A bibliometric analysis was carried out on the production and publication of research papers related to the study of the management variable in the quality of education in Latin America. The purpose of the analysis proposed in this document is to know the main characteristics of the volume of publications registered in Scopus database during the period 2016-2021 in Latin American countries, achieving the identification of 1183 publications in total. The information provided by said platform was organized by means of tables and figures categorizing the information by year of publication, Country of Origin, Area of Knowledge and Type of Publication. Once these characteristics were described, a qualitative analysis was used to refer to the position of different authors on the proposed topic. Among the main findings of this research, it is found that Brazil, with 589 publications, is the Latin American country with the highest production. The area of knowledge that made the greatest contribution to the construction of bibliographic material referring to the study of management in the quality of education was Medicine with 538 published documents, and the type of publication that was most used during the period mentioned above was the journal article, representing 71% of the total scientific production.

In this paper, the effects of economic growth and four different types of energy consumption (oil, natural gas, hydroelectricity, and renewable energy) on environmental quality in terms of carbon dioxide (CO2) emissions were examined within the framework of the Environmental Kuznets Curve (EKC) for three Latin American countries, namely, Argentina, Brazil, and Chile, from 1975 to 2018. The autoregressive distributed lag (ARDL) in the form of Error Correction Mechanism (ECM) was used to verify the validity of the EKC hypothesis and the impacts of the variables in the short and the long run alike. Furthermore, the Toda-Yamamoto Granger causality test was carried out to identify the direction of causality between the variables. From ARDL-ECM estimation, the EKC was confirmed (inverted U-shaped curve between income growth and CO2 emissions) only in Argentina in the long run but not in Brazil and Chile. Based on the findings, renewable energy can have a great potential in reducing CO2 emissions in the future, but this advantage has not been fully exploited yet since a significant negative impact on CO2 emissions was only found in Chile. Also, the use of other less carbon-intensive energy sources such as natural gas and hydropower if they could be combined with renewable energy would be of great benefit and contribute to enhancing environmental quality and energy security in the short and the medium term and to successful low-carbon energy transition in the long run in Argentina, Brazil, and Chile. Latin American countries begin to develop their national-level cyber policy including their cybersecurity strategy. The paper aims to provide a comparative analysis of the strategy development processes in six Latin American countries including Argentina, Brazil, Chile, Colombia, Mexico and Peru. The methodology is based on a mixed approach. For the quantitative analysis, the National Cyber Security Index and UNIDIR Cyber Policy Portal were used, while for the qualitative analysis a document analysis was carried out on the national strategies. Analysing national data based on the NCSI, Chile stands out overall, however, the country is still in the initial phase in terms of digital and essential service protection, personal data protection and cyber crisis management. Brazil's position is interesting, standing at 3rd place overall, being the most targeted country by cyberattacks in the region. Brazil stands out in terms of cyber threat analysis and military cyber operations. Based on the document analysis, Chile and Argentina have a more holistic cybersecurity strategy, including factors such as cybersecurity education, cybercrime detection, regulatory framework, and the aim to cooperate with international and industrial partners. Has the past decade of sustained economic growth and political transformations reversed Latin America's historical failure to secure market and social incorporation? To address this question this article draws on the experiences of Bolivia, Brazil, Chile, Peru and Uruguay by distinguishing between short-term outcomes - which may depend on benign international conditions - and policy changes, which are more important for long-term performance. Purpose – The purpose of this paper is to analyse the relationship between infrastructure and total factor productivity (TFP) in the four major Latin American economies: Argentina, Brazil, Chile, and Mexico. Design/methodology/approach – The authors hypothesise that an increase in infrastructure has an indirect effect on output by raising productivity. To assess this theory, the traditional Johansen methodology was used for testing the cointegration between TFP and physical measures of infrastructure stock, such as energy, roads, and telephones. The Lütkepohl, Saikkonen and Trenkler Test, which considers a possible level shift in the series and has better small sample properties, was applied to the same data set and the two tests were compared. Findings – The results do not support a robust long-term relationship