Purpose: This paper aims to explore sustainable tourism in Europe in economic, socio-cultural and environmental dimensions as well as discuss key challenges and necessary steps to be taken by the national tourism organisations. Design/methodology/approach: The author takes a look at the evolution and importance of sustainable development for the travel and tourism industry today. Findings: Last year Europe reached another record of international tourist arrivals, resulting in a 6 per cent increase on the previous year's performance. Factors that contributed to this development include the recovery of major source markets, marketing efforts in promoting travel offseason as well as themed promotional activities in third markets. However, the European tourism industry is facing increasing challenges, in particular, those related to the quest between sustainable practices and the need for increasing competitiveness as a global destination. Purpose: Cities are key actors in the fight against climate change. They have developed integrated strategies harnessing the power of information and communication technologies (ICT) as part of the move towards smart(er) cities. In spite of our knowledge of the role of technological infrastructure in tackling climate change, the role of governance mechanisms to actively pursue environmental sustainability is often understated. Therefore, the purpose of this paper is to analyse governmentality mechanisms developed by a small town in Europe to render energy savings and new energy sources visible and to create new identities with which the citizen and other cities could then identify with, thereby participating in the fight against climate change. Design/methodology/approach: Data were gathered through non-participant observation, interviews and access to internal data from the city's energy control project. Findings: The outcome of these governmentality mechanisms was to create two new identities: the "good citizen", responsible to lower his impact on climate change, and the "model city", a laboratory that would serve as a guide for future policies to tackle climate change at the city level. While the "model city" was successful and identification happened with other small cities taking example from it, the "good citizen" failed and inhabitants did not identify with this role model that was defined for them as a way to participate in the fight against climate change. Practical implications: This case study is a concrete example, based on a longitudinal study, of a city's strategy and actions on climate change. Other small cities will be able to use this case study to gauge their possibilities for action on climate change. Notably, it is an example of how a network of mechanisms can achieve results in CO2 emissions reduction. It also demonstrates the difficulty to enrol citizens into an environmental sustainability scheme. Social implications: This paper has implications for how climate change can be tackled in rural areas by small cities. While the role of organizations and large cities (e.g. C40 city network) has been acknowledged, there is a possibility for smaller local actors to act upon grand challenges with local strategies and their own governmentality mechanisms. Originality/value: The case study contributes to the literature on cities, bringing new insights into how they can become actors of climate change beyond acting on internal controls, and the literature on governmentality by demonstrating how mechanisms can act upon a population without being calculative. While our modern world is today unimaginable without space, the space landscape is changing fast. For long near space has been a vast resource to exploit with few limits. This situation is however changing since in reality orbital resources are scarce and are threatened by the growth of the space debris population. Space debris is one of the human-made problems along the climate crisis, air pollution or ocean plastic pollution among other environmental issues that keep growing despite the awareness of their dangers to societies and our economies. The debris population has been growing drastically over the years due to the increase of rockets and satellites launches, accidental collisions of space objects, as well as deliberate Anti-Satellite Tests (ASAT s). Addressing appropriately the space debris issues is today an unescapable necessity to allow realising the deployments of the planned space constellations in a responsible manner. This would also provide stability and continuity to space activities so that the public and commercial sectors can continue to innovate and invest in new ventures that continue building a robust space economy. This paper discusses the direct and collateral challenges of space debris on the space economy and presents technological and political actions needed to face this growing problem for the present and future generations. Purpose This paper deals with the experiences of three European universities that have implemented transition initiatives, using the Transition Network’s methodology to promote their sustainability plans. The Transition Communities’ model for change is presented from a socio-educational perspective as an effective methodology for encouraging university environmental sustainability processes. In