Climate change and population growth are increasing demand for water, causing water shortages across the United States. Decision makers need to understand the impact of climate on water allocation, particularly for watersheds with agricultural activity. The Missouri Salt River Basin (SRB) was selected for this study due to its soil characteristics, agriculturally dominated land use, and because it contains a major reservoir, Mark Twain Lake (MTL), which is the regional source of drinking water. The goal was to evaluate future water allocation in the SRB given projections of future climate and changing land management practices. Future climate data were input to the Soil and Water Assessment Tool, from which discharge outputs to MTL were entered in the Water Evaluation and Planning model to evaluate 2020–2059 crop and drinking water shortages. Water allocation strategies identified potential conflicts among users through scenario‐based approaches. The difference between water demand and supply was projected to increase by 100% because of climate change, from 3 to 6 million m3. Under a dramatic scenario, where irrigated land quadrupled, water shortage could be up to 38.5 million m3 (1,200% increase). Water withdrawals from the MTL may help alleviate part of the projected shortage; however, on‐farm pond storage would likely be more practical and cost‐effective. Global climate change is known to trigger local and regional hydrologic variations such as changes in precipitation patterns, increased surface temperatures, variations in the streamflow and the occurrence of frequent floods and droughts which in turn affect the built environment. Apt and efficient water management is paramount as climate change can considerably affect the water supply-demand balance. Focusing on reservoir management, the vulnerability to floods and droughts, the effect on energy production, the ability to cope with the agricultural and drinking water demand and the impact on ecological flow need to be reconsidered. The objectives of this paper are to review and identify the impacts of climate change on reservoir hydrology, discuss the related uncertainties and conclude and recommend the ways of adapting to the change. Under reservoir operation, the emphasis is on the consequent need for closer attention of the planners and reservoir operators. Variations in precipitation patterns affect hydropower generation and become a reason for aggravated floods and droughts. Changed evaporation volumes affect the irrigation and drinking water supplies considerably. Several possible approaches are discussed emphasizing long-term basin-wide water resource management. Hydrogeological effects of climate change will continue to affect water reservoirs worldwide. Some regions are experiencing and will experience severe decline in their water resources due to prolonged periods of drought. Since emergency practices such as the provision of emergency drinking water and forest firefighting depend on regional surface and groundwater resources, the safety of the hydro geosphere's of a region is of fundamental importance, especially in times of crisis. The study uniquely addresses the integration of emergency water management within broader sustainable practices, particularly in the German context where such an analysis has not been previously consolidated. Using the example of emergency drinking water management, the paper elaborates the extent to which measures of emergency response are currently recognised as part of sustainable water management. In an analysis, 79 documents addressing emergency drinking water management of both water supply companies and crisis management authorities in Germany were analysed. The findings revealed a general lack of documents addressing the long-term dependencies between water resources and emergency measures currently applied. Furthermore, the documents do not elaborate on how to implement these measures in a sustainable way recognising the distinctive characteristics of a region. Since response measures can potentially intensify water stress in a region, emergency water management must be consequently included in a holistic water management process to protect landscapes and communities for the future. This paper provides a first comprehensive compilation of essential documents dealing with emergency drinking water management in Germany. It furthermore introduces a new approach to emergency water management and identifies necessary research that could serve as a baseline for future crisis decision making to strengthen national and international initiatives on water resource protection. • Holistic water management must include water intense measures of emergency response. • Procedures of crisis management can intensify processes of regional water depletion. • Performance of emergency response can decline in times of long-term dryness. • The management of water emergencies requires adaptation to regional hydrogeography. Sustainable water systems often comprise complex combinations of traditional and new system components that mimic natural processes. These green systems aim to protect public health and safety, and restore natural and human landscapes. Green infrastructure elements such as most sustainable drainage systems trap storm water but may contaminate groundwater. There is a need to summarize recent trends in sustainable water systems management in a focused document. The aim of this special issue is therefore to disseminate and share scientific findings on novel sustainable water systems addressing recent problems and opportunities. This special issue focuses on the following key topics: climate change adaptation and vulnerability assessment of water resources systems; holistic water management; carbon credits; potable water savings; sustainable water technologies; nutrient management; holistic storm water reuse; water