Background: The pulp and paper industry (P&PI) is undergoing significant disruption driven by global megatrends that necessitate advanced tools for predicting future behavior and adapting strategies accordingly. Methods: This work utilizes a multi-criteria framework to quantify the effects of digitalization, changes in social behavior, and sustainability as three major megatrends transforming the P&PI industry, with a specific focus on hygiene tissue products. Thus, the research combines a comprehensive literature review, insights from a Delphi study, and topic modeling to qualitatively and quantitatively assess the present and future impacts of these global megatrends. Results: The findings suggest an urgent need to identify alternative raw materials to prevent potential supply chain disruptions. Moreover, due to shifts in social behavior, it becomes critical for businesses to substantiate their sustainability claims with hard data to avoid the risk of a "greenwashing" perception among consumers. Conclusions: This study provides decision support for strategic planning by highlighting actionable insights, quantitative predictions, and trend analysis, alongside the examination of consumer and market trends. It aims to incorporate diverse stakeholder perspectives and criteria into decision-making processes, thereby enriching the strategic planning and sustainability efforts within the P&PI industry. The language of "scholar-activist" has made its way into academic discourse over the last few decades. Historically a divide has existed between academics situated in the university and activists working within and across communities. This discussion paper addresses challenges scholars face when doing activist work within their institutional and community settings and on an international level. We explore the ways in which "scholar-activism" has been taken up in the academy and how it is shaped by local and global contexts. Specifically, we discuss the factors that influence the work of those claiming to be scholar-activists who are interested in working for social change. We suggest that if scholar-activists are to maintain respectful relationships across individual and community differences, we must first negotiate how we may be differently positioned in terms of privilege, power, resources, race, identity, history of colonialism, and personal and national identity. We hope that this discussion paper will generate dialogue among our international colleagues about the possibilities of shifting beyond our local contexts to work respectfully, cross-culturally and to create global partnerships. Ultimately, we question how we can work with our global partners to build a basic and productive foundation upon which we might engage scholar-activism and contribute to creating social and institutional change.

A school-year research experiment using primary resources to teach an important national issue--protest movements against the Vietnam War at the local level--is an excellent way to motivate students and energize classroom teaching. Every local community in America has its own story to tell about the war in Vietnam. Whether it is about a local son who lost his life in combat or a young college student living away from home expressing anger about the draft and the morality of the war, there is information waiting to be uncovered. In the hope of providing a historical research rather than a text-book centered approach to learning, the author developed a school project on Vietnam that used local Long Island sources and perspectives. He discovered that working with an abundance of primary sources enables students to place events in proper historical perspective. The documents the students found illustrated how extensive and emotionally charged opposition to the war was on Long Island. Of all the lessons the students learned from this worthwhile project, there is one that truly stands out: local communities can overcome their own resistance to change and develop forms of protest enabling diverse coalitions to call for change in national policy. While many researchers have studied teacher leaders, a corresponding field of research on teacher leadership has been slow to develop. This narrative account charts our strategic efforts to build a community of scholars capable of strengthening teacher leadership as a field of study. It documents the parallel development of two entities, the Teacher Leadership Congress, a grassroots movement, and Division K, Section 2, a formal, institutional structure embedded within the American Educational Research Association. Using a community of practice lens (Wenger, 1998), we examine the ways in which these two entities complemented each other and galvanized a collection of individuals into a research community. We found that coordination between the Teacher Leadership Congress and Division K has resulted in a professional community that has facilitated co-construction of new understandings and identities, furthered teacher leadership research, and enhanced researchers' capacities to guide practice in ways that are urgently needed.

