Taking place annually in more than 400 cities, European Researchers' Night is a pan- European synchronized event that aims to bring researchers closer to the public. In this paper audience profiles are compared from events in 2019 and 2020. In 2019, face-to-face events reached an estimated 1.6 million attendees, while in 2020, events shifted online due to the COVID-19 pandemic and reached an estimated 2.3 million attendees. Focusing on social inclusion metrics, survey data is analyzed across two national contexts (Ireland and Malta) in 2019 (n = 656) and 2020 (n = 506). The results from this exploratory, descriptive study shed light on how moving public engagement with research online shifted audience profiles. Based on prior research about the digital divide in access and use of online media, hypotheses were proposed that online European Researchers' Night events would attract audiences with higher educational attainment levels and greater self-reported, subjective economic well-being. While changes were observed from 2019 to 2020, results for each hypothesis show a mixed picture. The first hypothesis was upheld for the highest education levels but failed for the lowest levels suggesting that the pivot to online events simultaneously attracted participants with no formal education and those with postgraduate qualifications, while attracting less of those with undergraduate or lower levels of education. The second hypothesis was not upheld, with online European Researchers' Night events attracting audiences with slightly higher levels of economic well-being compared to face-to-face events. The findings of this study indicate that European Researchers' Night events present a clear opportunity to measure the effects of the digital divide in relation to public engagement with research across Europe. BACKGROUND: This paper presents part of the work undertaken by the European Network for Technology Enhanced Learning in an Inclusive Society (ENTELIS) to respond to the need for bridging the digital divide. It is based on previous evidence of lack of digital skills of people with disabilities of all ages to effectively participate in the digital society. OBJECTIVE: The paper aims to present the results of an exploratory study conducted in different European countries in order to identify needs, barriers, opportunities and good practices. METHODS: Data collection included the collection of experiences and best practices, and interviews conducted with different groups of people with disabilities of all ages and other stakeholders in five countries. RESULTS: Results emphasize the vital role of ICT-AT for independence, social integration, educational success, employment opportunities, and overall quality of life, while there seems to be heterogeneity in the way technology is considered and utilized among various groups of PwD. A number of challenges and barriers for ICT-AT competence development are also identified. CONCLUSIONS: Considerations and suggestions for further research, for policy and for practice implications are discussed, mainly focused on reducing the abandonment of ICT-AT, on responding to user's heterogeneous needs and on strengthening facilitating factors for the acquisition of digital competencies. Purpose The purpose of this paper is to present the work of the European Network for Technology Enhanced Learning in an Inclusive Society project, which addresses the challenges of the digital divide for people with disabilities of all ages.Design/methodology/approach The project employs a number of activities and approaches which involve people with disabilities and other stakeholders, in order collect scientific knowledge, views, suggestions and experiences that will help in bridging the digital divide. These include literature review and qualitative methodologies of data collection, such as interviews with stakeholders, focus groups and living labs.Findings The benefits of (assistive) technology in the lives of people with disabilities are highly appreciated. However, a number of barriers, including lack of digital skills are identified. Thus the development of (assistive) technology competencies programmes is suggested. In addition, there is evidence of the need to further involve all stakeholders and increase awareness.Social implications The most important implication of the project is the production of the manifesto against the digital divide. With this document the project consortium justifies for action on raising awareness regarding the rights of persons with disabilities of all ages to be digitally included.Originality/value The value of the project lies upon the publication of the manifesto against the digital divide, which has already been endorsed by a number of organisations in Europe and elsewhere, with the aspiration of influencing policy makers and practitioners to collaborate in order to bridge the digital divide. Bank efficiency scores usually serve as a tool for comparing institutions with each other while allowing us to quantify sub-optimal decision-making unit choices. In the case of inter-country comparisons, such differences can also arise because of macro-economic heterogeneity between countries. Previous studies estimated a common technology limit for a sample of banking institutions in different countries. The contribution of our paper is that we employ a parametric approach to specify meta-frontiers and to study the effect of macro-economic heterogeneity on banking technology development. First, we use a parametric directional distance function to specify the appropriate technology frontier for each nation and the meta-technology frontier that includes all country-specific frontiers. Then, we define the directional technology gap ratio referring to the inefficiency scores evaluated from meta-technology and country-specific technology frontiers. The estimated parameters are more significant in our model than in the general model, also called the common frontier model. Comparing the results of our model to those of common frontiers, we