At Asuwei and Liulitun in Beijing, two similar NIMBY facilities were proposed. Why did one incinerator survive, while the other was aborted? This article aims at explaining this puzzle and finding a solution to address the NIMBY problem that happens all across China today. With thorough comparative case studies, this article argues that a knowledge-based participation initiated by a policy entrepreneur from the public is helpful in addressing this problem. The decision to invest in a project is very difficult. Therefore, before developing a project, we need to determine whether the idea of a project is feasible, if the investment of resources in the project is profitable for the promoter and creates added value for its beneficiaries. Also, if there are several scenarios to solve the project problem, you need to decide which one is the most advantageous. Here comes the costbenefit analysis, a financial management tool used by decision-makers to help substantiate decisions on financing investment projects. The paper reviews the methods used in the cost benefit analysis and the case study is used as the research method, the article presenting the financial assessment for an investment project for the construction of a waste incinerator with energy recovery. Incineration plants and derelict industrial sites can have a number of adverse effects on the local environment and social welfare, including diminution of property values. Although many incineration plants exist in China, there has been relatively little research done to estimate the negative externality affects there. In this paper, we examine the effects of the Nengda municipal incineration plant in Hangzhou city on residential property values. We employ a hedonic pricing model to examine the sales of over 500 residential condominium units in over 20 multifamily buildings within ten kilometers of the incineration plants over a one-year-period including 2014. The results show that proximate properties show decreases in initial listing price of up to 25.9%, declining monotonically until the effect is gone at three kilometers from the incinerator. Abstract: Municipal solid waste incinerators are designed to enhance the electrical efficiency obtained by the plant as much as possible. For this reason strong integration between the flue gas cleaning system and the heat recovery system is required. To provide higher electrical efficiencies acid gas neutralization process has the major importance in flue gas cleaning system. At least four technologies are usually applied for acid gas removal: dry neutralization with Ca(OH)2 or with NaHCO3, semi-dry neutralization with milk of lime and wet scrubbing. Nowadays, wet scrubbers are rarely used as a result of the large amount of liquid effluents produced; wet scrubbing technology is often applied as a final treatment after a dry neutralization. Operating conditions of the plant were simulated by using Aspen Plus in order to investigate the influences of four different technologies on the electrical efficiency of the plant. The results of the simulations did not show a great influence of the gas cleaning system on the net electrical efficiency, as the difference between the most advantageous technology (neutralization with NaHCO3) and the worst one, is about 1%. According to the article, the announcement by Indaver of its intention to submit a planning application for two incinerators was met with fierce opposition from the . It recalls that the company had not been particularly perturbed by the planning refusal as it felt that it would win the subsequent appeal. This article discusses the use of olivine in the gasification of plastic waste. Olivine acts as a catalyst to reduce the hydrocarbon presence and increase the thermal efficiency of synthetic gases (syngas). Syngas is produced from plastics using a bubbling fluidized bed air-gasification process. A laboratory gasification plant for polyethylene pellets was used to measure the effect of olivine in carbon mitigation. The chemical stages of this mitigation process are described. The significance of developing new gasification technologies for waste management purposes is noted.

This investigation examined the predictors of the acceptance of waste incineration facilities. A survey was conducted of a random sample of the residents in two sites where an incinerator was planned (450 participants in Study 1 and 300 in Study 2). Attitudes towards the incinerator were mainly predicted by the perception of the risks as dread, positive expectancies about the project, trust in social actors involved in the process, perceived distributive justice, and distance of residence to the site. The relationship between distance of residence and attitude towards the incinerator was partially mediated by perceived risk, perceived justice, and expectations. As expected from the elaboration likelihood model, substantive peripheral cues were better predictors of attitudes for involved than for noninvolved dwellers. [ABSTRACT FROM AUTHOR]