this context, the purpose of this paper was to analyze Transition Communities at universities using an environmental–educational approach in three different scenarios: the Universidade de Santiago de Compostela (USC), the University of Edinburgh (UEd) and the Universidade do Minho (UMinho).Design/methodology/approach The authors engaged in a comparative analysis of multiple case studies in the Transition “phenomenon”, looking for convergences and divergences among them.Findings The comparative analysis revealed three very different scenarios, which ironically shared an absence of explicit theoretical–methodological references in the design, execution and evaluation of the educational actions that were implemented. Examination of the impact and continuity of these initiatives uncovered the existence of a “glass ceiling” in university environmental sustainability strategies. Even the innovative Transition methodology was unable to subvert the established academic, corporate, organizational and cultural structures and dynamics that perpetuate unsustainability.Originality/value This study was carried out from an innovative perspective with few precedents in the Transition context. The authors’ educational–environmental approach provides insight for articulating educational strategies for environmental sustainability at universities and for constructing a Transition model for education. The paper discusses the role of visions within sustainability assessment and governance for sustainable development in Europe. Currently, our societies (still) develop along an unsustainable path, which results in a number of persistent problems (climate change, loss of biodiversity, poverty, etc.). Integrated sustainability assessment (ISA) is one approach designed to initiate transitions towards sustainability. Visions of a sustainable future form an important part of ISA. These visions support the process of discussing how the transition from today's societies/systems to a sustainable future can be achieved. According to the principles of ISA, visions should be developed in a participatory way, thus including the ideas and perceptions of stakeholders, decision-makers, experts and/or citizens. The paper starts with an introduction of the concepts of visions and scenarios and describes exemplary methods for their participatory development. Then, the main concepts for integrated sustainability assessment in comparison with other impact assessments are discussed. The main body of the paper presents experiences in three projects (ARTEMIS, ALARM, ECOCHANGE) in which visions and scenarios of sustainable futures were developed with stakeholders. Behaviour, practices and culture constitute a powerful human factor in the energy system; in particular the interactions between technologies, practices and norms lock individuals in to certain patterns of (often inefficient) energy use. Consequently, behaviour change has gained traction amongst policymakers as a key area of intervention given the impact energy-related behaviours have on climate change. Given the increasing emphasis within policy perspectives in the European Union, it is surprising that a gap in understanding of the success factors of behaviour change initiatives remains. This paper addresses this gap by identifying and characterising behaviour change initiatives across five European countries (the UK, Ireland, France, Italy, and Spain). The paper provides insights into the success factors and commonly encountered barriers to behaviour change initiatives. Initiatives are classified into 6 broad categories (community-based interventions; information and awareness based interventions; eco-districts; show-case events; energy switching; and smart-technology focused interventions). The results suggest that there are significant knowledge gaps between what is known to work to engage individuals in behavioural change and what is currently being applied in practice. An over-reliance on education and awareness-raising projects is evident, illustrating that such projects do not sufficiently aim for sustained behavioural changes. A dearth of projects incorporating fiscal measures, regulations or legislation to drive behaviour change reflects reluctance on behalf of decision-makers to engage widely with diverse approaches to foster lifestyle change. This paper contributes understandings of the different models and delivery tools employed to change energy-related behaviours; insights into the critical success factors that underpin best practice and the barriers to action; and a ‘what works in practice’ overview of the meaningful approaches to change behaviour. Climate-smart agriculture (CSA) is one response to the challenges faced by agriculture due to climate change. As with other sustainability transitions, technological innovation is highlighted as playing a critical role, however, the adoption and diffusion of technological innovations in OECD countries is slow. The aim of this paper is to identify key socio-economic barriers, in terms of supply and demand, that inhibit the adoption and diffusion of CSA technological innovations in Europe. To achieve this aim, a theoretical framework is constructed based on a literature review of socio-economic barriers effecting adoption and diffusion. This framework is explored