between the series; the authors do not find strong evidence that cuts in infrastructure investment in some Latin American countries were the main reason for the fall in TFP during the 1970s and 1980s. Originality/value – The present paper addresses the empirical relationship between infrastructure and economic growth for Argentina, Brazil, Chile, and Mexico between 1950 and 2000, using new time series econometric methods finding new evidences on this relationship. Substantial adoption of solar rooftop systems in the residential sector resulting from the implementation of net metering policies can lead to worsening socioeconomic inequalities. This is because of the lack of information on the socioeconomic profiles of distributed solar generators. To fill this information gap and shed light on the determinants of solar photovoltaic distributed generation uptake, this paper aims to identify the profile of the first adopters of solar PV distributed generation by merging different databases. Using multilevel regression analysis, this study investigates how socioeconomic factors, project viability, and neighborhood variables, matter for adopting solar PV distributed generation in Brazil, Chile, and Mexico. Results differ across countries, as institutional frameworks matter. In Brazil, adopters live in urban areas and are highly responsive to solar energy potential. In Chile, the size of the project matters. Finally, in Mexico, results show that demonstration effects play a crucial role in adoption. Income as a determining factor is inconclusive. Average spending on electricity matters in all countries. This study highlights the existence of heterogeneity in the distribution of solar distributed generators. This study considers the role that public service announcements (PSAs) play in addressing violence against women (VAW) in Latin America. Using content analysis, the study examines 407 PSAs about VAW from 20 Latin American countries. The results show that 62.3% of the PSAs encourage bystanders to denounce violence while portraying women as victims in 48.8% of the PSAs. However, 71.7% of PSAs did not include a helpline or how to report the crime, only 11.8% of the PSAs have non-narrative, or factual information, about VAW, and just 6.4% engage in compelling narrative messaging or storytelling. This article explores why, by 2005, most Latin American countries supported the Responsibility to Protect (R2P), a doctrine modifying limits on the use of force to address atrocity crimes. I group existing explanations of why Latin American countries apparently changed their long-standing defence of non-intervention following the main explanatory factor they focus on: power asymmetries, government preferences or coalition politics. I find that these accounts downplay a fundamental dimension informing the approaches of Latin American supporters: how to limit interveners. Drawing on Republican security theory (RST), I argue that Latin American supporters faced a dilemma in the R2P debates, especially after the intervention in Iraq in 2003. Latin American supporters favoured crafting solutions to humanitarian problems that simultaneously addressed crises and prevented arbitrary uses of force. I use the Brazilian and Chilean case studies to explore this argument. Brazilian and Chilean governments concluded that their conventional interpretations of limits on the use of force did not offer answers for both humanitarian emergencies and arbitrary uses of force. As a solution, they modified but did not abandon their diplomatic traditions. These governments calculated that humanitarian-intervention norms could be constraints, even if imperfect, on interveners arbitrarily using military force. [ABSTRACT FROM AUTHOR]

Formulating effective management plans for addressing the impacts of invasive non-native species (INNS) requires the definition of clear priorities and tangible targets, and the recognition of the plurality of societal values assigned to these species. These tasks require a multi-disciplinary approach and the involvement of stakeholders. Here, we describe procedures to integrate multiple sources of information to formulate management priorities, targets, and high-level actions for the management of INNS. We follow five good-practice criteria: justified, evidence-informed, actionable, quantifiable, and flexible. We used expert knowledge methods to compile 17 lists of ecological, social, and economic impacts of lodgepole pines (Pinus contorta) and American mink (Neovison vison) in Chile and Argentina, the privet (Ligustrum lucidum) in Argentina, the yellow-jacket wasp (Vespula germanica) in Chile, and grasses (Urochloa brizantha and Urochloa decumbens) in Brazil. INNS plants caused a greater number of impacts than INNS animals, although more socio-economic impacts were listed for INNS animals than for plants. These impacts were ranked according to their magnitude and level of confidence on the information used for the ranking to prioritise impacts and assign them one of four high-level actions—do nothing, monitor, research, and immediate active management. We showed that it is possible to formulate management priorities, targets, and high-level actions for a variety of INNS and with variable levels of available information. Abstract: This paper contributes to the literature that