find a substantial variation not only in inefficiency scores but also in countries' rankings. While resorting to a pooled linear regression model, we demonstrate that the assessed technology gap ratio exhibits a significant association with inflation rates and per capita GDP. Telecommunications, mobile and non-mobile, play a major role in our society, but their role as tools for escaping poverty remains a policy agenda still with room for progress both in Europe and around the World. Some groups in society, like the needy, have difficulties in accessing and using such technologies in ways that mirror the debates of the late 90s over the "digital divide". For some groups, like the needy, it would be more exact to address the concept of digital poverty rather than digital divide, because without access to telecommunications one might not have the same degree of opportunities to leave poverty or not to fall into poverty [34] [3] [4]. The goal of this paper is to scope the problem by departing from the Portuguese case study. Our research is empirical and highlights the telecommunication ownership and expenditures of the Portuguese population, and specially the most fragile segments within it. Such an effort is undertaken while not ignoring major issues of political economy of the contemporary globalizing networked society. Our main argument in this paper is that, if telecommunications are a needed tool for the lower income segments of the population, that is the needy, a debate around digital poverty associated to mobile telecommunications is needed in Europe too and to address such issues we need public policy commitments. The digital divide is a concept generally defined as an inequality in access and use of information and communication technologies (ICTs) between individuals, households, businesses, geographic areas and countries, and reflects a number of differences between and within countries (OECD, 2001, p. 5). The aim of this paper is to analyse the main characteristics of the digital divide in Europe's rural enterprises. Using logit analysis, we examine the factors influencing the uptake of ICTs of 996 innovative firms from 10 European rural regions. Although significant portions of the divide can be attributed to north-south differences, national or even regional characteristics should be taken into consideration to arrive at a more meaningful and complete typology of the phenomenon. However, it appears that spatial attributes provide a more or less static view of the phenomenon. Sectoral, firm size, as well as network intensity, to mention only a few, considerations, could allow us a greater understanding, not only of causes, but also of processes leading to the alleviation, and quite often the permeating of the divide. Nevertheless, it appears that among the factors that influence the uptake of ICTs, the characteristics of human capital are the most significant ones. Background: The integration of stakeholders is crucial in developing smart living technologies to support the autonomy of elderly populations. Despite the clear benefits of these technologies, there remains a significant gap in comprehensive research. Methods: This study presents the viewpoints of 19 stakeholders from Europe and Japan, focusing on the sustainability of smart living solutions for Active and Healthy Ageing (AHA). Data were gathered through qualitative semi-structured interviews and analysed using a Framework Analysis approach. Results: Analysis of the interviews revealed six key sustainability categories: addressing the unmet needs of older adults, functionalities of the smart living coach, integration within organizations, identified barriers, financial considerations, and the social role of the smart living coach. Conclusions: This research underscores the importance of evaluating user needs through the involvement of various stakeholders, including the elderly, their caregivers, professionals, technicians, service providers, and government bodies. This paper addresses the international and internal digital divides that exist across and within the European member states according to the educational attainment of their populations. Our results suggest that even for those European countries that are outperforming their counterparts in terms of digital development, such as Finland, some internal gaps still remain and need to be addressed. In other countries, as in the cases of Malta, Spain, and Portugal, the divides are a matter for concern. These findings would probably be overlooked if we worked only with aggregate levels, as is usual. This research takes insights from the job demand resource model to examine the teleworking job satisfaction of teachers for the period of COVID-19 pandemic. This study evidenced that teachers' satisfaction with teleworking has been reduced as a consequence of the job demand increase. In contrast, access to adequate resources has allowed them to confront the challenges of teleworking, thus increasing their job satisfaction. The adverse effect of job demands on teleworking job satisfaction is buffered by job resources as teachers' required extra means to confront unexpected and increased job demands. The paper investigates the assumed ideological divide between cosmopolitans and communitarians as part of a new globalisation-related cleavage in Europe. First, the central values and attitudes that form the foundation of the ideological divide are identified. Then, a new methodological approach is proposed, in order to identify the ideological divide using two different classification approaches. Based on data of the European Social Survey 2016, latent-profile-analysis is used to identify societal groups, with similar attitudes regarding six globalisation-related items. The results show, that on the one hand, there are indications of a new ideological divide along attitudes towards globalisation, which also coincide with structural traits. On the other hand, there is a clear distinction between people with very strong positive/negative globalisation-related attitudes, and those with more moderate opinions. [ABSTRACT FROM AUTHOR]

