Research has revealed the existence of an energy-efficiency gap – the difference between optimal and actual energy end-use, suggesting that energy efficiency can be improved. Energy management (EnM) is a means for improving industrial energy efficiency. However, due to various barriers, the full potential of EnM is not realised. Several studies have addressed drivers and barriers to energy efficiency but few to EnM. This study aims to identify EnM practices, the most important perceived drivers and barriers for EnM, and relations among them in the energy-intensive Swedish pulp and paper industry (PPI), which has the longest experience internationally of practising EnM systems, and has worked according to the standards since 2004. Our results show that, altogether, the PPI works regularly and continuously with EnM, with a clear division of responsibilities. The highest maturity for EnM practices was for energy policy, followed by organization, investments, and performance measurement. The study also shows that communication between middle management and operations personnel has potential for improvement. The most important categories of drivers were economic, whereas for barriers they were organizational. Nevertheless, knowledge-related barriers and drivers were amongst the most important, suggesting that the absorptive capacity for energy issues could be improved. Improved energy efficiency has become a strategic issue and represents a priority for European competitiveness. Countries adopt various energy policies on local and national levels where energy audit programs are the most common energy end-use efficiency policy for industrial small- and medium-sized enterprises (SMEs). However, studies indicate that cost-efficient energy conservation measures are not always implemented, which can be explained by the existence of barriers to energy efficiency. This paper investigates how Swedish municipalities can support local micro- and small-sized enterprises with improved energy efficiency and the existence of different barriers to the implementation of energy efficiency. Relating this empirical case study to the theoretical barriers outlined in the text, this study found that the major explanatory factors related to non-implementation of cost-effective energy efficiency measures among micro- and small-sized industrial enterprises were bounded rationality (lack of time and/or other priorities), split incentives (having other priorities for capital investments), and imperfect information (slim organization and lack of technical skill). This study also found that information in the form of a report was the main thing that companies gained from working on the project "Energy-Driven Business". Notably, the study involved companies that had participated in a local energy program and, still, companies face major barriers inhibiting implementation, indicating a need to further study other alternative policy models and how knowledge transfer can be improved. Fifteen years after the publication of the article entitled "Energy Education: breaking up the rational energy use barriers" in 2004, what were the paths taken and scientific contributions made towards a rational energy use as regards energy education? This paper aims to answer this question by collecting data on the Web of Science database to identify publications citing the aforementioned article using different levels of approach. The selected papers were structured in clusters utilizing software for such a purpose, which allowed organizing and listing reviewed works from which a cluster of keywords has been structured to identify the most frequently cited terms. Once found, the following step was to perform a content analysis to allow organizing authorship and contributions. During this process, the term "barriers" in the context of rational energy use was not restricted to its class, but it was present in the analysis of other terms that constitute other classes. Energy education is presented as one of the ways to make society more aware and active while taking actions towards rational energy use. However, to achieve greater effectiveness of such an educational process, the human aspect requires special attention through a clearer definition of personal values, attitude, and behaviour because of its importance for activities aimed at energy issues. • Energy education is crucial for energy rational use. • Other approaches for energy education were identified. • Individual's psyche influence on energy rational use. • Several barriers permeate energy and its use. • Energy education enables energy planning. Climate change, due to anthropogenic emissions of greenhouse gases, is driving policymakers to make decisions to promote more efficient energy use. Improved industrial energy efficiency is said to play a key role in the transition to more carbon-neutral energy systems. In most countries, industrial small and medium-sized enterprises (SMEs) represent 95% or more of the total number of companies. Thus, SMEs, apart from using energy, are a major driver in the economy with regard to innovation, GDP growth, employment, investments, exports, etc. Despite this, research and policy activities related to SMEs have been scarce, calling for contributions in the field. Therefore, the aim of this paper is to critically assess how adequate energy efficiency policy programmes for industrial SMEs could be designed. Results show that scientific publications in the field differ in scope and origin, but a major emphasis of the scientific papers has been on barriers to and drivers for energy efficiency. Scientific contributions from studies of energy policy programmes primarily cover energy audit programmes and show that the major energy efficiency measures from industrial SMEs are found in support processes. The review further reveals an imbalance in geographic scope of the papers within the field, where a vast majority of the papers emanate from Europe, calling for scientific publications from other parts of the world.
