This paper reports the study which explored the learning and teaching of the topics of climate change, sustainability and disaster risk reduction in secondary-level teacher education programs in England and Japan. Through interviewing teacher educators, the study particularly probed how teacher education programs used local knowledge and collaboration in discussing the above topics. Geography tends to be the main subject area for these global agendas, but its crammed curriculum is "an ongoing challenge" for teacher education. Some researchers demonstrate that university-based initial teacher education has "ignored" training teachers on how to implement environmental and sustainability education at schools. Besides, the inquiries into how initial teacher education equips geography teachers for the learning and teaching of disaster risk reduction are still scarce. This paper aims to fill this gap by bringing together the fields of geography education, climate change and sustainability education, disaster risk reduction education and initial teacher education. Background: Climate change is a significant challenge that the medical community must address. Hospitals are large facilities with high water and energy consumption, as well as high levels of waste generation, which makes it important to pursue green hospital initiatives. Neurosurgery requires substantial energy for surgeries and tests., Methods: Based on the keywords "Climate change," "green hospital," "neurosurgery," "energy consumption," "environmental impact" listed in this paper, we extracted representative manuscripts, and the practices employed in the authors' hospital were assessed., Results: The "Guidelines for Environmental Consideration in Hospitals" and "Guidelines for the Sustainability of Hospital Environments" have been developed; however, they are not implemented in most hospitals in Japan. Inhalational anesthetics were found to contribute significantly to greenhouse gas emissions. Educating patients and staff and employing the "8 Rs" (rethink, refuse, reduce, reuse, recycle, research, renovation, and revolution) showed promise in achieving green hospital standards., Conclusions: The advent of 'green hospitals' in Japan is imminent. The active participation of neurosurgeons can play a crucial role in diminishing the environmental footprint of health care while simultaneously enhancing medical standards. Given the pressing challenges posed by climate change, there is a critical need for an overhaul of medical practices. Recently, global warming has become a prominent topic, including its impacts on human health. The number of heat illness cases requiring ambulance transport has been strongly linked to increasing temperature and the frequency of heat waves. Thus, a potential increase in the number of cases in the future is a concern for medical resource management. In this study, we estimated the number of heat illness cases in three prefectures of Japan under 2 °C global warming scenarios, approximately corresponding to the 2040s. Based on the population composition, a regression model was used to estimate the number of heat illness cases with an input parameter of time-dependent meteorological ambient temperature or computed thermophysiological response of test subjects in large-scale computation. We generated 504 weather patterns using 2 °C global warming scenarios. The large-scale computational results show that daily amount of sweating increased twice and the core temperature increased by maximum 0.168 °C, suggesting significant heat strain. According to the regression model, the estimated number of heat illness cases in the 2040s of the three prefectures was 1.90 (95%CI: 1.35-2.38) times higher than that in the 2010s. These computational results suggest the need to manage ambulance services and medical resource allocation, including intervention for public awareness of heat illnesses. Does a warming world, where extremely hot summers are becoming more common, mean that cold summers will never again occur? It is crucial to know whether extremely cold summers are still possible, as such knowledge will significantly impact decisions regarding the further adaptation of crops to cold summers. Japan, which has suffered from many extremely cold summers, has managed past agricultural disruptions with emergency rice imports. In this paper, we show that a climate regime shift associated with the positive phase shift of the summer Arctic Oscillation occurred in 2010 in northeast Eurasia, making the occurrence of extremely cold summers highly unlikely as long as this new regime persists. In fact, Japan has not experienced a cold summer since 2010, while extremely hot summers have been frequent. Since 2010, a double-jet structure with subtropical and polar jets has strengthened, and the polar jet has meandered farther north of Japan, resulting in an upper-tropospheric anticyclone. This anticyclone, which extends downward and tilts southward, reaches southern Japan and prevents cold advection of oceanic air over the cold Oyashio. The Okhotsk high, known as the leading cause of cold summers, has occurred frequently in recent years; however, cold summers have not occurred due to the tilting anticyclone. The recent warming of the Oyashio weakens cold advection. The Pacific–Japan pattern, known as a remote tropical influence, has been weakened. A better understanding of the regime shift will help us understand the tilting anticyclone and the associated extreme summers in northeast Eurasia. Significance Statement: Extremely cold summers are among the most destructive natural disasters, both socioeconomically and agriculturally. Historically, food shortages due to cold summers have triggered wars. This paper proposes that a hemispheric-scale climate regime shift occurred in or around 2010. This regime shift has included warmings in the North Pacific and East Eurasian land surface temperatures. The regime shift is accompanied by the positive shift of the Arctic Oscillation (AO), a jet meander, and an upper-tropospheric anticyclone, making eastern Eurasia extremely hot. Our results imply that extremely cold summers are unlikely to occur in eastern Eurasia so long as this regime persists. This paper aims to illustrate the crucial role of preserving, protecting and managing the environment by Indigenous Peoples in Japan and India. Traditional Knowledge has provided the ability to detect, understand and respond to environmental changes. However, modern science and applied technology often fall short of sustainable practices, acquired through 'centuries of local observation'. Our consumer-centric world has unravelled a sad situation that has contributed to an irretrievable climate crisis. Multilateral instruments, however, have come to the rescue. The impact of climate change on power demand in Japan and its related CO 2 emissions is a matter of concern for the Japanese authorities and power companies as it may have consequences on the power grid, but is also of global importance as Japan is a significant contributor to global greenhouse gas emissions. In this study, we trained random forest models against daily power data in ten Japanese regions and for different types of power generation to project changes in future power production and its carbon intensity. We used climate variables, heat stress indices, and one variable for the level of human activities. We then used the models trained from the present-day period to estimate the future power demand, carbon intensity, and pertaining CO 2 emissions over the period 2020-2100 under three Shared Socioeconomic Pathways (SSPs) scenarios (SSP126, SSP370, and SSP585). The impact of climate change on CO 2 emissions via power generation shows seasonal and regional disparities. In cold regions, a decrease in power demand during winter under future warming leads to an overall decrease in power demand over the year. In contrast, the decrease in winter power demand in hot regions can be overcompensated by an increase in summer power demand due to more frequent hot days, resulting in an overall annual increase. From our regional models, power demand is projected to increase the most in most Japanese regions in May, June, September, and October rather than in the middle of summer, as found in previous studies. This increase