ETDs are the Swiss-army-knife which has unearthed the shades of grey by bringing forth the until now hidden research to the forefront of the world. ETDs powered by open source software like DSpace, EPrints build up information ecosystem for effective storage and retrieval of theses and dissertations which take years of hard work to culminate. Such systems need to be evaluated as its purpose gets defeated if users find it hard to retrieve desired information from it. Webometrics involves the study of the web through which one can analyze the number of hyperlinks, type and structure of the hyperlinks, website usage and its effectiveness. The present article is an attempt to assess the performance of online portal of the national ETD repository of India by using Web Analyzer Test Score (WATS). It also highlights the status of Open Access (OA) ETD repositories with respect to other OA content like research papers, conference papers, etc. along with exploring the software used for Indian ETD Repositories. The overall score of the webometric analysis was found to be 6.4.

This paper aims to examine research practice and performance on the electronics resources in India during the year 2011 to 2020 on different parameters namely yearly research growth, relative growth rate and doubling time, forms of research, most prolific authors and Institutions, Collaborative country, degree of collaboration, and funding agency etc. The data of the current research paper about electronic resources indexed in the Scopus database have been retrieved. The records with topic search (includes Title, Abstract, Keywords and Keywords Plus) "Electronic resources" were extracted. MS Excel and VOS viewer have analyzed these data. The search result shows that a total of 1482 papers have indexed in the Scopus database during 2011-2020. The study reveals that numerous research papers have been published on electronic resources in India. 2019 is the leading (288 papers) producer of research papers," Library Philosophy and Practice" is the leading (64 papers) source of publications, Bhat, N.A, Jha, M.K and Thanuskodi, S are the prolific authors, the United States is the highest (78 Papers) collaborated country and degree of collaboration (DC) = 0.92, "Department of Science and Technology, Government of Kerala" is the highest (13 papers) funding agency for the topic electronic resources research in India. The nature of the information seeking behaviour of the teachers engaged in General Degree Colleges and Teachers' Training Colleges affiliated to West Bengal State University, India, is critically analysed in the present study. The descriptive analysis is based on well structured, close-ended questionnaires which were distributed among 450 teachers. 408 of them responded from whom 376 work in General Degree Colleges and 32 in Teachers' Training Colleges. The analysis of the data shows that teachers still depend mainly on printed documents, but a changing attitude is taking place in the current ICT environment as they also start to depend on electronic documents for meeting their information needs. This paper also explores the sources used by the teachers of both groups for research activities, focusing on the variability in the use of such sources of information. Additionally, this study reveals the attitudes of the teachers towards the services provided by the libraries. It is recommended that the college libraries are restructured with internet facilities and sufficient resources, in order to meet the information needs of the college teachers. In this context, the college librarians should provide basic software training to the users, to help them access the electronic sources.

In the context of India in general, and places where English language functions as a second language in particular, the prevalent idea that our students have to support their language learning capability through the native accent (pronunciation) structures is a myth. The paper takes up the following hypotheses: 1. Listening to BBC English or Standard English need not be the criteria for good English. 2. Speaking and appropriating the native speech is cumbersome, neo-colonial in approach. The study takes the objective of developing a learner friendly curriculum that is modeled on the basis of materials from the electronic, and other mass media in non-native contexts. It was proposed that reading all kinds of material instead of the defined, the canonized and formal text books is the pragmatic study in this direction and while writing, the learners could experiment with all kinds of Englishes around without appearing ridiculous.

Higher Education Institutions (HEI) are facing a potential challenge at questioning the means and method as to how education is delivered and learning is credited. The leading agent for this change is online learning and transfer of credit for potential employment. The aim of this paper is to look into these questions by raising the questions locally and getting the response at RK University, Rajkot, India. The responses present an answer on how fast the University is growing, how an educational institution able to adapt to this change by incorporating necessary credit to the transcript, are students ready to pay extra for this, is it noticed by the potential employer as essential skill acquired, and is HEI working in the right direction? This study compares questions with the global trend and proposes a line of action. It seems that as the students are increasingly being hooked to social media, the presence is getting reflected in their public profile enhancing the perception of stated skill. The true reflection of this will be seen after few years, especially if it solves more problems than those created in society. There is no doubt that it is building a new social association, which could never be thought to be formed earlier and now it is getting commented. This accumulation of data helps us to develop new knowledge colonies for all of us. The most detrimental factor in all these is the cult of evaluation of a fake credential. It is considered that the wisdom will prevail even above truth.