analyses the determinants and measurement of Technological Capabilities (TCs) with empirical evidence on Argentina, Brazil and Chile. Based on the World Bank''s Investment Climate database, the study covers firms from the manufacturing sector. We first construct a Capability Score to provide a preliminary measure of Technological Capabilities at the firm level. We then test it econometrically to explore the determinants of TCs and exports and evaluate their reciprocal relationship through a Two Stage Probit. We performed a bibliometric analysis of Latin American documents published between 1984 to 2019 in Scopus-indexed journals. A total of 1856 documents were analyzed. The annual scientific production was 64 documents per year, with an annual increase rate of 15.9%. The countries with the highest scientific production on BS were Brazil (64.7%) and Chile (14.5%). Most of the publications were original (76.6%) and review articles (11.9%). The journal with the highest publication record was "Obesity Surgery" (25.8%). The extra-regional collaboration was mainly with the USA. In conclusion, Latin American scientific production on BS has shown a significant increase in recent years. However, more participation is needed, fostering intra-regional collaboration and involving universities and health institutions in BS research. [ABSTRACT FROM AUTHOR]

Bibliometrics is a scientific discipline that studies quantitatively the bibliographic material of a particular topic. This study analyzes management research published by Latin American countries between 1990 and 2019. The work uses the Web of Science database and provides several country-level bibliometric indicators including the total number of publications and citations, and the h-index. The results indicate that Brazil, Chile and Mexico have constantly led the region's scientific publications. The temporal evolution shows a significant increase on the number of publications during the last years that seems to continue in the future. Patients with rare diseases across the world struggle to access timely diagnosis and state-of-the-art treatment and management of their conditions. Several recently published reviews highlight the importance of country efforts to address rare diseases and orphan drugs policy comprehensively. However, many of these reviews lack depth and detail at the local level, which we believe is necessary for rare disease advocates to identify and prioritize opportunities for strengthening each country's policy framework.We asked leading patient advocates from civil society organizations their views on rare disease public policy in Argentina, Brazil, Chile, Colombia, Mexico, and Peru with a focus on whether specific laws and regulations in these six Latin American countries have been promulgated. From December 2018 to March 2019 we supplemented their perspectives with evidence from accessible literature using key search terms. For each country, we prepared a detailed analysis on how laws or other policy initiatives took shape and the steps taken since to implement them. This allowed us to identify five broad policy categories for subsequent analysis: national laws, national regulations, health system incorporation of rare disease treatments, care delivery, and patient engagement.By describing the different approaches, challenges and timelines across six countries, our research demonstrates that strengthening rare disease policy first requires a common understanding and local consensus of each country's recent past and current situation. Subsequent analysis based on a set of common policy dimensions led us to where we believe salient opportunities lie for each of these countries to strengthen their overall policy framework for rare disease patients. Objectives: We explored the links between chronic diseases and cognitive ability using datasets of community-dwelling older adults from Brazil, Chile, Mexico, and Uruguay from the SABE (Health, Well-Being, and Aging) survey. Methods: Ordinary least squares (OLS), Tobit and linear probability models, adjusting for extensive health and socio-demographic factors, were implemented separately for men and women and complemented by a series of robustness checks. Results: We find a negative association between the number of chronic conditions and cognitive decline that has the following characteristics: (a) differs across gender, (b) increases with the number of chronic conditions, (c) is larger among those individuals in the bottom of the cognitive distribution, (d) and is different across types of chronic conditions. Discussion: These results suggest that returns from preventive policies to reduce cognitive decline would increase if they were targeted to seniors with chronic conditions and implemented before the impact from multiple comorbidities makes the cognitive decline too steep to be reversed. We use a homogeneous method to estimate non-residential capital stock for Argentina, Brazil, Chile, and Mexico. Our estimates extend back to the late-nineteenth century, 50 years earlier than the present available estimates. Our estimates use the gross fixed capital formation data base (1850-1950). These data are linked with existing standardised national accounts for the region, such as those of Economic Commission for Latin America and the Caribbean. Finally, we compare