With increasing activities of multiple sectors in marine spaces, management of marine social–ecological systems requires more holistic approaches. Adopting such an approach, however, presents difficult institutional and disciplinary challenges. Here, we use the International Council for the Exploration of the Sea (ICES) as a case study on the implementation of ecosystem-based management (EBM) and integrated ecosystem assessments (IEAs). ICES includes EBM and IEAs in its Science Priorities and established IEA Working Groups (WGs) to carry out regional IEAs. But to what degree does this IEA WG work follow best practices? We examine policy documents, academic literature, and interview data from chairs of all IEA WGs. Results indicate mixed success. All groups acknowledge the holistic goals of IEA, and many use the IEA model as laid out by Levin et al. However, we found a significant variation in the degree to which the full model is applied. We identified two primary areas for improvement: (1) integration of social and economic issues and (2) involvement of stakeholders. We offer examples of how WGs have been making progress towards full IEAs, discuss how ICES can further support this transition, and suggest lessons with respect to the adoption of EBM and IEAs more broadly. Several shrimp trawl fisheries use a Nordmöre sorting grid to avoid bycatch of fish. However, small fish can pass through the grid. Therefore, the retention of juvenile fish often remains an issue during shrimp trawling. We investigated the vertical distribution of deepwater shrimp (Pandalus borealis) and dominant bycatch species at the point where the Nordmöre grid section is installed. This was achieved using a separator frame which split the net vertically into three compartments of equal entry size. Our results showed that shrimp predominately follow the lower part of the trawl belly, whereas species such as redfish (Sebastes spp.), cod (Gadus morhua), polar cod (Boreogadus saida) and American plaice (Hippoglossoides platessoides) preferred the mid-section in the aft of the trawl. Haddock (Melanogrammus aeglefinus) primarily entered through the upper section of the trawl belly. Using these results, we predict that a vertical separation device installed forward of a 19 mm Nordmöre grid combined with a 35 mm codend would result in a significant reduction in bycatch with only minor loss of shrimp. We present a framework for results-based management (RBM) of commercial fisheries. The core idea of RBM is to reduce micromanagement by delegating management responsibility to resource users. The RBM framework represents an industrial organization approach to co-management and comprises three defining processes, conducted by three independent "agents": (i) an "authority" defines specific and measurable and achievable objectives (outcome targets, OTs) for the utilization of fisheries resources, (ii) resource user organizations (termed "operators") take responsibility for achieving these OTs and provide documentation that (iii) allows independent "auditors" to evaluate the achievement of OTs. Using incentive mechanisms, notably deregulation, RBM grants operators the flexibility to develop and implement innovative and cost-effective ways to achieve OTs. The feasibility of implementing RBM in five European fisheries was investigated in cooperation with relevant stakeholders through artificial planning processes and computer simulations. The operators involved were enthusiastic, and new management plans were drafted based on the framework. These included socioeconomic OTs in addition to traditional stock objectives, encompassing an ecosystem approach. Several issues are in need of further research to consolidate the approach and prepare the ground for practical implementation, including: the specification of the legal and regulatory framework required to underpin RBM, details of transitional arrangements when shifting towards RBM (including cost-sharing) and the development of necessary organizational capacity for operators. Initially, we therefore envisage the framework being applied to high-value single-species fisheries, with a limited number of participants, which are adequately represented by a competent organization. What role should science take when providing advice in support of policy and politics? Should a provider of science-based advice have its own position on the issues it provides advise on? Or should it be as impartial as possible from the value and policy context of the advice? This theme, long debated, gained new attention in fisheries and marine governance. Starting from theoretical concepts and stylised models, this study attends to a theory-practice gap by investigating concrete advisory practices. We analyse roles that the International Council for the Exploration of the Sea (ICES) takes when producing and delivering science-based advice. ICES is an interesting case because its long history as advice provider offered it unique opportunities to consolidate and refine its advisory role. Published by the Advisory Committee in ICES, the 2021 "Guide to ICES advisory framework and principles" describes the overarching framework to ICES advice and the principles it builds on. Based on this guide, we analyse the forms of science-policy interactions and roles that ICES takes as advisor, how these roles are enabled, and the challenges they involve. We find that ICES takes different roles vis-à-vis policy and society for different contexts in which it provides advice. Our analysis of ICES' advice portfolio provides lessons on how different advice products can be developed through structured processes in a way that helps to bridge the boundary between science and policy and support the enactment of what ICES sees as appropriate advisory roles. Discard bans have been proposed as part of management policies aimed at balanced harvest (BH). Nationwide discard bans exist in several countries, including Chile, the European Union, Norway, and New Zealand. Weanalysed experiences from these countries to determine whether or not discard bans are in contradiction with BH, based on six aspects: policy objectives, species/sizes applicability, accompanying technical measures, atsea monitoring and control, and possible impacts. When discard bans are fully implemented, fishing operations change to more selective fishing, typically targeting bigger individuals of main commercial species. This is consistent with the primary objective of many discard policies, i.e. to reduce unwanted catch. In contrast, proponents of BH argue that broader catch diversity, a product of a widespread harvest strategy, should be sought to avoid major impacts on the ecosystem. Our analysis demonstrates that the scope of discard bans is often limited to main commercial species, although usually they can be extended to include more ecosystem components. Some of the policies examined also prohibit the use of unwanted catches for human consumption, thus limiting their effective use. However, the implementation of discard bans requires high levels of at-sea monitoring and effective control, and/or strong incentives to fish more selectively, neither of which applied in most cases examined. Weconclude that if discard bans were set differently, they could contribute to fishery management policies aiming at BH. Their goals should be in line with BH, i.e. to reach a wider global harvest pattern, or at least be established within management regimes that promote high compliance. Finally, the extent to which a discard ban contributes to achieve BH depends also on the relative importance of the ecosystem benthic and megafauna components. [ABSTRACT FROM AUTHOR]

Abstract: We propose a framework for enabling a systematic evaluation of a fisheries resource management system, which we define as a feed-back mechanism coupled to a fishery. The resource management system includes four basic functions: diagnostics, intervention, goal setting, and decision making. This model allows for the development of an evaluation framework for fisheries resource management by facilitating a typology of failures. We suggest that the potential for systemic and interdisciplinary learning will be significantly enhanced through the process of developing such a framework. [Copyright &y& Elsevier]

The article discusses the development of coastal cod fishing quotas in Norway from the 1970s to 2007, with a particular focus on the Individual Transferable Quotas (ITQs), which allows the trading of fishing quotas. An overview of the relationship between property rights and fish, including the transition of fishes' status from common property to private property, is provided. The Virtual Population Analysis (VPA), which is an assessment model used to manage the resources of fisheries and as a parameter to devise the Total Allowable Catch (TAC), is discussed.

Policy and knowledge in fisheries management: a policy brief. – ICES Journal of Marine Science, 64: 798–803.The EU project Policy and Knowledge in Fisheries Management investigated the use of biological knowledge in various parts of the fisheries system, using North Sea cod as a case study. The project examined the way scientific advice was generated from technical and institutional perspectives, as well as the way claims about science appeared in both policy-setting and in public debate through the press. The results suggested that many people involved in the system want a new way to reflect about science in management. People from all major stakeholder groups are calling for a more interactive system of producing a common knowledge base. Such a system could bring uncertainty from its current marginal role as the leftovers of certainty to the heart of the science process.