with data from semi-structured interviews with CSA technology providers and members of agricultural supply chains, such as farmers associations and consumer goods producers (the end-users of the technology). Data was collected on the barriers they experienced, with interviews conducted in the Netherlands, France, Switzerland and Italy. This data was thematically coded and categorised to identify key barrier typologies. The results demonstrate that barriers exist on both the demand (user) and supply (technology provider) sides. The European Green Deal (EGD), launched by the European Commission in December 2019, is a major policy package addressing climate change and aiming at a "just and inclusive" transition. Several shortcomings can be identified in the EGD: it lacks a vision of a just, post-carbon economy for Europe; available resources are inadequate to reach stated objectives; and implementation tools are limited. We argue that making Europe's production systems carbon neutral would require a broader range of "green" industrial policies that need to jointly address environmental sustainability, structural change, and fairness of economic outcomes in Europe. Biscuits are a major product category in the global confectionary sector. Despite this, their environmental impacts are poorly characterised. Therefore, this paper sets out to evaluate the life cycle environmental sustainability of the following widely-consumed types of biscuit, both at the product and sectoral levels: crackers, low fat/sugar, semi-sweet, chocolate-coated and sandwich biscuits with chocolate or vanilla cream. The results obtained through life cycle assessment demonstrate that, in addition to being healthier, low fat/sugar biscuits have the lowest impacts across most of the 18 categories considered. Chocolate-coated biscuits are environmentally the least sustainable. The most significant life cycle stage for all types is the raw materials production, causing 41%–61% of the total impacts, with flour, sugar and palm oil being the key hotspots. Replacing palm with rapeseed oil would improve five impacts but worsen another five, including a 34% increase in agricultural land occupation and marine eutrophication. Therefore, the cultivation and production of palm oil, rather than its replacement, should be targeted for improvements. The second most crucial stage is manufacturing, contributing up to 54% of the impacts, followed by transport with up to 35%. Reducing energy consumption by 25% in manufacturing would reduce primary energy demand by 8%–12%, fossil fuel depletion by 9%–12% and global warming potential by 6%–9%. The latter would increase by 55% if land use change related to cocoa was involved, despite a very small amount of cocoa in the biscuits (∼1%). The analysis at a sectoral level in the UK, the leading consumer of biscuits in Europe, reveals that biscuits contribute 7.4% of primary energy demand and 0.5% of greenhouse gas emissions of the whole UK food sector. These results can help guide manufacturers in mitigating the hotspots in the supply chain and consumers in selecting environmentally more sustainable biscuits. • The environmental sustainability of six types of biscuit is evaluated for the first time. • Low fat/sugar biscuits have the lowest impacts and chocolate-coated the highest. • Global warming potential of chocolate biscuits is 55% higher with land use change. • Flour, sugar and palm oil are the key hotpots, followed by biscuits manufacturing. • Biscuits contribute 7.4% of energy demand and 0.5% of GWP of the UK food sector. Abstract: Soil is one of the most important and most complex natural resources, but current developments (urbanisation, erosion and climate change) increasingly threaten this valuable resource in Europe and worldwide. The main objective of this paper is to introduce how changes in soil quality were modelled in the SENSOR project through two indicators: soil carbon content and soil water erosion. Indicators were calculated using state variables and model variables that were mainly derived from the CLUE model which predicts land use change in response to policy scenarios. In the case of erosion, accuracy of the calculations was evaluated by comparing GIS data with the results of the PESERA project. The PESERA and SENSOR models predicted comparable soil loss for the first year in the NUTS-X regions of Europe that were analysed. The higher resolution national soil-loss prediction USLE map largely overestimated the amount of soil loss compared to the PESERA and the SENSOR models in the NUTS-X regions of Hungary. This discrepancy may result from technical or methodological differences such as the spatial reference framework (NUTS-X regions), spatial resolution or levels of data aggregation. The soil organic carbon loss predictions for the NUTS-X regions of Europe are displayed on maps and background data are given in tables. The greatest decreases in soil carbon content may be expected in some regions of Poland, Latvia, Lithuania, south-eastern UK and eastern Germany. The greatest increases in soil carbon content may be expected in central and eastern parts of the UK, in Ireland, in northern and central Sweden and Estonia, in Greece, in central and southern Italy, in the island of Sardinia and in some regions of Spain. As