Reforms in higher education have been passed in many European countries in the last decades, mostly trying to adapt national systems to new European and global challenges. This study examines some consequences of such major reforms in France and Spain. Specifically, these reforms introduced new agencies whose remit was inter alia to provide evaluation of research and to make such assessments pivotal for academic career progression. The paper investigates empirically whether, and to what extent, these new forms of authority have been capable of engendering the expected change to the system of academic career evaluation. The respective policy approaches and policy implementation in France and Spain reveal that these reforms triggered a reconfiguration of powers at various levels of academic life – affecting strategies for successful career development. Policy-making implications are relevant when these two countries are compared, suggesting that more radical policy approaches (coercive isomorphism, the French case) do not result in more change to academic evaluation practices than mimetic ones (the Spanish case). Background: Following the 2008 economic crisis many countries implemented austerity policies, including reducing public spending on health services. This paper evaluates the trends and equity in the use of health services during and after that period in Spain – a country with austerity policies – and in Germany – a country without restriction on healthcare spending. Methods: Data from several National Surveys in Spain and several waves of the Socio-Economic Panel in Germany, carried out between 2009 and 2017, were used. The dependent variables were number of doctor's consultations and whether or not a hospital admission occurred. The measure of socioeconomic position was education. In each year, the estimates were made for people with and without pre-existing health problems. First, the average number of doctor's consultations and the percentage of respondents who had had been hospitalized were calculated. Second, the relationship between education and use of those health services was estimated by calculating the difference in consultations using covariance analysis – in the case of number of consultations – and by calculating the percentage ratio using binomial regression – in the case of hospitalization. Results: The annual mean number of consultations went down in both countries. In Spain the average was 14.2 in 2009 and 10.4 in 2017 for patients with chronic conditions; 16.6 and 13.5 for those with a mental illness; and 6.4 and 5.9 for those without a defined illness. In Germany, the averages were 13.8 (2009) and 12.9 (2017) for the chronic group; 21.1 and 17.0 for mental illness; and 8.7 and 7.5 with no defined illness. The hospitalization frequency also decreased in both countries. The majority of the analyses presented no significant differences in relation to education. Conclusion: In both Spain and Germany, service use decreased between 2009 and 2017. In the first few years, this reduction coincided with a period of austerity in Spain. Roma, today perceived as the most numerous European minority, face marginalisation and exclusion. Education is considered to be one of the focal points for improvement, and numerous studies have analysed and reported on the educational situation of Roma. Several studies have argued that Romani cultural values are not compatible with institutional schooling and that Romani families perceive schools as an alien institution. Other studies have drawn upon cultural–ecological theory (CE theory), developed by Ogbu and colleagues, and argue that the Romani cultural frame of reference is oppositional to academic success and thus suggest that successful Romani students distance themselves from Romani culture. The paper discusses the application of CE theory in the context of the academic discourse about the educational achievement of Romani students. Drawing on interviews with Spanish Romani university students, the paper argues that Romani students themselves challenge the assumption that educational success leads to cultural alienation. In this paper, the educational experiences of research in Engineering Education in the Escuela Universitaria de Ingenieria Tecnica de Telecomunicacion at the Universidad Politecnica de Madrid are presented. The research attempted to go beyond the experiences in the framework of the European Higher Education Area during the academic years 2005-2007. This paper describes the experience within the first-year course in the Escuela Universitaria de Ingenieria Tecnica de Telecomunicacion. This paper discusses the European Higher Education Area (EHEA), its creation, its guidelines, and its inherently innovative potential. It looks closely at the theoretical proposals, the innovative regulations and institutional practices in the process of academic change that relate to teaching, research and management. It also describes the emergence of creative processes in quality assurance and methodological renewal. These bring new professional challenges and educational opportunities to the fore; challenges which raise ethical issues for those involved in these approaches to universities in Spain and the European Union. Aim: The aim of the study was to test the psychometric properties of the Facilitative Student–Patient Relationship (FSPR) Scale in clinical practicum in hospital settings within six European countries. Design: A multi‐country, cross‐sectional survey design was applied. Methods: A convenience sample of graduating nursing students (N = 1,796) completed the FSPR Scale. Psychometric testing was carried out through explorative factor analysis and confirmatory factor analysis. Internal consistency was assessed using Cronbach's alpha. Results: Both validity and reliability of the scale were confirmed. The explorative factor analysis yielded a two‐factor construct explaining 47.7% of the total variance, identifying two sub‐scales: caring relationship and learning relationship. Confirmatory factor analysis confirmed the two‐factor structure. The Cronbach alpha coefficients (0.8–0.9) indicated acceptable reliability of the scale. [ABSTRACT FROM AUTHOR]

