This study explores how various measures of home learning environment (HLE) collected at different ages are related to each other and explores associations when the effects of significant child and family characteristics are controlled for. Different age-appropriate measures of the HLE were constructed at ages 3, 7, 11, and 14. The measures were derived from parents' reports (3, 7, and 11), but at age 14 both adolescents' self-reports and parents' questionnaires responses were used. Multilevel models tested the effects of earlier measures of HLE on later measures, while the same set of individual and family characteristics were controlled. The early years HLE measure was a significant predictor of later measures of HLE across different phases of education (primary and secondary school). The strength of the relationships between different HLE measures depended on the time lag between measurements but also on the nature of the activities covered in each dimension.

This paper presents a new methodological model termed Airbag Moderation: That the relationship between two variables varies as a function of a third, and that this third variable depends upon one of the others. Airbag Moderation extends and bridges a number of theories and it can be implemented using existing statistical models and software packages. Airbag Moderation is more suitable than Moderation for conceptualizing and testing a range of theories, interventions, and policies across educational, social, and behavioural research. An empirical example demonstrates the effectiveness of UK Sure Start Children's Centres as an intervention in the context of financial disadvantage and the internalizing behaviours of preschoolers. Parallel statistical implementation follows via two Structural Equation Models featuring either a statistical interaction term or a random coefficient. Both indicate that greater use of a Children's Centre is a significant Airbag Moderator of the relationship between financial disadvantage and internalizing behaviours in preschoolers.

UK Sure Start Children's Centres (SSCCs) aim to lessen behavioural disorders yet we lack evidence concerning how this is achieved. This study evaluates one possible mechanism: improved home learning environments (HLEs). Data come from a longitudinal study of 2568 families and children recruited at a mean age of 14 months from 117 SSCCs in England in 2012. Behavioural disorders were measured at 38 months via the Strengths and Difficulties Questionnaire. HLEs were measured at 14 and 38 months via parental interview. Families' use of SSCCs was measured via parental interview at 14, 22, and 38 months. This study suggests that the use of SSCCs is associated with fewer preschool behavioural disorders via intermediate changes to the quality of HLE's. Implications are discussed for social policies and for early years' professionals.

This paper draws on findings from a study of 'inspiring' teachers in order to illustrate the way in which the chosen mixed methods design contributed to the success of the research in addressing its research aims. The study investigated the concept of 'inspiring' and 'inspirational' teaching through recruiting a purposive sample of 17 primary and secondary school teachers in England drawn from nine schools in a single Multi-Academy Trust (MAT). The aim of the study was to integrate and synthesise evidence from a range of perspectives using multiple methods involving a combination of descriptive and numeric data, in order to increase knowledge and understanding of what it means to be 'inspiring' within the current educational landscape. The study fits with the 'numbers and a narrative' tradition reflecting the growing popularity of mixed methods (Gorard & Smith, [Gorard, S., 2006]) and adopted an equal-status, sequential research design that comprised integration of multiple methods including semi-structured interviews with teachers, classroom observations including both descriptive field notes and systematic observation schedules that tapped features associated with effective practice, numeric ranking sheets for teachers and head teachers and a student questionnaire survey that included rating scales and open-ended response questions. The findings reveal clear associations between effective and inspiring practice but also identify particular features that distinguish inspiring practitioners and their practice. Findings concerning the socio-emotional component are highlighted in particular in relation to the emphasis these teachers placed on creating positive relationships with students and a safe supportive classroom climate.

We investigated teacher effects (magnitude, predictors, and cumulativeness) on primary students' achievement trajectories in Chile, using multilevel cross-classified (accelerated) growth models (four overlapping cohorts, spanning Grades 3 to 8; n = 19,704 students, and 851 language and 812 mathematics teachers, in 156 schools). It was found that teacher effects on achievement growth are large, exceeding school effects. Also, the contribution of teachers to student achievement growth was found to accumulate over time. The study advances the field by exploring teacher effects in the context of an emerging economy, contributing further evidence on the properties of teacher effects on student achievement growth and demonstrating the combined use of accelerated longitudinal designs, growth curve approaches, and cross-classified and multiple membership models.