and wastewater infrastructure planning; ecological status of watercourses defined by the Water Framework Directive. The combined knowledge output advances the understanding of sustainable water, wastewater and storm water systems in the developed and developing world. The research highlights the need for integrated decision-support frameworks addressing the impact of climate change on local and national water resources management strategies involving all relevant stakeholders at all levels. Proper water resources management involves the analysis and resolution of various optimization problems according to climate change effects on the availability and distribution of the resources themselves. Specifically, these conditions require the identification of new resource allocation optimization solutions capable of taking into account the water resource losses due to climate change scenarios. As is well known, Southern Italy is a region that is potentially very sensitive to climate change. In this paper, a 1717 km² area, corresponding to the province of Crotone, was analyzed as a study case. This area is characterized by a sufficient availability of resources as a whole as compared to the needs of the users, but has an unbalanced distribution of water through its various systems. After identifying water resource allocations in detail for this area, an optimization solution accounting for the expected reduced availability of water resources in the context of climate change was created and was compared with the optimization solution for current water availability. This paper considers aspects of environmental social science research in the UK and explores an obvious bias towards the development of instruments to manage demand as an adaptation to climate change, and consequently the predominance of interest in the customer from a demand-side perspective. In the case of water, this has resulted in an inappropriate mixing of individualist research methods designed to measure public perceptions of risk and water-based practices, with mass consumption data that cannot be specifically linked to the individual. This mixing has a tendency to reinforce a long-standing blame culture that drives interest in the development of behaviour change initiatives while the relatively unchallenged hydraulic mission to provide safe drinking water and sanitation progresses. With this in mind this paper reviews examples of water use research from California, Australia, and the UK and highlights the more effective routes to understanding water customers and developing behaviour change initiatives that utilise stages of change models and grounded techniques incorporating qualitative and quantitative data from individual sources. A secondary aim is to argue for re-framing the relations between various actors in a changing climate to allow the development of new policy approaches, learning, and openness, from industry, regulators, and customers, based on new theories from the field. This paper explores the physical, social, and environmental dimensions of how climate change impacts affect drinking water safety in a rural context in developing countries. Climate impacts, such as contamination or the reduced availability of preferred drinking water sources due to climate-related hazards, threaten water safety in rural areas and these impacts will likely worsen as climate change accelerates. We qualitatively examined these impacts in a community in rural Vanuatu using three approaches side-by-side: adaptation, vulnerability, and resilience. We employed a mixed methods case study methodology that combined semi-structured interviews, technological and environmental surveys, and observations. We demonstrate the influence of physical infrastructure design, social structures mediating water access, and the availability of multiple sustainable water resources on water safety with respect to climate impacts. We also show how the initial problematization of how climate affects water safety can influence subsequent actions to address, or overlook, issues of infrastructure design and maintenance, social equity, and natural resource management for water access. Improvements to rural drinking water safety management in the context of climate change should take a pluralistic approach, informed by different conceptualizations of climate impacts, to account for the varied causal pathways of reduced water safety for different members of a community. Abstract: Over the past decades, the cost-effectiveness principle or a cost–benefit analysis has typically been employed as an assessment tool for the expansion of drinking water utilities. With changing public awareness of the inherent linkages between greenhouse gas emissions and climate change, the addition of this new consideration in the assessment regime has altered the landscape of the traditional evaluation matrix. This paper presents a comparative evaluation based on a suite of carbon footprint and cost data associated with 20 expansion alternatives for a systematic priority analysis of a drinking water infrastructure system in South Florida. Many countries have applied many measures, including preventing inappropriate activities in areas where drinking water is abstracted to protect drinking water resources. However, reaching good water quality based on human health has not been achieved in drinking water basins. Drinking‐Water Protected Areas Determination has been defined as a powerful protection method to restrict inappropriate activities affecting water quality and quantity. These areas are determined based on basin properties to provide sustainable drinking water management. This study aims to present a framework for drinking water protection by giving methodological study steps. Strengths, deficiencies and inadequacies in drinking water protection practices were shown by examining the