Purpose: Suitable assistive devices for children with cerebral palsy (CP) in low-income countries are often unavailable. Devices made from APT are in use in several countries but are unevaluated. Materials and methods: A 2-week training course focused on APT principles, measuring children and constructing postural support devices. Twenty-three Kenyans attended the course. The host organization identified four local children with CP who attended for assessment and measurement. Participants made the devices and children returned for fitting and necessary adjustment. Completion of post-course forms, action plans, visits after 14 months and contact 3 years later comprised the evaluation. Results: All participants found the course beneficial and valued the networking opportunity provided. They appreciated the practicality and utility of locally manufactured cost effective devices. The trainees planned further implementation to provide assistive devices for children with CP in their localities. Follow-up visits revealed several challenges to local ongoing production. Conclusions: Training people in low-income communities to make bespoke assistive devices for children with CP is straightforward, and the course was positively evaluated. However, maintaining device production is limited without local group support and stable leadership, ideally as part of an existing programme.Implications for rehabilitationAssistive devices are often unobtainable for children with cerebral palsy (CP) in low-income countries.APT is a cost effective way of fulfilling this need and it is relatively straightforward to train people who care for or work with those with CP to make devices using APT.Feedback from APT training suggests participants find the technique a practical way of producing assistive equipment for individuals with CP in their community.Maintaining device production requires support, leadership and increased public awareness of the use of APT at a local level.

This paper applies Information and Communication Technologies (ICT) as well as data analysis to gain a better understanding of the existing perception on the education system. 45,278 tweets were downloaded and processed. Using a lexicon-based approach, examining the most frequently used words, and estimating similarities between terms, we detected that a predominantly negative perception of the education system exists in most of the analysed countries. A positive perception is identified in certain low-income nations. Men exhibit a more positive sentiment than women as well as a higher subjectivity in some countries. The countries that exhibit the most positive perceptions India, Canada, Pakistan, Australia, South Africa and Kenya are also those that manifest the highest subjectivity.

Students in protracted crisis settings often face a range of challenges which combine to yield low education outcomes. This paper presents the results from a randomised controlled trial of weekend and holiday booster classes for 7th and 8th grade girls in Kakuma refugee camp in Kenya, that aimed to improve girls' education outcomes and increase transition rates from primary to secondary school. While qualitative results suggested numerous advantages of the booster classes, including more freedom to ask questions, smaller class sizes, and kinder teachers, the program did not yield statistically significant effects on learning outcomes, school attendance or noncognitive skills. Mixed-methods research suggests that the limited impacts may stem from implementation challenges including irregular booster class attendance and a lack of appropriate teaching materials. The papers in this special issue describe evaluations of the scaling journey of five different education programmes operating in humanitarian crises. This introduction first presents the research context for these evaluations followed by a synthesis of the overarching barriers and facilitators to scaling across three domains: (1) context, (2) business model, and (3) advocacy and ownership based on a qualitative synthesis. The synthesis showed that implementers often started multiple pilot projects in different contexts rather than scaling-up in one context. The aim of this paper, and more generally, our project "Impact from the ground" (a multi-stage ongoing project), is to reimagine education so that it transcends the walls and harsh constraints of a "universal one size fits all" education. To achieve this, we propose a framework that will inform the design of a participatory approach to co-create a learning hub (an informal lifelong learning opportunity) with and within the community. To weave this framework, we explore the current landscape of education, looking at the challenges that youth from rural settings face to complete their studies in urban universities, and the difficulties they experience when looking for jobs after having done so. We briefly explain our research project and contextualize it in Kinangop, a small region in the Nyandarua County in Kenya, where we explored the enablers and constraints people face to engage in social innovation. We proceed to imagine an alternative education that is local and organic, with different principles and theories weaved into a, kitambaa in Swahili that serves as the ground for an education intervention that is meaningful, binding, and bonding for the community members. In so doing, we aim to center matters of knowledge production as multi-epistemic conversations, situating those at the margins of epistemic divisions at the center of productive and creative debates. This paper investigated the impacts of education on women's empowerment in Kenya using six waves of nationally-representative KDHS data. Our study utilizes the change in educational structure in 1985 as an instrument and finds that women under the new system enhanced their schooling by approximately two years. One year of education prolongs women's timing of the first birth, decreases female genital mutilation for the first daughter, reduces intimate partner violence, and improves women's household decision-making. Our findings are robust to several robustness checks. We examined different paths to explain these results, including information exposure, partner matching, and labor market engagement. In recent decades, the number of evaluated interventions to improve access to school has multiplied, but few studies report long-term impacts. This paper reports the impact of an educational intervention that provided school uniforms to children in poor communities in Kenya. The program used a lottery to determine who would receive a school uniform. Receiving a uniform reduced school absenteeism by 37 percent for the average student (7 percentage points) and by 55 percent for children who initially had no uniform (15 percentage points). Eight years after the program began, there is no evidence of sustained impact of the program on highest grade completed or primary school completion rates. A bounding exercise suggests no substantive positive, long-term impacts. These results contribute to a small literature on the long-run impacts of educational interventions and demonstrate the risk of initial impacts depreciating over time. [ABSTRACT FROM AUTHOR]