The following article describes a research context that has privileged both virtual and placed-based ethnographic fieldwork, using a hybrid methodology of live and digital communications across school sites in Toronto, Canada; Lucknow, India; Taipei, Taiwan; and Boston, USA. The multi-site ethnographic study is concerned with questions of school (dis)engagement, as experienced by young people often marked as "disadvantaged" and "marginal" to the traditional practices of schooling. Throughout the paper we illustrate, and argue for, the productive use of such methods that combine the live and the digital while also advocating for more methodological experimentation in the processes of fieldwork and analysis. To substantiate our argument for hypertextual and multimodal modes of ethnographic engagement, we offer, in the first section of the paper, examples from face-to-face meetings that generatively combine live discussion and digital video methods. At the same time, we problematise the limits of such exchanges, acknowledging the challenges of trying to map one another's contexts and living conditions through the aesthetic prism of digital video, drama performance and ethnographic interviews. In the second section of the paper, we shift our focus to three illustrative episodes from our Toronto and Lucknow sites. Drawing on theorists Sarah Pink and Patti Lather and Chris Smithies, we bring reflexive analyses to bear on participant-created video texts and Verbatim theatre performances, reading these data as narrative constructions that reveal multiple perspectives rather than literal, representative truths. We further argue that as student participants take control of their drama performances and digital video creations, focusing on the contours of their daily lives, they become co-constructors of an emerging youth knowledge base across these global sites. Drawing on the work of Wendy Morgan, who observes the changing power relations made possible through hypertextual digital media, we maintain that as these students create both live and digital performances and make meaning through discussion and ethnographic interviews, they shift relations of power, inviting researchers into a "networked community" premised upon a fluctuating virtual, live, and digitally mediated culture. This paper describes an open educational resources (OER) architecture framework that would bring significant improvements in a well-structured and systematic way to the educational practices of distance education institutions of India. The OER architecture framework is articulated with six dimensions: pedagogical, technological, managerial, academic, financial, and ethical. These dimensions are structured with the component areas of relevance: IT infrastructure services, management support systems, open content development and maintenance, online teaching-learning, and learner assessment and evaluation of the OER architecture framework. An OER knowledge and information base, including a web portal, is proposed in the form of a series of knowledge repositories. This system would not only streamline the delivery of distance education but also would enhance the quality of distance learning through the development of high quality e-content, instructional processes, course/programme content development, IT infrastructure, and network systems. Thus the proposed OER architecture framework when implemented in the distance education system (DES) of India would improve the quality of distance education and also increase its accessibility in a well-organised and structured way. Purpose: The purpose of this paper is to present an exploratory survey as part of a presentation for the Bridging Worlds 2008 conference. It seeks to understand how library institutions in the South East Asia (SEA) region have implemented Web 2.0 technologies--blogs, RSS feeds, wikis, or the use of services like Flickr, YouTube, de.lici.ous. Design/methodology/approach: Libraries surveyed were in: Hong Kong, India, Indonesia, Japan, Malaysia, People's Republic of China, Philippines, Singapore and Taiwan. The survey relied on references in published papers, internet searches and personal contacts. Findings: The survey found that more academic libraries than public libraries were using Web 2.0. technologies. Blogs and RSS feeds were the most common. Blogs were used mainly as web publishing tools rather than as a means to engage library users. Research limitations/implications: The survey is not comprehensive. The search relied mainly on English publications and keywords, while the native language of most countries surveyed was non-English. Future research could comprehensively cover each country, by the type of library or language. Practical implications: The paper contends that Web 2.0 does not rely on technology, but more on practice and participation. The emphasis should be on relationships rather than transactions. Suggestions are offered on how libraries can adopt a Library 2.0 mindset without focusing on technology. A call is made to establish an East Asian Librarians 2.0 directory. Originality/value: The paper offers a non-technological perspective to institutions and practising professionals who are reviewing their Web 2.0 implementation.

