This study investigates the participation of countries in one of the leading international library organizations, IFLA. IFLA has aimed to strengthen libraries for a more literate, informed and participatory society. Its structure includes Sections, a Governing Board, and Regional and Professional Divisions. From an exploratory investigation on the IFLA web pages, the author surveyed the participation of countries in the entire structure, the nationality of the presidents and the headquarters of the World Library and Information Congress. The need for the organization to expand its regional diversity through internal policies stands out, since Global South countries, such as those in Latin America and Africa, occupy few places. Since IFLA is the main global entity in librarianship, it is essential to expand these representations, from participation in its structure to the possibility of a president-elect from these regions or the largest congress being hosted in these areas more often. This article ponders Israeli-Druze relations during Lebanon's 1983 War of the Mountain in light of derestricted sources pertaining to the Robert C. McFarlane mission in Lebanon. After the assassination of the Lebanese President-elect Bashir Gemayel in September 1982 and the rise to the presidency of his brother Amine, Israel's relations with Lebanon's Christians soured. By contrast, Israel's connections with the Lebanese Druze intensified, and the Israeli Prime Minister Menachem Begin threatened to establish a "Druze Canton/Israeli Protectorate" in the Shuf-Aley region. Ostensibly, Walid Jumblatt, the leader of the Druze community, allied himself during the Lebanese Civil War with the Palestine Liberation Organization (PLO) and Syria. Untapped diplomatic documents show, however, that Jumblatt also courted Israel and developed ties with the Menachem Begin administration. Uri Lubrani, an Israeli official who recruited members of Israel's Druze community to serve in the Israeli Defense Forces (IDF) in the 1950s, played an important role in developing Israel's ties with Jumblatt. In this paper, I flesh out the dynamics of Israel's discrete relations with Lebanon's Druze community and their implications on the trajectory of the Lebanese conflict. [ABSTRACT FROM AUTHOR]

Despite advising on thousands of important decisions, who serves on presidential transition teams in the United States is largely unknown. The secretive and transient nature of transition planning explains why this is the case, but also reinforces why it is important to have a better understanding of who a president‐elect might choose at this critical moment of the transfer of power. This article develops a theory of the transition team as well as a typology based on two factors: expertise and status. Given the combative drafting process of a new Chilean constitution under the government of left-wing president-elect Gabriel Boric, this paper retrospectively analyzes three documentaries by Patricio Guzmán over the past decade--Nostalgia for the Light, The Pearl Button, The Cordillera of Dreams--to argue that they represent a post-transitional trilogy that departs from Guzmán's previous works during Augusto Pinochet's dictatorship and transition to democracy. Taking heed of Chile's extended cartography of disappearance of both indigenous minorities and political dissidents, this study steers away from human-centric critique of documentary historiography, instead delving into Guzmán's chronotopic presentations of two nonhuman actors: grand landscapes on the macroscale and small objects at the microscale. This paper demonstrates how their affective materiality, by running through and across human and nonhuman bodies, leads to excavations below History's surface, conjuring up small histories of the abovementioned two categories of los vencidos obliterated from postcolonial-ethnocentric and neoliberal-authoritarian imageries. Relying on non-representational methodology and theory of haptic visuality--respectively these destabilize human/landscape and human/thing dichotomies while converging on nonhuman affect--it proposes that it is through evocation of sensations that Guzmán's post-transitional aesthetics form diligent inquiries into the palimpsest of Chile's collective and individual counter-memories. Numerous European leaders have formed cabinets that contain equal numbers of women and men. But forming a gender-equal team at the center of the European Union remains a particularly difficult undertaking. This article analyses the case of Ursula von der Leyen, who, in 2019, set out to form a gender-equal college of commissioners. It analyses why von der Leyen's first leadership project did not initially succeed and assesses the longer-term prospects of gender equality in the European Commission. Employing a framework drawn from studies of Commission leadership, commissioner selection, and gendered executives, it conceptualizes Commission presidents-elect as constrained selectors. Even with personal dispositions that support gender equality and access to powerful institutional resources, treaty-based rules and situational settings obstruct the ability of presidents-elect to achieve their representational goals. What explains the electoral difference in Florida between the county-level vote received by Republican (R) President-elect Donald Trump and Florida U.S. Senator Marco Rubio (R) in the 2016 Florida general elections? Regression analysis is used to examine both support for Trump and Rubio, and the difference in support between these two once rival candidates in 2015-16 for the U.S. Presidency. The results indicate that President-elect Trump did better in Florida counties with larger percentages of lowereducated Whites, lower-income households and higher-unemployment rate. Instead, Senator Rubio performed better than Trump in Florida counties with larger numbers of Cuban and non-Cuban Hispanics, plus women and voters not registered with either of the main parties. On November 7, 2020, after being declared the winner of the 2020 presidential election, Joseph R. Biden delivered his President-Elect victory speech to a crowd in Wilmington, Delaware. Through a generic analysis of religious language in Biden's victory speech, I suggest that Biden uses religious language in the tradition of American civil religion in an attempt to unify the country after a highly divisive and contested election, as well as to provide hope and comfort in the midst of a global pandemic. While Biden's address adheres to the themes previous research has associated with the President-Elect victory speech genre, his address appears to utilize religious language more frequently than other victory speeches. I suggest that this is partly due to the unique circumstances in which Biden delivered his address: during a global pandemic, without the concession of his opponent, and at a time when many Americans refused to acknowledge the legitimacy of his election. Because there was no concession speech delivered by his opponent, Biden's President-Elect victory speech attempted to achieve all of the objectives usually accomplished by a victory speech working in conjunction with a concession speech. Over the past six decades, the presidential transition scholarship has grown increasingly rich, yet little systematic attention has been paid to the foreign policy activities of the president‐elect. The idea that the United States has "one president at a time" may be a constitutional reality, but it is also a political fiction, more honored in the breach than in the observance. This article demonstrates how U.S. foreign policy operates along several simultaneous tracks during the formal transition period between the election and inauguration. We develop and illustrate a new framework for understanding the underexplored role and significance of the president‐elect as a foreign policy actor during the era of the "modern presidency." By refuting the notion that the president‐elect is a nonentity, this article lays the foundation for more active exploration of the foreign activities of presidents‐elect and their impact on U.S. foreign policy. Harry Markowitz had a great influence on my career, first as a source of new ideas and later as a mentor and friend. My relationship with Harry started when I discovered his 1959 book, Portfolio Selection Efficient Diversification of Investments, while I was a Ph.D. student at Columbia University. In 1963, I was looking for inspiration for my Ph.D. thesis. I stumbled across Harry’s book in the Columbia library. I read this book cover to cover. It changed the way I thought about finance and helped me formulate and finish my thesis. Later, when Harry was Vice President (President-Elect), the term of the editor of the Journal of Finance expired. It was the Vice-President’s job, together with the board of the AFA, to select a new editor for the Journal of Finance. I was delighted when I got Harry’s call asking me, along with my frequent co-author (Ned Elton), if we would like to be co-editors of the Journal of Finance. Naturally, we accepted and remained as co-editors for five years. In 1994, I was elected as President of the American Finance Association. To be elected, one first has to be nominated, along with one other candidate to stand for election. I think that Harry selecting me to be co-editor of the Journal of Finance, and the five years I spent in that role, generally increased my name recognition and contributed to my being elected as President of the AFA.
