Abstract

The article examines the effectiveness of the California Child Passenger Safety Law as well as its limitations. The intended benefits of child passenger safety laws include reduction in trauma and death and a reduction in medical costs. However, one of the limitations of such laws is the reliance on police records in which several studies have indicated that police report data appear to underestimate the magnitude of motor vehicle injury rates.
