Concerns about racism and race equality have been widely reported in the first decades of the 21st century, following the Black Lives Matter protests and campaigns such as 'Rhodes Must Fall'. Yet 'race' remains largely absent from policy debate and research concerning further education colleges in the four countries of the UK, particularly in relationship to leadership and governance. The focus of this paper is on who governs and why it matters. Governors and trustees play an increasingly visible and significant role in public, private and charity sector organisations, but diversity on governing bodies of further education across the UK remains patchy and is seen as a major challenge. The paper reports on what is known about the composition of governing bodies and what this tells us about the involvement of governors from black and minority ethnic backgrounds at the present time, drawing on a three-year project which examined the processes and practices of governing in the four countries of the UK. The findings highlight the continuing absence of governors from black and minority ethnic backgrounds on college governing boards and suggest that normative, invisible assumptions of how governing gets done persist, with black and minority ethnic governors often little more than a token gesture of adding diversity to the faces on the board.

The appointment of student governors to the governing board is mandatory in further education (FE) colleges across the UK. There is, however, confusion and lack of clarity over the role of the student governor, and little empirical research, especially involving direct observation, has been undertaken which sheds light on this. This paper examines how the role of the student governor is understood by governing boards and how it is enacted in practice. Over one calendar year, we observed and video/audio-recorded governing board meetings in eight FE colleges across the UK, two in each UK country (England, Northern Ireland, Scotland, Wales). In addition, we interviewed key actors and spoke to student governors. Our findings reveal a lack of understanding about the role of the student governor which creates a tension between student governors acting in an advisory capacity as part of the governing body, and student governors representing learner voice. We conclude with recommendations for boards aimed at facilitating meaningful engagement of the student governor in governing processes.

The English further education (FE) sector caters for young learners who are regularly defined as at risk due to a range of economic and social challenges, as transitions from youth to adulthood become more protracted, and inequalities amongst young people and between generations persist and deepen. At a time when policy places increasing responsibilities on governors and leaders to balance college performance and cost-effectiveness against FE's long-standing social justice mission, this article analyses how this tension plays out through the discursive construction of young learners by two English college governing boards. We use a critical discourse analysis approach to connect how young learners are 'talked into being' through the micro-level processes of governing within the wider context in which college governing operates. We argue that, despite a wider drive for governors to interact with learners, their understanding of learners is dominated by data, through which young learners in particular are constituted as "a" risk rather than "at" risk. We explore the discursive constructions of young learners that ensue in this data-dominated context, and the social practices governing boards use to manage the risks posed by young learners. We highlight the different positionings of governors and college senior managers within these constitutive practices, arguing that the ways young learners are discursively constructed is revealing of a central tension in college governing practices--that between the high-performing and the socially just college.

Although all young people in England are entitled to a full-time, state-funded education suitable to their needs, every year some are without a school place and must be found one through local fair access protocols. This paper uses the enactment of fair access protocols in one local authority to examine the impacts of policy shifts to increase the power of self-governing schools and reduce the role of local authorities in ensuring local educational inclusion. Drawing on observations of two fair access panel meetings and a school's preparations for these meetings, alongside Foucault's theorisation of relationships between local practices and wider policy conditions, I argue that particular tactics are produced through fair access practices, which prioritise procedural fairness to schools and serve to categorise perceived risky young people. This interpretation of fairness arises out of a policy landscape of tensions, which requires schools to balance individual performance priorities alongside collective duties for inclusive and equitable education, and turns what should be an inclusive policy into another facet of the increasingly nuanced exclusionary architecture of English education. The findings are internationally relevant given global support for self-governing schools which is creating new issues for the educational inclusion of marginalised populations. The article describes several case studies of secondary schools to assess the effectiveness of inclusive practice and attainment. Topics mentioned include the key characteristics of inclusive practice, the benefits of human relationships and shared values, some challenges to inclusion, the key ares of practice, and the role of governance, leadership and culture.

In schools, the notion of "care" is often synonymous with welfare and disciplinary regimes. Drawing on Foucault, and a study of alternative education (AE) across the UK, and looking in depth at two cases of complementary AE, we identify three types of disciplinary regimes at work in schools: (1) dominant performative reward and punishment, (2) team-building, and (3) therapeutic. We argue that while all three regimes aim to steer identified students back to the norm, the two complementary approaches that we saw avoided the narrow instrumental behaviourist approaches of the dominant pattern. In so doing, they also opened up wider horizons of possibility and ways to be and become.

In the English context, complementary alternative provisions (APs) can make specific positive contributions for young people at risk of exclusion from mainstream school. Whilst recognising the potential value of all complementary AP that is carefully selected and of high quality, we problematise the "repair and return" rationale that continues to underpin the commissioning of some provisions. Drawing on two case studies, we explicate the nature and value of partnership working between complementary provider and mainstream school. We argue that when a productive partnership happens (1) schools take greater responsibility for young people at risk of exclusion, and (2) there is the potential to encourage wider shifts in the learning context of the mainstream school in ways that are beneficial for a larger group of pupils. Such wider transformations in the mainstream context may be particularly beneficial given the current performative regimes that dominate English education policy, and focus schools' work on the achievement of key data targets rather than inclusive practice. We reflect on what can be learnt from these cases in relation to the evolving AP policy context in England.

Their behaviour is seen as needing to change. In this paper, we examine the behavioural regimes at work in 11 AE programmes. Contrary to previous studies and the extensive "best practice" literature, we found a return to highly behaviourist routines, with talking therapeutic approaches largely operating within this Skinnerian frame. We also saw young people offered a curriculum largely devoid of languages, humanities and social sciences. What was crucial to AE providers, we argue, was that they could demonstrate "progress" in both learning and behaviour to inspectors and systems. Mobilising insights from Foucault, we note the congruence between the external regimes of reward and punishment used in AE and the kinds of insecure work and carceral futures that might be on offer to this group of young people.

This article examines how theory features in the research literatures concerning the English alternative (education) provision (AP) sector. Despite increasing interest over the past decade in how AP can (re)engage school-aged young people in learning, there has been no comprehensive review of the theoretical ideas used to understand, analyse, and inform practice in the sector. This article presents a framework for categorising the literature on AP, which refer to theory. This framework is of international relevance and can be used by researchers who are seeking to understand the state-of-knowledge on AP in their own contexts. Applied to the English context, this framework demonstrates trends and gaps in the ways theory is used to frame and understand the sector by researchers and practitioners. The framework highlights a shortage of published research which seeks to understand how practitioners in English APs understand, and use, theoretical ideas, concepts, and frameworks to inform their work with young people. We also find that theories drawn from psychological and therapeutic orientations are more common than those drawing on socio-political framings. We reflect on the causes and implications of these trends and gaps and conclude with suggestions for future research to better understand them. [ABSTRACT FROM AUTHOR]