This article examines what an ethic of care could offer to discussions about Europe's increasing cultural diversity by analyzing the important "White Paper on Intercultural Dialogue" published by the Council of Europe in 2008. The authors consider the White Paper from the perspective of the political ethic of care and thus examine its adequacy in dealing with issues of care. Their point of departure is that policy texts display normative ways of speaking about certain issues--in this case, issues of diversity, multiculturalism and citizenship in Europe. They first contextualize the discussions for promoting intercultural dialogue in the Council of Europe and analyze the normative framework of the White Paper. Then, they use the care perspective as a lens to comment on notions of diversity, multiculturalism and citizenship. Finally, they discuss how the notion of care as a citizenship issue could contribute towards further development of discussions on citizenship education and intercultural dialogue in Europe. This paper examines higher education in Afghanistan. Based on qualitative research, including interviews with key policymakers and stakeholders, the paper examines the primary issues, challenges, progress, and future vision for higher education in the country. The research reveals that one of the most significant issues in the country in the post-Taliban era is female participation in higher education. It also shows the importance of alternative forms of higher education, such as two-year institutions, private education, and technical/ vocational education. The paper also discusses the emergence of quality assurance mechanisms and international partnerships with other universities. Regarding the future direction and vision for higher education, the paper reveals two primary focuses: preparing students for the labor market, and the potential for education to influence democratic values and social cohesion in a divided country.

Adapting teacher education programs to societal changes is a current issue, especially when viewed through the European frameworks driving transformative reforms. The paper reports how European frameworks and other initiatives in higher education and teacher education aim to support the transformation of teacher education programmes. Multiple European-level interventions have engendered shifts in the conceptual understanding and orientation of initial teacher education programmes across numerous contexts within Europe. The purpose of this paper was to examine the shift of teacher education programmes into competence-based in Kosovo, the youngest country in Europe, in the context of European frameworks as an impetus for transition. This qualitative research is a part of a broader study that involves analysing study programmes, conducting interviews with teacher educators and management staff, and holding focus groups with student-teachers. The goal is to explore the path of contextualizing European-inspired programme reforms in more detail. The findings show that Kosovo is shifting to a competence-based approach to align with EU integration, incorporating European principles for programme improvement. However, the study reveals a notable focus on maintaining programmes' tradition. This leads to tensions and contradictions regarding programme tradition, EU integration goals, and actual implementation.The results provide valuable insights into the significance of educational context and the tacit knowledge of teacher educators and other stakeholders during programme reforms within the context of European initiatives.

The contributors to this discussion were invited to submit comments, each from a different standpoint, on the paper by John Caldwell and Thomas Schindlmayr that appeared in the preceding issue of the journal. The invitation was issued with the approval of these authors, and the journal is grateful to them for allowing their paper to be used to generate debate on the issues they had raised. The discussion is followed by the authors' response to it.

This paper is reformatted and reprinted as part of the 40th Anniversary of the "American Journal of Health Education" (originally School Health Review) Health Education--Our Heritage. The original article appeared in Volume 1, "School Health Review" (September 1969, pp. 9-14). At the time, Myer Herman was director of the Division of Adult Health in the Massachusetts Department of Public Health. He also was associated with the Lemuel Shattuck Hospital. A commentary on the 2010 relevance to health education of Dr. Herman's paper immediately follows this reprinted version.

The aim of this philosophical and historical position paper is to discuss the ways in which Popular Education--folkbildning--has contributed to the social transformation of Sweden through self-directed and collaborative educational practices. One of our premises is that individual transformative learning, fostered by folkbildning, has contributed to a collective transformation of Swedish society since the late 1890s and laid the ground for a modern and coherent society with a high level of trust among its citizens.

This paper represents one of the most recent and pertinent studies conducted in Afghanistan, aiming to address the societal imperative of comprehending the factors behind the fall of the Republic government and the subsequent rise of the Taliban to power. Furthermore, the paper seeks to analyse public attitudes towards the current situation. Employing a quantitative approach, the research utilizes a descriptive-analytical method through questionnaires and the participants include social media activist, students and universities professors, the data collected by online survey according WhatsApp, Facebook messengers, telegram, email and other social media groups from different ethnic groups. The findings of this research have identified several pivotal factors contributing to the ascent of the Taliban to power, including the US-Taliban agreement in Doha, Qatar; political disparities; administrative and financial corruption within the Republic's administration; Pakistan's support for the Taliban; the previous government's accord with the Taliban; ethnic dominance; robust military morale of the Taliban; and proficient war management by the Taliban. Afghanistan, as a multi-ethnic society, witnesses political dynamics predominantly rooted in ethnic affiliations. The majority of respondents express dissatisfaction with the current Afghan situation, displaying significant concerns for the populace. Foremost concerns, in terms of prioritization, encompass poverty; closure of girls' schools; restrictions on women's education and employment; escalation of civil unrest; mono-ethnic rule; ethnic conflicts; emergence of ISIS; ethnic marginalization; violations of citizenship rights; political participation and legitimacy crises; and authoritarianism. Consequently, to address the political crisis and establish a viable system, the research concludes that while Pashtuns lean toward a centralized system, Hazaras, Tajiks, Uzbeks, and Turkmens evince greater interest in a decentralized structure.