Purpose: To describe how an institutional repository (IR) was set up, using open source software, at the Indian Institute of Technology (IIT) in Kharagpur. Members of the IIT can publish their research documents in the IR for online access as well as digital preservation. Material in this IR includes instructional materials, records, data sets, electronic theses, dissertations, annual reports, as well as published papers. This opens up the world of scholarly publishing in a way that causes re-examination of many of the current practices of scholarly communication and publishing. Design/methodology/approach: Details of the hardware and software requirements are provided along with information about available open source software. The steps involved in uploading and submitting material in the IR are described. Findings: This paper provides evidence on how to set up an IR and how to create different communities and, under each community, many collections using the DSpace software. It was found that setting up an IR is very simple but its maintenance is very difficult. One person needs to have the computer knowledge, particularly in the Linux operating system environment and must be dedicated to carry out the IR administrative activities like registration, permission authenticity, submission and grant, installation of the updating version of the software, etc. Research limitations/implications: Before setting up an IR, the institution should have sufficient funds to acquire computer hardware and other related software, and computer knowledgeable manpower. It can also be noted that after setting up a successful IR, the administrator must train the faculty members and research scholars regarding the proper uploading and submitting of metadata into the repository. Practical implications: Guidelines are provided to assist those in setting up an IR. Appropriate staff are required to administer and run the IR smoothly. Originality/value: An IR provides the IIT with a central and cost-effective facility for the orderly and systematic archiving of research results and other documents that is accessible worldwide. Eventually, the library hopes to build a full IR, and make the resource available to other sites using a data harvesting protocol like OAI-PMH. This paper gives an idea that setting set up interoperable IRs among the same type of institutions in a particular state or country enables data to be transferred through OAI-PMH protocol from one IR to another.

Technology offers tremendous opportunities for increasing the effectiveness and efficiency of education. Students, faculty and administrators now use technology extensively in their daily activities and have become technologically literate. The trend of using e-learning as learning and teaching tool is now rapidly expanding into education. Many educators and researchers have high hopes for e-learning, believing that it would provide more access to information and communication, and would ultimately lead to a new revolution in education. This paper focuses on impact of e-learning environment on the teacher effectiveness, with reference to Personal effectiveness, Teaching skill and Research and academic activities. This study intends to find the relationship between the teacher effectiveness and the selected background variables, to identify the background variables which are contributing to the impact of e-learning on teacher effectiveness and to estimate the extent of the contribution of the background variables to the impact of e-learning on teacher effectiveness. In order to measure this researcher developed a research tool to measure the teacher effectiveness. The tool was administered to 250 teachers serving in colleges of engineering and technology and university departments. The finding of the study reveals that the teacher effectiveness of the teachers on the whole is high with the assistance of e-learning environment.

Purpose: The present study aims to investigate the experience, contribution and opinions of users of respective institutional repositories (IRs) developed in India. Design/methodology/approach: The survey method was used. The data collection tool was a web questionnaire, which was created with the help of software provided by surveymonkey.com Findings: It was observed that 85.94 percent of respondents (154) were aware of the IR facility/service and 14.05 percent (26) were not aware of IR. More than half of the respondents, i.e. 52.43 percent (97), learned about the IR service through links provided on institutions' websites. About 36.21 percent of the respondents had not contributed to any type of repository, while 25.94 percent of respondents had contributed to their IR. A higher percentage (16.76 percent) of respondents felt it was an "easy and fast way to communicate research results." The majority of the respondents, i.e. 113 (61.08 percent), were willing to deposit symposium/conference/seminar papers. The most important reason for contribution was found to be preservation of documents for the future. Peer review was very much acceptable as a quality control mechanism. More than half of the respondents (57.84 percent) wanted to provide open access without any barrier for their ideal repository. Research limitations/implications: Only users of the respective Indian institutional repositories are studied, and the findings are compared with other studies. Blogs have developed in two major ways: as a personal diary online and as a technologically enhanced multimedia diary that can be manipulated to suit the user's needs. This paper investigates one such blogging programme in India vis-a-vis its effect on autonomy. As a part of their curriculum, the students were asked to create their own blogs. The majority of students being unaware of blogging, a qualitative analysis of the reflective reports showed that it helped the students to be more aware of developing interaction within the virtual space. It also made the students more autonomous since they had to create and edit their own blogs to make them attractive enough for others to visit. The assigned topics also ensured that within the strict assessment necessities of the Indian university evaluation system, the students did not feel that they were doing something "extra" that was outside their regular curriculum.

