Both the April 6, 2009 L'Aquila (Italy) earthquake, and the 2010-2011 Canterbury (New Zealand) earthquake sequence provided unprecedented opportunity to enhance the understanding on earthquake performance of infrastructure systems, and to analyse still-opened issues affecting the post-earthquake assessment and management of infrastructure. This paper provides a succinct and holistic overview on the physical and functional performances of the gas, water, waste water, road and electric networks (this one to a limited extent for the L'Aquila case-study), following the moment magnitude (M) 6.3 L'Aquila earthquake, and two main events of the Canterbury earthquake sequence, namely: the M 7.1 September 4, 2010 Darfield and the M 6.2 February 22, 2011 Christchurch earthquakes. A structured format, based on internationally recognised taxonomies and damage descriptors, is introduced to present the assets and to report on the earthquake-induced physical impacts for both above-ground and underground components. Functional impacts, interdependency issues and resilience attributes observed during the emergency management and recovery phases for the same infrastructure systems are furthermore discussed in the paper. It is envisaged that the data and overview on the seismic performance and management of infrastructure systems presented in the paper can be used to test the effectiveness of existing models and to inform the development of new models for seismic risk assessment and resilience analysis. Also, the structured framework presented within this paper can form the basis for defining specific and standardised survey tools for post-earthquake assessment of infrastructure systems. Seismic events that struck Italy in the last years had a dramatic impact on historical and cultural heritage. Damage occurred on existing masonry buildings, in particular on churches, stressed out the need to better understand the seismic behaviour of this type of constructions as well as to define more appropriate mitigation strategies to be applied at large scale. This study deals with a predictive methodology for vulnerability assessment of churches in large territorial areas. Focusing the attention on three naves churches of Abruzzi, the paper proposes modifications and integrations of an existing methodology taken by literature. These modifications are defined through a calibration procedure based on damage observation of 64 three naves churches located at different distances from the epicentre of the 2009 earthquake. The proposed model is employed to predict damage level distribution for different earthquake intensities, allowing fragility curves to be plotted and therefore potential damage scenarios to be represented. In the spring of 2009, a strong earthquake shook the Italian city of L’Aquila and the region surrounding it. Besides the tragedy of human and material losses, the disaster triggered an unprecedented series of legal consequences. In this paper, we take the L’Aquila case, in all its psychological, social and legal controversies as exemplary for reflecting on how uncertainty can be recognized, treated and communicated in the context of mass emergencies. We examine the inherent path-dependency and multidimensional nature of uncertainty by projecting it along a number of axes, analyzing how the different components evolve and interact with each other. We show that contradictions, controversies and conflicts are bound to arise in the practice of expert advice for public policy as a result of: 1) the improper reduction of the overall situational uncertainty to its scientific component only; 2) the treatment and communication of scientific uncertainty as an independent variable that can be analyzed and computed in isolation from ethical, political and societal concerns. The great influence of site effects on damage patterns produced by seismic events of the past, stresses out the need to find proper relationships between the site local conditions and the potential damage that existing buildings may experience under earthquakes of different intensity. This issue proved to be relevant, especially for those masonry buildings in small historic centers, such as the ones belonging to the Apennine areas of Italy that suffered serious damage after the 2009 L'Aquila and the 2016–2017 Central Italy seismic sequences. Some of these centers showed a not regular damage distribution, suggesting that site effects influenced the seismic response of their buildings. In this perspective, this paper provides an attempt to correlate earthquake damage to site effects, focusing the attention on two historic centers of the Abruzzi region, Campotosto and Cortino, which were damaged by the 2016–2017 Central Italy seismic sequences and for which the amplification factors of the subsoil were carefully identified, resulting more influencing were higher damage was observed. First, the damage patterns observed after the 18 January 2017 seismic shock are represented in terms of Damage Probability Matrices and maps developed in GIS environment. Moreover, the data collected in terms of stats are interpreted through the application of the binomial probability distribution, in order to check its reliability in reproducing the gathered frequencies. Finally, in order to justify the damage of some specific buildings, the results of site response analyses are compared with the damage observed punctually on three damaged masonry buildings. • Damage Scenarios observed after the 2016 Central Italy Earthquakes on a Italian minor historic center have been put in relation with the results of a 3rd level Micro zonation study. • The binomial distribution proved to work well when buildings affected by site amplification effects are not included in the scenario; • The different damage levels observed after the earthquake have been justified according to the analysis of the average spectral acceleration measured for their esteemed frequencies and accounting for site amplification effects.