This paper uses speculative methods as a way of imagining futures for higher education in open, non-predictive ways. The complexity and 'unknowability' of the highly technologised, environmentally damaged and politically degraded futures we seem to be facing can mean that our conversations about the future of higher education have a tendency to spiral too quickly into dystopianism and hopelessness. Speculative methods can help open up new kinds of conversation capable of supporting active and fundamental hope. Working within a postqualitative framework, we argue that such approaches support the collaborative imagining of multiple alternatives, and represent a way of advocating for those that are preferable. The paper presents a series of speculative scenarios and microfictions focusing on worlds ruptured by climate change, artificial intelligence, revolution and the technological enhancement of humans, connecting each of these to current critical research focused on climate crisis, 'big tech', rising global injustice and 'big pharma'. It emphasises the vital contribution and place of higher education within such futures, and advocates for speculative methods as an approach to maintaining hope.

In the context of information and communication technologies in five Newfoundland coastal communities, this article deals with participatory research and outreach. Outreach in these communities, reeling from the near-collapse of the fishery and struggling to survive in a climate of neo-liberal restructuring, is considered to be a holistic educational enterprise involving new technologies and the popular media, schools, and their district officers, clinics and regional health care providers, and children and adults as lifelong learners. Based on five approaches that emerged in the final year of one project--the work of an on-site liaison, a residential workshop, community workshops, reports through popular media, and contacts with outside organizations--the author argues that outreach should be recognized as integral to all stages of participatory research. The record of past human adaptations provides crucial lessons for guiding responses to crises in the future 1-3 . To date, there have been no systematic global comparisons of humans' ability to absorb and recover from disturbances through time 4,5 . Here we synthesized resilience across a broad sample of prehistoric population time-frequency data, spanning 30,000 years of human history. Cross-sectional and longitudinal analyses of population decline show that frequent disturbances enhance a population's capacity to resist and recover from later downturns. Land-use patterns are important mediators of the strength of this positive association: farming and herding societies are more vulnerable but also more resilient overall. This paper will argue for routine, reciprocal and meaningful partnerships between the University and the local community. Participation in both policymaking and the generation of knowledge has traditionally been dominated by over-represented groups, drawing on the limited expertise of professionals and practitioners. However, an increasing body of research indicates that the inclusion of individuals and communities living with disadvantage enhances the effectiveness of policymaking, delivery of services and generation of research. With a particular focus on the social sciences, this paper argues that the business of Universities - teaching, learning and research - must have a greater regard for the local community and the voluntary, community, faith and social enterprise sector (VCFSE) if they are to play a role in bringing about radical social change. This is even more crucial in the face of wicked problems, such as entrenched poverty, the mental health crisis in young people and the climate crisis, that require a multi-disciplinary, multi-organisational and multi-actor approach to generating solutions capable of disrupting the status quo. Drawing on the principles of coproduction, critical pedagogy and social pedagogy, and rejecting the concept of 'employability', this paper will argue that Universities need to pay more regard to local knowledge and the lived experience of those communities most affected by the consequences of wicked problems. This would promote a community-centric approach to research and pedagogy - and the nurturing of graduates that do not just 'fit into' the capitalist culture of consumerism that is killing us. Otherwise the potential for social change will be limited, the environment will continue to degenerate and social inequalities will persist.