could result in regular power outages during those months as the power grid could become particularly tense. Overall, we observed that power demand in regions with extreme climates is more sensitive to global warming than in temperate regions. The impact of climate change on power demand induces a net annual decrease in CO 2 emissions in all regions except for Okinawa, in which power demand strongly increases during the summer, resulting in a net annual increase in CO 2 emissions. However, climate change's impact on carbon intensity may reverse the trend in some regions (Shikoku, Tohoku). Additionally, we assessed the relative impacts of socioeconomic factors such as population, GDP, and environmental policies on CO 2 emissions. When combined with these factors, we found that the climate change effect is more important than when considered individually and significantly impacts total CO 2 emissions under SSP585. In parallel with many other countries, the government of Japan has started to tackle coastal adaptations to climate change. In 2020, the national Basic Policy for Coastal Protection was revised to add the statement that coastal management should account for future changes in coastal hydrodynamic conditions due to climate change. Following this policy, the management body of each coast is requested to revise the Basic Plan for Coastal Protection by 2025. This paper first reviews the current legal frameworks and measures of coastal protection and conservation, such as disaster prevention and mitigation against stormy waves, storm surges and tsunamis, beach conservation, and maintenance of coastal protection facilities. Second, the paper outlines the recent actions taken for coastal adaptation to climate change. With example cases in Osaka and Tokyo bays, it is described how design conditions such as design waves and water levels should account for the influence of climate change. It is also described how adaptive beach management should be implemented accounting for projections of future beach changes. Finally, the paper discusses future challenges in coastal adaptation strategies to climate change in Japan, such as introduction of integrated coastal zone management and other potential options that have not been implemented in Japan. Maritime shipping is considered a major air pollutant that directly affects global warming and climate change. This study aims to design an emission control route (ECR) that can contribute to long-term initiatives along with emission prevention policies. Applying a scenario analysis, this paper has analyzed the impact of ECR implementation on air quality in the shipping route between Korea and Japan. In this study, the ECR is defined as eco-friendly shipping routes that recommend maintaining a specific level of speed while sailing. Based on the navigation trajectories of 55 O/Ds, which were extracted by the automatic identification system (AIS) data of 135 container ships for each port call during one year, the ECR domains were designated. To analyze the introduction impacts, this study employed a scenario analysis based on the current Vessel Speed Reduction Program (VSRP) recommendation of 12 knots or less. The results demonstrated that the introduction of ECR in the liner services between Korea and Japan would increase the average travel time by 10.47–16.98%. However, according to the results of the scenario analysis, the introduction of the ECR can reduce emissions by 25.65% to 39.73%. By suggesting the initial concept of ECR and analyzing the emission reduction effects of its implementation, this study provides useful insights for a balance between economic and environmental performance. With Japan's thrust towards a more balanced energy mix, it has been undergoing what can be termed as an energy transition. While the Fukushima Disaster has played a crucial role in this transition, the Paris Agreement has further acted as an impetus for the same. However, since 2012 Japan was under the political leadership of Shinzo Abe, who today is the longest-serving Prime Minister of Japan until Yoshihide Suga took over the prime ministership recently. Under Abe's guidance, Japan's energy policy has been a mixed bag with a few hits and some major misses. Now, as Japan welcomes its new Prime Minister Suga, it falls upon him to lead Japan on a path of just transition. One which balances its energy and economic goals and pays heed to the necessity of building a climate-friendly sustainable model. This paper maps and evaluates the Abe administration's broad energy policy measures and attempts to foresee the changes Suga administration can introduce to the ongoing energy transition of Japan. It also highlights the areas within the energy sector, which might require the focus of PM Suga to enable Japan to take advantage of the opportunity of making Japan a part of global green leadership. As interest in natural capital grows and society increasingly recognizes the value of biodiversity, we must discuss how ecosystem observations to detect changes in biodiversity can be sustained through collaboration across regions and sectors. However, there are many barriers to establishing and sustaining large-scale, fine-resolution ecosystem observations. First, comprehensive monitoring data on both biodiversity and possible anthropogenic factors are lacking. Second, some in situ ecosystem observations cannot be systematically established and maintained across locations. Third, equitable solutions across sectors and countries are needed to build a global network. Here, by examining individual cases and emerging frameworks, mainly from (but not limited to) Japan, we illustrate how ecological science relies on long-term data and how neglecting basic monitoring of our home planet further reduces our chances of overcoming the environmental crisis. We also discuss emerging techniques and opportunities, such as environmental DNA and citizen science as well as using the existing and forgotten sites of monitoring, that can help overcome some of the difficulties in establishing and sustaining ecosystem observations at a large scale with fine resolution. Overall, this paper presents a call to action for joint monitoring of biodiversity and anthropogenic factors, the systematic establishment and maintenance of in situ observations, and equitable solutions across sectors and countries to build a global network, beyond cultures, languages, and economic status. We hope that our proposed framework and the examples from Japan can serve as a starting point for further discussions and collaborations among stakeholders across multiple sectors of society. It is time to take the next step in detecting changes in socio-ecological systems, and if monitoring and observation can be made more equitable and feasible, they will play an even more important role in ensuring global sustainability for future generations. This paper describes the species occurrence record of zooxanthellate reef‐building corals at 1047 sites on the Japanese coast, recorded from 1929 to 2017. The dataset includes 484 confirmed scientific species names compiled from 152 literature sources, most of which were written in Japanese and published as gray literature in local journals or individual reports. Scientific names were consolidated under currently accepted nomenclature based on the World Register of Marine Species. Further revision of species names was made by referring to monographs on temperate coral species of Japan, along with expert knowledge. The dataset includes the coral species recorded each year at each study site, the geographical location of each site, and the scientific names of the corals. Three supporting datasets were created, containing a list of literature, the names of the sites and synonymization and confirmation of the coral names. This up‐to‐date collection of data is a contribution to the study of coral biogeography and conservation planning, as well as long‐term changes in coral species distributions in response to climate change. In order to develop a system to estimate a country-scale soil organic carbon stock change (SCSC) in agricultural lands in Japan that enables to take account effect of land-use changes, climate, different agricultural activity and nature of soils, a spatially- explicit model simulation system