This paper focuses on the role of voter education on performance of electoral management body. The study is undertaken at Independent Electoral and Boundary Commission (IEBC) Kenya. The study was grounded on civic engagement theory. The study was a descriptive research design investigation. The target population involved 772 commission officers with a sample size of 264 based on the Cochran formula. The IEBC officers were selected through use of stratified random sampling technique. The data collection tools were the questionnaire and interview schedule. Data collected from the field was analysed using qualitative and inferential statistics. Qualitative data analysis involved categorising responses from interviews and open-ended questions into themes and sub themes while inferential statistics was analysed using the Regression Model to test the hypothesis. The study found out that one of the pre-electoral strategies that IEBC focused on was voter education to the members of the public on regular occasion. The respondents indicated that the EMB conducted regular mobilisation campaigns jointly with other stakeholders to inform members of the public on matters relating to commission mandate in elections and boundary delimitations. Correlation statistics revealed existence of significant positive effect of pre-electoral voter education strategy and IEBC Kenya performance. It was concluded that voter education strategy played a significant role in predicting IEBC performance in Kenya. The study recommends that voter education needs to be done on continuous basis rather than waiting one year to the general election by regularly seeking funds support from government and non-government sources to support voter education. African states have undergone dynamic political processes ever since their struggle for independence. Students have played an important role in political developments and triggered processes of democratisation. In the course of recent waves of protests and political activism, however, students took a more ambivalent stance against both the state and the political elite. This report is based in parts on field research. It discusses the relation between student activism and the political elite in Kenya. During the overall change in the meaning and function of higher education, universities and student activism have played an important role in political development. This report analyses the education system on the basis of (qualitative) research on education and student activism in Kenya. The Kenyan diaspora's involvement in development has increasingly become an object of research and government policy. This paper explores the ways that members of the contemporary Kenyan diaspora in the United States participate in education-related activities 'back home', emphasising their motivation as well as barriers to and facilitators of their engagement. Findings from this mixed-method study of Kenyans living in the United States suggest that participants' transnational activities related to education are diverse and directed towards individuals known to them and a wide range of institutions. Additionally, their engagement is mediated by personal circumstances, beliefs about the transformative power of education, and trust in existing structures. Furthermore, study participants are interested in increasing their level of educational engagement despite persistent institutional and structural barriers. This paper starts with an analysis of the twin purposes of an examination reform programme originally launched in Kenya during the 1970s: first, to broaden the spectrum of cognitive skills being tested; and second, to set up a feedback system based on the performance profiles, providing schools and teachers with guidance as to how pedagogy and learning might be strengthened. Then, in a change of time perspective, the paper looks back over 30 years of implementation experience, examining the reasons why some components of the original programme have proved more sustainable than others. This paper investigates domestic violence against women, including definitions of ‘domestic violence;’ and investigates “Female Genital Mutilation.” Data for this paper are from three national household surveys in Kenya: ‘Demographic & Health Survey’ (2003), Afrobarometer (2003), and ‘Work, Attitudes, & Spending’ (2004). Previous research in many countries has found convincing evidence of a tendency for domestic violence to be less common in households where the respondent and/or spouse have more education. This paper adds a new factor: the respondent’s mother’s education also seems relevant to prevalence of GBV (perhaps because of childhood socialization). This pattern applies to both experience of violence, and attitudes to such violence. There also appears to be a strong link between ‘Female Genital Mutilation’ (female circumcision) and mother’s education level. In each case, more education is associated with less violence. Background: The association between school and home is fundamental to sustainable education: parents' understanding of the school's priorities and teachers' understanding of their pupils' home environment are both vital for children to remain in school and succeed academically. The relationship between parents and teachers is closest in preschool settings, providing a valuable opportunity to build bridges between home and school. In this protocol paper, we outline our planned methods for identifying beneficial home and school behaviors. Objective: Our project aims to identify culture-specific structures and behaviors in home and school settings, which influence the quantity and quality of child-directed speech and identify positive experiences that can help improve children's linguistic development and nutrition. Methods: Using a mixed methods approach and focusing on early language learning, nutrition, and responsive