The mechanism of interaction between the public and private partners at realization of projects in the form of public-private partnership is given. Foreign experience is analysed; the key prerequisites of the establishment and development of public-private partnerships in modern Russian economy are identified.

The public private partnership is a basis of the theory of mixed economy. Transition to economy model with the developed institutional form of partnership is the most real option of an exit of Russia from crisis. Updating of various models of the partnership, connected with regional, branch features, mentality, an environment provides not only production, but also renders multiplicate economic effect, strengthens social stability. Scientific novelty of the executed research consists in creation of the concept of development of PPP institute in the conditions of increase of global and in-Russian transformation processes and justification of methods of the state support.

The article is devoted to analysis of interests that stimulate a private partner to joint activity with the state and advantages they obtain from realisation of projects of the state-private partnership (SPP). It marks out main features and fields of application of the state-private partnership. It underlines that an important prerequisite for motivation of the private sector to enter into partnership relations with the state is observance of clear law competent formal rules in the institutional system. The article identifies potential and basic advantages of the use of the form of the state-private partnership when realising large-scale projects of the national significance. It shows, in particular, that the main advantage of SPP compared to other types of legal relations between the authorities and private sector is the optimal distributions of powers with respect to control over the joint activity on provision of services to the population, in the result of which a desired result will be achieved by both parties. The author believes that the main advantage of SPP for private business is a possibility to expand investments into those branches of the socio-economic life of the country, which earlier was the realm of the state investments.Статья посвящена анализу интересов, побуждающих частного партнера к совместной с государством деятельности, и преимуществам, которые он получает от реализации проектов государственно-частного партнерства (ГЧП). Предварительно выделены основные признаки и области применения государственно-частного партнерства. Отмечается, что важной предпосылкой для мотивации частного сектора на вступление в отношения партнерства с государством является соблюдением четких правомочных формальных правил в институциональной системе. Определены потенциальные и основные преимущества использования формы государственно-частного партнерства при реализации масштабных проектов общегосударственного значения. В частности, показано, что основным преимуществом ГЧП в сравнении с другими видами договорных отношений между органами власти и частным сектором является оптимальное распределение полномочий относительно контроля над совместной деятельностью по предоставлению услуг населению, в результате которой будет достигнут желаемый результат для обеих сторон. Основным преимуществом ГЧП для частного бизнеса автор считает возможность расширения инвестиций в те отрасли социально-экономической жизни страны, которые раньше считались сферой государственных капиталовложений.