As India marches rapidly towards an ambitious agenda of economic and social advancement, one of the greatest challenges it faces is to provide extensive access to quality higher education opportunities. An evident and expanding Open Education Resources movement offers great promise for meeting this challenge through initiatives that make quality tools, content and practice widely available. Accordingly, India's National Knowledge Commission launched a process to explore and leverage these initiatives for adoption and adaptation, as well as to serve as a model for further indigenous efforts. This paper outlines issues and recommendations that address organisational considerations and infrastructure readiness as part of a systemic and sustainable strategy to make effective use of Open Educational Resources for scaling educational opportunity and excellence in the Indian context.

With the blooming of information in digital format, dissemination of information is becoming a big challenge for developing countries. It is not only due to the limited provision of personal computers--in addition, the technological infrastructure and the ability to access information are also becoming major concerns in developing countries. This paper examines the situation in the Asian developing countries as an example to illustrate the difficulties with the dissemination of information. The availability of personal computers is not the only difficulty facing developing countries. The availability and popularity of the Internet, the telecommunication policies and environment of the countries concerned, the information literacy level of the users and the librarians, the popularity of the English language, the knowledge of searching information on the Internet, and the maturity of the electronic publishing market are all inter-related and have affected the success of information dissemination. This paper gives an overview of open archives developed during the period of 2004-2012 in India including institutional, subject, cross repositories, etc. It also depicts the actions taken by the Indian government in response to the OA developments. The paper highlights that there are one cross institutional repository, three cross institutional electronic thesis and dissertation (ETD) repositories, three subject repositories, five institutional ETD repositories, and twenty-five functional institutional repositories registered in the Registry of Open Access Repositories (ROAR). It also gives an account of the National Knowledge Commission of India which has proposed a model to continue and expand the number of research papers being put in Open Access by establishing a specific fund for Open Access research. The paper provides the background to, and contemporary issues in, the development of open archives in India. It sum ups with the latest developments initiated by the Indian government, corporate organizations, etc. towards the success of the Open Access movement.