using Rothamsted Carbon Model (RothC) integrated with spatial and temporal inventories was developed. Future scenarios on agricultural activity and land-use change were prepared, in addition to future climate projections by global climate models, with purposely selecting rather exaggerated and contrasting set of scenarios to assess system's sensitivity as well as to better factor out direct human influence in the SCSC accounting. Simulation was run from year 1970 to 2008, and to year 2020, with historical inventories and future scenarios involving target set in agricultural policy, respectively, and subsequently until year 2100 with no temporal changes in land-use and agricultural activity but with varying climate to investigate course of SCSC. Results of the country-scale SCSC simulation have indicated that conversion of paddy fields to croplands occurred during past decades, as well as a large conversion of agricultural fields to settlements or other lands that have occurred in historical period and would continue in future, could act as main factors causing greater loss of soil organic carbon (SOC) at country-scale, with reduction organic carbon input to soils and enhancement of SOC decomposition by transition of soil environment to aerobic conditions, respectively. Scenario analysis indicated that an option to increase organic carbon input to soils with intensified rotation with suppressing conversion of agricultural lands to other land-use types could achieve reduction of CO2 emission due to SCSC in the same level as that of another option to let agricultural fields be abandoned. These results emphasize that land-use changes, especially conversion of the agricultural lands to other land-use types by abandoning or urbanization accompanied by substantial changes in the rate of organic carbon input to soils, could cause a greater or comparable influence on country-scale SCSC compared with changes in management of agricultural lands. A net-net based accounting on SCSC showed potential influence of variations in future climate on SCSC, that highlighted importance of application of process-based model for estimation of this quantity. Whereas a baseline-based accounting on SCSC was shown to have robustness over variations in future climate and effectiveness to factor out direct human-induced influence on SCSC. Validation of the system's function to estimate SCSC in agricultural lands, by comparing simulation output with data from nation-wide stationary monitoring conducted during year 1979-1998, suggested that the system has an acceptable levels of validity, though only for limited range of conditions at current stage. In addition to uncertainties in estimation of the rate of organic carbon input to soils in different land-use types at large-scale, time course of SOC sequestration, supposition on land-use change pattern in future, as well as feasibility of agricultural policy planning are considered as important factors that need to be taken account in estimation on a potential of country-scale SCSC. Flood risk increase due to climate change is one of the world's most pressing issues. Different countries and regions may take or have taken different approaches to deal with it. Therefore, information sharing and learning from each other are essential for achieving flood risk reduction on a global scale, especially in times of climate change. This paper provides a diagnosis of challenges in flood risk management in Japan in response to climate change. It highlights change in hazard and exposure and increase in vulnerability. Further, it placed its attention on new strategies taken by the Japanese government to counteract climate change impacts with a particular focus on the latest legal development to better support flood risk management. Although there are large amounts of research concerning climate action in the existing literature, the majority of them focus on technical and social aspects. This paper examines how female and foreign corporate directors influence their corporation's climate change behaviour. This study found that female directors contribute to the formulation of their company's climate change vision, and foreign directors contribute to the formulation of a climate change mission. Japan has set a long-term goal of reducing greenhouse gas emissions to net zero by 2050, an extremely difficult goal to achieve. Our results suggest that it is important to appoint female and foreign directors to achieve net zero emissions. In recent years, the amount of the photovoltaic (PV) system has been rapidly increasing from the viewpoint of carbon neutral. There are concerns about voltage rises and grid congestion in the electrical distribution network because of large‐scale PV increases. In order to address these issues, we focused on the control of water supply pumps in the water distribution system, which is infrastructure equipment for consumers. By controlling the start/stop of the water pump, it is expected to contribute to the power distribution system by increasing Demand Response (DR) and reduce CO2 emission from the electricity used by the pump. In this paper, with the aim of constructing an optimal operation planning method for water pumps that can evaluate DR and CO2 reduction effects, the optimal operation plan is formulated as a mixed integer linear programming problem. Transition to a sustainable net zero society is an urgent task, and if it is to be achieve, it will be essential to have the participation of citizens who are responsible for climate damage and emission reduction. Climate citizens' assemblies have been held mainly in Europe since around 2019. A climate citizens' assembly is a meeting where citizens selected by random sampling discuss and put together recommendations for use in climate policies of national and local governments. Purpose: By applying a framework for implementation analysis, the authors aim to examine the evolution of Japan's national greenhouse gas (GHG) inventory, assess the extent to which each condition for effective implementation has been met and identify factors that may contribute to transparency-related capacity building in developing countries. Design/methodology/approach: The case description was based on interviews and document reviews. The authors coded the collected data into the variables as identified under the framework for implementation analysis, and they evaluated the effectiveness according to the code of assessment. Findings: First, this study finds that the development of the endogenous research base can contribute to the continuous improvement in GHG inventories. Second, it highlights the boundary-spanning role played by a private-sector actor's facilitation of interactions among relevant actors. Third, the assessment revealed the criticality of the causal linkage, pointing to the importance of a commitment to emission reductions as a strong driver for the quality improvement of GHG inventories. Lastly, this study indicates a lack of data compatibility, which may potentially hinder effective policy implementation, suggesting the importance of integrated development of the national statistics. Originality/value: The primary contribution of this paper lies in its use of a framework for implementation analysis, creating new possibilities for both practitioners and researchers. The present study pays attention to the fact that the national GHG inventory preparation, although a highly technical task, is crucial to each country's climate change policy implementation, an aspect that has not been focused on by prior studies. Japan is a country with one of the highest incidences of sediment disasters, which will become more severe and more frequent as a result of climate change. This paper reviews the recent occurrence of sediment disasters caused by heavy rainfall affected by climate change in recent years, challenges in adaptation measures, and recent policies targeting such sediment disasters in Japan. The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) has been conducting non-structural and structural measures based on legislation. Recently, climate change has resulted in more severe and frequent disasters along with damage caused by sediment movement phenomena that are not covered by the present system for warning and evacuation. How is