erosion strongly reduces soil productivity these predictions have not only environmental but also socio-economic implications. Abstract: The main aim of this paper is to offer a brief evaluation of recent transport geography research and publication. It examines critical observations on the sub-discipline from the past two decades, and endeavours to illustrate how the engagement of transport geography belies at least some criticisms. Arguing that both ‘positivist’ and ‘new mobilities’ approaches have validity in a transport geography research agenda, the paper goes onto exemplify this through brief discussions of areas where transport geography could gain a higher profile and where clear mutual benefit would result from greater engagement, notably, at the interface between transport and tourism, focusing on mobilities in post-transition Central and Eastern Europe and climate change issues. This study analyzes the discourses surrounding the interrelation between digitalization and sustainability in Europe on Twitter between 2010 and 2021. We identify 34,802 tweets related to the interrelation between digitalization and sustainability among 634,017 tweets discussing sustainability issues with explicit mentions of Europe. Based on a qualitative analysis of tweets, we identify the main domains discussed (and not discussed). We then sketch the development of the identified domains, as well as their relationship to each other over time, based on a quantitative analysis of their (co-)occurrences. We find that smart city and mobility were two of the most dominant and interrelated domains, particularly in the middle of the decade. In parallel, the domain of climate change has gained ever more attention since 2017 and has emerged as a discursive hub. We further develop hypotheses for how external factors and events (especially EU-level programs) likely led to increases in attention to some domains. Finally, we find that the Twitter discourse across domains mirrors common blind spots regarding sustainable digitalization discourses in its uncritical stance toward economic growth and its overreliance on efficiency in comparison to sufficiency concerns. The world needs more than double its current agricultural productivity by 2050 to produce enough food and feed, as well as to provide feedstock for the bioeconomy. These future increases will not only need to be sustainable but without comprommising the nutritional quality, and ideally also need to decrease greenhouse gas emissions and increase carbon sequestration to help mitigate the consequences of global climate change. These challenges could be tackled by developing and integrating new future‐proof crops into our food system. The H2020 CropBooster‐P project sets out plant‐centered breeding approaches guided by a broad socio‐economic and societal support. First, the potential approaches for breeding crops with sustainably increased yields adapted to the future climate of Europe are identified. These crop‐breeding options are subsequently prioritized and their adoption considered by experts across the agri‐food system and the wider public, taking into account environmental, economic and other technical criteria. In response to the important environmental impacts produced by the road transport network during all its life cycle stages, a set of measurements to include sustainable principles have been identified between 1997–2021, analysed and mapped by applying SciMAT and VOSviewer. The results have shown the predominance of issues which analyse the life cycle assessment of road infrastructures in its both environmental and economic dimension as a way to mitigate their effects on climate change, including the reduction of resources and energy consumption, or of energy consumption and greenhouse gases emissions during the construction and operation stages, respectively. However, the incorporation of the social life cycle assessment dimension, their adaptation to climate change, and the use of smart roads are still in an early stage. Therefore, efforts to include these issues are necessary to address their design according to the resilience concept and ensuring a cleaner and more competitive and climate-neutral Europe. Climate services have emerged as a research and operational field in recent years. This development has been underpinned and supported by significant research, funding and agenda‐setting efforts such as the Global Framework for Climate Services internationally and the Roadmap for Climate Services and the Copernicus Climate Change Service in Europe. The fast pace at which this field is developing raises a number of key challenges that need to be critically examined and addressed to ensure the future development and sustainability of climate services in Europe. This opinion piece highlights a number of challenges currently threatening the viability of climate services including the complexity of the concept of climate services; the complex landscape of complementary research and development areas relevant to climate services; existing rights to freely access and use climate services; current limitations to funding structures and mechanisms and how that impacts on the development of climate services; the emphasis on co‐production as a precondition to climate services development; and the limited