Since older people are traditionally considered disadvantaged when it comes to Internet use, it is useful to examine whether older individuals use the Internet for health information seeking (HIS). This study aims to investigate digital inequalities in terms of Internet use by older population for HIS in the European region. As methods, we applied secondary data analysis (of Eurostat data) to investigate the influence of age, educational level, sex, and countries’ wealth. Cluster analysis combined with multidimensional scaling was used to find out those countries exhibiting similarities in older people’s online HIS. The main results are: Older individuals do not equally use the Internet in general and for HIS in particular. Social networking sites (SNSs) might be important tools to contrast social exclusion in old age. However, the so-called gray digital divide (GDD) may undermine the potentialities of SNSs. Despite its relevance, there is very little research, which documented the characteristics of the digital divide in SNS use among the old-age population in Europe. Drawing on the " material access in resources and appropriation " theory developed by van Dijk, this work contributes to consolidate the body of research, documenting the nature of the GDD in SNS use in Europe and evaluating the role that older people's categorical, personal, and positional characteristics together with ICT characteristics play in gaining access to digital technologies. We analyze data from the 2013–2016 Eurostat Community Statistics on Information Societies (CSIS) survey and perform bivariate and multilevel regression analysis. Key findings are (i) the persistence of the intergeneration digital divide in old age together with the marked cross-countries differences in SNS use across European countries and over time and (ii) the stability over old-age generations, countries, and time of the positional categories associated with SNS use in old age, providing further empirical support to van Dijk's theory. In this paper we introduce a system of composite indicators designed to analyze the digital gender divide. This tool, called Gender & ICT Indicators System (GICTIS), is an advance in the measurement and analysis of the difference between men and women in the Information Society. Its application allows us to a) make inter-gender comparisons, determined by their degree of e-equity; b) carry out intra-gender analysis according to the degree of e-inclusion of each sex; and c) contextualize the results obtained with the corresponding thirty-one European countries. Furthermore, this transnational analytical perspective is specified in the ranking of countries that are used to establish five classification categories according to the level of ICT use, combined with the degree of existing gender equality. This paper extends the established literature on modeling the cost structures of Europe's banking sectors by combining the Fourier flexible cost function with time-varying technical efficiency (TE) under the framework of the meta-frontier, as proposed by Battese et al. ( Journal of Productivity Analysis, Vol. 21 (2004), pp. 91-103) and O'Donnell et al. ( Empirical Economics, Vol. 34 (2008), pp. 231-255). We find multiple technologies prevail in the nine sample countries, justifying the use of the meta-cost frontier. Measures TE and technology gap ratios are found to be positively correlated with each other, implying that a relatively technically efficient bank is possibly technologically efficient and vice versa. Abstract: Satellite services benefit civil society by helping tackle challenges such as climate change, the digital divide, etc. They have the potential to deliver concrete benefits to European society through innovative services supporting economic, societal and environmental policies. Such benefits can trigger increased public support for space in Europe. However, this potential has yet to be achieved. This paper argues that technological bias, the diversity of interests and initiatives among stakeholders and their individual actions do not always serve their collective objective to ensure wide diffusion of satellite services. It draws on theories of diffusion of innovation and on its authors'' participatory work with the space and the user communities and at their interface in an effort to help diffuse satellite services within civil society. One of the major causes of insufficient service diffusion is the weakness of the interface between the space and user communities; some of factors that currently contribute to this state of affairs are the space community''s over-reliance on publicly financed, technical demonstration projects as solutions to service diffusion; insufficient coordination by public authorities of innovation policies and programmes with other public policies and objectives; and an insufficient integration of satellite services within users'' culture, traditional tools and services. The discussion allows for conclusions to be drawn on how the system of stakeholders could function better in order for satellite services to be successfully diffused in Europe. This article offers a conceptualization of rural digital hubs and outlines the variations among them. Using content analysis applied to websites and results from a survey, we draw a clearer picture of rural digital hub designs in the European context and how these relate to their socio-economic context. To explore their possible wider impact on rural communities, we apply the concept of community resilience. The study finds that there are various rural digital hub subtypes targeting businesses, community members, or both. There is a tendency to diversify such places or even to combine several subtypes, and we argue that this is a necessity if the hub providers are to reach the number of users required to generate added value, especially in the rural context. We have also found that rural digital hubs tend to address businesses