science advice integrated in environmental policymaking? This is an increasingly pertinent question that is being raised since the nuclear catastrophe of Fukushima, Japan, in 2011. Global re-evaluation of energy policies and climate mitigation measures include discussions on how to better integrate science advice in policymaking, and at the same time keeping science independent from political influence. This paper addressed the policy discourse of setting up a national CO2 reduction target in Japanese policymaking between 2009 and 2012. The target proposed by the former DPJ government was turned down, and Japan lacked a clear strategy for long-term climate mitigation. The analysis provides explanations from a quantitative actor-network perspective. Centrality measures from social network analysis for policy actors in an environmental policy network of Japan were calculated to identify those actors that control the discourse. Data used for analysis comes from the Global Environmental Policy Actor Network 2 (GEPON 2) survey conducted in Japan (2012-13). Science advice in Japan was kept independent from political influence and was mostly excluded from policymaking. One of the two largest discourse coalitions in the environmental policy network promoted a higher CO2 reduction target for international negotiations but favored lowering the target after a new international agreement would have been set. This may explain why Japan struggled to commit to long-term mitigation strategies. Applying social network analysis to quantitatively calculate discourse coalitions was a feasible methodology for investigating "discursive power." The politics of international finance for coal power plants have intensified since the 2015 Paris climate agreement was negotiated. Over the past few years, Japan and South Korea have signaled their intent not to fund new coal projects overseas, leaving China and its Belt and Road Initiative as the 'financier of last resort.' In September 2021, China too announced its intent to stop providing finance for overseas coal projects. What accounts for their decision to cease financing overseas coal projects despite prominent differences in political systems, degree of internationalization of their financial systems, and economic size? Drawing on datasets of coal projects and financing supplemented by case material and interviews, this paper explores the dynamics of coal export finance and how the combination of international reputational pressures and declining demand for coal finance diminished the domestic support for incumbent coal exporters in all three countries. This paper summarizes previous studies of Palaeoloxodon naumanni, including stratigraphic distribution, chronology, morphological characteristics, taxonomy, habitat, and accompanying fauna. P. naumanni has been reported from over 300 sites on the Japanese Islands, ranging from 44° to 33° N latitude. Many of them have been dated by tephra stratigraphy, sequence stratigraphy, or 14C dating. Based on the age-dated specimens, P. naumanni is thought to have lived in Japan from 340,000 to 26,000 years ago. Skeletal morphology of P. naumanni is well known. In particular, the skull has been identified as male and female. And the examination of the skulls indicate that Palaeoloxodon is an independent genus within Elephantinae, and also P. naumanni as an independent species within Palaeoloxodon. Based on the vegetation data obtained from P. naumanni localities and the co-existed animal species with P. naumanni indicate that it has inhabited mixed forests with deciduous broad-leaved trees and conifers in the temperate zone. During the latter half of the Late Pleistocene, when the mammoth fauna migrated southwards to Japan, the deciduous broad-leaved forests that were widespread in Honshu were inhabited by the fauna accompanied by P. naumanni. Under the background of enrichment of the precipitation database, which is based on the climate change projection, future-change projection of flood risk is already developing. However, when we focus on the sediment-related hazard on a watershed scale, sediment production and transport in the catchment should be carefully treated. In this description paper, firstly, we introduce the structure of the simulation model SiMHiS, composed of a sediment production and supply model based on landslide prediction, rainfall infiltration and runoff, and sediment transport in the channel system. Secondly, we introduce a future-projection result in the Akatani River watershed in Northern Kyushu Island, Japan, damaged by heavy rainfall in 2017. Maximum water discharge, total volume of sediment discharge, maximum water level, and maximum riverbed level at specific locations are selected as indicators for the assessment. For the rainfall data, local extreme values of heavy rainfall data that occurs in northern Kyushu during the rainy season were given to the simulation to evaluate the future change of the extreme event by using the limited period of the dataset. The results showed a clear increasing trend for all indexes, indicating that phenomena of a scale that does not occur in the current climate might occur. We also discussed the possibility of statistical and quantitative evaluation in future studies using our method with the precipitation dataset, which has finer spatiotemporal resolution and a more extended period. Japanese energy policy has persistently promoted nuclear energy, even since the Fukushima disasters and despite failures in meeting its objectives. However, since Fukushima local actors (prefectures, towns, courts, and local activists) have grown more powerful with respect to policy and implementation. This paper analyzes the role of local civic actors in energy policy. A wide variety of literature is drawn on. The main finding is that, after successfully resisting nuclear restarts, local actors now understand that the future lies in renewables. Thus, the potential for local civic engagement to influence sustainable energy policy needs to be explored. This article situates Japan in the international climate security debate by analysing competing climate change discourses. In 2020, for the first time, the Japanese Ministry of the Environment included the term "climate crisis" (kikō kiki) in its annual white paper, and the Japanese parliament adopted a "climate emergency declaration" (kikō hijō jitai sengen). Does this mean that Japan's climate discourse is turning toward the securitisation of climate change? Drawing on securitisation theory, this article investigates whether we are seeing the emergence of a climate change securitisation discourse that treats climate change as a security issue rather than a conventional political issue. The analysis focuses on different stakeholders in Japan's climate policy: the Japanese Ministry of the Environment, the Ministry of Economy, Trade, and Industry, the Ministry of Foreign Affairs, the parliament, the Cabinet, and sub- and non-state actors. Through a discourse analysis of ministry white papers and publications by other stakeholders, the article identifies a burgeoning securitisation discourse that challenges, albeit moderately, the status quo of incrementalism and inaction in Japan's climate policy. This article further highlights Japan's position in the rapidly evolving global debate on the urgency of climate action and provides explanations for apparent changes and continuities in Japan's climate change discourse. Climatic perturbation during the Pleistocene era has played a major role in plant evolutionary history by altering species distribution range. However, the relative roles of climatic and geographic factors in the distribution dynamics remain poorly understood; in particular, the edaphic endemics. In this paper, we examine the evolutionary history of two ultramafic primroses, Primula hidakana and Primula takedana. These species are ecologically and morphologically distinct with disjunct distributions on Hokkaido Island, Japan. Primula hidakana is found on various rocks in southern Hokkaido and P. takedana in serpentine areas in northern Hokkaido. We performed population genetics analyses on nuclear and chloroplast data sets and tested alternative phylogenetic models of divergence using approximate Bayesian computation (ABC) analyses. Nuclear microsatellite loci clearly distinguished the two sister taxa. In contrast, chloroplast sequence variations were shared between P. takedana and P. hidakana. ABC analyses based on nuclear data supported a secondary contact scenario involving asymmetrical gene flow from P. hidakana to P. takedana. Paleodistribution modeling also supported the divergence model, and predicted their latitudinal range shifts leading to past secondary contact. Our findings highlight the importance of the distribution dynamics during the Pleistocene climatic oscillations in the evolution of serpentine plants, and demonstrate that tight species cohesion between serpentine and nonserpentine sister taxa has been maintained despite past interspecific gene flow across soil boundaries.