In this paper, we extend a mixed method (MM) approach to lesson observation and analysis used in previous research in England, combining multiple structured observation instruments and qualitative field notes, to provide a framework for studying three videotaped lessons from 3rd-grade US mathematics classrooms. Two structured observation schedules are employed, one subject-specific and research-oriented and the other generic and inspection-oriented. Both instruments were previously developed based on evidence from the teacher effectiveness research (TER) knowledge base. Qualitative field notes, in addition to structured observation schedules, provide detailed narratives for each lesson video. Separate findings from each instrument and approach are presented, followed by an integrated analysis and synthesis of results. Although previous studies used similar methods to analyze teaching practice within broader research designs incorporating additional methods and perspectives (e.g. teacher interviews, pupil assessments, pupil questionnaires), this paper explicitly examines the strengths and limitations of the multi-instrument, mixed method approach to lesson observation. Using multiple observation instruments allows for triangulation as well as consideration of complementary foci (i.e. a content-specific instrument measures fine-grained aspects of practice not emphasized in a more generic instrument, and vice versa). Field notes facilitate rich descriptions and more thorough contextualization and illumination of teaching practice than structured observation ratings alone. Further, the MM approach allows for consideration of lesson features beyond those established in TER literature as sufficient to characterize 'effective' practice.

This article investigates, from the perspective of senior and middle leaders, how secondary principals in England lead their schools to achieve sustainable performance despite policy shifts. Empirical data were drawn from structural equation modeling (SEM) analyses of a questionnaire survey from 309 effective and improved secondary schools in England and longitudinal interview data from a subsample of four case-study schools. The research suggests that what the principals were perceived to be doing successfully was to use policies as opportunities--purposefully, progressively, and strategically--to regenerate coherent cultures and conditions which support the staff to learn to renew their practice.

This study investigates school effects on primary school students' language and mathematics achievement trajectories in Chile, a context of particular interest given its large between-school variability in educational outcomes. The sample features an accelerated longitudinal design (3 time points, 4 cohorts) together spanning Grades 3 to 8 (n = 19,704 students in 156 schools). The magnitudes of school effects on students' growth trajectories were found to be sizeable (generally larger than school effects in Western industrialised countries) and moderately consistent across school subjects. School composition effects on student achievement status were found for both school subjects. However, there was no evidence of composition effects on student achievement growth. The study provides new evidence on the size and nature of school effects in a developing country context based on state-of-the-art methods (i.e., accelerated longitudinal and growth curve models).

Background: Socio‐economic status (SES) is a powerful predictor of attainment. Research has identified multiple mechanisms that underpin the effect of SES on attainment. For example, self‐regulation (processes through which individuals direct and control their attention, emotion and behaviour) has been identified as one mechanism mediating the SES attainment gap. However, previous studies have not directly tested the statistical pathways by which children from lower SES backgrounds develop low self‐regulation skills and subsequently poor attainment at the end of primary school. Adding the home learning environment, which is associated with both SES and self‐regulation, further fleshes out the longitudinal pathways. Aims: We propose and test a new model where the relationship between SES and school attainment is sequentially mediated by the family home learning environment and the child's self‐regulation. Sample: This study uses the Effective Pre‐school, Primary and Secondary Education data set to study 2311 English children. Methods: We measured SES (via socio‐economic disadvantage) based on an index of low parental education, occupation and income at age 3+. The home learning environment was measured by the Home Learning Environment Index at age 3+; self‐regulation was a teacher report on the Child Social Behaviour Questionnaire at age 4+ and attainment was measured via scores on national assessments of English and Maths at age 11. Results: Our measure of disadvantage predicted attainment. The home learning environment predicted children's self‐regulation skills. The relationship between disadvantage and attainment was sequentially mediated by the home learning environment and self‐regulation. Conclusions: These findings suggest that home learning environment and self‐regulation may play a sequential role in perpetuating socio‐economic disparities in education. [ABSTRACT FROM AUTHOR]