implementations of Turkey and European Union member countries. Urban communities around the world are grappling with the challenges associated with population increases, drought, and projected water shortages. With a substantial global shortfall between water supply and demand expected by 2030, water planning strategies must adapt to a new reality characterized by higher temperatures and less precipitation, requiring new ways of thinking about water management, use, and governance. Commonplace strategies such as water conservation and nonpotable water reuse might not be sufficient to adequately stretch water supplies in water‐scarce parts of the industrialized world. In the United States, planned potable water reuse (i.e., purification of domestic wastewater for reuse as drinking water) is emerging as a way forward to mitigate water shortages without significant changes to lifestyle, behavior, or infrastructure. But potable reuse is not the only solution: paradigm shifting and disruptive options that more holistically address water scarcity, such as composting toilets and market‐based approaches to water use, are also gaining traction, and they could be pursued alongside or instead of potable water reuse. However, these options would require more significant changes to lifestyles, behavior, infrastructure, and governance. While all of the options considered offer advantages, they each come with new concerns and challenges related to cost, public perception, social norms, and policy. The goal of this work is to consider a number of plausible solutions to water scarcity—partial and complete, traditional and disruptive—to stimulate forward‐looking thinking about the increasingly common global problem of water scarcity. Our environment is heterogeneous. In hydrological sciences, the heterogeneity of subsurface properties, such as hydraulic conductivities or porosities, exerts an important control on water balance. This notably includes groundwater recharge, which is an important variable for efficient and sustainable groundwater resources management. Current large-scale hydrological models do not adequately consider this subsurface heterogeneity. Here we show that regions with strong subsurface heterogeneity have enhanced present and future recharge rates due to a different sensitivity of recharge to climate variability compared with regions with homogeneous subsurface properties. Our study domain comprises the carbonate rock regions of Europe, Northern Africa, and the Middle East, which cover ~25% of the total land area. We compare the simulations of two large-scale hydrological models, one of them accounting for subsurface heterogeneity. Carbonate rock regions strongly exhibit "karstification," which is known to produce particularly strong subsurface heterogeneity. Aquifers from these regions contribute up to half of the drinking water supply for some European countries. Our results suggest that water management for these regions cannot rely on most of the presently available projections of groundwater recharge because spatially variable storages and spatial concentration of recharge result in actual recharge rates that are up to four times larger for present conditions and changes up to five times larger for potential future conditions than previously estimated. These differences in recharge rates for strongly heterogeneous regions suggest a need for groundwater management strategies that are adapted to the fast transit of water from the surface to the aquifers. It is critical to understand the ability of water management to prepare for and respond to the likely increasing duration, frequency, and intensity of droughts brought about by climate variability and change. This article evaluates this ability, or adaptive capacity, within large urban community water systems (CWSs) in Arizona and Georgia. It analyzes interview data on the bridges and barriers to adapting water management approaches in relation to extreme droughts over the past decade. This study not only finds levers for building adaptive capacity that are unique to each state but also identifies several unifying themes that cut across both cases. The interviews also show that a particular bridge or barrier, such as state regulation, is not universally beneficial or detrimental for building adaptive capacity within each state. Such knowledge is useful for improving water and drought management and for understanding how CWSs might prepare for future climate variability and change by removing the barriers and bolstering the bridges in efforts to build adaptive capacity. A holistic approach to the management of water, energy, food, and the environment is required to both meet the socioeconomic demands of the future as well as sustainable development of these limited resources. The Urmia Lake Basin has faced environmental, social, and economic challenges in recent years, and this situation is likely to worsen under the impacts of climate change. For this study, an adaptability analysis of this region is proposed for the 2040 horizon year. Two models, the water evaluation and planning (WEAP (Stockholm Environmental Institute, Stockholm, Sweden)) and the low emissions analysis platform (LEAP (Stockholm Environmental Institute, Boston, MA, USA)), are integrated to simulate changes in water, energy, food, and the environment over these 20 years. Two climate scenarios and nine policy scenarios are combined to assess sustainable development using a multi-criteria decision analysis (MCDA) approach. Results show that, through pursuing challenging goals in agricultural, potable water, energy, and industrial sectors, sustainable development will be achieved. In this scenario, the Lake Urmia water level will reach its ecological water level in 2040. However, social, technical, and political challenges are considered obstacles to implementing the goals of this scenario.
