This paper develops and applies the concept of accountability styles for analyzing and comparing accountability practices in different countries. This is relevant as there is considerable scholarship on public sector accountability but only very few comparative studies. Extant studies have shown that national styles of accountability are both marked by convergence as well as the resilience of national differences. The concept of accountability style is adopted to describe and interpret how and why accountability practices differ between administrative systems. It does so by analyzing practices of accountability of public sector agencies in four European democracies with different state traditions: the Netherlands, Norway, Switzerland and the UK. These countries vary with regards to state strength (interventionist propensity) and administrative concentration (high or low centralization). The analysis focuses on the accountability of arms' length agencies which lends itself for comparisons across counties. The paper shows that the national political-administrative context crucially shapes practices of accountability and accountability regimes of agencies. The Norwegian accountability style is characterized as 'centralized and convenient'. The UK-style is equally centralized yet not so convenient as it incurs high accountability-process costs on agencies. Switzerland is marked by limited hierarchical accountability. And the Dutch accountability style is comparatively 'broad and informal'. Between 2017 and 2020 a comprehensive review of the framework of investigatory scrutiny committees in the House of Lords was undertaken. This process led to a far-reaching set of recommendations and reforms. Although carefully couched in the language of evolutionary change, this article argues that these reforms possess a transformational dynamic that is difficult to deny. The challenge, however, is likely to emerge from the existence of a largely hidden disjuncture between the accountability ambitions embedded within this reform agenda and the institutional, constitutional and political matrixes within which the 'new' committee system in the Lords is expected to operate. A three-dimensional lens emphasising inter-, intra-, and extra-institutional dimensions is utilised to expose and dissect the existence of potential disjuncture and, through this, offers a 'review of the review' informed by broader literatures on legislative organisation and policy analysis that will be of interest to both practitioners and scholars. Within the vast seam of scholarship on parliamentary history the evolution and role of select committees in the house of lords, particularly in relation to investigatory or policy‐focused committees, has been almost completely overlooked. They have been 'institutions ignored'. This gap in the existing research base is particularly stark when compared with the very large literature on the history of select committees in the house of commons. This article fills this gap by providing the first detailed historical account of the evolution of investigatory or policy‐focused committees in the house of lords. This account reveals the evolution of a distinctive 'scrutiny style' moulded around the notion of complementarity, a highly specialised approach and an understanding of the merits of self‐restraint. However, during 2018–21 a fundamental review of the investigatory committee system was undertaken within the house of lords which led to significant change in relation to both the structure and ambition of committees. The impact of this reform agenda is likely to ensure that select committees in the Lords are far more visible in the future, within and beyond the Palace of Westminster, than they were in the past. In contemporary public governance, leaders of public organizations are faced with multiple, and oftentimes conflictual, accountability claims. Drawing upon a survey of CEO's of agencies in seven countries, we explore whether and how conflictual accountability regimes relate to strategic behaviors by agency-CEO's and their political principals. The presence of conflictual accountability is experienced as a major challenge and is associated with important behavioral responses by those CEO's. This article demonstrates empirically how conflictual accountability is related to (a) controlling behaviors by principals, (b) constituency building behaviors by agencies, and (c) a general pattern of intensified contacts and information processing by both parties. Attitudes to quangos are paradoxical. On the one hand they are perceived to be undemocratic, unaccountable organisations, while on the other they are seen to improve effectiveness, limit political interference and increase public confidence in government. This paradox is reflected in the behaviour of political parties, which generally adopt a harsh line towards quangos in opposition, but come to rely on these bodies in office. Ahead of the 2010 general election it was, however, noticeable that the Conservative party rejected this dynamic by promising to pursue 'a more sophisticated approach'. This article explores the Coalition government's subsequent 'public bodies reform programme', assessing its progress against recommendations contained within the Institute for Government's Read before Burning report of July 2010. It concludes that while the Coalition has addressed long-standing concerns about the day-to-day governance of public bodies, it has failed to resolve a set of broader and strategic (metagovernance) issues. The use of arm's-length bodies to deliver certain services, to regulate certain sectors or to assume responsibility for particularly salient political issues is neither new in historical terms or a feature unique to the UK in