In this paper, a model of homeowners’ energy efficiency retrofit choices is presented based on the database of a project implemented by the national energy efficiency retrofit scheme in Croatia during 2015 and 2016. The analysis was performed on the cleaned dataset of 4610 implemented projects in privately owned family houses. We have analyzed available data to answer how much money consumers are willing to pay for energy refurbishment and how this corresponds to household characteristics. We have developed linear regression models for estimating costs and energy savings of different measures and have further applied multinomial and nested discrete choice models on investment choices made by homeowners. The resulting models provide estimations of willingness to pay for energy efficiency refurbishment in private family houses in relation to income class the owners belong to. The results show that homeowners in all income classes have a similar level of willingness-to-pay for similar energy efficiency measures, with main differences being their capability to invest. With the current level of subsidies, only three of four observed measures show a significant level of free-riders. This suggests there could be a better allocation of public funds, where less money could be spent for subsidies to generate a similar amount of savings. Furthermore, the proposed model replicates existing experience and provides insight into inconsistencies which appear when the effectiveness of implemented measures is analyzed. This article presents a methodological approach for incorporating household consumption characteristics and investment choices into energy efficiency policy models. The approach used is based on country-level stated preferences survey for evaluating consumer decisions and attitudes toward energy efficiency. The decision-making process was analyzed and modeled with logistic regression and applied onto the existing single-family housing stock. By applying the described framework, policymakers, or any other subsidy providing authority aiming to reach specific energy savings target, can obtain the distribution of financial incentives among different income classes. The developed model provides a framework for cost minimization and energy saving maximization. The model provides the minimal level of subsidies needed to achieve energy savings goals or maximum level of energy savings possible with a predefined budget for energy subsidies. Energy efficiency is recognised as a key strategy to tackle three energy-related challenges – climate change, energy security and economic development – at the least cost to the society. In the recent years of the economic downturn, it gained even more relevance in the developed countries as there is more than ever the need to decouple economic recovery and growth from energy consumption. However, despite this formal recognition, energy efficiency remains the least understood and the most neglected feature of overall energy policy. Despite the substantial efforts made to develop sound energy efficiency policies, the desired effects in terms of achieved energy savings are lacking. The phenomenon is known as energy efficiency gap and its persistence was the main driver of this research. The aim of the research was to examine the causes and propose solutions for bridging the gap. Therefore, ideal policy making cycle is defined connecting design, implementation and multiple criteria evaluation of policy instruments’ impacts in closed, repetitive loop. Concept of energy efficiency market was introduced as a basis for policy making, enabling better understanding of the overall environment where policy needs to be implemented. Paper deals with the concept of energy efficiency market. It discusses the fundamental aim of energy efficiency policy – to achieve market transformation towards more efficient products and services. It presents market barriers that call for policy interventions, but upgrades the list of usually addressed barriers with behavioural and societal aspects of energy efficiency related decisions. Established methodology for energy efficiency market assessment includes upgraded model of barriers to energy efficiency. Focus of this paper is how to establish a model of energy efficiency market and to upgrade exisitng model of barriers to energy efficiencies to describe the reality better as to be a basis for policy instruments design. Abstract: The current share of renewable energy sources in electricity production in Croatia is very high, around 50%. Nevertheless it is expected that the share of renewables will have to rise and efficient strategies must be examined and adopted. The Croatian government has recognised the important role renewable energy sources could play in Croatian energy and electricity supply. The most important barrier for a wider deployment of renewables in energy production is their cost which is still above those of conventional energy sources. As the energy market is currently undergoing the process of liberalisation, support mechanisms that are compatible with an open market philosophy must be adopted. The characteristics of the Croatian power system, the expected consumption, growth and possible future role of renewables in energy and electricity production is presented. In many modern buildings, different monitoring and control systems are used, but majority of them are not directly connected with the energy consumption optimisation. This paper presents a concept of an integrated performance monitoring system for promotion of energy awareness in buildings. The reference architecture of the envisioned system evolved from the traditional management structure, plan-do-check-act model. Traditional plan-do-check-act model has been upgraded with the integration of prediction engine, knowledge repository and modern scientific approaches for supporting energy awareness including early warning, optimisation and supervision. The proposed concept is constituted upon three modules: (1) data acquisition and processing, (2) knowledge repository, (3) performance monitoring system including prediction engine, consumption modelling, emissions calculation and decision support. The concept of three modules evolved from the idea to enrich existing solutions with the awareness about possible future abnormal situations and to enable preventive actions. Presented case study represents a repeatable application of the energy cost centres based modelling of energy consumption in educational and research buildings by using neuro-fuzzy modelling approach. Initial testing results are indicating the potential of electricity savings up to 15% enabled by visualisation and awareness about electricity consumption. [ABSTRACT FROM AUTHOR]