This paper advocates for the integration of the 'sociological imagination', as proposed by the sociologist C. Wright Mills, into pedagogical practices to foster inclusive and democratic classrooms. Departing from narrow evidence-based approaches, it explores how the sociological imagination connects personal experiences with broader societal structures, enhancing critical thinking and social awareness among students. Practical strategies for implementation across diverse subjects are discussed, emphasising its potential to empower school-age students as agents of social change amidst contemporary challenges.

Promoting health and wellness is a focus of social entrepreneurs within the health care professions. With the educational offerings of social entrepreneurship expanding within the health care programs of post-secondary institutions, assessing its current knowledge state is essential. Decisions about how and what to teach should be grounded in the best available evidence. The purpose of this preliminary scoping review was to provide an overview of best practices in curriculum content and methods of teaching social entrepreneurship for students in the health care professions. The aim of this article is to highlight the history of social work in Kosovo, regarding the major political climate from 1945 to the present. Unfavorable political developments that have existed in Kosovo for a long historical period have made it impossible to develop the social work profession compared to the countries of the region. Although the Former Yugoslav Federation claimed to be a socialist country, the social differences between states and provinces within this were large. The findings of the paper show that social work did not develop in Kosovo as a profession until specific structures, such as the emergence of the University of Pristina as a legal structure of education for Kosovo Albanians, which has been offering a degree program in social work for almost a decade now. The political orientation and organizational infrastructure are highly relevant for the execution and education of social work. Literature review is the methodological framework of this paper. Education and social work have been shown to be an extraordinary opportunity for the transformation of society.

Transition from the Soviet type of economy to a new market system showed the necessity in reforms at the secondary school level. Based on a literature review, this paper aims to reveal how the thinking about teaching economics has changed over the past three decades (1991-2021), and how this has affected teaching economics as a school subject in the Post-Soviet countries. The article illustrates these with the cases of Russia and Kazakhstan. For this paper, a narrative literature review methodology was adopted and scanned studies included only those published in English and Russian.

The paper discusses the options for a conceptual framework to describe how the knowledge created and acquired in VET is changing due to technological innovation and the shift towards a knowledge economy. The discussion sets out from the question how vocational or professional knowledge may be distinguished from other forms of knowledge and what philosophical and epistemological traits may underpin this distinction. Building on an analysis of 'intrinsic' and 'extrinsic' conceptions of knowledge, the paper explores how appropriate descriptors for the classification of theoretical or propositional knowledge as well as practical knowledge may be identified. As a result, a proposal for structuring vocational knowledge is presented. The concluding part addresses the question how the proposed categories may serve to characterise changes in vocational knowledge and explores the requirements for applying the conceptual framework in empirical studies on the effects of technological innovation and societal developments.

This qualitative study examines teacher educators' articulations about their beliefs and motivations for preparing the next generation of teachers. The study also explores how teacher educators conceptualise their roles as the teachers of prospective teachers. Employing case study design, the participants included 10 teacher educators who serve at a highly selective, public, research university in Turkey. The data were collected through semi-structured and in-depth individual interviews. Adopting critical pedagogy as the theoretical framework, the interviews were analyzed by content analysis method with the help of NVivo 10 qualitative data analysis software. The results showed that the teacher educators specifically saw their roles as enacting change, advocating for democracy, equity, and social justice, and promoting the improvement and welfare of societies, in an effort to bring more emancipatory educational practices in the society through pre-service teacher education. This study furthers our understanding of how teacher education programs could improve their professional preparation and practices to push the agenda for social justice and equity in K-12 schools. The story of the WE enterprise, also known as ME to WE or WE Charity, presents us with a cautionary tale for teachers who welcome social enterprise into schools as a way of bringing community engagement and social justice into their educational programs. Our paper is a cautionary tale that, like all such tales, opens with the statement of a warning about social entrepreneurship in schools. As the narrative unfolds, this warning is disregarded, and the violator ultimately experiences an unpleasant fate. Using the large-scale data available on Instagram, this paper reveals in detail how WE represented itself, how others perceived it, and how it worked in and with schools to achieve its corporate goals. We conclude the tale by discussing how, by delinking education from corporate interests, schools may serve equity and the public good instead of creating brand fanatics in the service of elite interests.