This paper reviews on the trends in extremeweather events induced by global climate change. The number of tropical cyclones (TCs) making landfall on Japan and their intensity show no discernible long-term trend in the past observation record, while the translation speed of TCs shows significant decline. The intensification of heavy rainfalls and extratropical cyclones are also confirmed. Recent simulation studies indicate that the global warming would increase the maximum wind speed and rainfall associated with the TCs. With climate change, many cultural landscapes will be lost or permanently altered. One approach to managing this is through international designation, through UNESCO, and the focus that it provides. National designations such as National Park status also offer a set of strategies for managing and adapting. This paper explores landscape designations in Japan and the UK focusing on the UNESCO World Heritage List. It is suggested that the UK's dualistic governmental structures for landscapes prioritise some attributes over others. This is examined through the recent inscription of the Lake District as a World Heritage Property and counterpointed through looking at the recent Landscape Review also known as the Glover Report. A case study on a Japanese approach to landscape designation is explored to suggest alternative approaches. Both country's relationship with international designation is discussed. The westerly jet (WJ) is an important component of atmospheric circulation, which is characterized by prominent seasonal variations in intensity and position. However, the response of the WJ over Asia during the Last Glacial Maximum (LGM) is still not clear. Using general circulation model experiments, the seasonal behaviors of the WJ over central Asia and Japan are analyzed in this paper. The results show that, compared to the present day (PD), the WJ presents a complicated response during the LGM, both in intensity and position. Over central Asia, it becomes weaker in both summer and winter. But over Japan, it is enhanced in summer but becomes diminished in winter. In terms of position, the WJ over central Asia shifts southward in both summer and winter, whereas the WJ over Japan moves southward in summer but does not change obviously relative to PD in winter. Such WJ changes are well explained by meridional temperature gradients in high troposphere, which is closely linked to seasonal thermal anomalies over the Tibetan Plateau (TP). Despite cooler LGM conditions, the anomalous warming center over the TP becomes stronger in summer. Derived from the heat budget equation, the stronger heating center is mainly caused by the weaker adiabatic cooling generated from ascending motion over the area south of the TP. In winter, the cooling over the TP is also strengthened, mostly owing to the subsidence-induced weaker adiabatic heating. The present paper investigates the impact of the global climate change on typhoon-induced wind risk for residential buildings in Japan. It is based on (1) the output from a climate model for an assumed climate change scenario, (2) probabilistic typhoon hazard modelling, (3) reliability-based fragility modelling and (4) failure cost modelling. The objective of the present paper is to demonstrate the availability and effectiveness of a general methodology for carrying out the impact assessment. It also aims at clarifying missing information required for a more precise and reliable impact assessment. Under the employed climate model, assumed climate scenario and vulnerability model and other assumptions made in the present paper, it is found that the typhoon-induced wind risks for residential buildings in Japan are not likely to change significantly in the future. The Japanese government plans to reduce greenhouse gas emissions by 80% by 2050. However, it is not yet clear which policy measures the government will adopt to achieve this goal. In this regard, environmental tax reform, which is the combination of carbon regulation and the reduction of existing distortionary taxes, has attracted much attention. This paper examines the effects of an environmental tax reform in Japan. Using a dynamic computable general equilibrium (CGE) model, we analyze the quantitative impacts of an environmental tax reform and clarify which types of environmental tax reform are the most desirable. In the simulation, we introduce a carbon tax and consider the following four scenarios for the use of the carbon tax revenue: (1) a lump-sum rebate to the household, (2) a cut in income taxes, (3) a cut in corporate taxes and (4) a cut in consumption taxes. The first scenario is a pure carbon tax, and the other three scenarios are types of environmental tax reform. Our CGE simulation shows that (1) environmental tax reform tends to generate more desirable impacts than the pure carbon tax and that (2) the strong double dividend is obtained in some cases. Citizen science is a powerful tool that can be used to resolve the problems of introduced species. An amateur naturalist and author of this paper, S. Watanabe, recorded the total number of Limax maximus (Limacidae, Pulmonata) individuals along a fixed census route almost every day for two years on Hokkaido Island, Japan. L. maximus is an invasive slug considered a pest species of horticultural and agricultural crops. We investigated how weather conditions were correlated to the intensity of slug activity using for the first time in ecology the recently developed statistical analyses, Bayesian regularization regression with comparisons among Laplace, Horseshoe and Horseshoe+ priors for the first time in ecology. The slug counts were compared with meteorological data from 5:00 in the morning on the day of observation (OT- and OD-models) and the day before observation (DBOD-models). The OT- and OD-models were more supported than the DBOD-models based on the WAIC scores, and the meteorological predictors selected in the OT-, OD- and DBOD-models were different. The probability of slug appearance was increased on mornings with higher than 20-year-average humidity (%) and lower than average wind velocity (m/s) and precipitation (mm) values in the OT-models. OD-models showed a pattern similar to OT-models in the probability of slug appearance, but also suggested other meteorological predictors for slug activities; positive effect of solar radiation (MJ) for example. Five meteorological predictors, mean and highest temperature (°C), wind velocity (m/s), precipitation amount (mm) and atmospheric pressure (hPa), were selected as the effective factors for the counts in the DBOD-models. Riverine floods have become increasingly prevalent on a global scale, posing significant risks to infrastructure systems and communities. The escalating impacts of climate change associated with the increase in rainfall intensities and frequencies necessitate the improvement of the existing design methodologies to account for the non-stationary climate change effects to ensure that the reliability is above the target level and mitigate future flood disasters. This paper presents a novel LRFD approach for river embankments subjected to extreme rainfall under non-stationary climate change effects. This approach introduces an additional partial factor to account for the effects of climate change. Precipitation and temperature projections are collected from various climate models considering several cases of emission scenarios. An integrated hydrological and hydraulic modeling of the analyzed river is carried out to estimate the associated