Purpose: This article illustrates how successful leaders combine the too often dichotomized practices of transformational and instructional leadership in different ways across different phases of their schools' development in order to progressively shape and "layer" the improvement culture in improving students' outcomes. Research Methods: Empirical data were drawn from a 3-year mixed-methods national study ("Impact Study") that investigated associations between the work of principals in effective and improving primary and secondary schools in England and student outcomes as defined (but not confined) by their national examination and assessment results over 3 years. The research began with a critical survey of the extant literature, followed by a national survey that explored principals' and key staff's perceptions of school improvement strategies and actions that they believed had helped foster better student attainment. This was complemented by multiperspective in-depth case studies of a subsample of 20 schools. Findings: The research provides new empirical evidence of how successful principals directly and indirectly achieve and sustain improvement over time through combining both transformational and instructional leadership strategies. The findings show that schools' abilities to improve and sustain effectiveness over the long term are not primarily the result of the principals' leadership style but of their understanding and diagnosis of the school's needs and their application of clearly articulated, organizationally shared educational values through multiple combinations and accumulations of time and context-sensitive strategies that are "layered" and progressively embedded in the school's work, culture, and achievements. Implications: Mixed-methods research designs are likely to provide finer grained, more nuanced evidence-based understandings of the leadership roles and behaviors of principals who achieve and sustain educational outcomes in schools than single lens quantitative analyses, meta-analyses, or purely qualitative approaches. The findings themselves provide support for more differentiated, context sensitive training and development for aspiring and serving principals.

Educational and occupational aspirations have become an important reference point in policy debates about educational inequality. Low aspirations are presented as a major barrier to closing educational attainment gaps and increasing levels of social mobility. Our paper contributes to this on-going debate by presenting data on the educational aspirations of students from the Effective Provision of Pre-School, Primary and Secondary Education Project in England. We analyse factors that help predict students holding high aspirations. Our findings reveal generally high aspirations across all students but also differences by income group and other background factors. We evaluate the significance of these findings for the existing literature and public policy discussions about the importance of raising educational aspirations. In particular, we question the way in which low aspirations are framed by policy-makers as a major problem in debates around educational inequality.

Research and scholarship into educational effectiveness research (EER) is comprehensively reviewed from the UK, The Netherlands, the US, Cyprus, Belgium, Sweden, France, Germany, New Zealand, Australia, and other societies, dating from the field's origins in the 1970s. Issues include its history, methodological and theoretical advances, scientific properties of school effects, processes at school and classroom level behind these effects, the somewhat limited translation of findings into policy and practice across the world, and future directions for research and practice in EER and for all of the discipline more generally. Future research needs are argued to be a further concentration upon teaching/teachers, more longitudinal studies, more work on possible context specificity, exploration of the cross-level transactions between schools and their teachers/classrooms, the adoption of "efficiency" as well as "effectiveness" as outcome measures, and a renewed focus upon the education of the disadvantaged, the original focus of our discipline when it began.

This paper outlines a theoretical framework which offers an explanation of the complexity of how teachers define their effectiveness in relation to their classroom practice. The research from which this framework emerged was a two-year, mixed method study of 81 primary and secondary school teachers. The use of repertory grid interviews combined with a number of other methods is unique in a study of teachers' practice and, from the elicited constructs, seven key themes emerged. These themes, analysed in relation to three broad career phases, indicate a number of issues important for teachers as they transfer from early- to late-career.

Recent research and policy regarding the advantages of early years provision has focused largely on the enhancement and development of cognitive skills for preschoolers. This study, based in the United Kingdom, focuses on a range of cognitive and social skills and identifies beneficial characteristics of a government pilot scheme for 2-year-olds in areas of social disadvantage. Data were collected from nursery managers and parents across six early years settings using a combination of qualitative and quantitative methods centred around in-depth observational techniques focused on children. Results indicate that in addition to the development of cognitive skills, children showed increased confidence and modes of communication and interaction and that these were associated with the varied activities and routines established within the early years settings. Some variations in terms of frequency and quality of interactions, activities and practice were identified in settings; however, interpersonal support for learning and development was consistent across settings.

