Droughts are increasing in frequency and intensity as the global climate changes. Risk assessment for agricultural drought disasters is an important approach for disaster prevention and mitigation. Based on the formation mechanism of natural disaster risk, the index system model of agricultural drought risk assessment in North China was constructed, and the robustness of the established risk assessment model was tested by using the internal test method. Then based on the characteristics of agricultural drought risk formation in North China, the paper proposes corresponding risk prevention recommendations. The conclusions were as follows: when adjusting the indices and methods in the risk assessment model, the range of changes in the agricultural drought risk ranking for each city was mostly 1-2.5 places, and the model was relatively robust. With the exception of Beijing and Tianjin, which had the highest disaster prevention and mitigation capacity, central and northern China had the highest agricultural drought risk, which was previously linked to the high risk and vulnerability of these regions. The agricultural drought risk in northern Henan and southern Shandong is low, mainly due to the low risk. The 34 cities in North China can be divided into 6 agricultural drought risk clusters, which are not dispersed in space and cross-city distribution, and have good aggregation. Cluster 4, located in the northernmost mountainous areas, has the highest risk of drought, which is associated with high environmental vulnerability and low capacity for disaster prevention and mitigation, so agricultural areas should be reduced and agricultural input should be increased. Clusters 2, 5 and 6, located in the central and southern regions, have higher grain acreage and yields due to drought, so agricultural drought risk can be further reduced by increasing agricultural input and improving irrigation guarantee rate. Agro-pastoral ecotone of northern China is the prominent area for agricultural production, but it is also the most typical ecological fragile area with frequent drought disasters. Taking Yulin City at Shaanxi Province in China as the case area, the paper aims to investigate the spatio-temporal changes of agricultural vulnerability to drought in China's agro-pastoral ecotone in the period 2000 to 2020. The results show that: 1) the agricultural vulnerability to drought in Yulin City has shifted from high vulnerability in the period 2000–2010 to low vulnerability in the period 2011–2020. 2) There exist obvious spatio-temporal differences of the agricultural vulnerability to drought in Yulin City during the research period. 3) Four sensitive events and 14 resilient events were identified in the research and the crops of Yulin had become more resilient to drought. Finally, the paper put forward with policy implications to make adaptive strategies of agriculture to climate change in China's agro-pastoral ecotone in the future, e.g., carrying out agricultural zoning based on agricultural production conditions, intensifying the construction of disaster prevention and relief system, and integrating with modern agricultural technology to develop new type agriculture. In recent years, extreme weather events caused by global climate change have occurred frequently, intensifying the frequency of flood disasters. For flood hazard analysis, high-quality data and a reasonable weight assignment of the relevant factors are critical. This study conducts four rainfall fusion methods, to fuse the Tropical Rainfall Measuring Mission (TRMM) 3B42 and the observations in Dazhou City, China. Then, the random forest was applied to obtain the weights of various factors to facilitate a comprehensive flood hazard analysis under four rainfall durations. The results show that (1) the linear regression performs best out of the four fusion methods, with a correlation coefficient of 0.56; (2) the Digital Elevation Model (DEM) is the most impact factor with a weight of more than 0.2; and (3) the proposed flood analysis system performs well, as 70% of historical flood points are distributed in high and sub-high hazard areas and more than 93% of historical flood points are distributed in medium hazard areas. This study identified the flood hazard grade and distribution in Dazhou City, which could provide a valuable methodology to contribute to flood hazard analysis and disaster management with satellite rainfall. Arid area is very sensitive to global warming and are extremely vulnerable to climate change. Moreover, the water resources system in the arid area is fragile and will undergo tremendous changes with climate change. Therefore, the interaction of climate and hydrology in arid area has an important impact on the formation of regional microclimate and hydrological changes. Daihai Lake is a typical closed inland lake in arid area of China, and a key area for ecological protection in North China. In this paper, WRF-Hydro model is used to simulate the climate hydrological coupling situation of Daihai Basin from 1980 to 2020, and the coupling results are verified and calibrated by meteorological statistics, runoff calculation and remote sensing analysis. Based on the synopsis of climate and hydrology in the past 40 years, the causes and future trends of the hydrological elements in Daihai Basin are analyzed. Through the analysis, it is found that the interannual variation of precipitation in Daihai Basin is sharp, with 401.75 