time-variant river discharge and water surface elevation. The non-stationary extreme value associated with the maximum flood level is leveraged using the peak-over-threshold approach. The embankment reliability and the corresponding most probable points are evaluated using limit states associated with overtopping and slope failures. Based on the estimated and target reliability indexes, the design point for each random variable is assessed considering the cases with and without climate change effects. Finally, the partial factors associated with climate change effects are determined. As an illustrative example, the proposed framework is applied to the Ashida River in Fukuyama city of Japan. Due to globally uneven distribution of forest resources and timely difference of supply and demand, forest products are difficult to achieve market equilibrium among neighboring countries. The global forest product trade not only alleviates the contradiction of supply and demand, but also ensures the sustainable development of the economic construction for each country. Previous literature analyzed the structure and evolution mechanism of forest product trade from different perspectives, but ignored the competitive relationships among forest product importers. Based on complex network theory, this paper selected global wood forest product trade data from 2004 to 2016. Then we constructed global unweighted and weighted wood-forest-product competitive network from import perspective, and three indicators (density, average path length, and clustering coefficient), core–periphery model and two indicators of competitive intensity were introduced to study the spatial competitive evolution of global wood forest product trade among countries. The results showed that there was wide competition in global wood forest product trade among continents, and the tightness of competitive relationships gradually decreased with time. Secondly, core countries and periphery countries were clearly identified in the competitive network, and China, Japan, the U.S., were the main core countries influencing the evolution of core–periphery structure. Finally, the U.S. played an important role in the global competition system. But with the increment of demand for Asian market, China and other Asian countries gradually became the center of wood-forest-product competition. The present paper examined the teleconnections between two huge Asian summer monsoon components (South and East Asia) during three time slices in future: near-(2010–2039), mid-(2040–2069) and far-(2070–2100) futures under the RCP4.5 and RCP8.5 scenarios. For this purpose, a high-resolution atmospheric general circulation model is used and integrated at 40 km horizontal resolution. To get more insight into the relationships between the two Asian monsoon components, we have studied the spatial displaying correlation coefficients (CCs) pattern of precipitation over the entire Asian monsoon region with that of South Asia and three regions of East Asia (North China, Korea–Japan and Southern China) separately during the same three time slices. The possible factors responsible for these teleconnections are explored by using mean sea level pressure (MSLP) and wind fields at 850 hPa. The CC pattern of precipitation over South Asia shows an in-phase relationship with North China and an out-of-phase relationship with Korea–Japan, while precipitation variations over Korea–Japan and Southern China exhibit an out-of-phase relationship with South Asia. The CCs analysis between the two Asian blocks during different time slices shows the strongest CCs during the near and far future with the RCP8.5 scenario. The CC pattern of precipitation over Korea–Japan and Southern China with the wind (at 850 hPa) and MSLP fields indicate that the major parts of the moisture over Korea–Japan gets transported from the west Pacific along the western limb of NPSH, while the moisture over Southern China comes from the Bay of Bengal and South China Seas for good monsoon activity. Pipe-jacking is one of the trenchless methods being widely used for the construction and maintenance of urban underground pipelines. As an eco-friendly construction method, it has the capacity for the installation of pipelines with diameters from 100 mm (4 in.) to 5000 mm (200 in.) covering the majority needs of municipal pipeline construction and is considered the most widely used trenchless method in Japan. However, there is little English literature that systematically introduces the research and application status of pipe jacking technology in Japan, resulting in a serious underestimation of Japanese research achievements in this field. This paper briefly reviews the origin, evolutionary stages, and classification system of the pipe jacking method in Japan, and representative technological advances are also introduced through case statistics. Meanwhile, the deficiencies in the current classification system of the International Society of Trenchless Technology (ISTT) are discussed as well. In addition, the application status of this method is investigated based on survey data from the Japan Society for Trenchless Technology (JSTT). According to the survey data from 5232 projects, a systematic analysis is carried out on the selection of pipe jacking equipment, the scale of jacking construction, the profile of curved projects, and the geological adaptability of the pipe jacking method in Japan. The emphasis of this paper is to introduce the current technical situation and analyze the development trends of the pipe-jacking method based on Japan's experience, and to popularize this method in other countries that need this simple, effective, and economical construction technique under the background of climate change. This paper provides a detailed analysis of the Tokyo Metropolitan Emissions Trading Scheme (Tokyo ETS), Japan’s first emissions trading scheme with mandatory cap initiated by the government of Tokyo. Unlike trading schemes in other countries, the Tokyo ETS covers indirect emissions from the commercial sector. It is well known that a variety of market barriers impede full realization of energy efficiency opportunities, especially in the commercial sector. Experiences with the Tokyo ETS should therefore provide important lessons for the design of climate change mitigation policies, especially when targeting the commercial sector. The emissions from covered entities have been drastically reduced from those at the scheme’s outset, with an average 14% reduction as of the end of the first commitment period of five years (2010-2014) compared with 2009 levels. This paper shows that the Tokyo ETS alone did not cause these reductions; there were other drivers. Among them, the energy savings triggered by the Great East Japan Earthquake in 2011 were crucial. The contribution of credit trading, in contrast, was limited since most of the covered entities reduced emissions by themselves. Through an investigation of official reports, an assessment of the emissions data from the covered entities compared to those of uncovered entities and in-depth interviews with firms covered by the scheme, this paper confirms that the main drivers of emissions reductions by covered entities were separate from the ETS. In fact, the advisory aspect of the scheme seems to be much more important in encouraging energy-saving actions. Key policy insights Most of the observed emission reductions were not caused by the Tokyo ETS alone. An advisory instrument was crucial to the effectiveness of the Tokyo ETS. The experience of the Tokyo ETS suggests that making full use of the advantages of emissions trading is difficult in the case of the commercial sector. Meanwhile, increasing seawater temperatures and other environmental changes associated with climate change, which is one of the causes of isoyake, are spreading globally and have become increasingly severe in recent years. With respect to methods of coping with the effects of climate change, the Intergovernmental Panel on Climate Change's Fifth Assessment Report (2014) calls for “adaptation” to effects that have already occurred and unavoidable medium- and long-term effects. Estuaries are dynamic environments which are driven by various natural processes like river discharge, tides, waves, influx of saline water