caregiving, we will video-record and analyze mealtime language and eating behaviors at home and in school, targeting 80 preschool children and their families in rural Kenya and Zambia. In addition, we will assess children's language skills through audio recordings and use questionnaire-based interviews to collect extensive sociodemographic and dietary data. Results: Between the start of our project in January 2020 and the end of December 2021, we had collected complete sets of sociodemographic, observational, and food recall data for 40 children in Kenya and 16 children in Zambia. By the end of May 2022, we had started data collection for an additional 24 children in Zambia and transcribed and coded approximately 85% of the data. By the end of September, 2022, we plan to complete data collection, transcription, and coding for the entire sample of 80 children across both countries. From September 2022 onwards, we will focus on analyzing our language data, and we hope to have results ready for publication in early 2023. By relating children's language outcomes and nutritional intake to the observed mealtime behaviors, we hope to identify practices that increase the quantity and quality of child-directed speech and improve children's nutritional intake. Conclusions: Good nutrition and the promotion of language learning are key issues in early childhood development. By using a cross-cultural approach, combining a variety of methods, and working closely with stakeholders and policy makers throughout the project, we hope to find and share best practices for improving children's linguistic outcomes and nutrition and lay the foundation for the development of practitioner networks and parent outreach programs. This paper explores elements of traditional art education embedded in pottery-making activities of a specific community among the Luo people of southwest Kenya. In a society where sociocultural norms tend to favor the education of boys over girls, conversations with Mama Nyungu--a pottery-making group in Homabay County in southwest Kenya reveal some sophisticated and organized tradition-related strategies for preparing young girls for adult life. In building upon Dietler and Herbich's assertion that pottery making is "a social labor that involves women in an important network of shared activity, knowledge, and personal relationships" (1989 p. 149), this paper demonstrates that this network provides a haven for girls in a community with a tradition and history of underage marriages. Through engagement in and learning about the customs and norms expected of girls, pottery making activities provide a sanctuary, which enables young girls to complete their formal education. JiFUNzeni blended learning approach is a sustainable approach to provision of professional development (PD) for those in challenging educational contexts. JiFUNzeni approach emphasizes training regional experts to create blended learning content, working with appropriate technology while building content repositories. JiFUNzeni approach was field- tested though a design-based research intervention conducted in rural western Kenya. The field test included design, development and implementation of a blended learning course for teachers' professional development utilizing appropriate technologies including tablets powered by solar energy, open educational resources and open source software. One year after the intervention, follow-up interviews were conducted with eight of the ten teachers and two professional development tutors (PDTs) who participated in the research. The findings from the follow-up interviews shared in this paper revealed that: teachers still used cooperative learning and activity-based learning strategies in their teaching. The PDTs on the other hand designed, developed and implemented one other jiFUNzeni blended learning course for twelve teachers in one school in Korogocho slum in Nairobi city. Implementation by PDTs of jiFUNzeni approach confirmed that they had learned through a sustainable way of delivering professional development in challenging educational contexts. The PDTs utilized the instructional design approaches learned through their participation in the research in designing blended learning content, while they also innovated new ways of developing self-study content as an important creative addition to what they had previously learned. Two teenage children participated in digital content development by advising the PDTs on some appropriate ways of applying technology thus, attesting to the fact that digital natives are important reciprocal supporters to digital immigrants and vice versa. This paper is an exploration of challenges arising in the interplay between a standardised peace education curriculum and a localised post-conflict setting. Drawing on interview data from two Kenyan schools, the paper explores the reception of peace education initiatives implemented in Kenya following the post-election violence of 2007/2008 through the voices of teachers and pupils. The analysis identifies two patterns emerging from the pupils' point of view; firstly an engagement with narratives of conflict addressing what happened during the outbreak of violence, and secondly an awareness of collective narratives of the past, centred on the question of why the conflict broke out. The data identifies a gap between the knowledge and perspectives of the pupils, and the level of engagement by the curricula and teachers in the same issues. Finally, the paper explores some implications of these diverging needs and perspectives in relation to the design and implementation of peace education curricula, particularly in relation to providing sufficient support for the teachers. Changing and challenging social norms is essential to preventing gendered violence, and education is widely regarded as a key means through which this can happen. Whilst good-quality research exploring the outcomes of such educational interventions exists, very little is known about what actually happens inside educational spaces aiming to instigate change. This gap limits understandings of how and why change does (or does not) happen. This paper aims to address this by providing an opportunity to peer into a ‘space for change’. To do this, observational data are analysed from a non-formal education programme aiming to empower girls to be free from violence in Kenya. Three moments are explored which illustrate ‘empowerment’, ‘subversion’ and ‘resistance’. The paper also explores the often hidden stories of the facilitators, showing