comparative terms. What is particularly distinctive, however, is the Coalition Government's attempts since 2010 to reduce the number of ‘quangos’ while also strengthening the capacity of the core executive and sponsor departments to control and co-ordinate this dense and fragmented sphere of delegated governance. Drawing upon the findings of the first research project to analyse the current Public Bodies Reform Agenda, this article provides an account of the ‘filling-in’ of the ‘hollowing out’. For centuries, the capacity of British ministers to appoint individuals to positions on the boards of agencies, boards and commissions was viewed as little more than one element of the ‘spoils of war’ in a highly majoritarian polity. This article examines how the politics of patronage has evolved in recent decades and argues that it is possible to identify a silent revolution that has gradually but consistently constrained the reach and discretion enjoyed by ministers in deploying their patronage powers. What is particularly distinctive about British political history since 2007 is the introduction of a far-reaching ladder of legislative scrutiny that ranges from informal pre-appointment hearings, at one end of the ladder, to a statutory veto over the minister's preferred candidate, at the other. However, this ‘outlawing of the spoils’ has evolved in a typically British way with reforms being implemented on an ad hoc and incremental basis, that is, frequently without any advance consultation or planning but rather dependent on non-formal, informal and discretionary elements to counter problems as they arise. The result is a complex and frequently overlapping mixture of regulatory and scrutiny processes that arguably offer little in terms of principled underpinning or constitutional logic. While clear lines of accountability are normally considered a sine qua non of any modern democracy, this article argues that too much accountability can be as problematic as too little. Through the application of a number of analytical ‘hooks’ drawn from the accountability studies literature, it argues that if the coalition government’s rhetorical commitment to a shift from a ‘Big State’ to a ‘Big Society’ is implemented, it may well flounder due to its inability to reconcile the centrifugal forces of devolution and localism with the centripetal forces of political accountability and public expectation. This article attempts to make a bold and provocative argument not just about the state of accountability research as a field of inquiry but also about the gap that has apparently emerged between the governors and the governed (and the professional responsibilities of scholars beyond academe in terms of public engagement). It emphasizes that “too much accountability can be as problematic as too little” and asks whether it is possible that the transition from “representative” to “monitory” democracy, which is reflected in an increasingly dense and aggressive “accountability industry” (constitutional watchdogs, audit processes, ethical guardians, investigatory agencies, regulatory boards, freedom of information legislation, quasi-judicial commissions, etc.), has actually contributed to the erosion of public support for politicians, political processes, and political institutions? It therefore seeks to challenge a number of “self-evident truths” and dares to be a little brave, to fly some kites, and risk the inevitable misunderstanding and deliberate criticism that attempting to say something different entails. Delegated governance refers to the wide range of quasi-autonomous organizations – ‘fringe bodies, quangos and all that’ – to which an increasing proportion of state activity is now delegated. Recent reports by the OECD have emphasized the growing role of these bodies in relation to policy-making, regulation and administration within advanced industrial countries. However, the existence of delegated forms of governance enjoying an arm's length relationship to elected politicians raises fundamental questions regarding the operation and nature of representative democracy. Political devolution to regions within nation states has long been advocated as a potential solution to concerns regarding the control, accountability and patronage in relation to these bodies. This article presents the findings of a research project that examined the degree to which devolution to Scotland since 1998 has impacted upon the structure of delegated governance and the possible policy implications this may have for other European states. The research suggests that although the sphere of delegated governance in Scotland post-devolution has grown it has led to the creation of a new governance framework, which may assuage concerns regarding the ‘democratic deficit’ that is commonly associated with quasi-autonomous public bodies. This article examines the role, powers and future of independent European agencies as an aspect of the current debate surrounding European governance. It argues that the design and implementation of independent agencies in the EU should not be seen as a construct of apolitical administrative engineering or integration but should be interpreted as a central component of political debates regarding the future constitutional structure of the EU vis-à-vis member states. In order to demonstrate the validity of this argument, the article reflects upon five themes (growth, co-ordination, accountability, depoliticization and power) which have arisen as central issues in relation to delegated governance at the national level. These themes are analysed in order to assess the main lessons that could usefully be considered during this critical period of constitutional reflection and design for the EU. [ABSTRACT FROM AUTHOR]