and sediments, etc. These ecosystems are the most sensitive to sea level rise and fluctuations in river discharge associated with climate change. A direct response of sea level rise and river discharge can be observed in the water level of estuaries. However, existing models have not considered these parameters for forecasting water level. This paper focuses on developing a water level forecast model for the Chikugo River estuary in Japan using Nonlinear Autoregressive with Exogenous inputs (NARX Model). NARX neural network was used to do the one-step-ahead prediction of water level considering the various parameters that can very well be influenced by climate change: previous water level, river discharge, and salinity. Accordingly, three models were developed: (i) Model I considering previous water level; (ii) Model II additionally considering river discharge; and (iii) Model III additionally considering salinity. All the models showed appreciable performance in forecasting the water level. Model III had the best correlation with the water level with a cross-correlation value of 0.6030, while the river discharge had only a cross-correlation of 0.1113 indicating that the Chikugo River estuary is tide-dominated. The model was trained using different combinations of available data - previous water level, river discharge, and salinity. Cross-correlation results showed a better correlation between water level and salinity than various other combinations trained. Therefore, tidal intrusion influences the water level in the estuary, thereby depicting that sea level rise can affect the water level, and its influence can be well predicted by the developed model. Most canopy-forming macroalgae have disappeared from temperate reefs in southern Japan, one of the ocean warming hotspots, but Sargassum nipponicum is surviving in this region. As this species' annual shoots emerge from holdfasts during summer, both plant components may be highly tolerant to warm and nutrient-poor conditions in this season. The present study examined the effects of temperature and nutrient conditions on holdfast growth, shoot emergence from holdfasts, and shoot growth in S. nipponicum samples collected in Tanegashima Island, southern Japan. The summer temperature in this region (30 °C) allowed holdfast growth and shoot emergence but inhibited shoot growth. Nutrient-poor conditions had limited effects on the first two parameters but suppressed shoot growth. These results suggested that during warm summers and under nutrient-poor conditions in southern Japan, shoots can emerge from S. nipponicum holdfasts but cannot further grow. Additionally, nutrient loading from a nearby river was higher at the only site dominated by S. nipponicum, than at the other sites where this species was absent on Tanegashima Island. This was observed especially between autumn and winter, implying that such a nutrient-rich environment may contribute to shoot growth in S. nipponicum and to the persistence of its population in the area. The aim of this paper is to define low carbon society (LCS) based on the phase diagram with the variables from the IPAT [Human Impact (I) on the environment equals the product of population (P) affluence (A) and technology (T)], starting from the problem definitions: (1) Economy is not everything for LCS and (2) it is not clear if speed on the constraint is more important than liberation from it. To tackle these problems, two research questions are set: (1) What are the basic indicators, objects, and constraints to shape the argument of LCSs and (2) what are the historical paths of several countries and what can be said for their future paths toward carbon societies? Time series data from 1900 or before are used, while the phase diagram with the variables from the IPAT equation is used as the core methodology. In addition to the IPAT variables, the importance of land per capita shall be considered as another basic indicator for LCS related to the carrying capacity. The three different kinds of objects [i.e., total gross domestic product (GDP), GDP per capita, and social indicator] and the two constraints (i.e., total emission and emission per capita) are considered, and it is shown that the combination of these objects and constraints strongly affects the argument of the carrying capacity of climate and land, development of economic system and economic man, and other human developments. Among the four cases analyzed in the phase diagram, the case where GDP per capita is object and total emission is constraint is given the most attention and requires the further research in the future since it does not contradict with a definition of LCS. It is also suggested that if changing the direction of the path with low carbon technology development takes time and cost, institutional arrangement would be additionally necessary in addition to market mechanism where optimal solutions are found on constraint. This paper reviews river administration from the Meiji era until the end of World War II, before discussing problems in water resources management after World War II. It shows that the serious floods, water shortages and pollution problems which occurred after World War II have been considerably improved by applying structural and non-structural measures, as well as by applying new technologies developed in each field. Based on a historical review of water resources management policy in Japan, the paper identifies new problems associated with climate change, population decrease, and the discussions on centralization or decentralization of the governance of water resources management in Japan. The paper introduced the model of the additive tectonics stress from celestial tide-generating force. The model can be used to explain the relationship between additive tectonics stress and seismic fault sliding. According to the periodic changes of the additive tectonics stress, the temperature is analyzes based on the temperature data of NCEP (National Centers for Environmental Prediction) which are gathered for a period of time before and after the Hokkaido, Japan earthquake (25 September 2003). It is found that the abnormal increasing of the temperature is significantly associated with the seismic deformation, even if the epicenter was covered by the clouds. The effect of the additive tectonics stress on activities of the fault is to trigger it at a time when the stress level has already reached an advanced stage as indicated by the temperature increase. This paper presents the theory of the global environmental system to explain the different climate change regimes emerging from advanced industrialized nations. Using data collected regarding the formation of domestic climate change regimes in the United States, Japan, and the Netherlands, the specifics of the theory are outlined. I begin by analyzing the expectations of some of the more prominent sociological theories about the society-environment relationship in the advanced world finding that they do not explain the disparate responses to the regulation of greenhouse gases in these countries. The theory of the global environmental system is proposed as an alternative to the rather extreme expectations of the sociological literature on society/environment relationships. Through this proposed theory, we can better understand successful cases of global climate change regimes within the context of the interrelations among domestic and international actors. This paper describes the flora of habitat-forming seaweeds (fucoids and temperate kelps) at 7673 sites of the Japanese coast encompassing its warm to cold temperate zone, recorded from 1887 to 2014. The data set includes 86 species (21,168 presence and 20,845 absence records), compiled from 355 literature sources, most of which were written in Japanese and published as grey literature in local journals or individual reports. Scientific names were consolidated under currently-accepted nomenclature based on Algaebase (). The data set compiled the seaweed flora at each study site each year, the geographical location and the scientific names. Additionally, three supporting data sets were created respectively including name of each site, synonyms of the seaweeds, and the corresponding literature list. One proposed strategy to solve current environmental