This article deconstructs the parliamentary discourses regarding two migratory incidents in Ceuta, May 2021, and Melilla, June 2022, when hundreds of people attempted to cross the fences that separate Morocco from Spain. Most of them were immediately deported, many injured, and several died. This analysis compares the density of populist, anti-populist, re-bordering, and de-bordering references in forty-five speeches at the Spanish Congress regarding both tragic events. Vox speakers articulate a distinct discourse that instrumentalises these incidents to convey a sense of existential crisis and to (re)define a populist right-wing political identity based on moral hierarchies, a homogenising conception of society and the exclusion of a dangerous "other." Meanwhile some parties applied a populist logic to promote de-bordering views and others combined re-bordering and de-bordering claims without imposing a populist frame. This was an opportunity to exhibit a progressive sense of place in borderlands contrasting with Vox's reactionary one. [ABSTRACT FROM AUTHOR]

This contribution examines the development of territorial dynamics on the Ceuta-Morocco border region in the context of the structural Spanish-Moroccan rebordering that followed Spain's EU entry. The evolution of border practice is canvassed through the confronting notions of territorial discontinuity and territorial continuity. Clearly, current territorial dynamics between Ceuta and Morocco are characterised by both the existence of conflictive geopolitical cross-border dialectics and the implementation of fortifying securitisation measures. However, simultaneously, the border region is also marked by intensifying patterns of cross-border interaction which are sourced in the rising potentialities of economic and urban cross-border co-operation. In this light, the paper seeks to map the present intertwining of these apparently disagreeing territorial trends. To conclude, the paper underlines the ongoing modification of relational power between Ceuta and Morocco. It depicts the strengthening of local cross-border co-operative practices as a potential tool to cope with persistent sovereignty disputes in the border region. [ABSTRACT FROM AUTHOR]

In the past 15 years a series of apparently unconnected architectural events and assemblies have appeared in the immediate vicinity of Spain's Southern Border to improve the constructed border's functionality and capacity to respond. This paper addresses the dynamic shift the contemporary border is undergoing according to the detection of three strategies: seal, delay and contain. The critical cartography and forensic reconstruction of a series of events allow us to demonstrate the typological transformation shifting the weight of stable constructions to dynamic and instantaneous assemblies. These can no longer be said to be static solutions, but a territorial mechanism or assembly that configure and define the border. While the border architecture is a clear materialisation of sovereignty, it is necessary to question the territorial model, which is no longer represented by the rule but by the condition of operability. Taking Spain as a case study, this paper analyses the institutional production of border apparatus within reception countries, which affect very diverse areas of the daily life of migrants. Hence, rather than as a rigid line dividing the population into included and excluded, the border is approached as a flexible governance mechanism that differentially regulates access to rights. Starting by analysing the formal and informal operation of some of the institutions that manage the process (immigration offices, social services and the healthcare system), an attempt is made to give an account of the norms, requirements, administrative procedures and infra-penal mechanisms that especially affect vulnerable groups, stratifying the recognition of rights and condemning subjects to a legal limbo in which their legitimacy is - at best - blurred. The North of Morocco, like border regional space with Spain and the European Union, is object of an intense process of promotion of policies and programs of cooperation of diverse institutions (UN, European Union, agencies of co-operation, among others) that have interests in the zone, such as: fortification of a growth, safety ring in a strategic zone of the rent by the existence of a high step between neighbors, creation of a new policy of vicinity based on semi-integration, reduction of the emigration, etcetera. Question that agrees with a determined policy of the Moroccan government to re-launch socially and economically this space: process of regionalization and dowry of institutions (Agency for the Promotion of the Development in the Regions of the North), design of a strategy of growth based on the human development, and more. This paper analyzes the reasons of this process, the geographic reality and the socioeconomic characterization of the border area. At the same time, it diagnoses the weaknesses and opportunities for the joint of new policies of cooperation and development for the actors who look for a territorial development in this border area, today in crisis. This article examines the cross-border mobility practices of eastern European immigrants across and within European Union (EU) borders, taking into account the changes in the patterns of the EU border regime, which have affected mobility in the last 20 years. Drawing on empirical research with references to in-depth qualitative interviews of eastern immigrants in Spain, this article highlights the ways in which the emerging models of cross-border mobility management are producing new geographies of the EU border. On the one hand,(re)borderingmakes human mobility difficult, while, on the other hand,networked borderingfacilitates mobility. The conclusions confirm that the flexibility of the European border allows the mobility of people, and also indicate that, while crossing borders, eastern Europeans learn about mobility and practice it as citizens of Europe. Based on ethnographic fieldwork on female prostitution in the border areas between Portugal and Spain, this article focuses on the analysis of physical space as a dimension of substantial influence over the organization and social dynamics of the cross-border demand for sexual services. The basic aim is to understand the strategies underpinning the localization of “clubs,” and to interpret the processes whereby their clients incorporate specific geographies of desire/eroticism and cartographies of male (in)fidelity into their everyday lives. In order to do this, special analytical attention was paid to the diacritical markers that men use to delineate the specific social spheres in which they are permanent or temporary actors, and that indicate the changes taking place in the frames that guide their definition of the distinct situations in which they find themselves. By constructing a multidimensional concept of the border/frontier, the article also explores and interprets men’s experiences in the “ecology” of commercial sex, and their subjective perceptions and attempts to legitimate extramarital sexual pursuits in the context of their most typical daily social roles, in particular those related to the family.