mm as the average from 1980 to 1994; and drastic fluctuations from 1995 to 2011, with a difference of nearly 400 mm between the interannual maximum and minimum; From 2012 to 2020, the fluctuation is small. Although the interannual variation of evaporation fluctuated, it showed an upward trend with a slope of 8.855 mm/year. The annual average temperature showed an obvious upward trend with a slope of 0.040 °C/year. From 1980 to 2020, the inflow of Daihai Lake shows a downward trend; Since 2013, the runoff into the lake has tended to be flat. Climate change and human activities are the decisive factors leading to the change of water quantity in Daihai, among which human activities play a greater role. Cultivated land irrigation and industrial water use are highly correlated with the lake discharge, and these two factors have a great influence on the lake discharge. If the current agricultural and industrial water consumption does not increase, Daihai still has a lifespan of nearly 120 years. If human activities do not change and any protective measures are not taken in time, under the background of global climate change, the flow of the Daihai Lake into the lake will be reduced to zero in 2025, and the Daihai Lake will completely dry up in 2031–2033. Drought has become a problem that is universally faced by global terrestrial ecosystems. Northeast China is dominated by a temperate monsoon climate and located in an area sensitive to global climate changes, and one of the main impacts of climate changes in Northeast China is manifested as drought in growing seasons. The drought area has a gradual increase trend, and drought has become the main agro-meteorological disaster in this region which is also the main maize planting area in China. Drought normalization seriously restricts the stable development of maize production in Northeast China. So in this paper, we took spring maize in Liaoning Province as an example and made clear the drought variation characteristics in different growth stages by using the data of MODIS, FY-3A, relative soil moisture and growth stages and the methods of RS, GIS and statistical analysis. Then we analyzed the correlation between multi-time scale remote sensing indexes and relative soil moisture in different soil depth, and established the remote sensing monitoring index set and models of relative soil moisture for each growth stage and soil depth. The accuracy of the monitoring models was verified and the application research of monitoring the drought of spring maize in Liaoning Province was studied. The results showed that: From 1993 to 2012, drought occurred in each growth stage of spring maize in Liaoning Province and the highly frequent drought occurred in the period from 1999 to 2002. The drought grade in each year was mainly light drought, and the drought was the most serious at milk stage, followed by heading stage. There was no significant correlation between the monitoring indexes and relative soil moisture at sowing and emergence stage, but there was a significant or extremely significant correlation between them at three-leaf and maturity stage. The monitoring index LSWI (land surface water index) had a strong ability to monitor relative soil moisture, followed by WI (water index). Multi-index coordination could improve the monitoring ability of relative soil moisture by remote sensing means, and the monitoring ability at 10-day scale was generally higher than that at 5-day scale and 20-day scale. Based on the monitoring models of soil relative humidity, the drought condition of partial growth stages and soil depth from 2001 to 2004 was monitored. The overall monitoring accuracy was 73.32%, in which the monitoring accuracy of jointing and three-leaf stage was more than 85%. The dynamic monitoring of drought grades in different growth stages in 2000 was realized. The monitoring results were consistent with the agro-meteorological observation records in terms of the growth stages and space. Climate elements are important indicators of climate change in China's main grain-producing areas during the April–September growth season and affect the growth and yield of crops. This paper combines grain concentration and geographical detector to divide the North and South regions of China's main grain production. The linear trend and Morlet wavelet transform methods are used to analyse the characteristics of climate change based on observational climate data from April to September 1981–2015. The results show that the climate in the North region is warm and dry during the growth season, whereas the climate is warm and humid in the South region. The main periods of the change in temperature in the North and South regions are 3 years, and that in precipitation is 5 years, and that in sunshine hours is 3–4 years. Changes in the climate elements in various provinces show complex, varying and regional characteristics of cold-warm and dry-wet cycles. The changes in climate elements are significant and different climatic conditions and regions have various possible impacts on grain production in China during the growth season. For China's agricultural-economy sustainable development and grain security, the study suggests that governments should place more emphasis on climatic element changes during the growth season and invest more money in disaster prevention and mitigation, especially in the main grain-producing areas. Due to the national nutrition crisis and the