and that it is expected that these places can to an extent contribute to community resilience. The digital divide in Europe has not yet been bridged and thus more contributions towards understanding the factors affecting the different dimensions involved are required. This research offers some insights into the topic by analyzing the e-Government adoption or practical use of e-Government across Europe (26 EU countries). Based on the data provided by the statistical office of the European Union (Eurostat), we defined two indexes, the E-Government Use Index (EGUI) and an extreme version of it taking into account only null or complete use (EGUI+), and characterized the use/non use of e-Government tools using supervised learning procedures in a selection of countries with different e-Government adoption levels. These procedures achieved an average accuracy of 73% and determined the main factors related to the practical use of e-Government in each of the countries, e.g. the frequency of buying goods over the Internet or the education level. In addition, we compared the proposed indexes to other indexes measuring the level of e-readiness of a country such as the E-Government Development Index (EGDI) its Online Service Index (OSI) component, the Networked Readiness Index (NRI) and its Government usage component (GU). The ranking comparison found that EGUI+ is correlated with the four indexes mentioned at 0.05 significance level, as the majority of countries were ranked in similar positions. Filling a gap in our understanding of how senior citizens use information and communication technologies (ICTs), we identified several profiles of technology communication use among European seniors (aged 65+). These profiles include: Digitallyimmersed communicators, Asynchronous communicators and Phoneenjoyers. We outline the importance of a broader distinction, one that surpasses the non-user and user dichotomy, and explores the singularities of the seniors who overcome the challenge of adopting and using ICT. We consider the digital divide concept as a starting point for the theoretical background that we reviewed in order to explain the process through which senior citizens accept and adopt this technology. Analysing data gathered within the Eurobarometer (Standard Eurobarometer 84 Autumn 2015—media use in the European Union. https://dbk.gesis.org/dbksearch/sdesc2.asp?no=6642, 2015), we applied K-Means Cluster analysis and discriminant analysis in order to identify three types of older Internet users. We run the analysis on a sample of 4404 respondents aged between 65 and 99 years. Our results help with increasing the adequacy of Digital Single Market policies for European seniors, as well as with more suitably targeting senior for social care and medical care programmes in the digital environment. Providing suggestions for further research, we argue for an in-depth classification of ICT users, based on characteristics such as gender, education, ethnicity or social class. Based on data collected through the Net Children Go Mobile survey of approximately 3500 respondents aged 9–16 years in seven European countries (Belgium, Denmark, Ireland, Italy, Portugal, Romania and the United Kingdom), this article examines the diffusion of smartphones among children and contributes to existing research on mobile digital divides by investigating what influences the adoption of smartphones among children and whether going online from a smartphone is associated with specific usage patterns, thus bridging or widening usage gaps. The findings suggest the resilience of digital inequalities among children, showing how social inequalities intersect with divides in access and result in disparities in online activities, with children who benefit from a greater autonomy of use and a longer online experience also reaching the top of the ladder of opportunities. This article presents the results of a research study carried out in 2010 and 2011 on the evolution of the digital divide in two different cultural contexts: Europe and the United States of America. Using an Internet-based questionnaire parents and teenagers were surveyed regarding some variables related to their digital skills and their participation in social networks. Their answers were analyzed taking into account a range of factors such as age, gender and place of residence. The results highlight that there are significant differences between the United States of America and Europe regarding the presence of parents and teens on social networks, even though the generational digital divide decreases between minors and parents in both cultural contexts. Closing the technology gap to reduce labour productivity disparities across Europe is crucial for the European cohesion policy. This article explores the sources of labour productivity growth in Europe over the period 1993-2007 in light of the enlargement process. Labour productivity growth has been mostly driven by capital accumulation. New Member States have significantly reduced their inefficiency and their technology gap. Disparities in the levels of labour productivity are still substantial and, to a considerable extent, they can be attributed to technology gap differences. The aim of this article is to conceptualize e-Inclusion and identify factors affecting it. A critical review of the literature is conducted to identify and categorize the factors influencing e-Inclusion into a comprehensive taxonomy. Using a survey questionnaire, the impact of these factors in influencing citizens' adoption of e-government services was examined. The findings highlight a number of factors under demographic, political, economic social, cultural, and infrastructural dimensions that can have a significant influence on e-Inclusion. This research is a secondary analysis of Eurobarometer polls (#53 in 2000 and #71.2 in 2009), comparing nation states on the audience availability of certain news, information, and communication resources. Did Central and Eastern European nations "catch up" to Northern and Western