investment in Latin American countries to that of advanced economies, particularly focussing on the performance of two settler countries, Argentina and Australia. Background: Obesity is growing at an alarming rate in Latin America. Lifestyle behaviours such as physical activity and dietary intake have been largely associated with obesity in many countries; however studies that combine nutrition and physical activity assessment in representative samples of Latin American countries are lacking. The aim of this study is to present the design rationale of the Latin American Study of Nutrition and Health/Estudio Latinoamericano de Nutrición y Salud (ELANS) with a particular focus on its quality control procedures and recruitment processes.Methods/design: The ELANS is a multicenter cross-sectional nutrition and health surveillance study of a nationally representative sample of urban populations from eight Latin American countries (Argentina, Brazil, Chile, Colombia, Costa Rica, Ecuador, Perú and Venezuela). A standard study protocol was designed to evaluate the nutritional intakes, physical activity levels, and anthropometric measurements of 9000 enrolled participants. The study was based on a complex, multistage sample design and the sample was stratified by gender, age (15 to 65 years old) and socioeconomic level. A small-scale pilot study was performed in each country to test the procedures and tools.Discussion: This study will provide valuable information and a unique dataset regarding Latin America that will enable cross-country comparisons of nutritional statuses that focus on energy and macro- and micronutrient intakes, food patterns, and energy expenditure.Trial Registration: Clinical Trials NCT02226627. Background The Fogarty International Center of the National Institutes of Health created the International Training and Research Program in Occupational and Environmental Health (ITREOH program) in 1995 with the aim to train environmental and occupational health scientists in developing countries. Mount Sinai School of Medicine was a grantee of this program since its inception, partnering with research institutions in Brazil, Chile, and Mexico. This article evaluates Mount Sinai's program in order to determine whether it has contributed to the specific research capacity needs of the international partners. Methods Information was obtained from: (a) international and regional scientific literature databases; (b) databases from the three participating countries; and (c) MSSM ITREOH Program Database. Results Most of the research projects supported by the program were consistent with the themes found to be top priorities for the partner countries based on mortality/morbidity and research themes in the literature. Indirect effects of the training and the subsequent research projects completed by the trained fellows in the program included health policy changes and development of collaborative international projects. Conclusion International research training programs, such as the MSSM ITREOH, that strengthen scientific research capacity in occupational and environmental health in Latin America can make a significant impact on the most pressing health issues in the partner countries. This article explores the relationship between civil society and community resilience in coastal communities in Brazil, Canada, Chile and Cuba. In understanding the role of social capital in community development, we do not feel sufficient attention has been paid to the subtle micro-dynamics of civil network structure. Using social network analysis, we explore the link between community cohesion and resilience. Attention is given to conflicting interests that characterize these communities and how they manifest themselves in civic participation and factional affiliations. We find that organizational diversity is a necessary condition for community vitality, but organizations can become captive to factional interests. The critical factors for resilience are associated with a benign side of factions (a plurality of inclusive ties) and the presence of keystone bridging agents. Each offers hidden mechanisms for neutralizing the effects of fragmentation by providing a cohesive capability which remains latent until crises call for collective action. [ABSTRACT FROM PUBLISHER]

The authors combine elite and mass survey data to create indicators of representation for nine nations: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Ecuador, Mexico, and Uruguay. For the first time, a quantified measure of the extent to which political parties represent voters' policy preferences in these countries is offered. The authors then examine the political, social, and economic correlates of representation. Consistent with extant literature and theory, they find that party system institutionalization and socioeconomic development are positively related to representation. On the other hand, drastic liberalization efforts seem to be associated with lower levels of representation. Furthermore, the authors find that leftist parties contribute to the representative structures of political systems. They also find that perceptions of fraud in an electoral system are correlated at a fairly high level with the indicator of representation: Citizens' subjective perceptions of a system are consistent with its reality.