Whether or not more effective schools can successfully mitigate the impacts of early disadvantage upon educational attainment remains uncertain. We investigated 2,664 children aged 6-11 years and measured their academic skills in English and maths along with self-regulation at 6, 7, and 11. Experiencing multiple disadvantages before age 5 strongly impaired later self-regulation and academic attainment. However, attending a more academically effective primary school for just a single year was found to partially protect all outcomes at age 6. In addition, more academically effective primary schools significantly lessened the extent to which earlier abilities in reading, writing, and self-regulation predicted these same abilities at age 11. Thus, although attending a more academically effective primary school does not eliminate the adverse impacts of multiple disadvantage experienced at a younger age, it can mitigate them by promoting better academic attainment and self-regulation up to age 11 for children who had experienced more disadvantages. The Effective Pre-school Provision in Northern Ireland (EPPNI) project is a longitudinal study of child development from 3 to 11 years. It is one of the first large-scale UK projects to investigate the effects of different kinds of preschool provision, and to relate experience in preschool to child development. In EPPNI, 683 children were randomly selected from 80 preschools, and 151 children were recruited without preschool experience. Progress was then followed from age 3 to age 11. Preschool experience was related to age 11 performance in English and mathematics. High-quality preschools show consistent effects that are reflected not only in improved attainment in Key Stage 2 English and mathematics but also in improved progress in mathematics over primary school. Children who attended high-quality preschools were 2.4 times more likely in English, and 3.4 times more likely in mathematics, to attain Level 5 than children without preschool experience. This paper illustrates how high-quality preschool has the potential to serve as an intervention within normal populations. Although it is well known that targeted Early Interventions can protect the development of young children from developmental risks, there remains less evidence concerning universal preschool education. To address this disparity, a longitudinal secondary analysis was conducted that examined the psychological development of 2,862 English preschoolers between the ages of 3 to 5 years. A series of aggregated multilevel structural equation models indicated that at age 5 years, instances of significantly protected development were more strongly evidenced when examining (a) cognitive rather than social development, (b) child rather than family-level risks, and (c) the quality of the processes taking place within preschools rather than just the structures. Finally, for preschools that featured only high-quality structures, any partial protection of development was limited to instances of longer durations of child attendance. This article reports the effects of pre-school quality on children's cognitive and behavioural outcomes at age 11 using a large-scale longitudinal study of 3000+ children in England (EPPE/EPPSE). The ECERS-R and a curricular extension to it (ECERS-E) were used to assess the quality of provision in 141 pre-school settings attended by the children. The quality measures were derived from observations throughout the day of interactions and resources related to Literacy, Numeracy and Science learning, as well as observational/interview data related to how each centre catered to diverse needs of children. Multi-level modelling was used to investigate the effects of pre-school quality on children's academic and social-behavioural outcomes at age 11. Pre-school quality significantly predicted most outcomes, after taking account of key child and family factors. More importantly, children who attended low quality pre-schools had cognitive and behavioural scores that were not significantly different from those of children with no pre-school experience. The methods and findings of this large-scale study are considered in terms of the strengths and limitations of "educational effectiveness" designs. It is suggested that mixed methods designs can address many of the limitations. (Contains 9 figures.)