role of the social sciences in the research and operational field of climate services. Effectively addressing these challenges will require a commitment from the scientific and practitioner communities to engage in critical and reflective debates around the future conceptualization and operationalization of climate services in Europe. This paper aims to provide critical input to stimulate a necessary and overdue debate around the sustainability and future of climate services in Europe. Urban areas are increasingly experiencing extreme weather events, especially related to water (e.g., droughts, heatwaves, floods), which are devastatingly impacting infrastructure and human lives. Compact cities, conceived to create more robust, effective, and sustainable environments, are under pressure to increase their resilience by co-producing adaptive strategies mainly focused on the urban public space. However, public space design tends to face environmental challenges without sufficiently exploring their intersection with social issues (citizens living conditions and vulnerability) and political structures (governance). This contribution delves into how urban public space interventions are (not) moving towards achieving urban resilience in an integrated way instead of sectoral. A triple-loop approach has been developed and tested in ten urban public spaces in European compact cities in the last 25 years. The results report how most projects reinforce the social dimension by promoting citizen well-being through new quality standards in public spaces, excluding some citizenry's vulnerable segments (immigrants, women, and disabled). The political dimension reinforces hard adaptation measures to manage water resources, although increasing attention is put on nature-based solutions, and most projects ensure participation processes. Finally, the environmental dimension is the most transversal by increasing land conversion, ensuring flooding mitigation, and enhancing adaptive capacity. [ABSTRACT FROM AUTHOR]

Background: Climate and the hydrological cycle are closely linked; therefore, in the most likely scenarios of climate change, the increase in temperature may influence the expected variation in precipitation variation but will also have a major impact on the availability of water resources in the world in general and in southern Europe in particular. As a case study, it was applied to a western Mediterranean basin altered since antiquity. For this study, the medium and long-term water resources were assessed. The known method Soil Moisture Accounting (SMA) has been used. Mainly because due to its great hydrological relevance in mountainous areas, the accumulation and melting of snow. The aim of this research to assess the evolution of runoff distribution and its impact on available water resources under different climate change scenarios. Results: It was observed clearly a decreasing of precipitation and evapotranspiration and otherwise an increasing of temperature. The major climatic effect is that at present, runoff is already much lower than that predicted in the different basin hydrological policy. Specifically for the studied basin, the available resources are expected to decrease by 50% with respect to the current ones, affecting mainly the current agricultural land uses, which should be reconsidered in the medium term. Conclusions: It can be concluded that surface water use policy was calculated with climatic assumptions that are no longer met. Consequently, this research reveals the usefulness of basin-scale climate studies in southern Europe to determine the water resources availability in the near future. [ABSTRACT FROM AUTHOR]

Growing demand for sustainably driven production systems, especially pork, requires a holistic or system thinking approach. Life Cycle Thinking (LCT) offers a robust methodological background as one of the approaches to achieving system analysis for a product along its lifecycle. On the other hand, Life Cycle Assessment (LCA) can perform state-of-art system analysis characterising its sustainability fronts as a compelling set of tools. Pork, as the most consumed meat across Europe (circa 34 kg per capita per year), compounded with the sector's contribution to global greenhouse gases (GHG) doubling over the past decade necessitated this research. Our objective was to map hotspots along the value chain and recommend the best available practices for realising the sectoral contribution to carbon neutrality and climate change adaptation. To achieve the objective, we compared organic and conventional production systems by basing our analysis on Recipe midpoint 2016 (H) V1.13 as implemented in OpenLCA 1.10.2 using AGRIBALYSE® 3.0 datasets for eleven indicators. We found that producing 1 kg of pig meat under an organic production system had almost double the environmental impact of conventional systems for land use, water consumption, acidification, and ecotoxicity. Feed production and manure management are the significant hotspots accounting for over 90% of environmental impacts associated with 1 kg pig meat Liveweight (LW) production. Similarly, efficient conventional systems were less harmful to the environment in per capita unit of production and land use compared with organic ones in ten out of the eleven impacts