Energy production has come under increasing scrutiny as concerns about energy security and climate change have risen. In the UK changes in government structure and privatisation of the electricity industry have led to the emergence of multi-level governance. This means that decisions on how to reduce carbon dioxide emissions from the electricity-generating sector should no longer be solely a national policy decision. Previous studies have sought to explore how renewable energy may develop under multi-level governance, but this paper pays attention to a traditional fossil fuel source, coal, which is still an important means of electricity generation. Coal is the most abundant fossil fuel and advocates argue that carbon capture and storage techniques could make coal ‘clean’, paving the way for a long-term, secure and low emission way to produce energy. This study focuses on the Yorkshire and Humber Region, which has had a long association with coal mining and looks at the implications of this as the region seeks to develop a climate change action plan and an energy strategy within the new regional governance structures. The paper argues that the regional networks developed to address climate change are influenced by existing social power structures and alliances. Owing to less natural snow reliability as a result of climate change on the one hand, and the demand of higher standards by winter tourists on the other hand, the production of artificial snow in ski resorts has increased substantially during the last 20 years and is likely to increase further in future. Little research has been conducted on the impact of snowmaking as a water demand stakeholder on a regional water balance. In this paper, a regional water balance (water demand-water resources) is analysed for the greater Kitzbueheler Region in the Austrian Alps, for the current situation and a future climate change scenario (28C warming). For this temperature rise a significant reduction in natural snow cover duration and snow accumulation is predicted, an effect that increases with lower altitudes and differs between the winter months. Due to the shortening of the winter season, a change in seasonality of river flows and available water resources (ground and surface water) occurs. Both increase in winter, and decrease in spring. The water demand for improvement snowmaking increases, especially in the month of March. However, December proved to be the critical month due to the large amounts of water required for base snowmaking both now and in future. These results stress the necessity of reservoir storage for base snowmaking on a regional level. Water availability during other months but winter is sufficient to fill these reservoirs. The term ‘vulnerability’ is used in many different ways by various scholarly communities. The resulting disagreement about the appropriate definition of vulnerability is a frequent cause for misunderstanding in interdisciplinary research on climate change and a challenge for attempts to develop formal models of vulnerability. Earlier attempts at reconciling the various conceptualizations of vulnerability were, at best, partly successful. This paper presents a generally applicable conceptual framework of vulnerability that combines a nomenclature of vulnerable situations and a terminology of vulnerability concepts based on the distinction of four fundamental groups of vulnerability factors. This conceptual framework is applied to characterize the vulnerability concepts employed by the main schools of vulnerability research and to review earlier attempts at classifying vulnerability concepts. None of these one-dimensional classification schemes reflects the diversity of vulnerability concepts identified in this review. The wide range of policy responses available to address the risks from global climate change suggests that climate impact, vulnerability, and adaptation assessments will continue to apply a variety of vulnerability concepts. The framework presented here provides the much-needed conceptual clarity and facilitates bridging the various approaches to researching vulnerability to climate change. [Copyright &y& Elsevier]

The distribution and abundance of birds is known to depend critically upon climate variability at a range of temporal and spatial scales. In this paper we review historical changes in climate in the context of what is known about climate variability over the last millennium, with particular reference to the British Isles. The climate of Britain is now warmer than it has been in at least 340 years, with the 1990s decade 0.5 °C warmer than the 1961–1990 average. In addition, the frequency of cold days (mean temperature below 0 °C), particularly during March and November, has declined and there has been a marked shift in the seasonality of precipitation, with winters becoming substantially wetter and summers becoming slightly drier. Current understanding is that the rate of future warming is likely to accelerate with more frequent and more intense summer heatwaves, milder winters, an increase in winter rainfall, an increased risk of winter river floods, and an increase in mean sea-level and associated coastal flooding. All of these aspects of climate change are likely to impact on coastal birds. A range of potential future climate scenarios for the British Isles are presented derived from recently completed global climate model experiments. For migrant bird species, changes in the British climate have also to be seen within the context of remote climate change in both the breeding and the overwintering grounds. [ABSTRACT FROM AUTHOR]

In the nine years since its establishment in 1988, the Intergovernmental Panel on Climate Change (IPCC) has attempted to walk the tightrope of being scientifically sound and politically acceptable. This paper investigates how the IPCC has evolved over two assessment cycles. It provides an in-depth examination of important characteristics of the IPCC process including the peer review mechanism, participation of developing countries, and its interactions with the intergovernmental negotiation process on climate change.