The Effective Classroom Practice project aimed to identify key factors that contribute to effective teaching in primary and secondary phases of schooling in different socioeconomic contexts. This article addresses the ways in which qualitative and quantitative approaches were combined within an integrated design to provide a comprehensive methodology for the research purposes. Strategies for the study are discussed, followed by the challenges of combining complex statistics with individual stories, particularly in relation to the ongoing iteration between these different data sets, and issues of validity and reliability. The findings shed new light on the meanings and measurement of teachers' effective classroom practice and the complex nature of, and relationships with, professional life phase, teacher identities, and school context. Purpose: This study aims to explore the impact of school leadership, particularly that of the principal (head teacher), on school improvement in England. Design/methodology/approach: The study adopts a mixed-methods (MM), longitudinal design to investigate the leadership of a sample of academically effective and improving schools identified from analyses of national assessment and examination data sets. In addition, questionnaire surveys of principals and key staff and 20 qualitative school case studies were conducted. The paper reports results from the questionnaire analyses and changes in measures of school performance over three school years using data from 378 primary and 362 secondary schools. Confirmatory factor analysis and structural equation models (SEM) test direct and indirect effects of school leadership and school and classroom processes in predicting changes in schools' academic results. Findings: The analyses identified robust underlying dimensions of leadership and school and classroom processes and highlighted strategies and actions that school principals and staff had adopted to raise pupil attainment. The SEM models reveal both direct and indirect effects of leadership on a range of school and classroom processes that in turn predicted changes (improvements) in schools' academic performance. Originality/value: This original empirical study presents new results on the leadership of a large sample of effective and improving primary and secondary schools in England. A dynamic model is presented predicting changes in schools' academic performance over three years and identifying direct effects of leadership on school and classroom processes and indirect effects on improvements in schools' academic results. The early identification of young children's special educational needs (SEN), as well as the development of specific strategies to support those children identified with special needs, are increasingly recognised as crucial to facilitating good adjustment to school and to ensuring that such children are helped to reach their full potential in education. Using a large national sample of young children in England whose developmental progress was followed up from pre-school, this study investigates which child, family, home and pre-school factors can be viewed as risk or protective factors for later SEN-status at age 10. The experience of high-quality pre-school education is shown to reduce the likelihood of a child being identified as experiencing SEN in the long run. Teachers' assessments of SEN are found to be strongly related to children's reading and mathematics attainment, but other factors also predict SEN, including a child's age within a year group. In studies of child development, the combined effect of multiple risks acting in unison has been represented in a variety of ways. This investigation builds upon this preceding work and presents a new procedure for capturing the combined effect of multiple risks. A representative sample of 2,899 British children had their cognitive development measured at 36 and 58 months of age along with 10 potential risks during this period of development. Comparing a cumulative index of these risks against the previously undocumented alternative of confirmatory factor analysis using formative measurement, this study found differences favouring the factor analysis. The factor analysis procedure demonstrated greater predictive power of children's cognitive development while it systematically tested two of the assumptions implicit in cumulative risk indices.

The study reported here investigates the role of pre-school education as a protective factor in the development of children who are at risk due to environmental and individual factors. This investigation builds upon earlier research by examining different kinds of "quality" in early education and tests the hypothesis that pre-schools of high quality can moderate the impacts of risks upon cognitive development. Cognitive development was measured in 2857 English pre-schoolers at 36 and 58 months of age, together with 22 individual risks to children's development, and assessments were made of the quality of their pre-school provision. Multilevel Structural Equation Modelling revealed that: the global quality of pre-school can moderate the effects of "familial" risk (such as poverty); the relationships between staff and children can moderate the effects of "child" level risk (such as low birth weight); and the specific quality of curricular provision can moderate the effects of both. Policy makers need to take quality into account in their efforts to promote resilience in young "at risk" children through early childhood services. (Contains 5 tables and 3 figures.)

Under the leadership of Tony Blair New Labour committed itself to raise standards, tackle educational failure and use education to combat disadvantage. This paper examines New Labour's approaches to school improvement, particularly the origins and enactment of "zero tolerance" strategies, the different groups of schools identified as needing remedial action, different intervention strategies for poorly performing and failing schools including inspection, Fresh Start, Academies and the London Challenge. It explores evidence of their impact on school improvement, educational standards and equity. (Contains 3 figures.)

In this paper the authors provide a synopsis of their results to date by organising them in response to four questions. These are questions about: leadership actions that account for sustained improvement or effectiveness in their school over at least several years; how the influence of these actions is exercised; differences among heads' leadership associated with school sector, phase of work and student intake characteristics; patterns of actions taken by heads toward school improvement. For each of these questions they also point to additional research that would be valuable, and their own next steps as well as the research of others.

This paper extends the introduction to the authors' study of successful school leadership and how it influences pupil outcomes begun in the Editorial introduction. Critical to an appreciation especially of the external validity of their results is an understanding of the policy context in which the English leaders in their study found themselves; this is a policy context dominated by concerns for external accountability and increases in the academic performance of pupils. In addition to describing this context, the paper summarises the conceptual and methodological framework that guided the early stage of their research and outlines their mixed-methods research design.