evaluated. Implementing increased efficiency, reduced use of inputs for feed production, and innovative manure management practices with technological potential were some of the best practices the research recommended to realise minimal impacts on the identified hotspots. Abstract: In the last two decades we witnessed a progressive shift in the approach towards the reduction of the impact of natural hazards. From a general reactive approach, focusing on strengthening disaster response mechanisms, we have moved to proactive approaches. There has been recognition that each element of society, from public institutions to private sector, from community-based organizations to every single individual, can make a difference by acting before disasters strike to reduce the associated risks of human and economic losses. This proactive approach can be summarized in three words: Disaster Risk Reduction (DRR). Today, DRR is an approach used in several sectors and research areas. In the Development sphere, DRR is considered a key feature for sustainability of economic and development gains – especially for developing countries. Significantly, the is titled “Risk and poverty in a changing climate” highlighting the importance of DRR in reducing poverty while being a means to address the challenges posed by adaptation to climate change. This paper, which serves as an introduction to the special issue of Environment Science & Policy on climate change impact on water-related disasters, intends to provide readers with an overview of the main policy frameworks addressing DRR internationally and in Europe. Further, it aims to offer some “food for thought” on the underlying opportunities we have to enhance the resilience of our communities towards the risks posed by weather-related hazards. It stresses the importance of governance of risks, which starts from an effective dialogue between the scientific community and the policy makers: those who have the responsibility to decide on the most cost-effective interventions to address climate change adaptation and risk reduction. Viticulture and winemaking are important socioeconomic sectors in many European regions. Climate plays a vital role in the terroir of a given wine region, as it strongly controls canopy microclimate, vine growth, vine physiology, yield, and berry composition, which together determine wine attributes and typicity. New challenges are, however, predicted to arise from climate change, as grapevine cultivation is deeply dependent on weather and climate conditions. Changes in viticultural suitability over the last decades, for viticulture in general or the use of specific varieties, have already been reported for many wine regions. Despite spatially heterogeneous impacts, climate change is anticipated to exacerbate these recent trends on suitability for wine production. These shifts may reshape the geographical distribution of wine regions, while wine typicity may also be threatened in most cases. Changing climates will thereby urge for the implementation of timely, suitable, and cost-effective adaptation strategies, which should also be thoroughly planned and tuned to local conditions for an effective risk reduction. Although the potential of the different adaptation options is not yet fully investigated, deserving further research activities, their adoption will be of utmost relevance to maintain the socioeconomic and environmental sustainability of the highly valued viticulture and winemaking sector in Europe. The complex challenges arising from climate change that exceeds the +2 °C target (termed 'high-end climate change') in Europe require new integrative responses to support transformations to a more sustainable future. We present a novel methodology that combines transition management and high-end climate and socioeconomic change scenarios to identify pathways and move Europe closer to sustainability. Eighteen pathways have been co-created with stakeholders through a participatory process. The pathways support Europe in moving towards a desirable future vision, through top-down and bottom-up actions that lower greenhouse gas emissions, reduce impacts of and vulnerabilities to climate and socioeconomic changes and enhance well-being. Analysis shows that the pathways that are robust to future scenario uncertainty are those that shift Europe towards sustainable lifestyles, support and strengthen good governance for sustainability and promote adaptive resource management for water, agriculture and energy. The methodology can support the design of the urgent actions needed to meet the requirements of the Paris Agreement and to transform Europe, in preparation for an uncertain future. A core claim about agricultural policy making is that it is ‘compartmentalized’ and ‘exceptional’. In this picture, the policy process is insulated from other policy concerns, has a distinctive system of actors and institutional structures, and is rooted in extensive governmental intervention in the market and the redistribution of resources from taxpayers to food producers. Recently there have been suggestions that a ‘post-exceptional’ agricultural politics has emerged, which is more market-driven, has reduced state intervention, and where policies reflect influences relating to non-food issues such as the