that who teaches can be as important as the curriculum used in determining what happens inside educational spaces for change. Community engagement is crucial for controlling disease outbreak and mitigating natural and industrial disasters. The COVID-19 pandemic has reconfirmed the need to elevate community engagement to build equity, trust and sustained action in future health promotion preparedness strategies. Using the health promotion strategy of strengthening community action enhances the opportunity for better outcomes. There is, therefore, a need to improve our understanding of community engagement practices during crises, scale-up good community engagement initiatives, and improve and sustain people-centered approaches to emergency responses. This paper presents five case studies from the United States, Singapore, Sierra Leone, Kenya and South Africa that demonstrate the potential strengths that can be nurtured to build resilience in local communities to help mitigate the impact of disasters and emergencies. The case studies highlight the importance of co-developing relevant education and communication strategies, amplifying the role of community leaders, empowering community members to achieve shared goals, assessing and adapting to changing contexts, pre-planning and readiness for future emergencies and acknowledgement of historic context. Effective school leadership is a subject that has attracted enormous scholarship in recent times. Many governments and schools want to know characteristics of administrators and educational institutions that are making a difference. Although the work done on leadership in general and the education field is enormous, literature on the role of specific educational institutions that are making a difference in school administration and their insights on the meaning of education and effective school leadership is still limited. This paper discusses a leadership trajectory of a high performing high school in Kenya-Starehe Boys Centre and School and its insights on the purpose and meaning of education and educational leadership. The paper contends that although educational challenges are considerable and the route to reform is complex, the potential for leadership to influence school excellence remains unequivocal. The paper affirms that quality of headship in schools matters in determining the motivation of teachers and students and quality of teaching. Further, the paper underscores that an effective education process is expected to be transformational. Educational leadership that is transformational is seen as inspiring, transforming, wholistic, progressive, change-centred and puts the society to a greater developmental pedestal level. This paper identifies, examines and discusses higher education funding policy shifts that have taken place in Kenya. The paper argues that even though Kenya's higher education funding policy shifts, from free higher education to cost-sharing, and privatisation and commercialisation, are (to a greater extent) products of the country's encounter with globalisation, local social, political and economic dynamics have been of equally significant influence. Thus, the country's higher education funding policies have been products of a convergence of both the dynamics of globalisation and local contextual imperatives. Furthermore, the point is made that the shift from free higher education to cost-sharing, and privatisation and commercialisation, was symptomatic of a global transition from a development paradigm that was predominantly based on Keynesianism to a neo-liberal paradigm that privileges mean expenditure on social services (such as higher education) and the market logic. In many low-resource settings, less than 5% of pregnant women can access ultrasound during pregnancy. Thus, gestational age is often difficult to determine, multiple pregnancies are diagnosed late and foetal and pregnancy-related anomalies can go undetected. A pilot solution was designed beyond the traditional approach of increasing numbers of qualified radiologists, gynaecologists and sonographers. An innovative Human Resource for Health (HRH) task sharing, and maternal child health (MCH) workforce training and capacity building initiative was designed, involving development and testing of a curriculum to train midwife sonographers via a teleradiology innovation platform and a partnership between specialist radiologists, sonographers and midwives. The setting was a tertiary-level private university hospital in Nairobi with implementation in three outreach locations. Direct oversight, support and supervision of specialist radiologists and ultrasonographers effectively addressed issues of quality and safety across the 3-week training period and project implementation. Concepts from sociocultural learning theory informed an initial interactive e-learning module for each midwife at their respective site. Midwives were introduced to ultrasound equipment with a series of didactic and interactive lectures delivered by an expert sonographer at the tertiary hospital teaching site. Lectures were supported by hands-on practical experience, role modelling and mentoring over a four-week period. Assessments included both written examination and practical assessment with an exit examination requiring demonstration of competency in both written and practical format. Final confirmation of scanning accuracy was confirmed with post-delivery verification of results. The pilot was highly successful with an image interpretation accuracy of 99.63% for the midwives. Lessons from this initiative provides guidance in the curriculum development process along with a curriculum outline; pedagogical framework; teaching methods; assessment processes; credentialing; resourcing; and other considerations in scaling up the program. Following the post-election violence in Kenya an attempt to bring about educational change through a peace education programme was launched by the MoE, UNICEF and UNHCR. The programme, which was aimed at building peace at the grassroots level, targeted the areas most affected by the post-election violence. Teaching plans were designed for all levels in primary school, and teachers and head teachers at schools in the Rift Valley were trained in the materials. Whereas the MoE assumed that the schools, having recently experienced the post-election violence, would have an innate motivation to implement the programme, this paper argues that the reality on the ground was more complicated. The formation and the implementation of the programme will be