This paper provides an overview of the quantitative features of research design adopted in the Department for Children, Schools and Families (DCSF; formerly DfES) funded, longitudinal mixed method study intended to investigate the impact of school leadership on pupil outcomes. It outlines the way quantitative analyses of national assessment and examination datasets have been used to identify a sample of highly effective and improving schools for further investigation. Some examples of the findings from the interim analyses of survey responses by headteachers and key staff are highlighted in relation to patterns of leadership practices of the improvement group of the school. The categorisation of schools into three distinctive improvement and effectiveness groups reveals statistically and educationally significant differences in certain features and practices. There are important relationships between school context and the school improvement group, and between school context and headteachers' time in post.

The authors of this article discuss how a mixed-methods research team designed and conducted a 4-year study (Variations in Teachers' Work and Lives and Their Effects on Pupils) that tracked 300 teachers in 100 schools in England over a 3-year fieldwork period. The authors discuss processes that led to new knowledge. Although mixed methods are becoming more popular, few published accounts describe in detail how researchers have moved beyond the use and integration of mixed methods to arrive at more synergistic understandings. The advantage of synergistic approaches is their consideration and combination of a greater range of data, resulting in more nuanced, authentic accounts and explanations of complex realities. This article discusses the methodology adopted for the formative evaluation of aspects of the London Leadership Strategy (LLS). The LLS is an ambitious example of a program designed and supported by the National College of School Leadership in England (NCSL) to enhance leadership and management so as to improve the quality of education and raise standards in London schools. The evaluation adopts a mixed-methods strategy to explore impact and identify good practice. Varied sources of evidence are examined including national value-added and attainment indicators, inspection evidence, and the perceptions and experiences of participants. The evaluation focuses on the impact of LLS programs on London secondary schools and has implications for the study of the improvement of urban schools, particularly those in challenging contexts. This article outlines the research design of a large-scale, longitudinal research study in England intended to describe and explore variations in teachers' work, lives and their effects on pupils' educational outcomes. The study, funded by the Department for Education and Skills (DfES) and incorporated into the Teaching and Learning Research Programme (TLRP) as an "Associate Project", used an innovative mixed-methods research design to create case studies of 300 teachers in Years 2, 6 and 9. The research was conducted over three consecutive academic years and collected a wide range of data through interviews, questionnaire surveys of teachers' and pupils' views and assessment data on pupils' attainments in English and mathematics. The text summarises the main findings from the research in relation to four interconnected themes of the study: Professional Life Phases; Professional Identity; Relative Effectiveness; and Resilience and Commitment. The influence of school context, in terms of level of social disadvantage of pupil intake, is also investigated. Key findings and their implications for policy and practice are highlighted. This paper discusses the contribution of international studies on educational effectiveness in the light of 4 papers presented at the new ICSEI Methodology of Research and Effectiveness (MORE) Network in Barcelona in January 2005 and published in this issue of the journal. A brief historical overview is used to provide a context for these papers and a number of themes are identified in relation to the secondary analysis of international datasets such as TIMSS and PISA. The value of creating a new international teacher observation and feedback instrument to facilitate collaborative international research is discussed. In addition, the paper discusses the value of comparative studies of education policy in different national systems using the example of a high profile study of successful countries (in terms of PISA 2000 results) initiated by the Deutsches Institut fur Internationale Padagogische Forschung to inform a review of the German system.

