The paper aims to present the research results concerning the pragmatic dimension of the participation of young people in selected organisations working in Poland and Ukraine. The research was comparative. Data collection involved a search of secondary data sources. All the available documents posted on the websites of the investigated organisations, including their statutes, rules and regulations, reports and accounts covering activities and operations, and social media (Facebook) posts, were analysed. An analysis of the data's content for the "pragmatic dimension of participation" category led us to three oppositions: public vs private, physical vs virtual and cyclical vs one-time, which the actions of chosen organisations can define. The results show that despite the differences in the three oppositions of the pragmatic dimension of participation in Polish and Ukrainian organisations, their mission is similar and boils down to taking all actions aimed at involving young people in developing a more democratic civil society in both countries. OBJECTIVES: The article attempts to answer the questions whether "early care as a social prevention service is effective and justifiable in the social service system" and "why it deserves major attention". THEORETICAL BASE: The theoretical background of the article is the early care with an insight into the process of transformation and consolidation of areas of endangered childcare in the Czech Republic. A brief retrospective account and description of current systems in the Czech Republic and abroad were used as further information input resources. METHODS: To obtain theoretical information, the authors analysed relevant literature and documents. A longitudinal research method was then used to collect the required statistical data. The data was obtained from the existing records at a specific early care provider. OUTCOMES: The longitudinal research enabled the authors to analyse the data and to evaluate legitimacy and effectiveness of the service provided to a very vulnerable target group: families with a young child with a limited opportunity to socialize as a consequence of a health impairment. SOCIAL WORK IMPLICATIONS: The conclusions have key implications in the context of a familyoriented social policy as early care strengthens the individual family's capacities and significantly supports psychological, social and somatic development of children. The paper responds to the current situation of building a university counselling service center for students with special needs. It reflects the perspective of an interdisciplinary advisory team APUPA and Department of services to handicapped students at the University of Pardubice. The paper is based on the analysis of data collected by APUPA and Department of services to handicapped at the University of Pardubice. The aim of this paper is: 1) To analyse the system of advice, support and assistance to students with special needs, which is implemented at the University of Pardubice? 2) Suggest a diagram of internal support system for students with special needs including individual advice and special support. 3) To justify the real psychosocial, educational, economic or technical needs of students. An important factor is the individuality of the students with special needs. The results suggest that psychosocial, educational, economic or technical needs of student with special needs are evident. This article also shows that the number of records of the use of specific services provided at the university is significantly increasing. Inclusion the students with special needs to Master's Studies lead to equalization of educational opportunities. The number of students (and applicants) with special needs is, inter alia, an indicator of the quality of high school. These trends are implemented also at the University of Pardubice. The need to participate in the removal of technical, social, information and human barriers in an academic environment is the common goal of interdisciplinary advisory team UPa workers. In the Czech Republic, there is a trend nowadays in supporting families caring for a child vulnerable due to disability. A network of services offering support to these families is growing. Causes of this fact can be found at three different levels, on the child and family side, but also at the support system. Concept of a life quality, and it's various dimensions for this target group, have been neglected until recently. Present time, however, introduces significant changes in an approach to this issue and the concept of life quality in general is getting to the fore within the interagency scope and the social policy. In this particular case it presents a complex construct comprising many subunits. We can look at them from a variety of perspectives and operate with them in many different ways. This paper solves a view at this concept unusually at the background of the specific activities of Early Care Centre in Pardubice. For the paper processing qualitative research strategies have been used – description of organization's material and quantitative survey (evaluation questionnaire for the year 2012). Particular aim of this paper is to describe activities of Early Care Centre in Pardubice which affect the concept of life quality of families with child (early age) vulnerable due to disability. Results analysis of the evaluation survey which is aimed to identify some of quality indicators of service provided in 2012 also at the Centre for Early Intervention in Pardubice and comparison with the material of the National Centre of social services transformation support - A system of services for children and young people with disabilities and their families (Bačáková, 2013). Results evaluate the life quality concept for families with children in early age with the endangered development due to disability from the position of the family, support and assistance provider and support and assistance evaluator. The National Plan for the Creation of Equal Opportunities for Persons with Disabilities 2010-2014 points to, among the other things, the lack of a systematic solution to the conditions for the tertiary education of students with disabilities. Although numerous activities have been in place and operations at the University of Pardubice, this problems is still an issue.