analysed from the perspective of policy makers and school populations. The paper argues that there are challenges related to additive and reactive peace education policies. Further, the paper argues that perceived relevance, school location, school leadership and perceived policy influenced the implementation processes on school level. In sum, the paper argues that the top-down approach taken when designing and implementing the programme led to less impact than the programme otherwise could have had, due to the lack of adjustment to local school contexts. Birth registration and obtaining physical birth certificates impose major challenges in developing countries, with impact on child and community health, education, planning, and all levels of development. However despite initiatives, universal registration is elusive, leading to calls for new approaches to understanding the decisions of parents. In this paper, we report results of a survey of students in grades six to eight (age ~12–16) in an under-registered area of Kenya regarding their own understanding of registration issues and their suggestions for improvement. These students were selected because they themselves were also nearing the age for high school enrollment/entrance examinations, which specifically requires possession of a birth certificate. This assessment was also a companion to our previous representative survey of adults in the same Kenyan region, allowing for parent-child comparison. Results supported previous research, showing that only 43% had birth certificates. At the same time, despite these low totals, students were themselves quite aware of registration factors and purposes. The students also made quite prescient sources for understanding their households’ motivations, with many of their suggestions—for focus on communication of pragmatic benefits, or automatic measures shifting responsibility from parents—mirroring our own previous suggestions, and showing a level of pragmatism not witnessed when surveying their parents. This paper therefore adds evidence to the discussion of registration policy planning. More generally, it also builds on an important trend regarding the treatment of children as stakeholders and important sources of information, and raising an intriguing new avenue for future research. Purpose -- The purpose of this paper is to evaluate the quality of the current provision for school leadership in Kenya, the extent to which they have an impact on student outcomes and the return on school leadership preparation and development investment. Design/methodology/approach -- The paper draws from educational leadership, management and administration courses delivered by universities and other institutions to aspiring and practising educational leaders in Kenya. It employs a method for evaluating return on leadership development investment first articulated by Eacott (2013). Findings -- While there is growth in provision, consistent with international trends, this provision is more recognised for its standardisation than points of distinction; there is minimal attention to identified dimensions of leadership leading to higher student outcomes which raises questions regarding the universality of school leadership preparation and development curriculum; and the high course costs of current provision is an inhibiting factor in assessing the return on investment in school leadership preparation and development. Research limitations/implications -- The study was limited to publicly available documents from a limited sample of institutions. There is a need for more studies in the area. Practical implications -- Institutions seeking to offer school leadership development have grounds on which to make decision about what programs their school leaders should undertake in terms of cost and quality. The study provides institution offering school leadership development courses evidence on which to base future policy direction. Social implications -- The findings provide a case for investing in school leadership development given the impact courses may have on student outcomes. Originality/value -- The paper provides a comprehensive overview of the current provision on school leadership preparation and development in Kenya. This paper examines the contribution of quality mathematics teaching to student achievement gains. Quality of mathematics teaching is assessed through teacher demonstration of the five strands of mathematical proficiency, the level of cognitive task demands, and teacher mathematical knowledge. Data is based on 1907 grade 6 students who sat for the same test twice over an interval of about 10 months. The students were drawn from a random selection of 72 low- and high-performing primary schools. Multi-level regression shows the effects of quality mathematics teaching at both individual and school levels, while controlling for other variables that influence achievement. Results show that students in low-performing schools gained more by 6 % when mathematics instruction involved high-level cognitive task demands, with two thirds of all the lessons observed demonstrating the strands of mathematics proficiency during instruction. The implication to education is that quality of mathematics instruction is more critical in improving learning gains among low-performing students. [ABSTRACT FROM AUTHOR]

Engineering Education in Kenya remains the major determinant of country's economic agenda. However, at the moment the education system offers the industry and society unsatisfactory knowledge and services due to mismatch between the supplied educational talents and the ever changing world of engineering. It is imperative that the Kenyan engineering education be designed to tackle challenges emerging in our societies and industries by providing real tangible practical skills. The government on its part should take its share by supporting and giving direction to institution offering such courses. In order to produce graduates with employable skills, institutions of engineering must aim at quality while ensuring massification of students into programs never happens. This paper is thus designed to show challenges facing quality of engineering education offered in Kenya in relation to the society and industrial needs. The paper also highlights the future demands needed on Kenyan engineering education. Accountability is increasingly recognised as the key mediating variable that encourages service providers to deliver efficient and effective local services. In the context of education, accountability