Numerous scholars have noted that the majority of prisoners will be reincarcerated within three years of their release. However, while there has been extensive research on recidivism, much less attention has been paid to the reentry process in the sociological and criminological literature. Given the high rates of former prisoners reentering society with struggles that may affect their friends, family members, and communities, policymakers and practitioners should understand the successful methods for their reintegration. In this paper, we explore the conduits and barriers to reentry for a sample of San Bernardino county callers using United Way's 211 Reentry Call Center from 2014-2015. We find that human needs resources (i.e. housing, clothes, and food assistance) and legal assistance are the two most frequently requested services. The callers in our sample have intersecting, disadvantaged identities and require multiple services which suggests a need for collaboration across agencies.

As worldwide food prices rise, there is a growing interest in understanding the effect of these increases on households. Building on previous work, while applying recent methodological advances, we focus our attention on México during the COVID-19 pandemic. We document these price escalations for a basket of foods representative of Mexican households' diets. The price increases are substantial across the basket, ranging from 20 percent in meat to 40 percent in tortilla. Using these estimates, we calculate the welfare effect from the recent food price escalation to cost households $17.07 billion annually, close to 1.5 percent of Mexico's Gross Domestic Product in 2020. We estimate households would need to increase their food expenditure budgets by 28.66 percent, the compensating variation, to achieve pre-price increase utility levels. [ABSTRACT FROM AUTHOR]

Since joining the North American Free Trade Agreement, Mexico has increased its meat production and exports and become more dependent on imported feedstuffs such as genetically engineered (GE) corn. Mexico recently banned the use of GE corn in corn‐based foods and called for a gradual substitution away from the use of GE corn for other uses (e.g., feed). This paper considers how a complete ban on GE corn might affect Mexican households using a computable general equilibrium (CGE) model to simulate the impact over the medium run (5 years). Results indicate that Mexico decreases corn imports by 76.9% and increases corn production by 65.6%—an increase that would require 3.3 million hectares more land for corn. The policy leads to a 24.8% increase in Mexico's corn price and up to a 6% increase in the prices of other agricultural products. But Mexico might have difficulty shifting land to corn; as such, we consider an alternative scenario that restricts land movements. We find that impacts are further exacerbated in this scenario—for example, corn prices triple. Our final contribution is to pair these results with a compensating variation calculation based on the almost ideal demand system. We find that Mexican households would need to spend, on average, between 6.7 and 13.9% more on food, depending on the scenario, to compensate for the resulting price escalations. We adapt a Ricardian general equilibrium model to the setting of U.S. domestic agri‐food trade to assess states' vulnerability to adverse production shocks and supply chain disruptions. To this end, we analyze how domestic crop supply chains depend on fundamental state‐level comparative advantages—which reflect underlying differences in states' cost‐adjusted productivity levels—and thereby illustrate the capacity of states to adapt to and mitigate the impacts of such disruptions to the U.S. agricultural sector. Based on the theoretical framework and our estimates of the model's structural parameters obtained using data on U.S. production, consumption, and domestic trade in crops, we undertake simulations to characterize the welfare implications of counterfactual scenarios depicting disruptions to (1) states' agricultural productive capacity, and (2) interstate supply linkages. Our results emphasize that the distributional impacts of domestic supply chain disruptions hinge on individual states' agricultural productive capacities, and that the ability of states to mitigate the impacts of adverse production shocks through trade relies on the degree to which states are able to substitute local production shortfalls by sourcing crops from other states. According to the current Intergovernmental Panel of Climate Change report, climate change will increase the probability of occurrence of droughts in some areas. Recent contributions at the international level indicate that trade is expected to act as an efficient tool to mitigate the adverse effect of future climate conditions on agriculture. However, no contribution has focused on the similar capacity of trade within any country yet. The U.S. is an obvious choice given that many climate impact studies focus on its agriculture and around 90% of the U.S. crop trade is domestic. Combining a recent state‐to‐state trade flow dataset with detailed drought records at a fine spatial and temporal resolution, this paper highlights first that trade increases as the destination state experiences more drought and inversely in the origin state. As a result, crop growers' profits depend on both local and trade partners' weather conditions. Projections based on future weather data convert the crop grower's expected loss without trade into expected profit. As such, this paper challenges the estimates of the current climate impact literature and concludes that trade is expected to act as a $14.5 billion mitigation tool in the near future.