Background: Youth citizenship is now on the international agenda with African countries increasingly interrogating their national perspectives on citizenship and citizenship education. In this emergent field of research, African scholars are beginning to challenge the prevailing (Western) theories of citizenship and democracy. Purpose: The aim of this paper is to contribute an African perspective to the study of citizenship education by exploring the political influences and meanings that shaped citizenship education in Kenya, and how these have evolved from independence to the present day. Data and Methods: This article is based on a documentary analysis of key policy-related documents, complemented by an analysis of some critical historical moments in the life of Kenya as a postcolonial nation. The policy-related documents include government policy documents, as well as political statements, speeches, development reports, technical commission reports, media articles, research publications and reports, education syllabi and curriculum documents. Main Findings: Post-independence, the Kenyan government focused on rethinking the colonial concept of citizenship in line with its political-cultural traditions, encouraging new notions of belonging, of civic virtues and of duties in relation to nation-building and economic development. Social Ethics and Education (SEE) programmes in schools were established and then later removed from the secondary school curriculum. Conclusions: This paper yields important insights into the international and national political agendas that shape Kenya's notions of active citizenship. It indicates the tensions which vulnerable and fragile states such as Kenya experience in negotiating their citizenship education agenda, whilst attempting to win foreign investment and aid for their economy, and whilst addressing regional and ethnic inequalities and high levels of poverty. This article presents the text of the author's address at the fifty-ninth annual convention of the Conference on College Composition and Communication (CCCC) in March 2008. In her address, the author picks up strands of previous Chairs' addresses and weaves them through the fabric of her remarks. What she hopes will give sheen to the fabric is her entreaty that writing teachers conceive of new ways of working together across differences in order to represent their professional selves strategically. This article offers strategies for teaching about rationality, bureaucracy, and social change using George Ritzer's "The McDonaldization of Society" and its ideas about efficiency, predictability, calculability, and control. Student learning is facilitated using a series of strategies: making the familiar strange, explaining McDonaldization, self-investigation and discovery, and exploring and implementing alternatives. Through assignments, class exercises, and films, students contextualize modernity and its unintended negative consequences by viewing McDonaldization though the lenses of work and jobs. These strategies provide a framework to help students understand key concepts, critique McDonaldization, and formulate positive ways to cope with Weber's iron cage.

Values are important factors shaping people's perceptions of social-ecological changes and the associated impacts, acceptable risk, and successful adaptation to various changes; however, little empirical work has examined how values interact to influence adaptation decision-making. We drew on 25 semi-structured interviews with community leaders, farmers, fisherfolk, and individuals in the tourism industry in northwestern Pakistan to identify types of adaptations employed by households and explore what values were present in these households' adaptation decisions. Our results show that households frequently employed environmental management and livelihood diversification to adapt to a wide range of social-ecological change. We found that multiple values influenced household adaptation and that employing an adaptation strategy often involved a tradeoff of values. We also found that household adaptations were embedded in multi-scalar social, cultural, economic, and political processes that could constrain or conflict with such adaptations. Overall, our research illustrates the complex influence of values on household adaptation decisions and highlights the need to further understand how adaptations are aligned, or misaligned, with stakeholders' diverse values in order to inform more equitable adaptation to social-ecological change., (© 2021. How can universities support their students in pursuing civil rights activism? In doing so, how can universities prioritize students from marginalized communities who are most affected by justice issues? This paper will explore lessons learned from the nation's first civil rights clinic at the undergraduate level. Responding to the urgency of our time, the University of Southern California, Dornsife College, launched "Agents of Change: Civil Rights Advocacy Initiative" in January 2021 to support students in addressing civil rights challenges in the Los Angeles community. This paper will discuss the importance of the civil rights activism clinical model at the college level. It will also cover challenges and best practices in creating a college-level civil rights program that incorporates hands-on field work, community partnerships, mentorship, and custom-tailored curricular classes and modules.