strategies do not always explicitly consider young citizens as the primary users of education services. In this paper, a client approach to accountability is compared to a citizenship approach. Drawing on community scorecard and social audit research in Malawi and Kenya, the author explores whether education services are more responsive and accountable when young people access information and exercise their voice. The paper outlines a refreshed ‘accountability framework’ for education, placing young citizens at the centre, and argues that a citizenship-led approach in education governance is likely to be more realistic and effective than a ‘client power’ approach. Using data from the Nairobi Urban Health and Demographic Surveillance System (NUHDSS), this paper seeks to understand the characteristics of adolescent girls who are circumcised in Kenya. The paper discusses the determinants of female circumcision in two Nairobi informal settlements. It is based on detailed information collected from young persons aged 12-24 targeting major transition events such as first sex, childbirth, marriage, and circumcision. Out of 4058 adolescents and young people interviewed 2010 were adolescent girls and young women. Out of the total number of interviewees, the 527 girls and young women on whom this paper is based are from ethnic communities that practice circumcision. We used the life-table technique to estimate the median age at circumcision and logistic regression to analyse the relationship between female circumcision and adolescent sexuality, controlling for other characteristics. The type of stay within the demographic surveillance area (DSA), religion, ethnicity, residential location and mother's education were associated with being circumcised. Current school attendance was not associated with being circumcised but if one had never attended school then they were more likely to be circumcised. For policy making, it is imperative to explore the nature of social networks within which circumcision decisions are taken and enforced. [ABSTRACT FROM AUTHOR]

This paper describes the design and methodology used to assess the impact of free primary education (FPE) policy in Nairobi, Kenya. The key outcome of the study was to assess the impact of FPE on schooling outcomes among the urban poor. The study assesses the impact of FPE by examining how two non-comparable groups responded to the introduction of the policy. Retrospective data were collected for 2000–2004, while prospective data has been collected annually since 2005. This household survey has created both cross-sectional and longitudinal data sets. This provided an opportunity to assess factors, other than lack of fees, which associate with school enrolment and retention. The strength of this paper is in demonstrating how survey design can be utilized to assess the impact of a public policy between different population groups. This paper discusses the contrasting views of what constitutes the ‘best interests’ of students and the implications of such perceptions for leadership practices in secondary schools in Kenya. The paper is based on a study conducted to establish the students’, teachers’ and principals’ perceptions of democratic school leadership — in line with the current policy requirement of the Kenyan government that students be involved in decision-making on some of the issues in school that directly affect them. The study was in two phases. The first phase included interviews with twelve school principals to explore their perspectives on democratic school leadership and provide a rationale for selecting the two case schools. The second phase was a case study of two schools. The findings suggest that the leadership practices perceived by most principals and teachers to be in the ‘best interests’ of students were contentious and in direct contrast to what the students considered to be in their best interests. This paper examines the impact of agrarian structures on the migration behavior and destination of rural household heads and individuals in Kenya. To explore the complexity of migration we extend the standard Harris-Todaro framework to account for land inequality and size as well as type of destination. Using probit regressions, we show that Kenyan household heads born in districts with higher land inequality, smaller per capita land and lower per capita rural income are more likely to migrate. We show that for individuals whose incomes are squeezed by larger land inequality, migration from villages to smaller cities, and villages in different districts could be a preferable strategy to migrating to Greater Nairobi. The impact of land inequality is larger for male than female migration and insignificant for females' rural-to-rural migration. Moreover, the level of education, age, marital status, gender, religion and distance to Nairobi play a role in migration behavior. [ABSTRACT FROM AUTHOR]

Reading research has shown that variable relationships exist between measures of oral reading fluency and reading comprehension, depending on whether the language of the text is the reader's first language or an additional language. This paper explores this phenomenon, using reading assessment data for 2,000 Kenyan children in two or three languages: English, Kiswahili and one of two mother tongues, Dholuo or Gikuyu. The assessment data allowed us to compare reading and comprehension rates across languages. The data indicated that many children could read English words more easily than words in Kiswahili or their mother tongue; nevertheless, their reading comprehension was significantly lower in English than in Kiswahili, Dholuo or Gikuyu. The paper concludes that emphasising English reading fluency is an inefficient route to gaining reading comprehension skills because pupils are actually attaining minimal oral reading fluency in English and only modest comprehension skills in their own languages. The evidence also demonstrates that Kenya's national language policy of mother tongue as a medium of instruction in the early primary grades is consistently ignored in practice. Lecturers may be exposed to the same Academic Development Programme but their course of action at personal and professional level vary. In this paper, I analyze the lecturers' contribution in shaping their learning to teach. I interviewed twenty-five lecturers in four private universities in Kenya using semi-structured interviews. The analysis showed that the onus to learn how to teach lies with the individual lecturer (agency) especially in contexts that lack a systematic approach to lecturers' learning. Academic developers may be interested in understanding how the exercise of agency in learning how to teach leads to variations in lecturers' actions. [ABSTRACT FROM AUTHOR]