Purpose – This paper aims to describe recent developments in the services provided by Indian electronic thesis and dissertation (ETD) repositories. It seeks to explore the prospect of knowledge formation and diffusion in India and to discuss the potential of open access e-theses repositories for knowledge management. Design/methodology/approach – This study is based on literature review and content analysis of Indian ETD repository websites. Institutional repositories and electronic thesis and dissertation projects in India were identified through a literature survey as well as internet searching and browsing. The study examines the tools, type of contents, coverage and aims of Indian ETD repositories. Findings – The paper acknowledges the need for knowledge management for national development. It highlights the significance of an integrated platform for preserving, searching and retrieving Indian theses. It describes the features and functions of Indian ETD repositories. Purpose – The purpose of this paper is to examine the use of e-journals by the users of IIT Delhi and Delhi University. Design/methodology/approach – Survey research was conducted to access e-journal use among IIT Delhi and Delhi University users. A stratified random sample method was used for selection of respondents. The survey was conducted through a structured questionnaire taking a random sample of 300 users (PG and PhD) from different disciplines of IIT Delhi and Delhi University libraries and the response rate was 66.66 per cent. The questionnaires were administered personally among the users of IIT Delhi and Delhi University during the survey period (March-May 2011). Findings – From this survey it was found that most of the users are aware of e-journals and they are not only using them for building and updating their knowledge but also for collecting relevant material for their study and research purposes as information can be acquired expeditiously through e-journals. The main aim of consulting these journals is for retrieving information regarding research, publishing research papers and manuscripts, assignments, presentations, seminars, and largely to update their own knowledge. However, this study also reveals several inherent problems especially with the use of e-journals e.g. slow downloading as revealed by maximum IIT Delhi and Delhi University users. Other mechanical deficits like non-availability of a particular issue, lack of training and limited access to terminals are also present while using e-journals. Research limitations/implications – The present study consists only of e-journal users of IIT Delhi and Delhi University. The geographical coverage is restricted to Delhi. The responses have been taken from users and the data have been collected during the months of March-May 2011 only. Practical implications – The problem is selected by the investigator to understand the use of e-journals by IIT Delhi and Delhi University users so that libraries can make further improvement in their e-journal services depending upon the results and suggestions. This paper examines the characteristics of 462 open access (OA) journals being published in India under the green, gold and hybrid models. The sample of journals was selected from DOAJ, IndianJournal.com and Open J-Gate. Journal characteristics were measured in terms of growth, subjects, publishers, and citations under each model. While characteristics such as growth, subject, and publisher have been identified by exploring the journal's website only, the citation count of these journals has been calculated by using Google Scholar and the Indian Citation Index. The gold road is now the most popular form of OA publishing in the subcontinent. There is a great variation in the size of OA journals and in their publishers. One publisher has more than 77 journals, but 264 publishers publish a single journal only. Overall, the OA journal landscape is greatly influenced by a few key publishers and journals. While 43% of journals charge publication fees and the fees vary from as low as US$10 to as high as US$400, the highest impact factor of the gold OA journals has been noted as 0.58. This paper aims to study the electronic publishing (e-publishing) trends in India, to compare the results with another study conducted in Singapore, and to identify the challenges, opportunities and problem areas faced by the publishing industry in Asia. Findings of the survey show that about one-third (35%) of the Indian and about three-quarters (74%) of the Singaporean publishers are engaged in e-publishing, with a further 20% of Indian publishers likely to start e-publishing in the next three years. A slightly higher percentage of Singaporean respondents over Indian feel that e-publishing has a bright future, but with marketing problems in the region being cited as a barrier to entering into the business. The main reasons for not introducing e-publishing in the Indian publishing houses have been lack of awareness about the new technology on the part of publishers and poor acceptability of e-publications among users. This article discusses a study aimed at evaluating the use of open access publishing by researchers and scholars in science and technology fields in India. Topics include the difficulties faced by researchers in India concerning the visibility and circulation of their published materials, the importance of the open access movement in science and technology fields due to the serial subscriptions crisis facing libraries throughout the world, and the importance of improved information and communication technology (ICT) facilities in supporting the open access publishing movement.