Purpose: Following the current rise of Antisemitism globally and in Germany, this paper examines the current situation regarding Antisemitism in teacher education. The paper aims to make a contribution for the demand of an implementation of education critical of Antisemitism in teacher education. Approach: Combining experience from university teacher training and the field of extracurricular political education we appoint perspectives for a sustainable implementation of education critical of Antisemitism in teacher training via best practice examples. We evaluate the potentials of field trips, international study groups and networks between university and agents located in civil society. Findings: The revised curricula for Social Sciences in the state of North-Rhine-Westphalia (and formerly Berlin) name current Antisemitism for the first time, indicating an urgent need for professionalization in Social Science teacher education where the facets of Antisemitism only play a minor role. Hence, expertise and existing resources must be stabilized, a structural implementation and funding is needed in order to target the challenging topic of Antisemitism. Research limitations/implications: This paper functions as a preliminary research in order to examine the given shape of Social Science teacher education and Antisemitism in Germany. A comprehensive, structured analyses of all teacher training facilities as well as extracurricular agents working in the field of education critical of Antisemitism could be useful in order to pool expertise. Nonetheless this paper encourages local collaborations between university and civil society actors.

This paper provides a historic overview of the crises that have faced the Canadian professoriate since the 1950s. Historic periodization is used to identify the eras, defined by broader societal movements, in which the nature of academic work in Canada has changed. Key narratives of crisis are identified, including: the post-WWII perspective that professors' work was elite but mundane; the 1970s emphasis on poor working conditions and unionization; and the 1990s emphasis on diversity and inequity. The paper concludes by examining the current crisis in which a fragmented professoriate is facing market-driven working conditions, exacerbated by the uncertainties of the COVID-19 pandemic. This paper argues that crises in academic work are sparked when there is tension between society's expectations of professors and professors' self-perceptions of their role and contributions.

Based on Foucault's concept of the dispositive, the paper attempts to show how societies and schools have been functioning for some time now by regulating three dispositives: juridical, disciplinary, and security. While the crises of the 1970s shifted the combination of dispositives in education in the West towards security, this shift in the rationality of education policy and practice did not occur in Slovenia until the 1990s, following the broader political transition to democracy and a market economy. The paper aims to present these shifts through the structuring of quality assurance mechanisms in education in Slovenia in the previous two decades. First, the concept of quality assurance is presented as part of a broader change in society and education. This is followed by analyses of the dynamics of the conceptualisation, implementation, and regulation of quality assurance in education in Slovenia. Complementarily, following Bourdieu's approach, seven interviews with experts from the field of quality assurance are presented, with the aim of reflecting on the past and shedding light on the current state of affairs in quality assurance in education in Slovenia.

The purpose of the current paper is to present a theory-driven approach to developing Consciousness of Self, an individual value of the Social Change Model of Leadership, among emerging adults. Specifically, we discuss the development and execution of an intervention involving a large-group retreat with interactive activities and an emphasis on discussion. Grounded in theory, the intervention focused on identifying values, describing strengths, and practicing mindfulness and was evaluated based on the learning objectives. Program evaluation efforts revealed notable participant gains in all targeted objectives six months after the intervention. By providing a theoretical framework, in-depth description of the intervention, and evaluation strategy, the current paper encourages student affairs practitioners to utilize this curriculum to facilitate a Consciousness of Self intervention or create theoretically-grounded curriculum.

South Africa faces an education crisis that has significant implications for the freedom of citizens and development of the country. A context of government incapacity necessitates that other modes of improving the education system be explored. This paper examines the Nine Tenths Mentoring Programme to gauge the potential of community-based efforts as a possible solution for education injustice in South Africa. Using social capital theory, the paper examines how this community engagement programme builds human capabilities. A brief analysis of the improvement in pass rates and reflection on the lessons from the intervention sheds light on the enormous strides made over five years. Despite some limitations to this approach, the paper provides a compelling narrative of the way in which mentoring programmes such as Nine Tenths nurture the necessary social capital to bring about social change, which in turn supports the development of human capabilities in local contexts.