The VITAE project is a four-year (2001-2005) research study, commissioned by the Department for Education and Skills, conducted with 300 teachers in 100 schools in seven local education authorities in England. The project aimed to identify factors that may affect their work and lives over time and how these factors may, in turn, impact on their teaching and subsequent pupil progress and outcomes. It combined quantitative and qualitative methods of data collection and analysis in order to define and examine notions of teachers' relational and relative effectiveness. The first part of the paper addresses the nature of effectiveness and three key themes relating to the changing contexts of teachers' work, lives and effectiveness: the challenge of reform to notions of professionalism; professional identities; changes in teachers' work and lives. The research design and early findings and their effects upon the development of the research form the second part. The final part of the paper discusses three sets of understandings which are fundamental to any consideration of teachers' work, lives and effectiveness: relative and relational effectiveness; teacher identities; teachers' life and work contexts. The research suggests that policy-makers, school leaders and teachers themselves need to attend to these if teacher recruitment, retention and standards are to improve. Education in the early years is a key element in the Government's current strategy. Recently, the Department for Education and Skills (DfES) funded a major study of Effective Provision of Pre-School Education (EPPE). The Early Years Transition and Special Educational Needs (EYTSEN) Project developed from the EPPE research and was also funded by the DfES. The authors of this article, Brenda Taggart, Pam Sammons, Rebecca Smees, Kathy Sylva, Edward Melhuish, Iram Siraj-Blatchford, Karen Elliott and Ingrid Lunt, all worked on the EYTSEN Project, based at the Institute of Education, University of London. In this article, they provide a summary of the findings from the EYTSEN Project, reviewing the impact of pre-school provision on children said to be "at risk" of developing special educational needs. They suggest that pre-school experience has a positive impact on cognitive attainment and social or behavioural development and that integrated centres (where education and care are fully combined) and nursery schools have the most positive influence among the different forms of pre-school provision. This paper also discusses the identification of special educational needs; quality in pre-school centres; parents' perspectives; and future developments. The article closes with a call for improved training for practitioners working in early years settings.

This paper explores the relationship between "process" quality characteristics in English pre-school centres and the developmental progress made by children between the ages of 3-5 years. A nationally representative sample of 141 English pre-schools participated in this study with longitudinal pre- and post-test measures taken from 2857 children at ages 3 and 5. Centre quality was assessed using two observational instruments, the revised version of the Early Childhood Environment Rating Scale [Harms, T., Clifford, M., & Cryer, D. (1998). "Early Childhood Environment Rating Scale, Revised Edition (ECERS-R)". Vermont: Teachers College Press] and a new English curriculum extension to it [Sylva, K., Siraj-Blatchford, I., & Taggart, B. (2003). "Assessing quality in the early years: Early Childhood Environment Rating Scale-Extension (ECERS-E): Four curricular subscales". Stoke-on Trent: Trentham Books]. This new instrument was developed specifically for assessing the curricular aspects of quality, including pedagogy, in pre-school centres subject to the English national Early Childhood Curriculum. Multi-level statistical analyses revealed that quality of centre-based provision as measured by the ECERS-E was a significant predictor of children's development at entry to school after controlling for pre-test, child characteristics and family background. This study demonstrated that the ECERS-E is a reliable instrument for assessing the educational aspects of process quality and is a significant predictor of children's cognitive/linguistic progress. In contrast, the ECERS-R had a stronger relationship with children's socio-behavioural progress in the pre-school period.

Inspection and performance data show that the schools identified as least effective in England (in special measures) are more likely to sustain the improvement they make after inspection than those that are relatively more effective, although still causing concern (identified as having serious weaknesses). We compare the progress of these two categories of schools causing concern and discuss the role of school leadership in relation to their differential improvement trends. It is argued that special measures identification and support for improvement has made an important contribution to the policy goals of promoting educational inclusion and raising standards. This article explores the impact of pre-school experience on young children's cognitive attainments at entry to primary school and analyses data collected as part of a wider longitudinal study, the Effective Provision of Pre-school Education (EPPE) project, which followed a large sample of young children attending 141 pre-school centres drawn from six types of provider in five English regions. The article compares the characteristics and attainments of the pre-school sample with those of an additional 'home' sample (children who had not attended pre-school) recruited at entry to reception. Multilevel analyses of relationships between child, parent and home environment characteristics and children's attainments in pre-reading, early number concepts and language skills are presented. Duration of time in pre-school is found to have a significant and positive impact on attainment over and above important influences such as family socio-economic status, income, mother's qualification level, ethnic and language background. The research also points to the separate and significant influence of the home learning environment. It is concluded that pre-school can play an important part in combating social exclusion by offering disadvantaged children, in particular, a better start to primary school.

A Scottish national study examined relationships between pupil background characteristics and performance in reading and mathematics at 80 primary and secondary schools. Age within the grade level, gender, and socioeconomic disadvantage had varying effects on achievement in different grades. School-level variations were more marked for primary than secondary students. Implications for school accountability policies are discussed. (Contains 50 references.) (TD)