environment. This contribution discusses the concepts of compartmentalization and exceptionalism and then applies ‘indicators of change’ to a case study of the 2013 reform of the Common Agricultural Policy (CAP). It concludes that the reform provides evidence for ‘shallow’ post-exceptionalism where a historically persistent agricultural policy subsystem has opened up to new actors, incorporated some programme change but left the ideational framework largely intact. However, global companies that translocate their production process often devastate the nature of the host country. Decline of natural resources and climate changes forces to think about how people could develop country's economy and social welfare, but at the same time save nature and its resources. Global companies are the main developers of economy and social welfare, but also, they are environment polluters. The value of sustainable development is quite obvious, but there is a lack of research about the relationship between FDI and sustainable development in the literature. The literature separately analyses the problem of sustainable development or FDI impact on economic development. Often, FDI is described by determining the effects, but it does not address the question of expedient foreign capital, which would provide the greatest benefit to the host country. The article analyses the influence of foreign direct investments (FDI) on sustainable development. It develops the concept of sustainable investment. It aims to find out whether the purposively formed foreign direct investment policy can ensure the sustainability of economic development. In this case, FDI can become an instrument for the implementation of sustainable development. This study is about Ireland case. The choice is not coincidental. Since this country applied FDI policy, it was able to transform the economy rapidly, and also it became one of the most developed countries in Europe. The authors of the research chose ten economic, social, and environmental factors that define sustainable growth. The analysis revealed the contact between the indicators of FDI and sustainable growth in different periods of the economic cycle. [ABSTRACT FROM AUTHOR]

Interest in liquid biofuels production and use has increased worldwide as part of government policies to address the growing scarcity and riskiness of petroleum use, and, at least in theory, to help mitigate adverse global climate change. The existing biofuels markets are dominated by U.S. ethanol production based on cornstarch, Brazilian ethanol production based on sugarcane, and European biodiesel production based on rapeseed oil. Other promising efforts have included programs to shift toward the production and use of biofuels based on residues and waste materials from the agricultural and forestry sectors, and perennial grasses, such as switchgrass and miscanthus—so-called cellulosic ethanol. This article reviews these efforts and the recent literature in the context of ecological economics and sustainability science. Several common dimensions for sustainable biofuels are discussed: scale (resource assessment, land availability, and land use practices); efficiency (economic and energy); equity (geographic distribution of resources and the “food versus fuel” debate); socio-economic issues; and environmental effects and emissions. Recent proposals have been made for the development of sustainable biofuels criteria, culminating in standards released in Sweden in 2008 and a draft report from the international Roundtable on Sustainable Biofuels. These criteria hold promise for accelerating a shift away from unsustainable biofuels based on grain, such as corn, and toward possible sustainable feedstock and production practices that may be able to meet a variety of social, economic, and environmental sustainability criteria. The current linear economic system has led Europe to unsustainable development, aggravating several issues, such as climate change, limitation of resources, and pollution. As a sustainable alternative, circular economy (CE) has been promoted around the world. This economic system allows for the maximization of a product's life, thus decreasing its environmental impact and increasing its value. The main goal of this work is to scrutinise the concepts of CE over time, from the beginning of the concept, to its implementation in Europe and its application in Portugal. In addition, the requirement for strategies that led to studies on regional urban metabolism are addressed. Another goal is to examine Portugal and see how the country is dealing with the implementation of strategies for CE, moving from concept to practice. This part of the work resulted in the creation of the REMET-UA model, a tool to assess the regional economic metabolism, which also has the potential to evaluate synergies of materials in terms of fluxes between regions, maximizing the amount of information available at this scale for municipalities and enterprises to be used, having taken into account the purpose of circular economy. The results showed that REMET-UA is fully operational and corresponds to the goal for which the model was made. Future developments have been identified and are underway to improve the model and bring it as close to reality as possible. [ABSTRACT FROM AUTHOR]