The purpose of the article is to assert Marx's correctness in maintaining the role of the productive forces in the production process. The paper clarifies the concept of productive forces, describes the factors that make up productive forces, and looks at productive forces in social development. Nowadays, in the Fourth Industrial Revolution, Marx's arguments are still valid when explained from the perspective of the factors that make up the productive forces. The paper uses a method of justifying with clarifying the relationship of workers and the production process using a comprehensive and historical practice. In addition, the article also uses analytical and synthesis methods to re-systemize the concept of productive forces in this day and age. The study results show that the more science and technology develop, the higher the requirements for human qualifications, skills, capacity, and health. Labor still plays an essential role in the production process, whether it be performed by humans or artificial intelligence.

This paper considers what decolonizing film education might mean through a series of research initiatives undertaken across different cultures which explore social media platforms for creating moving image sequences. The paper attends to three factors in the current climate of education: the accessibility of the medium, its immediacy in dissemination, and the democratizing effect that these conditions have had on the medium of film. Working with these three conditions in contemporary film education, the case studies described include workshops that aimed to shift the curriculum from film canons to proposing the introduction of concepts. Furthermore, elided histories are explored through site-specific projects that show how decolonial processes allow these histories to be reclaimed in film practice, and for marginal subjectivities to be made visible. Finally, the proposal of decolonial processes seeks to work with creating opportunities for social and historical visibilities. The proposition is to work with film(ed) evidence as material connected to broader social justice issues that are expressed through aesthetic forms closely associated with decolonial processes and described as decolonial aesthesis.

In this paper, I explore the enactment of institutional autonomy policy as a reform strategy to support the internationalization of higher education in Vietnam. The autonomy policy signifies the transfer of decision-making authority from the ministries to public universities so that university leaders can decide on matters of teaching, research, finance, personnel, and international cooperation. I draw on neo-institutionalism to gain insights on the enactment of autonomy policy and use thematic analysis to analyze data which include documents and interviews with senior leaders at one Vietnamese university. The findings indicate that while the autonomy policy has facilitated internationalization agendas with significant outcomes for teaching and research, the policy has been enacted through the interactions of Vietnam's political features and foreign values. The paper contributes to the understanding of higher education reform in centralized contexts of Vietnam and other post-Soviet countries in response to the influences of the globalized knowledge economy. Fully developing the talents of all students is a fundamental goal for personal well-being and development and ultimately for global societal innovation and flourishing. However, in this paper we focus on what we believe is an often neglected and underdeveloped population, that of the gifted. We draw from the cognitive aptitude and gifted education research literatures to make the case that solutions to consequential real-world problems can be greatly enhanced by more fully developing the talents of the intellectually gifted population, which we operationalize in this paper as roughly the top 5% of cognitive talent. Should well-supported high achievers choose to solve them, these problems span health, science, economic growth, and areas unforeseen. We draw from longitudinal research on intellectually precocious students and retrospective research on leaders and innovators in society, showing that mathematical, verbal, and spatial aptitudes are linked to societal innovation. We then discuss two remaining fundamental challenges: the identification of disadvantaged and marginalized groups of students who have traditionally been neglected in selection for gifted programming suited to their current developmental needs, and the building of skills beyond academic ones, specifically in the related areas of open-minded thinking and intellectual humility.

Since joining The Organization for Economic Co-operation and Development (OECD), Indonesia has been actively shaping its education policy following the recommendations derived from the results of the Program for International Student Assessment (PISA). In response to the consistently low PISA reading scores, in 2015 the Indonesian Ministry of Education and Culture launched a literacy program called the School Literacy Movement. However, PISA results in 2018 indicated that the literacy score of Indonesian students was lower than their score before the SLM program. This paper will analyze the conceptual problems behind the failure of the SLM. Using Paulo Freire's concept of critical literacy as an analytical framework, this paper will investigate the basic assumptions of the SLM concerning the concept of human and his/her relations to the world and its implications on the program's appreciation of students' agency as learners. This article explores how a literacy practice with problematic concepts of human fails to become a humanization movement, instead the literacy practice only becomes a tool for the state to pursue economic targets under the pressure of global neoliberalism. In doing so, this paper seeks to explore how the neoliberal framework inherent in PISA has shaped a literacy program in one of its participating countries.