European nations in audience communication resources? Or did those Central and Southern European nation states, as Knowledge Gap Theory would suggest, gain resources but at a slower pace than their Northern and Western counterparts? This study focused on mobile phone availability and usage, as well as Internet availability at one's home, office, and community. Results show the gap growing between Northern and Western European nations when compared to Southern and Central European nations. This gap growth occurs regardless of whether one measures by absolute change or percent of possible change. The data also show that: 1) TV is a nearly ubiquitous home medium; 2) Germany's mid-range and lackluster performance in home internet is almost entirely accounted for a lingering Cold War digital divide with East Germany; 3) as suggested by roughly even East and West German growth in mobile phones, land lines are not a necessary transitional stage for developing nations or areas, and many consumers are skipping or dropping them; and 4) as late as 2009 many Eastern and Central European internet users were compensating for the difficulty of obtaining home internet service with reliance on community internet sites such as cafes. Introducing an econometric approach to quantify the digital divide, this article presents a new method to facilitate crossnational and in-depth sectional analyses of the digital divide within a consistent framework. It examines the sociodemographic topology of the digital divide in an extensive crossnational analysis covering six sociodemographic factors and twenty-five countries. The findings contradict in part the conclusions of previous research. Although there are differences between the social groups, not all of the tested segmentation factors mark major fault lines of the digital divide. The notions of a gender gap, an income divide, and a divide between urban and rural areas are rejected because between-group disparity proves to be only minor in comparison to overall inequality. Ensuring universal service is a top objective in many countries in order that all the citizens can have access basic communications services. Although the ICT equipment in households and its usage by individuals are essential prerequisites for benefiting from ICTs, the situation in the European Union is far from uniform. This article provides a description of the European information society development scenario using the values reached by the member states in a set of indicators selected for measuring said progress in households. Two tools are used for providing a broader perspective of the digital divide: a composite index and the cluster analysis. In this article a range of national and international policies, many tied to electronic business and electronic government initiatives, are reviewed from the much older perspective of the Information Society. As a concept, the Information Society has retained a form of residual currency but while not quite dormant, it has been overshadowed by what are essentially techno-economic New Economy perspectives. Although these techno-economic priorities can be viewed as contributing to the ultimate development of an Information Society, this contribution continues to fall somewhat short of what would be deemed sufficient. The shortfalls are particularly evident in the case of socially disadvantaged members of the community. In reviewing such developments mainly in Europe but with examples drawn from elsewhere, progress towards Information Society status is assessed in a social context that illustrates the gap that exists between aspiration and achievement in this regard. The purpose of this article is to propose a fruitful analytical framework for data supposedly related to the concept of the so-called "digital divide." The extent and the nature of this divide depend on the kind of access defined. Considering the possession of hardware, growing divides among different categories of income, employment, education, age, and ethnicity can be proved to have existed in the 1980s and 1990s according to official American and Dutch statistics. If only by effects of saturation, these gaps will more or less close. However, it is shown that differential access of skills and usage is likely to increase. The growth of a usage gap is projected. Multivariate analyses of Dutch official statistics reveal the striking effect of age and gender as compared to education. The COVID-19 pandemic has revealed the digital vulnerability of many citizens of the rural world. This article identifies and analyzes the proposals made by academic literature to overcome the digital divide in the European rural world for the five-year period 2016–2020. A scoping review has been carried out according to the PRISMA methodology in the two dimensions of the digital divide: access and connectivity, and use and exploitation. Online databases were used to identify scientific articles from which, after screening, 28 key documents were selected. The results update Salemink systematic review of articles published between 1991 and 2014 on digital and rural development in Western countries and it also intends to go beyond by extracting recommendations. A variety of political, social, educational, technical and economic issues has been exposed, with a common emphasis on the empowerment of rural populations. The findings provide actionable evidence and proposals to facilitate decision-making in current policy information to overcome rural digital divide. From them, seven recommendations that could have a wide and rapid impact to minimize the effects of the COVID-19 pandemic linked to the rural digital divide are synthesized. Three lines of action in the medium term are also proposed: the evaluation of national and regional public policies; the consideration of digital inclusion as a potential instrument to reduce rural depopulation; and the training in advanced digital skills to improve the social communication processes, considered key to promote empowerment and entrepreneurship.