In this paper we propose the internalisation of school experience in order to encourage a more international preparation of teachers which favours their mobility throughout the European job market. We have based our proposal on a) a case study that briefly describes the exchange teaching practice programme established by the Spanish MEC in collaboration with the British Teaching and Development Agency (IDA), and b) results from a questionnaire completed by trainee teachers. The MEC-TDA exchange programme described allows us to know the objectives and evaluation framework of such initiatives; at the same time, the feedback obtained from the questionnaires used for our qualitative study sheds light on the benefits that participants experience. This paper proposes a nonlinear distribution method based on dynamic targets for reducing the early school leaving (ESL) population. The aim of this proposal is to provide policymakers with a new view in terms of transferring the EU-wide headline target to national targets. This methodology was applied to the 2010-2020 EU education target at two territorial levels. Weighting was based on the ESL rate, for the total population, by sex, and unemployment rate (for those 15-24 years of age). In addition, the proposed method was applied to the Lisbon Agenda goal. The results found underlining the need for decentralised weighted decisions to be made at different territorial levels, and a view to converging toward the common aim throughout the geographical area over time. Roma are Europe's largest, most marginalised minority, with a long history of racism and exclusion informing complex inequalities. Roma higher education participation remains under addressed, and paucity of research hinders understanding. While there is variation between countries, the proportion of Roma accessing higher education compared to the general population is extremely small in all countries. Spain has the largest Roma population outside Central and Eastern Europe, and relatively high levels of Roma participation in higher education. As part of an international project on Internalisation and Mobility, here we discuss insights from eleven qualitative interviews carried out with Roma students and recent graduates in Central and Eastern Europe and Spain. Findings from a thematic analysis of interviews highlight identity and inclusion and how experience intersects with distinct national approaches. We focus in particular on competing pulls of ethnic invisibility versus coming out, and related onus on a responsibility to give back. The participation of Roma in higher education remains an important social justice issue in Europe. Our research shows that proactive efforts by higher education institutions in Europe are needed to challenge persistent assumptions that fail to value the contribution and potential of Roma students within higher education. Aims and objectives: To examine the association between registered nurses' (referred to as "nurses" for brevity) shifts of 12 hr or more and presence of continuing educational programmes; ability to discuss patient care with other nurses; assignments that foster continuity of care; and patient care information being lost during handovers. Background: The introduction of long shifts (i.e., shifts of 12 hr or more) remains controversial. While there are claims of efficiency, studies have shown long shifts to be associated with adverse effects on quality of care. Efficiency claims are predicated on the assumption that long shifts reduce overlaps between shifts; these overlaps are believed to be unproductive and dangerous. However, there are potentially valuable educational and communication activities that occur during these overlaps. Design: Cross‐sectional survey of 31,627 nurses within 487 hospitals in 12 European countries. Methods: The associations were measured through generalised linear mixed models. The study methods were compliant with the STROBE checklist. Results: When nurses worked shifts of 12 hr or more, they were less likely to report having continuing educational programmes; and time to discuss patient care with other nurses, compared to nurses working 8 hr or less. Nurses working shifts of 12 hr or more were less likely to report assignments that foster continuity of care, albeit the association was not significant. Similarly, working long shifts was associated with reports of patient care information being lost during handovers, although association was not significant. Conclusion: Working shifts of 12 hr or more is associated with reduced educational activities and fewer opportunities to discuss patient care, with potential negative consequences for safe and effective care. Relevance to clinical practice: Implementation of long shifts should be questioned, as reduced opportunity to discuss care or participate in educational activities may jeopardise the quality and safety of care for patients. Background Inequalities in the distribution of self-reported health (SRH) have been widely reported. Its higher expressivity among women, elderly and least educated groups has been partly attributed to differences in their health perceptions. However, this subjectivity may be masking the burden of mental illness in these groups. Thus, we sought to understand if depression symptoms mediate inequalities in SRH. Methods SHARE waves 4 and 6, pertaining to Spain, Italy and Portugal, were used (n 2011 = 8517, n 2015 = 11 046). Inequalities in SRH were calculated, comparing the risk amongst education level, gender and age groups, adjusting for chronic diseases, functional limitations and country fixed effects. We then tested depression symptoms as mediators. Results Depression symptoms were associated with poor SRH (odds ratio (OR)2011 = 1.379, OR2015 = 1.384, P < 0.001). Their inclusion reduced the magnitude of the association between SRH and education, annulled the statistical significance for age, and reversed the gender effect. As expected, chronic diseases and functional limitations remained significant predictors of poor SRH. Conclusions Depression symptoms, together with chronic diseases and functional limitations, explain the poorer SRH of the least educated, female and older groups in the Southern European population. Therefore, tackling inequalities in SRH must require focusing on mental health issues, which disproportionately affect the most vulnerable groups. [ABSTRACT FROM AUTHOR]