This paper aims to study the users' understanding and acceptance of e-books in India. This study was carried out by conducting a survey using questionnaire as a tool to find out users' views on using e-books as compared to printed documents. This study was carried out during the period of January to March 2006 covering a wide range of ages, subject backgrounds, computer experience, occupations, and comfort in using computers in their daily life. The readers survey found that Indians are generally willing to use and read e-books though they continue to prefer and use printed publications. Generally, the users are aware of the advantages and limitations of each medium and will tailor their choice according to their needs. Of the total, slightly less than half of the users (41 %) are ready to pay the same or slightly lesser price as compared to printed publications, 24 per cent are half or quarter the price of printed publications. As digital information resources available online are increasing at an exponential rate, several practices have evolved for the economic and effective delivery of such information to the end users. In this context, consortia-based information services have gathered momentum world over during the last few years. Though, there are several library consortia in India, UGC Infonet is mainly meant for universities controlled by UGC and CeRA is meant for agricultural universities. This paper discusses utilisation of consortia-based digital information resources by the post graduate and doctoral students of the Kerala Agricultural University, Thrissur. Results show that cent percent of the students were familiar with the use of digital information resources available online and 87.14 per cent of them used CeRA. Eighty two per cent students were acquainted with CeRA and learned the required skills for the access and use of digital information resources through curriculum-based courses like 'library and information services', 'research methodology', etc. The students in general would like to strengthen the CeRA services by adding more resources and facilities. This paper aims to provide an overview of the contents and design of the online English newspapers in India. Twelve online English newspapers published daily in India were selected for the study. The study used website content analysis to assess the contents and design of these newspapers. A checklist was developed as the main tool for data collection and Microsoft Excel was used as the tool for data analysis. The study shows that online English newspapers in India have a common pattern of contents, coverage, and design. Contents availability and access to the contents are the most prevalent options in these newspapers. Majority of the newspapers use Blog, RSS and Facebook to connect with their readers. Purpose - The overall aim of the research was to gather the data related to open access journal initiatives in India with respect to its type, funding agency/host organization, full text availability, article charges etc. Design/methodology/approach - Various sources of information were consulted such as literature, search engines, directories etc. Findings - Results shows that all 178 open access journals were peer reviewed, indexed and abstracted in various indexing and abstracting services, listed with DOAR and O-jgate. Research limitations/implications - Open access journals that were available on internet were included but not those which were available on intranet. Originality/value - In the earlier literature it was mentioned that there were about 100 to 110 open access journals and no author paid journals. Introduction. Publishing research findings in open access journals is a means of enhancing visibility and consequently increasing the impact of publications. This study provides an overview of open access publishing in premier research institutes of India. Method. The publication output of each institution from 2003 to 2007 was ascertained through Scopus and the name of source journals along with the number of publications recorded. All 4232 journal titles were searched in the Directory of Open Access Journals and then using the Google search engine to find out which journals are openly accessible. Analysis. The data are tabulated and analysed in a systematic way to reveal findings in accordance with desired objectives. Results. The 17,516 research articles are contributed by the five institutions and appear in 4232 journals. The Indian Institute of Science publishes 8.26% of its research output in open access journals, All India Institute of Medical Sciences 19.37%, Baba Atomic Research Centre 4.84%, Indian Institute of Technology, Delhi 3.04% and Indian Institute of Technology, Kharagpur 3.26%. Conclusions. The study reveals that a small portion of research publications of Indian research institutes is published in open access journals, the majority in journals of Indian origin. Information about several topics discussed at the seminar entitled "E-publishing - Gateway to Enhanced Visibility and Accessibility" in Bangalore, India is presented. The seminar emphasized that the biggest advantages of e-publishing are the cost saving in printing and paper usage, as well as better data storage and maintenance. The participants at the seminar, while acknowledging the advantages of e-publication were vociferous in their views concerning the various packages of products.

Electronic journals have opened up many exciting opportunities for academic and research libraries in developing countries and have emerged as a major component of their collections. This article examines the present scenario of access management of e-journals in technical university libraries of North India. The study is based on the analysis of various facilities available for providing seamless access to e-journals. Questionnaire method was used to collect the data. Comparative data of seven technical university libraries are drawn in tabular form for presenting the results. The study endeavors to gain some insights into various issues involved in managing access to e-journals viz. licensing issues; availability of infrastructure; dissemination of e-journals; methods being followed for user education and promotional activities related to e-journals. The concept of open access publishing has flourished all across globe and so has it gained ground in India. India has been contributing to open access publishing from the very beginning, rather since the realization of need and importance of open access publishing. The present study has been undertaken to assess the scenario of open access publishing in India during the past decade. To undertake the present study data has been retrieved from the Directory of Open Access Journals (DOAJ), which is more a case of data mining. In the present study attempt has been made to work out on the growth of open access publishing in India during the last decade viz. for the period 2002-2012, its contribution to open access publishing at Global Level, continental level and many other similar things related with the overall scenario of open access publishing in India. Attempt has also been made to correlate other studies already undertaken in the field of Open Access (OA) publishing through literature review. The data has been tabulated and analyzed as per the defined objectives of study.