challenges is industrial and urban symbiosis (I/UrS); however, appropriate evaluation methods are needed so that the potential benefits of I/UrS can be quantified. Several evaluation methods have been applied separately to study I/UrS, but no integrated studies have been conducted by applying different methods in the same case study area. Therefore, this study aimed to establish a comprehensive framework to evaluate I/UrS by combining the material flow analysis (MFA), carbon footprint (CF) and emergy methods. First, we developed a unified database and step-by-step process to clarify the waste distribution and recycling processes in an industrial city. Then a baseline scenario and an I/UrS scenario were set up to define the baselines and effects of I/UrS and compare the results. Finally, the three methods were applied to identify physical features in the I/UrS system. The MFA-based results showed that the use of I/UrS led to a 6.4% reduction in the physical value of material use. The CF-based results indicated that reduction of waste and by-products results in a 13.8% reduction in CO 2 e emissions. The emergy-based results showed that, with the implementation of I/UrS, the value of the emergy sustainability index (excluding labor and services) improved greatly (a 49.2% emergy reduction) as compared with the baseline case (a 14.3% reduction). In addition, the effects of implementing I/UrS by waste and by-product exchanges for blast furnace slag, scrap steel, waste paper, and waste plastic were evaluated. Whereas the CF reductions of unit ton of blast furnace slag is relatively low, emergy reductions of that is comparatively high. If policymakers only consider CF results when addressing the issue of climate change, the effects on emergy will be underestimated in this case. We conclude that the main actors in this area release huge emissions, but they also have a high potential to reduce their environmental loads. In addition, with appropriate designs, waste paper and plastics recycling could be highly efficient. Hadley circulation (HC) is a planetary scale circulation spanning one-third of the globe from tropics to the sub-tropics. Recent changes in HC width and its temporal variability is a topic of paramount interest because of the climate implications it carry alongside. The present study attempts to bring out the subtropical climate change indications in the comparatively new Japanese Re-analysis (JRA55) dataset by means of the mean meridional stream function (MSF). The observed features of HC in JRA55 are found to be reproduced in NCEP, MERRA and ECMWF datasets, with notable differences in the magnitudes of MSF. The calculated annual cycle of HC edges, center and total width from this dataset closely resembles the annual cycle of the respective parameters derived from the rest of the datasets, with very less inter-annual variability. For the first time, MSF estimated using four reanalysis datasets (JRA55, NCEP, MERRA and ECMWF datasets) are verified with observations from integrated global radiosonde archive datasets, using the process of subsampling. The features so estimated show a high degree of similarity amongst each other as well as with observations. The monthly trend in the total width of the HC is quantified to show a maximum of expansion during the month of July, which is significant at the 95 % confidence interval for all datasets. The present paper also discusses the presence of a 'minor circulation' feature in the northern hemisphere which is centered on 34°N during the June and July months, but not in all years. The significance of the present study lies in evaluating the relatively new JRA55 datasets with widely used reanalysis data sets and radiosonde observations and revelation of a minor circulation not discussed hitherto in the context of HC dynamics. This data paper reports litter fall data collected in a network of 21 forest sites in Japan. This is the largest litter fall data set freely available in Japan to date. The network is a part of the Monitoring Sites 1000 Project launched by the Ministry of the Environment, Japan. It covers subarctic to subtropical climate zones and the four major forest types in Japan. Twenty-three permanent plots in which usually 25 litter traps were installed were established in old-growth or secondary natural forests. Litter falls were collected monthly from 2004, and sorted into leaves, branches, reproductive structures and miscellaneous. The data provide seasonal patterns and inter-annual dynamics of litter falls, and their geographical patterns, and offer good opportunities for meta-analyses and comparative studies among forests. The heat-related health burden is expected to persist and worsen in the coming years due to an aging global population and climate change. Defining the breadth and depth of our understanding of age-related changes in thermoregulation can identify underlying causes and strategies to protect vulnerable individuals from heat. We conducted the first systematic quantitative literature review to provide context to the historical experimental research of healthy older adults – compared to younger adults or unhealthy age matched cases – during exogenous heat strain, focusing on factors that influence thermoregulatory function (e.g. co-morbidities). We identified 4,455 articles, with 147 meeting eligibility criteria. Most studies were conducted in the US (39%), Canada (29%), or Japan (12%), with 71% of the 3,411 participants being male. About 71% of the studies compared younger and older adults, while 34% compared two groups of older adults with and without factors influencing thermoregulation. Key factors included age combined with another factor (23%), underlying biological mechanisms (18%), age independently (15%), influencing health conditions (15%), adaptation potential (12%), environmental conditions (9%), and therapeutic/pharmacological interventions (7%). Our results suggest that controlled experimental research should focus on the age-related changes in thermoregulation in the very old, females, those with overlooked chronic heat-sensitive health conditions (e.g. pulmonary, renal, mental disorders), the impact of multimorbidity, prolonged and cumulative effects of extreme heat, evidence-based policy of control measures (e.g. personal cooling strategies), pharmaceutical interactions, and interventions stimulating protective physiological adaptation. Japan's rivers are shaped by distinctive topography and abundant rainfall, and they face flooding and sediment supply escalation concerns under climate change. Small- and medium-sized rivers tend to catch unprecedented forces that exceed planned levels, leading to substantial widening and excavation. Thus, there is a demand for a method that is capable of managing significant flood flows over an extended period. The spur dike can maintain channel clearance by promoting erosion as well as providing bank protection. However, the effectiveness of this spur dike function has not been well studied in small- and medium-sized rivers and curved reaches. In this study, we evaluate the function of spur dikes in improving channel sustainability based on examples of small- and medium-sized rivers that have maintained their channel for more than ten years after spur dike installation. First, the applicability of the empirical rule was evaluated by comparing it with actual cases of erosion depths in curved sections in Japan. Next, one-dimensional simulations were performed to evaluate the sustainability of the section over a long period. Finally, a depth-averaged morphodynamic simulation, including the secondary flow effect, was applied to evaluate the location of the flow core and elevation changes due to the spur dike. The results showed that a slight difference in the ratio of river curvature radius to river width (r/B) caused the river channel to be erosive and sedimentary. The reasons for the difference were the cross-sectional expansion caused by the excavation of the bend and the difference in the plane flow regime caused by the shift of the flow core to the inside of the bend. Although it is structurally challenging to reproduce localized scour around a spur dike in a depth-averaged simulation, it is essential for designing to apply the simulation model and combine empirical knowledge.