A Performance Contract is a freely negotiated performance agreement between the employer and the employee. It clearly specifies the intentions, obligations, responsibilities and powers of the parties. The concept of performance Contracting was first introduced in the management of state corporations in 1989. Two parastatals signed it; Kenya Railways in April 1989 and National Cereals and Produce Board in November 1990 but failed. The performance contracts of Kenya Railways Corporation and the National Cereals and Produce Board had failed because of lack of political goodwill to drive this process (it was perceived as donor- driven). It was re-introduced in state corporations on a pilot basis in 2004. Sixteen state corporations signed the performance contracts by December 2004. Currently it is being implemented in a total of four hundred and sixty two (462) public institutions. However teachers have resisted introduction of performance contracting in public schools. The paper has adopted literature review method to establish reasons for refusal hence recommend ways of gaining teachers acceptance. The reasons offered for the refusal include inadequacy of performance measurement criteria, disparities in operating environment sabotage by trade unions and teachers' low exposure to what performance contracting entails among others. Based on these reasons it has been recommended that a more acceptable tool for measuring teachers' performance is developed, teachers are trained on what performance contracting entails, adequate resources are availed in time, the government strives to win the support of unions and targets are set depending on the unique environment in which each school operate. This paper highlights important environmental dimensions of HIV vulnerability by describing how the sex trade operates in Nairobi, Kenya. Although sex workers there encounter various forms of violence and harassment, as do sex workers globally, we highlight how they do not merely fall victim to a set of environmental risks but also act upon their social environment, thereby remaking it, as they strive to protect their health and financial interests. In so doing, we illustrate the mutual constitution of ‘agency’ and ‘structure’ in social network formations that take shape in everyday lived spaces. Our findings point to the need to expand the focus of interventions to consider local ecologies of security in order to place the local knowledges, tactics, and capacities that communities might already possess on centre stage in interventions. Planning, implementing, and monitoring interventions with a consideration of these ecologies would tie interventions not only to the risk reduction goals of global public health policy, but also to the very real and grounded financial priorities of what it means to try to safely earn a living through sex work. Despite a long history of post-independence aid to education, Kenya's relationships with overseas donors have, until recently, been markedly fractious. Donors' concerns about transparency and corruption, in the context of a political regime which became increasingly authoritarian, led to sharp reductions in aid to Kenyan education during the 1990s. However, political change in 2002 and new Kenyan commitments to reach agreed international education targets facilitated some return of donor confidence. This paper shows that the influence of donor agencies on Kenyan educational policy was substantial over subsequent years, but it documents significant gaps between aid practice and the objectives for its harmonisation, alignment and coordination, as espoused by the international community in the Paris and Accra accords. The present paper investigates parental involvement in a rural primary school in Kenya. Qualitative interviews have been used to gather information from ten parents, a class teacher and a head teacher. The aim of the case study is to find out how -- if at all -- parents are involved in their children's education, and how important parents' background and involvement in school activities are for their children's results. It is also interested in determining whether the school-home relationship in rural Kenya may provide new knowledge to the relationship between minority parents and schools in western countries. The findings of the study indicate no shared responsibility between parents and school; the school is solely responsible for students' education. Normally, parents' responsibility is limited to providing economic resources: buying school uniforms, books and other necessities. Where the mother tongue is not a school language, some parents also prepare their children for school by code-switching at home: using both the school language and the mother tongue. There is hardly any relationship to be found between parents' involvement and students' results. Past and present literature has suggested that human capital is a key socio-economic development tool (Nam, Sonobe, and Otsuka 2010; Quisumbing, and McNiven 2010). Countries are encouraged to expand and develop a robust educational system, yet many of these countries face barriers to development through human capital. This paper used case studies to examine the barriers that have presented obstacles to human capital development in Swaziland, Cameroon, and Kenya. The findings suggest that all three countries have experienced barriers that prevent human capital development due to HIV/AIDS, land tenure issues, and political corruption. The authors suggest that all three barriers work interdependently to stifle economic growth by preventing social and economic development by barring the acquisition of human capital. The purpose of this paper, which builds on an earlier paper published in this Journal (Vol. 20, No. 6), is to develop the discussion around how English has been taught, used and perceived in Kenya, using data gathered from a small second-level English-medium school in Kenya. The complex relationships between language and identity are at work in the everyday routines of both staff and pupils within such a context. The paper seeks to set out a clear methodology for gathering data which could help describe these relationships with more clarity while also subjecting the data to analysis informed by the growing body of research and theory that focuses on language policy in