Globalisation of labour has led to the migration of skilled workforce; known as 'brain drain'. To our knowledge, this paper is the first study which analyses brain drain from Türkiye through administrative register evidence of non-return bachelors' degree graduates. The analysis micro dataset in the paper is based completely upon administrative registers of public institutions of Republic of Türkiye. These public institutions including Ministry of Interior, Directorate-General for Population and Citizenship Affairs for residence abroad data, and Council of Higher Education of Türkiye (CoHE) for higher education data. The results were analysed through descriptive statistics. The results indicate that brain drain rate of bachelor's degree graduates is 3.23 per cent in the year 2020. The rate is calculated through considering 55,918 non-return graduates out of total number of 1,730,955 graduates. The most popular destinations to brain drain from Türkiye are the United States of America with 22.4 per cent, Germany with 14.3 per cent and the United Kingdom with 11.6 per cent. When it comes to gender distribution, brain drain rate of males is 3.62 per cent and it is 2.84 per cent for females. The results indicated that brain drain rate of bachelor's degree graduates increased more than 50% between the years 2011 and 2020. Therefore, future research is need to investigate the reason behind the high increase rates in brain drain from Türkiye. Residence abroad data used in this paper is based on the statements of Turkish bachelor's degree graduates reside abroad. Therefore, the actual number may even be higher than the figures here. The International Monetary Fund (IMF) has been one of the key actors and at the same time one of the most controversial actors of International Economics since its establishment. There is no definitive answer to the effectiveness and even necessity of the IMF as an international economic organization when some nations see the IMF as a savior and others as the devil in disguise. In such a cloudy environment, it is important to understand how the Fund engages in arrangements, the difficulties of such engagements and to observe as well as rethink the approach of the Fund during times of crisis. To more accurately understand how the IMF and its policies developed into what it is today and why the IMF is an important actor in the development of international economic relations, it is necessary to delve into the foundations and institutional methodology of the Fund. The purpose of this paper is to analyze the approach utilized by the International Monetary Fund in its aim to mitigate crises and sustain a functional international economy, creating an understanding of the benefits and shortcomings of the Fund as well as its functionality. In the turbulent environment that the world finds itself in, following a pandemic, the role of the IMF will be crucial in determining the future of international economics. Therefore, the role of this paper is to shed light on the functionality of the IMF and provide a clear picture of the instruments and approaches the Fund may use in the following months and years. The global financial architecture is struggling to facilitate the sustainable investment needed to address climate change. Some argue that if the Basel III global capital rules treated environmentally friendly assets as being safer forms of capital, banks would be incentivized to hold more of these assets on their balance sheets and extend more green debt, promoting sustainable investment. This paper explores the possible impacts of this reform by combining firm-level environmental, social, and governance (ESG) data with a global general equilibrium model. It finds that the reform would result in a significant reallocation of capital, goods, and services across sectors and economies. It finds that while the reform could significantly increase investment, the investment is not necessarily sustainable and not all countries benefit from cooperation. The paper identifies a range of challenges that need to be overcome for these results to hold, including the reliability of ESG data, inconsistencies in taxonomies and methodologies, and further analysis confirming whether green firms are indeed safer borrowers. This study investigated changes in the internationality of national publishers' journals for the period 1990-2013. The patterns of foreign and interregional authorship in papers and references of 4,199 journals from 3,529 publishers were analyzed. The results revealed that foreign authorship increased from 36% to 62% during the period, but interregional authorship only grew from 77% to 82%. The growth in internationality is not the same across disciplines and regions of the world. Agricultural sciences, psychiatry/ psychology, and economics and business have the least number of foreign authors, while journals in space science, mathematics, and physics have the most. According to the number of both foreign-authored papers and foreign-authored citations, clinical medicine is one of the least international fields. Latin America and Middle East publishers have a greater tendency to publish papers from authors in their countries. In contrast, national publishers in North America have become considerably more international over time. Russia, China, and Brazil publish the least number of foreign authored-papers in their journals, while Switzerland's journals publish the most. [ABSTRACT FROM AUTHOR]

Adrian Wood is right to note a significant shift in official thinking since the publication in 2000 of the DFID White Paper on globalization. This is confirmed by the 2004 White Paper on the same subject, published by the Department for Trade and Industry: there is more emphasis on the institutional pre-conditions for successful liberalization, more on the specificity of individual country experience, more on the plight of losers, and more on the need for social protection. Purpose The purpose of this research paper is to underscore that harmonization of laws, much as it might not offer a lasting cure of tax avoidance and other forms of financial crimes, can enhance the fight against it and subsequently help to forestall it. Tax avoidance has remained an intractable challenge and costs governments astronomical sums of money, largely because taxation is a sensitive issue in the realm of sovereign national jurisdictions. The first part of this paper involves a review of empirical data on tax avoidance to create a context for evaluating theoretical issues on tax avoidance and how they are manifested in practice. It draws examples in a cross-jurisdictional perspective given the global character of tax avoidance and evasion as financial crimes. The last part of this paper discusses possible recommendations that could be implemented to tackle tax avoidance and its attendant challenges on economies.Design/methodology/approach The author has carried out a scoping review of the literature on tax avoidance and myriad of ways used to commit it globally. There was a wealth of data on tax avoidance, evasion, money laundering and harmonization of laws, which was reviewed and applied in undertaking this study. These data were sourced from published academic books, journal articles and online data sources/websites. This paper reflects on and internalizes most recent empirical data on tax avoidance and evasion such as unprecedented leak of millions of files from the database of the world’s fourth biggest offshore law firm, Mossack Fonseca – the so-called “Panama papers”, which has revealed the extent of tax avoidance globally. It also goes an extra length (literally speaking) to underscore important measures that ought to be introduced to address tax avoidance, evasion and money laundering once and for all.Findings The findings of this paper confirm that while harmonization of law has its inherent shortcomings, it is necessary to enhance individual state’s ability to deal with overlapping interstate challenges such as tax avoidance. This paper proffers a thorough analysis of tax avoidance, the varied context in which it is manifested with a view to evaluate measures that could be adopted by states to minimize or forestall it globally.Research limitations/implications This paper has used data on tax avoidance and cognate areas in underscoring inherent challenges in current measures against tax avoidance globally. There were not many studies carried out on the role of harmonization in bolstering states’ efforts against tax avoidance and other financial crimes.Practical implications Paying taxes or avoiding paying it has a direct bearing on people, societies and national governments. It is therefore important that states adopt measures to curtail tax avoidance – because it costs governments a lot of revenue.Originality/value Though studies have been conducted on tax avoidance and cognate areas, this paper articulates that harmonization could greatly enhance the fight against it globally. This paper will appeal to tax authorities, banks, governments, policy makers, oversight financial institutions and those who have a vested interest in regulation of financial crimes globally.