Schools and communities may have a key role in reversing the cycle of inequality that the Roma suffer in Europe. Aiming at reducing existing inequalities, dialogic learning aims to ensure high levels of academic learning for all children, by involving the whole community through egalitarian dialogue. Less well known are the implications of this approach for the Roma in highly marginalised areas. This article presents the results of a longitudinal case study in a Spanish primary school, undertaken as part of the European Union-funded INCLUD-ED Integrated Project. It reports on educational actions grounded in dialogic learning, which have succeeded in engaging families and communities in the school, the classroom and other learning spaces. Based on a dialogic school-based transformation, Roma families participated in children’s learning activities and decision-making spaces. We explore how these actions involving Roma families are developed and the effect they may have in improving learning and engagement. [ABSTRACT FROM PUBLISHER]

The aim of this research is to analyse some indicators which allow us to understand the current state of social education politics in Europe, with special reference to Spain. Some European and Spanish social and educational policies which try to confront the challenges of the current financial crisis are also explained. Some deficiencies, failures and contradictions attached to the process of the construction of European citizenship are pointed out. Some key topics which seem to foresee a deeper social and democratic crisis apart from the economic one are tackled. It is explained how the new forms of inequality evidence the failure of some of the important declarations of intent and objectives of the European Union. The subjection of social and democratic aspects to neoliberal economy --i.e. the negation of ideologies-- is questioned. To conclude, some key topics are proposed as the central axis through which it could be possible to redefine the content of social education politics in Europe and Spain and to set the bases of a new democratic European citizenship [ABSTRACT FROM AUTHOR]

The present article seeks to bridge the gap between policy and practice in the European Higher Education Area (EHEA). It illustrates how the underlying policies of the European Credit Transfer system (ECTS) are practically implemented in the language teaching arena, using five pedagogical innovation projects as a backdrop. It then reports on one of the first studies in Europe to offer empirical data on the functioning of this new system. Building on the unique position of the degree in English philology at the University of Jaen, a quasi-experimental investigation with a pre/post-test control group design was conducted throughout the course of the academic year 2005-2006 with Spanish university freshmen in order to determine the possible differential effects of the new ECTS framework. The quantitative data are complemented with qualitative questionnaires which provide interesting insights into the students' perceptions of the implementation of the new system. The results and implications, discussed in a final section, are essential to determine whether the ECTS scheme is working as it should be, whether the Bologna standards can indeed be met by 2010, and whether the EHEA is a feasible reality or an impractical ideal. This article presents the findings of two research projects, examining organizational culture by means of two different models of analysis - one at university level and one at department level - which were carried out over the last four years at Catalonian public universities (Spain). Theoretical and methodological approaches for the two investigations are also considered with remarks both on positive and negative aspects of each work. The authors eventually point to the two different research methodologies that identify common and divergent features in the two contexts, and to the results of this analysis that could be used as a methodological tool for future research on organizational culture in educational contexts. In Spain from the late nineteenth century, the ‘People’s Houses’ (Casas del Pueblo) corresponded to a desire to provide and organize a space of sociability for workers and their families. This formed part of the diverse Spanish popular education movement. This article focuses on the project to translate the model of the Belgian Maison du Peuple into the Spanish context, and the plans and activities of two cultural and educational socialist institutions directly inspired by similar Belgian institutions: the Central de Educación Socialista (Centre of Socialist Education) founded in 1913 on the model of the Centrale d’Éducation Ouvrière (Centre of Labour Education), and the Escuela Obrera Socialista (Socialist Labour School) founded in 1929 and based on the École Ouvrière Supérieure (Upper Labour School). The comparison with the Belgian models allows us to see the distance between hope and reality. In fact, what interested the Spanish Socialists in the Belgian experience was more the general idea, the name and the concrete means to formalize it, rather than the pedagogic methods used, which inscribed both in a national and international perspective. Debates about geographical practice in Europe are explored through the spaces and practices of an undergraduate field-course in the Costa Blanca in Spain. Students encounter ‘Spain’ and ‘Europe’ through diversely embodied engagements and material encounters with familiarity and difference, inclusion and exclusion, which offer possibilities for de-centring dominant Anglo-American geographies and understanding the diverse practices which produce geographical knowledges. Se habla de la demanda de una mayor participación de los ciudadanos en la vida pública, y su interés como tema de investigación en varios campos. Se enfoca en esta sensibilidad a nivel europeo y en España en particular. Se describen varias iniciativas concretas de inclusión de los trabajos voluntarios en el ámbito de la educación formal en España.