adjustment of planting structure, millet has once again become a widely planted cash crop in Northern China. However, as the climate warms in recent years, drought has occurred frequently and repeatedly in Northern China, which has seriously threatened millet production safety in this area. Therefore, it is urgent to clarify the hazard of millet drought disaster and provide reference for the formulation of millet disaster prevention and reduction measures. In this paper, combined with the water demand of millet in each growth period, Standardized Precipitation Requirement Index (SPRI) was selected to identify and quantify the drought disaster of millet. Considering the impact of different degrees of drought in different growth periods, a hazard assessment model is constructed to evaluate the hazard of millet drought disaster in Northern China under the background of climate change. The results show that: (1) SPRI can well characterize the drought of millet in Northern China. (2) In the context of climate change, millet drought in Northern China shows a trend of increasing intensity and decreasing frequency, and it is possible that millet drought will be even more severe in the future. (3) Combined with the hazard assessment model, millet drought in Northern China will still be dominated by middle hazard in the future, but the areas with high hazard will gradually increase, mainly distributed in northeast China, central and western Inner Mongolia and northern Gansu. The research results can be of great practical significance for the adjustment of agricultural production structure in the future, especially for the sustainable development of agriculture and the formulation of measures to prevent and resist agricultural disasters. Risk assessment of drought disaster is necessary for the sustained agriculture development under the background of global climate change, and, meanwhile, it is an urgent scientific issue needed to be solved in agricultural risk assessment discipline. In this paper, collecting the areas covered by drought disasters, areas affected by drought disasters, areas with no harvest by drought disasters, areas planted, and yield per unit area data, agricultural drought disasters losses of the southern five provinces in China were calculated. The best probability density function was obtained according to the goodness of fit test results. Then, the value at risk (VaR) from financial market risk research method was used to the effective measure of agricultural drought risk. The results show that, in southern five provinces of our research region, risk of agricultural drought disaster in Yunnan and Guizhou is greater than other three provinces. In the scenario of 50 years and 100 years for a return, the crop loss caused by drought will reach 13.6% and 17.4% in Yunnan province, and the crop loss will be more serious in Guizhou province and be up to 15.3% and 18.1%. Under the background of global climate change and the rapid economic development, China is facing a severe and complex situation of natural disasters, with the risk of disasters exacerbating and the disaster losses worsening.1 After Wenchuan Earthquake, faced with the mass life and property losses caused by great disasters, how to conduct the post-disaster social assistance work has been the topic of social concern; as an important part of post-disaster reconstruction, social assistance plays an important role in the process of post-disaster reconstruction. At present, however, there are many legal deficiencies of social assistance in the process of post-disaster reconstruction in China. Through analyzing the deficiencies of the legal system of social assistance in China, the deficiencies of legal support for folk relief organizations, the deficiencies of charitable donation supervision and management system, and other legal issues, this paper proposes several suggestions, which could lay the foundation for carrying out the study on social assistance after major natural disasters in China. Eastern China, a populous and economically developed area, is severely affected by various meteorological disasters under the background of global climate change. In recent years, urban waterlogs caused by heavy rainfall has become a major concern threatening urban safety and socioeconomic development. This paper aimed to reveal the spatial pattern of waterlogging risk in 89 prefecture-level cities of Eastern China by a comprehensive analysis on extreme rainfall, socioeconomic exposure and urban adaptability. Hazard intensity index was calculated on 20-year return period value of maximum daily precipitation. Exposure index was based on the total urban population and local gross domestic product, while adaptability index was an integrated evaluation of drainage pipeline density, river network density and greening rate of urban area. Risk assessment was a synthesis judgment of hazard intensity index, exposure index and urban adaptability index, according to which the cities in Eastern China were classified into five risk levels. The six cities with the highest level of waterlogging risk were Shenzhen, Beijing, Maoming, Yangjiang, Shanwei and Dongguan, which indicates relatively stronger intensity of meteorological hazard, higher density of socioeconomic exposure and the weakness of urban adaptability in these cities. The high risk cities would suffer much more losses than other cities in Eastern China when hit by an extreme rainfall.
