cost of gambling is the impact that gambling has on crime. The academic literature is split with as many studies showing an increase in crime due to gambling as those that show no impact. The current study investigated how increased legal gambling availability has affected crime in Alberta. Four sources of data were examined: self-reports of gambling-related crime among problem gamblers in population surveys; gambling-related crime in police incident reports; uniform crime statistics from Statistics Canada; and criminal offences as recorded by the Alberta Gaming and Liquor Commission (AGLC). The most unambiguous findings of this study are that gambling-related crime constitutes a very small percentage of all crime; crime that is gambling related tends to be non-violent property crime; and increased legal gambling availability has significantly decreased rates of illegal gambling. In terms of the impact of legalized gambling on overall crime in Alberta, the evidence would suggest that legalized gambling likely has a minor or negligible impact. [ABSTRACT FROM AUTHOR]

Purpose: To examine a process for evaluating physiotherapy (PT) students' knowledge of and adherence to the Ambassador Low Back Pain (LBP) guideline using vignettes. Methods: The study used a cross-sectional survey design. Participants were PT students who had received information related to the guideline as part of their curriculum. Primary measures were responses to questions about the management of four clinical vignettes. Adherence to guideline recommendations was measured by comparing participant scores to a 'guideline-based' set of responses from a physiotherapist involved in developing the Ambassador guideline, which was considered a criterion standard. Results: A total of 74 respondents provided complete data, for a response rate of 89%; 65 (88%) reported no knowledge of the guideline. Overall consistency with the criterion standard was high (>70%). Respondents demonstrated high adherence when identifying red flags and deciding whether to refer to another provider. Conclusion: Despite known exposure, knowledge of the guideline was low in this sample of Canadian PT students. Nevertheless, in several key areas, unconscious adherence was high relative to the guideline-based criterion standard. Drawing on the political sociology of ideas, this article considers a crucial crime control policy: increasing levels of policing. This policy is particularly interesting, given the scarcity of research indicating that increased levels of policing lead to reductions in crime. An examination of the ideas used to guide understandings of criminal events and crises shows how political actors understand crime as the consequence of a lack of control. In light of this understanding of crime, increasing the level of control through a heightened police presence becomes a logical solution. To illustrate this process, the article presents a case study of a 'gang war' occurring in Calgary since 2007. Through an analysis of newspaper articles, the article shows how this event was framed by political actors in a way that legitimized policies that increase the number of police. This article explores the work of the Calgary Birth Control Association with a particular focus on their referral service to help Albertan women obtain abortions in Seattle. The fact that Canadian women were travelling to the United States for abortions highlights the shortcomings of the Canadian health-care system and the legal changes in the 1969 omnibus bill. Cross-border travel is also compelling evidence for the argument that reproductive rights are an international issue. More particularly, this study demonstrates the tensions that reproductive-rights activists faced in addressing the needs of individual women vs the long-term objective of changing the laws and improving accessibility. How did the rat-control program, launched by the Government of Alberta in 1950, become associated with the identity and heritage of the province? The authors answer this question by undertaking close visual analyses of the anti-rat posters and pamphlets that were distributed by the government throughout the 1950s. Using a visual methodology inspired by semiotics, they argue that the early rat-control program ambitiously promoted Alberta as a unified, clean province that was both distinct from its prairie neighbours and for the most part populated with vigilant, hardworking citizens eager to remove unwanted intruders. The present article examines discourses on bilingualism in French immersion schools and connects local ideologies of bilingualism to a more global view of what it means to be bilingual in Canada. Bilingualism is usually regarded as two isolated monolingualisms (or monolingual systems) in which there is no place for code-switching, uneven language proficiencies, or certain varieties of French. Although French immersion students choose French because it is one of the official languages and it is valuable to speak additional languages, they face the challenge of not speaking like native speakers of French. The present article presents ethnographic and sociolinguistic research, conducted in two junior high schools in Alberta, which indicates that although French immersion offers cognitive and social benefits to students, their challenge is to be recognized as bilinguals. Changing economic realities in Canada are likely to result in increased employment opportunities for immigrant professionals. In Alberta, where these changes have already begun, issues of language in the workplace have surfaced, some relating to oral skills. In this investigation of Canadian-born employees' preferences for 40 L2 accented voices, 16 native English speakers selected a preferred voice from pairs of Mandarin- and Slavic-language-accented speech samples varying in comprehensibility. We found that comprehensibility figured importantly in their choices, as did fluency. In fact, listener preferences were influenced by comprehensibility differences of about one point on a nine-point rating scale. An additional 14 native English speakers undertook a preference task in which speech samples were presented according to degree of accent. Although this latter group tended to prefer less accented over more accented speakers, accentedness itself was less important than comprehensibility when the two groups' preferences were compared. This paper describes the development and evaluation of training intended to enhance students' performance on their first live-animal ovariohysterectomy (OVH). Cognitive task analysis informed a seven-page lab manual, 30-minute video, and 46-item OVH checklist (categorized into nine surgery components and three phases of surgery). We compared two spay simulator models (higher-fidelity silicone versus lower-fidelity cloth and foam). Third-year veterinary students were randomly assigned to a training intervention: lab manual and video only; lab manual, video, and $675 silicone-based model; lab manual, video, and $64 cloth and foam model. We then assessed transfer of training to a live-animal OVH. Chi-square analyses determined statistically significant differences between the interventions on four of nine surgery components, all three phases of surgery, and overall score. Odds ratio analyses indicated that training with a spay model improved the odds of attaining an excellent or good rating on 25 of 46 checklist items, six of nine surgery components, all three phases of surgery, and the overall score. Odds ratio analyses comparing the spay models indicated an advantage for the $675 silicon-based model on only 6 of 46 checklist items, three of nine surgery components, and one phase of surgery. Training with a spay model improved performance when compared to training with a manual and video only. Results suggested that training with a lower-fidelity/cost model might be as effective when compared to a higher-fidelity/cost model. Further research is required to investigate simulator fidelity and costs on transfer of training to the operational environment.