post-colonial and neo-colonial settings. This paper intends not only to place English language teaching in Kenya within a specific historical context, but also to consider how it operates alongside the many other languages used in the day-to-day experiences of a secondary school community. Any consideration of the use of English in Kenya must take into account the legacy of language policies adopted by both colonial and independent administrations in the country. Use is made in this respect of the growing body of research and theory which focuses on language policy in post-colonial and neo-colonial settings. Globally, distance learning has gained legitimacy as an effective mode for learning and training. This legitimacy has occurred as a result of, inter alia, its flexibility with respect to time, pace and entry requirements, affordability, cost-effectiveness, and reputation for high quality. In Kenya, distance learning - although relatively new - is being promoted to attain the Millennium Development Goals, Universal Primary Education, and the Kenya Vision 2030 targets. The majority of those who enrol for distance learning are teachers. This paper examines the utility of a distance learning approach for training teachers in Kenya: its challenges, prospects, and the need for a policy framework. It critically interrogates the readiness of the providers, the learning and policy environments. The paper concludes that current dual-mode providers do not meet the requirements of the defining features of distance learning, and offers specific quality assuring policy directions. A gender perspective in refugee studies usually conjures up images of refugee women. Such images are an outcome of the association of vulnerability with women and children. Yet, it is not only refugee women who face monumental challenges in the country of asylum; refugee men also encounter a wide range of problems. Exile comes with obstacles for refugee men's quest to conform to culturally defined masculinity. This paper presents the nature of the challenges young refugee men predominantly from the Great Lakes region face in exile and the struggles they engage in as they seek to maintain and live up to their pre-flight notions of masculinity. The paper also shows how the men create alternative masculinities that are sustainable in a context that is largely characterized by existential uncertainties. [ABSTRACT FROM AUTHOR]

Purpose – First, to assess the status of the job market for library and information science (LIS) professionals in Kenya and the adequacy of current curricula and training resources in LIS training institutions in the country. Secondly, to identify priority areas of training and critical IT skills required by LIS professionals in relation to current job market and performance requirements. Design/methodology/approach – Using a survey research design data was collected from various categories of LIS stakeholders: students, lecturers, professionals and employers. In total 110 subjects were selected for this study using various sampling techniques and a response rate of 76.4 per cent was achieved. Questionnaires with closed and open-ended questions were used to collect data. This was a descriptive study and therefore descriptive statistics were used. Findings – A job market for LIS professionals in Kenya is perceived to exist. However, there is a general observation that the current LIS training programmes in the country do not sufficiently address current job market requirements due to: inadequate teaching resources in LIS training institutions; lack of adequate ICT content in the courses; courses that are irrelevant to the job market and inadequate length of industrial attachment. Practical implications – The paper recommends review of the current LIS curricula in Kenya in order to enhance the suitability of graduates to the current labour market. This includes integration of modern ICT into training, recruitment of qualified teaching staff, ensuring adequate learning resources and facilities, and enhancement of industrial attachment. Originality/value – The paper investigates some of the critical issues that planners of library and information science courses have to consider in the 21st century. These issues include: the emergence of the "information society", the multidisciplinary heritage of LIS education, the choice between liberal vis-à-vis technical education, the emergence of the concept of digital library, and finally the need for thorough management and leadership competencies. This study examines family school enrollment practices under five distinct national/regional contexts in two sub-Saharan African nations, Malawi and Kenya. This paper presents a model of family enrollment practices rooted in family economy theory and dependent upon local, regional, and national contexts of schooling. The model incorporates social capital arguments that family decision-making strategies may be influenced by members' networks of social relationships within communities. The paper discusses specific national and regional contexts highlighting aspects of institutional change in sub-Saharan Africa. The findings suggest that a broadened family institution model, along with community social capital contexts, can provide a more comprehensive and nuanced explanation of enrollment practices. This study provides insights into the nature of the analogies deployed by Kenyan physics teachers and generated by students in class. The analogies looked at (both teacher- and student-generated) were largely environmental (drawn from students' socio-cultural environment), anthropomorphic (life and human characteristics ascribed to analogues), and to a limited extent, scientific (analogue and target are science concepts). In some cases, anthropomorphic analogies proved problematic for students, sometimes resulting in serious misconceptions. Good analogy use is based on clear identification of mulching and non-matching features of the analogue-target structure. Several models, including the General Model for Analogy Teaching (GMAT). Teaching with Analagy (TWA) and Working with Analogies (WWA) are discussed in this paper, with a view to providing a lens through which analogies can be understood. To transform students' understanding from cultural belief systems to the science system of thinking, while respecting their socio-cultural backgrounds, can be a daunting task. Where it proves problematic for the students to 'decamp' from indigenous ways of reasoning, then collateral learning may be considered. [ABSTRACT FROM AUTHOR]
